Voorwoord / Foreword Een tijdje terug bereikte ons een bericht waarbij wij niet onverschillig konden blijven. Een beklijvend, uitgelekt rapport aangaande de illegale jacht op roofvogels in Schotland. Of hoe de heren van de lucht het moeten afleggen tegen de hebzucht van de heren op de grond. In Noord-Ierland steekt het geweld tussen de godsdiensten de kop weer op. Met de Oranjemarsen in het vooruitzicht is dit onvermijdelijk. Ierland zelf levert dan op zijn beurt nog altijd een strijd tegen de financiële crisis. En draconische maatregelen zijn hierbij noodzakelijk. Wales daarentegen heeft tijdens een referendum een stapje verder naar autonomie gezet. Afgelopen juni waren wij te gast op het Keltfest in Dordrecht (Nederland). Een relaas van een aangenaam weekend. In Bretagne ontdekte men het belang van de regio in de schilderkunst van de voorbije eeuwen. Hieraan wordt een tentoonstelling gewijd. In ons eigen België komt er toch geen Keltische hoeve in Wervik (Vlaanderen). Nochtans een idee dat ons inziens de moeite waard was en is. Hopelijk vindt Legia vzw wel een andere locatie. In Galicië gebruikte men een wiskundige berekening om de kracht tot overleven van een lokaal dialect aan te tonen. Zo’n 2.000 jaar geleden gebruikten de Kelten ook een draadloze communicatiemiddel, maar dan via heuvelforten. Een experiment in Wales deed alles nog eens over. Schotland is vooral bekend om zijn whisky, maar weet je dat ze nu hiermee de huizen willen voorzien van stroom en warmte. En vergeet natuurlijk onze leuke By the Way... en ander fraais niet. Veel leesplezier. A while ago a message reached by which we could not stand aside. A razor-sharp leaked report concerning the illegal hunt on birds of prey in Scotland. Or how the lords of the sky have to bow their heads for the greedy lords on the land. In Northern Ireland the violence between the two religions begins to explode again. With the marshes of the Protestants to come is that not surprising. Ireland itself stills struggles with the financial crisis. And hereby determined measures are inevitable. On the other hand, during a referendum Wales has chosen for a further step to devolution. Last June we were guest on the Keltfest-festival in Dordrecht (The Netherlands). A piece of news of a pleasant weekend. In Brittany they discovered the importance of the region in paintings of passed centuries. Here they dedicate an exhibition to it. In our own country Belgium there is no longer place for a Celtic farm in Wervik (Flanders). According to us it was and is still an valuable idea. Hopefully Legia will find another place for their challenge. In Galicia a mathematical calculation shows how a local dialect can survive from a dominant national language. Like 2,000 years ago the Celts also used a wireless means of communication, but then via the hill forts. An experiment in Wales brings this idea to life again. Scotland is known for its whisky, but do you know that they would use that also to produce energy and warmth? And don’t forget our amusable By the Way... and other stuff. We wish you to enjoy it. Roofvogels niet welkom in Schotland Birds of prey not welcome in Scotland De killing fields is een geheim rapport dat op 16 januari 2011 lekte! Roofvogels worden afgeslacht, eieren worden kapot gemaakt, kuikens worden vertrapt, nesten worden vernield, aas wordt vergiftigd, vogels worden gevangen en doodgeschoten. Op deze schokkende manier worden deze prachtige vogels in Schotland dagelijks gedood. En dit om de grondeigenaren toe te laten het klein wild op hun landgoederen te beschermen om zelf te kunnen jagen. Ze hebben alles in het werk gesteld om hun doen en laten te verdoezelen, maar alles lekte uit in een rapport dat openbaar werd gemaakt. De publicatie van het rapport werd door de landeigenaren geblokkeerd, maar een kopie bereikte de Sunday Herald. Uit dit rapport van adviseurs van de overheid blijkt dat de blauwe kiekendief illegaal in grote delen van Schotland wordt vervolgd. Waarom deze stilte? Misschien zal iedereen het na een bepaalde tijd vergeten zijn. Sinds 1997 is het reeds het 5de rapport dat onbetwistbaar de link legt tussen de vervolging van de blauwe kiekendief en de heidevelden die door de rode korhoen worden beheerd. Even alles op een rijtje: de potentiële nationale populatie van de blauwe kiekendief wordt geschat