A year never to be forgotten This annual report gives a summary of what we at bon particularly remember from 2010. I myself remember that we had to substantially revise our budget, meaning that everyone had to make do with less. I also remember that despite everything the bon team continued to believe in it all and went for it. All the best, bonners!
about bon Integration Reception Agency
Four pillars
bon is the Brussels Integration Reception Agency. bon's target group consists of people from outside Belgium who are authorised to stay in Belgium in the longer term, and Belgians born abroad who have at least one parent born abroad.
The integration programme is based on four pillars: ¬ The social orientation course in French, English, Arabic, Russian, Farsi, Spanish, Turkish, Tibetan and Polish; ¬ The intensive basic Dutch course (for which bon refers to adult education); ¬ Support in seeking work, vocational training, studies or social activities; ¬ Individual guidance throughout the entire process.
Integration programme bon offers an integration programme for people of a foreign origin. bon provides clear and accurate information on life, work and living in Belgium and Brussels, and what is legally allowed and required. Moreover, bon offers immigrants the opportunity to learn Dutch in an enjoyable way. bon provides specific guidance for minors.
The opening of our new head office drew a lot of attention.
Masir Avenir injected fresh energy into the entire organisation.
Unfortunately, we also had to close our establishment in Koekelberg. But we could count on a lot of interest in the opening of our new head office in the heart of Sint-Jans-Molenbeek. The good cooperation of the local council certainly played a part in our choice of this location.
I also recall our first major project of last summer: the young adults project, Masir Avenir, which you can read more about on page 24. This project injected fresh energy into the entire organisation. As a spin-off from this project, participants and staff ran in the Brussels half marathon in 2010.
Extra resources for intake
Asylum dossier
In the second half of the year we were awarded extra resources that we are deploying to maximise our intake. Even more intensive cooperation with the Huis van het Nederlands, more market campaigns with our beloved and much-admired caravan (see page 15), a mailing to our old students to refer potential customers. Result: 2096 contracts, or an increase of 30%.
On the one hand, 2010 saw a very difficult government formation, which impacted on the position of asylum seekers. The bon staff regularly received requests from asylum seekers in hotels, whom we could not register because hotels are not a ‘fixed abode’. Also, for children of school age in a hotel, nothing was provided to meet transport costs or other support. We are very unhappy about this less than perfect service, but are powerless to do anything about it. Not only bon as an organisation, but the whole of society has every interest in the policy in this matter providing clarity as quickly as possible. More opportunities in Belgium The reception programme increases the opportunities for participants to find their way in Belgian society. We run the programme a number of times per year. Each participant is assigned an individual counsellor who helps him through the entire process. The programme is free and participants are rewarded for their efforts with an integration certificate.

Mission and vision
bon strives to serve its participants as well as possible by adopting a tailor-made, accessible approach.

Towards fully-fledged citizenship bon guides people of a foreign origin on their way towards fullyfledged citizenship in the Brussels Capital Region.
Everyone who is entitled to integration can approach bon: the skilled and unskilled, illiterates, men and women, young and old, active or otherwise on the labour market. In order to keep costs as low as possible for everybody, bon pays for a part of the childcare and transport costs, for example.
Interactive process

bon sees integration as an interactive process. bon offers a specific programme to people of a foreign origin to increase their independence. The aim of the integration process is fully fledged, active participation in society that contributes to greater social cohesion.
The vision of bon is based on the definition of integration in the integration decree. Integration is an interactive process and bon’s mission is to improve the interaction between our participants and society. bon offers this programme in various languages: a social orientation course with an explanation of life in Belgium and Brussels, a basic Dutch course, career orientation, individual guidance and social participation. Finally, the goal is for participants to be able to function more independently in society.

The integrated service offered by bon enables the participants themselves to make full use of their skills.
bon provides an integrated service: the programme components (social orientation, Dutch as a second language, career orientation, guidance and social participation) are not separate from one another, but form a comprehensive programme that is directed by the programme counsellor.

Nobody is a blank sheet of paper, including immigrants. All start with skills that we take into account as much as possible when creating an integration programme. Customisation is very important. We always tailor an individual programme, in consultation with the immigrant.
bon aims for a service that is demonstrably sustainable and of a high quality.

