TOEPASSINGSREGLEMENT A ADMINISTRATIEF GEDEELTE A.1 SITUERING, TOEPASSINGSGEBIED EN REFERENTIEDOCUMENTEN A.1.1 Situering Onderhavig document beschrijft de regels en procedures voor de certificering van de overeenstemming van isolerende dubbele glaseenheden met de toepasselijke eisen van de normen NBN EN1279, en voor het gebruik van de CE-markering dat als attestering door de producent van deze overeenstemming geldt en dit indien de producten vallen onder „attestation of conformity system 1‟. Dit toepassingsreglement is gebaseerd op de regels en richtlijnen bepaald door de volgende referentiedocumenten: - Europese Bouwproductenrichtlijn (CPD). - Het Algemeen Reglement voor de Certificatie van Producten en productiecontrolesystemen – BCCA (verder ARCP). Dit reglement bepaalt de principes voor de organisatie van de certificatie door BCCA. - Het Bijzonder reglement van BCCA voor het gebruik van de CE-markering en de eraan gekoppelde certificatieregels, bepaald op basis van de Guidance Papers bij de CPD. - De geharmoniseerde normen voor de betreffende producten (zie verder). Het toepassingsreglement werd voor de eerste maal na goedkeuring van de adviesraad „Glas‟ van toepassing gesteld op 17/07/2010. De eigenlijke tekst van het reglement wordt herzien in functie van de noodzaak. Elke wijziging wordt ter goedkeuring voorgelegd aan de adviesraad. De bijlagen worden permanent geactualiseerd. Significante wijzigingen worden eveneens voorgelegd aan de adviesraad. Het gehele document wordt één maal per jaar door de adviesraad herbevestigd. Het reglement is publiek beschikbaar en wordt aan de door BCCA gecertificeerde leveranciers en eventuele aanvragers ter beschikking gesteld.
A.1.2 Toepassingsgebied Dit toepassingsreglement heeft betrekking op de productfamilie isolerend dubbel glas met familienummer 414 welke voldoet aan het toepassingsgebied zoals geformuleerd in de betreffende productnorm en welke volgens annex ZA van deze productnorm valt onder „attestation of conformity system 1 (= AoC 1)‟ (zie CPD – Construction Products Directive Annex III.2). De technische schema‟s voor deze producten worden per productfamilie weergegeven in deel B van dit toepassingsreglement.

A.2 OPVATTING VAN DE CERTIFICATIEMETHODIEK Vooraleer de producten, die vallen onder attestation of conformity system 1, op de markt kunnen gebracht worden onder CE-markering dient er een toelatingsonderzoek uitgevoerd te worden door een genotificeerde certificatie-instelling.

Wanneer uit het toelatingsonderzoek blijkt dat er voldaan is aan de eisen in de van toepassing zijnde productnorm en EN 1279- 5, stelt de certificatie-instelling een “EC Certificate of Conformity” op en dit per onderzocht product. Op basis hiervan maakt de leverancier eveneens per product een “EC declaration of conformity” op. Vanaf nu kan het product onder CE-markering op de markt worden gebracht. Vanuit AoC 1 worden er periodieke controlebezoeken opgelegd waarbij er een toezicht wordt uitgevoerd op het intern ITT-beheer, de productie, het productiecontrolesysteem en de eraan verbonden procedures. Normaliter bedraagt de controlefrequentie 2 per jaar. De geldigheid van de “EC Certificates of Conformity” dient ieder jaar herbevestigd te worden door de certificatie-instelling aan de leverancier. Dit gebeurt op voorwaarde dat de controlebezoeken werden uitgevoerd met positief resultaat.
A.3 INSTELLINGEN EN ORGANISMEN VOOR DE CERTIFICATIE A.3.1 De certificatie-instelling BCCA is door de Belgische lidstaat (FOD) genotificeerd bij de Europese Commissie als certificatieinstelling. BCCA heeft hiervoor een certificatiesysteem ingericht dat beantwoordt aan de eisen van NBN EN 45011. De Europese Commissie heeft in het kader van de CPD BCCA geregistreerd onder het nummer: 0749 – CPD.
A.3.2 Structuur van de adviesraad BCCA heeft voor de in dit reglement opgenomen productfamilie een adviesraad opgericht (samenstelling: zie bijlage A.3.2).
A.3.3 Beslissingen over de certificatie De beslissingen over de certificatie (toekenning, intrekking en andere maatregelen) worden genomen door de directeur van BCCA in overleg met een intern kerncomité genaamd: “Certificatiecomité Glas” (samenstelling: zie bijlage A.3.3.1). Alle belangrijke probleemstellingen binnen de dossiers worden voorgelegd aan een raad van deskundigen “Certificatieraad Glas” genaamd (samenstelling: zie bijlage A.3.3.2), die een volstrekte vertrouwelijkheid toepast met betrekking tot dossiergebonden informatie. Het certificatiecomité en de certificatieraad kunnen aan de adviesraad vragen stellen over de interpretatie van de toepassing van de reglementen zonder dat dossiergebonden informatie vrijgegeven wordt.
A.3.4 Inspectie-instellingen De inspectie-instellingen die in naam van BCCA de controles in de productie-eenheden mogen uitvoeren, dienen te werken volgens de relevante richtlijnen van de norm NBN EN 45004 (of NBN

