EVENTS, INCIDENTS & OPERATIONS HAM, Ballast deal thwarts Boskalis HOLLANDSCHE Beton Groep has merged its HAM dredging division with that of Ballast Nedam to form Ballast HAM Baggeren. Local sources told Fairplay that the deal has been undertaken to thwart a bid by rival Boskalis to take over HAM. Boskalis had bid Euro570M ($219M) but Hollandsche Beton managers were so keen to avoid the take-over that they opted for the less attractive agreement with Ballast Nedam. Under the deal, HAM will take two-thirds of the shares in the venture with Ballast Nedam the remainder, despite an operating result of one-quarter of its larger partner. The venture will have a combined fleet of 41 dredgers, 25 from HAM and 16 from Ballast Nedam. It is thought that the deal includes a clause under which Ballast Nedam will take over HAM if a third party puts in a bid for Hollandsche Beton Group. HBG board chairman Carel Jan Riegersman declined to comment on details of the agreement.
Eletson orders Panamax product tankers Eletson Holdings Inc have ordered two 70,000 dwt product tankers from Korea-based Hyundai Heavy Industries. The fully coated Panamax newbuildings are scheduled for delivery during the first and second quarter of 2003. The vessels are to be classed with Lloyd's Register of Shipping. The new order further consolidates the company's position in the Panamax sector which it currently serves with nine double hull units built 1992 onwards and addresses customers' need for a rejuvenation in the Atlantic based Panamax fleet. Eletson's fleet of medium-size product tankers presently consists of 20 double hull tankers, all delivered after 1989, with a combined capacity of approximately 1,134,000 dwt. The company has on order six newbuildings with the Hyundai shipyard in Korea. Four 105,500 dwt vessels two to be delivered in the middle of 2002, two in the first half of 2004 and two 70,000 dwt vessels to be delivered in 2003. All vessels sail under the Greek flag.

Nederlandse abortusboot vaart uit ROTTERDAM, 6 JUNI. Women on waves heet het project officieel, maar de officieuze naam, `abortusboot', ligt nog net even iets gemakkelijker in het gehoor. De abortusboot vertrekt volgende week maandag vanuit een nog onbekende Nederlandse haven met als bestemming Dublin, Ierland. Daar kunnen Ierse vrouwen aan boord gaan die ongewenst zwanger zijn en een abortus willen. In Ierland is dat verboden. Maar aan boord van het schip geldt de Nederlandse wet. Tenminste, zodra de boot zich weer buiten de territiorale wateren bevindt. De Nederlandse initiatiefnemers zijn zich bewust van de internationale publiciteitsstorm die ze vermoedelijk zullen veroorzaken. De redacties van CNN en de New York Times hebben – indachtig de nieuwe Nederlandse euthanasiewet en het homohuwelijk – al belangstelling getoond voor de jongste uiting van `Nederland gidsland'. ,,We zullen wel het verwijt krijgen dat we ons mengen in een interne Ierse aangelegenheid'', zegt Joke van Kampen, woordvoerster van Women on Waves. Ze legt uit waarom deze niettemin moet varen: ,,Jaarlijks overlijden wereldwijd ongeveer 80.000 vrouwen aan de gevolgen van een illegale abortus. Het is gewoon een mensenrecht voor vrouwen om zelf te beslissen of ze, legaal, abortus willen.'' Women on Waves is het geesteskind van Rebecca Gomperts, een Nederlandse abortusarts die eerder als scheepsarts werkte op het Greenpeace-schip Rainbow Warrior. Toen Gomperts twee jaar geleden met haar plan naar buiten trad, kreeg zij steun van minister Herfkens (Ontwikkelingssamenwerking). Mogelijk zal de boot in de toekomst naar landen buiten de Europese Unie varen. De bemanning bestaat, naast Gomperts en Van Kampen, uit gynaecologe Gunilla Kleiverda, een verpleegkundige, een kapitein, een stuurman en een kok. De reis is mede voorbereid door een Ierse zusterorganisatie van Women on Waves. Die heeft in cafés kaartjes verspreid met daarop een telefoonnummer dat zwangere vrouwen kunnen bellen. Van Kampen: ,,Er is veel belangstelling, maar het is moeilijk te zeggen hoeveel reacties serieus zijn. Vermoedelijk zitten er ook wat journalisten tussen.'' Als het schip volgende week heeft aangelegd in de haven van Dublin, zullen aan boord activiteiten plaatsvinden variërend van ,,een filmfestivalletje'' tot het verstrekken van anticonceptiemiddelen en morning after-pillen. Hopelijk, zegt Van Kampen, zullen er niet zo veel mensen op de boot zijn dat de vrouwen die een abortus willen worden gehinderd door camera's. De abortussen zullen worden uitgevoerd door middel van de abortuspil, RU 486. Die wordt in Nederland nog niet gebruikt, maar in andere Westerse landen wel. Om problemen met de Ierse autoriteiten te vermijden zal het schip tijdens de abortusprocedure de haven uitvaren en de territoriale wateren van Ierland verlaten. Vandaag of morgen wordt besloten uit welke haven de abortusboot vertrekt. De artsen zullen hun werkzaamheden verrichten in een container die is ontworpen door de Rotterdamse kunstenaar Joep van Lieshout. Met de reis is volgens Van Kampen een bedrag van ,,enkele tonnen'' gemoeid.