op ongeveer 1.500 – 1.750 paren. Volgens de meest recente tellingen (2004) is het aantal gedaald tot 633 paren. Bijgevolg ontbreken eventjes meer dan de helft van de paren! De illegale vervolging van de blauwe kiekendief is vooral in de volgende gebieden: Centrale Hooglanden, Cairngorn Massif, Noordoost Glens, Westzuid Uplands en Inner Solway, en Border Hills. Maar denk na over het aantalD zo’n 2.300 blauwe kiekendieven ontbreken in Schotland. Dat je soms een eigendom van bepaalde omvang in bezit hebt, geeft je nog niet het recht om illegale praktijken toe te passen. Door het lekken van het rapport hopen velen dat de Schotse regering iets zal ondernemen. Misschien het nieuwe bewind? In de komende tijd wordt een ander rapport onthuld waarin niet alleen de blauwe kiekendief het slachtoffer is, maar ook de steenarend wordt er illegaal vervolgd. Het hele rapport is in het Engels te lezen via onze site: www.sangreal.be -> pub licaties (p df-b estand) of via de site: www.robedwards.com/2011/01/revealed-scotlands-bird-killingfields-html The killings fields is a secret rapport that leaked to the press on 16th January 2011! The birds are being massacred, eggs are crushed, chicks trampled, nests smashed, bait poisoned, birds trapped and shot. On this shaking way these beautiful birds found their death in Scotland every day. And that for the means of the landlords to protect their own small game of hunting. They did everything to hush up their doings, but everything leaked out in a public rapport. The landowners did everything to prevent the publication of the rapport, but a copy reached the Sunday Herald. According to the consultants of the authorities it seems that the hen harrier is illegally been haunt in great parts of Scotland. But why all the silence? Maybe everyone will forget it after a while. Since 1997 it is already the 5th rapport that unassailable shows the link between the haunt of the hen harrier and the moors where the red grouse are the master. Lets us look at the picture: the potential population of the hen harrier is estimated at about 1,500 – 1,750 pairs. According to the most recent counts (2004) the population is dropped to 633 pairs. Obviously almost a half of them is missing! The illegal haunt of the hen harrier is especially situated in the following areas: Central Highland, Cairngorn Massive, North-east glens, West-South Uplands and Inner Solway, and Border Hills. But think about the number... almost 2,300 hen harrier are missing in Scotland. Although you may have a property of a certain size, it doesn’t give you the right to use illegal manners. By the leak of this rapport many Scots hope that the government is willing to undertake action. May be the new government? There is a new rapport underway wherein not only the hen harrier is haunted, but also the golden eagle. You can read the rapport in English on our site: www.sangreal.be -> publications (pdf-file) or on the site: www.robedwards.com/2011/01/revealedscotlands-bird-killing-fields-html Bron / Source: Sunday Herald; Nieuwslog.nl;

By the Way. De man kocht in eerste instantie netjes twee kaartjes.
A dog on the train is no exception. But a pony... is another matter. In Wrexham (Wales) a man tried to take his ‘pet’ with him to Holyhead, 140 km further. First the man bought two tickets. One for himself and the other for his co-passenger. There he received the notice that his plan couldn’t go on. The staff member of the railway company clearly said that such four-footers could not go on a train. The man should have claimed that he know the law. The man was stubborn and decided to go on with his plan. The security cameras show the man and his noble breed on the platform. He surely tried to get on the train with his pony. First of all he stepped first on the train and after that he pulled the pony to get up. A ticket inspector decided to interfere personally and tried once again to persuade the man that his plan couldn’t go through. Although the pony looked forward to his first trip by train. The spokesman of the railway company – Aviva Trains Wales – had only once confirmed that it is forbidden to take stock of cattle on a train. Further he said that “small animals as dogs or guide dogs for the blind can on a train, but no larger animals. “These are a certain kind of risk for other passengers”.