EN ISO 17020) en dienen voor deze opdrachten een overeenkomst met BCCA, die de wederzijdse verplichtingen vastlegt, te hebben. De inspectie-instellingen zijn bij voorkeur geaccrediteerd volgens de genoemde norm. Bij ontstentenis van een dergelijke accreditatie worden andere erkenningen aanvaard. In alle gevallen houdt BCCA een passend toezicht op het werk van de inspectie-instellingen. Bijlage A.3.4 geeft de lijst met gemandateerde instellingen met hun werkgebied.
A.3.5 Externe controlelaboratoria BCCA aanvaardt externe controleproeven uitgevoerd door genotificeerde laboratoria of andere laboratoria die werken in overeenstemming met de relevante eisen van de norm NBN EN ISO 17025 en die hiervoor met BCCA een overeenkomst hebben die de wederzijdse verplichtingen vastlegt. De laboratoria zijn bij voorkeur geaccrediteerd volgens de genoemde norm. In alle gevallen houdt BCCA een passend toezicht op het werk van de laboratoria. Bijlage A.4 geeft een lijst van laboratoria waarmee BCCA een samenwerkings-overeenkomst heeft.
A.4 WEDERZIJDSE ERKENNING Niet van toepassing.
A.5 VERLOOP VAN HET TOELATINGSONDERZOEK (Assessment) Het toelatingsonderzoek verloopt volgens de richtlijnen van § 12.2 van het ARCP. Hieronder wordt in het verloop van het toelatingsonderzoek samengevat. Essentieel hierbij is dat het toelatingsonderzoek per productieeenheid wordt uitgevoerd.: - indienen van een aanvraag door de leverancier - BCCA maakt een offerte op en stelt een team samen (hoofdverantwoordelijke en co-auditors) - nazicht van de systeembeschrijving, de daaraan gekoppelde productindeling en de overeenkomstige interne ITT (= Initial Type Testing) - verzamelen van bestaande proefresultaten rekening houdend met de voorwaarden die hieraan gesteld worden in de guidance notes van SG 09 - uitvoeren van monsternemingen voor testen in genotificeerde laboratoria. - evaluatie van de proefresultaten - initiële inspectie van het productie controle systeem (FPC = Factory Production Control) en de hiermee verbonden procedures - er wordt een assessment report opgemaakt dat wordt voorgelegd aan de certificatieraad - de certificatieraad geeft zijn advies door middel van de fiche „beoordeling van certificeerbaarheid‟. Nadat het dossier een gunstige beoordeling van certificeerbaarheid heeft, wordt een (raam)overeenkomst opgesteld tussen BCCA en de producent en wordt het CE certificat of conformity afgeleverd. Op basis hiervan kan de leverancier de EC declarations of conformity opmaken. In het geval dat de certificatieaanvraag betrekking heeft op een groep van productieëenheden, eigen aan de onderneming, beschikkend over een gemeenschappelijk FPC systeem met bvb een

gecentraliseerd laboratorium, een gemeenschappelijk ITT dossier, etc. wordt de verficatie georganiseerd ifv deze situatie gebruikmakend van aangepaste evaluatieprocedures.
A.6 CERTIFICATEN BCCA zal aan de leverancier voor elk individueel product per productie-inrichting en eventueel per productielijn overeenkomstig het ARCP een EC Certificate of Conformity ter beschikking stellen. Deze certificaten dragen een code, AAA – BBB – CCCC – DDDD – EEEE, opgebouwd uit volgende elementen: : code voor het certificatiesysteem (= BB gelijk aan CE in dit geval – indien toepasbaar op producten onderworpen aan AoC 3) BBB : code voor de productsoort (productfamilie) (=414 voor dubbel glas) CCCC : identiteitsnummer van de leverancier (contractant BCCA) DDDD.DD : technisch referentienummer van het product EE : nummer van de productie-inrichting en -lijn(en) AAA
In bijlage A.6.1, vindt men een blanco voorbeeld van een EC Certificate of Conformity opgesteld door BCCA. Dit certificaat vermeldt: - het certificaatnummer - de productnaam - wie het product op de markt brengt - de fabrikant - de desbetreffende normen - de datum van aflevering - geldigheidheidsperiode van 1 jaar op voorwaarde dat er steeds voldaan blijft aan de voorwaarden gesteld in de vermelde normen en dat er geen significante wijzigingen zijn. De geldigheid van het certificaat dient jaarlijks bevestigd te worden door BCCA aan de leverancier. - de samenstellende glascomponenten (AoC1) van het isolerend glas met hun respectievelijke certificaat nummers (CE).
A.7 ADMINISTRATIEVE REGELS VOOR HET GEBRUIK VAN HET MERK Voor wat betreft de administratieve regels voor het gebruik van de CE-markering wordt verwezen naar de EN 1279-5 en de guidance notes van Notified Bodies Sector Group „SG 09‟.
A.8 CERTIFICATIE OVEREENKOMST De certificatieovereenkomst wordt opgesteld door BCCA volgens §10 van het ARCP en in overeenstemming met EN 1279-5. De overeenkomst is een confidentieel document dat enkel wordt voorgelegd aan de leden van de certificatieraad. De overeenkomst bevat een administratief en een technisch gedeelte. Ze wordt voorzien van bijlagen per product die de checklijsten en controleschema‟s bevatten, opgemaakt op basis van dit reglement.