DAILY SHIPPING NEWSLETTER Clyde Coastguard scrambled the Royal Naval rescue helicopter from Prestwick, tasked the Largs Coastguard Rescue Team and requested the launch of the RNLI lifeboat from Largs. The Calmac ferry from Loch Alainn responded to the incident and also proceeded to the scene. The rescue helicopter lowered a crewman and pump on to the vessel while the lifeboat towed 'Torward' into Largs Marina where she was met at 7:14 p.m. by the Coastguard Rescue Team and Strathclyde Fire Brigade.
Salvors refloat grounded bulker THE grounded bulker Lowlands Beilun, stuck off Johor Shoal in Singapore was finally floated at the fifth attempt yesterday by salvors Smit International and Semco Salvage. Singapore’ s Maritime and Port Authority (MPA) said today that the salvors deployed six tugs and two anti-pollution craft with oil booms. The 170,000 DWT vessel ran aground on May 25 and had refused to budge. The fifth attempt was made after discharging 10,000 tonnes of its cargo of iron ore to lighten the ship. The Singaporeflagged ship is “safely anchored”at Changi special purposes anchorage. It is in stable condition and there is no report of any oil spill, MPA said. However, the MPA’ s patrol craft will continue to monitor the vessel, which has two breached tanks, for sightings of oil and the authority is investigating the mishap. Vessel traffic within Singapore port is unaffected, MPA said.
SHIPYARD NEWS Ten killed in Romanian yard blast AN explosion on a tanker under repair at Santierul Naval shipyard, Constantza, yesterday has left at least ten dock workers dead and another four missing. The accident happened during repair work in the Romania yard on the Greek-owned, Maltese-flagged 99,000 DWT tanker Anopolis, which was also being surveyed at the time. The Malta Maritime Authority (MMA) is sending a casualty investigator to the yard today to obtain first-hand information about the accident. According to Romanian agency Mediafax, the explosion occurred while welding was being carried out to replace corroded metal panels on the side of the vessel. Other reports suggest that a welder’ s torch ignited gases from crude oil residue in the tanker. No crew members were injured.
Baltic repairer buys new yard BALTIC Ship Repairers (BSR) of Kopli has recently taken over Tallinna Meretehas, another yard in the Estonian capital. “The site has a unique system of slipways and shiplifts, making it possible to work on vessels indoors. It has great potential, with an area of 15.5 hectares, and workshops and buildings with a total area of 49,000 m²,”said BSR marketing official Marina Kravtsenko. “There is the capacity to build fishing vessels, workboats, tugs, patrol boats up to a maximum 70 m in length.”The company has built small vessels at its main facility at Kopli, east of the centre of Tallinn, since 1997.
Finns buys Brazilian yard AKER Finnyard has bought small Brazilian shipyard Promar, according to newspaper Jornal do Brasil. The $3M price paid by the Finnish group, controlled by Norwegian shareholders, is considered low, and is said to reflect the fact that Promar does not own the premises in which it operates but rents the facility from the bankrupt Maclaren shipyard. Promar was founded only five years ago, but achieved success as a repair yard and later won an order to build three supply boats for local company CBO. The buyer is interested mainly in building and repairing supply-boats, a sector enjoying rapid growth in

Promar owners Ariovaldo Rocha, Jorge Ferraz, Waldomiro Garcia and Paulo Haddad, four engineers who began the business almost without capital, will continue as executives in the new company, to be headed by Aker.
