RINGKASAN EKSEKUTIF

EXECUTIVE SUMMARY

1. Statistik Utang Luar Negeri Indonesia merupakan media publikasi bersama antara Bank Indonesia dan Kementerian Keuangan, yang menyajikan data utang luar negeri Pemerintah Pusat, Bank Indonesia dan sektor swasta. Namun, utang luar negeri dimaksud tidak mencakup contingent liability. Penyusunan Statistik Utang Luar Negeri dilatarbelakangi oleh kebutuhan akan adanya informasi utang luar negeri nasional yang komprehensif, dapat dan mudah dibandingkan (comparable) serta terpercaya (realiable). Kebutuhan dimaksud juga didorong oleh faktor potensi risiko utang luar negeri yang dapat menjadi salah satu pemicu kerentanan (vulnerability) perekonomian Indonesia yang pada gilirannya dapat menciptakan biaya tersendiri bagi perekonomian. Oleh sebab itu, penyajian Statistik Utang Luar Negeri Indonesia ini sangat relevan sebagai bahan monitoring dan pengendalian terutama bagi pelaku pasar dan penyusun kebijakan.

1. This External Debt Statistics of Indonesia is a joint publication product of Bank Indonesia and Ministry of Finance, that presents data on government external debt, central bank and private sector. However, it does not cover contingent liability. The lack of comprehensive, comparable and reliable information of external debt motivates the effort to gather all external debt statistics in a single and comprehensive publication. Another consideration is that external debt in its very nature contains potential risk to the economy in term of external vulnerability, which, if it does materialize, is a cost for the economy. Hence, this publication can be in line with the purpose of market monitoring and of policy formulation.

2. Dalam publikasi ini, utang luar negeri didefinisikan sebagai utang penduduk (resident) yang berdomisili di suatu wilayah teritori ekonomi kepada bukan penduduk (non resident). Konsep dan terminologi utang luar negeri mengacu pada IMF’s External Debt Statistics: Guide for compilers and Users (2003), beberapa ketentuan pemerintah Republik Indonesia dan Peraturan Bank Indonesia.

2. In this publication, external debt is defined as liabilities owed to non-resident by residents of an economy. Concepts and terminology of external debt are comply with IMF’s External Debt Statistics: Guide for Compilers and Users (2003), certain Government and Bank Indonesia’s regulation.

3. Materi publikasi ini mencakup data tentang komitmen, posisi, flows (penarikan dan pembayaran), dan indikator beban hutang (debt burden). Posisi utang luar negeri Indonesia disajikan menurut kelompok peminjam (Pemerintah, Bank Indonesia dan Swasta), sektor ekonomi, jenis mata uang, jenis kreditor, jenis instrumen serta jangka waktu, baik asal maupun sisa waktu. Dengan demikian, publikasi Statistik Utang Luar Negeri ini dapat digunakan untuk mengukur perkembangan berbagai sektor ekonomi dalam kaitannya dengan penyerapan utang luar negeri, risiko utang jangka pendek dan mengantisipasi kebutuhan valas untuk

External debt position is breakdown by type of borrower (the Government, Bank Indonesia and Private Sector), by economic sectors, by currencies, by creditors, by instruments and by original & remaining maturities. Thus, this external debt statistics publication can be used to measure the development of various economic sectors in relation to the absorption of external debt, short term debt risks and to anticipate the needs of foreign exchange for debt repayments.

pembayaran utang. 4. Utang Luar Negeri (ULN) Indonesia pada Mei 2014 tercatat sebesar USD283,7 miliar, tumbuh 9,7% dibandingkan dengan posisi Mei 2013. Posisi ULN pada Mei 2014 terdiri dari ULN sektor publik sebesar USD132,2 miliar dan ULN sektor swasta USD151,5 miliar. Dengan perkembangan ini, pertumbuhan tahunan ULN pada Mei 2014 tercatat lebih tinggi dibandingkan dengan pertumbuhan April 2014 sebesar 7,7% (yoy), melanjutkan tren pertumbuhan yang terus meningkat sejak Desember 2013.

4. Indonesia’s external debt in May 2014 amounted to USD283.7 billion, grew 9.7% from May 2013 position. External debt outstanding as of endMay 2014 consisted of public sector external debt amounted to USD132.2 billion and private sector external debt amounted to USD151.5 billion. With this development, external debt in May 2014 recorded a higher growth than 7.7% (yoy) growth in April 2014, continuing its upward trend since December 2013.

5. Peningkatan pertumbuhan ULN pada Mei 2014 dipengaruhi oleh peningkatan pertumbuhan ULN sektor publik maupun ULN sektor swasta. ULN sektor publik tumbuh sebesar 4,1% (yoy), lebih tinggi dibandingkan dengan pertumbuhan bulan sebelumnya yang sebesar 2,2% (yoy). Sementara itu, ULN sektor swasta tumbuh 15,2% (yoy), juga meningkat dibandingkan dengan pertumbuhan bulan sebelumnya yang sebesar 13,2% (yoy).

5. The accelerated external debt growth in May 2014 was attributable to both public and private sector. The external debt of public sector grew by 4.1% (yoy), higher than 2.2% (yoy) charted in the preceding month. Meanwhile, the external debt of private sector grew by 15.2% (yoy), higher than 13.2% (yoy) recorded in previous month.