A.9 VERLOOP VAN HET TOEZICHT – COMMUNICATIE EN DOCUMENTUITWISSELING Het toezicht start vanaf de ondertekening van de certificatieovereenkomst en verloopt volgens de modaliteiten bepaald in § 8.3 van het ARCP en in overeenstemming met EN 1279-5. De verslaggeving van de controles geschiedt volgens § 8.6. van het ARCP.
A.10 TARIEFSTELSEL A.10.1 Algemeen Het sectorale tariefstelsel vermeld in onderhavig reglement is opgevat volgens § 13 van het ARCP en bevat volgende vergoedingen: Het financieel stelsel is zodanig opgevat dat het toelaat dat de beslissingen over de certificatie door BCCA in volle onafhankelijkheid kunnen worden genomen zoals de NBN EN 45011 het voorschrijft. Dit betekent dat BCCA en de instellingen die voor haar in onderaanneming werken, volgens tarieven opgenomen in het financieel stelstel, op dusdanige wijze worden vergoed dat zij op continue wijze de nodige competentie, zoals geëist in de met hun activiteit overeenstemmende norm van de reeks NBN EN 45000, kunnen garanderen. Het systeem is bestemd om alle gecertificeerde producenten te dekken, beschikkend over meerdere productie eenheden. Om deze reden zijn de tarieven algemeen geformuleerd. Het systeem is toegepast rekening houdend met de specifieke situatie van elke producent en geconcretiseerd in de certificatieovereenkomst. De bedragen zijn onderhevig aan loonindex. Alle vermelde bedragen zijn geldig voor het jaar 2010 en zullen jaarlijks aangepast worden op basis van de volgende formule: h h0

A.10.2 Soorten vergoedingen De certificatie vergoedingen zijn samengesteld uit volgende vergoedingen bepaald per taak in het kader van het certificatieproces. A.10.2.1
Administratieve vergoedingen
a. Vergoeding voor het openen van een certificatiedossier (administratief ingangsrecht)

BCCA heeft het recht per nieuw dossier en per wijziging of aanvulling aan een bestaand dossier een vergoeding te vragen voor: - het opstellen of aanpassen van de certificatieovereenkomst - de administratieve acties voor het opmaken van een certificatiedossier en de implementatie ervan tot de certificatie ingesteld is. Opmerking: Het gebruik van tabel B annexe B EN1279-1, zonder realiseren van nieuwe ITT, wordt niet beschouwd als een significante uitbreiding. Het administratief ingangsrecht bedraagt: 2182,50 EUR voor een eerste productie eenheid van een producent (site) 1636,87 EUR voor een tweede eenheid, opgenomen in dezelfde overeenkomst 1091,25 EUR voor elk bijkomend CE certificaat en/of significante wijziging van een overeenkomst
b. Permanente retributie BCCA mag gedurende de certificatieperiode een permanente (jaarlijkse) bijdrage vragen voor het algemeen takenpakket dat bestaat uit: - De installatie en implementatie van een kwaliteitssysteem en reglementen in het licht van de accreditatie. - De inrichting van Adviesraden en beslissingsorganen voor de certificatie. - Het bijhouden van de certificatiedossiers en eventuele sanctie- en opvolgingsmaatregelen. - Het opvolgen en actief begeleiden van de technische regelgeving die aan de grond ligt van de certificatiereglementen. - De organisatie van de delegatie van inspecties en laboratoriumproeven en de beoordeling van de resultaten van de externe controleproeven. Deze bedraagt per jaar: 2672,91 EUR voor een eerste productie-eenheid van een producent 2138,34 EUR voor een tweede productie-eenheid opgenomen in dezelfde overeenkomst In geval van complexe productievestigingen, met meerdere productie-eenheden of speciale producties, kunnen speciale tarieven worden toegepast. A.10.2.2
Vergoedingen voor beoordelings- en controletaken
a. De initiële productbeoordelingen en FPC-inspecties, inclusief de verificatie van controle schema‟s en de redactie van een assesment report. De controles worden uitgevoerd volgens een basis dagtarief van 1051,74 EUR in 2010 (volgens omvang en toestand systeem). De geschatte tijd maakt onderwerp van een préalable offerte. Voor productieplaatsen in het buitenland dient dit vermeerderd te worden met de verplaatsings- en verblijfskosten.
b. Toezicht De periodieke controle bestaat uit periodieke FPC-inspecties en technische controlebezoeken (controle van de resultaten van de implementatie van FPC).

Deze prestaties gebeuren door BCCA zelf of door een inspectie-instelling die in onderaanneming werkt. BCCA kan de controlevergoedingen zelf innen en doorbetalen of ze kan toelaten dat de inspectie-instelling rechtstreeks aan de leverancier factureert. De vergoedingswijze moet in de certificatieovereenkomst worden vastgelegd. De vergoeding geschiedt normaliter per bezoek waarbij rekening wordt gehouden met: - de hoedanigheid van het ingezette personeel - de tijdsduur van het bezoek in het bedrijf met inbegrip van de verplaatsingstijd. Deze tijdsduur wordt bepaald in functie van het aantal en de complexiteit van gecertificeerde producten en het type FPC. - de voorbereiding en de verslaggeving - de verplaatsings- en verblijfskosten. Het conventioneel dagtarief dat deze prestatie dekt is 1051,74 EUR per dag in 2010.
c. Monsternemingen De monsternemingen, vereist in het kader van het toelatingsonderzoek, kunnen in het kader van voorziene bezoeken geschieden of ze kunnen afzonderlijk georganiseerd worden. In het laatste geval, wordt de vergoeding op dezelfde manier bepaald als de bezoeken. Het uurtarief bedraagt: 129,69 eur per uur. BCCA kan de producent vragen het transport te verzorgen van de genomen monsters naar het extern labo.
d. Laboratoriumproeven De vergoeding voor de laboratoriumproeven in het kader van de externe controle wordt normaal rechtstreeks door het laboratorium aan de leverancier gefactureerd.
e. Bijzondere vergoedingen Ingevolge de vaststelling van tekortkomingen bij de externe controleactiviteiten met betrekking tot het productiecontrolesysteem of de overeenkomstigheid van de productkwaliteit met de specificatie kan het nodig zijn aanvullende controles of proeven uit te voeren. Deze bijkomende controles worden vergoed volgens hetzelfde tariefstelsel als dat voor de reguliere controles. De beslissing tot het uitvoeren van supplementaire controles wordt genomen door BCCA na advies van de Certificatieraad. Desgevallend wordt het principieel advies gevraagd van de Adviesraad van BCCA.
A.10.3. Bijzondere raamovereenkomsten Bijzondere raamovereenkomsten zijn mogelijk: - Voor producenten die een product onder verschillende benamingen op de markt brengen. - Voor gemeenschappelijke controles in opdracht van meerdere certificatie-instellingen die voor dezelfde producent producten certificeren. In al deze gevallen wordt een bijzonder financieel stelsel uitgewerkt dat compatibel is met de reglementen voor de verschillende producten. Dit bijzonder stelsel moet worden goedgekeurd door alle betrokken Certificatieraden en opgenomen in de multilaterale raamovereenkomst.

