ALGEMEEN
1.1

Verzoek
Deze notitie bevat het verzoek om vergunning ingevolge de Wet milieubeheer als bedoeld in artikel 8.1 onder b Wet milieubeheer: een vergunning voor het veranderen van de inrichting of de werking van de inrichting.
1.4
Beschrijving inrichting
De vergunde maar nog niet opgerichte inrichting (zie paragraaf 1.5) bestaat uit drie lijnopstellingen met elk 12 windturbines met bijbehorende elektrische en civiele werken, waaronder ook een onderstation en de aansluiting op het elektriciteitsnet wordt begrepen. De 36 identieke windturbines hebben elk een vermogen van circa 3 MW.

Eerder verleende vergunning Wet milieubeheer
Op 1 april 2010 is door Burgemeester en Wethouder van Zeewolde vergunning ingevolge de Wet milieubeheer verleend voor het oprichten en in werking hebben van de inrichting. De vergunning is binnen de Rijkscoördinatieregeling bekendgemaakt en ligt sinds 23 april 2010 ter inzage.

Voor het oprichten van de inrichting is onder meer een bouwvergunning noodzakelijk. De bouwvergunning kan pas worden verleend nadat de planologische basis daarvoor is geregeld middels een Rijksprojectbesluit of Rijksinpassingsplan. Het Rijksinpassingsplan dat voorziet in

de bouwen het gebruik van de inrichting is vastgesteld op 25 maart 2010 en ligt sinds 23 april 2010 ter inzage. Voor de verandering van de inrichting zoals die in deze aanvraag is opgenomen is bouwvergunning vereist voor zover dat de bouw van windturbines betreft. Voor de overige veranderingen is geen bouwvergunning benodigd. De benodigde bouwvergunningen worden binnen de Rijkscoördinatieregeling gelijktijdig aangevraagd. Voor de verandering van de inrichting is een watervergunning benodigd, voor zover de verandering berekking heeft op de lozing van hemelwater vanuit het onderstation dat onderdeel is van de inrichting op oppervlaktewater. De benodigde watervergunningwordt binnen de Rijkscoördinatieregeling gelijktijdig aangevraagd. Op de procedures voor de uitvoeringsbesluiten ten behoeve van onderhavige inrichting is de Rijkscoördinatieregeling uit de Wet op de ruimtelijke ordening van toepassing.

NADERE OMSCHRIJVING VAN DE VERANDERINGEN
2.1
Uitbreiding mogelijk toe te passen windturbines
De oprichtingsvergunning voorziet in het oprichten en in werking hebben van 36 identieke windturbines. Er is nog niet definitief gekozen voor een specifieke windturbine waardoor meerdere mogelijk toe te passen windturbinetypes in de oprichtingsvergunning zijn opgenomen. Verzocht wordt om nog 2 andere windturbinetypes toe kunnen te passen. De inrichting zal, ook na de verandering, blijven bestaan uit 36 identieke windturbines (dus van één type). Deze windturbines zijn net nieuw op de markt en daarmee state-of-the-art. Bovendien zijn deze windturbines naar verwachting uitermate geschikt om in onderhavige inrichting toe te passen gelet op de opstellingsvorm, tussenafstand en gemiddelde windsnelheid op ashoogte. In tabel 1 staan de karakteristieken van de 2 mogelijk toe te passen windturbines omschreven. In bijlage B zijn de tekeningen en technische beschrijvingen van deze windturbines opgenomen. Merk

