(d·le jen z·kon) obdrûel v r. 2000 11 ozn·menÌ dle ß 5 z·kona a do konce srpna r. 2001 dalöÌch 8 ozn·menÌ (aktivity dle p¯Ìlohy Ë. 2 cit. z·kona). To znamen·, ûe poËet aktivit projedn·van˝ch v procesu EIA za celÈ obdobÌ ˙Ëinnosti z·kona ËinÌ 96 posuzovan˝ch aktivit.
According to Section 20 of the Act No. 244/1992 Code on environmental impact assessment, as amended by the Act No. 132/2000 Code (further here under as the Act) the Environmental Department of the Prague City Hall (OéP MHMP) as the competent authority received in 2000 11 notices pursuant to Section 5 of the Act and by the end of August 2001 further 8 notices (projects as listed in the Annex No. 2 to the Act). That means the total number of notices processed within the Act entire period of effectivity accounted for 96 projects assessed. The Ministry of the Environment of the Czech Republic as the competent authorities according to Section 20 of the Act (projects as listed in the Annex No. 1 to the Act) received in total four notices in 2000 and by the end of August 2001 further four notices on projects on the territory of Prague. The total number of projects processed within the EIA proceedings under the competence of the Ministry of the Environment of the Czech Republic accounts for seventeen projects over the entire period of effectivity of the Act. In the period from September 1, 2000 to August 31, 2001 OéP MHMP proceeded sixteen projects (at various stages of the EIA process). The EIA process was completed for seven projects by the issuing of the opinion pursuant to Section 11 within the period. Prevailing activities are those described under the point 7.8 of the Annex No. 2 of the Act (commercial and warehousing premises of the total area over 3,000 sq m of developed area) that means various multi-purpose buildings where besides their business function there are other functions as offices, cultural activities, sports, etc. Locations of such multi-purpose centres are planned not merely to the suburban area of Prague (as CENTRO RuzynÏ, for example), yet also to localities in the City downtown that means near residential areas (as Square of the Republic, Pankr·c Plain, housing estate Skalka, for example). Some of the projects are, on the contrary, situated into premises, which are nowadays out of use, so such areas are to be revitalised (as Business Park IPS Stod˘lky, Business Park Karlovarsk· in RuzynÏ, SKANSKA »ern˝ Most, for example). At the same time there were ten projects on the Pragueís territory within the competence of the Ministry of the Environment of the Czech Republic processed, four of them were completed by the issuing of the opinion pursuant to Section 11 of the Act. V tomto ËasovÈm obdobÌ bylo ukonËeno 7 proces˘ EIA vyd·nÌm stanoviska dle ß 11 z·kona. Mezi projedn·van˝mi aktivitami opÏt p¯evl·daly aktivity ve smyslu bodu 7.8 p¯Ìlohy Ë. 2 z·kona (obchodnÌ a skladovÈ komplexy o celkovÈ v˝mϯe 2 nad 3000 m zastavÏnÈ plochy), tzn. r˘znÈ polyfunkËnÌ objekty, kde vedle obchodnÌ funkce je zastoupena funkce administrativnÌ, kulturnÌ, sportovnÌ apod. UmÌstÏnÌ tÏchto polyfunkËnÌch center je pl·nov·no nejen do okrajov˝ch Ë·stÌ Prahy (nap¯. CENTRO RuzynÏ), ale i do mÌst ve st¯edu mÏsta, tzn. do blÌzkosti obytnÈ z·stavby (nap¯. N·mÏstÌ Republiky, Pankr·ck· pl·Ú, sÌdliötÏ Skalka). NÏkterÈ aktivity jsou naopak umÌsùov·ny do dnes jiû nevyuûÌvan˝ch are·l˘ tak, aby doölo k revitalizaci tÏchto ˙zemÌ (nap¯. Business Park IPS Stod˘lky, Business Park Karlovarsk· v Ruzyni, SKANSKA »ern˝ Most). Ve stejnÈm ËasovÈm obdobÌ bylo v kompetenci MéP projedn·v·no na ˙zemÌ hl. m. Prahy 10 aktivit, 4 procesy byly ukonËeny vyd·nÌm stanoviska dle ß 11 z·kona. D3.1 STRATEGICK› PL¡N HLAVNÕHO MÃSTA PRAHY Strategick˝ pl·n je dlouhodob˝m koncepËnÌm dokumentem, kter˝ stanovuje cÌle, priority a cesty p¯i ¯eöenÌ klÌËov˝ch ot·zek rozvoje mÏsta. P¯Ìprava strategickÈho pl·nu hl. m. Prahy byla zah·jena v polovinÏ devades·t˝ch let a od poË·tku byla vedena snahou o partnersk˝ dialog mezi ve¯ejnou a priv·tnÌ sfÈrou, mezi obËany a jejich sdruûenÌmi, podnikateli, politiky, odbornÌky i spr·vou mÏsta a st·tu. J·drem pracÌ na strategickÈ koncepci mÏsta, kterÈ koordinoval ⁄tvar rozvoje mÏsta (⁄RM), se staly semin·¯e vÏnovanÈ stÏûejnÌm tÈmat˘m rozvoje mÏsta. PracovnÌch setk·nÌ, analytick˝ch i projekËnÌch pracÌ a expertnÌho posuzov·nÌ se v pr˘bÏhu uplynul˝ch let z˙Ëastnilo 700 osob vËetnÏ 40 expert˘ britskÈho Know How Fund. Strategick· koncepce mÏsta je tak zaloûena nejen na celkovÈ vizi budoucnosti mÏsta, ale i na konkrÈtnÌch z·vÏrech z 15 pracovnÌch setk·nÌ. Strategick· vize rozvoje Prahy se opÌr· o silnÈ str·nky mÏsta, p¯edevöÌm jeho jedineËnost, duchovnÌ a kulturnÌ tradici, mimo¯·dnÈ p¯ÌrodnÌ i urb·nnÌ hodnoty, ekonomick˝ a lidsk˝ potenci·l, v˝hodnou polohu v srdci Evropy a souËasnou vlnu z·jmu turist˘. Tematika ûivotnÌho prost¯edÌ prostupuje cel˝m dokumentem. Koncept strategickÈho pl·nu mÏsta, schv·len˝ radou Zastupitelstva HMP dne 21. 7. 1998, se stal z·kladem programovÈho prohl·öenÌ rady Zastupitelstva HMP po volb·ch v tÈmûe roce i v˝chozÌm dokumentem pro p¯Ìpravu strategie rozvoje regionu. Dne 24. 6. 1999 projednalo a schv·lilo Zastupitelstvo HMP n·vrh priorit a program˘ pro prvnÌ etapu implementace strategickÈ koncepce mÏsta a uloûilo jej realizovat. K naplnÏnÌ dlouhodobÈ koncepce rozvoje mÏsta v letech 1999ñ2006 byly zvoleny tyto strategickÈ priority: ï integrace Prahy do evropsk˝ch struktur ï Praha ñ centrum inovacÌ a kvalifikovan˝ch pracovnÌch sil ï podpora trhu s byty a zajiötÏnÌ dostupnosti bydlenÌ ï spolehlivÏ fungujÌcÌ doprava öetrn· k prost¯edÌ mÏsta ï ˙spornÈ a udrûitelnÈ hospoda¯enÌ s energiemi, vodou a dalöÌmi zdroji ï zkvalitnÏnÌ spr·vy mÏsta ï p¯echod na polycentrickou strukturu mÏsta. D3.1 STRATEGIC PLAN OF THE CITY OF PRAGUE The Strategic Plan is a long-term conceptual document, which establishes objectives, priorities and ways in addressing of crucial issues of the City development. The Strategic Plan of the City of Prague preparations were commenced in the half of 1990s and since the very beginning they have been performed as efforts for partner dialog in between the public and private spheres, the citizens and their associations, entrepreneurs, politicians, experts and the municipal government of the City and the country government. Workshops dedicated to crucial themes of the City development have become the core of works on the strategic concept of the City, which were co-ordinated by the City Development Authority (⁄RM). Some 700 persons including 40 experts of the British Know How Fund participated in work meetings, analytical and project works, and expert assessments over the past years. The strategic concept of the City is based not only on the overall vision of the future City yet on concrete conclusions of 15 work meetings as well. Strategic visions of the Prague development are based on the strengths of the City, first of all its uniqueness, spiritual and cultural traditions, extraordinary nature and urban values, economic and human resources, advantageous location in the hearth of Europe, and current wave of interest of tourists. Environmental themes and issues wind through the entire document. The Concept of the Strategic Plan of the City approved by the Council of the Municipal Assembly of the City of Prague on July 21, 1998 become the platform of the Programme Statement of the Council of the Municipal Assembly of the City of Prague after the elections in the same year as well as the initial document for preparations of the regional development policy. On June 24, 1999 the Municipal Assembly of the City of Prague discussed and approved a proposal of priority and programme list for the first stage of the strategic concept of the City development and imposed its implementation on appropriate persons. In order to fulfil the long-term City development policy in 1999 to 2006 strategic priorities have been chosen as follows: ï integration of Prague into the structures of the EU ï Prague ñ a centre of innovations and qualified labour force ï support to housing market and providing for available housing

