The Strategy of Developing the Port of Tg Priok as an Interface for Province of West Java and Jakarta.

BACKGROUND The province of Jakarta and West Java have been developed as the main industrial areas in Indonesia especially the northern part of West Java. Since the economy of these regions are driven not only by the industrial growth but also its total population which almost reached 40 million people as the market for incoming cargoes. Port of Tg Priok has been functioned as the hub for Indonesia which is supported by the economy of its hinterland (Province of Jakarta and West Java). At present, the prot of Tg Priok has reached its maximum capacity especially for container cargoes (incoming and outgoing cargoes), by which the government has been pushed to prepare its future plan to anticipate its ever growing demand.

The development of Kalibaru Terminal (Tg Priok) • The development cost of reclaimed terminal is about 15

trillion rupiahs while the connecting road of about 2 km length (flyover) from the land side to the terminal will need at least 3 trillion rupiahs. It is estimated that the outer ring road which will be used as an access road will be saturated by the next 1015 years after the completion of the project. The government must be able to find out how to serve the ever increasing traffic volume within the city of Jakarta which will be very costly.

The development of Tarumanagara terminal • The development cost of the terminal is about 8 Trillion • • •
rupiah The development cost of the access road of 25 km length is about 2,5 trillion rupiah, and this can be a dedicated one. The utilization of the trucks can be optimized and the transport cost can be reduced and the competitiveness of the local industries can also be strengthen. It will reduce the burden of Tg Priok in container traffic handling of about 30-40% of its total volume, and it means the congestion in the outer ring road of Jakarta can be delayed much longer for the benefit of the people of Jakarta.
The development of Marunda Terminal (Ali Sadikin Terminal) • The development cost is about 7 Trillion rupiahs. • This terminal is expected to support the Economic •
Special Zone of Marunda Development. Unless the toll road Karang Tanjung which will connect Cikarang in Bekasi and Tg Priok, the this terminal will again rely to outer ring road as an access road to this terminal which will create the same problem like in Tg Priok (Kalibaru) Development
CONCLUSION • The consequences that might happen within the city of Jakarta must be taken into consideration for the devopment of Port of Tg Priok especially to the capacity of access road which will be used also by internal movements and circulation by the people of Jakarta and its surrounding areas. • The cost of the development is a very important factor since the investors are inclined to calculate their risk of business in which they want to get their monye back as soon as possible. • The transporters also want to utilize their truck more efficiently to generate the profit and reduce the transport cost for the benefit of their customers. • The enviromental aspect is also very important since the traffic congestion in the near future is really unacceptable or unexpected after the completion of the outer ring road construction.
Con’t • The problem of lack of capacity in the port of Tg Priok

can be solved with much less of fund needed and at the same time it will prolong the utilization of the existing terminal and bring much time to consolidate the process of optimizing the utilization of the terminal. It will also extend the benefit of the people of Jakarta in using their new outer ring road without being interrupted by the incoming and outgoing trucks generated by the growing of the container traffic volume in the near future.
