EUROPEAN CITIES WORKING TO SLOW CLIMATE CHANGE
euroPese steden gAAn voor een Beter klimAAt Meer dan de helft van alle CO2-uitstoot ontstaat in en rondom de steden. Het klimaatprobleem is niet alleen een lokaal probleem, het gaat iedereen aan en is grensoverschrijdend. De Europese Unie heeft ambitieuze klimaatdoelstellingen. De doelen zijn haalbaar, maar de tijd dringt. Er moet nú echt vaart gemaakt worden. Door Europese samenwerking leveren we een grote bijdrage in de mondiale strijd tegen klimaatverandering. Mede door het Covenant of Mayors nemen steden een belangrijke verantwoordelijkheid bij het tegengaan van CO2-uitstoot op lokaal niveau. De ruim 700 steden die deelnemen aan het convenant heb ik hoog in het vaandel staan. Zij beloven meer CO2 te reduceren dan 20% in 2020. Door het tonen van voorbeelden en het delen van kennis laten steden zien hoe om te gaan met duurzaamheid en inspireren ze andere steden in Europa. Zo krijgen we de opschaling die we willen hebben! Een klimaatneutrale stad vraagt om een forse beleidsopgave, maar biedt ook innovatie- en economische kansen. The earth’s climate is changing dramatically. Much of the change is caused by CO2 emissions, more than half of which occur in and around cities. Climate is not just a local problem. It affects everyone. And it crosses borders. The European Union has ambitious climate goals. They are achievable. But time is pressing. We urgently need to move forward now. By working together, Europeans have contributed greatly to global efforts to counteract climate change. In the Covenant of Mayors, cities have accepted much of the responsibility for reducing CO2 emissions locally. I set great store by the willingness of over 700 cities to sign the Covenant. They promise to reduce emissions by more than 20% by 2020. By serving as an example and sharing knowledge, these cities are showing how to aim for sustainability. And they are inspiring other European cities. They are lifting our ambitions. Achieving the climate-neutral city requires strong policies. But it also presents opportunities to innovate and benefit economically. Cooperation between government and private parties is essential, and municipalities can and must take a lead. verwezenlijken. Maar de concrete uitvoering van zo’n aanpak vraagt om weloverwogen stappen. Haarlem wordt wat dat betreft als een van de koplopersteden in Nederland gezien. A bottom-up approach – where the input for your climate plan comes partly from market parties and residents – may appear to be a logical step, as you can’t achieve your ambitions alone as the government. However, the actual implementation of such an approach requires carefully considered steps. In that regard, Haarlem is considered to be one of the leading cities in the Netherlands.

Haarlem’s objective is to be climate-neutral by 2030. The local municipal authority itself is due to be climate-neutral by 2015. In late 2007 and early 2008 the city organised two climate conferences for the desired partners and approached them with a blank sheet of paper. ‘We didn’t say “this is what we’ll be doing”. Instead, we asked them “will you join us?”,’ explains Divendal. About 50 parties registered, including energy companies, other types of companies, banks, schools, housing corporations, MKB [SME] Haarlem, the Chamber of Commerce, etc. They were divided into three groups – companies, traffic and transport, and the built environment – to develop concrete plans. The results form the spearheads of Haarlem’s environmental policy. The best proposals were included in a book of ideas, which everyone endorsed. The city council also approved the book, as well as the proposal to employ four additional people to steer the work programme in the right direction. Haarlem will sign a climate covenant with its partners this year. ‘The signatories will include companies that believe that a target of 100% climate neutrality is too ambitious, but that do intend to achieve serious energy savings,’ explains Divendal. ‘They’ve all participated in the book of ideas, so we should now continue our efforts. Everyone can contribute something. Partners are constantly involved in Haarlem’s climate policy, which means that they help to shape it themselves.’ collATERAl BEnEFITS This bottom-up approach is typical for Haarlem. Given the necessary support base, it is much easier to collaborate with so many different partners than one might think. ‘We organise meetings reasonably quickly, so everyone can say what they need to. Companies and residents aren’t looking for rules imposed from above that don’t work. The simple fact of collaborating encourages the participants and leads to better results, because sustainability is partly about behaviour.’ In order to make the climate objectives more tangible, and also to involve residents, the city has designed a powerful logo: the Green Mosquito [see box page 14]. A separate website, which is also owned by the partners, tells you everything that’s happening in Haarlem in relation to the climate, including news, information about participating companies and organisations, and tips for saving energy. As a result, companies and residents are also meeting each other online, just like the individual >> 10

Eind 2007 en begin 2008 heeft de stad twee klimaatconferenties gehouden voor de gewenste partners en hen met een blanco pagina benaderd. ‘Niet met de mededeling ‘dit gaan we doen’, maar met de vraag ‘doen jullie mee?’, vertelt Maarten Divendal, wethouder Milieu. Zo’n 50 partijen schreven zich in; (energie)bedrijven, banken, scholen, woningcorporaties, MKB Haarlem, de Kamer van Koophandel etc. Om tot concrete plannen te komen, werden zij verdeeld in drie programmagroepen: bedrijven, verkeer en vervoer en gebouwde omgeving. Dit zijn de speerpunten uit het Haarlems milieubeleid. De beste voorstellen zijn verwerkt in een ideeënboek, waar iedereen zich in kon vinden. Ook de gemeenteraad ging hiermee akkoord, net als met het voorstel om vier extra mensen in te zetten om het werkprogramma in goede banen te leiden. Haarlem zal nog dit jaar een klimaatconvenant sluiten met de partners. ‘Ook met bedrijven die 100% klimaatneutraal te hoog gegrepen vinden, maar wel de intentie hebben tot serieuze energiebesparingen te komen’, vertelt Divendal. ‘Ze hebben allemaal meegedaan aan het ideeënboek, dus laten we nu ook doorpakken. Iedereen kan wat betekenen. Partners worden voortdurend bij het Haarlemse klimaatbeleid betrokken, ze schrijven er dus zelf aan mee.’
KRUISBESTUIVING Deze bottom-up-aanpak is typerend voor Haarlem. Door draagvlak te creëren, blijkt samenwerking met zoveel partners veel minder complex dan het lijkt. ‘We zitten redelijk snel met elkaar aan tafel, want iedereen kan zijn ei kwijt. Bedrijven en inwoners zitten niet te wachten op regels van bovenaf die niet werken. Juist het samendoen werkt stimulerend en leidt tot beter resultaat. Duurzaamheid heeft namelijk ook met gedrag te maken.’ Om de klimaatdoelstellingen tastbaarder te maken, en ook bewoners erbij te betrekken, heeft de stad een sterk beeldmerk ontworpen, de Groene Mug [zie kader pag. 14]. Een aparte website, die óók van de partners is, communiceert alles wat er in Haarlem gebeurt op het gebied van klimaat. Nieuws, informatie over participerende bedrijven en organisaties en tips om energie te besparen. Bedrijven en inwoners komen elkaar dus ook online tegen, net als partners onderling. Er ontstaat steeds meer kruisbestuiving.

DE ENERGIECOACH
Climate-neutral from the drawing table As well as a high density of buildings, Haarlem’s protected cityscape also represents a major challenge. The city mainly has to deal with existing buildings. The Zwemmerslaan neighbourhood is one of the few parts of Haarlem with room for new developments. Together with a housing corporation, the city is currently mapping out how to develop this neighbourhood in a climate-neutral way, starting on the drawing table. This includes maximum insulation for houses, heat and cold storage, solar energy and public transport links. Everything is taken into account in the urban planning and architectural design from the start. This approach is not yet implemented in many places and Haarlem believes it’s important that all parties involved learn in practice what is required to make a neighbourhood climate-neutral.
Klimaatneutraal vanaf de tekentafel Haarlem is niet alleen dichtbebouwd, ook het beschermde stadsgezicht is een grote uitdaging. De stad heeft vooral te maken met bestaande bouw. De wijk Zwemmerslaan is een van de weinige delen in Haarlem waar ruimte is voor nieuwe ontwikkelingen. Samen met een woningcorporatie wordt momenteel in kaart gebracht hoe je die wijk klimaatneutraal aan kunt leggen, vanaf de tekentafel. Met onder andere maximale isolatie van huizen, warmte- en koudeopslag, zonne-energie en openbaar vervoerverbindingen. Alles wordt vanaf het begin meegenomen in het stedenbouwkundige en architectonische ontwerp. De aanpak wordt op nog niet veel plaatsen gerealiseerd en Haarlem vindt het belangrijk dat alle betrokkenen in de praktijk leren wat er nodig is om een wijk klimaatneutraal te maken.
Een van de beste ideeën die de projectteams opleverden, was de energiecoach. Een vertegenwoordiger van Eneco stelde voor om bedrijven uit de Waarderpolder bij te staan met alle vragen over energieverbruik. Dit op momenten dat zij er zelf behoefte aan hebben, dus vraag gestuurd. Hieruit zijn al mooie initiatieven ontstaan. Zo heeft een bedrijf dat spekblokjes produceert een fabrikant gevonden die zijn vetafval in elektriciteit gaat omzetten. Een voormalige restauranteigenaar wil een versmarkt voor de horeca opzetten en de producten vervolgens met elektrisch vervoer in de stad bezorgen. De energiecoach brengt vraag en aanbod bij elkaar, waar de bedrijven zelf niet de tijd of kanalen voor hebben. Hij kreeg binnen een aantal maanden zo’n vijftig aanvragen binnen. Zijn diensten worden nu nog betaald door gemeente en provincie, maar Haarlem onderzoekt een model waarin een deel van de energiewinst wordt doorberekend aan de bedrijven. De onafhankelijkheid van de coach is contractueel vastgelegd.
AL VEEL BAGAGE In de Noordkop van de Waarderpolder onderzoekt de energiecoach het uitwisselen van warmte en koude tussen bedrijven onderling. Daarbij wordt voortgeborduurd op kennis die in het verleden is opgedaan. Het 2 MegaWattproject is bijvoorbeeld een prachtig voorbeeld van duurzaamheid in een bestaande wijk, waar zonnecollectoren, warmte- en koudeopslag en warmtepompen zijn gecombineerd. Dit project bespaart 70% energie vergeleken met een conventionele situatie. In het Reinaldahuis, een van de grootste woonzorgcomplexen voor senioren in Nederland, wordt jaarlijks 16.000 kg CO2 bespaard dankzij zonnecollectoren en warmtewisselaars. Haarlem heeft er geen moeite mee om nu al projecten te communiceren die nog in de onderzoeksfase zijn en nog geen concrete cijfers laten zien. Divendal: ‘We beginnen niet bij nul, we hebben al behoorlijk wat bagage die we gebruiken om ons doel te halen. Natuurlijk gaan we voor goud, maar als het zilver wordt, is dat ook al winst. Daarom zegt Haarlem: leg de lat maar hoog, dat nodigt uit tot meer creativiteit. Dat prikkelt. Net als de Groene Mug.’
ThE EnERGY coAch One of the best ideas provided by the project teams was the energy coach. A representative of Eneco proposed helping companies from the Waarderpolder area with any questions about energy consumption. Help would be provided when the companies needed it. In other words, it would be demand-driven. This approach has already produced several excellent initiatives, such as the bacon cube producer that found a manufacturer to convert its waste fat into electricity. In addition, a former restaurant owner wants to set up a fresh food market for the catering sector and then deliver the products in the city using electric transport. The energy coach brings supply and demand together, whenever the businesses themselves don’t have the time or the proper channels to do so. He received some 50 requests within a couple of months. His services are now still paid for by the municipality and the province, but Haarlem is studying a model in which part of the energy savings would be charged on to the businesses. The independence of the coach is laid down in a contract. loTS oF BAGGAGE AlREADY In the part of the Waarderpolder area known as Noordkop, the energy coach is studying the exchange of heat and cold between companies. The basis is knowledge gained in the past. The 2 MegaWatt project is a great example of sustainability in an existing neighbourhood, where solar collectors, heat and cold storage and heat pumps are combined. This project saves 70% energy compared to a conventional system. At Reinaldahuis, one of the largest residential care complexes for senior citizens in the Netherlands, 16,000 kg of CO2 are saved annually, thanks to solar collectors and heat exchangers. Haarlem has no problem talking about projects that are still in the research phase and have not yet resulted in actual figures. Divendal: ‘We’re not starting at zero; we already have quite a lot of baggage, which we are using to achieve our goal. We’re obviously going for gold, but even if we get silver, that would be an improvement. That’s why Haarlem is saying “it’s OK to set the bar high because that promotes creativity. It’s an incentive. Just like the Green Mosquito.’

Door Samenspel Kampioen (DSK) Langs het terrein van voetbalvereniging Door Samenspel Kampioen komt een andere indeling, met aan de voorkant woningbouw en aan de zijkant twee scholen met een gymzaal, speelzaal en een aantal woningen. Het wordt de uitwerking van een pilot Klimaatneutrale school en woningen.
The Green Mosquito People born and bred in Haarlem are nicknamed ‘mosquitoes’, which was the reason behind the decision to choose a green mosquito as the logo for ‘Haarlem Klimaatneutraal’ [‘Haarlem Climate Neutral’]. Symbolically, the mosquito stands for encouraging people to join in. A mosquito can also be a little annoying sometimes, but this one has been given a friendly face. At major events a real-life green mosquito walks around to spark people’s interest and start them talking about this subject. In addition, Haarlem awards a Green Mosquito Cup to companies or organisations that put especially notable efforts into helping the environment. The first winner is the ice rink, which uses heat released for the production of ice to heat the building. The cup is passed on every six months. The Alderman decides together with the current holder who the next holder will be. In other words, parties are directly involved in small matters. And what’s more, you reach visitors to the ice rink who normally might be difficult to reach.

Door Samenspel Kampioen (DSK) The area alongside the ground of football club Door Samenspel Kampioen will be redesigned, with residential buildings at the front and two schools at the side with a gymnasium, playroom and a number of houses. The project will be the implementation of a pilot for a climate-neutral school and houses. The intention is to build an energy-neutral building with an optimised indoor climate – a so-called ‘fresh school’. The designs are ready and are now in the process of being submitted to school boards.
Geboren en getogen Haarlemmers dragen de bijnaam ‘muggen’. Zo ontstond het idee om een groene mug tot beeldmerk van Haarlem Klimaatneutraal te maken. Symbolisch staat hij voor het prikkelen van mensen om mee te doen. Een mug kan af en toe ook een beetje irritant zijn, maar deze heeft wel een vriendelijk gezicht gekregen. Bij evenementen loopt er een levende groene mug rond om mensen te interesseren en de dialoog aan te gaan. Daarnaast reikt Haarlem een Groene Mug Bokaal uit aan bedrijven of organisaties die zich opvallend inzetten voor het milieu. De eerste winnaar is de kunstijsbaan, die warmte die vrijkomt voor het maken van ijs gebruikt voor verwarming van het gebouw. De bokaal wordt ieder half jaar doorgegeven. De wethouder bedenkt samen met de huidige winnaar wie de volgende is. Bij kleine dingen worden partijen dus direct betrokken. The intention is to become an energy-neutral municipality somewhere between 2035 and 2045. In other words, all gas and electricity for your own organisation and for all businesses and homes in the municipality will have to be produced in a sustainable manner by that date. There is a fair amount of room for manoeuvre as regards the target year, but the city of Eindhoven believes that the most important thing about this vision is that it sets an ambitious target. Climate policy has also been chosen as one of the municipality’s key focus areas. pRoFITABlE oppoRTUnITIES ‘The target of becoming an energy-neutral municipality is definitely very ambitious,’ says Erik van Merrienboer, Alderman for Mobility, the Environment and the Economy. ‘But it also involves huge opportunities. Profitable opportunities.’ As the alderman is not only responsible for the environment, but also the economy, he clearly recognises the added economic value of all the technological knowledge in the region (in part thanks to the University of Technology and the large number of high-tech companies). The soil in and around Eindhoven, for example, has a lot of potential for heat and cold storage, which is a technology that is more and more financially profitable. The bio-energy power station used by De Tongelreep aquatic centre [see box page 22] is another excellent example of sustainable solutions that are also profitable. Van Merrienboer can understand why it is mainly the municipality that is taking the lead in the development of bio-energy power stations. ‘For many market parties this is a new business that doesn’t yet have enough guarantees but does have potential risks. Especially now, whilst bio-power stations are still highly innovative, it is our duty as the government to stick our necks out. However, we are seeing an increasing level of interest from market parties and we will be working together on a more regular basis.’

Het streven is een energieneutrale gemeente te zijn tussen 2035 en 2045. Dat betekent alle gas en elektriciteit voor de eigen organisatie, bedrijven en woningen op duurzame wijze opwekken, bij voorkeur binnen de grenzen van de gemeente. Het streefjaar is ruim genomen, het belangrijkste vindt Eindhoven het feit dat je met zo’n visie een hoge ambitie vastlegt. Klimaatbeleid is ook tot bestuurlijk speerpunt gekozen.
RENDABELE KANSEN ‘Een energieneutrale gemeente is zonder meer heel ambitieus’, zegt Erik van Merrienboer, wethouder Mobiliteit, Milieu en Economie. ‘Maar het brengt ook enorme kansen met zich mee. Rendabele kansen.’ Omdat de wethouder naast milieu ook economie in zijn portefeuille heeft, ziet hij duidelijk de economische meerwaarde van alle technologische kennis in de regio (mede dankzij de Technische Universiteit en de vele high-tech bedrijven). De Eindhovense grond heeft bijvoorbeeld veel potentie voor KWO, een techniek die steeds vaker financieel rendabel is. Ook de bio-energiecentrale van zwembad De Tongelreep [zie kader pag. 22] is een prachtig voorbeeld van duurzame oplossingen waaraan ook te verdienen valt. Dat vooral de gemeente in de ontwikkeling van bio-energiecentrales het voortouw neemt, begrijpt Van Merrienboer wel. ‘Voor veel marktpartijen is dit een nieuwe business met nog onvoldoende garanties en mogelijke risico’s. Juist in deze fase waarin biocentrales nog erg innovatief zijn, hebben wij als overheid de verantwoordelijkheid onze nek uit te steken. We zien wel een toenemende interesse van marktpartijen. We gaan het steeds meer samendoen.’

LENEN TEGEN 2% RENTE De keuze voor het brede palet maakt dat Eindhoven altijd méér wil. Het ene project is nog niet afgerond of het volgende staat alweer in de startblokken. Veel projecten lopen parallel. Met de gedachte: we hebben nu een paar procent bereikt, maar we willen naar de 100%.
Combining soil remediation and heat and cold storage Geologically speaking, the soil in Eindhoven is highly suitable for heat and cold storage and work is already underway at more than 19 different locations, including the former Philips site Strijp-S where listed buildings are being renovated and a new build project is in progress. The system currently being built at Strijp-S will be the first in the Netherlands to extract energy from the soil in a sustainable manner and tackle the soil pollution at the same time (Sanergy). This combination is usually avoided because of the risk that the polluted water will spread. However, Eindhoven saw that risk as a challenge and supported the initiative proposed by Philips, Park Strijp Beheer and the engineering firm Arcadis for a design in which a recirculation system is used to infiltrate the groundwater back into the centre of the location as soon as it is about to flow away at the edges. This technique ensures that the polluted area remains under control. Due to the flow, the pollution that is present naturally and the organic material are mixed 20 to 30 times faster, which also results in more rapid decomposition of the pollutants. The system does lose some of its efficiency compared to regular heat and cold storage, but the big advantage is that the huge expenses and the energy consumption of regular remediation methods are avoided. The system is expected to save 50% in CO2 emissions annually compared to traditional cooling and heating.
Bodemsanering en koude- en warmteopslag combineren De bodem van Eindhoven leent zich geologisch gezien goed voor koudeen warmteopslag. Op meer dan negentien locaties gebeurt dit al, waaronder in Strijp-S. Dit is een voormalig bedrijventerrein van Philips, waar monumentale panden gerestaureerd worden en nieuwbouw gerealiseerd wordt. Hier wordt momenteel het eerste KWO-systeem in Nederland aangelegd dat op duurzame wijze energie uit de grond haalt en tegelijk de bodemverontreiniging aanpakt (Sanergy). Een combinatie die normaal vermeden wordt vanwege de risico’s dat het verontreinigde water zich zal gaan verspreiden. Eindhoven zag in dat risico juist een uitdaging en ondersteunde het initiatief van Philips, Park Strijp Beheer en ingenieursbureau Arcadis voor een ontwerp waarbij door middel van een recirculatiesysteem het grondwater dat aan de rand dreigt weg te stromen, weer in het midden van de locatie wordt geïnfiltreerd. Zo blijft de verontreinigde vlek beheersbaar.
De ambitie op termijn is energieneutraal te bouwen, zoals bij de huizen in Blixembosch Noordoost. Alle nieuwbouw en renovatie in de stad wordt nu langs de meetlat gelegd om te kijken hoe het nóg duurzamer kan. Particuliere woningbezitters die energiezuinig willen verbouwen, kunnen tegen 2% geld lenen bij de gemeente. Mary Fiers, wethouder Wonen en Ruimte: ‘We zijn een van de eersten in Nederland die dat op grote schaal doen. Het rijk heeft ons gevraagd mee te denken hoe dat landelijk in te voeren.’ Eindhoven dringt er bij de nationale overheid op aan dat het allemaal nog wel iets meer mag. ‘Wij hebben bijvoorbeeld bij alle nieuwbouw een hogere GPR-score dan de norm als ambitie gesteld. En als die norm straks verandert, zullen we weer vechten voor een nog hogere score. We blijven vechten.’
loAnS AT 2% InTEREST The decision to opt for the broad-based approach means that Eindhoven always wants more. Even before one project is finished, the next one will be ready to launch. Many projects run parallel to each other. The idea is ‘now that we’ve achieved a few percent, let’s go for the full 100%’. The long-term ambition is energy-neutral construction, as was achieved with the houses in Blixembosch Noordoost. All new build and renovation work in the city is now scrutinised to see if the project could be even more sustainable. Private home owners who want to make some low-energy alterations to their homes can borrow money from the municipality at a 2% interest rate. Mary Fiers, Alderman for Housing and Spatial Planning: ‘We are one of the first municipalities in the Netherlands to do this on such a large scale. The government has asked us to suggest how a similar scheme could be introduced at the national level.’

