Dear supporters of public sector communication, Lying in your hands is the final report of the third research which monitors the level of communication of public service institutions with public and media. We have found out to what extent are state administration institutions in the Czech Republic as well as the European Union tuned in to the needs of their clients, how these institutions are able to communicate with people. The research findings also show the state of the communication infrastructure of a given type of institution. Moreover, we were interested in comparing Czech ministries, regions and cities with respective institutions abroad. Introduction In 2006, Westminster launched a project called European Monitor of Government Communications with an objective to monitor the level of communication of public service authorities with public and media. We have embarked on this long-term project mainly to provide a starting point for an expert discussion on the role of communication between the state administration and citizens. After two successful rounds of the research, we have broadened its scope to all EU countries. The aim of the project is to examine the level of communication of public institutions with regard to corporate identity, external and internal communication. The final ranking is based on the number of means of communication that are employed by the institutions. Besides, an expert jury evaluates the communications projects that have been realised in the last year.
Methodology
Westminster asked 1565 institutions in all EU countries to complete an online questionnaire. We have asked all the ministries in all EU countries and selected regions (Nuts 2 – 3 or similar) and cities (20.000 citizens or above) of Europe. We received 337 answers with the rate of return coming close to 22%. The EMGC questionnaire is included in the appendices of this report.

On average, the ministries in Greece, Bulgaria and Romania use more means of external communication than ministries in other EU countries.

On average, the Belgian cities use more external communication means than other European cities.