hoger liggen dan het omliggende maaiveld. Alle fundaties hebben wel dezelfde aanleghoogte t.o.v. NAP.
Voor wat betreft eventuele milieueffecten zal deze aanvraag daar waar nodig de effecten per (categorie van) windturbinetype beschrijven.
2.2
Onderlinge afstand windturbines; correctie positie 2 windturbines
De windturbines worden in de lijnopstellingen met een onderlinge afstand van ca. 405 meter geplaatst. De total~lengte van elke lijnopstelling bedraagt ca. 4,5 km. Bij het nameten va~' de onderlinge afstand van de windturbines in de 3 lijnopstellingen zoals vergund bleek dat één windturbine in de lijnopstelling aan het Nijkerkerpad zonder reden afwijkt van de regelmatige lijnstructuur waardoor de afstand tot de naastgelegen windturbines 368 en 352 meter bedraagt in plaats van 410 meter in de rest van de opstelling. Uit landschappelijk oogpunt is het gewenst lijnopstellingen met (nagenoeg) regelmatige tussenafstanden op te richten. De exacte locatie van windturbine N-08 in de lijnopstelling

Nijkerkerpad is daarom ten opzichte van de vergunde situatie met circa 42 meter opgeschoven binnen de lijnopstelling. De meest westelijk gelegen windturbine in de lijnopstelling aan de Rassenbeektocht CR-Ol) staat in de vergunde situatie op een afstand van ca. 415 van de naastgelegen windturbine terwijl de gemiddelde tussenafstand in deze lijnopstelling 398 meter bedraagt. Daarom is ten opzichte van de vergunde situatie windturbine R-Ol met circa 17 meter in de richting van windturbine R-02 verschoven. De nieuwe situatietekening is opgenomen in bijlage A.
2.3
Spanningsniveau onderstation
Het onderstation zal bestaan uit een open schakeltuin, installatiegebouw en transformator. In de oprichtingsvergunning zijn de technische details van het onderstation gegeven. Daarbij is uitgegaan van transformatoren voor de omzetting van het spanningsniveau van 20 kV naar 150 kV. De interne parkbekabeling zal echter op een spanningsniveau van 33 kV functioneren. De transformatoren zullen daarom het spanningsniveau omzetten van 33 kV naar 150 kV. In bijlage C is een deskundigenverklaring opgenomen dat de oorspronkelijke technische gegevens en uitvoering van het onderstation daardoor niet wijzigen.
2.4
Lozing van hemelwater
Het onderstation bevat transformatoren in de buitenlucht. In paragraaf 9.2 van de technische specificatie die in de aanvraag voor de oprichtingsvergunning is opgenomen is het volgende vermeld: De te plaatsen 150 kV /20 kV transformatoren worden in de buitenlucht opgesteld. Naar aanleiding hiervan is een NRB toets uitgevoerd. Volgens de NRB toets moet onder de transformatoren een vloeistofdichte opvangvoorziening (conform CURlPBV 44) worden aangebracht. Vloeistofdichte opvangvoorziening zal worden gebaseerd op de olie inhoud van de transformatoren, met een extra opvang van 10% (totaalopvangvoorziening 110%). In de vloeistofdichte opvangvoorziening zal een detectiesysteem worden aangebracht welke olie en water detecteert. Omdat in de weide omgeving geen riolering aanwezig is is voor dit systeem gekozen. Detectiemeldingen worden doorgemeld naar het bedrijfsvoeringcentrum waar contact wordt gezocht met een gecertificeerd bedrijf voor het leegzuigen en afvoeren van de inhoud opvangvoorziening. Verzocht wordt om het hemelwater dat in de bodembeschermende opvangvoorziening terechtkomt te lozen op oppervlaktewater met toepassing van een olieafscheider. In bijlage D is een notitie opgenomen met de situatietekening van de lozing en beschrijving van het toe te passen zuiveringstechnische werk. Het betreft een voorbeeldtekening, er is nog niet gekozen welke capaciteit zal moeten worden toegepast. Dat zal in overleg met de waterbeheerder plaatsvinden en als zodanig worden opgenomen in de watervergunning. MILIEUEFFECTEN VERANDERINGEN
3.1