Postup realizace strategick˝ch z·mÏr˘ hlavnÌho mÏsta je pr˘bÏûnÏ sledov·n a kaûdoroËnÏ vyhodnocov·n, poprvÈ v MonitorovacÌ zpr·vÏ o naplÚov·nÌ strategickÈ koncepce hl. m. Prahy v roce 2000, kterou dne 28. Ëervna 2001 projednalo a schv·lilo Zastupitelstvo hl. m. Prahy (usnesenÌ Ë. 31/69). Strategick˝ pl·n hl. m. Od doby projedn·nÌ n·vrhu ⁄zemnÌho pl·nu (⁄Pn) doölo v nÏkter˝ch Ë·stech ˙zemÌ ke zmÏnÏ podmÌnek, a proto je nutnÈ v souladu s pot¯ebami rozvoje ˙zemÌ zajistit zmÏny ˙zemnÌho pl·nu. ZmÏny ˙zemnÌho pl·nu se zpracov·vajÌ v souladu se stavebnÌm z·konem a usnesenÌm Rady zastupitelstva hl. m. Prahy podle poûadavk˘ mÏstsk˝ch Ë·stÌ, n·rok˘ investor˘ a majitel˘ pozemk˘: 1. kolo zmÏn ñ schv·leno dne 25. 10. 2001 (60 zmÏn) 2. kolo zmÏn ñ schv·leno zad·nÌ dne 28. 6. 2001 (54 zmÏn) 3. kolo ñ ukonËena uz·vÏrka pod·nÌ zmÏn dne 15. 7. 2001 (pod·no dalöÌch 195 û·dostÌ o zmÏny). ï reliable and environmentally sound city transport ï economical and sustainable energy management, water management, and utilisation of other resources ï improvements to the City management ï transition to a polycentric structure of the City. There is a proposal sheet ready for every of the priorities mentioned, where partial planned activities (programmes, projects. etc.), responsible persons and programme participants, major sources of financing, assumed period of implementation, and expected effects are specified. The Strategic Plan was discussed and approved by the Municipal Assembly of the City of Prague on May 25, 2000 (Resolution No. 19/03). The new programme document of the City has already brought concrete results in practise. It influenced the decision making process on the use of revenue from the sale of the second emission of Pragueís bonds and shall become the initial material for the Unified Programme Document, which shall serve as the basis the City utilises as a support for acquisition of funding of its projects from the European Union funds. The Document is also guidance and inspiration for development of the City budget and the programme of development investments. The proceeding of the strategic objectives of the City of Prague implementation has been continuously monitored and also evaluated on annual basis, first time in the Monitoring Report on the City of Prague Strategic Concept Implementation of 2000, which was discussed and approved by the Municipal Assembly of the City of Prague on June 28, 2001 (Resolution No. 31/69). D3.2 LAND USE PLANNING DOCUMENTATION AND BACKGROUND MATERIALS FOR LAND USE PLANNING ON PRAGUEíS TERRITORY The Department of Development of the Capital City of Prague has recently had the development, discussions, and approval of the new Town Plan as its major responsibility. On September 9, 1999 the Municipal Assembly of the Capital City of Prague approved the Town Plan in its resolution and the Plan then became effective on January 1, 2000. Since the proposal of the Town Plan (⁄Pn) was discussed certain portions of the territory conditions have changed and therefore it is necessary, in accordance with needs of the territory development, to provide for implementation of appropriate changes to the Town Plan. Changes to the Town Plan are worked out in accordance with the building act and the Resolution of