A.11 FACTURATIE De vergoedingen voor de reguliere prestaties in het kader van het toezicht en monsternemingen worden driemaandelijks gefactureerd door BCCA samen met de over vier kwartaalbijdragen verdeelde jaarlijkse retributie. In het geval van raamovereenkomsten geschiedt de facturatie op basis van de volledige overeenkomst. Bijzondere vergoedingen zoals het ingangsrecht en vergoedingen voor initiële of speciale prestaties worden door BCCA gefactureerd na afwerking van de betreffende verslagen. Alle genoemde bedragen worden aan BCCA betaald binnen de 30 dagen na factuurdatum. Inspectiebezoeken door buitenlandse instellingen worden door deze laatste rechtstreeks gefactureerd aan de leverancier. De kosten voor laboratoriumproeven worden rechtstreeks door de leverancier aan de laboratoria betaald. De eventuele verplaatsings- en verblijfskosten in het buitenland zijn niet inbegrepen in de hieronder vermelde bedragen.

TECHNISCH GEDEELTE
B.1 PRINCIPE VAN DE SURVEILLANCE METHODE De FPC eisen en de controleschema‟s voor glasproducten zijn in overeenstemming met de geldende Europese normen. In annex B.1 werd een « cross reference list » opgenomen die de relatie legt tussen de paragrafen van de betreffende normen en het toepassingsreglement.
B.2 VERPLICHTINGEN VAN DE GECERTIFICEERDE PRODUCENT De producent moet beschikken over een productiecontrolesysteem conform aan EN1279-6 Annexe A en § 7 van het ARCP. Hierin wordt een onderscheidt gemaakt naar de 2 verschillende types van constructeurs m.n. de producenten met een centraal ITT beheer (§B.2.1) en de onafhankelijke producenten (§B.2.2). Een samenvattende tabel betreffende de verplichtingen van de gecertificeerde producent wordt gegeven in §B.2.3. Een uitgebreide toelichting van de vermelde punten in deze tabel kan teruggevonden worden in §B.2.4 t.e.m. §B.2.9.
B.2.1 Producenten met centraal ITT beheer. Het uitwerken en onderhouden van een productcatalogus en ITT zijn doelstellingen van het centraal bureau van de producent. Er moet een continue overdracht plaatsvinden van de gegevens tussen de betrokken filialen. De organisatie van de gegevensoverdracht moet dermate gebeuren zodat elke benavraging omtrent de productcatalogus en ITT op elk moment beschikbaar zijn in elk productievestiging. Een overzicht van de uit te voeren taken door het centraal bureau en de productie vestigingen wordt gegeven in tabel onder §B.2.3 en in de 2 kolommen onder « producent met centraal beheer ».
B.2.2 Onafhankelijke producenten. Elke producent is gehouden zijn eigen productcatalogus en desbetreffende ITT op punt te zetten. Hij moet er ook op toezien al zijn documenten te actualiseren m.n. aanpassen van zijn productcatalogus i.g.v. wijzigingen (nieuw product, substitutie component,…) en desbetreffende ITT, in samenwerking met het certificatieorganisme. De taken uit te voereen door de onafhankelijke producenten worden vermeld in de tabel §B.2.3 in de kolom « onafhankelijke producent».

