PREFACE This is the first annual report of the Amsterdam Center for Language and Communication (ACLC), officially constituted in July 2000 by the Faculty of the Humanities. The ACLC unites most UvA members of the former inter-university research institutes on linguistics IFOTT and HIL. The new research institute (with Prof. dr A. Machtelt Bolkestein as a director, and an advisory board consisting of prof. dr Aafke Hulk, prof. dr Jan Hulstijn and prof. dr Louis Pols) consists roughly of these two bloodgroups, apart from the group on Argumentation and Discourse: part of this group decided to join another new research institute. Within the ACLC a new pragmatics group project was set up with dr Rodie Risselada as a co-ordinator, in order for remaining and new researchers working on discourse and conversation analysis and other aspects of pragmatics such as speech act theory to join forces. The ACLC in its present form consists of eight project groups described below (Chapter 3), and several special interest projects in which investigators from different groups contribute. Since the ACLC contains both theory oriented and problem oriented research groups, it is natural and even desirable that a number of members participate in more than one project group. In this survey of activities of ACLC in its new composition, familiar names from our sister faculties at Leiden University and Vrije Universteit Amsterdam do not figure any more; cooperation however continues, both in research and in organizing courses for PhD students. This report differs in another aspect as well: the annual output, mainly in terms of publications, is now organized according to the various project groups. This is not as simple as it seems, exactly because of the multiple membership and activities of several scholars. The decision to also include other academic activities in the report (following the practice of some other institutes at the UvA) was new as well, and has led to a certain heterogeneity (and resulting gaps) in the response. Custom will remedy this in the future. In December 2000, the ACLC consisted of 63 senior staff members (professors, associate professors, assistant professors and postdocs) and 19 junior researchers (PhD grantees), totalling about 40.79 fte research time (see Appendix 1). Several members retired in 2000 (prof. dr Wim Klooster and prof. dr Marc van Oostendorp), others reduced their position or left because of receiving a new position outside the University of Amsterdam. The death of prof. dr Rob Grootendorst in February 2000, mentioned in last year’s report, saddened us all. However, in this year new scholars joined as well: in 2000 we welcome the ‘bijzondere hoogleraren’ prof. dr Hans Bennis (Meertensinstituut) and prof. dr A.M.F.J. Moerdijk (Instituut voor Nederlandse Lexicology), whose presence in the Dutch Linguistics department will be strengthened in 2001 by prof. dr Fred Weerman. Connected to the start in 2000 of the NWO-program A Transatlantic Sprachbund, a new post-doc researcher joined the institute (dr Enoch Aboh). Furthermore, after two rounds of PhD proposals, five new PhD projects were able to start in 2000, one of which was jointly subsidized by NWO and the matching fund University of Amsterdam, and one of which by the central ‘beleidspot’ of the Faculty of the Humanities. In 2000 several Verniewingsimpuls proposals were formulated and evaluated within ACLC, and send on by the Faculty and the University: we now know these effort have not been wasted: dr Paul Boersma’s project will be able to start in 2001, bringing some PhD projects in its wake. In view of the small number of grants which is assigned to our institute this success is extra welcome, and leaves us with renewed optimism about our ability to maintain our research in linguistics at a high level in spite of these financially meagre years.