Eindhoven is urging the national government to go that little bit further. ‘For all new build, for example, we have set a higher GPR score than the standard level as our ambition. And if the standard level changes in the future, we’ll fight once again for an even higher score. We keep on fighting.’

De Tongelreep, a large national aquatic centre where Olympic champion Pieter van den Hoogenband also trains, has the largest bio-energy power station used for swimming pools in the Netherlands. The facility squeezes bio-oil out of abattoir remains to produce 2.3 MW of electricity in total and give off heat in the process. The electricity is used to keep the air temperature constantly between 25°C and 28°C. The thermal heat released is used to heat the pool. In the past 3 million cubic metres of gas were bought for this purpose, which means that there is now an annual saving of 7600 tonnes of CO2. The power station also returns 12 to 18 million kWh to the central grid in the form of green electricity. Due to the combination of electricity generation and effective use of all the thermal heat (not yet mandatory in the Netherlands), the power station is financially profitable and the direct energy costs are almost zero once the subsidy is taken into account. All the separate components of the power station have already been used elsewhere; what makes the difference here is that all these complex processes have been carefully coordinated. Even more important than the technical innovation was the people’s mindset at De Tongelreep: the focus was first on determining the financial profit that could be made and then attention turned to achieving as many environmental objectives as possible within that financial framework.

De berekende CO2-reductie door het energiedak en de dakbedekking met PV folie bedraagt 98,5%. Oplevering is gepland voor eind 2010.
De Tongelreep, een groot nationaal zwemstadion waar ook Olympisch kampioen Pieter van den Hoogenband traint, heeft de grootste bio-energiecentrale voor zwembaden in Nederland. Hier wordt bio-olie geperst uit restanten van de slachterij, goed voor de opwekking van in totaal 2,3 MW aan elektriciteit. Hierbij komt warmte vrij. De elektriciteit wordt gebruikt om de luchttemperatuur constant te houden (tussen de 25˚ en 28˚). De thermische warmte die vrijkomt, wordt gebruikt om het bad te verwarmen. Hiervoor werd vroeger drie miljoen kubieke meter gas ingekocht. Dat betekent een besparing van 7600 ton CO2 op jaarbasis. De centrale levert bovendien twaalf tot achttien miljoen KWh terug aan het centrale net, in de vorm van groene stroom.
The Municipality of Eindhoven, Christiaan Huygens College and the Trudo housing corporation are going to build a CO2-neutral school in Botenlaan. The use of an energy-generating roof will provide the school with more heat energy than it needs. The surplus heat will be used to heat the sports complex and Trudo homes. The volume of the new building is limited in order to restrict the possibility of heating up in the summer and losing heat in the winter as much as possible. At the same time, well-insulated window surfaces allow large amounts of daylight to enter without heating up the building. The calculated reduction in CO2 emissions due to the energy roof and the use of PV film to cover the roof is 98.5%. The project is due to be handed over in late 2010.

As regards achieving climate-related objectives, Delft has always emphasised specific, running projects in order not only to save on additional costs, but also because there is already involvement in current projects. ‘Joining in the flow that’s already there is the best way to get people involved,’ says Lian Merkx, Alderman for the Environment and Sustainable Development. In recent years another movement has emerged: many people are taking the initiative themselves as well. Merkx: ‘People’s own ideas are starting to take shape, which is very surprising. There are residents, for example, who are attempting to organise a climateneutral street. There are also a lot of companies that are conducting specific research. One example is the fine dust magnet, which uses electrical currents to capture fine dust from the air. The magnet was developed by former students of the University of Technology. All these initiatives are very positive. It gives me an unpleasant feeling if the municipality is the only initiator. We do want to help, but others must add their support as well. Otherwise the whole project will collapse if we are not actively involved anymore.’ JUnGlE oF KnoWlEDGE Merkx is aware that using your own initiative is asking a lot of people. ‘You need to clear a way through a jungle of knowledge. Take the whole biomass debate, for example. You have to understand what that’s about. And what about the climate-neutral street: what is the best solution for your house? To be honest, I find these questions difficult – and I’ve read up on these subjects in some depth. As the municipality we want to provide as much information as possible to really help people along by linking citizens’ initiatives to businesses and consultancies, or by linking businesses to partners they hadn’t yet thought of themselves. Looking for solutions together and making sure it becomes a habit.’

Bij het realiseren van de klimaatdoelstellingen heeft Delft altijd het accent gelegd op concrete, lopende projecten. Niet alleen om meerkosten te besparen, maar juist ook vanwege de betrokkenheid. ‘Meegaan op de beweging die er al is, dat is dé manier om mensen mee te krijgen’, meent Lian Merkx, wethouder Milieu en Duurzame Ontwikkeling. De laatste jaren is er een andere stroming ontstaan: ook nemen veel mensen zélf het initiatief. Merkx: ‘Er beginnen eigen ideeën te leven; heel verrassend. Zo zijn er bewoners die zichzelf hebben gemobiliseerd voor een klimaatneutrale straat. En er zijn veel bedrijven die specifiek onderzoek doen. De fijnstofmagneet, een product dat met elektrische stromen fijnstof uit de lucht vangt, is bijvoorbeeld in Delft ontwikkeld door oud-studenten van de Technische Universiteit. Die initiatieven zijn heel positief. Het geeft mij een onprettig gevoel als de gemeente als enige trekt. We willen wel helpen, maar anderen moeten het dragen. Anders zakt het in als wij niet meer actief betrokken zijn.’
OERWOUD VAN KENNIS Merkx beseft dat eigen initiatief veel vraagt van mensen. ‘Je moet je een weg banen door een oerwoud van kennis. Die biomassadiscussie, je moet wel begrijpen waar het over gaat. Of in het geval van de klimaatneutrale straat: wat is nou het beste voor ons huis? Eerlijk gezegd vind ik dat zelf ook moeilijk en dan ben ik toch redelijk goed ingelezen. Als gemeente willen wij zoveel mogelijk informatie verschaffen waarmee je mensen echt verder helpt. Burgerinitiatieven koppelen aan bedrijven en adviesgroepen of bedrijven aan partners waar ze zelf nog niet op waren gekomen. Met elkaar zoeken naar oplossingen en zorgen dat het automatisme wordt.’

Anyone queuing on the A13 can see them straight away: the flat called ‘Die Delftgaauwse Weye’ is covered in solar panels. On the roof of the building, on the roofs over the external walkways and even mixed in with the balcony railings. Delft has deliberately chosen to use solar panels in visible locations so that the subject would be discussed even more. The residents who live in the flats are reminded every day as they walk underneath the panels to their front door.

It’s all part of the ‘100 Delft Blue Roof Tops’ initiative: solar panels have been installed on existing buildings and monuments around the city – many of these premises belonging to private individuals – as part of six test projects. In recent years a total of 4300 m2 of solar panels have been installed, providing 144 households with energy for a year. In financial terms, Delft entered into an arrangement with partners Eneco and SenterNovem, each of which assumed one quarter of the costs, as did the city. The rest was paid by the organisation developing the project. Funding was reserved at an early stage for private individuals to remove the initial financial hurdle.
Het valt allemaal onder het initiatief ‘100 Delfts Blauwe Daken’, waarbij in zes projecten zonnepanelen zijn toegepast op bestaande gebouwen en monumenten in de stad. Delft heeft in het Actualisatie Klimaatplan (2008) vastgelegd tot aan 2012 jaarlijks ongeveer 90.000 ton CO2 te willen reduceren ten opzichte van 1990; een vermindering van 15%. Aansluiten bij bestaande projecten en ontwikkelingen blijft van belang voor het halen van die doelstellingen. Hoe de hoge ambities precies gerealiseerd gaan worden, weet Delft nog niet. Merkx blijft daar rustig onder. Als ambassadeur voor Duurzame Energieopwekking ziet ze veel van de ontwikkelingen in Nederland en Europa. ‘Daar zit zoveel versnelling in, dat je in aanpak flexibel moet blijven. Wat niet wil zeggen dat je moet wachten totdat het allerbeste op de markt is. Je moet nu iets doen, maar het is niet erg om over tien jaar te zeggen: dit doen we er nog bovenop.’ Een van de belangrijkste projecten om CO2 terug te dringen is het in juni opgerichte warmtebedrijf [zie kader pag. 31]. Binnen de Europese projectgroep SESAC wisselt Delft al jarenlang ervaringen uit met Grenoble (FR) en Växjö (SW), steden die hier ook inhoudelijk mee bezig zijn.

AccElERATIon In the Climate Plan Update (2008), Delft stated its intention to reduce CO2 emissions by about 90,000 tonnes every year until 2012 compared to the 1990 level, which is a reduction of 15%. Fitting in with existing projects and developments remains an important factor as regards achieving these objectives. Delft is still unsure about how precisely it will achieve these high ambitions, but Merkx is not worried. As the ambassador for a Sustainable Energy Generation, she sees a lot of the developments in the Netherlands and in Europe as a whole. ‘Developments are accelerating to such an extent that you have to be flexible in your approach at all times. But that doesn’t mean you have to wait until the very best solution is on the market. You have to act now, but it’s not a problem if in ten years’ time you say ‘now we’re going to add this as well’.’
One of the most important projects for reducing CO2 emissions is the heating company that was established in June [see box page 30]. In the European project group SESAC, Delft has been exchanging experiences for years with Grenoble (FR) and Växjö (SW), both of which are also looking at ways of tackling these issues. ‘This collaboration has taught me that you can also achieve things by taking simple steps. In Sweden, sustainability has become the most natural thing in the world – which is hugely inspiring. As far as the heating company is concerned, Delft initially wanted to be a major shareholder and take the lead role, but that turned out to be much too complicated, financially speaking. Now we have entered into a partnership with parties who are much better at that kind of thing’, says Merkx. CO2 TODAY | DELFT

Joint commitment in Zuidpoort Energy savings are also very possible in areas where several functions converge (living, working, shopping, culture, etc.), as is shown by the Zuidpoort project, where the energy performance (EPC) is 30% above the national standard. On the site of a former gasworks, the new buildings have been developed with better insulation and ventilation, and heat and cold storage combined with heat pumps for heat recovery from ventilation air. Residents have the option of choosing underfloor heating and cooling. The soil produced after remediation was used for the underground car park. A joint commitment about climate objectives was created by discussing all the various issues with the developer and partners from the start of the process. Delft believes that this is a condition for success.

Gezamenlijk committeren in Zuidpoort Ook in gebieden waar meerdere functies samenkomen (wonen, werken, winkelen, cultuur) is besparing van energie goed mogelijk. Dat bewijst het project Zuidpoort, waar de energieprestatie (EPC) 30% beter is dan de landelijke norm. Op de locatie van een oude gasfabriek is nieuwbouw gerealiseerd met een betere woningisolatie en -ventilatie en warmte- en koudeopslag in combinatie met warmtepompen voor warmteterugwinning uit ventilatielucht. Bewoners kunnen optioneel kiezen voor vloerverwarming en -koeling. De grond die na sanering vrijkwam, is gebruikt voor de parkeergarage. Door vanaf het begin in het proces met ontwikkelaar en partners om de tafel te zitten, ontstond er een gezamenlijk commitment over klimaatdoelen. Een voorwaarde voor succes, vindt Delft.
Warmtebedrijf gaat 20.000 ton CO2 besparen In 2005 besloot Delft restwarmte van de industrie te gaan gebruiken voor stadsverwarming; dit voorjaar werd het Warmtebedrijf ENECO Delft bv opgericht. Het warmtebedrijf gaat zowel de warmteproductie als -distributie in de stad verzorgen. Beide takken zijn aan externe partijen uitbesteed. Delft werkt samen met o.a. Eneco, gemeente Midden-Delfland en drie van de vier woningcorporaties in de stad. Die laatste medewerking betekent dat een groot deel van de woningen in één keer aangesloten kan worden op de stadsverwarming. Het warmtebedrijf zal ongeveer 20.000 ton CO2 per jaar gaan besparen. Dit kan oplopen tot 70.000 ton, als het ook gecombineerd wordt met geothermie (een project waar Delft samen met studenten van de Technische Universiteit al in een vergevorderd stadium aan werkt).
Heating company will be cutting 20,000 tonnes of CO2 In 2005 Delft decided to use the residual heat from industry for district heating; the heating company Warmtebedrijf ENECO Delft bv was incorporated this spring. The heating company will be providing both heat generation and heat distribution in the city. The two areas have been contracted out to external parties. Delft’s partners include Eneco, the Municipality of Midden-Delfland and three of the city’s four housing corporations. The involvement of those corporations means that a large part of the homes in the city can be connected all at once to district heating. The heating company will be saving about 20,000 tonnes of CO2 per year on average – although this may increase to 70,000 tonnes if it is combined with geothermal energy (a project Delft is working on together with students from the University of Technology that is already at an advanced stage).

klimaatproblematiek. The Hague is a coastal city, which means that it is literally confronted by the problems of the rising sea level and the weak links in the coastline. Fortunately, the location also has many advantages as regards tackling climate change.

The number of hours of sunlight is greater on the coast than in the rest of the Netherlands. The soil offers geothermal possibilities, the wind is always blowing and there are opportunities for offshore power stations. Thanks to its coastal location, The Hague has also been able to develop the first seawater power station in the Netherlands [see box page 39]. As far as is known, this is also the only one in Europe, but that is not the most important message that Peter Smit, the alderman responsible for environmental affairs, wants to convey: ‘I think looking for something unique is the wrong approach. Everyone wants something new; even cutting-edge technology is often not enough. That costs policymakers a lot of time and energy. The Hague doesn’t mind press coverage about something new, but bulk is above all what we need to drastically reduce energy consumption. It’s just a question of doing it, rolling up our sleeves and getting on with it.’ DEcEnTRAlISATIon on A SMAll ScAlE The target for the municipal organisation is that it should be CO2-neutral by 2010 and the target for the city is that it should be climate-neutral and climateproof by 2050. All possible measures have been taken with a view to achieving these targets in relation to transport (all buses in The Hague and the region run on natural gas), purchasing green electricity and large scale modifications to the existing housing stock (in the form of insulation and even more connections to the heating grid – which will also be made more sustainable). This last development will play the lead role in the ambitions of The Hague as 2050 approaches, together with technological developments such as solar panels, cogeneration and the whole range of possibilities offered by decentralised power generation. According to Smit, the energy transition should mainly come from small scale decentralisation in the city, but the major power stations will remain crucial. ‘This is why we have reserved 10 million euros to participate in the first wind farm to be built offshore.’

Voor zover bekend is dit ook de enige in Europa, al is dat niet de belangrijkste boodschap van milieuwethouder Peter Smit. ‘Dat zoeken naar het unieke vind ik een foute zoektocht. Iedereen wil iets nieuws, het moet vaak de techniek van overmorgen zijn. Dat kost veel beleidsenergie. Den Haag wil best in de krant met iets nieuws, maar we moeten vooral bulk maken om het energieverbruik stevig naar beneden te krijgen. Het is gewoon een kwestie van doen. Handen uit de mouwen.’
DECENTRALITEIT OP KLEINE SCHAAL In 2010 moet de gemeentelijke organisatie CO2-neutraal zijn en in 2050 zal de stad klimaatneutraal en –bestendig zijn. Daarvoor zijn alle mogelijke maatregelen genomen op het gebied van vervoer (de complete busvloot in Den Haag en de regio rijdt op aardgas), het inkopen van groene stroom en grootschalige verbouwing van de bestaande woningvoorraad (in de vorm van isolatie en nog meer aansluitingen op het te verduurzamen warmtenet). Dit laatste zal leidend zijn in de ambities van Den Haag richting 2050. Samen met technologieontwikkeling, zoals zonnepanelen, warmtekracht en het hele palet aan decentrale opwekking. Volgens Smit moet de energietransitie vooral voortkomen uit decentraliteit op kleine schaal in de stad, maar zullen de grote centrales hard nodig blijven. ‘Wij hebben daarom 10 miljoen euro apart gezet om te participeren in de eerste windenergiecentrale die op zee gebouwd zal worden.’

LAGE VESTIGINGSKOSTEN De Haagse trias energetica bestaat uit besparen, verduurzamen en compenseren. Voor dat derde aspect heeft Den Haag het Klimaatfonds opgericht [zie kader links]. Het is een van de hulpmotoren richting een klimaatneutrale stad waarbij bedrijven en burgers nauw betrokken zijn. ‘Je kunt heel veel dingen doen om mensen bij de les te houden’, vertelt Peter Smit. ‘Deels omdat we de klimaatproblematiek domweg ook in onze portemonnee voelen. Als stad willen we zo min mogelijk afhankelijk zijn van de prijsfluctuaties in de energiemarkt. Wij laten zien dat je met een lage energierekening de woonlasten of de vestigingskosten voor het bedrijfsleven kunt verlagen. Dat maakt Den Haag aantrekkelijker om in te wonen en werken.’
Climate Fund: locally offsetting CO2 emissions In March 2009 The Hague established the Netherlands’ first Climate Fund. For every tonne of consumption by participating organisations and households, an amount of € 20 is paid into the fund. The fund then invests the money in energy-saving projects organised by educational institutions or sports clubs, for example. This makes it clear from very close up what the possibilities are for reducing CO2 emissions in daily life. Offsetting CO2 emissions on a local level is more expensive, for example, than planting trees or supporting factories in emerging economies, but The Hague recognises the important local benefits of these higher costs because the number of job opportunities increase in sectors of the Dutch economy that improve energy efficiency. This approach will also improve the city’s air quality. The Climate Fund is an independent foundation built around the joint efforts of local partners, such as Siemens, Eneco and the Fortis Circus Theater who are already participating. Environmental Alderman Peter Smit comments: ‘The Climate Fund is specific, simple and effective. I’m very proud that we’ve managed to put this together with so many participants from the business sector. Other cities can simply copy this model.’
Klimaatfonds: CO² lokaal compenseren Den Haag heeft in maart 2009 het eerste Klimaatfonds van Nederland opgericht. Voor elke verbruikte ton van deelnemende organisaties en huishoudens wordt € 20,- in het fonds gestort. CO2 op lokaal niveau compenseren is duurder dan bijvoorbeeld het planten van bomen of het steunen van fabrieken in opkomende economieën, maar Den Haag ziet in die hogere kosten belangrijke lokale winst. Het draagt bij aan de eigen werkgelegenheid in sectoren die energie-efficiëntie verbeteren. Ook zal het invloed hebben op de luchtkwaliteit in de stad.

Hij heeft hem aan zijn buurvrouw gegeven die voor hem had gezorgd tijdens zijn ziekte. Dat is prachtig.’
Het Klimaatfonds is een onafhankelijke stichting; de gezamenlijke inzet van lokale partners staat centraal. Partijen als Siemens, Eneco en het Fortis Circus Theater doen al mee. Milieuwethouder Peter Smit: ‘Het Klimaatfonds is concreet, simpel en effectief. Ik ben er heel trots op dat we dit met zoveel partijen uit het bedrijfsleven voor elkaar hebben gekregen. loW coSTS FoR ESTABlIShInG BUSInESSES The Hague’s trias energetica consists of conserving energy, using sustainable resources and offsetting emissions.The Hague has established the Climate Fund [see box] to handle compensation. The Fund is one of the auxiliary driving forces working towards a climateneutral city in which the business sector and the public are closely involved. ‘You can do lots of things to keep people’s attention,’ Peter Smit explains, ‘partly because we can also feel the effect of climate change in our wallets. As a city we wish to be as independent as possible of the price fluctuations in the energy market. We are showing that it is possible to have low
energy bills and reduce the cost of living or the cost of establishing businesses. This is what makes The Hague an attractive place to live and work.’ Smit also wants to show that the energy transition can be fun as well and he lists ‘green roof tops, climate change street parties and neighbourhood competitions’ as examples of the fun side of the transition. ‘Recently I was very touched by a man who had won an energyefficient fridge but didn’t really need one. He therefore gave the fridge to his neighbour because she had taken care of him during his illness. That’s a wonderful example of how people enjoy working together.’

