METHODOLOGY OF ENERGY ANALYSIS Tasks to be elaborated: 1. Compiling the set of operative regulations of the Hungarian side 2. Defining questions and scope of required data for the joint questionnaire of building selections 3. Surveying public buildings of involved 9 municipalities to select 16 buildings for energy performance analyses 4. Working on joint questionnaire of energy performance analyses 5. Analysing 16 selected buildings' energy performance in details 6. Expert taking part in 16 site visits to make on site measurements and checks about insulation, building engineering, location 7. Preparing 16 project fiches to describe the necessary investments and match them with potential funding sources

Averages of 16 public buildings: • Total investment cost: 76.4 million HUF (254.7 thousand EUR) • Estimated saving of total energy cost: 4,36 million HUF (14,55 thousand EUR) • Payback time - IRR: 19.8 yrs – 4.3% • Payback time – IRR (with 85% EU funding): 3.0 yrs – 60.9%
Investments are generally proposed to be implemented with EU funding.