De documentatie moet permanent de werkelijke weergave zijn van de bestaande situatie in de productie-eenheid. De producent moet BCCA verwittigen van elke belangrijke wijziging (o.a. betreffende de identificatie- of prestatieskenmerken, naamswijziging, wijziging van productieplaats of van het produtieproces...) in de documentatie teneinde het bijkomende inspecties mogelijk te maken indien noodzakelijk. De producent moet beschikken over een systeemhandboek die voor alle akties met betrekking productie en zelfcontrole geschreven procedures bevat die in voldoende mate de transparantie en het functioneren van de FPC illustreren (zie B §4). Deze FPC- handboek zou zelf deel kunnen maken van een volledig handboek die de organisatie van een ISO 9001:2000 gecertificeerde onderneming herneemt. In dit geval moet het gedeelte gewijd aan FPC eenduidig identificeerbaar zijn.
B.2.5 Interne systeembeschrijving De producent moet beschikken over een interne systeembeschrijving, dit heeft betrekking op alle producten die onder certificatie op de markt gebracht worden. Deze beschrijving geeft een volledige identificatie van de producten. Deze identificatie is in overeenstemming met de norm NBN EN12791, annexe A (zie bijlage B.2.5) en alle gegevens worden openbaar opgenomen in de verdeelde technische productfiches. De certificeerder verifieert de overeenstemming tussen de kenmerken ( bvb kogelwerendheid ) en opbouw van het product, hierin inbegrepen de toleranties. De productbeschrijving moet verwijzen naar de initiële interne beproevingen die aan de basis liggen. De vorm van de productbeschrijving en mag gecodeerde gegevens bevatten. Ze moeten desalniettemin voldoen aan de eisen van de norm EN1279 en voldoende transparant zijn teneinde vast te stellen dat de productkenmerken beheerst zijn.
B.2.6 Eisen betreffende de organisatiestructuur van de producent De organisatiestructuur van de producent moet toelaten te verzekeren dat de producten wel degelijk conform zijn met de specificaties van EN 1279-5, § 5.1. Daartoe moeten de zelfcontrole en de registratie daarvan onafhankelijk geschieden van de productie en verkoopsleiding. Het controlerend personeel moet bewijs kunnen leveren van zijn competenties om de proefresultaten te kunnen interpreteren en de productkwaliteit te beoordelen. Het personeel moet voldoende aanwezig zijn om te kunnen verzekeren dat de zelfcontrole voldoende represenatief is voor de volledige productie. De verantwoordelijkheden van de betrokken personeelsleden in de productie en in de controle moeten duidelijk vastgelegd worden.
B.2.7 Eisen betreffende het productiecontrolesysteem (FPC) en de hiermee verbonden procedures Dit hoofdstuk bevat een beschrijvende opsomming van alle procedures die men in het FPC-systeem moet terugvinden. In principe, is de producent geautoriseerd procedures te ontwikkelen volgens zijn eigen ondernemingsorganisatie op voorwaarde dat dit beantwoordt aan het vooropgestelde doeleinde.

Een procedure is vaak verbonden met een controle schema. Voor sommige procedures (vaak in geval van controle eindproduct) worden controleschema‟s verplicht volgens de norm (EN 1279-6 annexe A). Zie bijlage B.2.7. In de certificatieovereenkomst kan een beschrijving van de vastgestelde procedure worden opgenomen, maar deze blijft vertrouwelijk. Hiervoor kan een checklist worden opgesteld volgens het model in bijlage A.5. B.2.7.1
Procedures voor interne initiële proeven en de bepaling van de interne productbeschrijving
De leverancier dient te beschikken over procedures waarmee hij vooraleer de productie onder certificatie te starten of reeds gecertificeerde producten wijzigt, zichzelf verzekert dat hij de vooropgestelde prestaties kan halen. Hiervoor moeten initiële proeven worden verricht op basis waarvan de interne productbeschrijving wordt vastgelegd. De bedoelde gegevens kunnen worden bekomen door: - specifieke proeven in het eigen laboratorium - proeven in een extern laboratorium dat voor rekening van de leverancier werkt - een statistische analyse van de periodieke zelfcontroleproeven - informatie uit de literatuur of wetenschap. Bij ontstentenis van de door BCCA aanvaarde eigen procedures en controleschema‟s dient de leverancier minimum de in bijlage B.2.7.1.a vermelde ITT schema‟s te volgen. Voor een producent met centraal beheer of een onafhankelijke producent met meerdere productielijnen en een producent met centraal beheer met meerdere productie sites, is het mogelijk om de ITT te verminderen voor een aantal productie lijnen in bepaalde gevallen. De hieraan verbonden voorwaarden zijn vermeld in de norm NBN EN 1279-5, §5.2.2. In het geval waarin de componenten van isolerend glas of het productieproces wijzigen, moeten de voorwaarden van de substitutietabel van NBN EN 1297-1, annexe B geverifieerd worden. De bewijslast van het gevolg ligt bij de fabrikant. Voorbeeld van subsitutie tweede afdichtingsbarrière: zie bijlage B.2.7.1.b).
B.2.7.2
Procedures van grondstofcontrole
De leverancier moet beschikken over procedures voor het nazicht van de overeenkomst van de grondstoffen met de specificatie in de interne systeembeschrijving. Hij heeft hierbij de keuze tussen: - het gebruik van door BCCA erkende certificaten of conformiteitsverklaringen van de leverancier van de grondstoffen met administratief nazicht. - een eigen door BCCA aanvaarde receptieprocedure. Deze procedures moeten leiden tot een adequate registratie. Bij ontstentenis van door BCCA aanvaarde eigen procedures en testschema‟s dient de leverancier minstens de controleschema‟s te volgen die aangegeven zijn in bijlage B.2.7.