Uitbreiding toe te passen windturbines
Geluid In overeenstemming met de systematiek zoals die in de aanvraag om oprichtingsvergunning is toegepast is onderzocht wat de gevolgen van de nieuwe windturbinetypes zijn voor de geluidbelasting op woningen van derden en het stiltegebied Horsterwold. Het akoestische rapport is opgenomen in bijlage E. Hieruit blijkt dat de geluidbelasting als gevolg van de inrichting bij toepassing van de 2 windturbinetypes aan de reeds vergunde normen kan voldoen. Daarvoor zijn bij bepaalde windturbines wel maatregelen nodig, zoals in het akoestisch rapport is opgenomen en uitgewerkt. Slagschaduwen reflectie Omdat het optreden van slagschaduw geen merkjtypespecifiek gevolg van windturbines is en de nieuwe windturbinetypes qua afmetingen overeenkomen met de in de vergunning opgenomen types, is aanvullend onderzoek niet uitgevoerd. De nieuwe windturbines komen immers nagenoeg overeen met de reeds vergunde windturbines Ecotecnia ECO 100, Vestas V112 en Repower 3.XM, die om redenen zoals in de aanvraag voor de oprichtingsvergunning opgenomen binnen de onderzoeksmarge vallen. Het optreden van slagschaduw in de omgeving wijkt niet af van de vergunde situatie. De f1ikkerfrequentie ligt bij deze windturbinetypes niet tussen 2,5 en 14 Hz. De rotorbladen van de nieuwe windturbinetypes zijn voorzien van een coating met antireflectielaag. Op deze wijze is er geen sprake van onaanvaardbaar hinderlijke lichtschittering door reflectie van zonlicht. Veiligheid De nieuwe windturbinetypes zullen net als de vergunde types voldoen aan de hoge veiligheids- en kwaliteitseisen die internationaal gelden en worden dan ook gecertificeerd door onafhankelijke keuringsinstellingen. De windturbines zullen voldoen aan de NVN norm 11400-1 enjof aan de IEC norm 61400 of diens rechtsopvolger. Bodem, flora en fauna, afvalstoffen De nieuwe windturbinetypes hebben geen van de oprichtingsvergunning afwijkende invloed op deze aspecten.
3.2
Onderlinge afstand windturbines; correctie positie 2 windturbines
Windturbine N-OB in lijnopstelling Nijkerkerpad Het verschuiven van de windturbine in de lijnopstelling Nijkerkerpad vindt "in de lijn plaats". De akoestische gevolgen van de, gelet op de gehele lijnopstelling marginale verschuiving zijn naar verwachting verwaarloosbaar ten opzichte van de vergunde situatie. In de situatie na verandering kan en zal worden voldaan aan de geluidvoorschriften zoals opgenomen in de oprichtingsvergunning. Ook de gevolgen voor het optreden van slagschaduw zijn naar verwachting verwaarloosbaar zodat ook in de veranderde situatie geen mitigerende maatregelen nodig zijn om de omvang ervan te beperken. Windturbine R-Ol in lijnopstelling Rassenbeektocht De marginale verschuiving van de meest westelijke windturbine in de lijnopstelling Rassenbeektocht leidt tot een iets grotere afstand tot de woning Tureluurweg 58 te Lelystad. Voor de woning Nekkeveldweg 37 treedt effectief nauwelijks tot geen verandering in afstand op. In de situatie na verandering kan en zal worden voldaan aan de geluidvoorschriften zoals opgenomen in de oprichtingsvergunning. Ook de gevolgen voor het optreden van slagschaduw zijn naar verwachting verwaarloosbaar zodat ook in de veranderde situatie geen mitigerende maatregelen nodig zijn om de omvang ervan te beperken.
3.3
Spanningsniveau onderstation
De wijziging van het spanningsniveau in het onderstation heeft geen enkel effect naar de omgeving. Aan de geldende normen en voorschriften voor transformatorstations zal worden voldaan.
3.4
Lozing van hemelwater
De gevolgen van de lozing van hemelwater naar het oppervlaktewater heeft geen gevolgen voor de leefomgeving. Eventuele gevolgen voor het oppervlaktewater worden in de procedure voor de gelijktijdig met onderhavige aanvraag ingediende aanvraag om watervergunning.

