GAMBARAN UMUM DAERAH BALI

Provinsi Bali terdiri dari beberapa Pulau yaitu Pulau Bali yang merupakan Pulau terbesar, sedangkan pulau-pulau kecil lainnya adalah Pulau Nusa Penida, Pulau Nusa Ceningan, Pulau Nusa Lembongan, Pulau Serangan dan Pulau Menjangan. Luas wilayah Bali secara keseluruhan 5.636,86 Km2 atau 0,29% dari luas kepulauan Indonesia. Jumlah penduduk Bali Tahun 2000 ( Sensus Penduduk ) sebesar 3.146.999 jiwa atau dengan kepadatan penduduk 555 jiwa/km2 dan tingkat pertumbuhan penduduk 1,19% per tahun selama periode tahun 19902000. Untuk tahun 2005 jumlah penduduk Bali berdasarkan angka sementara sebanyak 3.431.368 jiwa. Secara Administratif Provinsi Bali dibagi menjadi 9 Kabupaten/ Kota (8 Kabupaten dan 1 Kota ), 55 Kecamatan, 701 Desa/ Kelurahan, 1.432 Desa Pekraman, 3.945 Banjar/ Adat. Luas Kabupaten Buleleng 1.365,88 Km2, Jembrana 841,80 Km2, Tabanan 839,33 Km2, Badung 418,52 Km2, Denpasar 127,78 Km2, Gianyar 368,00 Km2, Klungkung 315,00 Km2, Bangli 520,81 Km2, dan Karangasem 839,54 Km2. `Suhu dipengaruhi oleh ketinggian tempat, rata-rata Bali sekitar 280-300C. dataran rendah di bagian selatan lebih lebar bila dibandingkan dengan dataran di bagian Utara. Keadaan alam seperti ini besar sekali pengaruhnya terhadap iklim di Bali. Umumnya daerah Bali bagian Selatan turun hujan lebih banyak dari bagian Utara terutama pada Bulan Desember sampai Pebruari, angin bertiup dari Barat Laut, sedangkan pada bulan Agustus angin bertiup dari Timur dan Tenggara. Pada Bulan Maret sampai Mei angin bertiup berubah-ubah arah. Kelembaban udara di Bali berkisar antara 90% dan pada musim hujan bisa mencapai 100%, sedangkan pada musim kering mencapai 60%. Kondisi ekonomi Daerah Bali tahun 2005 dapat dilihat dari stuktur perekonomian, distribusi prosentase PDRB tahun 2005 (data sementara) masih didominasi oleh sektor Perdagangan, Hotel dan Restoran (30,92%), sektor pertanian (21,52%) dan sektor jasa-jasa (13,63%). Produk Domestik Regional Bruto Provinsi Bali atas dasar harga berlaku tahun 2004 sebesar Rp. 28.986.595.660.000,- sedangkan Produk Domestik Regional Bruto Provinsi Bali atas dasar harga konstan tahun 2004 sebesar Rp. 19.963.243.810.000,-. Produk Domestik Regional Bruto Perkapita atas dasar harga berlaku tahun 2004 sebesar Rp. 8.532.322,77 sedangkan Produk Domestik Regional Bruto Perkapita atas dasar harga konstan tahun 2004 sebesar Rp. 5.876.262,32 Kondisi sosial masyarakat Bali secara umum cukup baik, hal ini dibuktikan dengan kegiatan sosial keagamaan yang dilakukan oleh masyarakat berjalan sebagaimana biasanya.

