PENDAHULUAN Direktur Bina Program telah mengirim Surat No: Hm.0603/Bp II/0175/2013 tertanggal 11 Maret 2013 kepada Kepala Balai Besar Pelaksanaan Jalan Nasional Wilayah II dan III, perihal Pemilihan Wakil Pengamat dari Masyarakat (WPM) Pelaksanaan Komponen Anti-Corruption Action Plan (ACAP)/ Rencana Tindak Anti Korupsi (RTAK) dalam pelaksanaan Western Indonesia National Roads Improvement Project (WINRIP) Loan IBRD No. 8043-ID. Menindak-lanjuti Surat tersebut diatas maka Kepala Balai Besar Pelaksanan Jalan Nasional III / Ketua ULP telah mengirimkan Surat Undangan Pemilihan WPM No: UM.02.06-BU/02/432 – 442, tanggal 17 Mei 2013 kepada sepuluh Pimpinan Perguruan Tinggi di kota Palembang untuk berpartisifasi sebagai WPM pada Paket Krui – Biha (Provinsi Lampung) dan Paket Ipuh – Bantal (Provinsi Bengkulu). Pemilihan WPM untuk Paket Krui – Biha (Provinsi Lampung) dan Paket Ipuh – Bantal (Provinsi Bengkulu) telah dilaksanakan di BBPJN III Palembang pada tanggal 23 Mei 2013. Terpilih sebagai WPM adalah:

Pelaksanaan Pemilihan WPM dilanjutkan dengan Training bagi WPM Terpilih Utama dan WPM Terpilih Kedua (Pengganti) pada tanggal 23 Mei 2013. Menindak-lanjuti hasil pemilihan WPM teresbut Kepala BBPJN III Palembang mengirim Surat Permohonan Persetujuan WPM kepada Direktur Bina Program Ditjen Bina Marga selaku Ketua PMU WINRIP dengan surat No. No. Hm.06.03-Bu/02/378, tanggal 29 Mei 2013 dilampiri Berita Acara Pemilihan WPM. Berdasarkan surat permohonan dari BBPJN III tersebut maka Direktur Bina Program Ditjen Bina Marga menyetujui permohon penunjukan WPM terpilih tersebut dengan Surat No. Hm.06.02/Bp11/1077/2013 tanggal 02 Juli 2013 untuk Paket Krui – Biha (Provinsi Lampung) dan Paket Ipuh – Bantal (Provinsi Bengkulu). WPM terpilih utama telah melaksanakan tugasnya pada pelaksanaan Pre-Bid Meeting dan Site Rencana Tindak Anti Korupsi / Anti-Corruption Action Plan (ACAP)

Visit (Aanwizijing) pada tanggal 10 Juni 2013. Dalam memulai tugasnya WPM masih perlu didampingi oleh Community Development Officer dari CTC WINRIP sebagai pendmpingan.

PELAKSANAAN PRE-BID MEETING UNTUK PAKET KRUI – BIHA DAN IPUH – BANTAL DI BBPJN III PALEMBANG. Pada pelaksanaan kegiatan Pre-Bid Meeting tersebut WPM terpilih utama melakukan pemgamatan berdasarkan undangan dari Pokja Pengadaan terkait yaitu untuk paket Krui – Biha (Prov. Lampung) dihadiri oleh WPM terpilih utama yaitu Ir. Lukman Muizzi dari Universitas Muhammadyah Palembang, dan untuk paket Ipuh – Bantal (Prov. Bengkulu) dihadiri oleh WPM terpilih utama yaitu Sartika Nisumanti, ST, MT dari Universitas Global Mandiri Palembang. Community Development Specialist berhalangan untuk mendampingi WPM terkait, maka pendampingan dilaksanakan oleh Highway Engineer Specialist CTC WINRIP.