GENERAL DESCRIPTION The ALSTDM ECD 110 is a new generation of large, high power turbines for onshore use, setting a new standard for Clean Power. The ECD 110 owes its name to its 110 m rotor diameter, one of the largest rotors available today, which permits to capture even greater amounts of energy. Moreover, its rated power of 3.0 MW allows for a higher energy yield. The wind
turbine
has been
designed following
Class III-A specifications of the standard IEC-614001. It is suitable for sites with a mean annual wind speed up to 7.5 mis and an extreme gust speed with a 50 year repetition frequency of 59.5 mis (higher

than defined in the normative). The design of ALSTDM wind turbines are based on the
ALSTOM PURE TORQUE™, which is unique in the industry.
Rotor deflection loads are transmitted the tower whereas only torque is
directly to
transmitted to the gearbox. As a consequence the gearbox lifetime is extended. Safety and ergonomics have been important drivers in the design of this wind turbine. The technicians can access the rotor from inside the nacelle. Increased dimensions allow maintenance operations to be performed
safely
and
easily.

3.4 NACELLE The nacelle cover is made of Glass Reinforeed Plastic (GRP). lts housing is made up of three independent elements. Lateral housings provide extra space to install the power transformer l the inverter and control cabinetsl while providing easy access for maintenance technicians. Placing the power transformer in the nacelle reduces the power lost during transmission from the generator to the transformer. The nacelle main frame comprises three blocks: The front frame is a conical component made by cast iron l carrying the hub through the main bearings. 3.6 BLADES
3.7 PITCH CONTROL SYSTEM
The blad es are manufactured according to the prebending concept. This concept means that the blade is created 50 th at it reaches the optimal shape wh en submitted to the wind loads. Another advantage of this concept is th at it allows lighter blades and a large swept area, crucial for the annual production of the wind turbine. The tip design enables the possibility to obtain a good balance between noise generation and performance.
The pitch control system is made by a crown wheel supported by bearings and an electrical actuator. Each blade has an independent pitch system with its own emergency battery package. The main wind turbine braking system is also based on pitch control. The existence of independent pitch systems for the three blades, including one autonomous uninterrupted power supply in each blade, maximizes the safety factor of the wind turbine: in the event of a failure of one pitch system, the wind turbine is still capable of braking. 3.11 ELECTRICAL SYSTEM
The wind turbine gearbox increases the relatively slow speed of the rotor to the speed required by the generator.
The following sections will explain the main electrical components in the wind turbine generator. The main electrical components are:
The gearbox is formed by two planetary stages and one parallel stage. Gearbox is the complete assembly of gears, shafts, bearings, housing, seals, lubrication system and associated components. The gearbox is placed next to the centre of the tower, between the Low Speed Shaft (LSS) and the generator. The connection to the LSS is achieved by a bolted flange and the connection to the generator by an elastic coupling-HSS (High Speed Shaft). The gearbox is fixed to the central cast iron main frame by means of two torque arms and its gearbox supports (rubber-metal elements). Due to the special bearings arrangement and layout, the LSS and gearbox are only loaded by main torque (Mx). The next table shows the gearbox main features:

3.11.1 GENERATOR
3.11.2
The ECO 110 generator is an asynchronous variabie speed doubly fed induction generator (DFIG), i.e. two multiphase windings sets, one at the stator and one at the rotor. The rotor side is control by the converter. One of the most important advantages of this type of generators is that, transitory, they can allow mechanical torque over the full load torque without the lost of synchronism. The next table shows the most important specifications of the generator used in the ECO 110.
POWER CABINET
The power cabinet is designed and manufactured by ALSTOM. This cabinet contains the circuit breaker that protects the stator of the generator and the contactor, which it is controlled by converter and allows the connection of the generator to the grid and start producing energy. 3.11.4 TRANSFORMERS
CONVERTER
The converter is located in the nacelle. The converter will help to limit the active power and regulate the reactive power to a desire set point. The converter carries out the control of the generator rotor and adapts the generated energy to a suitable energy to be fed to the grid according to grid codes. The features of the converter depend in high measure of the type of semi-conductors used in its construction. The ECG 110 converter is a Back-toback AC-DC-AC based in IGBT technology. lts mam characteristics are exposed on the next tabie:
The transformer allows adapting the wind turbine voltage to the wind farm voltage. The ECG 100 presents the transformer in the nacelle. The main function of this is to step-up the wind turbine voltage to the wind farm voltage. Table 13 describes the most important technical characteristics of it. SCADA SYSTEM ALSTOM developed its own SCADA (Supervisory Control And Data Acquisition system), based on more than 25 years of wind turbines maintenance. The monitoring system consists of a set of electronic components, computer and infrastructure, oriented to the transmission, processing and presentation of operation data of the facility. The goal of the monitoring system is to make the information gathered in the farm available to the personnel responsible for the operation of the wind farm and provide real time data and historical data for analysis of the operation. Additionally it allows proper monitoring of the plant from the operations building, either from the farm operations centre or from remote sites through the use of data communication systems.

In deze memo een toevoeging op de Technische Specificatie van het onderstation van windpark De Zuidlob (doc.nr.:TEP1432.a.R001/JvW). In dit rapport wordt 20kV als spanningsniveau voor windpark opgegeven. Gezien het te transporteren vermogen zal het spanningsniveau van het park 33kV zijn. Dit betekent dat overal waar in het rapport 20kV staat, dit gelezen moet worden als 33kV. Hetzelfde geldt voor de bij het rapport behorende tekeningen in de bijlage (hoofdstuk 11). De verandering in spanningsniveau heeft geen gevolgen voor de in de specificatie aangegeven normen en voorschriften zoals opgenomen in hoofdstuk 7 van de technische specificatie. Daar zal ook bij het gewijzigde spanningsniveau aan worden voldaan.

Deze notitie betreft een aanvulling op rapport R068232acAO.dv d.d. 8 juli 2009. In dit rapport is voor acht verschillende windturbinetypes de geluidemissie naar de omgeving berekend en beoordeeld. In deze notitie is de geluidemissie van twee extra windturbinetypes onderzocht. Het betreft de turbinetypes Enercon E101 en de Alstom ECO 110. Voor alle overige informatie omtrent het windpark, de normstelling, de omgeving en de modellering wordt verwezen naar voornoemd rapport. Aanvulling normstelling In brief B068232acA2.dv d.d. 27 november 2009 is opgenomen dat ter plaatse van recreatiegebied Flevonatuur ook getoetst dient te worden aan WNC-norm van 35 dB(A). In deze notitie is hiermee rekening gehouden. Aanvulling coördinaten windturbines De coördinaten van de turbines RBT01 en NKP08 zijn gewijzigd ten opzichte van het rapport R068232acAO. De turbines zijn enkele meters in de lijn verschoven. De coördinaten van de turbines zijn opgenomen in bijlage 111.
In tabel 1 zijn beide windturbinetypes opgenomen met de bijbehorende WNC-gewogen bronsterkte. Voor de berekening van deze bronsterktes wordt verwezen naar bijlage 11. De invoergegevens van de turbines in het rekenmodel zijn opgenomen in bijlage 111.

Resultaten In bijlage IV zijn de WNC-gewogen reken resultaten opgenomen van het beoordelingsniveau Lnacht
ter plaatse van de omliggende woningen van derden en de reken punten ter plaatse van
het stiltegebied. Tabel 2 geeft een samenvatting. In bijlage I zijn de contouren weergegeven. De contouren zijn berekend op een hoogte van 5 m, maar in het stiltegebied op 1,5 m.