Warmte uit zee Vacuum tube solar collector saves energy The swimming and tap water at Overbosch swimming pool is heated by 720 m2 net vacuum tube solar collectors on the roof of the neighbouring sports centre. The coating on the inside of these tubes also absorbs infrared radiation, unlike regular solar collectors. The advantages of this technology are more uniform manufacturing and a higher yield per square metre. As a result, The Hague is also encouraging the use of this innovative technology, which is already used frequently in other countries.
Vacuümbuis zonnecollector bespaart energie Het zwem- en tapwater van zwembad Overbosch wordt verwarmd door 720 m² netto vacuümbuis zonnecollectoren op het dak van de naastgelegen sporthal. Bovendien stimuleert Den Haag hiermee de toepassing van deze innovatieve techniek, die in het buitenland al vaker wordt toegepast.
In Den Haag is begin 2009 een zeewaterwarmtecentrale geopend door woningbouwcorporatie Vestia. Met deze innovatieve techniek worden in de wijk Duindorp 800 woningen verwarmd met water uit de Noordzee. Van de centrale in de Scheveningse haven naar Duindorp loopt een ondergronds distributienetwerk. Een grote warmtepomp brengt in de wintermaanden de temperatuur van het water van 4 naar 12 graden celsius, terwijl in de zomermaanden koud water door het netwerk loopt om de huizen te verkoelen. Ieder huis heeft een eigen, kleinere pomp om in de warmtebehoefte van die woning te voorzien. Een centrale verwarmingsketel zou minstens twee keer zoveel energie nodig hebben om hetzelfde huis te verwarmen. De zeewaterwarmtecentrale vermindert de totale CO2-uitstoot van de woningen met 50%. Voor zover bekend maken andere Europese steden aan zee nog geen gebruik van deze techniek.

Heat from the sea
In early 2009 the housing corporation Vestia opened a seawater power station in The Hague. This innovative technology is now used to heat 800 homes in the Duindorp area using water from the North Sea. An underground distribution network runs from the power station in the port of Scheveningen to Duindorp. In the winter months a large heat pump heats the water from 4 to 12 degrees Celsius, whilst in the summer months cold water runs through the network to cool down the homes. Each home has its own, smaller pump to provide the heat required by that home. A central heating boiler would require at least twice as much energy to heat the same home. The seawater power station reduces the total CO2 emissions from the homes by 50%. As far as is known, no other coastal European cities are using this technology.

Breda’s aim is to be a CO2-neutral city by 2044. That sometimes gives rise to the question ‘why only then?’. Wilbert Willems, Alderman for Culture, Traffic and the Environment, explains: ‘You can have ambitions where you reduce CO2 emissions faster, but we don’t want to limit ourselves to housing and municipal organisations. We’re also looking at transport, making events and companies greener, including the agricultural sector. That takes more time. But if you don’t do this, you miss a lot of opportunities, which can have a big impact.’ Breda has an antenna for environmental initiatives. The municipal offices were extended years ago by the addition of a new section, which was built with heat and cold storage (including the neighbouring casino and theatre). The infrastructure for the waste removal company has always been as clean as possible [see box]. ‘I’ve always thought Breda’s environmental programme was very impressive, with ambitions in many different areas,’ says Willems. ‘Only the framework was missing.’ Breda now has an extensive list of projects that will help achieve the climate change objectives, which means that the interim 25% reduction in CO2 emissions by 2015 is very much achievable. BIoMASS poWER STATIon One of the projects is a biomass power station that uses wood cuttings and is due to be operational in 2012 or 2013. Up to approximately 4000 homes in and around Teteringen can be connected to the station. If the plans go ahead, the new neighbourhoods will be almost CO2-neutral. The payback period of the power station is estimated at 15 years. But the Alderman wouldn’t mind if it was 20 years. ‘If you can save on energy costs, there will always be benefits – economically, environmentally and for the users. Our policy is based on people, planet, profit.’ Willems admits that the sometimes long payback period on investments in sustainability may be an issue for certain businesses and private individuals. The question of how to offer the latter target group security forms part of the pilot scheme ‘Put some energy into your house’. [see box page 47].

Het gemeentelijk stadskantoor is al jaren geleden uitgebreid met een nieuw gedeelte, dat gebouwd is met warmte- en koudeopslag (inclusief het naastgelegen casino en theater). De infrastructuur voor het afvalbedrijf is altijd al zo schoon mogelijk geweest [zie kader pag. 46]. ‘Ik heb het milieuprogramma van Breda altijd heel indrukwekkend gevonden, met ambities op veel terreinen’, aldus Willems. ‘Alleen het kader ontbrak nog.’ Breda heeft nu een uitgebreide lijst van projecten op weg naar de klimaatdoelstellingen, waarmee de tussentijdse CO2-reductie van 25% in 2015 goed haalbaar is.

Een van de voorbeeldprojecten is een biomassacentrale op basis van snoeihout, die in 2012 of 2013 moet gaan draaien. Tot ongeveer vierduizend woningen in en om Teteringen kunnen hier op worden aangesloten. Als de plannen doorgaan, zijn de nieuwe wijken nagenoeg CO2-neutraal. De terugverdientijd van de centrale wordt geschat op vijftien jaar. Maar het zou van de wethouder ook twintig jaar mogen zijn. ‘Als je kunt besparen op de energiekosten, bewijs je jezelf daar altijd een dienst mee. Economisch, voor het milieu en voor de gebruikers. Ons beleid is gebaseerd op people, planet, profit.’ Willems erkent dat de, soms lange, terugverdientijd van duurzame investeringen voor ondernemers en particulieren een probleem kan zijn. Het vraagstuk hoe je deze laatste doelgroep zekerheid kunt bieden, is onderdeel van de pilot ‘Steek energie in je huis’. [zie kader pag. 47].

PLANNEN INTEGREREN Het draagvlak voor milieuambities is groot in Breda. Veel bewoners en bedrijven nemen zelf initiatief. Neem de Grafische Milieucirkel, waarin bedrijven uit de grafische sector al meer dan tien jaar samenwerken aan efficiëntere inkoop, schonere machines en betere afvalverwerking. Ze dragen dit actief uit om ook andere branches te stimuleren. ‘Het enige wat wij hoeven te doen is hun initiatief ondersteunen. Daar ben ik ontzettend trots op’, aldus Willems.
Smart collaboration Breda city council has set itself the task of bringing together the different worlds of the building sector, banks and energy companies. In 2006 the Breda Energy Council was established for this purpose to show each other that a greater energy ambition is technically and financially feasible through smart collaboration. The project developers and associations are especially involved and share best practices; they know best what their partners need. It’s not about top performance, but about a standard reduction in energy costs to avoid every new ambition resulting in a debate. This initiative also serves the interests of the residents because putting parties next to each other creates healthy competition and allows you to offer private individuals a single package, from quote to funding. This approach makes energy conservation a low-threshold and transparent activity. Breda is one of the partners in the European project MUSEC (Multiplying Sustainable Energy Communities). The exchange of knowledge and experiences, with an important role for the Energy Council, has resulted in a step-by-step manual for implementing climate change projects and involving all parties in those projects.
Slimme samenwerking Breda ziet het als haar taak de verschillende werelden van de bouwsector, banken en energiebedrijven bij elkaar te krijgen. In 2006 werd hiervoor de Bredase Energieraad opgericht, om elkaar te tonen dat door slimme samenwerking een hogere energieambitie technisch en financieel haalbaar is. Vooral de projectontwikkelaars en corporaties voeren het woord en delen best practices; zij weten het beste waar partners behoefte aan hebben. Het draait niet om topprestaties, maar om de energielasten standaard omlaag te krijgen. Zodat niet iedere nieuwe ambitie tot discussie leidt. Dit initiatief is ook in het belang van de bewoners. Door partijen naast elkaar te zetten, ontstaat er gezonde concurrentie en kun je particulieren één pakket aanbieden, van offerte tot financiering. Dat maakt energiebesparing laagdrempelig en inzichtelijk. Breda is één van de partners in het Europese project MUSEC (MUltiplying Sustainable Energy Communities). Het uitwisselen van kennis en ervaringen, met een belangrijke rol voor de Energieraad, heeft geleid tot een stap-voor-staphandleiding voor het uitvoeren van klimaatprojecten en het betrekken van alle partijen daarbij.

Nieuwe ideeën ontstaan continu; de ontwikkelingen gaan snel. Bij het revitaliseren van een bedrijventerrein in Noord-Breda zaten projectontwikkelaars bijvoorbeeld met een bestaande waterput in hun maag. De gemeente laat onderzoeken of ze die als koudwaterreservoir kunnen gebruiken voor verkoeling van bedrijven op het terrein. Willems: ‘En op het Ballon Fiësta sprak ik met de organisatie over het compenseren van de CO2-uitstoot. Ze hadden daar niet bij stil gestaan, maar waren er meteen toe bereid. Als je alert bent, kom je altijd kansen tegen.’
InTEGRATInG plAnS The support for environmental ambitions is huge in Breda. Many residents and companies are already taking initiatives themselves. An example is the Graphic Environmental Circle in which companies from the graphic sector are collaborating for more than 10 years on more efficient purchasing, cleaner machines and better waste processing. They promote the initiative actively to encourage other sectors as well. ‘The only thing we have to do is support their initiative. I’m very proud of that,’ says Willems. New ideas are constantly being created and things are developing fast. During the revitalisation of an industrial estate in North Breda, for example, project developers were having trouble with an existing well. The municipality is therefore investigating whether the well can be used as a cold-water reservoir for cooling company buildings on the estate. Willems: ‘And at the Breda Balloon Fiësta I contacted the organisers about compensation for the CO2 emissions. They hadn’t thought about it, but agreed straight away. If you’re alert, you will always see opportunities.’

Plannen staan nooit op zichzelf. Wanneer over een tijdje de Mark weer door de stad stroomt, levert dat mogelijkheden op voor de biodiversiteit en het vervoeren van afval. ‘Dat zijn geen zelfstandige milieudoelstellingen’, vertelt Willems, ‘maar je moet het wel integreren. Anders haal je de klimaatambities niet.’
Plans never stand alone. When the river Mark will flow through the city once again in a while, this will provide opportunities for biodiversity and transporting waste. ‘Those aren’t independent environmental objectives,’ explains Willems, ‘you have to integrate them. Otherwise you won’t achieve the climate change ambitions.’

Cleanest waste removal company As part of sustainable government, the Breda waste removal department was already using LPG-driven refuse lorries 10 years ago, which set the trend for clean waste removal in the Netherlands. The lorries now run on EEV diesel and natural gas. One refuse lorry is a hybrid vehicle that runs on diesel or natural gas and is electric powered at the stationary work locations. The logistics system is aimed at limiting the number of kilometres as much as possible. In the city centre a refuse lorry operates at set times to collect non-recyclable waste, paper/cardboard and organic waste all at the same time from households and businesses. This reduces the distance covered and therefore also the emission level. To prove that refuse lorries are not dirty vehicles but high-tech transport, works of art have been added to all the vehicles. This is the result of projects with a number of schools. The waste removal company has always been given the freedom to innovate. The soot filter for refuse lorries, for example, was first used in Breda but has now been copied in many places in the Netherlands. The municipality also leads the way in chicken and egg situations. In the case of vehicles running on natural gas, for example, the vans were bought first, which gave the business community enough security to invest in filling points. The vehicle fleet is being replaced in stages to keep up with the latest technological developments.

Schoonste afvalbedrijf In het kader van een duurzame overheid, reed Afvalservice Breda al tien jaar geleden met een huisvuilwagen op LPG en zette de trend voor schone afvalbedrijven in Nederland. Momenteel wordt er gereden op EEV diesel en aardgas. Eén afvalwagen is hybride, hij rijdt op diesel of aardgas en draait op de vaste standplaatsen elektrisch. Het logistieke systeem is erop gericht het aantal kilometers zoveel mogelijk te beperken. In het stadshart rijdt een afvalwagen op vaste momenten om daar gelijktijdig restafval, papier/karton en GFT op te halen bij huishoudens en ondernemers. Dit bespaart kilometers en dus uitstoot. Om aan te tonen dat afvalwagens geen vieze wagens zijn, maar hoogwaardig vervoer, zijn ze allemaal van kunstwerken voorzien. Dit is het resultaat van projecten met een aantal scholen. Afvalservice heeft altijd de ruimte gekregen om te innoveren. Het roetfilter voor de vuilniswagen heeft bijvoorbeeld in Breda het licht gezien. Op allerlei plaatsen in Nederland is dat overgenomen. Ook neemt de gemeente het voortouw bij kip-en-eisituaties. Zo werden voor het rijden op aardgas eerst de busjes aangekocht, waarna het bedrijfsleven het aandurfde te investeren in vulpunten. Het wagenpark wordt gespreid vervangen, om mee te gaan met de laatste stand der techniek. Ook staat er inmiddels een windmolentje op het bedrijfsterrein, waarmee Afvalservice zelf energie opwekt voor eigen doeleinden.
Maatwerkadvies bij particulieren Het is lastig om in bestaande bouw op grote schaal CO2-reductie te realiseren. Breda startte vorig jaar het programma ‘Steek energie in je huis’, in een gedeelte van de wijk Ginneken, dat een gevarieerd aanbod woningen heeft. Bovendien lag er een enthousiaste aanvraag uit die buurt voor een energieproject. Breda heeft een bewonerswerkgroep opgericht om meer mensen te bereiken en ook langer hun interesse te behouden. Daarnaast krijgen álle huishoudens zo nu en dan bericht, ook zij die eerder niet reageerden. Breda blijft bewust iedereen informeren. Dit heeft ertoe geleid dat de respons hoger is dan gemiddeld bij projecten voor particulieren. Van de 500 huishoudens in de wijk hebben er tot nu toe 100 een maatwerkadvies aangevraagd en daarvan vroeg weer de helft een offerte aan. Maatregelen hebben vooral betrekking op dubbel glas en gevelisolatie. Het doel is deze aanpak uit te rollen over alle particuliere huizenbezitters in de stad.
Customised advice for private individuals It’s difficult to achieve large scale reductions in CO2 emissions from existing buildings. Last year Breda launched the programme ‘Put some energy into your house’ in part of the neighbourhood called Ginneken, where there is a wide variety of housing. had also submitted an enthusiastic request for an energy project. Breda local council has set up a residents’ working group to reach more people and also to keep them interested for longer. In addition, all households will receive information every now and then, even if they didn’t respond previously. Breda is deliberately going to continue informing everyone. As a result, the response level is higher than average for projects intended for private individuals. Out of the 500 households in the neighbourhood, 100 have so far requested customised advice, and half of those asked for a quote. Measures mainly relate to double glazing and cavity wall insulation. The aim is to roll out this approach to all private homeowners in the city.

Zoetermeer believes that by far the most important factor as regards achieving climate change ambitions is to carry out as many specific projects as possible. The Covenant of Mayors is a great incentive in that respect, because the cities really commit themselves to the agreements they sign up to.

Zoetermeer is a new city with a population that is still rising and with various new development projects. The major benefit of a growth city is that you can build all sorts of facilities and infrastructure from the start. Houses are immediately equipped with the latest technology using sustainable materials. Heat and cold storage was incorporated in the industrial estate at Willem Dreeslaan from the start [see box]. There was an opportunity to create a green area with lots of cycle paths around the city as a recreation area for residents that is directly accessible from the various residential neighbourhoods. A light rail system was also built to connect up all the neighbourhoods of Zoetermeer and act as the main link with The Hague. As a result, a lot of commuters use public transport. WE oWE IT To oURSElVES Zoetermeer’s ambition is to become one of the ten most sustainable cities in the Netherlands. The ‘Sustainable Zoetermeer’ programme was drawn up for precisely this purpose. One of the ambitions laid down in the programme is a 30% reduction in CO2 emissions by 2018. ‘As a growth city, we owe that to ourselves,’ says Frank Speel, Alderman for Nature & the Environment, ‘and to our children and grandchildren. There’s a beautiful Indian saying that says “We didn’t get the earth from our parents, we merely borrowed it from our children”. That says exactly why we must now take all the measures we can take. There’s not much debate about that in the city. We’re very enterprising people. We can also benefit from the fact that construction is still in full swing.’ EnERGY AGEncY Many of the plans in relation to sustainability have been prompted by increased air pollution, because as the city grows, the traffic on the main roads also increases. In order to set an example, Zoetermeer city council will be switching its own transport and public transport to natural gas in the autumn of 2009 [see box]. Zoetermeer will also be getting two more petrol stations in the future and the council therefore wants those stations to sell alternative fuels for electric vehicles and hybrid cars, for example, from the start. ‘Things are developing fast. We’ve set up the first regional Energy Agency (EREA) together with Delft in order to give businesses that final push. The business community, housing associations, the University of >> 50
Zoetermeer is een nieuwe stad, met een nog altijd stijgend aantal inwoners en diverse nieuwbouwprojecten. Het grote voordeel van een groeistad is dat je allerlei faciliteiten en infrastructuur vanaf het begin kunt realiseren. Woningen worden direct voorzien van de nieuwste technieken en duurzame materialen. Op het bedrijventerrein aan de Willem Dreeslaan is vanaf de bouw warmte- en koudeopslag meegenomen [zie kader pag. 52]. Er was de mogelijkheid om groengebied met veel fietspaden rondom de stad aan te leggen, waar bewoners direct vanaf de woonwijk kunnen recreëren. En er is een light rail aangelegd. Deze verbindt alle wijken met elkaar en is de hoofdconnectie naar Den Haag. Veel woon-werkverkeer gaat hierdoor met het openbaar vervoer.
ONSZELF VERPLICHT Zoetermeer heeft de ambitie om één van de tien duurzaamste steden van Nederland te worden. Daarvoor is het programma Duurzaam Zoetermeer opgesteld, met onder andere een CO2-besparing van 30% in 2018 als ambitie. ‘Dat zijn we onszelf als groeiende stad verplicht’, vindt Frank Speel, wethouder Natuur & Milieu. ‘En ook onze kinderen en kleinkinderen. Een mooi Indiaas gezegde luidt: “We hebben de aarde niet gekregen van onze ouders, maar te leen van onze kinderen”. Dat geeft precies aan waarom we nu alle maatregelen moeten nemen die we kunnen. Daar hebben we in de stad weinig discussie over. We hebben een ondernemersgeest. We kunnen bovendien profiteren van het feit dat we nog volop aan het bouwen zijn.’

ENERGIE AGENTSCHAP Veel van de duurzame plannen zijn ingegeven door toegenomen luchtvervuiling. Met het groter groeien van de stad, neemt ook het verkeer op de hoofdwegen toe. Om het goede voorbeeld te geven, schakelt Zoetermeer in het najaar van 2009 met het eigen vervoer en het openbaar vervoer over op aardgas. [zie kader pag. 54]. Zoetermeer krijgt er in de toekomst nog twee tankstations bij en wil daar dan ook meteen alternatieve brandstoffen gaan leveren, voor bijvoorbeeld elektrische voertuigen en hybride wagens. ‘De ontwikkelingen gaan snel. Om ondernemers net dat laatste zetje te geven, hebben we samen met Delft het eerste regionale Energie Agentschap opgezet (EREA). Hierin zijn het bedrijfsleven, corporaties, de Technische Universiteit en de Kamer van Koophandel vertegenwoordigd. Het agentschap adviseert de gemeente en ondernemers over het uitvoeren van projecten, ze leggen Europese contacten en nemen een stuk van de communicatie over; als gemeente kun je immers niet alles zelf. Via deze samenwerking kunnen we de laatste technieken meteen in de praktijk brengen’, aldus Speel.

Heat and cold storage on new industrial estate Willem Dreeslaan was one of the first new industrial estates in Europe where a collective heat and cold storage (HCS) grid was constructed immediately. Without having to pay extra, the companies on the estate are connected to the heat and cold grid via a groundwater system. During the summer months they also benefit from the cooling system. Thanks to this application the companies save 35% on energy, compared to an average company on a new estate without HCS. The project was set up with funding from the European Union, which is still stated on a sign in front of the estate to remind residents that Brussels not only means legislation, but also a wide range of funding opportunities.
Warmte- en koudeopslag op nieuw bedrijventerrein De Willem Dreeslaan was een van de eerste nieuwe bedrijventerreinen in Europa waarop meteen een collectief net van warmte- en koudeopslag (WKO) werd aangelegd. De aanwezige bedrijven zijn, zonder daarvoor extra te betalen, via een grondwatersysteem aangesloten op het warmte- en koudenet. In de zomermaanden profiteren ze ook van koeling. Dankzij deze toepassing besparen de bedrijven 35% energie, vergeleken met een gemiddeld bedrijf op een nieuw terrein zonder WKO. Het project kwam tot stand met subsidie van de Europese Unie. Dat staat nog steeds vermeld op een bord bij het terrein. Bewoners blijven zo zien dat Brussel niet alleen regelgeving betekent, maar ook financiële mogelijkheden biedt.
WINDENERGIE Een private partij die een belangrijk stempel drukt op de duurzaamheidsambities van Zoetermeer, is Siemens Nederland. Zij plaatsten in 2000 de grootse windturbine van Nederland op hun terrein. Windenergie is daarmee een van de karakteristieken van Zoetermeer geworden. De locatie, relatief dichtbij de kust, leent zich er goed voor. De turbine heeft een vermogen van 1,5 MW en is goed voor de energievoorziening van ongeveer 1000 huishoudens. Een ondernemer gaat er komend jaar drie nieuwe turbines bij bouwen, ieder met een vermogen van 3 MW. Speel: ‘Het is echt een ondernemersinitiatief. Als gemeente ondersteunen wij bij de regelgeving en het bestemmingsplan. Er zijn behoorlijk wat vergunningen voor nodig. Ik vind het belangrijk om te laten zien dat we investeren in schonere energiebronnen. In het verleden hadden we drie kleine turbines staan, die zijn weggehaald toen ze waren afgeschreven. Bewoners misten ze. Zie je de turbine, dan weet je dat je thuis bent.’