D3.3.1 Information on the task Recovery of housing estates The City Development Authority was delegated by the Municipal Assembly of the City of Prague by its Resolution No. 1460 of November 28, 2000 to develop the analysis of the Prague housing estates of concrete panel blocks as the first step towards the whole City concept of their recovery. The Council resolution thus responded to the inevitability of such recovery, which is among the major strategic priorities of the fundamental conceptual documents on the development ñ the Strategic Plan and the Land-Use Plan of the City of Prague. The recovery shall mean improvements to conditions of living and quality level of dwelling for the housing estate inhabitants and incorporating of the housing estates as bold parts of the City. The objective of the analysis was to acquire background material for the whole City concept of the housing estate recovery, which shall serve as a trigger for the recovery process, be used for shaping of concrete recovery activities and for political decisions of the City representatives on priority setting in the decision making process on the providing for and spending of financial resources from available sources. The analysis produced is a continuation of efforts for some conceptual approach to a complete design of and resolution of issues of housing estates as a whole, which was started by the developed Concept of Repair of Concrete Panel Houses of the Dwelling Resources of the City of Prague. The Concept dealt with respective houses from the view of shape of their structures and energy savings. The developed analysis of selected housing estates accentuates the complete approach to the recovery encompassing, besides the analysis of construction and technical shape of respective residential buildings and other buildings, namely the analysis of demographic structure and sociological analysis, analysis of urban values of hosing estates, their relations to the whole City, completeness of their facilities, shape of technical infrastructure including traffic, environment and economic aspects and basic overview of ownership rights of respective housing estates. Data on the real estates pricing and price level of rents were also investigated. The analysis covered 54 housing estates in Prague having capacity over 300 apartment units. Smaller housing estates were not the analysis subject because their problems are not typical if compared to those of large housing estates. Except for data from the Land-Use Plan of the Settlement of the City of Prague data obtained from

Definov·ny byly hlavnÌ problÈmy sÌdliöù, zkoum·n byl i vliv rozvojov˝ch ˙zemÌ uvnit¯ i vnÏ sÌdliöù na budoucÌ regeneraci. ZjiötÏnÈ ˙daje o komplexnÌm stavu vybran˝ch sÌdliöù byly podkladem pro shrnujÌcÌ SWOT anal˝zu, vyjad¯ujÌcÌ v kaûdÈm analyzovanÈm sÌdliöti silnÈ a slabÈ str·nky, p¯Ìleûitosti a hrozby. ⁄daje byly d·le porovn·ny s hodnoticÌmi kritÈrii, stanoven˝mi ve spolupr·ci s experty s cÌlem objektivizovat pot¯eby regenerace v öet¯en˝ch lokalit·ch. Vybran· skupina expert˘ vyj·d¯ila sv˘j n·zor na z·vaûnost jednotliv˝ch hodnoticÌch kritÈriÌ a z toho vypl˝vajÌcÌch pozitiv a rizik. Tyto n·zory byly pak podkladem pro mulitkriteri·lnÌ hodnocenÌ jako jednÈ z nejd˘leûitÏjöÌch sloûek v˝sledku anal˝zy pro stanovenÌ z·vÏr˘ a doporuËenÌ pro formulov·nÌ celomÏstskÈ koncepce regenerace panelov˝ch sÌdliöù.
D3.4 ⁄ZEMNÕ ENERGETICK› DOKUMENT Vypracov·nÌ ⁄zemnÌho energetickÈho dokumentu (d·le jen ⁄ED) bylo iniciov·no hl. m. Prahou v r. 1997. DÌky zpracov·nÌ ⁄ED mÏsto zÌskalo otev¯en˝ energetick˝ dokument, respektujÌcÌ podmÌnky dalöÌho rozvoje mÏsta, zakotvenÈ mj. ve schv·lenÈm ⁄zemnÌm pl·nu hl. m. Prahy. ⁄ED poskytl podklady pro definov·nÌ energetickÈ koncepce mÏsta s minim·lnÌm dopadem na ûivotnÌ prost¯edÌ. Zpracov·nÌ ⁄ED probÌhalo v letech 1997ñ2000. Ve v˝bÏrovÈm ¯ÌzenÌ byla jako zpracovatel vybr·na spoleËnost SEVEn, St¯edisko pro efektivnÌ vyuûÌv·nÌ energie, o.p.s. Pr·ce na ⁄ED pr˘bÏûnÏ sledovala komise rady HMP ñ ÿÌdicÌ v˝bor ⁄ED (tvo¯en· z·stupci mÏsta, distribuËnÌch spoleËnostÌ, ⁄RM a »EA). the Census in 1991 and data on population movements in 1991ñ2000 and the following basic data on housing estates, demographic data on number of population, its age structure and social aspects served as the background material for the analysis. As the major background document for the analysis the inspection survey aimed mostly at shape of residential as well as non-residential buildings and the degree of potentially implemented recovery thereof was employed. Other background material was data on structural systems and altitude of buildings on housing estates, data on traffic, on the environment ñ weather conditions, on conditions of ventilation, air pollution control, noise conditions, shape of territorial systems of ecological stability and landscape related to respective housing estates. Data on technical infrastructure were obtained from respective operators and utility administrators. Major issues of housing estates were defined, influence of development areas inside and outside housing estates on the recovery in future was also investigated. The data found on the complete shape of selected housing estates were the background documents for the summarising analysis SWOT, which revealed strengths and weaknesses, opportunities, and hazards of every housing estate analysed. The data were further compared with evaluation criteria established in co-operation with experts aiming at an objective view of the recovery needs of the localities investigated. A selected team of experts expressed their view on the weight of respective evaluation criteria a so the resulting pluses and hazards. Then these views were employed for a multi-criteria evaluation as one of the most important components of the analysis results in order to formulate conclusions and recommendations for the formulation of the whole City concept of the recovery of housing estates of concrete panel blocks.
D3.4 TERRITORIAL ENERGY DOCUMENT The Prague City Hall initiated the development of the Territorial Energy Document (further here under the TED) in 1997. Owing to the TED developed the City acquired an open energy document considering conditions for further development of the City, as stipulated in the approved Town Plan of the City of Prague. The TED provided background materials applicable for the defining of the City energy concept having minimum environmental impacts. The TED was developed in 1997ñ2000. As the processing organisation the company of SEVEn, Centre for Efficient Use of Energy, g.b.c. was selected in a tender. The works on the TED were carried out under continuous supervision of the Commission of Prague City Council ñ the Steering Committee of