2 ANNUAL REVIEW RESEARCH PROGRAM AND SCIENTIFIC MISSION Linguistics concerns the underlying systematicity in spoken and signed languages and language use, one of the higher cognitive functions that the human brain is capable of. It thus forms a necessary complement to or even basis for abstract modelling of human cognitive processes. Language can be studied from many angles, from sound to meaning, from acquisition to loss, from speech recognition to diachronic change, as a means to reconstruct processes taking place in the human brain or as a means to manipulate the other or improve men-machine interaction. The Amsterdam Center for Language and Communication unites researchers working on these and other aspects of linguistics, and thus covers a diversity of subdomains and, consequently, research methods: theoretical, observational and experimental. ACLC aims at fruitful interaction between theory driven research in the semantic, syntactic, phonological and phonetic architecture of languages on the one hand and the study of empirical facts from large samples of utterances and texts, which, in its turn, may lead to construction or adaptation of theoretical models, on the other. Its multi- and increasingly interdisciplinary program centrally contributes to the program of LOT, the Dutch Research School in Linguistics, recently re-recognized by the KNAW. The basic research question of LOT is broadly formulated as ‘what are the cognitive factors underlying human language in structure and use, and what principles govern their interaction’. ACLC research is organized into three broad programs, which themselves consist of several projects. These three programs can be summarized as: research into properties of the language system as a means of communication, into aspects of language use in social interaction and into aspects of the language use of specific categories of language users. These three programs are closely interconnected: what the language user learns is the language system and how to use it in a social context. Subdomains on which ACLC research is concentrated are first and second language acquisition and multilingualism, processes of speech production and perception, sign languages, language disorders, synchronic and diachronic language variation and language contact, language typology and comparison, discourse structure and text comprehension, and the interaction between social, cultural and structural factors in actual communication. The theoretical models of Functional Grammar and Generative Syntax are strongly represented, inspiring specific research questions, including computer implementation of grammatical descriptions based on these theories, and playing a role in the international debate. At the same time much of the ACLC research is directly relevant to practical applications in society. The strength of ACLC is the broadness of its research and the interaction between the different types of approaches which distinguish it from comparable research institutes inside and outside the Netherlands. This property also accounts for the many forms in which ACLC members are active nationally and internationally (see 4.5) in the broad field of linguistics. However, the current financial circumstances of the Faculty of the Humanities pose a serious threat to future developments. The number of PhD grants has gone down significantly as compared to some years ago, the situation on which the latest Visitation Report (1998) was based, and this will have consequences for the scientific output. Complying with the increasing requirement on the part of NWO for matching will become more and more difficult. Apart from that, the budget for research allotted to ACLC by the Faculty of the Humanities has been cut down and will gradually continue to diminish over the next few years, whereas developments in ICT and new technologies will require higher investments in order for ACLC to maintain its internationally high standing. A final danger is the gradual outflow of senior research capacity in the next five or six years, due to the distribution of age groups in this category within the language departments. Given the present circumstances in the Faculty of Humanities, there is no guarantee that the research capacity involved will be continued. 7100

This entailed some decisions on where to enumerate output of people participating in more than one project. Research topics
Functional Grammar (FG) is a grammatical theory which aims at developing a formal model of language which is adequate from both a communicative and a cognitive perspective. The theory is functional in the sense that language is seen in the first place as an instrument of social interaction. The model is developed in such a way that it can be applied to all possible languages, language phases and language acquisition processes. Given the research ambitions of FG much of the research is either typological or corpus-based. The FG model distinguishes a discourse level, a semantic level and a morphosyntactic level of analysis. Within the research group all three levels are studied. At the discourse level, a central question is how units larger than the sentence should be represented; at the semantic level much attention is paid to the nature and structure of predicates and terms and to complex constructions; at the morpho-syntactic level research concentrates on the implementation of expression rules. In various projects the theoretical insights of FG are combined with insights from other subdisciplines of linguistics. Thus, there is research in the area of