WInD EnERGY One private party that is putting a major stamp on Zoetermeer’s sustainability ambitions is Siemens Netherlands. In 2000 they installed the largest wind turbine in the Netherlands on their site. Wind energy has therefore become one of the main characteristics of Zoetermeer. The location, relatively close to the sea, is ideal for wind energy. The turbine has a capacity of 1.5 MW and generates enough energy to supply

Biodiversiteit hoort daar ook bij. Vorig jaar won Zoetermeer de Stadsvogelprijs, vanwege de aanpak om in nieuwbouwwijk Oosterheem 50 verschillende broedende vogelsoorten te laten leven. Deze actie is al omgedoopt tot ‘Vinexvogels’. ‘Vanaf de bouw hebben we met alle schakels overlegd over de aanpak, vogelkastjes opgehangen, voldoende bomen en struiken geplant en een oeverzwaluwwal aangelegd’, vertelt Speel. ‘Dit heeft niets met CO2 te maken, maar we vinden het wel belangrijk in het kader van duurzaamheid. Ook hier gaat het weer om de signaalfunctie. We willen laten zien dat het menens is.’

Natural gas filling station Zoetermeer council decided as far back as two years ago to switch its own vehicle fleet to natural gas. Since October 2009 businesses have also been able to fill up with this clean fuel at the first natural gas filling station at De Mos car wash in Lansinghage. The development of these natural gas facilities was a long road – extra pipes had to be laid among other things – but it’s a major milestone in encouraging cleaner transport in the city. Throughout the process, the regional Energy Agency informed businesses about the possibilities of natural gas. Cars that run on natural gas emit about 10% less CO2 compared to diesel vehicles. Furthermore, these vehicles are substantially better for the local air quality.

Aardgasvulstation Twee jaar geleden besloot Zoetermeer al met het eigen wagenpark op aardgas over te schakelen. Sinds oktober 2009 kunnen ook ondernemers tanken met deze schonere brandstof, bij het eerste aardgasvulpunt bij autowasstraat de Mos in Lansinghage. Het realiseren hiervan is een lange weg geweest, er moesten onder andere extra leidingen worden aangelegd, maar het is een belangrijke mijlpaal in het stimuleren van schoner vervoer in de stad. Het regionale Energie Agentschap heeft ondernemers tijdens het hele traject geïnformeerd over de mogelijkheden van aardgas. Auto’s die rijden op aardgas stoten ongeveer 10% minder CO2 uit dan dieselvoertuigen. Bovendien is het substantieel beter voor de lokale luchtkwaliteit.
Bewoners helpen met investering Om voor bewoners inzichtelijk te maken hoe goed hun huis is geïsoleerd, heeft Zoetermeer samen met Delft een warmtescan uitgevoerd. Een vliegtuig maakte infrarood opnamen, die duidelijk laten zien hoe een straat of woning ervoor staat. Naar schatting verdwijnt 30% van de warmte bij gebouwen via het dak. De scan toont aan waar nog veel winst is te maken met isolatie. Ook corporaties krijgen hiermee belangrijke informatie over hun wooncomplexen. Particuliere eigenaren van bestaande woningen die zelf maatregelen willen nemen, kunnen gebruikmaken van de subsidie Duurzaam Zoetermeer. Deze vergoedt 25% van de kosten voor onder andere dak- en muurisolatie, ventilatiesystemen en vegetatiedaken. Investeringen waar bewoners al lang tegenaan hikken, kunnen ze nu makkelijker uitvoeren. Aan 1700 belangstellende inwoners is het startpakket Duurzaam Zoetermeer overhandigd. Hierin zit informatie over de plannen van de stad en een pas waarmee bewoners korting krijgen op duurzame producten. De stad is hiervoor een samenwerking aangegaan met duurzame winkeliers die koploper willen zijn, zoals tuincentra of bouwwinkels.
Helping residents to invest Zoetermeer performed a heat scan together with Delft to show residents how well their homes are insulated. An aircraft took infrared pictures, which clearly show the state of a street or house. An estimated 30% of heat in buildings escapes through the roof. The scan shows locations where a lot can be gained from insulation. This also provides housing associations with important information about their homes. Current private homeowners who want to take measures themselves can apply for a grant from the ‘Sustainable Zoetermeer’ fund: a grant can be obtained to cover 25% of the costs incurred for roof and wall insulation, ventilation systems and vegetation roofs, etc. It will now be easier for residents to do things they’ve been looking forward to doing for a long time. The Sustainable Zoetermeer starter’s pack has been distributed to 1700 interested residents. The pack contains information about the city’s plans and a card that residents can use to get discounts on sustainable products. The city council is working with sustainable product retailers that want to be frontrunners, such as garden centres or builder’s merchants, on the sustainable product discount programme.

The Brabant city of Helmond has been working on quality improvements for years in residential construction, traffic, on environmental issues and in the nature of society at large. ‘In everything we do, improving quality is the first step,’ explains Trix Houthooft-Stockx, Alderman for Mobility and the Environment. ‘That’s more important than quantity.’ At the Helmond-West restructuring site, for example, they are not just building more homes, because the main focus is on improving the quality of life in the neighbourhood. People should be eager to live there. This philosophy, which includes sustainability, is not new to Helmond. The existing neighbourhood of Plan Akkers was built some 15 years ago with sustainability as the basic principle. Green roof tops have therefore been in this area from the start. All houses have solar collectors and the relationship between the residential part of the area and the water is greatly emphasised. ‘Even the frogs are allowed to hop through the neighbourhood,’ explains Houthooft-Stockx. ‘The people who live there are really committed to their living environment. That’s what I mean by quality.’ SocIETY AT lARGE According to the people in Helmond, a nice living environment requires an integrated approach. Reducing the energy costs for the residents is at least as important as reducing CO2 emissions. This focus on society at large is central to the restructuring in Helmond-West where ten new houses will offer reduced living costs because of a range of energysaving measures and will serve as examples for the rest of the neighbourhood. ‘It will be a testing ground where we combine all concepts in a single neighbourhood.’ The ‘West Week’ was recently organised, in which the province, the municipality, housing corporations and residents debated requirements in the neighbourhood from a sustainability perspective. The most important aspect is this degree of involvement. ‘Show residents that their neighbourhood has a future.’ Traffic measures are another means of improving the living environment in the neighbourhood, which is why Houthooft-Stockx is responsible for both the environment and mobility. In Helmond-West, for example, a tunnel is being bored out to take the road under a level crossing, which will reduce traffic build-up and maintain a good level of accessibility for the >> 58
De Brabantse stad Helmond is al jaren bezig een kwaliteitsslag te maken. In de woningbouw, het verkeer, rondom het milieu en op sociaal maatschappelijk gebied. ‘Bij alles wat we doen, is het verbeteren van kwaliteit de eerste stap’, vertelt Trix Houthooft-Stockx, wethouder Mobiliteit en Milieu. ‘Dat is belangrijker dan kwantiteit.’ Op de herstructureringslocatie HelmondWest worden bijvoorbeeld niet alleen meer woningen gebouwd; maar draait het vooral om het verbeteren van de leefkwaliteit in de wijk. Mensen moeten er graag wíllen wonen. Deze filosofie, waar duurzaamheid onderdeel van is, is niet nieuw voor Helmond. De bestaande wijk Plan Akkers werd zo’n vijftien jaar geleden al opgezet met duurzaamheid als uitgangspunt. Groene daken liggen hier dan ook al vanaf het begin. Alle woningen zijn voorzien van zonnecollectoren en de relatie tussen wonen en het water in de buurt wordt sterk benadrukt. ‘Ieder kikkertje mag door de wijk springen’, vertelt Houthooft-Stockx. ‘De mensen die er wonen zijn echt begaan met hun leefomgeving. Dat bedoel ik met kwaliteit.’
SOCIAAL MAATSCHAPPELIJK Prettig wonen vraagt volgens Helmond om een integrale aanpak. Minstens zo belangrijk als de vermindering van CO2-uitstoot is het terugdringen van de energielasten voor de bewoners. Dit sociaal maatschappelijke element staat centraal bij de herstructurering van Helmond-West. Een tiental nieuwbouwwoningen zal zich profileren door verminderde woonlasten als gevolg van energiemaatregelen, om vervolgens als voorbeeld te dienen voor de rest van de wijk. ‘Het wordt een proeftuin waarin we alle concepten in één wijk betrekken.’ Onlangs is de Week van West georganiseerd, waar provincie, gemeente, woningcorporaties en bewoners met elkaar in debat gingen over wensen in de wijk, bekeken door een duurzame bril. In eerste instantie draait het om die betrokkenheid. ‘Laat inwoners zien dat hun wijk toekomst heeft.’ Dat gebeurt ook door maatregelen in het verkeer. Houthooft-Stockx heeft niet voor niets milieu én mobliteit in haar portefeuille. In Helmond-West wordt een gelijkvloerse spoorwegovergang ondertunneld. Door te voorkomen dat het verkeer zich ophoopt, blijft de wijk goed bereikbaar. Het verbetert tevens de luchtkwaliteit door verminderde CO2-uitstoot. ‘Ook hier speelt leefbaarheid een belangrijke rol’, aldus de wethouder.

PROEFTUIN MOBILITEIT De nationale automotive industrie is van oudsher goed vertegenwoordigd in Zuidoost-Brabant, mede dankzij de geschiedenis van VolvoCar in Helmond en DAF in Eindhoven. Daardoor is op de High Tech Automotive Campus een concentratie ontstaan van innovatieve bedrijven, onderzoeksinstellingen en onderwijs, die experimenteren met toepassingen in het verkeer [zie kader pag. 63].
Smart traffic systems Helmond is involved at the start of a whole range of traffic-related pilot projects. One of these projects is Tovergroen, which is an electronic system that signals when lorries are approaching traffic lights. If the lights are on green, they will stay green until the lorry has passed. The lorries can therefore continue driving through at the same speed, which means they do not have to stop and then move away as often. The effect might be described as a ‘green wave’. Tovergroen was launched in the spring of 2009, in collaboration with the Province of Noord-Brabant. Locations have already been selected for new applications, including in other cities. The traffic control system Utopia is another successful project: smart traffic lights calculate the amount of traffic and control the flow based on what the city wants at certain times. Fewer stops also result once again in reduced emissions. This experiment has been in progress for three years in collaboration with the developer Peek Traffic and TNO, and has resulted in a 17% improvement in the traffic flow. The system is also used in other cities, including Rome.

Slimme verkeerssystemen Helmond staat aan de basis van allerlei pilots in het verkeer. Eén daarvan is Tovergroen, een elektronisch systeem dat signaleert wanneer vrachtwagens een stoplicht naderen. Staat deze op groen, dan blijft dit zo tot de vrachtwagen is gepasseerd. Op die manier kunnen zij in hetzelfde tempo blijven doorrijden en dat betekent minder vaak stoppen en optrekken. Een soort groene golf dus. Tovergroen is in het voorjaar van 2009 gestart, in samenwerking met de provincie Noord-Brabant. Er zijn al locaties geselecteerd voor nieuwe toepassingen, ook in andere steden. Een ander succesvol project is het verkeersregelsysteem Utopia. Slimme verkeerslichten berekenen de aanvoer van het verkeer en regelen de doorstroom op basis van wat de stad op bepaalde tijden wil realiseren. Minder stops leiden ook weer tot minder emissies. Dit experiment loopt al drie jaar in samenwerking met ontwikkelaar Peek Traffic en TNO en heeft geleid tot een betere doorstroom van het verkeer van 17%. Het systeem wordt ook in andere steden toegepast, waaronder Rome.
In haar duurzaamheidbeleid legt Helmond een sterk accent op mobiliteit en vervoer. De stad koppelt daar zoveel mogelijk concrete projecten aan. Naast het paradepaardje elektrisch rijden zijn dat vele kleinschalige ontwikkelingen, zoals het stimuleren van fietsgebruik, het laten rijden van speciale bussen in spitstijden naar minder goed bereikbare bedrijventerreinen of het zelfstandig laten rijden van voertuigen zonder chauffeur met minimale uitstoot. ‘Niet alles wat we uitproberen, heeft even succesvol gedraaid’, geeft de wethouder eerlijk toe. Maar dat is inherent aan het experiment en een rol als proeftuin. ‘Belangrijk is dát hier heel veel trajecten worden uitgeprobeerd. Zonder pilots weet je niets.’

MoBIlITY TESTInG GRoUnD The national car industry has traditionally been wellrepresented in South-East Brabant, in part thanks to the history of VolvoCar in Helmond and DAF in Eindhoven. As a result, a cluster of innovative companies, research institutes and education establishments which experiment with road (traffic) solutions has appeared on the High Tech Automotive Campus [see box]. In its sustainability policy, Helmond greatly emphasises mobility and transport and the city links as many concrete projects as possible to this policy. Apart from the showpiece of electric transport, these projects include many small-scale developments, such as the promotion of cycling, having special buses drive to less accessible industrial estates during the rush hour, or introducing new driverless low-emission vehicles. ‘Not everything we have tried has been equally successful,’

But that is inherent in the experiment and the role of a testing ground. ‘The important thing is the simple fact that many different possibilities are being tested here. Without pilots you don’t learn anything.’ By entering into the Covenant of Mayors, Helmond has even more strongly anchored its sustainability ambitions (CO2 reduction, energy conservation and use of sustainable energy) in the city’s climate policy.

Elektrische auto’s: de nieuwe generatie Veel steden experimenteren met elektrisch vervoer. Meestal gaat dit om de aanschaf van nieuwe of de conversie van bestaande auto’s. Helmond staat aan de basis van de technologieontwikkeling van de tweede generatie elektrische auto’s. Het onderzoek vindt plaats in testlaboratoria op de Automotive Campus, waar in juni 2009 ook het Automotive House werd geopend. Dit is hét centrum voor duurzame mobiliteit waar alle kennis uit de industrie samenkomt. Deze innovatieve broedplaats biedt ruimte voor exposities, presentaties en ontmoetingen voor en door alle partners (overheid, onderwijs en ondernemers). De onderzoeksresultaten uit de laboratoria worden teruggekoppeld naar de industrie, zodat gegevens daadwerkelijk en op brede schaal toegepast kunnen worden. In 2010 moeten de eerste prototypes van de nieuwe generatie elektrische auto’s gaan rijden. In dit centrum wordt ook de interactie met smart grids (het stroomnet voor het opladen van elektrische en hybride auto’s) en een netwerk met oplaadpunten verder onderzocht voor mogelijke toepassing in nieuwe wijken. Er wordt samengewerkt met TomTom navigatiesystemen. Volgens Helmond draait het bij de ontwikkeling van elektrische auto’s namelijk niet alleen om het milieu. Veiligheid en bereikbaarheid zijn minstens zo belangrijk voor succesvolle integratie van het nieuwe rijden in de stad. Daar hoort intelligente communicatie tussen het voertuig en de weg bij. De regionale activiteiten zijn onderdeel van de strategie van de Nederlandse overheid, die streeft naar een voortrekkersrol van de Nederlandse automotive industrie in de internationale high-tech sector. Deze regio staat al in de automotive top tien van de wereld. www.htacampus.nl

The next generation of electric cars Many cities are experimenting with electric transport, usually by buying new or converting existing cars. Helmond is involved at the beginning of the development of second-generation electric car technology. The research is being performed in the test laboratories on the Automotive Campus, where the Automotive House was also opened in 2009. The Automotive House is the centre for sustainable mobility, where all knowledge from the industry is combined. This innovative breeding ground offers room for exhibitions, presentations and meetings organised for and by all partners (government, the education sector and businesses). The research results from the laboratories are fed back to the industry, so that data can actually be used and on a large scale. In 2010 the first prototypes of the next generation of electric cars should be on the road. In this centre the interaction with smart grids and a network of charging points are also being studied in more detail for possible implementation in new neighbourhoods. TomTom navigation systems are used, as Helmond believes that the development of electric cars is not just about the environment: safety and accessibility are at least as important. Intelligent communication between the vehicle and the road is part of this. The regional activities form part of the Dutch government’s strategy, which is aimed at creating a lead role for the Dutch automotive industry in the international high-tech sector. This region is already in the automotive top ten in the world.

‘It’s in Tilburg’s DNA to create things from the bottom up,’ explains Marieke Moorman, the Alderman for Nature and the Environment. ‘The local government is not the one and only partner for achieving ambitions. We simply cannot do without businesses, educational institutions, housing corporations and other parties in the city.’

During the drafting of the 2009-2012 Climate Programme, Tilburg invited all these parties to be partners via a series of conferences and working groups in order to ensure that the end result would be a programme that everyone supported. ‘Only the ambitions were non-negotiable. They are our starting point.’
Bij het opstellen van het Klimaatprogramma 2009-2012 heeft Tilburg al deze partijen deelgenoot gemaakt via conferenties en werkgroepen, zodat er een programma lag waar iedereen zich in kon vinden. ‘Er is alleen niet onderhandeld over ambities. Die zijn ons vertrekpunt.’
ThEMED AllIAncES In order to achieve the ambitions set out in the climate programme, Tilburg established eight themed alliances (such as Water and Climate Change and the Rental Sector Covenant). Not only the local government is responsible for achieving the climate objectives, but also the director of a housing corporation, for example, or the director of a water board. ‘We can certainly help now and then with a little grease in the form of knowledge, network or money.’ This is a growth model in which the municipality does less and less direct controlling and steering of activities; the parties have gone beyond collaboration to an actual transfer of responsibilities.

Hierin is niet alleen de lokale overheid verantwoordelijk voor de uitvoering van de klimaatdoelstellingen, maar bijvoorbeeld ook de directeur van een woningcorporatie of een waterschap voor het betreffende cluster. ‘Wij kunnen wel af en toe helpen met wat smeerolie, in de vorm van kennis, netwerk of geld.’ Het is een groeimodel waar de gemeente steeds minder direct aanstuurt en regisseert. Dat gaat veel verder dan samenwerken; het betekent verantwoordelijkheden overdragen.

This doesn’t worry Moorman at all: ‘A company that doesn’t want to help save energy is completely outdated.’ TEnDERInG pRocESS One of the companies focusing on sustainability is Fuji, which intends to have five wind turbines operational on 66 hectares of land by 2011. These turbines will provide 20% of the company’s own electricity requirements, resulting in CO2 savings of about 10,000 to 15,000 tonnes every year. The photographic equipment manufacturer has signed a declaration of intent to look into the other possibilities offered by wind energy together with a number of other companies at the Vossenberg industrial estate. Another sustainability project is T58, which is an industrial estate that will be the first in the Netherlands to use heat and cold storage (HCS) exclusively. >> 66

Deze allianties liggen niet vast in juridische contracten. Ze zijn allemaal tot stand gekomen op basis van vertrouwen. Moorman maakt zich daarover weinig zorgen: ‘Een bedrijf dat niet mee wil denken over energiebesparing, is niet meer van deze tijd.’
AMBITIE NEERGELEGD IN AANBESTEDING Een van de bedrijven met een duurzame focus is Fuji, dat op 66 hectare grond in 2011 vijf windturbines operationeel wil hebben. Deze gaan in 20% van de eigen elektriciteitsbehoefte voorzien en daarmee globaal 10 tot 15.000 ton CO2 per jaar besparen. De fabrikant in filmmaterialen heeft een intentieverklaring ondertekend om op industrieterrein Vossenberg samen met andere bedrijven te kijken wat er nog meer mogelijk is met windenergie.