Industri pariwisata sangat terpengaruh terhadap berbagai isu yang populer di dunia. Sebagai salah satu sektor yang bergerak pada bidang jasa, isu –isu yang ada memiliki pengaruh besar terhadap keyakinan konsumen, yaitu wisatawan terutama dalam kaitannya dengan motivasi perjalanan pada suatu destinasi. Turunnya jumlah kunjungan disamping disebabkan oleh isu global dan dampak beberapa tragedi, salah satunya juga diakibatkan Indikasi terhadap adanya kemandekan pengembangan produk sehingga menurunkan minat dan motivasi kunjungan wisatawan. Dalam kondisi lingkungan sosial, politik, dan keamanan nasional yang masih relatif belum optimal, dapat diperkirakan bahwa iklim ekonomi juga masih belum dapat pulih dengan sempurna. Namun demikian, sebaliknya apabila tercipta suasana keamanan, lingkungan politik, dan sosial yang kondusif maka dapat dipastikan bahwa sektor-sektor pembangunan khususnya perekonomian akan dapat kembali pulih seperti sebelumnya. Karena secara tidak langsung penciptaan suasana yang kondusif akan memberikan banyak keuntungan bagi Bali, seperti meningkatnya citra Bali sebagai suatu destinasi wisata baik bagi lingkungan domestik maupun lingkungan internasional. Pulihnya iklim bisnis dan investasi yang akan memicu motivasi dan minat para investor internasional meningkatnya sektor-sektor riil yang lain yang secara tidak langsung akan meningkatkan perekonomian nasional, yang merupakan salah satu jaminan kesejahteraan masyarakat Bali. Setelah terpuruknya pariwisata Bali sebagai akibat dari dampak krisis multidimensi tanah air (mulai tahun 1997), aksi terorisme internasional (WTC, 2001) dan berbagai tragedi yang terjadi mengakibatkan pariwisata Bali dihadapkan pada kondisi sulit dalam kurun waktu 9 tahun terakhir ini.
Mengawali tahun 2006 sebagai dampak tragedi 1 Oktober 2005 sepanjang bulan Januari s/d September 2006 pertumbuhan kunjungan wisman yang langsung datang ke Bali secara kontinyu mengalami penurunan dibandingkan dengan bulan yang sama tahun sebelumnya, namun demikian dengan berbagai upaya yang telah dilakukan oleh Pemerintah Provinsi Bali beserta pelaku pariwisata Bali, akhirnya memperlihatkan hasil yang cukup menjanjikan dengan peningkatan jumlah kunjungan wisman di triwulan terakhir tahun 2006 sebesar 59% (triwulan IV 2005 : 219.691 orang, triwulan IV 2006 : 349.321 orang), hal ini belum cukup memuaskan oleh karena peningkatan ini notabene merupakan bulan-bulan lesu akibat tragedi 1 Oktober 2005. Secara akumulatif jumlah kunjungan tahun 2006 mengalami penurunan yakni sebesar -9,10% dibandingkan dengan tahun sebelumnya (tahun 2005: 1.386.449 orang, tahun 2006: 1.260.317 orang). Peristiwa tragedi bom Bali juga telah merubah posisi 15 besar pasar pariwisata Bali. Hal ini sangat jelas terlihat di tahun 2006 dimana peringkat 5 (lima) besar wisman ke Bali didominasi oleh wisatawan dari kawasan Asia Timur dan Oceania seperti Jepang di peringkat pertama, disusul Taiwan yang merupakan negara yang dianggap sangat penting bagi kegiatan investasi dan perdagangan oleh sejumlah negara di Kawasan Asia Tenggara, disusul Australia di peringkat III. Pemasaran bagi pasar Australia dan Taiwan membutuhkan program pemasaran yang efektif untuk mengurangi penurunan jumlah kunjungan karena kedua pasar ini merupakan pasar yang signifikan dan penting dalam jumlah kunjungan wisatawan mancanegara ke Bali. Peringkat 4 adalah Korea Selatan dan pasar Malaysia yang makin prospektif melaju ke peringkat 5 pariwisata Bali. Rata-rata pertumbuhan wisman kawasan ini pula mengalami peningkatan kecuali pasar Jepang dan Australia yang turun

cukup besar masing-masing -17,53% dan -46,89%. Masuknya beberapa pasar Asia mengakibatkan pasar konvensional Eropa dan Amerika berangsur-angsur tergeser ke peringkat yang lebih rendah. Namun demikian suatu hal yang menggembirakan dari pasar di kawasan Eropa adalah masuknya pasar Rusia dalam peringkat 13 pasar pariwisata Bali di tahun 2006, dimana tahun-tahun sebelumnya belum masuk dalam pasar utama Bali. Pasar lainnya di kawasan Asia yang perkembangannya semakin prospektif adalah PRC dan Singapura, masing-masing diperingkat 11 dan 12. Di samping peringkat 15 besar sumber pasar pariwisata Bali berdasarkan kebangsaan, dapat diidentifikasi pula beberapa pasar potensial yang diperkirakan akan menjadi pasar prospektif bagi Bali. Salah satu karakteristik pasar potensial adalah negara-negara yang menunjukkan pertumbuhan yang cukup tinggi dalam hal kunjungan ke Bali. Negara-negara yang diidentifikasi sebagai pasar potensial antara lain kawasan Eropa: Spanyol, kawasan Amerika: Canada, Kawasan Afrika : Mesir, kawasan Asia : India. Penerimaan sektor pariwisata dilihat dari sumber pasar utama menunjukkan pentingnya menarik pasar utama tidak hanya dari segi jumlah kunjungan tetapi juga lama tinggal dan rata-rata pengeluaran per wisatawan. Rata-rata lama tinggal wisatawan mancanegara di Bali sebenarnya cukup bervariasi, mulai dari yang memiliki lama tinggal <5 hari, hingga yang memiliki lama tinggal >20 hari yang besar kemungkinan dipengaruhi oleh tujuan dan motivasi mereka datang ke Bali. Tahun 2006, rata-rata lama tinggal wisman di Bali adalah selama 9,30 hari sudah memperlihatkan indikasi peningkatan dibandingkan dengan tahun 2005 yakni sebasar 9,02 hari, hal ini mencerminkan bahwa wisatawan yang secara kuantitatif lebih banyak di tahun