In the opinion of bon, integration only makes sense if the results are lasting. Thanks to the integration programme, participants should permanently and demonstrably function better in society.
bon is a Brussels, pluralistic organisation that operates in accordance with the bilingual status and multilingualism of the Brussels Capital Region.
bon positions itself as a Brussels organisation. The metropolitan and multilingual context of the Brussels Capital Region requires a unique approach, in which cooperation with the Dutch-speaking and French-speaking communities is key. bon is a pluralistic organisation in which people are welcome irrespective of their religious beliefs and philosophy of life and are respected for their individuality.

This chapter contains a number of diagrams of our participants based on the total number of adult intakes (2260).
bon had 2260 intakes in 2010. In addition we also had an intake interview with the 28 minor newcomers who participated in the ‘Masir Avenir’ project1. The total number of intake interviews was thus 2288. By way of comparison, there were 1815 intakes in 2009. This represents an increase of 24% for 2010.
A final comparison: 1292 people regularly attended the social orientation course in 2009.
2096 people signed an integration contract with bon, i.e. 93% of those who had an intake interview. The remaining 7% did not turn up for the cognitive skills test or were ultimately not interested in the programme.
Based on the figures in the diagrams we can see that the course participants are predominantly young: 62% aged under 36. The bon target group was predominantly male in 2010: 57% of course participants were male.
For comparison: 1612 contracts were signed in 2009. In 2010 we thus recorded an increase of 30% with respect to the previous year.
The bon course participants speak many languages. We counted as many as 81 different mother tongues in 2010. Arabic is well at the top of the top 10. This trend also extends into the top 10 of countries of birth and nationalities. We registered 109 different countries of birth, but 28% of the bon course participants were born in Morocco. People from 117 different nationalities came in to visit. 20% of course participants are of Moroccan nationality.
Who started a social orientation course? 1550 people embarked on a social orientation course. In addition 28 young people participated in the ‘Masir Avenir’ project. Of the 546 people who signed a contract but who did not start, many will take a social orientation course in 2011. This was because the 2010 courses were full or because they could not find a place in a crèche for their child. The number of crèche places is very limited, meaning that people often have to wait a long time before they secure a place and can thus commence the bon programme. Some were no longer interested in the offering or found work and therefore did not start the course. In 2009 we had 1438 starters. This too was an increase of 7% in 2010 with respect to a year earlier.
Who are the bon participants?
With the residency status, the family reunifications (34%) and asylum seekers undergoing an application process of longer than 4 months (21%) make up the majority. More than half of the bon course participants are married (52%). The unmarried take second place with 38%. The course participants are spread across the Brussels-Capital Region, but the majority are situated in Brussels (22%), Sint-JansMolenbeek (18%) and Schaarbeek (15%).
Who participated regularly?
The (ex-)course participants, just as in previous years, are the best ambassadors for our programme. 26% of new course participants were referred by an (ex-)participant. 21% of these came to bon as a result of bon’s daily recruitment drive. In the third place were the referrals from the Huis van het Nederlands (18%).
1377 people regularly (more than 80% of the course) participated in the social orientation course. The project participants are not included in that figure. On average 92% of starters regularly attended. The 8% who dropped out or did not attend regularly
For bon, the impressive results of the referrals by (ex-)participants are proof of the quality of its services year after year. In 2011, too, bon will endeavour to keep these referrals and its own recruitment up to scratch and indeed strengthen them where possible.

Guidance is aiming for a stronger relationship between social orientation and guidance. There are two collective workshops: one on educational programmes and one on circumcision of women. The programme counsellors attend crucial teaching occasions, and the social orientation teachers involve the programme counsellors in the substance of their lessons. One programme counsellor gives lessons on active citizenship.

