1.
INTRODUCTION
1.1 Project Philosophy The projects vision is to create a culture which is, and consistently delivers, an incident free environment. It is both the individual and collective intention and commitment for our workplace culture and shared values. Our key initiative is to ensure behaviour systems, procedures and practices to create incident free reality. We believe: All incidents are preventable; An injury free project is achievable; Every participant in this project will work as a part of a team, helping each other and taking part in the creation of an injury free work-culture. Every participants in this project will do their best to do the least possible harm to the environment in any point of view. No task is so urgent or important that time cannot be taken to do it safely!
1.2 Project Scope To construct a new facility with functional requisites as following: Manufacturing hall; Administrative buildings; • Office areas; • Guardhouses; • Storage area; • Hazardous Materials Storage • Waste accumulation area; • Truck Driver Break and Restrooms; • Public Utilities and road access; • Platform for Rail access. • •
1.3 Project objectives Each participating organization will provide its own safety manual relevant to the works to be performed ensuring that it is supported by an auditable management system. Prior to the commencement of site works the project team will review company HSE plans against the criteria and information contained within this document and in local rules to confirm their suitability. It is expected that each organization engaged with the project is competent to perform

their appointed duties. Evidence of this competence has to be available on site to a level of detail that shows how each individual employee currently meets these standards. A series of monitoring activities will be conducted throughout the project life including independent third party audits, Project Safety Audits. Contractors are expected to be fully involved with these audits and assist in the identification of improvement opportunities. Where contractors have been specifically audited some improvements may be required. The table below provides some initial objectives for the project: OBJECTIVE Development of HSE conditions

1.4 Expectations of HSE Plans Safety is an inevitable part of a successful Project. The establishment of safe working conditions is fundamental both for the Investor and KÉSZ ÉPÍTŐ Zrt. Contractor(s) shall develop and submit a health, safety and environmental (HSE) plan for their Services. The plan will be developed in relation to identified risks, comply with this document and shall define the HSE management system for the contract. Their plan shall be submitted to the KÉSZ ÉPÍTŐ Zrt. for review and agreement before start of the Services. Contractor shall perform HSE activities as detailed in the plan, using the resources, practices and controls described therein. The HSE document shall, as a minimum, contain the following information but be proportional to Agreement scope:
Commitments and Expectations
The spirit and intent of incident free culture and how contractors fulfill this should be conveyed within their HSE plan. Commitments should be easily identifiable. HSE policies and working standards shall be clear.

Performance Goals & Project Specific Targets
The project objectives are contained in Section 1. Contractors should ensure that they deliver these objectives. Any additional objectives defined by the contractor shall be defined within their HSE plan.
Scope and Limitations
Accurately identify the contractor, a description of the location, type of work being undertaken, significant hazards and control measures and the applicable standards/limitations. This shall include the identity of any subcontractors and their scope of work.
Organization
Supervisory Structure
In addition to an organization diagram, any specific HSE responsibilities of supervisors/line management on the project shall be defined. The structure for HSE support and advice shall also be described. Numbers of tradespersons/employees and ratio of supervision shall be clear.
Competencies
A list of individual’s HSE responsibilities and their previous training and experience shall be made available. If special skills or competencies are required for project related tasks they shall be defined.
Communication
A commitment to participating in key meetings and project related hazard/risk consultation. Methods of providing and assuring that individuals comprehend hazard and risk information shall be cleared. How the contractor will cooperate with others on the project including any subcontractors shall be defined.
Hazards and Risk Controls
Each Contractor HSE plan shall recognize and expand upon the hazard information contained within the Project HSE plan and relate these to the main elements of their work/key activities. The contractor shall identify the manner in which they will identify hazards and develop risk control measures. This will include all substances, articles, items of plant and equipment.
Subcontractor Management
Each contractor will identify all works to be sub-contracted. Clear expectations for