Tato bilance d·v· p¯ehled o zp˘sobech v˝roby, distribuce a spot¯eby energie na ˙zemÌ danÈ lokality, mapuje vöechny energetickÈ toky a zajiöùuje, aby vöechna pozdÏjöÌ strategick· rozhodnutÌ a aktivity v oblasti energetiky byly provedeny na z·kladÏ d˘kladn˝ch znalostÌ v˝chozÌ situace. Ze souhrnnÈ tabulky je patrna celkov· energetick· bilance v ËlenÏnÌ na jednotlivÈ druhy energie. Je nap¯. z¯ejmÈ, ûe doprava v Praze spot¯ebuje zhruba t¯etinu energie v porovn·nÌ s energetikou, produkuje vöak zhruba o polovinu vÌce emisÌ, zejmÈna emisÌ oxid˘ dusÌku.

the TED (where there were representatives of the City, utility companies, ⁄RM, and CEA). In the TED a huge number of data and background materials were concentrated and processed, so its results includes: ï information on strategic development, price and political context of respective energy media ï information and background materials for activities leading towards the increase in energy efficiency at consumers namely background materials for the announcing of tenders for energy savings projects, funding by a third party (method EPC) ï information on energy consumption and emission production on the territory (town-planning districts, City Districts) ï information on utility distribution networks of respective media ï information on the development in energy consumption and emission production from energy processes till 2015 ï information on development plans of energy utility companies ï information on potential and technical means available for the use of renewable energy sources ï background materials for the decision making on the territory load bearing capacity for co-generation plants. The Final Report of the TED is segmented into seven sections containing basic results of the TED, the City Energy Policy, summary of current possibilities for energy savings, balance of energy processes as well as their prognosis within the prospects till 2015, prognosis of energy balance in alternatives according to the use of various types of energy media, potential for the use of renewable energy sources on the City territory, balance of energy consumption in transportation, and, finally, information on opportunities for the use and application of the TED conclusions and chances for updating of information thereof.
Energy balance of the current state The territorial energy balance always forms the initial background document for the energy planning of municipalities and regions. This balance provides the overview of methods of manufacturing, distribution, and consumption of energy on the territory of the locality concerned, maps all energy fluxes, and ensures that all following strategic decisions and activities in energy industry are implemented on the basis of thorough knowledge of the initial situation. The table bellow demonstrates the overall energy balance by respective types of energy. It is obvious, for example, that transportation in Prague consumes roughly one third of energy amount compared to energy industry, yet produces emission amount, namely nitrogen oxides emissions, by a half larger than that produced by energy industry.

The consumption value was acquired by recalculating from fuel consumption in physical units applying their appropriate calorific values. The calculations were performed using the databases REZZO and PP, a.s. Solid fuel consumption in local combustion heaters (solid fuels ñ population) was calculated applying a model. Energy consumption after conversion gives the objective heat and energy consumption at the inlet to premises (buildings, structures, or technologies, etc.) and was obtained by the recalculations from primary consumption by means of effectiveness factors of energy transfer and the end device. The base for the calculation of electric energy consumption was the actually invoiced consumption, for the CHS the energy consumption after conversion reflects the actual delivery of central heat source to end users consumption, the natural gas consumption reflects heat delivered after the heating device (a boiler). The energy consumption after conversion takes into account type of fuel fired, the combustion purpose, type of combustion device or installation, and its technical parameters. For Prague the most easily achievable potential for energy savings in all industries was calculated to 6,326 TJ, i.e. 10.4 % of the total energy consumption after conversion. The most significant portion of such savings may be attained in apartment houses, followed by the services. The third ranked is public administration (education, health care, and other municipality property) at 541 TJ. Renewable and secondary energy sources on the territory of the City of Prague are the sources of future as the global development trends indicate. Their application is also interesting to the City of Prague.

The Territorial Energy Document, as a complete material developed with the aim to provide background materials for qualified decision making of the City management on issues of energy supply to the City of Prague and with links to economic and environmental aspects of energy supplies, brings conclusions as follows: ï When the assumed development trends are considered an increase in end user energy consumption may be expected by up to 10 % of the current level, which means an indication of transition from extensive growth of utility networks to increased intensity of fuel and energy use. The territory of the City of Prague is saturated with energy supplies, majority of development areas featuring significant increase in energy demand in future are located in suburban areas of the City and till 2015 there are no troubles expected with providing energy supplies to them. expansion of utility networks) shall give the guarantee for expected energy demand without the necessity of significant infrastructure investments. Respective utility companies are able to provide trouble free supplies of fuel and energy in future. ï The limiting factor for the development of the overall strategy of the City in energy is the state of the environment. This issue has become the City major priority when influencing the development of energy systems. Results of ground-level concentrations of pollutants in 2000, developed within the project ATEM, set limits of areas where limits of ground-level concentrations of pollutants, namely NOx and CO, have been continuously exceeded and at the same time indicate that the vast majority of the emissions contributing to such pollution originate from transportation. The City Energy Policy shall provide for energy processes in such areas do not make situation even worse, nevertheless, the full rectification of the problems shall consist in getting adverse effects of transportation solved. ï On the basis of the Long-Term Concept of Air Pollution Control, which calculations of groundlevel concentrations of pollutants are supplementary to the TED, areas where the limits violations occur may be defined more exactly and due to energy share in this violation zones may be established where pollution sources operation may be regulated. ï Parts of the City territory, which are not under the zones with regulated operation of pollution sources, are recommended to be left with no regulation within the rules of free competition with free and non-discriminatory access to respective media. It is suitable that the City plays the role of a mediator and information provider in negotiations on supplies, or potentially may apply motivational instruments where the City intends to prefer certain medium to others. ï The strategic direction, which contributes to environmental protection and at the same time to the growth in benefits from the energy use is the support to economical fuel and energy management. Therefore the principal role of the City consists in the initiation of activities leading to efficient use of energy sources. The assumption for is to form appropriate management structures (agency, Prague City Hall) for energy saving programmes and projects implementation. In further phases the TED shall be completed into the form of the Territorial Energy Concept pursuant to the Act No. 406/2000 Code. Data included in the TED have been continuously updated and make the background data for the conceptual management of the Energy System of the City of Prague.