Just as in the social orientation classes, the participants are supervised individually in their basic Dutch course by their programme counsellors. The methodology of the social orientation classes is linked to guidance and NT2. is the very first integration course for minors In the summer of 2010 bon organised the very first integration course for minors. For two months in July and August, bon teachers and programme counsellors set about working with two language groups of young people aged between 16 and 18. The young people who participate in the project, just like adult newcomers who enrol on an integration programme, are given social orientation courses and Dutch and French language courses. And there is more: various sociocultural activities are organised and camps and weekends are planned. For example, a weekend by the coast is on the agenda. Many sociocultural activities are organised together with vzw JES (Jeugd en Stad), which is responsible for activities that stimulate the group dynamics, and for enriching multimedia activities.
Real need for this project Young people who are 16 or 17 years old when they arrive in Belgium have particularly little time to develop and successfully complete a school career. When they arrive here, they are enrolled in reception classes where the emphasis is on acquiring the language, so as to then progress in the direction that is most suitable for the young person concerned. Young people of 16 or 17 years have very little time for substantial lessons on Belgian society. As a result, many of these young people are not sufficiently motivated to continue studying after they reach 18, meaning that they are then inadequately equipped to enter the labour market. For these young people, no integration programme is available until they reach 18. Nevertheless, we regularly find that these young adults ask to enrol on an integration programme. This programme consists of a package of social orientation classes in a contact language. The lessons are given in the classroom and there is also active exploration on the ground. Subjects such as values and standards, employment, educational opportunities and the health system are dealt with extensively. In addition there is guidance. This is individual guidance helping the young person to explore the best route to achieve his objectives: Further studies? Vocational training? VDAB route? Improve NT2 (Dutch as a second language) or FLE (French as a second language)? Combination of study and work? Sociocultural activities? Voluntary work? Also the teachers of the reception classes indicated that a summer school for adolescents would be good to freshen up the language knowledge already acquired. We run this project in the summer, a period when other young people are on holiday. That is why we also provide leisure activities and trips. When staying on location, we work on the group dynamics and the well-being of the young people. At these times programme counsellors and young people consider their own future goals.
Project with funds from the European Refugee Fund The bon project was also financed by the European Refugee Fund. This is a European subsidy that the member states themselves can award to organisations working for refugees. The subsidy enables organisations to try out new things in their operation, structures or target groups. This project is also a unique opportunity for bon to take up a new challenge. In order to bring the very first integration course for young people to a successful conclusion, a teacher and three programme counsellors were temporarily given new responsibilities. Together with the project manager and three temporary teachers, they guided the young people through the programme over these two months.

Thousands of people come to bon to take social orientation and Dutch courses and to be guided individually by programme counsellors and career orientation consultants. bon also has two enthusiastic social participation consultants who encourage participants to actively participate in Brussels social life through voluntary work, sports and culture, or by initiatives in selfhelp organisations, neighbourhood participation or parental participation in their children’s school. I spoke to Yassine Chaib, one of the four bon ambassadors: volunteers that bon uses to make its programme better known in Brussels. By Awet Desta Aregawi, programme counsellor at bon

bon uses ‘ambassadors’ to publicise its work Where do you come from, Yassine? “I come from Morocco. I have lived in Belgium since 2008. In my country I studied law and took an IT course. In May 2009 I came to bon Schaarbeek. I registered for the social orientation course. You registered me yourself, don’t you remember?” (laughs)
Why bon? “I had friends who had taken the programme. They were satisfied with it and grateful. As a newcomer I also wanted to know my rights and obligations. I have learned a lot. The bon programme opened my eyes. The class was taught in my own language, in Arabic, so it was very clear. The teacher ensured that the class was as interactive as possible. We went on trips where we were introduced to many important organisations, such as the health service, ACTIRIS and VDAB, the parliament, a city in Belgium and much more.”

Why do you do voluntary work? "I like to spend my time usefully. Moreover I meet many interesting people when I do voluntary work. It is also good for my CV. When I am looking for a job most employers ask whether I have experience in Belgium. With my experience as a volunteer I can demonstrate that I have worked in Belgium. And voluntary work helps me to improve my Dutch. I have taken Dutch lessons since September 2010 at level 2.1. The lessons are essential, but practising it in the real world supplements it perfectly.”
Can you give a couple of examples of your voluntary work in Belgium? “I worked on a project with bon and the Pianofabriek. The volunteers were newcomers from different countries: Brazil, Belarus, Ivory Coast, Algeria and Morocco. The aim was to make short videos of around one minute with sound, but wit-
hout musical instruments or words. You can watch the film on YouTube. (“Poëzie van geluid" – www.aifoon.org) I also help with recruitment campaigns. I worked on the market campaigns of 2009 and 2010. bon takes its caravan to the markets to make its programme known to people of a foreign origin. At these markets, together with the bon staff, I give information on bon and what I have learned there.” Yassine is doing his best to be bilingual as quickly as possible. He already speaks decent French and Dutch. I hope that the voluntary work that he does at bon and other organisations will help him find a permanent job.