2005 belum tentu tinggal lebih lama di Bali. Kondisi demikian juga akan berdampak secara kualitatif terhadap pembelanjaan yang dikeluarkan, artinya semakin lama tinggal, semakin banyak dana yang dibelanjakan, hal ini terlihat pada kenaikan rata-rata pengeluaran wisman per hari di Bali tahun 2006 meningkat sebesar Rp. 1.264.753 atau apabila dikurs dalam dollar US kira-kira sebesar US$ 140/hari, meningkat dibandingkan tahun 2005 yang sebesar US$ 89,02/hari. Apabila dilihat dari tingkat penghunian kamar atau room rate occupancy, tingkat penghunian kamar tahun 2006 sebesar 40,35% dengan tingkat penghunian kamar yang tinggi di bulan-bulan peak season yakni bulan Juli, Agustus, dan September, namun demikian masih mengalami penurunan 6,10% dibandingkan dengan tahun 2005 dengan rata-rata tingkat penghunian kamar sebesar 46,45%. Perkembangan akomodasi di Bali terus mengalami peningkatan dari tahun ke tahun, tahun 2006 jumlah akomodasi di Bali sebanyak 2.020 unit, demikian pula dengan jumlah kamar yang tersedia mencapai 41.514 kamar, tersebar di seluruh Bali Perkembangan rumah makan dan restoran di Bali tahun 2006 adalah sebanyak 1.264 unit, terdiri dari rumah makan 1.167 unit, restoran sebanyak 97 unit dengan total kursi sebanyak 88.927, sedangkan Bar sebanyak 382 unit. Untuk lebih jelasnya terlampir kami sajikan data dimaksud dalam bentuk tabel, yang memuat data secara rinci tentang statistik pariwisata Bali dan Nasional. Demikian ulasan ringkas yang dapat kami sampaikan, mudah-mudahan bermanfaat dan akan sangat kami hargai jika ada masukan-masukan untuk kesempurnaan penyajian data selanjutnya.

A General Overview of Bali The Province of Bali is actually made up of several islands, namely: Bali Island which is the biggest island in the province and other small islands such as Nusa Penida, Nusa Ceningan, Nusa Lembongan, Serangan, and Menjangan. The total area of Bali is 5,636,86km2 or about 0.29% of the total area of Indonesia. In the year 2000, Bali had a population of 3,146,999 with a population density of 555 people per square kilometer and a population growth of 1.19% per year (1990-2000). In 2005, the population of Bali reached 3,431,368. The Province of Bali is administratively divided into nine regencies (actually 8 regencies and 1 city), 55 sub-districts, 701 administrative villages, 1,432 traditional villages, and 3,945 sub-villages or banjar. The regencies include: Buleleng (1,365.88 km2), Jembrana (841.80km2), Tabanan (839.33km2), Badung (418.52km2), Denpasar (127.78km2), Gianyar (368km2), Klungkung (315km2), Bangli (520.81km2), and Karangasem (839.54km2). The average temperature in Bali is approximately 28-38˚C and very much influenced by the land height above sea level. The lowland in the south is faster than that of the north. This situation has a great
impact on the climate of Bali. Generally, in south Bali, there is more rain that in the north. In December to February, the wind blows from the northwest, in August the wind blows from east to southeast, and in March to May the wind blows in a variable direction. Humidity is approximately 90% but in the rainy season it can reach 100 % and in the dry season it can be as little as 60%. Bali’s economy in 2005 was dominated by trade, hotel and restaurants sectors (30.92%), agricultural sectors (21.52%) and service sectors (13.63%). Balinese gross regional domestic product, based on the market rate in 2004, was Rp.28,986,595,660,000 and the gross regional domestic product, based on an average price in 2004, was Rp.19,963,243,810,000. Gross regional domestic product per capita, based on the market rate in 2004, reached Rp.8,532,322.77; meanwhile gross regional domestic product per capita, based on an average price in 2004, reached Rp. 5,876,262.32. The Balinese social condition is generally good as we can see from their daily ritual and social activities.

