(RTLZ) – Het gaat weer lekker met de Nederlandse economie. De AEX kruipt weer richting de 500 punten, het kabinet wil 5 miljard euro uitdelen en staatsbank ABN Amro gaat volgende week naar de beurs. Maar topeconomen Luc Aben, hoofdeconoom bij Van Lanschot, en de Tilburgse hoogleraar Sylvester Eijffinger lopen niet mee in de polonaise. Het kan namelijk nog veel beter. Turkije bij de EU economisch voordelen

(De Vijf van Eijff: vijf vragen van de onafhankelijke nieuws website van Tilburg University (universonline) over een actueel onderwerp) Turkije kan zakken vol geld krijgen van Europa in ruil voor opvang van vluchtelingen. De Turkse regering eist dat ook dat de deur wagenwijd open gaat voor een toekomstig EUlidmaatschap. Hoe goed of slecht is zo’n Turks lidmaatschap? Hoogleraar financiële economie Sylvester Eijffinger geeft antwoord op vijf vragen. 1. Hebben de Turken hun huishouden financieel op orde? Turkije is de vijftiende economie van de wereld met al jaren groeicijfers van 7, 8, 9 procent. Volgens prognoses zou het in 2050 globaal zelfs de negende economie kunnen worden. Het BBP per hoofd van de bevolking van Turkije ligt boven dat van een gemiddeld Oost-Europees land. Onder Erdogan is het land enorm geïndustrialiseerd en zijn de markten geliberaliseerd. De economie is stabiel geworden. Dat heeft Erdogan allemaal goed gedaan. Toch zal Turkije nooit een volwaardig EU-lid worden. Niet om economische maar om politieke redenen, om zeg maar de ugly side van Erdogan. 2. Los van de politieke argumenten, hoe goed of slecht is Turkse toetreding voor de Europese economie en specifiek voor Nederland? Economisch zou Turkse toetreding een voordeel zijn, zowel voor de Turken als voor Europa. Het zou de economie en daarmee de
welvaart een boost kunnen geven. En Nederland zou daarbij disproportioneel veel van profiteren vanwege onze open economie. Wij zouden er meer economisch belang bij hebben dan bijvoorbeeld Duitsland of Frankrijk.
3. Merkel rolde vorige maand de rode loper uit voor Turkije, tot ergernis van andere EU-landen. Meer dan ooit lijkt alles te staan of te vallen met het machtswoord uit Berlijn. Hoe financieel afhankelijk is Europa van Duitsland? Heel erg. Duitsland heeft altijd immense invloed gehad. Dat land is de paymaster, de grootste economie én het grootste land van Europa. Daarom is het leidend, ongeacht wie de bondskanselier is. Ik vrees alleen dat Angela Merkel dat binnenkort niet meer is. Wat ze heeft gedaan met de vluchtelingen is heel moedig maar onhoudbaar. 4. Een nog grotere EU, TTIP; waar houdt het voordeel van schaalvergroting op? In termen van jurisdicties moet je oppassen, maar op zich is schaalvergroting alleen maar goed. In termen van handels- en kapitaalverkeer is er niets op tegen. Omdat het gebeurt binnen de bestaande geografische blokken waarin de wereld is opgedeeld. Ook TTIP, mits in balans en symmetrisch voor alle betrokken partijen, zorgt voor meer handel en dus economische groei. 5. Bestaat er een kans dat het omgekeerde gaat gebeuren: dat landen juist de weg van protectionisme gaan inslaan? Na een crisis zie je altijd een toename van protectionistische maatregelen. Ook de afgelopen jaren zag je dat. Sinds 2008 is
er volgens CEPR (Centre for Economic Policy Research) letterlijk elke dag een protectionistische maatregel genomen. Dat is logisch. Maar het is niet verstandig. Het roept altijd een reactie op, met als gevolg dalende handel. Iedereen roept foei, maar alle landen doen het. Nederland en Duitsland zijn nog redelijk braaf, maar Frankrijk is bijvoorbeeld van oudsher erg protectionistisch. Het is dom om kortetermijn-gemak te verkiezen boven baten op de lange termijn. Dat zie je ook de afgelopen jaren weer aan de groeicijfers. Wederom: TTIP kan hierin een omkering betekenen. En ook nauwere economische samenwerking met Turkije. Niet als EU-lid maar als een geassocieerd land in het Europa van de verschillende snelheden. Hier de link naar universonline, zie p. 12

This may have implications for the implementation of
monetary policy, which usually operates through short-term interbank interest rates. This column looks at how banks reacted to the Dutch quantitative liquidity requirement. The authors conclude that liquidity requirements will only reduce overnight interest rates if they cause an aggregate liquidity shortage.