Om aan de WNC35-norm te kunnen voldoen dienen enkele turbines van deze windturbinetypes geluidtechnisch te worden geoptimaliseerd.
Optimalisatie In tabel 3 zijn de benodigde instellingen opgenomen om aan de geluidnormen te kunnen voldoen. In bijlage IV zijn de rekenresultaten opgenomen, tabel 4 geeft een samenvatting.

Conclusie Uit de berekeningen blijkt dat met de instellingen, opgenomen in tabel 3, voldaan kan worden aan de gestelde normen. Ten aanzien van het stiltegebied geldt de norm voor het gehele etmaal, waardoor de instellingen ook gedurende het gehele etmaal gelden. De instellingen bij de overige windturbines gelden alleen voor de nachtperiode. De resultaten zijn opgenomen in de figuren in bijlage I en de tabellen in bijlage IV.

Informatie windturbines
Enercon E101 De Enercon E101 windturbine heeft een ashoogte van 99 m en een rotordiameter van 101 m. Het maximaal op te wekken elektrische vermogen bedraagt 3.000 kW. Middels het regelsysteem van dit type windturbine zijn geluidreducerende instellingen mogelijk, met een bijbehorende lagere opbrengst. De akoestische informatie is afkomstig van de leverancier (Estimated values v1 .2 20 januari 2010). Deze informatie is gebruikt om een windsnelheidsgewogen bronsterkte te berekenen. Voor de bepaling van de windsnelheidsgewogen bronsterkte zijn alle bronsterktes met 2 mis verschoven in de richting van de lagere windsnelheden. De maatgevende windsnelheid wordt 6 mIs en de aldus resulterende windsnelheidsgewogen bronsterkte wordt met 1,8 dB verhoogd ten opzichte van de opgegeven bronsterkte onder gestandaardiseerde condities. Tabel 11.1 geeft de diverse bronsterktes van de Enercon E101 3 MW, evenals de daaruit af te leiden windsnelheidsgewogen bronsterkte. Tabel 11.2 geeft het bronspectrum waarmee gerekend is, deze is gebaseerd op een gemiddeld spectrum van windturbines. Alstom ECO 110 De Alstom ECD 110 windturbine heeft een ashoogte van 100 m en een rotordiameter van 110 m. Het maximaal op te wekken elektrische vermogen bedraagt 3.000 kW. De akoestische informatie is afkomstig van de leverancier (INF 6888 Rev. 0; Sound power level for the ECD 110 wind turbine d.d.1 0 maart 2010 en INF 5611; Noise reduction strategies d.d.18 maart 2010). Deze informatie is gebruikt om een windsnelheidsgewogen bronsterkte te berekenen. Voor de bepaling van de windsnelheidsgewogen bronsterkte zijn alle bronsterktes met 2 mis verschoven in de richting van de lagere windsnelheden. De maatgevende windsnelheid wordt 5 mIs en de aldus resulterende windsnelheidsgewogen bronsterkte wordt met 1,4 dB verhoogd ten opzichte van de opgegeven bronsterkte onder gestandaardiseerde condities. De leverancier heeft de bronsterktes opgegeven bij de windsnelheden op ashoogte, zie tabel 11.3. Deze zijn voor het bepalen van de WNC gewogen bronsterkte, omgerekend naar een hoogte van 10 m, zie tabel 11.4. In deze tabel zijn ook de geluidreducerende instellingen (strategie A-G) opgenomen. Tabel 11.5 geeft het bronspectrum waarmee gerekend is, deze is gebaseerd op een gemiddeld spectrum van windturbines.

