[email protected] Abstract The purpose of this study was to evaluate educational programs and training referees in the Association of West Java PSSI .: (1) The policy goal umpire education and training programs, (2) Resources educational programs and training referees in PSSI Association of West Java province, (3) education programs and training referees, (4) Product educational programs and training referees. This study uses a model of CIPP Stufflebeam. The technique of collecting data through observation, interviews and documentation study, researchers naturally interact with research subjects. The results showed that: (1) The purpose of education programs and training referees C-2 at the Association of the Province of West Java PSSI, has no legal basis and purpose that can be accounted for in order to increase the competence of the referee. Implementation of the program is in line with the development goals of HR refereeing quality and maintain regeneration referee who has the character and responsibilities are qualified, (2) resource planning program delivery pendidikdan and training referees C-2 at the Association of Provincial PSSI West Java, has been done with regard design training, curriculum, SAP, competent instructor, use of media, the use of the method, the formation of a committee, availability of accommodation, and facilities and infrastructure., 3) the implementation process of the implementation of educational programs and training referees C-2 at the Association of Provincial PSSI West Java, run in accordance with the curriculum and training program objectives. (4) There is a change in the participants' knowledge of training in the form of increase in value of knowledge of the rules of the game (FIFA), Keywords: program evaluation, education and training of referees, the Association of the Province of West Java PSSI The referee is a slider game that has full rights to all the players during the game, coach, and official team. Every football match is led by a referee whose absolute authority in enforcing the Rules of the game in which he was assigned. Because of its important role, the referees are required to have knowledge of the rules of the game, the ability to lead perandingan, firmness in applying the rules of the game, and spirited adil.Salah one supporting the most important is the ability of a strong physical fitness. Therefore, according to Yusep, to meet the needs of umpiring assignments, then a referee must improve: 1. The ability of private (and soul). 2. Skills umpiring. 3. Ability relationship with fellow officer referee. 4. The ability of the relationship with the players. 5. The ability of the relationship with the players. Ability relationships with top organizations. In the evaluation of the program is applied to the referee coaching program at the Association of the Province of West Java PSSI using an evaluation model CIPP (Context, Input, Process and Output) developed by Stufflebeam. Model selection is based on the understanding that this model looked at programs that would be evaluated as a system highly dependent
therein by some sub-systems that constitute it. Four components or dimensional model of CIPP (Context, Input, Process, and Product) Model evaluation program used the model of program evaluation CIPP of Stufflebeamdengan subfokus this study defined as follows: Context: The policy goal of educational programs and training referees football in the region of the Association of Java West. Input: Resources for education and training in the Association of West Java Province. Process: The process of education and training of referees in the Association of West Java Province. Product: The product referees through education and training of referees in the Association of West Java Province. In order to achieve the research objectives, qualitative approach was used. The instrument used is the researchers themselves with the help of interview guidelines and documentation. Evaluation model used is the model CIPP. CIPP Model of Stufflebeam evaluation suggests focusing on five aspects, namely: Context, Input, Process, Product. M. Renda, Riswanto (2009) soccer referee's performance in the lead on the competition Pengcab Mojokerto, based on research results and the percentage obtained on the performance of the football referees in the lead on the competition Pengcab in Mojokerto, it can be concluded that it is generally sufficient, ie with a percentage of 68.07%, thus it is necessary to increase so that the quality of referees is getting better and the need researched the results of the quality of the referees association Bandung in order to facilitate the commission of instructors and referees in assigning referees and provide coaching programs. METHODS In order to achieve the research objectives, qualitative approach was used. The instrument used is the researchers themselves with the help of interview guidelines and documentation. Four components or dimensional model of CIPP (Context, Input, Process, and Product) in soccer referee training program according to FIFA and PSSI statutes can be explained as follows:
1. Context Evaluation In evaluating this context, the direction of evaluation focused on a) assess the basis and purpose development programs referee (courses C3 / district / city) that is supported by legislation, government regulations and the FIFA Statutes and the Statute of the PSSI b) the feasibility of the organizers in implementing coaching programs referee in association PSSI West Java Province
2. Input Evaluation At this stage of the evaluation is done by assessing the design of training programs with a view; a) characteristics of the participants refresher, b) the academic qualifications of the instructor who taught the
competence of the field), c) the availability of curriculum, learning tools and implementation guidelines for refresher courses. d) infrastructure program delivery.
3. Process Evaluation Evaluation process in training programs is a stage assess implementation of the program by looking at the dimensions of instructional and institutional provisions in all material discussing the coaching program. Process evaluation component evaluates the extent of correspondence between the curriculum and schedules, competence instructors or presenters as well as classroom learning process that includes: a systematic presentation of the instructors, the ability to present, the use of the method, the use of tools and media learning and performance of the speaker.