sub-contractors shall be documented and the responsibilities and methods for subcontractor control shall be readily identifiable.
Monitoring Activities
The type, frequency, responsibility and methodology for the completion of HSE monitoring activities shall be clearly stated. Each party will have any specific competencies they require for all activities, including auditing. The methods of recording and tracking corrective actions shall be specified.
Health Monitoring
The contractor shall define any requirements for health monitoring and their program for delivering this including any preliminary health checks.
Emergency Planning
Contractors are expected to provide policies, procedures and competent persons to deal with foreseeable emergencies that may arise from their works. For example adequate first aid arrangements, rescue plans, etc.
Incident Reporting
The significance of and requirement to, report any and all incidents must be recognized within HSE plans. Overall methodologies will be defined and will include timescales, processes and the documentation requirements. Investigations will be undertaken by managers supported by HSE professionals possessing the relevant competencies. Client holds the right to be part of any investigation team. Contractors are expected to identify any concerns they have with either the content of HSE plan(s) or with their scope of work as well as the ability to manage any risks identified.
1.5 Safety Policy We believe that Safety can be realized by means of the following: 1. Setting up of a safety organization and defining of the safety responsibilities for the different employee sub-levels; 2. Continuous provision of safety instructions and training both for the new employees and/or for those already involved in project works; 3. Provision of the required facilities for the purpose of safe working area and appropriate personal protection as well as granting of relevant site facilities to the project participants; 4. Planning and continuous supervision of the activities; 5. Continuous overseeing of compliance with safety stipulations;

6. Elaboration of the detailed reports of any and all incidents, accidents and/or injuries, as well as their careful investigation for compliance; 7. Placing of the information needed for the implementation of the present policy and of the professional assistance of the Safety superintendent at disposal. 8. Maintaining thorough documentation of personnel with licence for the operation of various equipment, heavy machinery, cranes, etc.; 9. Elaboration of the methodological description and professional help to the most critical works such as the lifting heavy loads, demolition works, etc. This Safety Works Plan (SWP) is both an addition and a reminder to the prevailing, in-force rules and regulations of local Medical, Safety, Educational and Environmental standards and requisites. Compliance with all local regulations is obligatory for all participants involved in this project as each and every individual/juridical entity to be engaged is responsible for their own safety as well as the occupation safety of men in their direct and indirect surroundings. Therefore, it is foremost important to fully apprehend the terms, conditions and stipulations put forth in this manual (Safety Works Plan) so that ALL project participants are able to carry out relevant work processes not only consent to the standards and regulations, but in the most effective and SAFEST fashion.

Labor and accident prevention program For the purpose of the efficient accident prevention program team work, cooperation as well as respect for the colleagues are of fundamental importance. Prior to start of the works each labor- and accident prevention factor must be taken into account and an agreement must be concluded with the concerned subcontractors as per the safe working methods. The following are the most important in this respect: - Basic Safety Training must be held for each employee before work commences; - Reviewing of the working activity and of the potential problems before the works start; - Assessment of the obligations of the individual subcontractors undertaken in the field of accident prevention, as well as evaluation of its management; - Each subcontractor shall provide the necessary protective clothing and facilities; - Each subcontractor must provide for his employees dressing room(s), lavatories and toilets as per the Hungarian legal rules; - It should be ensured that each subcontractor would have the preventive maintenance procedures and inspection program, including each construction machine and equipment operated at the site.

2. 2.1
ORGANIZATION Organization Chart
The detailed description of tasks of Quality and Site Management is the part the QM documentation, within this manual only the responsibilities and duties of the HSE Management will be laid.

2.2 Tasks and responsibilities of HSE Management:
HSE Manager The overall responsibility for accident prevention lies with the HSE manager of KÉSZ ÉPÍTŐ ZRT. His specific tasks comprise are but not limited to:
Regular supervision, management and enforcement of the present plan, insertion of corrections and additions, continuous improvement of it; Ensuring that all personnel, subcontractor(s) are selected and trained in compliance with the KÉSZ ÉPÍTŐ ZRT. HSE standards, as well as management of any deviations from those; Maintaining the communication between Site Management, Project Management, KÉSZ ÉPÍTŐ’s HSE team and Client’s HSE Management; Issuance of the Labour, Health, Fire and Environmental Protection plan in compliance with the project's demands; Continuous maintenance of relations with the relevant state organizations; ensuring that the relevant/competent local authorities are informed by KÉSZ ÉPÍTŐ ZRT. in regards to the construction works to be carried in the acknowledged form; Make provision that the labour-, health-, fire- and environmental protection inspections are appropriately carried out; Leading accident and incident investigations (if any); Sets up, upon the necessity, the committee revealing the fundamental cause of accidents, incidents and quasi accidents and coordinates its work, as well as takes care of the elaboration and implementation of the corrective tasks; Creation and continuous improvement of communication strategy; Presenting KÉSZ ÉPÍTŐ ZRT. HSE team at Project Meetings; HSE rapport meetings, site inspections, etc.; Leading the HSE team; Delegation of operative duties over to HSE Coordinator; HSE Manager is fully entitled to stop any and all works, dismiss people from site or carry out any necessary sanctions in case of lack of compliance with the in-force safety rules by the engaged parties, regardless to the title or position of a given individual/legal entity within the project hierarchy.
HSE Coordinator The Labour safety superintendent of KÉSZ ÉPÍTŐ Zrt. is working under the management of HSE manager of KÉSZ ÉPÍTŐ Zrt. and is responsible for the practical implementation of the Project Safety Work Plan. His responsibilities are but not limited to:

Elaboration and implementation of the Labour safety, security and environmental protection plan; Ensuring appropriate labour safety coordination between the construction works and the activities of KÉSZ ÉPÍTŐ ZRT; Identification of the risks related to the construction works and site management. The assignment is to ensure that the risks which are identified during planning are known by ALL levels of subcontractors, site and project management as well as all by any personnel involved in the corresponding activities; Ensuring that the working personnel has been informed of their roles and responsibilities in respect of the application of safe working methods, including the OPERATIONAL, DAILY ENFORCEMENT of rules stipulated in the Labour safety and environmental protection plans onto personnel/subcontractors/contractors at ALL LEVELS engaged in the project; Ensuring that all workers are properly informed, trained, and committed to the construction site in respect of labour- and environmental protection, as well as accident prevention; Demonstrating the importance of the labour-, accident and environmental protection stipulations for the Investor, KÉSZ ÉPÍTŐ ZRT. as well as the employees of all juridical entities involved; Supporting HSE Manager of KÉSZ ÉPÍTŐ ZRT. at the meetings serving for the investigation of accidents and incidents; site inspections, etc.; Launching appropriate disciplinary actions against the entities that do not meet the labour, accident and environmental protection requisites; Participation in the labour-, accident and environmental protection checking and accident prevention inspections; Performs regular evaluation of the efficiency of the labour safety and environmental protection plan, and reports his observations to the HSE manager and site management of KÉSZ ÉPÍTŐ ZRT.; Takes part in the elaboration, organization and performance of the site training as for personnel active on the project site prior to the works initiation. Organizes onsite accident prevention training; Participates in weekly project meetings of KÉSZ ÉPÍTŐ ZRT; Reviews the descriptions of the working methods and the labour safety analyses submitted by the subcontractors; Follows the accident prevention program of those working on site, provides advices and assistance for on-site foremen, brigades’ leaders and the construction managers of the subcontractors so far as concerns the compliance with KESZ ÉPÍTŐ ZRT’s standards;

Reviews – in cooperation with the subcontractors - the necessity of the application of rules concerning checking of the materials being hazardous for human health, takes care of their understanding and acceptance. In case of necessity, organizes accident prevention meetings with the participation of ALL contractors carrying out skilled physical work and submits reports to KÉSZ ÉPÍTŐ ZRT. HSE team and site management; Immediately informs the HSE manager of KÉSZ ÉPÍTŐ ZRT. in case of any accident, incident or quasi accident. HSE Coordinator is fully entitled to stop any and all works, dismiss people from site or carry out any necessary sanctions in case of lack of compliance with the in-force safety rules by the engaged parties, regardless to the title or position of a given individual/legal entity within the project hierarchy.
HSE Supervisors (Troopers) These field supervisor(s) are placed under both HSE Manager and Coordinator within the HSE project team hierarchy and responsible primarily for:
Multiple, routine inspection rounds and supervision of meeting of HSE requirements by personnel on site on daily basis; Informing HSE Coordinator in safety related issues on the construction site and ensuring the realization of the delegated measures; Contacting the Engineering Management and Guards, other operative staff; Making Safety Patrols on site at least twice a day; Fill out the checkbox for Safety Patrols. (See: 9.5) and inform HSE Coordinator and of observed safety faults (daily report), if any; Checking for the availability required general work specific PPE, as well as its condition; Examining whether building/installation equipment/machines/tools/accessories on site are in good condition and have the required licenses and documentation compliant with the prevailing Hungarian laws and regulations; and fit into the pertinent project standards; Verification and/or establishment of proper working conditions for performance of safe works is ensured on site; Performing spontaneous alcohol tests on site and forwarding the logs to the HSE Coordinator; HSE Troopers are responsible for the distribution of Entry Cards among the site personnel; Troopers are fully entitled to stop any and all works, dismiss people from site or carry out any necessary sanctions in case of lack of compliance with the inforce safety rules by the engaged parties, regardless to the title or position of a