Green roof tops: setting a good example In 2008 the city of Tilburg stated in a policy document that it would be promoting green roof tops. If you say that, then you have to set an example. The municipality decided to bring forward the renovation of the roof of municipal office 1 by a couple of years and to turn it into a sedum roof (succulents) covering about 600 m2 of roof space. By May 2009 the green roof top had arrived. The municipality monitors any changes to the ecosystem or biodiversity together with Brabant Nature Museum. An investigation to determine whether a green roof top is possible will now be a standard task whenever plans are drawn up for new municipal buildings. Furthermore, a number of possible locations in the city have already been selected for developing green roof tops. Tilburg is promoting green roof tops because they reduce CO2 emissions (about a tonne per 2130 m2) and capture fine dust. They help to improve the air quality in the city, conserve energy and last longer.
Groene daken: het goede voorbeeld geven In 2008 legde de stad Tilburg in een nota vast groene daken te gaan stimuleren. Wie dat roept, moet zelf het goede voorbeeld geven. Dus besloot de gemeente een geplande renovatie van het dak van stadskantoor 1 een aantal jaren naar voren te halen om daar een sedumdak (vetplanten) van ongeveer 600 m² te maken. In mei 2009 lag het groene dak er. In samenwerking met het Natuurmuseum Brabant worden veranderingen in het ecosysteem en de biodiversiteit in de gaten gehouden. Bij de planvorming voor nieuwe gemeentelijke gebouwen wordt voortaan standaard onderzocht of een groen dak mogelijk is. In de stad is bovendien een aantal mogelijke locaties geselecteerd om groene daken te realiseren. Tilburg stimuleert groene daken omdat ze CO2-uitstoot verminderen (ongeveer een ton per 2130 m²) en fijnstof afvangen. Ze helpen bij het opvangen van regenwater, zijn energiebesparend en gaan langer mee.
Een ander duurzaam project is T58. Dit bedrijventerrein wordt het eerste in Nederland dat alleen gebruik zal maken van warmte- en koudeopslag (WKO). Hier loopt geen aardgasbuis meer. ‘Wij hebben via een aanbesteding gewoon gevraagd: wie wil dit doen? Op T58 komen alleen bedrijven die innovatief bezig zijn. Daarbij hoort ook dat ze innovatief nadenken over hoe je energie betaalbaar maakt’, aldus Moorman.
HET HEILIGE VUUR ZIEN De wethouder benadrukt dat klimaat en milieu in alle onderdelen van de organisatie ingebed moeten zijn en dat het niet alléén om de milieudoelstellingen gaat. De ontwikkeling van T58 wordt bijvoorbeeld getrokken door iemand van de afdeling Projectmanagement Vastgoedontwikkeling. ‘Het is de uitdaging om verschillende doelen op een slimme manier aan elkaar te knopen’, vindt Moorman. ‘En je moet mensen met passie hebben die het heilige vuur zien. Dat zijn de parels in de organisatie die de ruimte moeten krijgen om te experimenteren. En als er dan af en toe iets misgaat, moet dat ook kunnen.’ Het ingewikkeldste onderdeel van het realiseren van klimaatdoelen, is volgens Moorman gedragsverandering bij het publiek. Tilburg heeft voor vier jaar budget voor publieksacties beschikbaar gesteld. Een goed idee was het Energieboekje vol kortingsbonnen en energietips, dat eind 2008 bij alle

The development of T58, for example, is led by a Property Development Manager. ‘The challenge is to establish smart connections between different objectives,’ says Moorman. ‘Above all you need people with real drive. They are the jewels in the organisation who should be given the room to experiment. And if something goes wrong now and then, that shouldn’t be a problem.’ According to Moorman, the most complicated aspect of achieving climate objectives is changing the behaviour of the public. Tilburg has earmarked a budget for public awareness campaigns over a four-year period. At the end of 2008, for example, an Energy Booklet full of discount vouchers and energy tips was sent to

Moorman: ‘Recently, there was a campaign in the city to keep all shop doors closed. It’s much more powerful if a shopkeeper says you should do that than if I say it.’

An open-air laboratory for lights Tilburg plans to publish its Structural Vision for Light in early 2010. Light is a major motivator as regards saving large amounts of energy and money. Initially, the priorities were to increase road safety and to make people feel safer on the streets. A good solution is to have more lights on, but to use the same amount of energy because the optics and the light sources are more efficient, and because dimming is used during the night-time hours. By dimming in several steps, extra energy is saved, whilst the light remains well distributed. In collaboration with Philips, Tilburg is now experimenting with LED light applications. The city is testing innovations in practice: an open-air laboratory. One of these experiments is ‘intelligent lighting’, lights that switch on at certain locations on demand, such as when someone walks past. Intelligent lighting is being tested in one of two identical, neighbouring residential areas, so that the results in the two areas can be compared. At least 20% savings can be achieved by using LED lighting. This project shows that Tilburg is already anticipating future innovations. With all the knowledge gained and the selection criteria, the city also wants to act as an example for other cities, so that they do not have to reinvent the wheel. The lampposts in Tilburg are climate-neutral. The city works with a supplier that has a sustainable manufacturing process. Climate-neutral certificates are also purchased for solar panels in South America and South Africa. Old lampposts are melted into new ones according to the cradle-to-cradle principle. Fully climate-neutral power points are the next step. 70
Openluchtlaboratorium voor verlichting Begin 2010 staat in Tilburg de publicatie van de Structuurvisie Licht gepland. Licht is een belangrijke aanjager om veel energie en geld te besparen. In eerste instantie lagen de prioriteiten bij het verhogen van de verkeersveiligheid en het gevoel van veiligheid op straat. Juist meer verlichting aan, maar met dezelfde hoeveelheid gebruikte energie door efficiëntere optieken en lichtbronnen en dimming in de nachtelijke uren. Door in meerdere stappen te dimmen, wordt extra energie bespaard terwijl de verdeling van het licht goed blijft.
Uitdagen met prijsvraag
A challenging competition
Om nieuwe duurzame ideeën op te doen voor de ontwikkeling van bedrijventerrein Vossenberg West II, heeft de gemeente Tilburg een prijsvraag uitgeschreven. Inzenders moesten een concept uitwerken voor een energieneutraal bedrijventerrein. Er kwamen meer dan dertig inzendingen binnen.
The Municipality of Tilburg organised a competition to find the best new sustainable ideas for redeveloping the Vossenberg West II industrial estate. Participants had to design a concept for an energy-neutral industrial estate. More than thirty entries were received.
In samenwerking met Philips experimenteert Tilburg nu met toepassingen van LED-verlichting. De stad is een proeftuin om innovaties in de werkelijkheid te testen; een openluchtlaboratorium. Een van die experimenten is ‘Intelligent lighting’, licht dat op aanvraag op bepaalde lichtpunten aanspringt, bijvoorbeeld als er iemand langsloopt. Dit wordt toegepast in een van twee identieke, naast elkaar liggende woonwijken, om de resultaten te vergelijken. De besparingen door toepassing van LED-verlichting is minimaal 20%. Tilburg anticipeert hiermee alvast op toekomstige innovatie. Ook wil de stad met alle opgedane kennis en selectiecriteria een voorbeeld zijn voor andere steden, zodat niet iedereen het wiel hoeft uit te vinden.
De wedstrijd kende twee prijzen, een op perceelniveau en een op systeemniveau. Advies- en ingenieursbureau DHV won met het idee voor een systeem waarin een biogascentrale energie omzet naar groen gas voor het netwerk. Bouwgroep BAM won met een ecoscan om gebouwen energieneutraal te maken dankzij een combinatie van zonne-energie, kleinschalige WKO, energiezuinige gebouwsystemen en betonkernactivering. BAM kan de nieuwe ondernemers op het bedrijventerrein vrijblijvend begeleiden vanaf de ontwerpfase. Beide winnaars hebben in hun eigen categorie de meeste energiebesparing op vernieuwende wijze kunnen realiseren en dit ook kunnen aantonen. Hun projecten zijn gebaseerd op bestaande toepassingen in de praktijk. Daardoor kan er een rekenmodel aan gekoppeld worden dat laat zien wanneer duurzaam bouwen rendabel is. Vossenberg wordt het eerste energieneutrale bedrijventerrein van Nederland.
De lichtmasten in Tilburg zijn klimaatneutraal. De stad werkt samen met een leverancier met een duurzaam productieproces. Ook worden er klimaatneutrale certificaten ingekocht voor zonnepanelen in Zuid-Amerika en Zuid-Afrika. Oude lichtmasten worden volgens het principe van cradle to cradle omgesmolten tot nieuwe. In het eerste kwartaal van 2009 is daarmee 290 ton CO2 gecompenseerd. Volledig klimaatneutrale lichtpunten zijn de volgende stap. Tilburg is daarvoor al in gesprek met leveranciers van onder andere bekabeling en aansluitblokken.
The competition had two prizes: one at plot level and one at system level. Consultancy and engineering firm DHV won with its idea for a system in which a biogas power station converts energy into green gas for the network. The construction group BAM also won with an ecoscan to make buildings energy-neutral using a combination of solar energy, small-scale heat and power generation, energy-efficient building systems and concrete core activation. BAM can assist the new businesses on the industrial estate without obligation from the design phase onwards. The two winners managed to achieve the greatest energy savings in their own category in an innovative way, and they were also able to demonstrate that they had done so. Their projects are based on existing applications in the field. As a result, a computer model can be linked up to show when sustainable construction is profitable. Vossenberg will be the first energy-neutral industrial estate in the Netherlands.

The programme ‘Utrecht creates New Energy’ was written based on a vision of the world in transition. ‘The climate issue has obviously been around for longer,’ explains programme manager Frederik Leenders. ‘The Kyoto Protocol dates back to 1990, but now there is the momentum for change. Globally, nationally and also locally you can see that it comes down to converting interest and desire into action. We need local solutions to combat global problems. We want to break down the excuse that our contribution isn’t worth anything because of the pollution caused by America or China.’ Utrecht’s aim is to be a CO2-neutral city by 2030. The main themes are housing, work, transport and the municipal organisation. SEnSEo TABlES Breaking down barriers is an important issue for Utrecht. Organising roundtable discussions is one of the methods being used by the city to break down barriers. Various parties that on the outside appear to have nothing to do with each other exchange knowledge and ideas about part of the programme during these discussions. These roundtable discussions are called ‘Senseo tables’, which is a reference to Philips and Douwe Egberts joining forces from two completely different starting points to develop the Senseo coffee-maker. In doing so, they created a need for some 5 million people who previously didn’t know that they had that need. Could climate change issues be addressed in the same way, devising suitable solutions by using positive energy to invent products, services and processes? ‘As the municipal authority, you can’t control what’s created at the table,’ explains Leenders. ‘But you can help in its creation. First of all, you can use your network in a targeted manner. This is not because others aren’t allowed to be there, but because you need to have people and parties at the table that are willing to invest energy and time, and want to share their views. Then, you want to put the problem on the table in an entirely open manner, thereby starting a process that shows people that everyone is part of the solution and will have a slice of the cake in due course, including in financial terms. If you want to work towards an energy transition, you should deliberately seek out the limits of what we have agreed so far.’ >>

Het programma ‘Utrecht maakt Nieuwe Energie’ is geschreven vanuit de visie dat de wereld aan het veranderen is. ‘Het klimaatvraagstuk speelt natuurlijk al langer’, vertelt programmamanager Frederik Leenders. ‘Het verdrag van Kyoto is al van 1990, maar nu is het momentum voor verandering. Wereldwijd, nationaal én lokaal zie je dat het erop aankomt interesse en wens om te zetten in acties. Lokaal vertalen we dat wat zich op wereldniveau manifesteert. Het excuus dat onze bijdrage toch niets voorstelt vergeleken met Amerika of China willen we doorbreken.’ Utrecht streeft ernaar in 2030 een CO2-neutrale stad te zijn. Hoofdthema’s zijn wonen, werken, mobiliteit en de gemeentelijke organisatie.
SENSEO-TAFELS Het doorbreken van barrières is een belangrijk punt voor Utrecht. Een van de manieren waarop de stad dat doet, is door het organiseren van ronde tafelgesprekken. Verschillende partijen die ogenschijnlijk niets met elkaar te maken hebben, wisselen kennis en ideeën uit over een onderdeel van het programma. Ze noemen het de Senseo-tafels, vernoemd naar Philips en Douwe Egberts die vanuit twee totaal verschillende hoeken samen een apparaat hebben ontwikkeld. Daarmee creëerden ze een behoefte voor zo’n 5 miljoen mensen, zonder dat die zelf wisten dat ze die behoefte hadden. Zou je op die manier ook samen naar klimaatvraagstukken kunnen kijken? En passende oplossingen kunnen bedenken door met positieve energie producten, diensten en processen te verzinnen.

‘Wat er aan tafel ontstaat, heb je als gemeente niet in de hand’, meent Leenders. ‘Maar je kunt het wel helpen ontstaan. In de eerste plaats door gericht gebruik te maken van je netwerk. Niet omdat anderen er niet bij mogen zijn, maar omdat je mensen en partijen aan tafel moet hebben die bereid zijn energie en tijd te investeren en hun visie willen delen. Vervolgens wil je in openheid het probleem op tafel leggen, een proces op gang brengen waarin men inziet dat iedereen een deel van de oplossing in huis heeft en straks ook een deel van de taart kan krijgen. Ook in financiële zin. Wil je naar een energietransitie toe, dan moet je bewust de randen opzoeken van wat we tot nu toe met elkaar hadden afgesproken.’

Dat het geen makkelijk proces is, geeft burgemeester Wolfsen onmiddellijk toe. ‘Je moet jezelf serieus afvragen hoe het toch kan dat zonnepanelen en warmte- en koudeopslag nog niet overal zijn toegepast. Wat kun je als stad doen om dat verschil te maken? Dat heeft te maken met het nemen van de verantwoordelijkheid door verschillende partijen en onderling vertrouwen. Vertrouwen dat een stad gezamelijk maakbaarder is dan we denken. Daarom is een succes in de ene stad, dat niet automatisch ook ergens anders’, aldus Wolfsen. ‘Wel kun je met z’n allen een stip aan de horizon zetten, kijken waar het meeste enthousiasme ontstaat en daar samen naartoe werken. Durf een droom te delen.’

Wijk West
In Utrecht about 40% of all CO2 emissions come from residential buildings. The city decided to tackle the existing neighbourhood of Wijk West in a consortium and make it energy-neutral before 2030. It’s one of the largest neighbourhoods in the city, with a wide range of houses and a mix of privately owned houses and housing corporations.
In Utrecht komt zo’n 40% van alle CO2-uitstoot uit woningbouw. De stad besloot om in een consortium de bestaande Wijk West bij de kop te pakken om die energieneutraal te maken voor 2030. Het is een van de grootste wijken in de stad, met een gevarieerd woningaanbod en een mix van particulier woningbezit en woningcorporaties.
The parties involved believe that there are two ways to achieve this aim: energy savings and sustainable power generation. A service desk for residents will be established to help them with advice and studies to determine the measures required in homes. A local sustainable energy company in which residents participate is on the agenda as the following possibility to be investigated.
Samenwerkende partijen zien twee wegen om dit te realiseren; via energiebesparing en duurzame energieopwekking. Er komt een serviceloket voor bewoners dat helpt met advies en onderzoek naar maatregelen in de woningen. Een lokaal duurzaam energiebedrijf waarin bewoners participeren, staat als volgende zoekrichting op de agenda.

EIGEN ENERGIEBEDRIJF Ook al doen beslissingen soms pijn bij partijen (financieel of in termen van een koerswijziging), gemeenten moeten niet onderschatten hoeveel verantwoordelijkheid mensen bereid zijn te nemen. Zeker wanneer ook andere partijen hun verantwoordelijkheid nemen. Neem bijvoorbeeld het oprichten van een eigen energiebedrijf, waar Utrecht ook kansen in ziet. In een bewonersoverleg voor Wijk West [zie kader links] is ontzettend positief gereageerd op het idee. Hoewel zo’n eigen energiebedrijf extra risico’s en organisatie met zich meebrengt, wilden bewoners best een participatiemaatschappij oprichten om hun wijk te vergroenen. ‘Ze begrepen heel goed dat er dichtbij huis iets moet gebeuren en dat ze daarin een rol kunnen spelen’, vertelt Leenders. ‘Dat bevestigde voor ons dat een energieneutrale stad op termijn helemaal niet onmogelijk is.’ www.utrecht.nl www.slim-bezig.nl

<< Mayor Wolfsen admits immediately that this will not be an easy process. ‘You really have to ask yourself how it is possible that solar panels and heat and cold storage are not yet in use everywhere. What can you do as a city to make that difference? What is needed is for various parties to take their responsibilities and have a mutual trust. A mutual trust that transition of a city is possible. This is why a successful project in one city is not automatically a success elsewhere,’ says Wolfsen. ‘What we can do, though, is look to the horizon together to find a target that we can tackle jointly and enthusiastically. Dare to share a dream.’
oWn EnERGY coMpAnY Even though decisions sometimes hurt certain parties (financially or in terms of a change in direction), municipalities should not underestimate how much responsibility people are willing to take, especially if other parties also take up their responsibilities. One example is establishing your own energy company, which is something that Utrecht also believes has potential. During a meeting of residents of the Wijk West neighbourhood [see box], the response to the idea was overwhelmingly positive. Even though having your own energy company involves extra risks and organisation, residents were more than willing to establish a holding company to make their neighbourhood greener. ‘They understood very well that something must be done close to home and that they can play a role,’ explains Leenders. ‘That confirmed for us that becoming an energy-neutral city in the future is not impossible at all.’

Can you make saving energy fun as well? This is the question that Utrecht is investigating together with the gaming industry. The idea is to develop a computer game that takes energy savings away from the scope of the environment, costs and especially ‘having to do something’. The aim of such a serious game is to show in a fun way what benefits you can obtain from energy-saving measures and what your own responsibility is. The fact that you can play against your neighbour also makes it exciting. A concept has already been finished. Developing such a game is expensive and not considered to be a primary task of the municipality. Therefore, Utrecht is searching for partners to develop and fund the project.

De gedachte is een computerspel te ontwikkelen dat energiebesparing uit de sfeer haalt van milieu, kosten en vooral van ‘moeten’. Doel van zo’n serious game is op een speelse manier laten zien welke voordelen je kunt hebben van energiemaatregelen en wat daarin je eigen verantwoordelijkheid is. Dat je het tegen je buurman kunt spelen maakt het ook spannend. Er ligt een concept klaar. Omdat het ontwikkelen van zo’n spel duur is en de gemeente financiering ervan niet haar taak vindt, zoekt Utrecht naar partijen die mee willen helpen ontwikkelen en financieren.

Tussen twee van de drukste snelwegen in Nederland ligt de nieuwe ontwikkellocatie Rijnenburg. Hier wordt in een groen en waterrijk gebied een energieleverende wijk gebouwd, met 7000 woningen. Rijnenburg ligt in een veengebied. De locatie wordt zo ingericht, dat deze is voorbereid op de extreme weerscenario’s door klimaatverandering (droge en natte periodes). Een fluctuerend waterpeil speelt een belangrijke rol bij de ontwikkelingen. Er komen bijvoorbeeld huizen op palen, die in zomer- en wintersituaties even goed bereikbaar blijven. Ook moet de wijk net zoveel energie op gaan brengen als deze in gebruik nodig heeft. Met wind- en zonne-energie en biomassa moet dat mogelijk zijn. Het ontwerp van het gebied is een samenwerking tussen de provincie Utrecht, Waterschap De Stichtse Rijnlanden en de gemeente Utrecht. In 2012 wordt de eerste boom geplant.
Climate-proof neighbourhood Rijnenburg The new development location Rijnenburg is located between two of the busiest motorways in the Netherlands. An energy-producing neighbourhood with 7000 homes will be built here in this green and water-rich area. Rijnenburg is also a peat area. The location will be organised in such a way that it is prepared for the extreme weather scenarios caused by climate change (dry and wet periods). Fluctuating water levels also play an important role in development work. Some houses, for example, will be built on piles and will remain equally accessible in summer and winter conditions. The neighbourhood should also be generating the same amount of energy as it requires. This should be possible with wind and solar energy, and with biomass. The design of the location is a joint venture involving the Province of Utrecht, the De Stichtse Rijnlanden Water Board and the Municipality of Utrecht. The first tree will be planted in 2012.

‘Fossil fuels have become a plaything. I’m convinced that the price of oil will be so high in ten years’ time that we’ll have to rely on regional solutions.’ These are the words of Lex Smeets, Alderman for Spatial Planning and Urban Development in Heerlen. ‘Sustainability is our primary starting point. Renewable energy is the only answer that we can give this planet. It amazes me when people don’t see how important this is.’ Heerlen’s ambition is to become the crystallisation point in the Netherlands for sustainable production of new forms of energy – which goes hand in hand with reducing CO2 emissions. The city subscribes to the objectives of the Covenant of Mayors, namely reducing CO2 emissions by at least 20% between now and 2020. ‘Setting a good example ourselves as an organisation is the most important pillar of our climate policy plan,’ explains Smeets. ‘If we don’t do that, we’ll look completely ridiculous.’ SocIAl SIDE oF polIcY It is also important to challenge and encourage businesses and the public to develop their own initiatives. Whether the initiative is about a housing corporation’s heat and cold storage system or the use of energy-saving light bulbs in private homes, all projects are equally valuable as far as Heerlen is concerned. It does not matter so much if results take a little longer to achieve from smaller initiatives. ‘The most important thing is the support base,’ says Smeets. ‘Furthermore, we can show that the project generates a financial profit as well. As a result, energy initiatives affect the social side of municipal policy, which is very important to Heerlen. Energy costs should never control the entire budget of people on low incomes.’ JoURnEY oF DIScoVERY One of the means used to achieve this involvement is an appeal to people’s pride. For years everyone in the city was closely involved in the mines. It was much more than just work alone: it was an identity. That feeling returned when the mine water project was launched in late 2008 [ground water from the tunnels that run 700 metres below the surface is used to heat and cool a nearby neighbourhood, [see box page 84]. The first phase of the project was a success, thanks to the expertise of the former miners about the best drilling locations. >>

Dit gaat hand in hand met het reduceren van CO2. De stad heeft zich geconfirmeerd aan de doelstellingen van het Covenant of Mayors: minimaal 20% CO2 te reduceren tot aan 2020. ‘Zelf als organisatie het goede voorbeeld geven is het belangrijkste speerpunt van ons klimaatbeleidsplan’, meent Smeets. ‘Als we dat niet doen, maken we ons volstrekt belachelijk.’