The City of Prague has had many-year long traditions in processing and providing of information on the environment.

Prague Environmental Information System (IOéIP) collects and processes data on selected compartments of the environment on the territory of the City of Prague. The System objectives are as follows:
ï shromaûÔov·nÌ a zpracov·nÌ dat o stavu jednotliv˝ch faktor˘ éP v Praze, po¯izovan˝ch r˘zn˝mi organizacemi, do jednotnÈho automatizovanÈho informaËnÌho systÈmu ï hodnocenÌ rozsahu dostupn˝ch dat a iniciace po¯izov·nÌ ˙daj˘, pro nÏû neexistujÌ jinÈ zdroje ï poskytov·nÌ informacÌ org·n˘m mÏstskÈ spr·vy, odbornÌk˘m a ve¯ejnosti.
ï collecting and processing of data on status of individual environmental factors in Prague obtained by various organisations and institutions into an integrated automated information system; ï evaluating of the scope of the data available and acquiring such data, which there is no other source of; ï providing information to the authorities of the City municipal administration, experts, and the public.

The beginnings of the Prague Environmental Information System can be found in the half of 1980s when it was developed as one of theme dedicated circles of the City Information System. The established abbreviation IOéIP, the onset of systematic monitoring of selected compartments of the environment, and taking over data, which now constitute the base of the data resources of the System, come from that time.
Za dobu svÈho trv·nÌ systÈm proöel nÏkter˝mi organizaËnÌmi a technologick˝mi zmÏnami (P⁄DIS, REL, »E⁄). Od roku 1994 do pololetÌ roku 2000 zajiöùoval provoz a dalöÌ rozvoj IOéIP Institut mÏstskÈ informatiky hl. m. Prahy (IMIP). V r·mci transformace mÏstskÈ informatiky a reorganizace IMIP byl provoz systÈmu spolu s dalöÌmi projekty p¯eveden od 1. 7. 2000 do odboru informatiky Magistr·tu hl. m. Prahy.
Over the time of its existence the System went through some organisational and technology changes (P⁄DIS, REL, »E⁄). Since 1994 till the half of 2000 the operation and further development of the IOéIP was performed by the Institute of Municipal Informatics of the City of Prague (IMIP). Within the framework of the transformation of municipal informatics and restructuring of the IMIP the System operation, along with other projects, was incorporated into the Department of Informatics of the Prague City Hall since July 1, 2000.

ones) as the Protected Areas in Prague (AOPK), Development Trends and Statistics, Air Pollution Sources, Atlas of the Environment with maps in a raster format, Numeri Pragenses (»S⁄), Information Sources (⁄EP), etc. The System development has been driven by efforts to follow the rapid development in information technology. Since the arrival of the GIS technology new map outputs have been created. Database, that is the data foundation of the System, was migrated into an up-to-date database system of Oracle. Recently attention has been concentrated on providing outputs through the internet. At present the series of the Yearbooks on the internet (http://www.praha-mesto.cz ñ column ìI want to knowî ñ ìThe environmentî, or http://www. praha-mesto.cz/zp/rocenky) are added by the Atlas of the Environment worked out as an application under the GIS software WebMap in co-operation with the company of Hydrosoft VeleslavÌn (http://www.premis.cz/atlaszp or http://www.wmap.cz/atlaszp). In further development of the System an Internet server, which would integrate applications for providing Prague environmental information (books of facts from the Yearbooks, maps, databases, air quality monitoring data ñ see PREMIS, information from authorities, and service for communication to the City citizens) that have been implemented as separate ones so far. The IOéIP System and products as the Atlas of the Environment on the internet have acquired awards on the domestic grounds (for example, in the competition on Geoapplications, CAGI) as well internationally (included in the publication Case Studies of Information Projects for Air and Water Protection ñ so called ìGood Practicesî, of the Work Group ENWAP, DG XIII of the European Commission). Then Prague was invited to participate in solving of other international projects (as CEROI, INTERACT, HEAVEN, see bellow). Besides the IOéIP System the City also manages other projects on environmental informatics, which were in the half of 2000 transferred from the IMIP to the Prague City Hall (the Department of Informatics in co-operation with the Department of the Environment). These are, for example, the PREMIS Project (publication of operating data on air quality from the »HM⁄ and weather conditions on the internet at http://www.premis.cz), the air quality assessment employing model calculations (ATEM), monitoring of organic contaminants in air (SCOL), the updating and administration of data on air pollution sources (REZZO), and the development of the model calculation based Noise Map of Road Traffic in Prague 2000 employing methodology corresponding to the European standards being established, etc.

D4.2 INTERNATIONAL CO-OPERATION In its Concept of the Foreign Policy Development, Prague declares further and deeper international co-operation and integration of the City into international structures, within the European Union in particular. At present Prague is already a member of a group of several organisations of the European Union associating cities for purposes of joint solving of certain issues. These are, for example, associations of EUROCITIES (association of 106 large European cities), UCEU (Union of the Capitals of the European Union), METREX (association for information and experience exchange in spatial planning of metropolitan regions), OWHC (Organisation of World Heritage of Culture), POLIS (association focused on transport issues), and others. In 2000 in the field of informatics Prague joined the association of cities supporting the call for the Global Cities Dialogue initiated by the association of TELECITIES, and then Prague became the association member in 2001.