ROUTE, PORTS & SERVICES Singapore certificates expire THE validity of Certificates of Competency (Deck Officer Class 6, Helmsman and the Government Equivalent Memorandum (GEM) issued prior to April 1, 1998 to seafarers serving on government vessels will cease on February 1, 2002. From this time only certificates issued under the Merchant Shipping (Training Certification and Manning) Regulations will be valid for employment at sea. Holders of the certificate who meet the updating requirements will be issued with a new Certificate of Competency or a new GEM under the Merchant Shipping Regulations. These new Certificates will be valid for a period of five years. To avoid the expected rush of applications before the deadline, holders of the above certificates are strongly advised to complete the appropriate training as soon as possible and apply for revalidation at an early date.
Laem Chabang cruise terminal ready THAILAND’ S tourism industry is set to receive a boost with the completion of two new berths at Laem Chabang Port (LCP) passenger terminal. Both the berths are ready, announced acting MD of LCP, Karnchana Ubolchaikhet, adding that the draft of the bidding documents for the berth located in the port’ s Phase Two area, had been sent to Port Authority of Thailand (PAT) Board of Commissioners for approval. Built at a cost of Baht360M ($8M), the berth is equipped with a 400 m long wharf. Turnkey contractors Italian Thai Development Co completed the construction in 1,200 workdays. The second berth at Phase I has been snapped up by Star Cruises for long-term use and will be operational as soon as permission is obtained, Ubolchaikhet said.
Contship enters new trade Contship Containerlines has added a third weekly string to its services between Europe and Asia with the start of a service focusing on Mediterranean markets. The shipping line started two weekly services between Asia and North Europe in March. Now, it has added a third string sailing eastbound from Barcelona, Fos, Genoa, Naples, Port Kelang, Singapore, Yantian and Hong Kong. Westbound, the service starts at Hong Kong and goes to Chiwan, Jakarta, Singapore, Port Kelang, then Barcelona. Contship is offering the service through a slot charter agreement with CMA CGM. In total, some 12 ships ranging between 2,954 and 3,961 TEU capacity are deployed. The company is already well established in several major Mediterranean trades including services to the US Gulf and West Coast, Middle East/Red Sea, Indian sub-continent, South America and Australasia.

Maersk Delta gaat versneld uitbreiden Nieuwe terminal Maasvlakte naar 2,5 miljoen teu Maersk Delta gaat de nieuwe terminal op de maasvlakte versneld uitbreiden, omdat het dringend extra capaciteit nodig heeft. Eind volgend jaar moet de terminal twaalf kranen hebben en een oppervlakte van bijna 75 hectare, goed voor een capaciteit van tweeënhalf miljoen teu. Dat is meer dan twee jaar eerder dan oorspronkelijk gepland. Maersk Delta (tweederde Maersk Sealand, eenderde ECT) zal eind volgend jaar tegen de 400 miljoen gulden hebben geïnvesteerd. De versnelde uitbreiding is volgens John Verschelden, voorzitter van de raad van commissarissen van Maersk Benelux, noodzakelijk omdat het bedrijf, anders dan verwacht, niet kan beschikken over de voormalige Sea-Land Terminal, die grenst aan Maersk Delta. Maersk had verwacht met de overname van Sea-Land ook die terminal in handen te krijgen, maar kwam bedrogen uit want ECT wilde het huurcontract voor de geautomatiseerde terminal niet vernieuwen omdat de stuwadoor die capaciteit zelf nodig had. "Daardoor zaten we opeens met een pakket van zo’ n 600.000 teu, waarvoor we geen capaciteit hadden. Dat is toen deels naar andere havens overgeheveld", aldus Verschelden. Belangrijkste draaischijf De rederij ziet Rotterdam echter als haar belangrijkste draaischijf in Noordwest-Europa en wil zoveel mogelijk stromen via Rotterdam leiden, zodat snel extra capaciteit nodig is. Maersk Delta besloot al eerder om direct na de eerste fase ook de tweede fase (twintig hectare, drie post-Panamax kranen) aan te leggen en heeft nu in beginsel besloten om ook de derde fase direct daarna uit te voeren. Die omvat nog eens zestien hectare en vier kranen. Die vier kranen moeten nog worden besteld. Volgens hem overschrijdt de investering in de tweede en derde fase de 174 miljoen gulden, die opging aan de eerste fase. Verschelden is tevreden over de ontwikkeling van de terminal, die dit jaar naar verwachting zo’ n 900.000 teu zal overslaan. Dankzij Maersk Delta had de rederij veel minder last van de stakingen bij ECT dan andere containerlijnen, al werden wel MSL-diensten getroffen, die nog bij ECT worden afgehandeld. Hij roemt de 'professionele houding' van de bonden, die Maersk Delta buiten het conflict met ECT hebben gehouden.