given individual/legal entity within the project hierarchy.
2.3 Subcontractors (SC) The subcontractors are OBLIGED to the implementation of the requirements of the SWP (being an appendix to their contract with KÉSZ ÉPÍTŐ ZRT), as well as the fulfillment of the Hungarian legal rules and regulations related to the relevant works to be performed during the construction phase. It is the function of the local manager of the subcontractors to take all necessary measures to ensure safe working conditions, particularly the following:
Ensuring that the set job is carried out by appropriately educated, suitable for the particular field of occupation personnel supported by documents proving the professional appropriateness of the applicant(s); Ensuring that the employed personnel does not smuggle prohibited item(s) e.g. inflammable materials, explosives, weapons, drugs and alcoholic beverages etc. to the project site; Ensuring that all means of installations, equipment, tools, and accessories to be utilized on project site meet the safety stipulations of KÉSZ ÉPÍTŐ ZRT. to full extent, that those are in good operable condition (calibration for instance), equipped with the required safety fittings and facilities, and supported by valid certificates; Appointing the staff in charge of managing the HSE plan on behalf of the given contractor, forwarding the name and title list of the described staff to the Labour Safety colleague (HSE Trooper) of KÉSZ ÉPÍTŐ ZRT; Preliminary submission of the descriptions referring to the works to be performed; Handing over risk analysis and/or labour safety plan - including the procedure and measurement to secure the fulfillment of the relevant requisites - to the HSE team (HSE Coordinator or Trooper) of KÉSZ ÉPÍTŐ ZRT. to be checked for suitability. The accident prevention plant, as a minimum requirement, has to be drawn up in Hungarian, but depending on the participants it can be set out in different languages, as well; Ensuring the availability of social establishments for the employed personnel as per the legal regulations and standard requirements of KÉSZ ÉPÍTŐ ZRT; Ensuring - in cooperation with the project management of KÉSZ ÉPÍTŐ ZRT.- the follow-up on the injury, incident or accident prevention management system; Ensuring the goodwill of the employed personnel in respect to the Investor and KÉSZ ÉPÍTŐ ZRT; Ensuring that the on-site storing of the material is complying with the fire-fighting and explosion prevention regulations and the reliable practice;

In direct communication with KÉSZ ÉPÍTŐ ZRT’s site and HSE Management; Immediately informs KÉSZ ÉPÍTŐ ZRT’s site, HSE and/or project management in case of any accident, incident or quasi accident occurs.

COMMUNICATION STRATEGY
Organizations are expected to participate in hazard awareness sessions as an addition to project specific meetings where HSE items would be discussed and planned. The diagram below details project specific meetings and forums the contractors should plan to attend.

Each contractor shall have a process for investigating the root cause of performance levels that fall short of the project expectations. KÉSZ ÉPÍTŐ reserves the right to invoke this procedure, participate in the investigation process and to impose remedial and corrective actions.

4.
HSE RESPONSIBILITIES
All parties are expected to have detailed knowledge of all legal responsibilities correspondent to their activities as well as of their practical realization within the frameworks of the described project. All parties are expected to exceed mere compliance with their statutory obligations and further deliver standards of technical, procedural and behavioral excellence. The Investor relies on General- and Subcontractor’s expertise to perform a job properly and safely. The Client reserves the right to review General Contractor’s accident logs and incident rates for the previous three years. KÉSZ ÉPÍTŐ ZRT.’s personnel shall observe project safety regulations and applicable local and federal requirements, whichever more stringent. KÉSZ ÉPÍTŐ ZRT. is required to have a full-time certified safety professional on the project. In case any safety fault is observed/reported (any deviation from Project SWP), the SC performing the relevant work tasks is obliged to mitigate the observed differences with the HSE plan (make provision that proper corrections are made) within an agreed time-line. Following the inability or reluctance of the SC to establish proper working conditions, KESZ ÉPÍTŐ ZRT’s HSE and/or site management team is OBLIGED to order the execution of the correspondent corrections in accordance to their best knowledge from any other third party, and will settle all and any potential differences originating from these corrections directly with the SC(s)/parties involved in the described activities. The Client is responsible for:
Ensuring that all project relevant information is available and known to all the parties engaged; Ensuring that adequate time and resources are available for the project; Ensuring all parties are competent; Clarifying the minimum requirements of The Client if greater than the local legal requirements.
The Client's Project team will:
Review all requirements related to safety and health with the designated General Contractor representative and advise/instruct the representative on the safety and health policies to be followed.
General Contractor is responsible for:
Health and safety aspects of the design and construction;