The City of Prague has an important and active international co-operation in the field of environmental informatics. Since 1999 Prague has been participating in the CEROI Project (City Environment Report on Internet), which is, within the framework of the UNEP Programme (United Nations Environmental Programme) co-ordinated by a branch of the international organisation GRID, Arendal, Norway. The City of Prague along with other cities (even non-European ones) developed an application presenting the respective city environmental information on the internet according to the established methodology (content, itemising, indicators, schema effect-state-response, PSR/DPSIR, respectively) ñ see http://www.ceroi.net or http://ceroi.net. In 2001 the City of Prague confirmed its participation in further continuation of the Project.

The City of Prague also participates in environmental informatics projects of the European Union ñ INTERACT and HEAVEN, which were launched at the beginning of 2000. The INTERACT Project is focused on the support to automated agenda of permitting processes including the EIA and IPPC permitting processes pursuant to directives of EC or EEC and encompassing the administration of environmental data of a city or region, development of a system for their dissemination to professionals and the public using the technologies of Intranet/Internet and GIS. Within the Project modules of internet applications are being developed as follows: Virtual Front Office, Environmental Information Assistant, Permitting Assistant and instruments for administration of environmental data of permitting processes including preparations of geographic information to be published on the internet ñ WebMap. The Project, after being modified in 2001, is scheduled for 36 months (I/2000ñXII/2002) and its participants are cities of Vitoria Gasteiz (Spain), Cologne (Germany), Prague (CR), Torino (Italy), and the Piemonte Region (Italy). Representatives of public administration of the cities are accompanied by associated software design companies delivering the task solution (companies collaborating in the development of information systems). The City of Prague (represented by the Department of Informatics of the Prague City Hall) has its local partner of Hydrosoft VeleslavÌn. The company of CH2M HILL, London, Great Britain is the international co-ordinator. The Project objectives for the City of Prague are as follows: a) to assist the public administration in publicising of EIA information; b) to make publicly available environmental information to processors of studies and to the public including maps on the internet; c) to make searching for available information easy; d) to facilitate process agendas of the permitting procedures (at least guidance, forms, etc.); e) to prepare model solution in accord with the EU legislation (the directives of IPPC and EIA). The City of Prague has a good position within the international consortium of designers and solution delivering parties due to the existing IOéIP System with its environmental database, the system of the database administration, and presentation of geographic data (WebMap software and the application Atlas of the Environment). The important factor is the existing national information system on EIA of the Czech Republic. The City of Prague priority in EIA is to present the activities registered to the public and interconnect them to environmental information (for example, see www.praha-mesto.cz/eia). In September 2001 an important meeting of task bearers and representatives of users ñ interact Forum was held in Cologne, Germany. Tyto funkËnÌ moduly jako celek hodnotÌ dopad navrûenÈ strategie ¯ÌzenÌ dopravy (TDMS) na dopravu a ûivotnÌ prost¯edÌ. The HEAVEN Project is focused on addressing of city automobile transport in order to minimize its adverse impact on the quality of the environment. Using data of the monitoring of traffic load air pollution and noise conditions shall be modelled. It is a decision-making supporting system for the arrangement of the City transport in accordance with the directives of the EU in the process of landuse planning and town planning, and in operating traffic management. The Project is scheduled for 36 months (I/2000ñ III/2002). Large cities are partners within the Project as: Rome, Paris, Berlin, Rotterdam, Leicester, and Prague. The representatives of public administration of the cities are accompanied by associated designers of tasks solutions (companies collaborating in the development of information systems). The Department of Development of the City of Prague is the co-ordinator of the Project on behalf of Prague, other partners are the Institute of Transport Engineering and the Czech Hydrometeorological Institute. The company of STA, having residence in Rome, is the international co-ordinator. There was a proposal of the architecture for Decision Support System (DSS) was developed both for the entire system in accordance with the concept DSS HEAVEN and for local systems corresponding to specific conditions of the six participating European cities. The new system architecture consists of a air quality model and traffic model, which are fully integrated into the HEAVEN System. Traffic and environmental measurements are the solution inputs yet data acquired from models in real time are also used. The solution includes a working block of weather forecast. These function modules as a whole assess environmental and traffic impacts of the traffic management strategy proposed (TMDS). The proposal of the local system architecture in Prague follows the existing local infrastructure. There shall be a traffic model solution of Signal Bau Huber, traffic model VISUM, and Swedish air quality and noise model AIRVIRO implemented. The solution also includes air quality measurements in Prague ñ AIM, meteorological measurements, and weather forecast from ALADIN model. Further inputs are statistical data from traffic survey of ⁄DI (Institute of transport engineering of the City of Prague).