B.2.7.3 Procedures voor de procesbeheersing De leverancier moet beschikken over procedures waarmee hij kan aantonen dat hij het productieproces beheerst. Dit betekent dat de procesparameters correct worden ingesteld en dat hiervoor concrete indicatoren bestaan. Het gaat hierbij om machine-instellingen of proeven op halffabrikaten. Bij ontstentenis van door BCCA aanvaarde eigen procedures en testschema‟s dient de leverancier minstens de controleschema‟s te volgen die aangegeven zijn in bijlage B.2.7. B.2.7.4 Procedures voor de controle van de eindkwaliteit De leverancier dient de eindkwaliteit van de gecertificeerde volgens de controleschema‟s vermeld in § B 2.8.
producten regelmatig te verifiëren
Hij dient hiervoor een monsternemingsplan op te stellen waarmee op een transparante wijze kan worden aangetoond dat de interne monsternemingen representatief zijn voor de onder certificatie verkochte producten. De procedures hiervoor dienen door de certificatie-instelling te worden aanvaard, inzonderheid de wijze van registreren van productieloten en monsternemingen. De leverancier moet met het oog op een correcte zelfcontrole processen hebben voor de instandhouding van het laboratorium en de kalibratie van de meettoestellen. Hij dient deze processen af te stemmen op het schema vermeld in bijlage B.2.10. Het proces voor de registratie van de proefresultaten dient bijzonder transparant te zijn. De fabrikant dient al de registers waarin de gegevens genoteerd worden die van belang zijn voor de traceerbaarheid en de productkwaliteit minimum 10 jaar te bewaren.
B.2.7.5 Procedures voor correctieve maatregelen De leverancier moet beschikken over procedures om de zelfcontroleresultaten te interpreteren en de resultaten van deze interpretatie aan te wenden voor de nodige correcties aan het grondstofgebruik en het productieproces. Bij vaststelling van onvoldoende resultaten van prestatieproeven of andere tekortkomingen moet hij naargelang het geval o.a. volgende maatregelen treffen: - nazicht van de meetmethodes - correcties van de interne productbeschrijving (grondstofcriteria,…) - acties naar de grondstofleverancier toe - correctie van het productieproces - bekendmaking van de tekortkoming aan de betreffende klanten. B.2.7.6 Procedures voor de behandeling van producten en de markering De leverancier moet beschikken over procedures waarmee hij zichzelf verzekert dat geen nietconforme producten onder certificatie op de markt komen. Daartoe dient hij minstens de in § B.4 vermelde regels te volgen.

B.2.8 Interne controleschema’s De in het kader van de zelfcontrole opgelegde verificaties voor de verschillende productfamilies zijn opgegeven in type controleschema‟s: zie bijlage B.2.7.1.a en bijlage B.2.7. Deze stemmen overeen met de processen genoemd in § B.2.7. De zelfcontroleschema‟s zijn opgedeeld in: - interne ITT-schema‟s - FPC-schema‟s (= schema‟s voor de controle op de grondstoffen, de controles tijdens het productieproces en de controles op de eindproducten); zelfcontrole afgewerkt product (dit schema geeft een gedetailleerdere versie van het FPC-schema voor wat betreft het eindproduct). In de certificatieovereenkomst worden de volledig geïmplementeerde controleschema‟s en de criteria vastgelegd.
B.2.9 Het intern controlelaboratorium Met het oog op een voldoende beheersing van het productieproces en een elementaire verificatie van de kwaliteit van de uitgaande producten wordt vereist dat een aantal metingen en proeven in het intern laboratorium worden uitgevoerd. De meet- en proefmethoden die door de producent zelf moeten uitgevoerd worden, bevinden zich in bijlage § B.2.7.
B.2.10 Kalibraties en ijkingen Alle meet- en proefapparatuur die door de producent wordt gebruikt, moet met een verantwoorde frequentie en volgens een bepaalde methodiek worden geijkt of gekalibreerd. Bijlage B.2.10 herneemt, voor sommige meet- en proefapparaten, de minimum geldende eisen voor kalibratie en ijking. De registratie van de ijkingen en kalibraties zal minimum 10 jaar bewaard worden.
B.3 EXTERNE EVALUATIE EN TOEZICHT De initiële evaluaties en het extern toezicht worden georganiseerd volgens de principes beschreven in de norm EN 1279 en in § 8 van het ARCP.
B.3.1 Initiële evaluatie of toelatingsonderzoek Een initiële evaluatie of toelatingsonderzoek wordt uitgevoerd bij aanvraag voor certificatie van het product en telkens wanneer een wijziging wordt aangebracht aan de productcataloog, het productiesysteem of het productiecontrolesysteem. Het programma voor een toelatingsonderzoek bevat volgende elementen:

a) Deel productbeoordeling -

Het bepalen van de te certifiëren productcataloog en de interne productbeschrijving. Het onderzoek van de methodologie van de interne initiële proeven en de resultaten daarvan aan de hand van een ITT-checklist (zie bijlage B.2.7.1.a). Het nazicht van de beschikbare resultaten uit de zelfcontrole of vroegere externe controleproeven. Een programma voor proeven in een extern laboratorium (externe ITT): * Er kan rekening gehouden worden met bestaande proefrapporten voor zover deze voldoen aan de voorwaarden. * De keuze van de monsters zal op dusdanige manier gebeuren dat deze zo representatief mogelijk zijn voor het werkelijk geproduceerde door de leverancier.
b) Deel FPC Een initiële inspectie van het productiecontrolesysteem (per productielijn), inbegrepen: - de documentatie - de organisatiestructuur - de beheersprocessen De inspectie geschiedt aan de hand van een checklist (zie bijlage A.5). Eventuele niet-conformiteiten worden naargelang de ernst ingedeeld in klassen volgens het document “Richtlijn voor de classificatie van niet-conformiteiten van isolerend dubbel glas.” Zie bijlage B3.
B.3.2 Toezicht Het toezicht voor het behoud van de certificatie bevat volgende delen: - periodieke inspectie van de FPC - de technische controlebezoeken
B.3.2.1 Periodieke inspectie van de FPC Bij deze inspectie wordt nagegaan of de bij het initieel onderzoek gevalideerde processen concreet geïmplementeerd worden en of het FPC-systeem onveranderd geldig is gebleven. Indien wijzigingen vastgesteld worden, wordt een aanvullend toelatingsonderzoek uitgevoerd. De periodieke FPC-inspectie kan in combinatie met de technische productcontrolebezoeken gebeuren. Ze geschiedt aan de hand van een checklist, opgesteld op basis van het model in bijlage A.9.a). Deze checklist maakt deel uit van de certificatieovereenkomst en wordt dus per leverancier opgemaakt. Normale frequentie: 1x/jaar. Eventuele niet-conformiteiten worden naargelang de ernst ingedeeld in klassen volgens het document “Richtlijn voor de classificatie van niet-conformiteiten van isolerend dubbel glas.” Zie bijlage B3. B.3.2.2 De technische controlebezoeken Tijdens deze bezoeken worden volgende controles verricht: - het nazicht van de geregistreerde resultaten van de zelfcontrole per productielijn