Geachte heer Zaal, beste Laurens, Hierbij geeft Zuidlob Wind BV i.o. (Zuidlob ) de motivatie om ten aanzien van het milieubeschermingsgebied voor stilte "Horsterwold" afte wijken van de geplande geluidnorm WNC 35. Hierbij richten wij ons op de opbrengstverliezen welke door toepassing van de WNC 35 zouden onstaan. Voor deze berekening zijn wij uitgegaan van de Enercon EIOI. Methode: Door Lichtveld Buis & Partners (LBP) heeft Zuidlob laten berekenen welke reductie (dB) per turbine noodzakelijk is om aan de WNC nonn van 35 dB (A) ter plaatse van het "Horsterwold" te kunnen voldoen. Vervolgens heeft Zuidlob met behulp van Windpro 2_7 opbrengstberekeningen gemaakt, enerzijds rekening houdend met deze reducties en anderzijds een berekening waarbij geen reductie benodigd is. Uit het rapport van LBP, welke als bijlage bij de initiële aanvraag gevoegd is (kenmerk, V068232acAO.dv), blijkt nl. dat er geen reducties benodigd zijn als de WNC 37 wordt toegepast (tabel 2). LBP heeft in een eerdere fase al aangegeven dat de WNC 37 overeenkomt met 39 dB(A) bij 5 mis op 10 meter hoogte (de richtwaarde van de Provincie)_ Vervolgens hebben we de opbrengstverliezen in kaart gebracht. In onderstaande tabel treft u de uitkomsten van dit onderzoek_

Conclusie:
Door toepassing van de WNC 35 zal een jaarlijks opbrengstverlies ontstaan van circa 13.438 MWh. Een verlies dat nagenoeg gelijk staat aan de gemiddelde opbrengst van 1,5 turbine. Gezien het relatief zeer grote opbrengstverlies bij toepassing van WNC 35, verzoekt Zuidlob Wind BV i.O. de Gemeente Zeewolde om een normstelling van WNC 37 (gebaseerd op de richtwaarde van de provincie) t.b.V. het milieubeschermingsgebied "Horsterwold" toe te passen. Betreft: Windpark de Zuidlob, aanvulling Aanvraag vergunning Wet milieubeheer, verzoek toepassing WNC 37 t.a.v het Milieubeschermingsgebied voor stilte "Horsterwold".
Geachte heer Zaal, Hierbij geeft Zuidlob Wind BV i.o. (Zuidlob) de motivatie om ten aanzien van het milieubeschermingsgebied voor stilte " Horsterwold" af te wijken van de geplande geluidnorm WNC 35. Hierbij richten wij ons op de opbrengstverliezen welke door toepassing van de WNC 35 zouden ontstaan. Voor deze berekening zijn wij uitgegaan van de Alstom Ecotecnia ECO 110.
Methode: Door Lichtveld Buis & Partners (LBP) heeft Zuidlob laten berekenen welke reductie (dB) per turbine noodzakelijk is om aan de WNC norm van 35 dB(A) ter plaatse van het "Horsterwold" te kunnen voldoen. De resultaten hebben zij gerapporteerd in een notitie met kenmerk V068232acAO.dv van 12 mei 20 I 0, welke als bijlage E aan de initiële aanvraag van 19 mei bijgevoegd is. Vervolgens heeft Zuidlob met behulp van Windpro 2.7 een opbrengstberekening gemaakt zonder rekening te houden met geluidreducerende maatregelen. Uit de notitie van LBP blijkt nl. dat er geen maatregelen benodigd zijn als de WNC 37 wordt toegepast (tabel 2). LBP heeft in een eerdere fase al aangegeven dat de WNC 37 overeenkomt met 39 dB(A) bij 5 mis op 10 meter hoogte (de richtwaarde van de Provincie). Daarnaast heeft de leverancier aangegeven welke opbrengstverliezen ontstaan bij het toepassen van de geluidreducerende maatregelen (Bijlage I: Technical Report, kenmerk INF5611, ECO IlO: Noise Reduction Strategies). Zuidlob heeft deze verliezen vervolgens weer opgenomen in haar opbrengstberekening. In onderstaande tabel treft u de uitkomsten van dit onderzoek.