Emission and dispersion models collaborate with the database of measured and calculated time series and results fop modelling shall be provided in both graphic and tabular forms to appropriate user workplaces (Department of the environment, Depart of Transportation, City Development Authority of the Prague City Hall, TSK) and to the public on the internet (for example, within the application PREMIS). In the course of 2002 the implementation shall be completed and tests and evaluation shall be finished as well and potential modifications shall be carried out. Then at the end 2002 the closing conference of the HEAVEN Project shall be held in Prague, where the participating cities shall present Project results both to professionals and to the general public. MÌstnÌ Agenda 21 (MA21) je proces, v nÏmû mÌstnÌ ˙¯ady a samospr·va spolupracujÌ s ve¯ejnostÌ a reprezentanty vöech z·jmov˝ch skupin obce na sestavenÌ pl·nu akcÌ, kter˝mi hodlajÌ podpo¯it zav·dÏnÌ princip˘ udrûitelnÈho rozvoje do Ëinnosti obce. MA21 je poprvÈ zmÌnÏna v kapitole 28 Agendy 21 ñ dokumentu Organizace spojen˝ch n·rod˘, kter˝ byl schv·len svÏtov˝m shrom·ûdÏnÌm v roce 1992 (konference OSN o ûivotnÌm prost¯edÌ a rozvoji v Rio de Janeiro) k podpo¯e zav·dÏnÌ princip˘ udrûitelnÈho rozvoje. V uvedenÈ kapitole se hovo¯Ì o tom, ûe velkÈ mnoûstvÌ celosvÏtov˝ch problÈm˘ m· svÈ ko¯eny na ˙rovni mÌstnÌch aktivit, a ûe je vhodnÈ je ¯eöit na mÌstnÌ ˙rovni. Vöechny mÌstnÌ ˙¯ady by mÏly vstoupit do dialogu s obËany, mÌstnÌmi organizacemi a soukrom˝mi podniky a p¯ijmout tzv. MA21. DoporuËuje se, aby se mÌstnÌ ˙¯ady na z·kladÏ konzultacÌ a vytv·¯enÌ konsensu pouËily od obËan˘, mÌstnÌch obËansk˝ch, komunitnÌch, obchodnÌch a pr˘myslov˝ch organizacÌ a zÌskaly informace nutnÈ pro zformulov·nÌ nejlepöÌch strategiÌ. Dokument oslovuje vöechny mÌstnÌ autority a samospr·vy v celÈm svÏtÏ a vol· po spolupr·ci vöech z·jmov˝ch skupin v mÌstnÌm spoleËenstvÌ, ËÌmû podporuje demokratick˝ proces. D5.1 WHAT IS LOCAL AGENDA 21? Local Agenda 21 (LA 21) is a process in which local authorities work in collaboration with representatives of all interest groups of communities on development of an action plan by means of which they intend to support the implementation of sustainable development into community activities. Local Agenda 21 was for the first time mentioned in the Chapter 28 of Agenda 21 ñ the document of the United Nations Organisation, which was adopted by the world assembly in 1992 (at the UN Conference on the Environment and Sustainable Development in Rio de Janeiro) to support principles of sustainable development. The chapter mentioned above deals with the fact that a great number of global issues have roots at the level of local activities and therefore it is also suitable to get them solved at appropriate local level. So all local authorities should start a dialog with citizens, local organizations, and private companies and businesses and adopt so-called Local Agenda 21. It is recommended those local authorities on the basis of consultancy and consent learn from citizens and local citizen organizations, community organizations, and private enterprises and this way acquire information necessary for formulating of the best strategies. The document addresses all local authorities and public administration over the world and calls for co-operation of all interest groups of local communities, which should encourage the process of democracy. This is more than a mere ìgreenî plan ñ this is an integration of conditions of living, social, economic, and cultural events and activities, it means quality of living of every human at local level. In the focus of interest of LA 21 there are crucial principles of sustainable development.

PrvnÌ pokusy uplatÚovat MA21 se v naöÌ republice objevily aû v letech 1997ñ1998, kdy se myölenky chopily nÏkterÈ nest·tnÌ neziskovÈ organizace a aktivnÌ mÌstnÌ samospr·vy. SouËasnÏ zaËalo MA21 metodicky podporovat Ministerstvo ûivotnÌho prost¯edÌ »R (MéP), zejmÈna prost¯ednictvÌm »eskÈho ekologickÈho ˙stavu (»E⁄).
The Czech Republic has been among the countries that in 1992 adopted the commitments of the Earth Summit in Rio de Janeiro yet its attitude to Local Agenda 21 was rather reluctant at the beginning. First attempts to apply Local Agenda 21 in the country appeared in 1997 to 1998. Then the idea was taken by some of non-government, non-profit organisations, and active local public administrations. At the same time the Ministry of the Environment of the Czech Republic became to support Local Agenda 21 in terms of methodology namely through the Czech Environmental Institute (»E⁄). Local Agenda 21 idea was built in the official documents (State Environmental Policy, 1999) of the country Government as late as in 1999. Now LA 21 is one of the objectives of the State Environmental Policy 2001 (Chapter VII ñ Instruments of the Implementation of the SEP, section on the Population Involvement and Agenda 21). The support to the processes of LA 21 also follows from the State Programme of Environmental Education, Training and Public Awareness (tasks to municipality authorities). In practice, however, Local Agenda 21 has been still mostly taken as a matter of the Ministry

At present the Ministry of the Environment of the Czech Republic subsidises the publishing of methodical and information materials, takes patronage over projects materially belonging to the Ministry (PHARE, LEONARDO) and provides methodical management of the registration institution for the issues ñ the Department of Education and Public Awareness of the Czech Environmental Institute. The Department, among others, facilitates experience with LA 1 from foreign countries (mostly from Great Britain) and arranges for courses with foreign lecturers. IN co-operation with British partners facilitators for LA 21 were trained and the network of such facilitators was formed across the Czech Republic territory. At the Strategies Department of the Ministry of the Environment of the Czech Republic there is a work group of the interested in LA 21. At present there is no activity ongoing at the level of the City of Prague. The city development planning and dissemination of environmental information to the public have been carried out within the framework of other activities and projects. At some of the City Districts, however, there are joint efforts for better conditions of living and communication of citizens with local public authorities in terms of LA 21.

The District Council of Prague 15 committed to implement Local Agenda 21 in 1998 in its programme declaration. The process was launched in 1999. The local public administration managed to lure a number of entities ñ non-government non-profit organisations, interest groups, businessmen, and others. The major partner is the Ecocentre of the City of Prague Toulc˘v dv˘r where the Basic Chapter BotiË of the Brontosaurus Movement disseminate environmental education. As of yet the project has been successful in promoting the relations of the Prague 15 population to the location they live in, for example, through revitalisation of social life, improved awareness on local values, etc. The project aim for the future is larger public involvement into decision-making processes.