Groep rederijen wil containerhaven bouwen bij Taipei Evergreen wil samen met een aantal andere rederijen 2,3 miljard gulden investeren in de bouw van een nieuwe containerhaven bij het Taiwanese Taipei. De rederij voert gesprekken Yang Ming, Wan Hai Lines en Maersk Sealand. Doel is een gezamenlijke aanvraag van een vergunning om met de bouw te beginnen. Evergreen wil 40 procent van de kosten voor haar rekening nemen, Wan Hai 30 procent, Maersk 20 procent enYang Ming 10 procent.

May 2001 rig counts The international rig count for May 2001 was 752, up 10 from the 742 counted in April 2001 and up 125 from the 627 counted in May 2000, according to Baker Hughes Inc. The provider of drilling, formation evaluation, completion and production products and services to the worldwide oil and gas industry put the international offshore rig count for May 2001 at 230, up 11 from the 219 counted in April 2001 and up 64 from the 166 counted in May 2000. The US rig count for May 2001 was 1,234 up 28 from the 1,206 counted in April 2001 and up 389 from the 845 counted in May 2000. The Canadian rig count for May 2001 was 238 up 21 from the 217 counted in April 2001 and up 49 from the 189 counted in May 2000. The worldwide rig count for May 2001 was 2,224 up 59 from the 2,165 counted in April 2001 and up 563 from the 1,661 counted in May 2000. The Baker Hughes Rotary Rig Counts are counts of the number of drilling rigs actively exploring for or developing oil or natural gas in the United States, Canada and international markets. Baker Hughes has issued the rotary rig counts as a service to the petroleum industry since 1944, when Hughes Tool Company began weekly counts of US and Canadian drilling activity.

Cenflumarin zal het geld gebruiken om het honderd jaar oude opleidingsschip Themis te vervangen. De honderd miljoen frank is dan ook meer dan welkom. Op het nieuwe opleidingsschip zal men nog een jaartje moeten wachten.
Echt virus in sulfnbk.exe volgt na valse waarschuwing AMSTERDAM - Na de melding van en verzonnen virus vorige week met de naam sulfnbk.exe, waart er nu een echt virus rond die gekoppeld is aan dat nepvirus. In de mail met als onderwerp 'sulfnbk.exe' zitten twee attachments. Het eerste is het desbetreffende exe-bestand, het tweede is een zeer volwassen virus. Het gaat om 'Magistrate', ook wel W32Magistr@MM, MAGISTR.A of JUDGE.A genoemd, een programmaatje dat documenten doorstuurt, harde schijven wist en BIOS-flashgeheugen kan overschrijven. Zowel gebruikers van Outlook, Outlook Express als Netscape Navigator lopen kans op infectie. Gelukkig kunnen de meeste virusscanners het virus opsporen en vernietigen. Anti-virusspecialisten vrezen dat gebruikers nu niet meer op hun hoede zijn voor virussen en op de attachments zullen klikken om het eventueel verwijderde sulfnbk.exe-bestand te vervangen. Voordeel is wel dat alleen het tweede bestand gevaarlijk is, wat de kans verkleint dat het wordt geactiveerd. Aangeraden wordt om met een actuele virusscanner te werken en voorzichtig te zijn met het openen van bijlagen bij e-mailberichten. Dat er na een succesvolle hoax opeens een echt virus opdaagt is geen toeval. Rob Rosenberger, redacteur van Vmyths.com, noemt het fenomeen 'ex-post hoaxo'. Hij denkt dat we in de toekomst wel meer valse waarschuwingen kunnen verwachten die gevolgd worden door echte virussen.