SOCIALE KANT VAN BELEID Daarnaast is het belangrijk bedrijven en burgers uit te dagen en te stimuleren, zodat zij eigen initiatief gaan ontplooien. Of het nu gaat om warmte- en koudeopslag bij een woningcorporatie of het gebruik van spaarlampen in huishoudens; voor Heerlen zijn alle projecten even waardevol. Dat de resultaten met kleine initiatieven misschien wat langer op zich laten wachten, is daarbij minder relevant. ‘Het gaat in eerste instantie om het draagvlak’, vindt Smeets. ‘Bovendien kunnen we laten zien dat het financieel nog wat oplevert ook. Daarmee raakt energie de sociale kant van het gemeentebeleid; iets wat voor Heerlen heel belangrijk is. Energielasten mogen nooit het hele budget van mensen met lage inkomens beheersen.’
ONTDEKKINGSREIS Een van de middelen om die betrokkenheid te krijgen, is door de trots van de bevolking aan te spreken. Jarenlang was iedereen in de stad nauw betrokken bij de mijnen. Het was veel meer dan werk alleen, het was identiteit. Toen eind 2008 het mijnwaterproject van start ging, waarbij het grondwater uit de 700 meter diepe gangen wordt ingezet voor verwarming en koeling van een woonwijk [zie kader pag. 84], keerde dat gevoel terug. Dankzij de expertise van de oud-mijnwerkers over de beste boorlocaties, is de eerste fase van het project een succes geworden.

Heerlen moet vaak uitleggen of het economisch wel haalbaar is. ‘We puzzelen permanent, we weten nog niet of we eraan gaan verdienen’, vertelt de wethouder. ‘Maar het gaat niet alleen om de technische haalbaarheid of het financiële plaatje. Dit project heeft een hoge symbolische waarde; alles waar Heerlen voor staat is erin samengevat. Wij geloven in het experiment. Het werk in de kolenmijnen is ook ooit ontstaan door een groep creatieve mensen. Uitvinders kwamen speciaal naar deze streek om de problemen met het ondergrondse water op te lossen. Vanuit die historie kijken we naar de toekomst. Alleen doen we het nu op een hoger niveau, waarbij we ook rekening houden met het klimaat. Als over tien jaar blijkt dat het niet zo heeft gewerkt als we dachten, hebben we wel lessen geleerd. Het gaat om de ontdekkingsreis.’
Energy from former mines There are over hundreds of kilometers of tunnels underground in Limburg, at depths ranging down to 700 meter. After the mines closed down in the 1970s, these tunnels filled with water. The temperature of this underground water is increased by the heat stored in the earth. This geothermally heated water is pumped to the surface and will be used to heat the renovated residential neighbourhood of Heerlerheide (which includes 200 homes, shops and public amenities). The world’s first mine water power station ever constructed proves that it is technically feasible to extract energy from water in former mines. The reduction in CO2 emissions is estimated at 55%. The project was carried out with seven European partners and receives financial support from the European Union’s Interreg IIb programme.

<< Heerlen often has to explain whether the project is still economically feasible. ‘We’re constantly working things out. We’re not sure yet whether we’ll make a profit,’ explains the alderman. ‘But it’s not just about the technical feasibility or the financial figures. This project has great symbolic value; it combines everything that Heerlen represents. We believe in the experiment. The work in the coal mines was once initiated by a group of creative people. Inventors came to this region especially to solve the problems involving underground water. It is from that historical perspective that we are now looking at the future. Only now we’re doing it on a higher level, taking the climate into account. If it turns out in ten years’ time that things didn’t work out as we thought, we’ll still have learned things. It’s about the journey of discovery.’

Geothermie is slechts één van de pijlers. Op het grensoverschrijdende bedrijventerrein Avantis, op de grens van Nederland en Duitsland, kunnen bedrijven gebruikmaken van kennis en arbeidsaanbod van deze Euregio.

Heerlen is also encouraging manufacturers and solar energy research institutes to come to the area by creating a favourable climate for establishing businesses. On the crossborder industrial estate Avantis, which is on the border between the Netherlands and Germany, companies can use the knowledge and work supply of this Euregion.

MONITORING Een andere manier om duurzaamheid tot leven te brengen, is door te tonen hoeveel je er werkelijk mee bespaart. Dat gebeurt al op kleine schaal, zoals bij het Theater Heerlen. Hier is een extra vleugel gebouwd voorzien van zonnepanelen. Op een display zien voorbijgangers exact hoeveel energie dit oplevert. Naast het gebouw staat een educatieve installatie van Ecostream en Solland Solar; waar zonnepanelen in speciale stoeptegels het water in doorzichtige buizen laat borrelen. Het effect van zon en schaduw is direct zichtbaar.
Jobs and savings thanks to ‘Energiebox’ People on low incomes received an ‘Energiebox’ (energy box) in 2007 containing information about energy-saving applications plus a list of products they could order up to a total of € 40 per household (such as radiator foil or a set of energy-saving light bulbs). At the same time, people on social security benefit were trained as energy specialists, who then installed these products and explained how to use them. The box was linked to a competition, in which households mapped out their energy consumption for three months. Housing corporations informed the residents about the initiative. 3000 boxes were distributed in Heerlen, therefore making a total of 6000 when the figures for the neighbouring municipalities of Kerkrade and Landgraaf are included. The end result was an annual CO2 saving of 22 tonnes. Forty long-term unemployed people also rejoined the job market.
Banen en besparingen dankzij Energiebox Om lage inkomens tegemoet te komen, ontvingen zij in 2007 een Energiebox. Hierin zat informatie over energiebesparende toepassingen plus een lijst met producten die zij tot een bedrag van € 40 per huishouden mochten bestellen, zoals radiatorfolie of een set spaarlampen. Tegelijkertijd werden mensen in de bijstand opgeleid tot energiespecialisten, die deze middelen vervolgens zijn gaan installeren met uitleg erbij. Aan de box was een competitie gekoppeld, waarbij huishoudens drie maanden lang hun eigen energieverbruik in kaart brachten. Woningcorporaties verzorgden de communicatie richting bewoners.
Op grote schaal werkt Heerlen samen met andere steden in de provincie aan een online CO2-monitoringssysteem. Hier kan iedere gemeente haar projecten invullen en in Heerlen kunnen bedrijven, burgers en instellingen hun initiatieven aanmelden. Hiervan wordt vervolgens uitgerekend hoeveel CO2 deze projecten besparen. Je kunt straks zoeken op straat; wat hebben de buren of andere bedrijven geïnstalleerd? En wat heeft het ze opgeleverd? Ook hier gaat het erom dat mensen trots kunnen zijn op hun eigen bijdrage. De behaalde resultaten worden iedere vier jaar geëvalueerd en de koers bijgesteld. Bewustwording begint al op jonge leeftijd, dus kijkt Heerlen ten slotte ook serieus naar de jeugd. Leraren en leerlingen van het voortgezet onderwijs gaan vanaf 2010 samen met het lectoraat Nieuwe Energie van de Hogeschool Zuyd hun eigen school onder de loep nemen. Deze ‘energieteams’ onderzoeken zowel de techniek als hun eigen gedrag op het gebied van energieverbruik. Heel dichtbij, heel concreet.
In Heerlen zijn 3000 boxen verspreid, samen met buurgemeenten Kerkrade en Landgraaf in totaal 6000. Het leverde een jaarlijkse CO2-besparing op van 22 ton. Tevens konden veertig langdurig werklozen terugkeren op de arbeidsmarkt.
MonIToRInG Another way of bringing sustainability to life is by showing how much you really save by living and working in a sustainable manner. This is already happening on a small scale, like at Heerlen Theatre where an additional wing with solar panels was built. Passers-by can see exactly how much energy this generates on a display. Next to the building is a training establishment used by Ecostream and Solland Solar, where solar panels in special paving stones make the water bubble in transparent pipes. The effect of sun and shade is immediately visible. Heerlen is working together on a large scale with other cities in the province to develop an online CO2 monitoring system where every municipality can specify its projects, and in Heerlen businesses, the public and institutions can register their initiatives. Afterwards, the amount of CO2 saved by these projects will be calculated. You will be able to search by street to see what the neighbours or other companies have installed and what they have gained as a result. It’s also important here that people can be proud of their own contribution. The results achieved are evaluated every four years and the direction is adjusted. Raising awareness starts at a young age, which is why Heerlen is also seriously focusing on young people. From 2010, teachers and pupils at secondary schools will be analysing their own school together with the New Energy Lectorate from Zuyd University of Applied Sciences. These ‘energy teams’ will study both the technology and their own energy consumption behaviour. The focus will be from close up and in very specific terms.

Home to one of the largest ports in Europe, Rotterdam occupies a key position in the Netherlands and abroad. The industry in and around the port area complicates the challenge to reduce CO2 emissions even further. Businesses and the public authorities have realised in time that this also offers opportunities for developing a sustainable port. ‘Our aim is to become the world’s leading energy port in terms of production, transhipment and consumption,’ explains Paula Verhoeven, Climate Director of the Municipality of Rotterdam and member of the Rotterdam Climate Initiative (RCI) management team. ‘Several key figures from the municipal authority, port and industry realised that we have to take action now in order to maintain our leading position in Europe.’ looKInG AcRoSS ThE BoRDERS Three years ago, this gave rise to the RCI, an initiative involving the Port of Rotterdam Authority, the Deltalinqs business association, the environmental protection agency and the Municipality of Rotterdam, which has since gained renown. ‘You have to look for synergy,’ says Mayor Ahmed Aboutaleb. For quite a while now, the municipal authority has been consulting an advisory board comprising international experts for the socio economic developments in the city. ‘Rotterdam has a tradition of looking across the borders. We welcome constructive criticism and advice. As many people in Rotterdam are actively engaged in the climate debate, we were able to join forces quickly and initiate the execution of projects. CO2 recycling in horticulture is a prime example of a project that has already achieved results [see box page 94]. Resolving issues together is also a necessity in a European context. The Covenant of Mayors demonstrates that the cities want to take their responsibility,’ explains the Mayor. pRocESS oF TRAnSITIon The RCI aims cut CO2 emissions in half by 2025 compared to 1990, which equates to a 36 MT reduction. In order to achieve this, the RCI applies three principles. First is the implementation of energy conservation measures in industry and the city. Businesses are already collaborating in the creation of TechnoPark, an industrial facility where they will jointly implement demonstration projects to develop more intelligently designed production processes. TechnoPark should be completed in 2010. >> 90

BLIK NAAR BUITEN Dat resulteerde drie jaar geleden in het inmiddels beroemde RCI, een samenwerking tussen het havenbedrijf, bedrijvenvereniging Deltalinqs, milieudienst en gemeente Rotterdam. ‘Je moet de synergie opzoeken’, zegt burgemeester Ahmed Aboutaleb. De gemeente maakt al langer gebruik van een international advisory board; een adviesorgaan met internationale experts voor de sociaal-economische ontwikkelingen in de stad. ‘Rotterdam heeft altijd de blik naar buiten gericht. We staan open voor kritiek en advies. Veel mensen in Rotterdam zijn heel bewust bezig met de discussie rondom het klimaat. Daardoor konden we snel de handen ineen slaan en beginnen met de uitvoering van projecten. Het hergebruik van CO2 in de tuinbouw is een mooi voorbeeld van een project dat al tot resultaat heeft geleid [zie kader pag. 94]. Samen problemen oplossen is ook nodig in Europees verband. Het Covenant of Mayors geeft aan dat de steden hun verantwoordelijkheid willen nemen’, aldus de burgemeester.
TRANSITIEPROCES Doel van het RCI is de uitstoot van CO2 in 2025 te hebben gehalveerd ten opzichte van 1990 en het 100% klimaatbestendig maken van de stad. Dat komt neer op een reductie van 36 megaton. Om dat te bereiken, hanteert het RCI drie uitgangspunten. In de eerste plaats is dat energiebesparing in de industrie en de stad. Bedrijven verenigen zich al in TechnoPark, een industriële locatie om samen demonstratieprojecten uit te voeren om productieprocessen slimmer in te richten. In 2010 moet dit park gerealiseerd zijn. Het tweede speerpunt is het gebruik en de productie van schonere energie. In het havengebied en op land heeft Rotterdam al aardig wat windenergie gerealiseerd (zo’n 150 MW). Die hoeveelheid wordt de komende jaren verdubbeld. Ook schoner vervoer hoort daarbij.

Young people also quite keen to participate Rotterdam is proving to young people that taking up the challenge of sustainability can also be fun and that you can make progress quickly without major investments and consequently save money. Last year, the city organised a competition for students: how much energy can you save in your student house? Meters were installed in the houses with the permission of the landlords. The winners of this Energy Battle achieved energy savings of no less than 45% in a single month due primarily to changes in how they used cookers, refrigerators, computers and showers. They could use the € 750 first prize to buy ‘green’ kitchen equipment. Another inspiring project, which proves that young people are quite keen to participate, is the Sustainable Dance Club. An initiative involving several businesses and other stakeholders in Rotterdam in the creative sector, they advise clubs on how to make their activities more sustainable and market their own original inventions. The Sustainable Dance Floor has gained the most notoriety. This floor converts the dancing movements of the crowd into electricity to power the LED lighting in the floor. The dj challenges the dancers to generate as much energy as possible.
Ook jongeren willen wel Rotterdam laat jongeren zien dat je op een leuke manier met duurzaamheid bezig kunt zijn. Dat je zonder grote investeringen toch quick wins bereikt en dus geld bespaart. Vorig jaar organiseerde de stad een wedstrijd onder studenten: hoeveel energie kun jij besparen in jouw studentenhuis? In samenwerking met de verhuurder werden er meters in de huizen geplaatst. De winnaars van deze Energy Battle bespaarden maar liefst 45% energie in één maand. Ze boekten vooral winst door anders om te gaan met kookfornuizen, koelkasten, computers en de douche. De hoofdprijs: € 750 om te besteden aan ‘groen’ kookgerei. Een ander inspirerend project dat bewijst dat jongeren best willen, is de Sustainable Dance Club. Dit is een initiatief van een aantal Rotterdamse bedrijven en partijen in de creatieve sector. Zij adviseren dancings bij het verduurzamen van hun activiteiten en ze brengen zelf originele uitvindingen op de markt. De Sustainable Dance Floor is daarvan de bekendste; een dansvloer die de bewegingen van het publiek omzet in elektriciteit voor de LED-verlichting in de vloer. De dj daagt de dansers uit om zoveel mogelijk stroom op te wekken.
ONDERGRONDSE OPSLAG Ten slotte zet het RCI in op de ondergrondse opslag van CO2 (CCS, oftewel Carbon Capture Storage). Een onderwerp waar Rotterdam volledig achter staat en daar in de discussie ook voor uit durft te komen. Daarbij benadrukt Verhoeven dat het echter wel om een tijdelijke maatregel gaat. ‘Voor enkele tientallen jaren is ondergrondse opslag een absolute noodzaak voor de reductie van CO2. Wij vinden het een verantwoorde oplossing, omdat we daarnaast zwaar inzetten op de energietransitie en schone energie. Die twee zaken lopen parallel. CCS levert alleen een bijdrage in combinatie met de andere twee sporen. Het staat ook buiten kijf dat ondergrondse opslag alleen moet gebeuren als de veiligheid is gegarandeerd. De Europese Unie heeft veel geld beschikbaar gesteld voor onderzoek en demonstratieprojecten, wat aangeeft dat Europa het ook een belangrijk thema vindt. Ook bedrijven in Rotterdam zijn bereid CO2 af te vangen en dat zijn niet alleen de raffinaderijen.’
ENERGIENEUTRAAL Het RCI werkt aan een energieneutrale gebouwde omgeving. Dit is een omgeving waarin woningen en gebouwen bij elkaar per saldo voldoende hebben aan duurzame energie. Verhoeven: ‘We bereiken dit door een drastische vermindering van het energieverbruik voor verwarming en koeling en door stimulering van duurzame energieproductie en -gebruik. Het halveren van de CO2-uitstoot van alle woningen en gebouwen in de stad bereiken we door energiebesparing en de inzet van duurzame energie, waaronder het verwarmen van woningen met warmte die vrijkomt bij bijvoorbeeld het verbranden van huisvuil. De beoogde CO2-reductie realiseren we door nieuwbouw en te renoveren woningen aan te sluiten op restwarmte, 3% energiebesparing per jaar bij bestaande gebouwen te realiseren en 3% energie per jaar te besparen bij het gemeentelijke vastgoed en voorzieningen.’ In de Rotterdamse Rijnhaven ligt in mei 2010 een nieuw drijvend en duurzaam icoon afgemeerd. Dit is een voorbeeld van klimaatbestendig bouwen in buitendijks gebied.
VERGUNNINGSTRAJECTEN Het RCI ziet het vooral als haar taak om partijen bij elkaar te brengen en om processen te vergemakkelijken. ‘Als gemeente kunnen wij helpen door kennis over te dragen of met de regelgeving. Bijvoorbeeld door vergunningstrajecten zo soepel mogelijk te laten verlopen. Voor iemand die de weg nog niet kent, kan die weg erg lang en ingewikkeld zijn. Met behulp van het RCI kan dat sneller en makkelijker’, aldus Verhoeven. www.rotterdamclimateinitiative.nl

This capacity will be doubled in the next few years. Cleaner transport is another aspect of this component. UnDERGRoUnD SToRAGE Finally, RCI is also focusing on the underground storage of CO2, known as carbon capture storage (CCS). Rotterdam fully supports this approach and is not afraid to defend it in the debate. Verhoeven emphasises that it remains a temporary measure. ‘Underground storage for a several decades is an absolute necessity to reduce CO2 emissions. We feel it’s a sound solution, as we’re also focusing heavily on the energy transition and clean energy. These two developments run parallel to each other. The benefits of CCS only become apparent in combination with the other two tracks. It goes without saying that underground storage should only take place if safety is guaranteed. The European Union has reserved substantial funding for research and demonstration projects, an acknowledgement that it, too, feels this is a significant topic of discussion. Businesses in Rotterdam are also willing to capture CO2, and this isn’t limited to the refineries alone.’ The RCI devotes extensive efforts and resources to the realization of an energy-neutral built environment, both at building and area level. Verhoeven: ‘A 50% reduction of CO2 emissions from households and buildings is realized by energy conservation and the application of sustainable energy, including the heating of homes by means of residual heat recovered from refuse incineration plants.’ In May 2010, a new floating and sustainable icon will be moored in the Rijnhaven in Rotterdam. This is an excellent example of climate-resilient building in areas outside the levees. pERMIT pRocEDURES The RCI feels its primary task is to bring parties together and facilitate processes. ‘As the municipal authority, we can help by transferring knowledge or by shaping regulations, for example, by ensuring that permit procedures run as smoothly as possible. To those unfamiliar with the procedures, it can seem extremely long and complicated. The RCI’s assistance can make this go more quickly and more easily.’ CO2 TODAY | ROTTERDAM

Beneficial CO2 recycling in the horticulture sector Horticulture is not a significant aspect of life in many cities. However, Rotterdam has established a clever joint venture between industry and the greenhouses in the Westland region. Via pipes underneath the river Maas, surplus CO2 emissions from a refinery in Pernis are transported to the Westland region, where it is used to improve crop growth. A distribution network has been installed between the greenhouses, facilitating the supply of CO2 to over 500 farmers. As a result, they can improve crop yields, while also reducing the consumption of natural gas (which would otherwise have been needed for the crops). Each year, 170 kton of CO2 are used in a beneficial way. The RCI helped to establish contact between the two parties.
Nuttig hergebruik CO2 in tuinbouw De tuinbouw speelt in veel steden geen hoofdrol. Rotterdam heeft echter een slimme samenwerking tot stand gebracht tussen de industrie en de kassen in het Westland. Overbodige CO2-uitstoot van een raffinaderij in Pernis wordt via buizen onder de Maas getransporteerd naar het Westland. Hier doet de CO2 dienst voor betere groei van planten. Tussen de kassen is een distributienetwerk aangelegd, waardoor de CO2 aan meer dan 500 tuinders wordt geleverd. Zij kunnen hierdoor méér produceren en tegelijk aardgas besparen (die anders nodig zou zijn voor de groei van de planten). Per jaar wordt op deze manier voor 170 kiloton CO2 een nuttige bestemming gevonden. Het RCI heeft bijgedragen aan het tot stand brengen van de contacten tussen beide partijen.