Modelrapport technische controle: bijlage A.9.b) De controlebezoeken vinden plaats in de productie-eenheid met een frequentie van normaliter 2/jaar.
B.4 REGELS VOOR DE VERPAKKINGSWIJZE, DE DECLASSERING, DER MARKERING, HET VOORRAADBEHEER EN DE LEVERINGSDOCUMENTEN B.4.1 De verpakkingswijze De glasproducten worden geleverd op stabiele bokken of in kisten. De verpakkingswijze moet aangepast zijn aan de transportwijze.
B.4.2 De declassering De producten die niet geproduceerd worden in overeenstemming met de opgelegde eisen door onderhavig reglement of producten die niet zijn opgenomen in de gecertificeerde catalogues, mogen de CE markering niet dragen en bijgevolg niet op de markt gebracht worden. De niet conforme producten dienen in de voorraden fysiek gescheiden te worden.
B.4.3 De markering Een product kan onder CE-markering bij AoC1 op de markt gebracht worden op voorwaarde dat voor dit product een EC Certificate of Conformity van een genotificeerde certificatie-instelling bestaat evenals een EC declaration of conformity van de leverancier. De isolerende beglazing zal gemarkeerd worden, hetzij met behulp van etiketten hetzij op het begeleidend document, volgens de voorschriften in § ZA.3 van annex ZA van de betreffende productnorm.
B.4.4 Voorraadbeheer De fabrikant dient te beschikken over een procedure voor zijn voorraadbeheer. In overeenstemming met het kwaliteitshandboek zal de fabrikant: methodes voorzien om beschadiging tegen te gaan bij het behandelen van de producten gepaste stockageruimtes voorzien om beschadiging en mogelijke aantasting van de geschiktheid van de producten te vermijden controles uitvoeren op het stockage- en markeringsproces.

B.5 REGELS VOOR DE TEKORKTKOMINGEN

B.5.1 De niet-conformiteiten kunnen voortvloeien uit: niet naleven van het FPC-proces of niet-conformiteiten van de productkenmerken. Bij niet-conformiteit(en) of afwijkingen in de FPC-processen (bvb. niet-conformiteiten FPC of productie niet-conformiteiten t.o.v. ITT), zal BCCA vragen de niet-conformiteit recht te zetten en binnen de 4 weken verslag uit te brengen. BCCA zal zijn verdere actie (bv. bijkomende inspectie) bepalen in functie van de aard van de tekortkoming. BCCA zal zich tevens hiervoor laten adviseren door de Certificatieraad „Gevels‟. De leverancier zal BCCA van de tekortkoming op de hoogte brengen evenals van de genomen correctieve en preventieve maatregelen. Indien de tekortkoming wordt vastgesteld op het moment dat de betrokken producten reeds op de markt zijn gebracht, zal de leverancier de klant inlichten over de tekortkoming.
B.5.2. Tekortkomingen m.b.t. de kenmerken van de producten Bij niet-conformiteiten zal de fabrikant onmiddellijk de nodige maatregelen treffen om deze gebreken recht te zetten. Nadat de oorzaak gevonden is en rechtgezet is, zal hij opnieuw de test of controle uitvoeren om zich ervan te verzekeren dat er geen herhaling van de niet-conformiteit zal optreden. Niet-conforme producten dienen in de voorraden fysiek gescheiden en apart gemerkt te worden van de onder CE-markering geproduceerde isolerende beglazing. De leverancier zal BCCA over de tekortkoming op de hoogte brengen evenals van de genomen correctieve en preventieve maatregelen. Annex A (normative)
System description of insulating glass units A.1 General content of the system description The system description shall contain at least a normative part. The system description may also contain an informative part, when the manufacturer foresees further development of the product. The system description shall be prepared under the responsibility of the insulating glass manufacturer or his agent. The unit components and edge seals in the system description can be adapted by the means listed in annex B, tables B.1 and B.2.
A.2 The normative part of the system description A.2.1 Normative sub parts of the system description The normative part of the system description shall consist of two sub parts: -
the component descriptions (see A.2.2 for guidance);
-
the processed edge seal description(s) (see A.2.3 for guidance).
A.2.2 The component descriptions The component descriptions may consist of: a)
a drawing of a cross section of the sealed edge of the insulating glass unit to scale, with each component numbered. When not all components appear in the drawing, additional drawings should be made.
b)
a list of cavity fillings and inserts
c)
a list with the name of the components according to the numbering of the detailed drawing(s), and in accordance with the relevant annex of EN 1279-6.
d) a record for each of the components (more records per component are possible, e.g. when more suppliers for one component are involved), numbered in accordance with the detailed drawing(s). Each component record should contain: -
number and functional name of the component,
-
the name and supplier or manufacturer of the component,

the general description of the material(s) used for the component (e.g. desiccant), and where appropriate followed by some more detailed information (e.g. molecular sieve 3 Å),