A few issues ago we mentioned that Legia was looking for a place to build up an educational Celtic centre in Wervik (Flanders / Belgium). But now that idea fell to the ground. The farm has been sold to a, for the moment still unknow,n person governed by private law. Legia is passed by a private individual. The island ‘De Balokken’ was made by the aligning of the Leie between Wervik and Comines. The area had everything to become a nature area. But during the years nothing has been done to preserve the area (several destructions, actionable fire and a lack of maintenance). Local councillor Cnockaert criticizes the city for this way of working. But deputy mayor Vansteenkiste says that the town only owns the summit of the island that was build up as a yacht basin, cafeteria, cabins for walkers and shortly a camping site for caravans. The Agency for Nature and Woods (ANB) manages the rest of the island. What this agency does or doesn’t do is its own responsibility. This service only receives support from the Flemish government. The farm was in private hands and a private person can sell its assets to everyone he or she wants.

In zulke omstandigheden beet The Old Firm, in het Muziekdorp, de spits af. The Dubliners en Flogging Molly. On 4 and 5 June the 4th edition of Keltfest took place in Dordrecht (The Netherlands) nearby the observatory, in a beautiful, natural environment. A Celtic event interweaved with music, dance, food and much more. The terrain is lovely and large enough for several ‘villages’ such as: a village of music, a village to do things with a children’s farm and the Highland games, a Scottish village, a Celtic village and a place to dance. This all surrounded by several stands with lots of things. Besides the animation, visitors could listen to Abe the storyteller. You could learn the archery and join the competition. You could enjoy the competition between the toughest men in the exciting Highland games. While the youngest ones could enjoy the children’s farm. In between a woman and her dog with a few sheep. No lac of food: Celtic meat, filled breath with cheese or meat, cups with fruit, vegetarian nutrition, and more of that. For the thirsty ones there was local and Irish beer and soft drinks. The means of payment were ‘coins’. These allow you to buy food and drinks. Some of them are served with a deposit. Hereby you could choose to keep the cups and plates for home or to converse them for two coins. We have kept two plates. For the music Keltfest looked mainly in its own country, but there is no lack of quality. Saturday was a day that proclaimed to be warm and sunny day. In such conditions The Old Firm beared the brunt. A band of three members from the southwest of the Netherlands played own work and traditional folkrock. A solid start. Normally The Rougneck Riot were supposed to appear but due to engine-troubles in England they couldn’t reach the festival on time. So they looked for a substitute: Nuraghi. A band with eight members from Flanders (Belgium). This group played music as in de middle ages mixed with European folk-music. Hereby they make use of the hurdy-gurdy, the Irish bouzouki, the cello, flute and several percussion-instruments. Fling is a Dutch band, also on the program for Sunday, that brings Irish music and songs with more own influence. Rapalje, also on the Sunday program, is also a Dutch band and has a great reputation concerning the way they bring Scottish and Irish music. They were worth seeing. The last band was Scrum. This group balanced its music between the Scottish and Irish music. They got their inspiration from The Dubliners and Flogging Molly. Between the several performing groups you could dance on the Folk-bal podium. A group hereby ruled by women was Kelten zonder Grenzen. Lovely dance-music with harp, violin and a hurdy-gurdy. A drummer filled up the group. More and more people looked for a place in the shadow but others dared to dance in the full sunshine. Sunday began as a rainy day. The clouds hang over the place but it was only drizzling rain. With the first Celtic notes of Slán it stopped. Even Lugh (the sun) came to take a look and was the winner for the rest of the day. Slán is a band from Bergen op Zoom (The Netherlands) with a singer from Germany but she already speaks quite some Dutch. They play folk-music from England, Scotland, Ireland and Brittany. A stately opener which surprised us happily. The Lowland Paddies, also from Bergen op Zoom, came after Slán with their many-voiced songs and music, a mingling of instrumental and ballads from Ireland, Scotland and America. Thereafter Fling and Rapalje took the helm. They found even the time to play a song together. We think that they already reheased the evening before. For us, Sangreal, it was the first time that we were part on this festival and we were glad we did it. Who wants to to be there next year can already note following data: 19 and 20 May 2012. We have already noted them. Foto’s / photos: Keltfest en/and René Dewaele Samenstelling / Composition: Sunniva en René Dewaele