Due to its location next to the River Waal, Nijmegen has focussed a great deal on water and soil quality in recent decades. The city was also the first in the Netherlands to have a plan for improving air quality. ‘That was all long before the Al Gore era,’ relates Jan van der Meer, Alderman for Transport, the Environment and Green Areas. ‘However, there was still relatively little attention focussed on CO2 emissions, which have very much had our attention now for the last year and a half.’ One of the larger projects aimed at reducing CO2 emissions in Nijmegen is the construction of a heating grid that will be fed by residual heat from the ARN waste-processing plant. The grid will heat and cool 11,000 new homes that are being built in the Waalsprong and Waalfront development projects. The combination of residual heat and a heat pump for each home to both heat and cool the premises (a so-called hybrid heating grid) is technically and financially feasible, but will have a long payback period of about 30 years. ‘You shouldn’t be afraid of major investments,’ says the Alderman. Together with the national government, Nijmegen is also working on the largest alteration project in the Netherlands: the dikes along the Waal are being moved back to prevent high water levels in the future. BlAcKBERRIES By 2020 Nijmegen wants to be in the top three as regards the Dutch municipal authorities that save the most energy. Another 12 years later, the aim is for the city to be climate-neutral, which will involve reducing energy consumption by 3% every year. ‘Aiming for such a high percentage reduction sounds brave,’ says Van der Meer. ‘But it requires a tremendous amount from everyone. When you see how much energy we can generate sustainably using solar or wind energy – about 8% each – I find it really shocking. By putting in the absolute maximum effort and lots of money, you can get to 60%. The remaining 40% you then have to purchase elsewhere. Saving energy is therefore not a green celebration: it has to be a green revolution! I would like the same amount of innovative energy to be put into sustainability as goes into the development of things like Blackberries and iPhones.’

Door de ligging aan rivier de Waal heeft Nijmegen afgelopen decennia veel aandacht gehad voor water en bodemkwaliteit. De stad had ook als eerste in Nederland een plan voor verbeterde luchtkwaliteit. ‘Dat was allemaal ver voor het Al Gore-tijdperk’, vertelt Jan van der Meer, wethouder Mobiliteit, Milieu en Groen. ‘Alleen voor CO2 was er nog relatief weinig aandacht. Daar zijn we nu sinds anderhalf jaar serieus mee bezig.’ Een van de grotere CO2-besparingsprojecten in Nijmegen is de aanleg van een warmtenet, gevoed door restwarmte van de afvalcentrale ARN. Deze zal 11.000 nieuwbouwwoningen gaan verwarmen en verkoelen in de projecten Waalsprong en Waalfront. De combinatie van restwarmte en een warmtepomp per woning voor verwarming én koeling (een zogenaamd hybride warmtenet) is technisch en financieel haalbaar, maar zal een lange terugverdientijd hebben van zo’n dertig jaar. ‘Grote investeringen moet je niet schuwen’, vindt de wethouder. In samenwerking met de rijksoverheid werkt Nijmegen tevens aan het grootste adaptatieproject van Nederland. De dijken langs de Waal worden teruggelegd om hoge waterstand in de toekomst te voorkomen.

BLACKBERRIES Nijmegen wil in 2020 tot de top drie van Nederlands meest energiebesparende gemeenten horen. Twaalf jaar later moet de stad klimaatneutraal zijn, dat betekent een energiebesparing van 3% per jaar. ‘Zoveel procent besparen klinkt dapper’, zegt Van der Meer. ‘Maar het vergt ontzettend veel van iedereen. Als je ziet hoeveel energie we duurzaam kunnen opwekken met zonne- of windenergie, allebei ongeveer acht procent, dan schrik ik. Met de grootste moeite en veel geld kom je tot 60%. Dan moet je nog steeds 40% elders inkopen. Energiebesparing is dus geen groen feestje, het moet een groene revolutie worden! Ik zou willen dat er in duurzaamheid net zoveel innovatiekracht werd gestoken als in de ontwikkeling van dingen als Blackberries en iPhones.’

Zonnekrachtteam met wereldrecordhouder
Nijmegen has established a solar power team to focus on incorporating solar power into existing buildings. In the team, people from the banking community (project funding is often still a problem), housing corporations and Radboud University work together to develop visible projects in areas such as the revitalised Hatert district, so that residents can once again be proud of their neighbourhood. The result could perhaps be described as a ‘solar power neighbourhood’.

Whereas the municipality would like to develop a large number of solar energy applications, the scientist’s aim is to make the technology as efficient as possible. The municipality is helping him to market and fund the technology, part of the aim being to attract solar cell manufacturers to Nijmegen, who in turn can benefit from the collaboration between the municipal authority and the university.

MAILS VAN BEWONERS Om de aandacht richting 2032 niet te laten verslappen, moet je volgens de wethouder korte termijndoelstellingen hebben die meetbaar zijn. Voor Nijmegen is dat 3% energiebesparing per jaar. Om dat te halen, heeft de stad de medewerking van het hele ‘palet’ van MKB’ers, woningcorporaties en burgers nodig. Inclusief de eigen inspanningen voor een duurzame overheid. Het komt voor dat Van der Meer een mailtje van bewoners krijgt omdat het licht op het stadhuis ’s avonds nog brandde. Hij kan die betrokkenheid alleen maar waarderen. ‘Als je goodwill wilt kweken, moet de overheid zelf ook consistent zijn. We groeien toe naar tijden waarin energieverspilling net zo erg wordt ervaren als bijvoorbeeld het vervuilen van oppervlaktewater met olie.’
E-MAIlS FRoM RESIDEnTS To prevent the focus on 2032 from waning, the Alderman believes that you need short-term objectives that are quantifiable. For Nijmegen, that means reducing energy consumption by 3% every year. To achieve these objectives, the city needs support from across the whole ‘rainbow’ of SMEs, housing corporations and residents, in addition to its own efforts in relation to sustainable government. Van der Meer sometimes receives e-mails from residents because the lights in the town hall are still on at night. He can only praise that level of involvement. ‘If you want to create goodwill, the local authority itself has to be consistent as well. We’re moving closer to a time when wasting energy will be considered just as bad as

Het stadhuis heeft overigens bewegingsmelders gekregen. Dat legt Van der Meer in een mail dan rustig uit. Ook samen met woningcorporaties wil hij nog zwaarder op bewustwording inzetten. ‘Je kunt niet aan de voorkant besparen met isolatiemaatregelen en aan de achterkant een energievretende jacuzzi aanleggen.’ De supermarkten worden met hun open koelingen in regionaal verband onder de loep genomen. En als ondernemers investeringen niet ‘hoeven’ te doen (want de terugverdientijd is langer dan vijf jaar), zal Nijmegen hen toch stimuleren dit wel te doen. ‘De vrijblijvendheid moet ervan af’, aldus de wethouder.

And if businesses don’t ‘have to’ invest (because the payback period is more than five years), Nijmegen city council will still give them incentives to do so. ‘The no-obligation aspect must disappear,’ explains the Alderman.

Convenant met ondernemers The energy shop called ‘Our Green Hart’ Our heads are often thinking about the climate, but it is not yet really in our hearts. In order to remedy this situation, Nijmegen has been using Ons Groene Hert (‘Our Green Hart’ (i.e. deer) in the Nijmegen dialect this also means ‘Our Green Heart’). The Green Hart is a tangible and cuddly symbol that connects all green activities in the city. The animal has a clearly recognisable presence at events and schools can also use it in their activities. Residents that have made a special contribution to the environment are knighted in the Order of the Green Hart. One week after Our Green Hart was introduced, 32% of the local residents were already aware of its existence. A shop will also be opened in the city centre where people can go for energy advice, funding schemes and energy-saving products. The intention is for local green businesses and green residents to meet up at the shop. The name of the shop will obviously be Ons Groene Hert.
Energiewinkel Ons Groene Hert Het klimaat zit vaak wel in ons hoofd, maar nog niet echt in ons hart. Om dat te stimuleren, heeft Nijmegen Ons Groene Hert ingezet (hert is Nijmeegs voor hart). Een tastbaar en aaibaar symbool dat alle groene activiteiten in de stad met elkaar verbindt. Bij evenementen is het dier herkenbaar aanwezig en ook scholen kunnen er iets mee. Bewoners die iets bijzonders hebben betekend voor het milieu worden geridderd in de orde van het groene hert. Een week na de oprichting was al 32% van de bewoners op de hoogte van zijn bestaan.
Al meer dan vijftien bedrijven hebben het Nijmeegs Energie Convenant getekend, om op vrijwillige basis ieder jaarlijks 3% energie of CO2 te gaan besparen. Het is een gezamenlijk initiatief van de gemeente en Royal Haskoning, dat de systematiek ontwikkelde waarmee bedrijven zich onderling kunnen vergelijken. Omdat veel grootverbruikers zich bij het convenant hebben aangesloten, zijn de verwachtingen voor de eerste jaren hoog: besparingen tot 1,2 miljoen ton CO2 in totaal per jaar. De deelnemers kijken daarbij ook naar de indirecte emissies. Een ziekenhuis kwam zo bij het analyseren van het aantal bezoekmomenten per patiënt niet alleen kansen tegen voor energiebesparing, maar ook voor een efficiëntere bedrijfsvoering.
Covenant with businesses More than 15 businesses have already signed the Nijmegen Energy Covenant, stating that they will reduce their energy or CO2 emissions voluntarily every year by 3%. This is a joint initiative established by the municipal authority and Royal Haskoning, which developed the system that companies can use to compare each other’s performances. As a lot of bulk consumers have signed up to the covenant, expectations are high for the first couple of years: total savings of up to 1.2 million tonnes of CO2 per year are forecast. The participants also include the indirect emissions in their calculations. As a result, a hospital analysing the number of visits per patient not only discovered opportunities for saving energy, but also for improving general operating efficiency.

Sustainability should have a permanent place in the desire to be an attractive, international city for residents, tourists and businesses. Climate-neutral construction, electric vehicles and green areas in the city all play their part. ‘Sustainability is part of a strong image,’ explains Marijke Vos, Alderman for the Environment. ‘Our starting point is that the city itself has to take the necessary measures. Amsterdam is known for being open to input from others, including where the climate is concerned. Fortunately, we have a great group of innovative businesses that enhance each other’s work enormously.’ New Energy Docks, the centre for innovation and enterprise, is an excellent example. Parties such as Shell, ING and universities pool their knowledge on their own initiative at New Energy Docks, just like new talent with a particular emphasis on climate-related issues. GREEn cApITAl AWARD The fact that Amsterdam was nominated for the Green Capital Award for Europe last year has taken this enthusiasm to an even higher level. The nomination was also very helpful for the municipal authority. Vos explains: ‘In the months prior to the nomination, we brought together all of our knowledge and services from various different policy areas. Then it suddenly became clear to everyone: we are the number one cycling city in Europe, we’re already doing a great deal to improve air quality, the green areas are very popular among the city’s residents, and so on. We had a lot to be proud of. Incidentally, I believe it’s right that we didn’t end up winning the award because the winner – Hamburg – is ahead of us where spatial planning is concerned. We can learn a lot from their example, but they’re also learning a great deal from our cycling policy. These international contacts are increasingly close.’ EncoURAGInG InnoVATIon Amsterdam focused mainly on the national situation in the Netherlands in order to determine its own climate ambitions. Vos: ‘The national government says we need to reduce emissions by 30% by 2020. We say, “if you add five more years to that target date, you can achieve even more”. We have therefore set a target of a 40% reduction in CO2 emissions by 2025. Based on current information that target is achievable, and it’s certainly necessary for the climate. We just have to speed up.’ >> 106

Gelukkig hebben we een geweldige club innovatieve ondernemers die elkaar gigantisch versterken.’ New Energy Docks, centrum voor innovatie en ondernemerschap, is daar een mooi voorbeeld van. Hier brengen partijen als Shell, ING en universiteiten uit eigen beweging kennis samen, net als nieuw talent met oog voor het klimaat.
GREEN CAPITAL AWARD Dat Amsterdam vorig jaar werd genomineerd voor de Green Capital Award van Europa, heeft dat enthousiasme nog eens extra versterkt. Het heeft ook de gemeentelijke organisatie verder geholpen. Vos: ‘In de maanden die eraan vooraf gingen, hebben we al onze kennis en diensten bij elkaar gebracht vanuit verschillende beleidsvelden. Ineens werd het voor iedereen duidelijk; we zijn dé fietsstad van Europa, we doen al veel aan luchtkwaliteit, de groenplekken zijn heel populair bij bewoners. Enzovoort. We konden met elkaar heel trots zijn. Dat we niet nummer één zijn geworden, vind ik overigens terecht. Winnaar Hamburg is ons wat ruimtelijke ordering betreft nog een stap voor. Daar kunnen wij veel van leren. Maar zij leren weer van ons fietsbeleid. Die internationale contacten worden steeds intensiever.’
INNOVATIE UITLOKKEN Voor het bepalen van de eigen klimaatambities heeft Amsterdam vooral naar de Nederlandse situatie gekeken. Vos: ‘Het rijk zegt 30% besparing in 2020. Wij zeggen: “als je daar vijf jaar bij optelt, dan kun je nog een extra slag maken”. Wij gaan voor 40% minder CO2-uitstoot in 2025. Volgens de huidige inzichten kan het en het is nodig voor het klimaat. Het tempo moet gewoon omhoog. Technologisch is er al van alles mogelijk. Om tempo te kunnen maken, moet je die innovatie uitlokken. Er zijn genoeg bedrijven die het kunnen en willen. Laat ze het maar in onze stad doen.’ De gemeente ondersteunt met subsidies, versoepeling in wet- en regelgeving waar nodig en haalbaar, een schoon eigen wagenpark (van dienstauto’s t/m vuilniswagens) en klimaatneutrale gemeentelijke gebouwen in 2015. Ook neemt de gemeente zelf uitsluitend groene stroom af.

WATERSTOFBOOT Amsterdam gaat ver in het aanjagen van innovatie en aarzelt niet ontwikkelingen van de toekomst nu al aan te kondigen. Vos is bijvoorbeeld overtuigd van de rol die waterstof zal gaan spelen. ‘Dat gaat echt lukken’, zegt ze. ‘Het vraagt alleen wat meer tijd dan elektrisch rijden.’ [zie kader pag. 111] De hoofdstad heeft samen met Rotterdam een nationale waterstofcoalitie gesloten en over het IJ zal een waterstofboot gaan varen, om te laten zien dat het kán. Een ander voorbeeld is de Schaalsprong Duurzame Energie, een onderzoek naar de haalbaarheid om in 2020 van de totale energievoorziening 30% zelf in de stad op te wekken met zon en wind. ‘Het is extra ingewikkeld in de stad, toch is dat echt de toekomst’, zegt Vos. ‘Doordat je het op de agenda zet, wil iedereen meedenken en komt er van alles los. Dat past bij onze stad. En dan moet je als gemeente ook de hand uitsteken en het samen gaan doen.’
Energy efficiency as well as a healthier climate in schools Many schools have a poor indoor climate – often as a result of problems with the ventilation system. Wherever this is the case, children tend to be ill more often. In the next 2 years, Amsterdam will be investing in improving the indoor climate of 160 primary schools. In doing that work the city will kill two birds with one stone: pupils’ health will improve and energy consumption and CO2 emissions will be reduced. In May 2009 Minister Cramer of Environment and Spatial Planning officially launched this project at the first pilot school in Westerpark. Modifications to lighting, insulation and the roof, for example, should produce a total reduction in CO2 emissions of between 30% and 40% in these schools.

Vos, for example, is convinced of the role that hydrogen will play. ‘That’s really going to work,’ she says. ‘It just requires a bit more time than electric cars.’ [see box] The capital city has entered into a national hydrogen coalition with Rotterdam, and a hydrogen boat will be sailing on the River IJ to show that it is possible. Another example is the Sustainable Energy Municipal Programme, which is an investigation into the feasibility of generating 30% of the total energy supply in the city

Vanwege al die voordelen gaat Amsterdam sterk inzetten op het elektrisch rijden in de stad. In 2015 moeten er 10.000 elektrische auto’s in de stad rijden, inclusief het eigen wagenpark. In 2040 moeten alle autokilometers elektrisch worden gereden, op groene stroom van windmolens, zonnepanelen en biomassacentrales.
Energy Helpdesk for SMEs A virtual helpdesk for all SMEs will open later this year in Amsterdam. The helpdesk will assist the SMEs in implementing energy-saving measures. A consultant from one of the helpdesk partners (banks and the business community) will then perform a technical scan per street or sector. Based on the results of this scan, suppliers will then be contacted for the best solutions and offers available. Businesses will be offered a complete package of measures, specifically tailored to their own situation. They can use these measures to save energy immediately and therefore cut costs. The helpdesk is aimed at investments with a payback period of no more than five years. Businesses often have difficulty raising funds for minor investments, so an SME Climate Fund will be linked to the Energy Helpdesk. This will enable the businesses to obtain a loan (of up to € 20,000) from a special bank that works with the city of Amsterdam.

EnergieLoket helpt MKB op weg Nog dit jaar opent in Amsterdam een virtueel loket voor alle ondernemers van het MKB. Zij kunnen hier hulp krijgen om energiebesparende maatregelen te realiseren. Elektrisch rijden is bij uitstek iets om samen met partners te doen. Ook buiten de stadsgrenzen; in andere steden moet je immers ook auto’s op kunnen laden. Amsterdam gaat samenwerken met overheden en het bedrijfsleven. De NS gaan voor (vervolg)vervoer zorgen. Amsterdam realiseert de komende twee jaar in ieder geval 200 oplaadpunten.
Electric vehicles The development of electric vehicles benefits the climate, air quality, the exchange of knowledge and the economy. Because of all these benefits, Amsterdam will therefore be putting a lot of effort into developing electric transport in the city. By 2015, for example, the target is at least 10,000 electric cars in use in Amsterdam, including the municipal authority’s own fleet of cars. By 2040, all cars should be electric, running on green power from wind turbines, solar panels and biomass power stations. Electric transport is ideal for development in partnership with other stakeholders, including outside the city boundaries, because you will need to recharge your car in other cities too. Amsterdam will be collaborating with the authorities and the business community. Dutch Railways (NS) will be providing follow-on transport. Amsterdam will install at least 200 charging points in the next two years.

In Stockholm 95% of the residents live only 300 metres away from a green area. Just like in the rest of Sweden, most people have a direct link to nature, which appears to be a logical explanation for Stockholm’s environmentally friendly reputation. But it’s not that simple either. A large part of the ‘green’ success has been achieved by boosting the market whenever the market failed to produce its own impetus. ‘The reason why clean cars weren’t already on the market was a lack of demand and infrastructure,’ explains Ulla Hamilton, who is the Deputy Mayor of Stockholm. ‘So the municipality decided to create both. We consciously focused on motivating and assisting companies and organisations to purchase clean vehicles.’ TRAnSpoRT This approach to the market – promoting a commercial basis instead of investing lots of money in research – is the factor that has turned many green projects in Stockholm into a success. Stockholm’s ambition is to reduce greenhouse gas emissions to 3 tonnes per resident by 2015 and to have stopped using all fossil fuels by 2050. The sector where most gains can still be made is transport. Stockholm has the vision to become electric car city by 2030. ‘The target is for 100% of the city’s vehicles to be clean vehicles by 2011’, says Hamilton. Water purification – the city is built on 14 islands – also plays a role. Purified wastewater from the sludge in the rivers is used for the biogas in clean cars, for example [see box]. However proud Stockholm is of the Green Capital Award, the politicians believe the main issue is not to win, but to inspire. Hamilton: ‘Pollution doesn’t stop at national borders. We are hoping to serve as an example for other cities in Europe and we are eager to share experiences. We are open to more collaboration in Europe.’