first and second language acquisition, sign language, language contact and language change. The research group organizes monthly meetings of the FG-Colloquium, where ongoing projects are discussed, and additional thematic meetings, in which specific research themes are addressed. In 2000 special meetings were organized on the study of language change in Functional Grammar. At the international level, FG-researchers meet every two years at the International Conferences on Functional Grammar, which in 2000 took place in Madrid. Program development The program shows an increasing number of projects which cross the traditional dividing lines between disciplines. Research into language acquisition, sign language and the relation between language and cognition make up an important part of the research program. A second important issue is the redesign of Functional Grammar into a top down model, both as regards the underlying pragmatic/semantic representations, but also as regards the operation of the expression component. Research topics
Almost all of the members of ACLC’s Generative Grammar program originally were members of HIL (Holland Institute for Linguistics), a research institute involving generative linguists from the Universiteit van Amsterdam, the Vrije Universiteit and Universiteit Leiden, where they participated in the theme groups Syntax, Phonology, Morphology and Semantics (and also in theme groups not corresponding to the present program). In the course of 2000 they transferred their research to ACLC and were joined by a few new members. The central claim of generative linguistics is that language is a system of (formal) constraints and principles that enables the native speaker of a particular language to produce and interpret the sentences of his/her language. Accepting such an abstract system, referred to as Universal Grammar, implies the view that individual languages do not differ randomly, but are manifestations of a general scheme that dictates a limited set 13100
of options. Generative grammar thus involves a theory in which the structure of language, differences between languages, language change and language acquisition can be approached as different aspects of one coherent theoretical framework. The majority of the linguists involved in this program work on the syntax of (mainly) Romance and Germanic languages and focus on the following two themes: (1) structural variation within and between languages, and (2) the relation between structure and interpretation. In the first area, word order variation both in the clausal and in the nominal domain plays a central role. In the second area, which concerns the syntaxsemantics/pragmatics interface, quantificational properties and aspectual and temporal characteristics are the central object of study. Other linguists involved in this program work on phonology and morphology with a focus on non-linear models of phonological structure and on prosodic phonology. Various researchers involved in this program also participate in some of the other programs of ACLC. Program development
In the course of the year 2000 the Generative Grammar group could welcome a new ACLC bursary student. Furthermore two large, externally financed research projects started which the Generative Grammar group directly or indirectly is participating in: (1) the SAND project (‘A syntactic atlas of the Dutch dialects’) awarded by the VNC (Flemish Dutch Committee), in which a couple of Dutch and Flemish academic institutions (among which the Meertens Institute in Amsterdam) are involved. One of the four subprojects, ‘Negation and Quantification’, with a bursary student financed by NWO, is stationed at the Universiteit van Amsterdam, and (2) The Surinam-Gbé project, ‘A trans-Atlantic sprachbund? The structural relationships between the Gbé languages of West Africa and the Surinamese creole languages’, a joint NWOfinanced project together with the Universiteit Leiden, which falls under Program 6. Its postdoc Gbé specialist also participates in the Generative Grammar program. As far as conferences and workshops are concerned, members of the Generative Grammar program were on the organizing committees of: (1) the LOT special session on ‘Segmental Markedness and Syllabic Position’ at the 8th Manchester Phonology Meeting, Manchester, May 18-20, 2000; (2) the HIL Workshop on ‘Surface Syllable Structure and Segment Sequencing’, University of Leiden, May 23-24, 2000; (3) Going Romance, followed by the workshop on Focus; Utrecht, November 30 – December 1 & December 2, 2000, and (4) the 1st ‘European Workshop Afrikaans Extra Muros’ (EWAfrEM 1), Leipzig, September 22-23, 2000 (which the Generative program has to share with 6). During the year 2000 members of the Generative Grammar program participated in the HIL PhD program either by teaching or co-ordinating classes or by giving guest lectures. 14100

Research topics
The members of the research group Cognition, pragmatics and semantics investigate European languages in both synchronic and diachronic perspective, concentrating on the description and explanation of language specific meanings on every level of analysis: discourse, sentence, phrase, syntactic construction (including word order), word and word class, morpheme, intonation and grammatical category. Individual researchers restrict themselves to one particular language or - contrastively to two languages, or to one or more historical periods of a particular language. Most researchers work within the formcontant paradigm. Much attention is paid to the interaction of the abovementioned levels (for instance the interaction of lexical meaning and grammatical category or syntactic construction), the relations between semantics and cognitive domains (How does a language user mentally represent the world around him? How are complex meanings structured?) and the relations between semantic and pragmatic domains (How does a language user apply meaning? Which communicative objectives does he try to achieve and which relevant linguistic choices does he make?). Since solid empirical validation is considered essential for this kind of research, researchers frequently make use of digitalized text corpora and native informants.