DE GSM UIT HET IJZERTIJDPERK THE MOBILE FROM THE IRON AGE
RELLEN IN NOORD-IERLAND RIOTS IN NORTHERN IRELAND
How took the communication place in the Iron age and which part played the hill forts in it? That was the aim of the research team of archaeologist Erin Robinson, in Wales. About 200 volunteers stood on the summit of 10 hill forts in Northern Wales, the Wirral and Cheshire. They signalled to each other with lightning torches. The purpose was to find out if the divers settlements used these summits to warn each other. According to Erin Robinson it was a success. “It captured our imagination and we could make links we did not think were possible”. The oldest sites used were on Clwydian Range; Halkyn Mountain near Holywell; Flintshire, a lowland nearby the Wirral and the Sandstone Ridge in Cheshire. Most of the hill forts across the surrounding landscape can see each other. Could the glowing fires act as a communication or warning system? Robinson, standing on the Moel Y Gaer hill fort, was able to see the several fires on the other hill forts. A fantastic view. A link of glowing fires. The furthest link was made between hills at Burton Point on the Wirral and Maiden Castle near Bickerton Hill in Cheshire, a distance of 25 km or 15.5 miles. The whole brought the hill forts alive.
In Belfast there were heavy riots between Catholics and Protestants. Masked Protestant scrappers attacked houses of Catholics. They threw stones and bottles. There were a few casualties. The police tried to keep both sides isolated, but both sides began to bombard the police itself. According to the mayor the situation is strained and dangerous. The riots occurred on a gap between the two camps in the east of Belfast. Catholics said the riots were not provoked, but the Protestants said that it was a revenge for a small attack on them. It is nearly a yearly appearance in connection to 12th July: the day of the marches of the Protestants. There were already riots on an earlier march on Friday 17th June. That shows once more that the peace between the Catholics and the Protestants is fragile. Since the truce of 1997 violence occasionally appears and it remains a part of the Northern Irish civilisation. Bron / Source: nrc.nl; Brabants Dagblad; Nederlands Dagblad, nos.nl

By the Way. Ken je de uitdrukking ‘to go Dutch’? Do you know the expression ‘to go Dutch’? This means that you and your date split the bill in two after dinner. But according to an investigation of the Saint-Andrews University (Scotland) something different appears. So it would happen that attractive women presume that her date pais for the whole dinner. A study asked 416 men and woman to give their appearance a number and after that they get a photo of a man or woman with whom they have an imaginary date. Hereby the question was: “Who will pay the bill?” The chooses were free: pay the bill by yourself, 50/50 or let the other pay the bill. The result shows that attractive women are not so inclined to pay anything. Even attractive men were a little reserved to pay by themselves. Earlier investigation already showed that men who was in company with an attractive women spent three times more money than in the company of a middle-good looking woman. According to the new study attractive women are lucky and the men are more inclined to pay the bill. Michael Stirrat said the following: “When the man pays the bill, it means that the man is interested in the woman and wants to arrange another date with her.” For the women the reverse counts. They expect that an good-looking man to pay. “When a woman leaves the bill for the man, she also means with that that she wants a next date with the man”, concludes Stirrat. Generally 45 % of the women expect that the man pays their date. 30 % of the men thinks the same way. But the favourite for both women and men, is to ‘go to Dutch’. Bron / Source: nieuwsblad.be