De gemeente heeft toen besloten die te creëren. We hebben bewust gefocust op het motiveren en assisteren van bedrijven en organisaties om schone auto’s aan te schaffen.’
VERVOER Die marktbenadering is de succesfactor van veel groene projecten in Stockholm. Een commerciële basis stimuleren in plaats van veel geld in onderzoek te stoppen. Stockholm heeft de ambitie om in 2015 per inwoner drie ton emissies te besparen en in 2050 volledig vrij te zijn van fossiele brandstoffen. De belangrijkste sector waarin nog veel winst te halen valt, is transport. Stockholm heeft de visie om in 2030 de stad van het elektrisch vervoer te zijn. ‘In 2011 moet 100% van de auto’s in de stad een schone auto zijn’, zegt Hamilton. Ook waterzuivering, de stad is gebouwd op veertien eilanden, speelt een rol. Gezuiverd afvalwater van het slijk uit de rivieren wordt bijvoorbeeld ingezet voor het biogas in schone auto’s [zie kader rechts]. Hoe trots Stockholm ook is op de Green Capital Award, de politici vinden inspireren belangrijker dan winnen. Hamilton: ‘Vervuiling stopt niet bij de grenzen. We hopen een voorbeeld te zijn voor andere steden in Europa en we zijn gretig om van elkaar te leren. We staan open voor meer samenwerking in Europa.’
Schone auto’s Van alle auto’s die vorig jaar in Stockholm nieuw op de weg kwamen, was 40% schoon, vergeleken met slechts 5% in 2004. Deze ontwikkeling bespaart de stad tussen de 50 en 60% CO2-emissies. Hoe hebben ze dat bereikt? Omdat de markt afwachtend bleef, vanwege ontbrekende vraag en infrastructuur, besloot de gemeente in 1994 zelf schone auto’s een impuls te geven. Ten eerste door het eigen wagenpark te vervangen door auto’s die rijden op bio-ethanol of biogas. Vervolgens klopte de stad aan bij bedrijven met een groen profiel en een voorbeeldfunctie, of zij hun auto’s wilden vervangen. Ook de taxi’s gaven hier gehoor aan. Uitgevers deden mee, wat tot veel positieve media-aandacht van hun journalisten leidde. Samen met autofabrikanten werden mogelijkheden besproken om een auto te leveren die tegen dezelfde kosten kon rijden als gewone benzine. Hiervoor stapte Stockholm eerst naar de nationale overheid, om ervoor te pleiten de tot dan toe bestaande belasting op hernieuwbare brandstof af te schaffen. Pas toen dit voor minstens tien jaar werd toegezegd, durfden marktpartijen het aan investeringen voor de lange termijn te doen. Inmiddels zijn er 150 verschillende milieuvriendelijke auto’s op de Zweedse markt en zijn hernieuwbare brandstoffen bij alle gewone benzinestations te koop.
Clean Cars Of all the cars that were new on the road in Stockholm last year 40% were clean, which compares to only 5% in 2004. This development saves the city between 50% and 60% in CO2 emissions. This achievement has been possible because, when the market remained in wait-and-see mode due to a lack of demand and infrastructure, the municipal authority decided back in 1994 to introduce its own measures to give clean cars a boost. First of all, the entire municipal fleet was replaced by cars that ran on bio-ethanol or biogas. The city then contacted companies with a green profile that served as an example to others to ask if they wanted to replace their cars. Taxi companies became involved, as did publishers – which meant lots of good press from their journalists. Talks were held with car manufacturers to discuss whether it would be possible to supply a car that would cost the same to drive as a regular petrol car. Stockholm first went to the national government to ask for the abolition of the tax on renewable fuel. When the government promised to abolish the tax for at least 10 years the market parties had the confidence to make long-term investments. Since then, 150 different environmentally-friendly cars have been launched on the Swedish market and renewable fuels can be bought from all regular petrol stations.

Co-generation district heating Over 75% of all buildings in Stockholm are connected to district heating. This is one of the greatest contributors to green house gas emission reductions in the city. Residents no longer have their own boilers – their hot water is supplied to their homes through pipes. This system is powered by renewable fuels in 80% of the cases. One important source of energy is domestic waste itself, just as wood chippings, oil from pine trees and even olive seeds. The larger plants produce both electricity and heat, known as co-generation. For the production of district cooling, cold water from lakes and the sea is used. What is especially unusual about Stockholm’s approach is the gradual nature of overall development, which has been ongoing since the 1950s. Initially, housing blocks were connected to communal boilers. This was followed by more and more bulk users and eventually whole islands. Growth was a slow, organic process. The city does not believe in short-term, major investments as such. The important thing is to work together with market parties, so that nobody feels obliged to participate. The greatest challenge now is to convert the remaining 20% from fossil fuels to renewable sources.

Co-generation stadsverwarming In Stockholm is meer dan 75% van alle gebouwen aangesloten op stadsverwarming. Dit is een van de belangrijkste factoren voor de omvangrijke reducties van emissies in de stad. Bewoners hebben geen eigen verwarmingsketel meer, maar krijgen hun warme water via pijpen naar de woningen geleverd. In 80% wordt hiervoor gebruikt gemaakt van hernieuwbare brandstoffen. Een belangrijke energiebron is het afval van de huishoudens zelf, net als afval van houtsnippers, olie van dennenbomen en zelfs pitten van olijven. De grotere installaties produceren zowel elektriciteit als warmte; co-generation. Voor de productie van koeling wordt koud water uit meren en zee gebruikt. Bijzonder aan de aanpak van Stockholm is het geleidelijke proces, dat al sinds de jaren ’50 gaande is. Eerst zijn woonblokken met gezamenlijke verwarmingsketels aangesloten, vervolgens steeds meer grootgebruikers en uiteindelijk hele eilanden. Het was een langzame, organische groei. De stad gelooft niet zozeer in kortstondige, grote investeringen. Belangrijk is het samen met marktpartijen te doen, zodat niemand zich geforceerd voelt. De grootste uitdaging is nu nog de laatste 20% fossiele brandstoffen om te zetten in hernieuwbare bronnen.

In view of the large number of people who live in Frankfurt am Main (5.5 million in the region) and its role as a business centre in Europe, the German city cannot be compared with most Dutch cities. With a view to achieving CO2 emission reductions, Frankfurt is part of a large-scale development project that involves building an intercity rail network to replace domestic air traffic. As the host of the Automotive Fair, Frankfurt is also promoting contacts between car manufacturers and businesses about the development of electric cars. However, the city’s first task, just like any other European city, is to make sure that the business sector and the public are strongly involved in government objectives. Frankfurt is aiming for a 30% reduction in CO2 emissions by 2025. SEXY SKYScRApER ‘Architects prefer to work on a sexy skyscraper in China rather than on energy-efficient houses. As a result, we need to speak their language in order to involve them in the climate policy. Passive housing will be the new Bauhaus!’ These are the words of Manuela Rottmann, the Alderman for Health and the Environment in Frankfurt am Main. She has been receiving a lot of praise internationally for her statement that energy can be presented in a sexy way in order to involve as many enthusiastic people as possible in the energy challenges. ‘We must communicate on a large scale, with every citizen, every company,’ explains Rottmann. That means investing in professionals who can implement the latest technologies in the built environment, such as architects and engineers, and it also means making consultancy programmes available to smaller companies, such as cafés, which cannot afford costly advice.
Gezien het grote aantal inwoners in Frankfurt am Main (5,5 miljoen in de regio) en de rol als businesscentrum in Europa, is de Duitse stad niet te vergelijken met de meeste Nederlandse steden. Passiefhuizen worden de nieuwe Bauhaus!’ Dat zijn de woorden van Manuela Rottmann, wethouder Gezondheid en Milieu van Frankfurt am Main. Zij krijgt internationaal veel lof voor haar statement dat energie sexy gebracht mag worden. Op die manier kun je zoveel mogelijk mensen enthousiast betrekken bij de energie-uitdagingen. ‘We moeten op grote schaal communiceren, met elke burger, elk bedrijf’, aldus Rottmann. Dat betekent investeren in professionals die de nieuwste technieken in de gebouwde omgeving kunnen uitvoeren, zoals architecten en ingenieurs. En consultancy programma’s beschikbaar stellen voor kleinere ondernemingen, zoals cafés, die zich geen kostbaar advies (kunnen) veroorloven.

Frankfurt heeft de ambitie hoofdstad van de passiefhuizen te worden. Naast inspanningen om het gebruik van warmtekrachtkoppeling te versnellen, zet de Duitse stad hoog in op de huizen die dusdanig gebruikmaken van aanwezige warmte, dat een traditionele verwarmingsinstallatie overbodig is. De woningen staan meestal gericht op het zuiden en maken gebruik van opwarming door directe zonnestraling. Verschillende technieken, zoals warmteherwinning op ventilatielucht, en driedubbel glas voorkomen warmteverlies. Vanwege de exacte afstemming van dak, muren en kozijnen, vraagt de bouw om speciale architecten en aannemers. Kosten zijn wel iets hoger dan bij gewone nieuwbouw, maar daar staat ook ongeveer acht keer minder energieverbruik tegenover vergeleken met een modern geïsoleerd huis.
Frankfurt’s ambition is to become the capital of passive housing. In addition to its efforts in increasing the amount of combined heat and power, the German city is putting its money on houses that use the heat present in such a way that a traditional heating system is superfluous. The houses usually face south and make use of heat generated by direct sunlight. Various techniques, such as heat recovery from ventilation air and triple glazing, prevent loss of heat. Due to the exact alignment of the roof, walls and frames, the construction work requires special architects and contractors. The costs are slightly higher than for regular new build, but that is accompanied by an approximately eightfold reduction in energy consumption compared to a modern insulated house.
Passiefhuizen zijn in Frankfurt tot standaard verheven. Investeerders zijn bij aankoop van gemeentegrond verplicht passiefhuizen te bouwen; voor woningbouwverenigingen en huurwoningen geldt een bonus voor deze bouwwijze. ‘Wie nu nog nieuwbouw met hoog energieverbruik wil bouwen, moet dat uitleggen. Niet andersom’, aldus Rottmann.
Passive housing has been made standard in Frankfurt. Investors are obliged to build passive housing when they purchase municipal land; there is a bonus for housing corporations and for rented accommodation if this building method is used. ‘Anyone who still wants to build new buildings that consume large amounts of energy will have to explain why, not vice versa,’ says Rottmann.

Since 2005, long-term unemployed people with a technical background have been trained by the local authority in Frankfurt to become energy consultants who visit the city’s low income households. In the Cariteam project, they look at how they can save energy and water by changes in behaviour and minor investments, which are initially paid for by the government. Many residents still appear to have trouble with solutions they consider to be ‘technically complicated’. It is important to offer the information before any new investments are made in the house. The success of the project is not only shown by the reduction in energy consumption and a 20% reduction in CO2 emissions. The German city considers it just as important that, thanks to this project, the subject is being discussed in all sections of the population and the environment is no longer a subject reserved for academics.

Werklozen opleiden tot energieconsultants Sinds 2005 worden in Frankfurt langdurig werklozen met een technische achtergrond door de gemeente opgeleid tot energieconsultants die de huishoudens met lage inkomens in de stad bezoeken. In het project Cariteam kijken zij samen hoe ze door middel van gedragsverandering en kleine investeringen, die in eerste instantie door de overheid worden betaald, energie en water kunnen besparen. Veel bewoners blijken nog moeite te hebben met oplossingen die zij beschouwen als ‘technisch gecompliceerd’. Belangrijk is de informatie aan te bieden vóórdat er nieuwe investeringen in huis worden gedaan. Het succes van het project zit ‘m niet alleen in de reductie van energieverbruik en 20% minder CO2-uitstoot. Minstens zo belangrijk vindt de Duitse stad het feit dat dankzij dit project het onderwerp in alle lagen van de bevolking ter discussie staat en het milieu niet langer iets van academici alleen is.

Brussels analyses the overall CO2 footprint of members of the public and companies in its climate change policy. ‘Don’t forget the indirect emissions,’ is the message from Evelyne Huytebroeck, the Environment and Energy Minister. The environment and energy authority Leefmilieu Energie has had the general consumption emissions of all of the city’s occupants analysed. The analysis showed that the city’s responsibility was no less than 16 times as high if indirect emissions are added. Not only was the energy consumption of offices analysed, for example, but also the means used to transport computers to the offices. Indirect emissions play a major role in the food sector as well – which is important to know in a region that is renowned for its gastronomic prowess. Food and food preparation processes account for no less than a quarter of the ecological footprint of the Brussels Region. Huytebroeck: ‘Some cities think it’s going too far to confront people about their consumption pattern. But we’re not afraid to take a stand on this issue.’ RAISInG AWAREnESS The great problem with indirect emissions is how you measure them. How can you prove that you will have reduced CO2 emissions in X number of years, for example, by getting people to eat less meat? ‘You need more than a few years because it’s a step by step process. But you can’t ignore the problem just because it’s difficult to measure,’ is the Minister’s response. The Brussels Region believes that the number of people who are well informed is at least as important as making definite progress towards solving the problem, because providing the necessary information is the only way to really increase awareness. This attitude also applies to energy applications in residential buildings because 40% of direct emissions in Brussels come from domestic heating and cooling systems. Improvements are therefore being sought throughout the entire household process, from energy consumption to water and waste. The ideal solutions will also help to increase awareness by serving as examples for project developers and households [see box page 130].
Brussel neemt in haar klimaatbeleid de totale CO2-voetafdruk van burgers en bedrijven onder de loep. ‘Vergeet de indirecte missies niet’, luidt de boodschap van Evelyne Huytebroeck, minister van Leefmilieu en Energie. Milieu- en energieadministratie Leefmilieu Energie heeft een analyse gebruikt van de emissies voor algemene consumptie van alle bewoners. De verantwoordelijkheid van de stad bleek maar liefst zestien keer zo hoog wanneer daar de indirecte emissies bij werden opgeteld. Er werd bijvoorbeeld niet alleen gekeken naar het energieverbruik van kantoren, maar ook naar het transport om computers ter plaatse te krijgen. Een sector waar indirecte emissies een grote rol spelen is voeding; een belangrijk gegeven voor een gewest dat een naam hoog heeft te houden op het gebied van gastronomie. Voeding en de bereidingsprocessen bepalen maar liefst een kwart van de ecologische voetafdruk van het Brusselse Gewest. Huytebroeck: ‘Sommige steden vinden het te ver gaan om mensen aan te spreken op hun consumptiepatroon. Wij zijn niet huiverig daarover wel een standpunt in te nemen.’
BEWUSTZIJN VERSPREIDEN Het grote probleem bij indirecte emissies is: hoe meet je die? Hoe kun je hardmaken dat je over een aantal jaren CO2 hebt bespaard doordat mensen bijvoorbeeld minder vlees zijn gaan eten? ‘Daar heb je meer dan een aantal jaren voor nodig. Dat gaat stap voor stap. Maar je kunt het niet negeren omdat het moeilijk meetbaar is’, luidt de reactie. Minstens zo belangrijk als harde resultaten vindt het Brussels Gewest de aantallen mensen die geïnformeerd worden. Alleen dan begint het bewustzijn zich echt te verspreiden. Die instelling geldt ook voor energietoepassingen in de (woning)bouw. Van de Brusselse uitstoot van directe emissies komt 40% van verwarming en koeling in huishoudens. Verbeteringen worden dan ook gezocht binnen de hele keten van de huishoudens, van energieverbruik tot water en afval. Net als oplossingen die als zichtbaar voorbeeld kunnen dienen voor projectontwikkelaars en huishoudens, om het bewustzijn te versterken [zie kader pag. 130].
Duurzame kantines In het project ‘Duurzame kantines’ hebben meer dan veertig kantines van scholen, bedrijven en ziekenhuizen zich verzameld om hun voedingsassortiment te verduurzamen. Dat betekent minder vlees en meer biologische producten op het menu, maar ook meer seizoensproducten en lokale ingrediënten. Dit bespaart emissies van transport en overbodig verpakkingsmateriaal. Doordat de kantines tegelijkertijd regionale festiviteiten organiseren, zoals de ‘bioweek’, betrekken ze de gebruikers bij hun initiatief. De overheid ondersteunt met communicatiecampagnes en publieke evenementen zoals cursussen duurzaam koken. Het mes snijdt aan twee kanten: bedrijven leren minder te produceren in de voedselketen; burgers minder te nuttigen.
Sustainable canteens In the ‘Sustainable Canteens’ project, more than 40 school, company and hospital canteens have joined forces to make the range of food on offer more sustainable. This means not only less meat and more organic products on the menu, but also that there will be more seasonal products and local ingredients. The result is a reduction in transport emissions and superfluous packaging materials. The canteens also organise regional festivities such as the ‘bioweek’ at the same time in order to involve the users in their initiative. The government provides support in the form of communication campaigns and public events, such as sustainable cooking courses. The initiative is double-edged: businesses learn to produce less in the food chain, whilst the general public learns to consume less.

The Brussels Region believes that subsidies alone are insufficient incentive for sustainable construction to become the standard. Therefore, the Regional Authority organises an annual competition in which architects, entrepreneurs, project developers and householders compete to design the most energyefficient and environmentally-friendly buildings. The buildings can be both renovated and new build. The winners receive a fixed amount of € 100 per m2 from the government to build their design. They are also given technical assistance to ensure that they meet strict quality requirements.

Spanje en zon zijn bijna synoniem. In Barcelona staat de toepassing en installatie van zonne-energie dan ook hoog op de agenda. Daarnaast moet een groot deel van de CO2-besparing komen uit energie-efficiëntie in de residentiële bouw.
Spain is almost synonymous with sun. As a result, the installation and application of solar energy systems is a high priority in Barcelona. Additionally, a large part of CO2 emission savings has to come from energy efficiency in residential construction.

By 2010 the city will have installed 96,295 m2 of thermal solar energy systems and the ambition is to constantly add to this number. The objective is also to expand the use of photovoltaics. This growth is partially caused by the fact that solar energy installations are now mandatory in new build and large-scale renovation projects under the Solar Thermal Ordinance [see box]. ‘This was a brave political decision,’ says Imma Mayol, Deputy Mayor. ‘You can’t make everything mandatory, but this ordinance involves existing, proven technology.’ Other cities in Spain have also made this technology mandatory. To underline its reputation in the field of solar energy, the city is making sure that the results achieved by the total of 597 projects are highly visible. Government buildings with installations on the roof, for example, have a sign saying ‘Barcelona Canal Solar’ in the lobby. Visitors can see on a screen exactly how much energy the sun provides for that building and the equivalent for households. Since 2004, there has been a large PV installation in the restored Port Forum harbour area, generating the yearly electric consumption of around 300 households. nATURAl VEnTIlATIon Barcelona is faced with increasing energy consumption, even though the population is not increasing. Solar energy alone cannot cover this growth. Furthermore, 90% of the city consists of old buildings that often cannot be adapted for solar energy and there is hardly any room for new build projects. The new Energy Plan (‘Plan d’Energia, Cànvi Climàtic i Qualitat Ambiental de Barcelona’) describes all the challenges and possible projects for the next 10 years. The starting point for the plan is an annual survey to determine concrete figures for energy consumption in different sectors. That requires a lot of effort, which is why not every city is willing to perform such a detailed analysis. However, Barcelona believes it is essential to map out the trends in energy consumption. ‘To take realistic measures, you must first know where exactly you can improve things,’ explains Mayol. In Barcelona, the improvements can be made in the residential sector. The new Energy Plan will involve more resident participation than before, for example by providing information about using natural ventilation instead of air conditioning. Barcelona is expecting to save 34,000 tonnes of CO2 every year in this sector. The municipality promoted the creation of the local energy agency Agència d’Energia, where 12 employees work full-time on implementing the actions from the Energy Plan. 134

Zo tonen overheidsgebouwen met installaties op het dak in de lobby het ‘Barcelona Canal Solar’. Bezoekers zien op een scherm precies hoeveel de zon dat gebouw oplevert en het equivalent daarvan voor huishoudens. In het opgeknapte havengebied Port Forum staat sinds 2004 een grote PV-installatie die jaarlijks elektriciteit genereert voor ongeveer 300 huishoudens. Belangrijker nog dan de opbrengst, is het feit dat de installatie als een sculptuur opgaat in de gebouwde omgeving en voorbijgangers zonnepanelen gaan zien als een alledaags element in hun stad.
NATUURLIJKE VENTILATIE Barcelona heeft te maken met een stijgende energieconsumptie, terwijl de bevolking niet toeneemt. Zonne-energie alleen kan die groei niet dekken. Bovendien bestaat de stad voor 90% uit oude gebouwen waarop vaak geen zonne-energie toegepast kan worden en er is nauwelijks ruimte voor nieuwbouwprojecten.
Solar Thermal Ordinance Sinds 2002 is het in Barcelona verplicht om thermische zonne-energiesystemen te installeren bij nieuwbouw en grootschalige renovatie met panden die voor 292 MJ per jaar warm water nodig hebben. Dit geldt voor woningbouw, industriële en commerciële bouw en uiteraard alleen wanneer er kansen zijn voor zonne-energie (bijvoorbeeld niet als een gebouw in de schaduw ligt). De stad stelde als eerste in Europa een Solar Thermal Ordinance op. Er werd een speciale werkgroep opgezet om stakeholders te betrekken bij de regelgeving, om de drempel voor toepassing van de installaties zo laag mogelijk te houden. Dankzij dit voorschrift dekt de zon in bijna 600 projecten 60% van de warmwatervoorziening in betreffend gebouw, samen goed voor een CO2-besparing van 5640 ton per jaar.
Solar Thermal Ordinance Since 2002, it has been mandatory in Barcelona to install thermo-solar energy systems in new build and large-scale renovation projects involving buildings that require 292 MJ of hot water a year. This requirement applies to residential, industrial and commercial buildings, but obviously only if there are opportunities for solar energy (not if the building is in the shade, for example). Cooling of compressed gas Natural gas arrives by ship in the port of Barcelona for use throughout Spain. This is where the compressed gas is depressurised. The energy from decompression, otherwise released into the sea, will now be captured for the heating and cooling system in a nearby district. This process feeds the cooling part of the network. The heating part of the network is achieved via an additional 15,000 tonnes of biomass from parks in the city. The project in Zona Franca is expected to save 13,400 tonnes of CO2 per year and will be producing over 120 GWh of energy per year by 2023 (heat and cold).