Program development
In the year 2000 drs Tine Cambier-Langeveld completed her thesis on Temporal marking of accents and boundaries. Two project proposals for the so-called ‘Vernieuwingsimpuls’ were withdrawn by the dean of the faculty for formal reasons. We participated actively in the Dutch-Flemish project on the Spoken Dutch Corpus (CGN: Corpus Gesproken Nederlands). Dr Rob van Son started the collection of his own IFA-speech corpus with several speakers in different speaking styles. Dr Florien van Beinum continued her activities in the Dyslexia program. Our participation in workshops and international conferences was rather limited in the year 2000. Dr Louis Pols participated in ICSLP 2000 in Beijing, China and was a guest speaker at the W.E. Hereas-Seminar on ‘Speech recognition and pseech understanding’. Dr Paul Boersma presented his work on functional phonology and gave several lectures at workshops in Montreal, Lublin, Edinburgh and Reading. Both participated in LabPhon7 in Nijmegen.

Research topics
The members of the research group Discourse analysis and text structure investigate pragmatic aspects of written and spoken discourse in various languages, including sign language. The research conducted focuses on the linguistic properties of utterances (or larger stretches of discourse) which are determined by the nature and the goals of the interaction to which they belong, the relation between the speaker and addressee(s), their attitudes and opinions, and by the context in which the interaction takes place. In addition to the study of linguistic properties in a more restricted sense (e.g. word order, prosody, discourse markers), attention is paid to the acquisition of 'pragmatic competences' (both within primary and secondary language acquisition), sociological and psychological aspects of the production and interpretation of discourse, as well as the role of gender differences in verbal interaction.

The central theme in the program is the dynamics of language. The subthemes within this are: (1) diachronic change and the theory of language change (creolization, grammaticalization processes and the influence of the standard language); (2) the historical development of individual languages and dialects within their socio-cultural context; (3) synchronic variation in terms of gender, age, class and medium; (4) the genesis of language and language evolution; (5) language contact (including the development of pidgins and creoles).

(1) The philological analysis (and collection) of older texts to be used to develop a theory of language change and a better understanding of these texts in the linguistic, historical and socio-cultural development of individual languages/dialects. Research is being done on Church Slavonic, Dutch dialects and Dutch- and English-based pidgins and Creoles, Egyptian-Arabic dialects, English, French and the Scandinavian languages and dialects. (2) The relation between language change and existing theoretical models of language (optimality theory, grammaticalization theory, generative theory). (3) The relation between internal and external factors in change, with special emphasis on the role played by contact and substrate influences. (4) The development of dictionaries (etymological dictionary of Dutch, Dictionary of Old Dutch, Dictionary of French expressions in Dutch). (5) The development of a morphological and syntactic dialect atlas of present-day Dutch. (6) The study of variation in verbal interaction as determined by differences in gender, age, style and social background.