Facilitation of proper communications forums and channels for the project team members; Consulting the client on the competence of those engaged on the project; Coordinating and providing relevant pre-construction information to all team members; Developing project safety plan; Managing all members in compliance with the agreed safety plan; Make provision for construction and installation works to be properly planned, managed, monitored and resourced; Ensuring safe working conditions, coordination and cooperation between various contractors; Establishing and maintaining project's HSE plan and site rules; Reviewing contractors’ HSE plans and work coordination documentation; All RELEVANT site activity permits will be managed by and issued via General Contractor.
KÉSZ ÉPÍTŐ ZRT. is responsible for controlling the manner and methods of its operations and is directly responsible for the safety of the employed personnel (direct and indirect). This includes, but is not necessarily limited to, the following general rules:
Appointing a designated representative for project and safety coordination; Using only designated entrances and exits and observing any site entrance regulations, such as signing in, and complying fully with Client's security procedures; Reviewing the Client and General Contractor’s safety policies and procedures with all employees. This review must include, but not be limited to, policies on personal protective equipment, hot work, confined space entry, electrical safety, machine lockout/tagout, and emergency evacuation; Advising employees of hazards associated with the work to be performed by them, Providing all tools and equipment for the work, including personal protective equipment; Keeping the Client's Project Manager and the Client's Site Manager informed of any work that may affect the safety of employees; Ensuring that Contractor’s employees know what to do in case of a medical emergency and notifying to Client Project Manager and Site Manager of any injuries and HSE Manager recordable injuries or illnesses; Ensuring Contractor’s and subcontractor’s employees wear PPE and other necessary protective equipment when performing Work on Client's property; Ensuring Contractor’s and subcontractor’s employees are made aware of and fully comply with Client's smoking policies.

Subcontractor is responsible for:
Ensuring they provide a company safety plan compliant with the project safety plan before starting site work; Ensuring their activities are properly planned, managed, monitored and resourced; Ensuring they work safely and comply with HSE requirements at all times. Reviewing sublevel contractor's HSE plans and work control documentation. Resolving any HSE issues in an agreed timely manner.
Subcontractor is to pay special attention to the following operational safety procedures, such as:
No works are to be started prior to receiving necessary permission, instructions and identification from KÉSZ ÉPÍTŐ ZRT is allowed; Protection of workers from injury via construction of removable, replaceable handrails; through temporary barricades or secured covers for all openings in the rood and floor structures; barricading open trenches crossing roads, pedestrian walkways and open manholes in accordance with all applicable safety regulations. Such handrails, barricades and covers may be removed only when removal is necessary for the performance of Work near the opening, trench, manhole etc. These can be replaced when any of the following occurs: The workers take a break and leave the area; The Work is not completed by the end of the working day; As soon as their presence is no longer necessary for the performance of the works; When such handrails, barricades or covers are removed/disturbed/brought into faulty conditions by any subcontractor for any given reason – the replacement/ rebuilt of the barricades is to be carried out by the same subcontractor who had initially removed those; Posting areas where it is necessary to perform overhead Work; Providing barricades, warning lights, signs, cones, flagmen and other safety devices to control traffic around and through the Work area as the need for these arises during the performance of his Work; Erecting all necessary barriers and signs and clearing all Client, General Contractor, Subcontractor and/or any other personnel out of restricted areas when lifting steel or concrete to a construction area; Ensuring that all rigging equipment, including ropes, chains and slings, is used in accordance with the safety recommendations of the manufacturers, ensuring all are

tested within the required period of time. A copy of the lifting equipment certificate must be available on site; Training mobile crane operators in safe crane operations, as well as lifting coordinators in communications signals. Cranes may be used only when directed by a delegated and trained lifting coordinator; Notifying project, site and/or HSE management prior to the the commencement of operations near electrical lines.
KÉSZ ÉPÍTŐ ZRT. is responsible for incident reporting procedures in the manner described below:
Inform the Client Project Management in form of verbal notice of near miss, first aid or HSE Coordinator recordable incident within 60 minute follwing the event; Provide Client Project Management with written notice of near miss, first aid or HSE Coordinator recordable incident within 24 hours following the event; Provide Client Project Management with written accident investigation report of near miss, first aid or HSE recordable incident within 48 hours following the event; All documents will be provided by the General Contractor’s Project Management.