Basel liquidity rules and their impact on the interbank money market By Clemens Bonner and Sylvester Eijffinger Will the new Basel rules make monetary policy less effective? This column looks at how banks responded to the introduction of the Dutch quantitative liquidity requirement. It concludes that a liquidity rule does influence lending rates and volumes in the interbank money market. These effects, however, are at least partially intended and the overall effect of a binding liquidity rule is still positive. (Read more)
Centrale bankiers moeten het wiel opnieuw uitvinden (FD) – Centrale banken houden de rente kunstmatig laag. Tot een snel oplopende geldontwaarding leidt dit echter niet. Uit angst voor deflatie proberen centrale bankiers juist overal met man en macht de inflatie omhoog te duwen richting de gangbaar geworden doelstelling van ongeveer 2%. Daarbij baseren ze zich nog altijd op de oude relaties tussen productie, werkloosheid en inflatie, zegt ook hoogleraar Sylvester Eijffinger van de universiteit van Tilburg. Maar als die niet meer opgaan, is het de vraag op welke aannames alle inspanningen precies gebaseerd zijn en of de doelstellingen niet aangepast dienen te worden. Is het echt wel nodig alle monetaire instrumenten uit de kast te halen? Reageert het publiek eigenlijk sowieso nog wel op de inspanningen? ‘De pijnlijke waarheid is dat de centrale bankiers het niet weten en daarom toch maar vasthouden aan de oude regelmatigheden’, stelt Eijffinger. ‘En als je het niet weet, is het ook erg lastig om helder te communiceren.’ De econoom, die begin vorig jaar nog rekende op een inflatie van 3% à 4% in 2015, steekt ruimhartig ook de hand in eigen boezem. ‘Ik heb eerder gezegd dat de inflatie weleens snel kan gaan oplopen. Ik heb me vergist. Ook ik ben te lang uitgegaan van de oude relaties.’ De vraag is waarom die niet meer opgaan. Eijffinger wijt het aan de balansrecessie. Banken, overheden en private sectoren, iedereen is druk bezig om van zijn excessief gestegen schulden af te komen. Niemand denkt erover gebruik te maken van de extreem lage rente en geld te lenen om weer te investeren,

My Proposal - The Age Financial Repression
of
(My presentation on ‘The Age of Financial Repression’ at the Global Economic Symposium in Kiel today) The Challenge With the onset of the Financial Crisis 2008 many central banks worldwide considerably eased their monetary policies. Some central banks, like the Federal Reserve, the European Central Bank, and the Bank of England, quickly reached the zero-lowerbound on nominal interest rates; these central banks then started conducting extraordinary measures like quantitative easing and forward guidance. There is some consensus that this massive monetary stimulus in the first, ‘acute’, phase of the crisis was largely appropriate, preventing a second Great Depression. However, since then, discussion has turned toward how long monetary policy should remain highly expansionary, because of doubts about the effectiveness of expansionary monetary policy in the aftermath of banking crises. Moreover, expansionary monetary policy over a long period of time might be associated with adverse side effects such as financial instability, asset price bubbles, slower structural adjustment, distorted investment decisions, and inflation. Sylvester Eijffinger says: Almost all Western nations are implementing or have plans to
implement policies aimed at reducing or at the very least stopping the increase of their national debts. The main argument for those policies is the fact that the national debt in many Western nations in dangerously near or even above the threshold of 90 percent of GDP. Unpopularity of large enough cuts in government spending and tax increases, in combination with low economic growth for a considerable period of time, has started to lead politicians in many Western nations to turn to ‘solutions’ that we long ago decided were not very good policies. Many of those can be put together under the financial repression umbrella. We speak of financial repression when governments implement to channel funds towards the government where those funds would flow to other assets if government policies were absent. For example, many governments have enacted laws and regulations that give a nudge to financial companies to invest more money in debt of the government of their domicile. Take for example the so-called Basel III regulation, on increasing financial buffers at banks. Among other things, Basel III regulation stipulates that banks do not have to set cash aside against their investments in government bonds with ratings of AA- or higher. If they invest in government bond of their domicile countries, there is no need for buffers, even if the rating is lower. policies that aim Another form of financial repression is conducted by Western central banks by making sure the real interest rates are negative. In the euro area, the ECB’s policy rate stands now at 0,05 percent, while the average inflation was since the start of the financial crisis in 2008 above 2 percent and only recently dropping but still positive. It is not only the short term real rates that are negative. Because the Fed, the ECB and the BoE, among other central banks, have ventured or are to venture into capital markets as well, via quantitative easing or the ECB-version thereof, the expanded asset purchase programme, even the long term real interest
rates are negative. All of this falls into the category ‘soft financial repression’ because banks in this case are only nudged, not made to invest in government debt. There is also the hard version of financial repression. Some governments for example demand from financial institutions in their countries to increase their holdings of government debt or in any case not to lower their holdings. For a long time, direct or indirect monetary financing of budget deficits ranked among the most serious and damaging offences a central bank can do. Quantitative easing and ECB’s expanded asset purchase programme are just fancy new names for direct and indirect monetary financing. because it inflicts more harm than good in the medium and long term. There is absolutely no reason to expect that this time will be different. The fact that central banks in the West engage in monetary financing, says a lot about the real degree of their independence from their governments. Those policies in combination with Basel III regulations and the fact that all of them are of long term nature, mean that financial repression is only set to get even worse and in any case will define the economic landscape for at least a decade. The only solution for mitigating financial repression is change the Basel III regulations in such a way that the preferred treatment of government bonds will be diminished. The banks will then not be forced to invest in government debt and could play their role again in financing SMEs and other companies. Furthermore, central banks like the Fed, the ECB and BoE should be very careful with direct or indirect
monetary financing of budget deficits because they take away the incentives for governments to implement the necessary structural reforms in the labor and product markets.