Research topics
- The development of early speech, phonology, morpho-syntax, lexicon and pragmatics in Dutch and from a cross-linguistic perspective. - Speech and language development in populations with problems, such as psychiatric disturbance, cognitive delay, physical handicap, deafness and blindness; AAC; dyslexia.
Program development
The research topics covered by the group within first language acquisition fall primarily in the areas of early speech and interaction, morpho-syntax and pragmatics with regard to Dutch, although some crosslinguistic work is also being done. The development of phonology in Jamaican children has been studied from the perspective of these children being bilingual in English and Jamaican Creole. Early bilingualism has also been studied in children of deaf parents who learn both Dutch and Sign Language of the Netherlands (Nederlandse Gebarentaal: NGT). In the area of language pathology work has been done on children with psychiatric disturbance including children with ADHD to explore the problem areas in language. In the area of 41100
alternative and augmentative communication an intervention program for children has been evaluated and the development of the function of communicating outside the here-and-now explored.The national longitudinal dyslexia project in which the group works is starting with its first studies. Research topics
Fundamental research is concerned with the human capability to learn one or more foreign languages or to grow up bilingually during childhood. To what extent and how do (1) knowledge of the first language, and (2) explicit grammar knowledge affect the development of foreign language skills? This question should ideally be investigated in an interdisciplinary way, combining linguistic, cognitive and neurolinguistic approaches. Applied research in this rubric is mainly concerned with language instruction in the domains of grammar and lexis, with respect to the development of fluency in performing listening, reading, speaking and writing tasks. The languages studied include Dutch as a second language for nonnative speakers in the Netherlands of various age and proficiency groups.
Program development
The research group convenes eight times per year in order to develop and discuss research plans and proposals of its members. The aim of these discussions is to increase the involvement of the members with each others research and to increase the coherence and quality of the research of the group as a whole In 2000, a PhD project was started (conducted by Nel 45100
de Jong and supervised by Hulstijn & Schoonen) on what has become one of the central topics of the groups research. It is Hulstijns aim to strengthen the groups existing links with educational researchers (SCO-Kohnstamminstituut) and cognitive psychologists in order to form an interdisciplinary research team and find funding for interdisciplinary research. Seminar Expertisecentrum Academische Zaken December 21 Seminar organized for the Expertisecentrum Academische Zaken, with papers presented by dr Paul Boersma, prof. dr Jan Hulstijn and prof. dr Kees Hengeveld. 4.5 NATIONAL AND INTERNATIONAL CO-OPERATION At the Universiteit van Amsterdam ACLC-research sporadically interacts with part of the research at ILLC, and at the department of Psychology. More structural future cooperation with these groups and research on cognition in Neurobiology and Medicine is intended and in preparation. Within LOT ACLC cooperates with three other Dutch research institutes in linguistics, Uil/OTS (UU), CLS (KUB and KUN) and the linguists at the VUA and UL which participated in former HIL and IFOTT: due to local reorganizations these have been regrouped into different units, but are still united in LOT, cooperating in its wider research program and in the organization of the winter- and summerschools for PhD students: these are hosted by ACLC around every two years. Both through LOT and because of personal ties ACLC cooperates with the Meertens Institute at Amsterdam, the Max Planck institute at Nijmegen, the Vlaams Nederlandse Commissie and the activities concerning the Corpus Gesproken Nederlands, Instituut voor Nederlandse Lexicologie and the Frysk Academy. ACLC members play a role in various specific programs of NWO , such as TCULT, ,Language and Speech technology, and DYSLEXIA. Through LOT ACLC is also involved in a number of formal international agreements with institutions in the USA (University of California and MIT) , the UK (North West Centre for Linguistics), Germany (University of Berlin / Potsdam, Zuerich, Rijnland / Westfalen, Keulen, Max Planck Institute Leipzig), France (specific groups within the CNRS). ACLC staff is actively involved in a number of worldwide linguistic organizations and activities, such as the Association of Linguistic Typology, GLOW, the International Conferences on Functional Grammar, the Societas 58100
Linguistica Europea, the Language and Speech technology platform, specific ESF programs etc. Informal contacts between individual members with scholars doing related research elsewhere in the world are numerous and too many to enumerate. At the moment of appearance of this report ACLC is strenghtening contacts with linguistic research taking place at NYU and UCL, members of a recently founded consortium with the UVA. In the near future, budgetary reasons, however, rather severely limit the possibilities of productive exchange outside institutionalized channels of subsidy. 4.6 OUTPUT OF PHD PROJECTS Of the 84 PhD students who have started since 1986 55 (= 65%) have finished their dissertation by December 31, 2000. Eight students (10%) have stopped their project, while 21 (25%) are still in the process of accomplishing their thesis (see table below). By the end of 2000 none of the PhD research projects started in 1995 or later had come to an end. Some students however are in the final phase of their research and will defend their thesis in 2001. 5 FINANCES The Faculty of Humanities of the Universiteit van Amsterdam is responsible for the organizational and administrative support of the ACLC. In 2000 it made available 1.1 fte for this purpose: 0.3 for the scientific director, 0.3 for the managing director and 0.5 for secretarial support. Apart from financing this fte, the Faculty has made available a budget of almost 100 kfl. The height of this budget was determined on the basis of the amount of fte of the tenured senior staff (postdocs not included). The budget was by far not enough to satisfy the scientific needs of the ACLC and its members as can be concluded from the overview of costs below. Part of this budget is absolutely necessary to guarantee progress of PhD projects (such as the necessity for subjects and equipment). Since the Faculty will diminish its research budget even more in the upcoming years, the ACLC sees itself obliged to adapt its policy of subsidizing visits to international conferences and the organization of local conferences and workshops, and limit these posts considerably in the following years.