The tourism industry is very much influenced by global events and affairs, and these things have a great impact on a tourist’s motivation to travel to or visit a particular area. Any decline in tourist numbers is caused not only by global issues and concerns, but also by the stagnation in product development. In an environment where social, political, and national security issues are relatively not conducive, it seems that the economic situation shows the same condition and vice versa. Creating a conducive atmosphere in all sectors will have a positive impact on Bali. For instance, it will improve the image of Bali as a tourist destination both at the domestic and also the international level. The recovery of the business atmosphere that attracts international investors to invest especially in Bali will certainly improve other tangible sectors, and finally it also will improve our national economy. All these enormously influence the prosperity of the Balinese. In 1997, Balinese tourism started to decline and this was accentuated by a multidimensional crisis which involved international terrorism, notably the World Trade Centre Bombing in 2001, and two terrorist bombings in Bali in 2002 and 2005. The past 9 years have doubtless been the hardest time for tourism in Bali. In 2006, as the impact of the tragedy of October 1st 2005 kicked in, foreign arrivals to Bali from January through to September 2006 were continually on the decrease compared to that of the same month in the previous year. However, due to efforts by the Balinese government and other

stakeholders, the number of visits to Bali in the last quarter of 2006 showed a significant increase of 59% (in the fourth quarter of 2005, 219,691 tourists visited Bali and in the fourth quarter of 2006, 349,321). This fact was actually not entirely accurate since accumulatively the number of visits in 2006 decreased by 9.10% compared to that of 2005 (1,386,449 in 2005 compared with 1,260,317 in 2006). The Bali Bombing tragedy obviously changed Bali’s position in the top 15 of global tourist markets. In 2006, visits to Bali was dominated by tourists from East Asia and Oceania, topped by Japan, then Taiwan at number two as Bali’s most important Southeast Asian trader and investor, and coming in at number three was Australia. Taiwan and Australia are the most desirable target market for the tourist industry in Bali. This is why an effective marketing program is needed to avoid another decrease in the number of visitors. At number four, we find South Korea, and now moving into the top five is neighbouring Malaysia. The average number of tourists from these countries were on increase except for tourists from Japan and Australia, which unfortunately showed a large decrease of –17.53% and –46.89% respectively. The arrival of the Asian market shifted conventional markets such as Europe and the US to a lower ranking. A surprise from the European market was the position of the Russian market at number 13 in 2006. Never before had Russia been part of the main Balinese tourist market. Other markets in Asia that have great potential are PRC at number 11 and Singapore at number 12. Bali also has other potential markets that have

demonstrated a high growth in the number of visits to Bali, including Spain, the US, Canada, Africa, Egypt, and India. The income from the tourism industry does not merely depend on the number of visits but also on the length of stay and the spending power per tourist. A tourist’s length of stay in Bali varies a great deal, from less than five days to more than 20 days, depending on their purpose and motivation to come to Bali. (In 2006, the length of stay for foreign tourists in Bali was 9.30 days on average. This showed a slight increase compared to that of 2005 which was 9.20 days. From this fact we can learn that even though the number of visitors to Bali was quantitatively more in 2005, it did not mean that they stayed longer. It also has a qualitative impact on their expenses. The longer they stayed in Bali, the more they spent. In 2006, the average expenses of foreign tourists increased by Rp.1,264,753/day or US $ 140/day. In 2005, the average expenses were only US$ 89.02/day. The room rate occupancy in 2006 was 40.94% in peak season from July through to September. However, this number showed a decline of 6.10% compared to 46.45% in 2005. Accommodation development in Bali shows a remarkable rise year by year. In 2006, there were 2,020 accommodation units in Bali and the number of rooms available were 41,514 room spread over Bali. The number of food stalls and restaurants in Bali in 2006 came to a total of 1,264 (1,167 food stalls and 97 restaurants), with the number of chairs totaling at 88,927. There were 382 bars in Bali. For further perusal, we have also provided a table that illustrates statistical information on both Balinese and Indonesian tourism as a whole. Any suggestions or criticism is most appreciated.