Life career orientation in 2010 Professional career orientation
Everybody has – greater or lesser – prospects. Life career orientation looks for ways of combining these different prospects. Participants want to complete or embark on their school career, and often combine it with a job. Others learn the tricks of the trade through voluntary work. Participants often deliberately choose to follow different programmes at the same time. With life career orientation, bon gives the participants some winning cards. All relevant aspects of a person’s life are examined, depending on the proposed career. bon builds up strong internal and external partnerships. Internally there are two social participation employees who are available and provide informative classes. In order to bring the participants even closer to Brussels society, they bring in volunteers who join the discussion with the course participants in the social orientation classes. Externally we work closely with partners who are responsible for the secondary programme, such as the employment partners ACTIRIS, VDAB and Tracé. Or partners who help guide people into higher education such as SIEP and the intermediary body for educational integration programmes. Life career orientation is the leitmotiv in the entire programme of the participant. From the intaker, to the social orientation teacher, to the programme counsellor: they all pay continual attention to this aspect. They all involve the internal and external partners in the discussions.
The partnership with the career orientation partners, ACTIRIS, VDAB and Tracé Brussel, has been evaluated as positive and extended for three years.

Social career orientation The decentralised approach is strengthened. Every establishment organises duty staff for professional career orientation, together with ACTIRIS and VDAB. In order to ensure continuity and smooth teamwork, permanent consultants are employed in the different establishments. Tailor-made work was an action point in 2010. Course participants who opt for a Dutch-speaking programme are referred directly to a VDAB consultant for a closing meeting. Those who choose a French-speaking programme are given a closing meeting with ACTIRIS.
In 2010 there were two social participation consultants. In classes, activities and individual meetings, they created the opportunity to discuss: ¬ Social activities through voluntary work; ¬ Neighbourhood or parental participation; ¬ Participation in cultural activities or sports. With the integrated objectives framework in mind, they strengthen the link between social participation and the other teams. The consultants are attached to the different establishments. They take care of availability, the classes and activities.
Educational career orientation A great deal of work is now being done on a methodology that the participant can use in his programme, but also in NT2 and subsequently, in order to give him a firm base to help him achieve his objectives.
Immigrants who would like to study further have to contend with a lot of barriers. Can the equivalence of a diploma from any studies in their country of origin also be taken into account? Are these studies in the country of origin also the right choice of study in Belgium? Do these studies meet social needs, or do the individual’s interests lie elsewhere? Are there financial hurdles to overcome? And language is also an important challenge when it comes to embarking on these fully-fledged studies. Those who are interested in starting or continuing studies are given information on this in the social orientation classes. For individual and more detailed questions, the course participant can contact his programme counsellor. It is not easy for the programme counsellor either. Every programme counsellor is naturally familiar with education and the various opportunities. He can draw up a diploma equivalence file for the course participant, but as soon as the questions become more specific, the programme counsellor quickly becomes short of time. That is why bon also fully participates in the Consortium L4 project to build up an intermediary body for educational integration programmes in Flemish-Brabant and Brussels. A project assistant regularly works together with the programme counsellors. They answer the questions of the course participants and those that were too specialised for the programme counsellors. They also drew up a plan for possible cooperation between a reception