4. Product Evaluation In the product evaluation outcomes assessment training program in the form of an overall evaluation of participants viewed from two aspects namely: first, the academic aspects (include: understanding the material, the ability to analyze and problem solving, understanding the rules of the game, written communication and oral communication), the second aspect of the attitude (comprising from: initiative, discipline, teamwork, leadership) These three aspects of physical fitness (40 meter sprint test and the Cooper test consisting of running 150 meters under 30 seconds with a minimum of 20 times the number of reps, with 40 seconds rest for assistants and 35 seconds to referee with mileage each in a recess of 50 meters. in addition to the components of the product evaluation includes an assessment of the ability to teach the speakers as well as an assessment of the performance of the organizers. the evaluation adheres to the philosophy that one side of one's integrity must be respected, and on the other hand the dignity or reputation of the institution and association should be maintained and enforced RESEARCH RESULT According to the research by evaluating the implementation of educational programs and training referees C-2 at the Association of the Province of West Java PSSI can be summarized as follows: 1. The purpose of education programs and training referees C-2 at the Association of the Province of West Java PSSI, has no legal basis and purpose that can be accounted for in order to increase the competence of the referee. Implementation of the program is in line with the objectives of human resources development and the quality of refereeing which maintain regeneration referee who has the character and responsibilities are qualified. 2. Resources pendidikdan program implementation planning and training referees C-2 at the Association of the Province of West Java PSSI, has been being done with attention to design training, curriculum, SAP, competent instructors, the use of the media, the use of the method, the formation of a committee of potential, availability of accommodation, and supporting infrastructures. Then monitoring the planning was done on the preparation of training, such as: correspondence, committee, accommodation, media, classroom, instructor. 3. The process of education programs and training referees C-2 at the Association of the Province of West Java PSSI, run in accordance with the curriculum and training program objectives, namely the existence of the learning process that consists of the delivery of material in accordance with the objectives, the
availability of means and methods of use prasaranm and the use of media. Monitoring the process is done at the beginning of the training process takes place, and the end of the training process. 4. There is a change in the participants' knowledge of training in the form of increase in value of knowledge of the rules of the game (FIFA), but this is not enough. Training participants must continue to hone and up to date in receiving the latest regulations, because it is well known there would be a revision of FIFA perraturan per month June / July. This information is obtained from the comparison of the results of pre-test and post test. Similarly, the practice in the field, the participants showed changes in terms of the movement of both its role as referee, and assistant referees. While the attitude is not comparable because only assessed at the end of the course, as well as with cooper test. After analyzing both of the primary data, secondary data, and triangulation, the obtained results of the evaluation, as follows: 1. Evaluation Context Based on the data obtained by researchers of document management and implementation of educational programs and training referees in the Association PSSI West Java Province, found that the implementation of the program has a legal basis for the policy as follows: 1. FIFA Statutes, 2014. 3. Plan activities program 2012 4. Duties and authority KONI 5. The work program of the Association of the Province of West Java PSSI 6. Regulation of the government of the republic of Indonesia Number 16 Year 2007 regarding the implementation of national sports 7. Government Regulation of the Republic of Indonesia Number 17 of 2007 on the organization of weekend and championship sports. 8. Regulation of the government of the republic of Indonesia number 18 of 2007 on the sports pendandaan 9. The strategic plan of the Association of the Province of West Java PSSI 10. Target Vision 2015 evaluation PSSI Based on data from the above documents, the results of the evaluation in accordance with the evaluation criteria have been formulated for the policy was supported by the National Sports System Act 3 of 2005. The results were dipeoleh that no new measures taken by the organizers in the training program and partly great refers to policies that have been determined by the central committee. As to the implementation of the training objectives into operational goals. Party organizers in cooperation with the Association of Bandung formed a committee after the Decree of the President of the Association PSSI West Java province, on the instructions for the formation of committees. Furthermore, to make preparations starting from a committee meeting to determine the schedule, determine the instructor, program objectives, as well as facilities and infrastructure that will be used. 2. Evaluation Results Input
Based on data obtained from interviews, documentation and observation, the findings of the evaluation input in this study is a component of the resource with respect to educational programs and training referees C-2 at the Association of the Province of West Java PSSI, is as follows: 1) Planning and Design Education and Training Program From the results of the evaluation results showed that the planning of the training program, the general design of the program has been formulated by the PSSI, thoroughly and completely used nationally. No material changes are too fundamental, where these changes are just adapted to the circumstances and the ability of the participants when the initial tests, both in terms of understanding the rules and the ability of physical tests. The evaluation results also indicate that the training program curriculum created by the center and applies nationwide. While the Events Unit Learning / Training made by the organizing committee in cooperation with the instructor that administer the teaching eye, as well as the terms of reference and timetable. Manufacture of materials and teaching tools such as modules, was due to be done to standardize the material held by the participants in following the training undertaken by each of the provinces throughout Indonesia, is due to the absence of the role of the referee committee are not designed and standardize the material and apply it nationally. 3. Evaluation (Process) In general evaluation of education programs and training referees C-2 PSSI Association of West Java province in West Java, such as the process of education and training activities ranging from opening, implementation, and evaluation (assessment) training program. More detailed evaluation process in this research include the learning process and the process of monitoring and evaluation of programs of education and training programs pelatihan.Proses referee C-2 at the Association of the Province of West Java PSSI, implemented based on the curriculum used by PSSI already tested and applied to education and previous training.
4. Product Evaluation Results Product evaluation visits of glasses conceptual includes determining and checking the results of the general and special programs, measuring results can be anticipated yag, mengdiagnosis and identify unexpected outcomes, assessing the positive and negative benefits of the programs, assess the effectiveness of the use of cost.