6. Berdasarkan jangka waktu, peningkatan pertumbuhan posisi ULN terjadi baik pada ULN jangka panjang maupun ULN jangka pendek. ULN berjangka panjang pada Mei 2014 tumbuh 10,1% (yoy), lebih tinggi dari pertumbuhan bulan April 2014 yang sebesar 9,9% (yoy). Sementara itu, ULN berjangka pendek tumbuh 8,3% (yoy), juga lebih tinggi dibandingkan pertumbuhan bulan sebelumnya yang terkontraksi 2,3% (yoy). Pada Mei 2014, ULN berjangka panjang tercatat sebesar USD234,0 miliar, atau mencapai 82,5% dari total ULN. Dari jumlah tersebut, ULN berjangka panjang sektor publik mencapai USD125,0 miliar atau 94,5% dari total ULN sektor publik dan ULN berjangka panjang sektor swasta tercatat USD109,0 miliar atau 72,0% dari total ULN swasta. 7. Pertumbuhan ULN swasta pada Mei 2014 terutama didorong oleh meningkatnya pertumbuhan ULN sektor industri keuangan dan sektor listrik, gas, dan air bersih. Meanwhile, short-term external debt grew by 8.3% (yoy), higher than previous month which contracted by 2.3% (yoy). In May 2014, the long-term external debt stood at USD234.0 billion, or accounting for 82.5% of total external debt. With this position, long-term external debt of public sector amounted to USD125.0 billion or 94.5% of total public sector external debt, while long-term external debt of private sector amounted to USD109.0 billion or 72.0% of total private sector external debt.

7. Private sector external debt growth in May 2014 was mainly supported by higher external debt growth of financial and electricity, gas, & water supply sectors. The external debt of financial sector grew by 21.2% (yoy), higher than the previous month growth of 13.2% (yoy). Meanwhile, external debt of electricity, gas, & water supply sector grew by 9.8% (yoy), higher

8. Bank Indonesia memandang bahwa perkembangan ULN sampai Mei 2014 masih cukup sehat dalam menopang ketahanan sektor eksternal meskipun perlu terus diwaspadai. Bank Indonesia akan tetap memantau dan memperkuat kebijakan pengelolaan ULN, khususnya ULN swasta, sehingga ULN dapat berperan secara optimal dalam mendukung pembiayaan pembangunan tanpa menimbulkan risiko stabilitas makroekonomi.

8. Bank Indonesia views the development in Indonesia’s external debt in May 2014 remained healthy in supporting external resilience, although caution is still needed. Bank Indonesia will continue to monitor and strengthen policy measure to manage Indonesia’s external debt, particularly the private sector external debt, so as to optimally support the development financing without jeopardizing macroeconomic stability.

Buku Statistik Utang Luar Negeri telah mengalami perjalanan relatif panjang. Pada awalnya, data statistik utang luar negeri pemerintah, bank sentral dan swasta diterbitkan secara terpisah. Kondisi tersebut memiliki dampak yang cukup signifikan, terutama dari sisi akurasi data bila dirangkum secara nasional.

External Debt Statistics book has undergone a relatively long journey. In the beginning, external debt statistics of the government, central banks and private were published separately. The integration has a significant impact, especially in terms of the accuracy when those various data were nationally summarized.

Melalui langkah terobosan serta kerjasama yang dirintis sebelumnya, pada 2010, Kementerian Keuangan bersama-sama Bank Indonesia secara resmi menerbitkan Buku Statistik Utang Luar Negeri Indonesia. Langkah tersebut dimaksudkan untuk menjawab kebutuhan penyajian data utang luar negeri Indonesia yang komprehensif, sehingga tersedia informasi mengenai perkembangan utang luar negeri Indonesia yang lebih lengkap dan utuh.

Through breakthroughs and pioneered cooperation earlier, in 2010, Ministry of Finance jointly with Bank Indonesia issued a formal statistical book of External Debt Statistics Indonesia. The objective of the joint publication effort is to address the needs of a comprehensive data presentation on exterrnal debt, thus availably making information about the development of external debt more complete and thorough.

Dalam rangka terus meningkatkan kualitas pelayanan kami dalam memberikan data statistik ULN yang akurat sesuai kebutuhan stakeholders, kami terus melakukan berbagai upaya perbaikan. Pada satu sisi, Kementerian Keuangan terus melakukan perbaikan dengan menerapkan aplikasi terbaru Debt Management & Financial Analysis System (DMFAS) versi 6.0. Dilain pihak, Bank Indonesia juga melakukan upaya perbaikan aplikasi Sistem Informasi Utang Luar Negeri (SIUL) serta mengintegrasikan dengan pelaporan Lalu Lintas Devisa (LLD).

In order to enhance our service that suit the needs of stakeholdes with better statistical data on external debt, we continue to make efforts to improve. At one side, the Ministry of Finance continues to make improvement by implementing the latest application of Debt Management & Financial Analysis System (DMFAS) versi 6.0.. On the other hand, Bank Indonesia also has improved its direct reporting system of External Debt Information System (EDIS). The current EDIS is now also integrated with International Transaction Reporting System (ITRS).

Sebagai salah satu hasil dari perbaikan di atas, maka Kementerian Keuangan dan Bank Indonesia telah merencanakan perbaikan Buku Statistik Utang Luar Negeri. Perbaikan diawali sejak penerbitan Vol: IV, Desember 2013; data Oktober 2013, dan dilakukan secara terukur hingga beberapa waktu ke depan. Langkah ini ditempuh untuk memenuhi standar baku publikasi statistik serta mengeliminasi ketimpangan data di antara berbagai produk statistik lainnya. Dengan demikian, diharapkan data statistik utang luar negeri Indonesia akan semakin mudah dipahami.

As a result of improvements in the above, the Ministry of Finance and Bank Indonesia had planned a series of corrective actions, which begins from the publication Vol: IV, December 2013; Data October 2013, and would do so accordingly in the future. These step is taken to meet the standards of statistical publications and eliminate data gaps among various other statistical products. Thus, the statistics of Indonesian external debt will be more easily understood.