a drawing with relevant dimensions related to the permeation geometry of the component, except for those components which will be subjected to clause A.2.3: "The processed seal description", i.e. those components obtaining its shape during the sealing process, e.g. sealants, solder, desiccants.
A.2.3 The processed edge seal description This description may consist of: a)
Detailed drawings of relevant areas on the sealed edge, e.g.: -
the relevant section(s) of the continuous sealed edge;
-
the relevant section(s) of the edge where a joint piece is applied;
-
the relevant section(s) of a corner;
-
indication of the gas fill process, e.g. description of: •
position and dimensions of the filling holes;
•
gas filling equipment;
•
filling holes closing method, which includes sealing and list of used materials;
indicating the relevant dimensions of the sealing (including, if appropriate, the width of the coating to be stripped), and the relevant quantities of those components which are introduced during the sealing process such as sealant, solder, gas and desiccant. The relevant dimensions and quantities shall be numbered. b) A list of the relevant dimensions and quantities mentioned under the previous paragraph, which may contain: -
the numbering according to the drawing(s),
-
the average values, and the action limits on which the production of insulating glass units will be based,
-
the absolute limits, e.g. per m edge seal or per insulating glass unit, which may occur during production without affecting the economically reasonable lifetime. Among others, they may relate to: •
air inclusions between inner and outer seal,
•
a length of interruption of inner seal,
If the list does not contain the absolute limits, the action limits serve as absolute limits. c)
A list of absolute limits, indicating which ones appear combined with others in insulating glass units.
In the course of time, tolerances, action limits and absolute limits in the quality manual can be narrower than those in the system description.

A.3 The informative part of the system description The informative part may contain all information that the manufacturer or agent considers as relevant, and is of importance and is needed for change of materials and components. The information can be descriptions of materials and components, as well as test reports from independent testing laboratories, concerning material properties, such as sealant stress/strain curves, sealant moisture vapour and/or gas permeation numbers.
A.4 Test samples representative of the system description. Test samples shall be representative of the system description. NOTE: This means that those reasonable deviations from perfection, when foreseen by the system description, shall be included in the testing specimens. When no deviation from perfection is foreseen, units for sale with the slightest deviation should not be shipped.

CHECKLIST FPC Cette check-list est entièrement en conformité avec la norme EN1279-6 – annexe A. Quand il y a une référence d‟un enregistrement, les options suivantes sont possibles: - L‟enregistrement est effectué de manière décentralisée auprès de la centrale de traitement sur des documents disponibles à ce sujet; - L‟enregistrement se fait dans un système d‟ordinateur central et est accessible pour inspection. Le rapport final des constatations lors de la visite FPC est fixé dans un rapport avec résumé des résultats en annexe. De testprocedures die erin worden beschreven moeten gevolgd worden in het kader van de CE markering. Ze leiden tot de noodzakelijke ITT testresultaten in het kader van de CE markering. De systeembeschrijving moet voldoende gedetailleerd zijn zodat de FPC controles de resultaten bevestigen. Voor een volledig ITT overzicht betreffende de componenten van isolerende beglazing verwijzen we naar de respectievelijke toepassingsreglementen. Hieronder worden tabel 1 en 2 van de norm NBN EN 1279-1 hernomen:

SUBSITUTIE VAN DE AFDICHTINGSKIT Doel: Het vervangen van een 2e afdichtingskit in de productie van het IDG door een andere kit (= de substitutiekit). Is mogelijk: zonder het uitvoeren in extern labo van de ITT duurzaamheidstesten lange cycli volgens NBN EN 1279-2, indien aan bepaalde voorwaarden voldaan is. Voorwaarden: tabel in NBN EN 1279-1, annexe B. Uitleg tabel in de NBN EN 1279-4, §4.2.2. Hieronder volgt een samenvatting:
Samenvatting: *Luchtgevulde ruiten: Er dienen 2 criteria in acht genomen te worden voor de substitutiekit: 1) Trek/rek diagramma: snijpunt curve met lijn AB (σ=0,5Mpa en ε =50%) ligt binnen ±20% van het snijpunt van de oorspronkelijke curve met AB (zie fig in annexe B, NBN EN 1279-4) voor de σ 2) Waterdampdoorlaatbaarheid substitutiekit : -Geval 1: IDG (met originele kit) met I waarde <0,1: Waterdampdoorlaatbaarheid is maximum 20% hoger dan de waterdampdoorlaatbaarheid van de originele kit. -Geval 2: IDG (met originele kit) met I waarde tussen 0,1 en 0,2: Waterdampdoorlaatbaarheid ≤ waterdampdoorlaatbaarheid van de originele kit. Algemene certificatieaanpak en behandeling van niet-conformiteiten De behandeling van niet conformiteiten is identiek aan deze beschreven in het kwaliteitshandboek voor productcertificatie van BCCA, hoofdstuk 10, §10.6.3 en §10.6.4.

Verduidelijking met betrekking tot de certificatie door BCCA van isolerende dubbele beglazing 2.1 Algemeen Rapportering dient te gebeuren binnen 3 weken volgend op de uitgevoerde audit. 2.2 Niet-conformiteiten We onderscheiden 3 types niet-conformiteiten: 1. Klasse 1: zware niet-conformiteit met actieplan op te stellen binnen de twee weken door de fabrikant en een bijkomende inspectie in de maand die erop volgt. 2. Klasse 2: kleinere niet-conformiteit met actieplan op te stellen binnen de twee weken door de fabrikant en een bericht aan BCCA. 3.