Ireland comes, after the help to Greece, in the view of the financial markets. But the public debt of Ireland has another level. But how has it all began? The financial-economic crisis started in the United States, where international trade deficits were reprocessed via cheap back-draft from Asia. By the lack of regulation this money has been used to provide nasty loans which led to crisis in the real estate. The United States got into big trouble. As a result of the participation of European banks in these actions, they also went into trouble. The local government had to support the banks with big amounts and this turned out into a derail of the national budgets and the search for savings. The combination of the high deficit and a bad economical growth was the start of the problems. The Irish economical growth was based on the financial sector and real estate market. The thoughtless support to guarantee the debts of the banks and the associated deficits led to a lack of faith in the financial market. For the moment Ireland remains in a spiral. The new government already suggested to ask Europe for lower rate for the loan. But Europe is not so happy with this proposition. Also because Ireland doesn’t want to change its low taxes on companies. And this is no good for other European countries as they have to help a country that completes them with the acceptance of companies. On 16th June 2011 the rate on the two yearly obligation rose to 13 %. A new record. The cost of labour fell down with 2.2 % because Ireland had to cut in its expenses. And because of that there was no growth in the economical system. Last April the stress test showed that at least four banks need another 24 billion euro: Allied Irish Bank, Bank of Ireland, Irish Life & Amp and EBS Building Society. Recently Europe gave Ireland the permission to merge two financial companies: Allied Irish Bank and Irish Nationwide Building Society. They will slowly be dismantled. During the coming 10 years they have to sell their assets. After the merge they will get a new name: Irish Bank Resolution Corporation. Last March the Irish government presented a complete realignment of the financial branch to two pillars: Bank of Ireland and Allied Irish Banks. But yet Ireland is optimistic. The Irish government is convinced that investors will again loan money to their country. According to Michael Noonan, Minister of Finance, the new European financial stability pact, which will rise in 2013, should give Ireland the chance to loan on the financial market again. Europe wants that Ireland reduces its deficit in the budget under the 3 % of the Gross Domestic Product (GDP). Many other countries in Europe had crossed this line because of the recession. Ireland makes heavy efforts to avert a second loan from the European Central Bank and the International Monetary Fund. But if Ireland can’t find any money in on the usual financial market in 2012, it will be difficult. Until now Ireland received such as 67.5 billion EUR. In the beginning of last March, before the regional elections, a referendum for further devolution took place. Until then Wales has, less than Scotland and Northern Ireland, a range of powers: agriculture, education, environment, health, housing, local government, transport, economic development and rescue services. Although Wales has these powers, by the way of speaking, London had to approve every proposition Wales claimed. If London said no, Wales was stuck. That was the meaning of that referendum: to put an end to this construction. It was a simple choice: ‘Do you grant Wales to approve its regulations by itself or do we still need London for it.’ A yes-vote should give the government of Wales the authorisation to approve its own decisions. According to the yes-side it would accelerate the procedures and it would save money. On the other hand the noside was convinced that the representatives of Wales in the national parliament could use their power to get things done. Why a referendum? Because the regional parliament wants it. And it would definitely set a step to further devolution. Labour and Plaid Cumry took the first steps and build up the All Wales Convention. Several public opinion polls showed that there was a yes-majority. A yes should mean that Wales could use its power completely on the areas they already have, but it didn’t allow Wales to strive for new powers. The 3rd March 2011 was the day. Everybody aged 18 years or more could vote. And it became a yes. 63.50 % were in favour and 35.40 % were against. Remarkable was that the county Monmouthshire was the only place with a majority against the powers. It was a near thing! Only 320 votes. In the other counties the yes-votes took 50 to 80 %. But there was a low polling rate. Only 35.20 % of the voters came. It wasn’t as low as they feared. In previous referenda in 1997 the turnout was 51.10 % and 58.80 % in 1979. But the low attendance is something that the Welsh parliament should bear in mind. The yes-side had cross-party support in the assembly. But the biggest part was the agreement between Labour and Plaid Cymru. And now it is the role of Wales to transfer this turning-point into real devolution.