In order to consolidate the network, the consultants represent bon in different organisations. The closer cooperation with different organisation ensures better services. A few examples of these organisations: GC De Pianofabriek, GC De Rinck, vzw Foyer, A place to live, Soep- en Infopunt (Vluchtelingenwerk Vlaanderen), Vakantieparticipatie, Harmonie social services centre, Kind en Preventie consultatiebureaus, Zita inloopteam, Espace Magh, Getbasic vzw, Verzorgingscentrum Pacheco, Huis der Gezinnen and various neighbourhood initiatives. Activities such as ‘Belgian in the Classroom’ ensure exchanges between the immigrant and Belgian society.
Voluntary work Increasing numbers of immigrants are using the consultants in their search for voluntary work. Many consider voluntary work as a step towards a job. It enables them to map out their skills and to enhance them, and to learn the language and other skills. The link with professional career orientation is thus never far away. Voluntary work enables the immigrant to build up a network. He gets to know people and gains a clearer understanding of his new environment. Curious about our volunteers? Cultural activities Through the various social participation scenarios in the social orientation classes, the immigrants come into contact with a wide range of cultural activities and organisations. The scenarios are carefully devised by the consultants. The immigrants select a particular scenario in the social orientation course. In 2010 this introductory activity primarily consisted of a combination of class time and a guided city walk, a visit or an opportunity for interaction. In 2010 bon and the libraries exchanged information on the membership of immigrants. These scenarios enable bon to encourage its participants to actively participate in sociocultural activities, even after the completion of the course, and to request culture vouchers for them. For some participants the sociocultural sector offers opportunities for voluntary work. Participants with artistic talents are encouraged to use them. The consultants inform them of the status of artists and encourage them to expand their network. Work with minors bon guides minor non-native speaking newcomers into reception education, health and welfare institutions, and sociocultural activities. When families arrive in Belgium one of their first concerns is for their children to go to school. Certainly in Brussels it is difficult to make sense of the jungle of opportunities and barriers. That is why the programme counsellor supports the selection process. bon also produces a brochure for parents in nine different languages. This brochure is also available on the bon website.
Work with minors in 2010 Guidance for all minors The integration decree uses the education regulation to define non-native speaking newcomers. This presents two problems: ¬ A person can only be a ‘non-native speaking newcomer’ as of five years old: thus the youngest infants fall by the wayside.
Sports activities Many immigrants show an interest in sports. Together with vzw Foyer, various initiatives are organised that give them the opportunity to get acquainted with different sports. To this end we work together with vzw Buurtsport and a range of sports clubs in Brussels.
¬ Sometimes the ‘oldcomers’ at bon need new guidance to get their children into a school. In his policy brief, Minister Bourgeois announced that in 2011 children aged between 2.5 and 5 years would also belong to the integration target group. We are delighted with this.
The sports directory is available for people looking for a sports club.
Guidance of parents of minors Sometimes the professional aspects of sports can also come to the fore. Immigrants who want to be involved in sport professionally are guided to various initiatives by the consultant. The participants also take the initiative themselves. In 2010 they formed their own running club. In 2011 a football club is in the pipeline. The two initiatives strengthen the skills of the participants and broaden their individual networks.

Parents have many questions about their children. How do they combine a social orientation course with looking after children in the school holidays? What form of childcare is most suitable and where can they go to get it? Where can they find good homework supervision for their children?

Guidance to education bon monitors children who have found their way to the reception agency alone or with their parents. Pupils who need guidance into secondary reception education are given access to one of the reception schools without problem. Enrolling children in a primary school is a different story. In Brussels there is a serious capacity problem. In order to tackle the waiting lists for schools, in 2010 schools used a central electronic enrolment system for the first time. Despite the many technical working groups and tests, the software company responsible cannot prevent serious problems arising in January with regard to correctly enrolling a child. Moreover in the reception agency we regularly have to deal with the misconceptions of schools. Non-native speaking newcomers who come to the programme counsellor in order to find a school, hear from the schools that there is an enrolment process. Difficult if you have only just arrived in Belgium, presuming that you can enrol your children in a school directly. Are they supposed to rest on their laurels for a whole school year?
EXTERNAL COMMUNICATIONS: Who, what, where, when? External communications in 2010 Teamwork between the external communications manager and the intake and recruitment team was a real success in 2010. Work was done on a recruitment plan for 2010, with clear feasible and measurable objectives. The teamwork has continued since then. External communications supports and works together with the team to develop a wealth of material. Banners, appropriate brochures and referral cards are but a few examples. The market campaign set up in 2009 was continued in 2010. The external communications manager also provides support with regard to content and practical matters here.
Local Consultation Platform (LOP) In addition to the guidance project, bon is also active in the Local Consultation Platform (LOP) of Brussels, which ensures equal education opportunities for all pupils. The LOP is a broad platform incorporating all organising authorities and directorates of Brussels Dutch-speaking schools plus partners from outside education. There is a LOP for primary education and one for secondary education with working groups on aspects such as non-native speaking newcomers.

