Akhmad Suraji lahir di Banyuwangi, 1965 menyelesaikan pendidikan sarjana teknik sipil di UGM 1990, pendidikan magister teknik sipil di ITB 1994 dan pendidikan doktor di UMIST Inggris 2002. Akhmad Suraji pernah bekerja di perusahaan konstruksi 1988 – 1989 sebagai construction planner dan site inspector pada proyek penggantian 6 jembatan di Jawa Tengah. Kemudian 1990 – 1991 bekerja di Perusahaan Quantity Surveyor di Jakarta. Selanjutnya, sejak tahun 1992 bekerja sebagai staf pengajar Jurusan Teknik Sipil Universitas Andalas Padang. Pada tahun 2002 pernah visiting lecture di KMITNB Thailand dan 2006 visiting research di UM Malaysia di bidang construction safety. Sejak tahun 2004 – hingga sebagai pengajar tamu di Program Magister Teknik Sipil Konsentrasi Manajemen Konstruksi UII Yogyakarta dan sejak tahun 2005 mengajar dan co-promotor pada Program Doktor Teknik Sipil UNDIP dan sejak tahun 2011 menjadi co-promotor Program Doktor Teknik Sipil UI Jakarta serta sejak tahun 2012 mengajar Manajemen Aset Infrastruktur dan Manajemen Proyek pada program S2 MTSB UGM.
Akhmad Suraji aktif menulis publikasi di Jurnal nasional dan internasional. Pada tahun 2003 – 2005 bekerja sebagai konsultan nasional ILO untuk Coordinating Team for Rurul Infrastructure Development, Kantor Menko Perekonomian. Pada tahun 2006 – 2007 menjadi koordinator tim penyusun roadmap Konstruksi Indonesia 2030 untuk LPJK Nasional dan kemudian mendapat amanah sebagai Sekretaris 1 Dewan Pengurus LPJKN 2007 - 2011. Pada tahun 2008 menjadi konsultan nasional ADB untuk Bappenas dalam pengembangan Standar Dokumen Pengadaan (SDP) Barang/ Jasa Pemerintah. Pada tahun 2009 menjadi konsultan Bank Indonesia untuk perumusan kebijakan pembiayaan perbankan investasi infrastruktur. Pada tahun 2010 menjadi konsultan ADB untuk Kementerian Pekerjaan Umum dalam pengembangan National Strategic Framework for HIV/AIDS Prevention in Construction dan modul-modul pelatihan pencegahan HIV/AIDS di sektor konstruksi. Sejak tahun 2005 hingga sekarang aktif sebagai nara sumber dan technical assistant di Kementerian Pekerjaan Umum dan Pemerintah DIY untuk perumusan kebijakan di bidang konstruksi dan infrastruktur. Sejak 2006 aktif sebagai kontributor dan editor Buku Konstruksi Indonesia yang diterbitkan oleh Kementerian Pekerjaan Umum dan menjadi anggota Dewan Juri Penghargaan Karya Konstruksi sejak 2009 hingga sekarang. Sejak tahun 2011 hingga sekarang mendapat amanah Ketua PII Wilayah DIY dan kemudian sebagai Wakil Ketua Bidang Pendidikan dan Pelatihan PII Pusat 2012 – 2015 serta mendapat amanah sebagai Sekretaris Komite Litbang LPJKN (2011 – 2015).