Conclusie: Door toepassing van de WNC 35 zal een jaarlijks opbrengstverlies ontstaan van circa 3300 MWh. Gezien het relatief zeer grote opbrengstverlies bij toepassing van de WNC 35, verzoekt Zuidlob Wind BV i.o. de Gemeente Zeewolde om een normstelling van WNC 37 (gebaseerd op de richtwaarde van de Provincie) t.b.v. het milieubeschermingsgebied "Horsterwold" toe te passen.

1. General Alstom Wind can provide the ECD 110 wind turbine with 7 different control strategies ta reach a fixed naise reductian. The 7 control strategies have been develaped additianally ta the standard ane and are named: Strategy A: far law wind speeds the naise level is reduced and far high wind speeds the naise level is not reduced. The maximum level is 106.5 dB(A). Strategy B: a soft naise level reductian of abaut 1 dB(A) is applied, with a maximum value of 105.5 dB(A). Strategy C: a medium reduced naise level of abaut 2 dB(A) is applied, with a maximum value of 104.8 dB(A) . Strategy D: a quite strongly reduced naise level of abaut 3 dB(A) is applied, with a maximum value of 103.5 dB(A) . Strategy E: a strangly reduced naise level of abaut 6 dB(A) belaw 9m/s and 5 dB(A) far higher wind speeds is applied. The maximum value is 101.5 dB(A) . Strategy F: a very strongly reduced naise level of abaut 7 dB(A) is applied, with a maximum value of 99.2 dB(A) . Strategy G: an extreme strangly reduced naise level of abaut 9 dB(A) is applied, carrespanding ta the minimum produced naise with the wind turbine warking . The maximum level is 97.7 dB(A). The ECD 110 will be available with the given reduced sound power level strategies. Alsa a temparary switch from ane strategy ta the ather, or from the unreduced ta a reduced will be passible. It must be cansidered that the wind turbine must be shut down far each change of strategy. The 7 strategies are based on: the reductian of rotatianal speed, and/ar • the increase of the pitch angle and/ar reductian of naminal generator tarque ta reduce the angle of attack.
The here given naise levels carrespanding ta the different Naise Reductian Strategies have been estimated thearetically. ALSTDM-Wind is perfarming different naise measurement campaigns in order ta gain knawledge and imprave the methadalagy ta develap and predict naise reductian strategies. Therefare, the here presented Naise Reduction Strategies cauld be madified in the fallawing years, accarding ta the knawledge gained during these naise measurement campaigns.

S. Notes for the noise and power curves The noise emission results presented in this report come from estimations based on the wind turbine rotational speed and/or the reduction of the angle of attack only. ALSTOM-Wind plans campaigns of noise emission measurements for the reduced noise control configurations to validate the calculated values presented in this report. The 7 strategies are selected to generate useful and practical noise curves and to avoid instabilities in the wind turbine functionality. The stability of the wind turbine will be also checked in a real wind turbine.
5.1.
Uncertainties:
The here given noise levels and power curves va lues are estimated and not guaranteed. Special uncertainty is expected in the noise level of G-strategy because of the large reduction and so large difference in conditions compared with those of the unreduced strategy verified with measurements. The power curves are theoretically calculated. The control for reduced noise is generated but not tested in a rea I wind turbine. Dynamic controller tuning on a real turbine may cause small differences to given power and/or noise curves_
5.2.
InRuence on the loads:
With the 7 reduced noise strategies, the maximum set-torque and set-rotational speed are equal or reduced with respect to the normal strategy. No significant changes in the loads of the turbine structure are expected. The 7 strategies are selected to avoid frequencies interferences and possible resonances. With the controller for noise reduction, the loads with the reduced curves will be calculated and compared to the design loads, according to [3]. They must not exceed the design loads.