Nevertheless in the other areas of bon’s external communications, time has not stood still. The website, the digital newsletter ‘bonews’ and the LCD screens in the Huis van het Nederlands are permanent features. The internal and external communications are better attuned to one another. bon also participates in events: Festival Kanal, Dag van de Dialoog and Broodje Brussel.
In June the new head office in Sint-Jans-Molenbeek officially opened. Many visitors went on a guided tour, were given a snack and drink, and were impressed by it. A short time later the Masir Avenir summer project started. Read more about this project on page 24. The communications manager supports the project with press releases and a blog: masiravenir.wordpress.com. The press releases on the summer project attracted a lot of media attention, both local and national. De Standaard, Le Soir, La Libre Belgique, Metro, Brussel Deze Week, TV Brussel and FM Brussel reported on the project. A team from VRT news attended the preview of a short exhibition in the Kruispuntgalerij at the end of August. The item about our young people hit the news on Sunday 22 August. On Sunday 10 October a small group of young people crossed the finish line of the half marathon. The day after, their performance was covered in De Standaard.

At other points in 2010 there was also attention from the press. Articles and contributions appeared in De Standaard, Het Nieuwsblad, De Morgen, Het Laatste Nieuws, Alter Echos, Metro, Kerk & Leven, Brussel Deze Week and Le Ligueur. The attention crossed the national borders: bon received journalists from News Agency Baghdad and Radio Canada. Integration is a subject that fascinates many people: students from Hogeschool-Universiteit Brussel, Vrije Universiteit Brussel and the K.U.Leuven came to visit. We gave guided tours and presentations to pupils of the Sint-Guido Instituut (Anderlecht), students of Hogeschool West-Vlaanderen (Bruges), the Arteveldehogeschool (Ghent), politicians from the Flemish Parliament (Commission for Brussels and the Flemish Board), staff of Komvux, a school for adult education (Kalix, Sweden) and staff from the Verso Partnership Project (Rovaniemi, Finland).

The existing promotional material is being examined critically and reworked. The strategies and campaigns from 2010 are being evaluated and adjusted. And together with the other reception agencies, bon is working on more recognition and awareness of integration..
The basis of the bon organigram are the three frontline teams that embody the operation of the organisation: the intake and recruitment team, the guidance team and the social orientation team. On the second line, the executive committee is responsible for the day-to-day management of the organisation and a support team supports the executive committee and the frontline teams. It includes the executive secretariat, finance, HRM and the logistics team. Furthermore, the entire organisation is supported with regard to knowledge and expertise by a planning and analysis manager and a staff officer.
Executive committee The executive committee comprises the general director, the finance-business manager and the HRM manager. They are responsible for the day-to-day management of the organisation. The general director heads the day-to-day management. He represents the organisation to the outside world and conducts negotiations with the authorities and external partners. He has the final responsibility for the operation of the organisation. To this end he reports to the board of directors in which he sits in an advisory capacity. He ensures that the organisation actions the decisions made by the board of directors. The HRM manager is responsible for the personnel policy. The finance-business manager conducts the financial policy of the organisation.
Support The executive secretariat performs the administrative work of the executive committee and is responsible for the internal communications of bon (intranet, internal newsflash and the consultative organigram). HRM is responsible for the personnel policy: recruitment and selection, personnel planning, training and personnel administration. The logistics department is responsible for the logistical support of the organisation, stock management, IT and classroom management, and for minor maintenance works in the existing establishments. The finance team is responsible for the financial management. The team consists of two employees, a finance and business manager and a financial assistant. The manager works on fundraising, manages the accounts and draws up the annual financial report and the annual budget, among other things. The financial assistant prepares the accounting documents and payments, and manages the cash.
Knowledge and projects The staff officer works on important cases regarding minors and education. She is not strictly tied to these two subjects. She also monitors, for example, cases on European integration policy, calls for projects, or new cases that arise. The planning and analysis manager manages the M@trix database and analyses the participant data in order to draw up an efficient schedule for the different language groups.