What keeps a dialect alive? What are the reasons that a dialect remains and doesn’t die back as the Cornish? Of course... the use of the language by as many people as can be indoors and outdoors. The advantages of a state of control plays the big part in this. Do parents see the benefit to educate their children in the marginalised native tongue or is the dominant national language the triggering factor? A popular way to forecast the solution of the battle between two languages is the so-called Abrams-Strogatz model. This mathematic model starts from a few speakers who, at a certain moment, have the knowledge of both languages, and then check how attractive it is for the people to go further in the competitive language. Is there a big difference in status between the two languages, then the battle will be over soon and the ‘local’ language disappears after a few generations. But according to a few Spanish physicists from the University of Santiago de Compostela in Galicia, an autonomous community in Spain, that is a little over-simplified. The researchers find that the Abrams-Strogatz model has its shortcomings, because it doesn’t calculate the bilinguals. Hereby they put a third group of people in front, namely people who control both languages and speak them straight. But that wasn’t the only adaption they made. According to them the dominant status of one language is not so important as it seems, but also the likeness they have. If that is big enough, then, according to their model, both languages could survive for many centuries. Here the mass of bilinguals is important. Thanks to this group the monolinguals don’t get in the oppression. It is obvious that bilingualism goes hand in hand with the resemblance of both languages. “Take for instance two languages that have the same status for the population of a certain area”, researcher Jorge Mira Pérze writes, “then a likeness of 40 % is already enough to guarantee the survival of the languages. Is there a real difference in status of the languages, than is a likeness of more than 75 % required.” That is good news for the Spanish as well as the Galician language. Both languages can glory in a relative stable group of users and they also have some likenesses. The researchers are convinced that at the end of this century the relationship between the Galicianspeaking group and the Spanish-speaking group won’t change at all. Considering other languages, as Welsh in Wales, the expectations are much lower. Bron / Souce: standaardbe

- Whisky as energy source! We know that the Scottish economy and its people turn on whisky. But now houses can be provided with heath and electricity from it. In Rothes they build a power plant which converts waste materials of the several whisky-distilleries into warmth and electricity. The power station should be ready in 2013. After the distillation of whisky a great deal of organic material remains, called ‘draff’. This material will be collected in the power station and burned in it. So 9,000 houses in the surrounding area can be provided with electricity. A other residue, ‘pot ale’, that remains on the bottom of the distillation kettle, will be converted into chemical fertiliser and feeding stuffs. The residues of sixteen distilleries, among others such as Glenlivit, Chivas Regal, Macallan and Famous Grouse, will be used in the factory. Environment groups are glad with such a great project, which contributes to the lasting energy industry in Scotland. The announcement came just before the regional elections for the Scottish parliament. The leader of the Scottish National Party (SNP) promised that his party will provide Scotland with renewable energy sources before 2020. Labour said that this promise is only ‘storytelling’. BRETAGNE DOOR DE OGEN VAN 19e EEUWSE SCHILDERS BRITTANY THROUGH THE EYES OF PAINTERS FROM THE 19TH CENTURY Tot eind augustus 2011 loopt in Quimper de expositie ‘van Turner tot Monet’. Till the end of August 2011 an exhibition is held in Quimper with the title ‘from Turner to Monet’. In the Musée des Beaux-Arts we can see Brittany through the eyes of some painters of the 19th century who came to this region an staid there. The exhibition shows Brittany, the coasts, the people and the sea. In total there are 80 paintings, 50 drawings, engravings and books. The cause of all this was the purchase of two paintings, ‘Vue de Saint-Pol-deLéon’ of Louise Joséphine Sarazin de Belmont from 1837 and ‘Le Chêne au dolmen dans la forêt de Brocéliande’ of Jules Coignet from 1836. This was the refreshing of the interest in works of Brittany from de 19th century. Brittany, earlier a practically unknown place, got since the emergence of the Romantic period a special preference of painters such as John William Mallord Turner, Camille Corot, Eugène Boudin and Claude Monet.
