Levenslang leren: Europese studiebezoeken met subsidie Bent u geïnteresseerd in hoe andere Europese landen omgaan met specifieke aspecten van levenslang leren? De StAZ attendeert u graag op de mogelijkheid om deel te nemen aan een gesubsidieerd studiebezoek in Europa. De studiebezoeken richten zich vooral op training, ontwikkeling van vaardigheden en levenslang leren. Deze studiebezoeken zijn gerelateerd aan het levenslang leren-programma 2007-2013 van de Europese Commissie. Het Europees agentschap Cedefop coördineert het programma namens de Europese Commissie. Programma De studiebezoeken duren drie tot vijf dagen en zijn bestemd voor kleine groepen professionals (tien tot vijftien personen). Voor de StAZ doelgroepen zijn er vijf relevante studiebezoeken die plaatsvinden in de tweede ronde: 1. Health and social care: education for employment and career progression 2. Older workers in companies and on the labour market 3. ‘Services to business’: a new approach to meeting employers’ needs 4. Increasing students’ employability skills in partnerships with employers 5. Adult education: validation of former learning and assessing progress and achievement In de bijlage in dit document wordt meer informatie gegeven over de vijf studiebezoeken. Het programma van een studiebezoek omvat meestal presentaties en bezoeken aan bijvoorbeeld sociale partners, ministeries, onderwijs- en opleidingsinstituten, afhankelijk van het onderwerp. Het bezoek biedt gelegenheid tot discussie, uitwisseling en leren. Aan de orde komen thema’s van gemeenschappelijke interesse en Europese en nationale prioriteiten. Europese subsidie Bij deelname kunt u ervan uitgaan dat de reis- en verblijfskosten volledig worden vergoed. Gemiddeld genomen is de beschikbare subsidie rond 1.400 euro per studiebezoek. Dit blijkt in de praktijk voldoende om alle kosten te dekken. U alleen de gemaakte reiskosten aan te tonen met tickets, facturen o.i.d. Voor de verblijfkosten ontvangt u een lumpsum bedrag. Wie kan subsidie aanvragen? Voor subsidie kunnen in aanmerking komen: • vertegenwoordigers van werkgeversorganisaties; • vertegenwoordigers van lokale, regionale en nationale overheden; • vertegenwoordigers van vakbonden; • vertegenwoordigers van de kamers van koophandel / industrie / ambachten; • vertegenwoordigers van onderwijs- en opleidingsnetwerken en -verenigingen;

vertegenwoordigers van educatieve diensten, arbeidsbureaus en begeleidingscentra; onderzoekers; directeuren van onderwijs- en opleidingsinstellingen, -centra of -aanbieders; bestuurders van begeleidingscentra; bestuurders van validatie- of accreditatiecentra; onderwijs- en beroepsopleidingsinspecteurs; leraren, lerarenopleiders; schoolbesturen; human resource managers; eigenaren/beheerders in het midden- en kleinbedrijf; pedagogisch begeleiders of adviseurs.
Hoe neemt u deel? Per Europees studiebezoek wordt een evenredige verdeling gemaakt naar nationaliteit en organisatie. Deelnemers die nog niet eerder subsidie ontvingen voor deelname aan een studiebezoek, krijgen prioriteit. Voor de tweede ronde studiebezoeken die plaatsvinden tussen maart en juni 2013, kunt u een aanvraag indienen tot uiterlijk 12 oktober. Maximaal kunt u vier preferenties opgeven. U moet de aanvraag twee maal indienen: 1. online via de website van Cedefop (http://studyvisits.cedefop.europa.eu/index.asp?cid=2&artid=7194&scid=74&artlan g=EN) en 2. door een geprint, ondertekend en van bedrijfstempel voorzien exemplaar van uw aanvraag te sturen naar: Europees Platform t.a.v. With a growing elderly population and people living with long-term illness we need to attract local people into care employment. Partners work closely to ensure accredited education/learning is delivered to meet employer needs and provide career progression. Local NHS (national healthcare system) organisations are keen to share their experience and demonstrate how investing in our workforce improves patient care.

Older workers in companies and on the labour market Because of demographic change new models for human resources development and job structures in companies are needed to cope with the age and health of the workforce. They also need to consider existing qualifications and innovative ability of companies. On the labour market older workers have significant problems in finding new jobs. Hence, there are new challenges for employees, companies, social partners and politicians. In North Rhine- Westphalia and especially in the Ruhr area various initiatives have been developed. Arbeit und Leben is an institution for adult education supported by the German Federation of Trade Unions (Deutscher Gewerkschaftsbund – DGB NRW) and the Association of Adult Education Centres (Volkshochschule - VHS) in the state of North Rhine-Westphalia.

3. ‘Services to business’: a new approach to meeting employers’ needs Businesses are facing a challenging environment while the working population is experiencing high levels of redundancy and unemployment. Our young school leavers are coming onto a job market where opportunities are limited and having the right skills is more important than ever. Guildford College Group has established a ‘services to business’ operation which engages directly with employers on a business to business (B2B) basis. Working with other institutions and consortia, the group is able to meet the needs of employers, assist people into work and to change careers as well as work effectively to meet both local and regional agendas. The group is pleased to share solutions it developed to move from being a traditional public sector college providing only on-campus education to students to establishing an effective training and education service to both business and the community. Participants will learn about: • developing a business unit within the institution to work with employers in a style they understand; • cooperation between the college, local community and business sector; • establishing a flexible approach to leadership and management courses delivery both on and off campus; • embedding a change in culture within the college. 4. Increasing students’ employability skills in partnerships with employers There are high and increasing numbers of young people not in employment, education or training (NEETs). Plymouth has lower than average incomes, low levels of education and a high percentage of youth unemployment. Young people do not have the right skills to find employment and at the same time, local businesses cannot find employees with the right skills to meet their workforce needs. There is a definite mismatch between the skills required and the unemployed labour available. City College Plymouth is a large general further education college with a wide range of strong, productive links and

partnerships with local employers and other organisations supporting workbased activities. It runs many initiatives on business start-ups and entrepreneurship to increase students’ opportunities to gain employment and/or self-employment. The college will share its experience of running innovative partnership activities for young people and employers. Participants will learn about: • initiatives to increase students’ employability skills and improve their work experience and work readiness, for example, a knowledge exchange project, business incubation units for student entrepreneurs; • methods of working with employers to transfer knowledge and ensure training needs are met to build their workforce. 5. Adult education: validation of former learning and assessing progress and achievement Many adults have not finished secondary or upper secondary education and are former dropouts. They may need vocational rehabilitation, more education in special programmes, etc. Also, over past years, Norway has received many new immigrants. Assessment for learning helps adults to succeed in education. The authorities in Oslo offer a wide range of education of different types and at different levels for adults. Oslo VO Sinsen provides lower and higher upper secondary education and a wide range of vocational education certificate courses.