PELAKSANAAN SITE VISIT KE IPUH – BANTAL DI PROVINSI BENGKULU. Pada pelaksanaan kunjungan lapangan (Site Visit) untuk kedua paket dilaksanakan pada tanggal yang sama oleh karenanya pendampingan oleh Community Development Officer harus memilih salah satu yaitu paket Ipuh – Bantal yang dianggap relatif bermasalah terutama pada pembebasan lahan (LARAP) dan DED. Kunjungan Lapangan (Site Visit) dilaksanakan pada tanggal tiga belas Juni tahun dua ribu tiga belas (13-06-2013). Sebelum pelaksanaan kunjungan lapangan diadakan penjelasan awal dari Sekretaris Pokja Pengadaan Provinsi Bengkulu (Zulkarnain, ST, M.Si) tentang rute yang akan dilalui dan lokasi paket Ipuh-Bantal tersebut serta koordinasi perjalanan. Ringkasan hasil kunjungan lapangan : Sebelum kunjungan lapangan dilakukan pertemuan di kantor Satker Pelaksanaan Jalan Nasional Wilayah I Provinsi Bengkulu, Jl. Ir. Rustandi Sugianto Km. 12 + 225 Pulau Baai – Bengkulu. Rekanan yang mengikuti penjelasan kunjungan lapangan (site visit) adalah: - PT. Adhi Karya (Persero)., Tbk - PT. Hutama Karya (Persero) – PT. Suci Karya Badinusa - Kuk Dong Engineering.Corp – PT. Nusa Konstruksi Enjiniring. Tbk, J.O - PT. Multi Structur - PT. PP (Persero), Tbk – PT. Tri Citra Perdana, JO - PT. Paket Ipuh – Bantal berawal pada KM. 167 + 339 di Desa Medan Jaya Kecamatan Ipuh dan berakhir di KM. 209 + 784 di desa Bantal, atau sepanjang 42,445 KM. Secara keseluruhan tipikal cross section existing perkerasan badan jalan 4,5 m dan perkerasanyan akan dilebarkan pada kedua sisinya (kiri dn kanan) menjadi 7 m, ditambah bahu pada masingmasing selebar 2 M, sehingga menjadi 2 M bahu + 7 M perkerasan + 2 M bahu (2 – 7 – 2). Dibeberapa lokasi lebar perkerasan bervariasi ada yang sudah 7 M atau 6 M karena sudah pernah diadakan penanganan yang dibiayai oleh APBN sebelumnya, sedangkan dalam DED nya lebar perkerasan existing secara keseluruhan aalah 4,5 M. Untuk pekerjaan pelebaran disesuaikan dengan kondisi lapangan dilihat dengan kondisi lingkungan yang ada, misalnya pada untuk titik awal (nol) dilakukan lebih banyak disebelah kiri karena disebelah kanan banyak pemukiman, sedangkan untuk di sebelah kiri relatif masih agak kosong. Sedangkan didaerah yang masing kosong dari pemukiman atau daerah hutan dan perkebunan dilakukan pelebaran di kedua sisi kiri/kanan. Kondisi topografi sebagian besar daerah dataran rendah diselingi perbukitan rendah, sedangkan kondisi lingkungan sebagian besar perkebunan sawit dan hutan sekunder diselingi permukiman penduduk. Struktur konstruksi untuk pelebaran untuk daerah datar Aggregat klas A dengan tebal 15 cm, Aggregat B 20 cm, sedangkan bahu jalan lebar 2 m tebal 15 cm. - Untuk saluran ada beberapa tipikal yaitu ada yang menggunakan saluran drainase dengan pasangan batu, beton kaku, pasangan mortar biasa dan ada yang beton pracetak. Catatan Khusus/Tambahan selama aanwizjing lapangan : Setelah menentukan titik awal rekanan diminta untuk survey lebih dulu supaya bisa lebih leluasa memperhatikan kondisi lapangan, dimana mereka memerlukan penjelasan dianjurkan mereka berhenti dan meminta penjelasan dari Pokja dan Satker/PPK Pelaksanaan Jalan Nasional. Dengan demikian diharapkan para rekanan mendapatkan informasi yang cukup. Masalah pembebasan lahan masih menjadi kendala karena survey LARAP terdahulu tidak lengkap, pada lokasi perkebunan dan tanah kosong belum didata sehingga belum dapat dibebaskan, belum lagi sumber pembiayaan untuk pembebasannya belum tersedia. Bahkan ada wacana Satker Pelaksanaan Jalan Nasional Wilayah I Provinsi Bengkulu mengusulkan untuk memindahkan lokasi tertentu karena terhambat masalah pembebasan lahan.
4.
KESIMPULAN DAN SARAN Dari hasil kunjungan lapangan tersebut dapat dilaporkan beberapa hal: - Pelaksanaan LARAP terdahulu tidak memadai karena tidak mencakup survey pada lokasi lahan kosong ataupun perkebunan yang tidak ada bangunan, yang mana lahan tersebut juga ada pemiliknya dan ada cocok tanam yang perlu dibebaskan. - Dengan kondisi demikian maka perlu diadakan survey ulang LARAP, dimana pembiayaan untuk pembebasan lahan tersebut belum tersedia. Tetapi surat persetujuan dari Gubernur telah

keluar, hanya saja prosesnya masih memerlukan waktu. - Dibeberapa lokasi DED nya belum sesuai dengan kondisi exsisting, yaitu pada DED lebar perkerasannya 4,5 M untuk seluruh ruas, kenyataannya kondisi exsisting ada yang 7 atau 6 M dikarenakan sudah pernah ditangani oleh proyek APBN. - Disarankan perubah desain setelah proses tender melalui addendum atau change order. - Perlu diperhatikan saluran drainase jalan dan gorong-gorong serta saluran pembuangan kearea diluar milik jalan.