Guidance team The programme counsellors and social participation coordinator harmonises the guidance in the different establishments. She regularly consults with the establishment managers. She is the direct manager of the programme counsellors and is responsible for coaching them. The reception and programme counsellors coordinator coordinates the reception staff of the different establishments and assists in the coordination and coaching of the programme counsellors. He is also the point of contact for everything relating to NT2. The programme counsellors are responsible for the individual guidance of our customers. The two social participation employees advise on sociocultural activities. More specifically, they target voluntary work within and outside the organisation and encourage immigrants to participate in the social life of Brussels. Together with a receptionist from the Huis van het Nederlands, the central receptionist receives visitors to the joint reception of bon and the Huis van het Nederlands. The other reception staff receive visitors and man the phones. They also participate in the local consultations with the programme counsellors of the establishment itself.

Employees Compared to the previous year the number of employees remained stable. At the end of 2010 there were 78 employees, who together represented 72 full-time equivalents. For 2011 we will endeavour to maintain the permanent workforce, which means that some temporary contracts will not be renewed. If we analyse the workforce, we can see that the organisation itself reflects the diversity of its target group very well. People work for bon from 12 different nationalities, and if we include the staff of Belgian nationality who were born elsewhere, we come to 22 different countries of origin. The bon staff tend to be young and primarily female: almost half are under 35 and three-quarters of the staff are female.

Malek Besrour (32 years, Tunisian) has an accountancy degree and a master’s in tax law. He has lived in Belgium since August 2007 and in November of that year he approached bon. Today Malek works as a financial accountant at Mayerline nv. We look back on his experience as a newcomer.
Afterwards you started Dutch? “Yes. After my level 2.1 I took the VDAB administrative Dutch course during the day. And I also did intensive Dutch five times per week at Lethas, until I reached level 2.4.”
So a complete language immersion? Hi Malek, shall we do the interview entirely in Dutch? “Yes, of course.”
You arrived in Belgium in August 2007. How did you find out about bon? “My wife referred me to bon. A girlfriend of hers had done the programme. I started at the end of 2007 with social orientation in French.”
“Yes, it was very intensive, but I had a clear goal in front of me. I devoted my entire time in 2008 to courses. After my VDAB course I took a Dutch-speaking accountancy course. Not for the accountancy subject matter itself, but to gain a better command of the Dutch technical jargon.”
You obtained an accountancy degree in Tunisia. Is your qualification recognised here? “Yes, and it went very smoothly. I requested my approval from the Flemish

You also did voluntary work for a while? “Yes. At the suggestion of my social participation consultant at bon, in 2008 once per week for three months I helped out at Oxfam with the administration and billing. An ideal way to convert my Dutch knowledge into practice.”

“Certainly. With the help of bon I saved a lot of time. When I arrived in Belgium I did not know how to find the right organisations. The Flemish house where non-native speakers can obtain information on the available courses for Dutch as a second language. The Huis van het Nederlands works together with the reception agency to find a suitable language offering for the integration programmes.
The part of the integration programme in which, in consultation with the immigrant, his choices are explored and advice is given on what steps he can take to develop a professional career (professional career orientation), to study (educational prospects) or to enter into sociocultural activities (social participation).

Increasing numbers of immigrants are using the bon social participation consultants in their search for voluntary work. Many consider it as a step towards a job. But there is more: social contacts, helping people, practising languages, strengthening skills, keeping busy. All arguments for our committed participants to devote themselves day after day.
What does he do? In the summer of 2010 Boubacar refurbished the kiosk in one of the enclosed gardens of the Pacheco Instituut. Since October he has helped out three times per week and at breakfast and he accompanies elderly people to social activities or to the supermarket.

Why? “I first heard about voluntary work in the social orientation class in the social participation theme. I was already very active in Bulgaria. I therefore wanted to keep busy here too. And
voluntary work is an ideal way to maintain my professional skills. I speak Dutch, but also Bulgarian, Turkish, English and French. In addition I have a nursing diploma and a scientific engineering diploma, but they are not recognised here in Belgium. For me the work that I do is ideal for integrating rapidly. I want to live in Brussels and get to know other cultures and people.” Nurtyan has since stopped her voluntary work due to lack of time. “bon helped me to make choices and to make great progress in the short term,” she says. “It was a real challenge.”