Gaat een autofabrikant nu hetzelfde te doen met Duitsland, de (diesel)motor van de Europese economie? Hoogleraar financiële economie Sylvester Eijffinger geeft antwoord.
1. Heeft het emissieschandaal bij Volkswagen de potentie om een economische crisis te veroorzaken die heel Europa treft? Geen algehele economische crisis. Maar dit is wel het ‘Lehmanmoment’ voor de automobielindustrie, een crisis die in bijna alle facetten vergelijkbaar is met de bankencrisis van 2008. De sector werd steeds meer in het keurslijf van de emissienormen gedwongen, terwijl zij technologisch de grens had bereikt. Het gevolg is dit soort strapatsen die de onhoudbaarheid van het model aangeven. 2. Is dit de prijs van het kapitalisme: bedrijven die zo groot zijn geworden dat zij een bijna fatale invloed hebben op de macro-economie? Dit is vooral het gevolg van bad risk-management en poor governance. In een kapitalistisch systeem is de afweging
constant: hoeveel risico kan en durf ik te nemen. Dat risicomanagement was bij Volkswagen duidelijk niet goed op orde. Maar er werd ook niet gecontroleerd. En dat is minstens even erg. Het interne toezicht heeft gefaald, zowel door de Raad van Bestuur als door de Raad van Commissarissen. Dat geldt waarschijnlijk trouwens voor heel de auto-industrie. Daarom heeft dit zeker impact op de groeicijfers in Duitsland en dus op Europa. Maar de invloed van de autosector op de economie is minder groot dan die van de bankensector en zal geen twee of drie recessies tot gevolg hebben.
3. Is dit heel erg 2015 of is dit een systemisch verschijnsel? Crises zijn inherent aan het kapitalistische systeem. Die kun je niet wegnemen, maar je kunt ze wel mitigeren. Niet met regelgeving, die is altijd ontwijkbaar. De enige manier is beter risicomanagement en beter intern toezicht. 4. De Griekse crisis, de vluchtelingen, nu dit weer. Het kost bakken met geld. Hoeveel kan het continent nog aan voordat het op een financiële catastrofe afstevent? Het heeft allemaal te maken met de manier en het moment de Europese Unie is ingericht. Daarbij was sprake van weer-integratie’. Nu zitten we in slecht weer. De enige om dan nog erger te voorkomen is Europa naar een hoger van integratie te tillen.

5. Maar elk van deze crises had juist Brussel kunnen voorkomen of beperken. Ooit begon de EU als een economische unie. Wat staat het meest onder druk: ‘economische’ of ‘unie’? De unie. Het niveau van politieke integratie in Brussel was onvoldoende om dit soort problemen te tackelen. Economisch hebben we het allemaal redelijk goed geregeld in Europa. De
interne markt, de EEG, was redelijk simpel. De monetaire unie en de bankenunie waren iets lastiger maar nog goed te doen. De volgende stap, een fiscale unie, wordt pas echt moeilijk. Daarmee geef je je soevereiniteit op. Dan kun je inderdaad gaan spreken van een ‘nepparlement’. Dat gaat niet meer over de economie maar over de stabiliteit en de functionaliteit van het politieke systeem. En daar maak ik me grote zorgen over.