City District Prague 12 decided to implement a project on interactive decision making focused on leisure time activities of the youth.
Cel˝ projekt byl zah·jen pr˘zkumem ve¯ejnÈho mÌnÏnÌ, jehoû v˝sledky byly podrobeny ve¯ejnÈ diskusi. Na podkladÏ diskuse byly vytipov·ny hlavnÌ oblasti, jejichû ¯eöenÌm se zab˝valy pracovnÌ skupiny obËan˘. Mezi hlavnÌ oblasti z·jmu pat¯ily moûnosti pro vyuûitÌ volnÈho Ëasu a vyuûitÌ ve¯ejn˝ch prostranstvÌ. Skupiny vypracovaly n·PRAHA ñ éivotnÌ prost¯edÌ 2001 PRAGUE ñ Environment 2001
The whole project was started by a public opinion survey, which results were presented at a public hearing. Major areas were selected, which were dealt by work groups of citizens established after the public hearing. Potentials for spending of leisure time and usage of public areas belonged to main interests of citizens. The groups developed proposals for solutions, which were submitted to the local

ObËanÈ povaûovali za nejz·vaûnÏjöÌ problÈmy ûivota na sÌdliöti bezpeËnost a Ëistotu, d·le dopravu (cÌtÌ se ohroûeni pl·ny na v˝stavbu tzv. b¯evnovskÈ radi·ly, problÈmy jsou i s parkov·nÌm na sÌdliöti) a regeneraci dom˘ i ve¯ejn˝ch prostor. DvÏ ve¯ejn· setk·nÌ byla velmi hojnÏ navötÌvena (180 a 100 lidÌ). V˝sledky opÏt dostalo zastupitelstvo k schv·lenÌ. O celÈm projektu byl natoËen instrukt·ûnÌ film.

There was the project ìQuality of Living in ÿepyî running in the City District ÿepy. The Project consisted again in public survey (by means of printed questionnaires and phone interviews). The inhabitants as the most serious issues of public life at the housing estate considered security and cleanliness, further traffic (they feel endangered due to plans for the construction of so called B¯evnov Radial Road, there are problems with parking at the housing estate), and refurbishing of houses as well as recovery of public areas. There were abundant participants at two public meetings (180 and 100 people, respectively). Results were submitted to the Local Representatives for approval. The whole project was shot as a demonstration film.

Kvalitou ûivota p¯itom myslÌme urËit˝ Ñblahobytì v öiröÌm pojetÌ, kter˝ nespoËÌv· pouze v materi·lnÌm z·zemÌ, ale takÈ v ¯adÏ dalöÌch z·kladnÌch hodnot, mezi nÏû lze zahrnout nap¯. lidskÈ zdravÌ, p¯Ìstup ke kvalitnÌ vodÏ a potravin·m, uspokojenÌ soci·lnÌch a kulturnÌch pot¯eb a prostor k ûivotu, pohybu a tr·venÌ volnÈho Ëasu.
Various objectives of sustainable development may be basically summarised into a simple requirement ñ to provide for better quality of living for everybody as well as to future generations at present. Quality of living shall mean certain ìwelfareî at its broader sense, which does not consists in mere material back-up yet also in other numerous fundamental values, which may include, among others, human health, availability of good quality water and foodstuffs, satisfying of social and cultural needs, and space for living, movement and spending of leisure time.
V˝znamnou mezin·rodnÌ aktivitou ˙zce souvisejÌcÌ s udrûiteln˝m rozvojem mÏst a kvalitou ûivota, je projekt SvÏtovÈ zdravotnickÈ organizace (WHO-OSN) nazvan˝ Projekt ZdravÈ mÏsto (Healthy Cities Project). »esk· Zdrav· mÏsta zast¯eöuje a reprezentuje na mezin·rodnÌ ˙rovni N·rodnÌ sÌù Zdrav˝ch mÏst »eskÈ republiky (NSZM »R). NSZM »R se dlouhodobÏ a cÌlenÏ zab˝v· zdravÌm a udrûiteln˝m rozvojem. HlavnÌm programem a n·vodem pro postup mÏst v r·mci NSZM »R se od roku 1998 stala »esk· Br·na 21 (New Gate 21) ñ metodika pro zdravÌ, udrûiteln˝ rozvoj a kvalitu ûivota. Metodika je podp˘rn˝m n·strojem strategickÈho rozvoje mÏst, kter˝ pom·h· mÏst˘m dosahovat kvality v souladu s mezin·rodnÌmi dokumenty a strategiemi (nap¯. Health 21, Agenda 21 ñ mÌstnÌ Agenda 21, NEHAP ñ LEHAP aj.). Important international activities related closely to the sustainable development of cities and quality of living is the Healthy Cities Project of the World Health Organization. The Czech Republic Healthy Cities are under the roof of the National Network of Healthy Cities of the Czech Republic (NSZM »R) who also represent them internationally. NSZM »R has been dealing purposely and on a long-term basis with health and sustainable development. Since 1998 New Gate 21 ñ the methodology for health, sustainable development, and quality of living ñ has been the major programme and guidance to cities how to proceed within the network of the NSZM »R. The methodology forms a support tool to strategic development of cities, which shall help the cities to attain quality in accordance with international documents and strategies (as for example Health 21, Agenda 21 ñ Local Agenda 21, NEHAP ñ LEHAP, etc.). On November 1, 2001 the National Network of Healthy Cities of the Czech Republic comprised of 31 cities having total population 1.1 million. Membership of the association is also enabled to communities, micro-regions, and city districts ñ all types of municipalities in the Czech Republic.

Pro zpracov·nÌ roËenky byly vyuûity ˙daje z celÈ ¯ady organizacÌ, jejich publikacÌ, informaËnÌch systÈm˘ a zejmÈna st·le nar˘stajÌcÌ mnoûstvÌ informacÌ ve¯ejnÏ vystaven˝ch na internetov˝ch str·nk·ch. Z tÏchto d˘vod˘ byla do publikace za¯azena kapitola s p¯ehledem adres internetov˝ch str·nek vybran˝ch organizacÌ, kterÈ poskytujÌ nebo zpracov·vajÌ ˙daje o ûivotnÌm prost¯edÌ nebo majÌ jinou souvislost s problematikou mÏsta. V˝Ëet organizacÌ ani jejich internetov˝ch adres nenÌ kompletnÌ adres·¯, ale urËitÏ bude dobrou pom˘ckou pro ty, kdo chtÏjÌ s pomocÌ internetu zÌskat dalöÌ informace.
In developing the Yearbook data from numerous organizations, their publications, information systems, and namely ever increasing amount of information publicly accessible on web pages were employed. Therefore the Yearbook has been added by a new subchapter containing an overview of addresses of web pages of certain organizations, which provide or process environmental data, or are in some other manner related to the City issues. The list of organizations and their pages has not been made with the objective to provide readers with a complete directory yet the authors believe that even though the tables will serve as a good tool to those willing to find out further information through the internet.