5.
TEMPORARY FACILITIES ON SITE
Temporary facilities are the set up buildings on site fulfilling the minimum requirements of Hungarian rules and regulations. Facilities will be established for the following purposes:
Traffic: roads, walkways, crossovers, barriers; Hygienic: saniters, temporary toilets, water taps; Recreational: cooling/warming places, dining places; Medical: First Aid Point, sick-room; Storage: depos, cages, waste material storages, machine washers.
Cloak room facilities have to be maintained, cleaned and repaired within a reasonable period of time or upon requirement (e.g.: malfunction). This, in general, is the responsibility of the owner/operator of the given facility. Portable toilets, saniters and First Aid Point will be established by the KÉSZ ÉPÍTŐ Zrt. Traffic Ensuring clean access from the staging area to the construction site is the responsibility of general contractor. It comprehends vehicle routes, pedestrian walkways, temporary crossovers, the required traffic signs and barriers. All working areas (e.g.: buildings) within the project site have to be secluded via barricades and tagged. Construction and/or warning signs have to be placed at all and every entrance(s) to the described areas. Saniters, mobile toilets These hygienic facilities will be established in a reasonable/required prevalence throughout the site, but at a minimum 1pc/20people occurrence. KÉSZ ÉPÍTŐ Zrt. is responsible for cleaning and maintenance of the hygienic facilities. Damaged or malfunctioning mobile toilets have to be reported and replaced by KÉSZ Zrt. in the quickest possible fashion. Recreational facilities Establishment of recreational buildings appertained for purposeful utilization is the responsibility of each Subcontractor(s) or any other entity envolved in the project. KÉSZ ÉPÍTŐ Zrt. will deploy an office container camp including saniters, kitchen, offices and a meeting room for its own exploitation purposes. Note that it is stipulated by Hungarian law to secure warming facilities with table(s), chairs and heating device(s) for all labor active personnel for period of time starting with 15th October to 15th April on compulsory basis. Designated smoking areas These excluded areas are to be established on the staging area in the predetermined location(s) and in agreed occurrence interval. Smoking is only and strictly allowed in these designated areas. Each area will be equipped with fire extinguishers, the firefighting plan elaborates on smoking

area fit-out in details. Medical buildings First aid points have to be marked with signs; their locations need be indicated on the official project sitemap. During the Basic Safety Training all workers/employees will receive all relevant and necessary information regarding these such as their locations, kits and equipment to be found in those, etc. At the First Aid Point the following equipment is obligatory (no exceptions allowed): Automatic Defibrillator (at least one); Medikit (for the largest number of expected personnel); Stretcher (at least one). Storage Areas Will be established in necessary/required numbers. All storage areas set up shall fulfill the minimum requirements of safe material storage regarding Hungarian law. Storing of hazardous materials has to be strictly supervised.

6.
GOOD HOUSEKEEPING A safe workplace is a clean workplace.
Before the works are started the constructional activities shall be reviewed in details and the effects thereof on the environment shall be assessed. Assessments shall be made regarding noise effects, spill/release of materials, wastes, pollutant emission, and effects of the land works in the groundwater, soil erosion and course of rainwater. If any of these revealed factors acts (or may act) adversely on the environment, the required measures to prevent or eliminate them shall be taken. It is everyone's responsibility to always keep the site at a maximum reachable cleanliness level. At the end of the day each SC has to clean up the working area they have been operating in or performing wok activities at. Good housekeeping is essential feature for the safety of the construction site. All work areas on site shall be kept clean and tidy, the collection and disposal of wastes shall be ensured in the proper manner and fashion. To achieve this, it is foremost important that all employees of the subcontractors/engaged entities are well aware of the procedures to be followed as well as the duties assigned to each individual. The key points to a good housekeeping are:
The work area, equipment and building areas shall be kept clean and tidy in the best possible fashion; Roadways and walkways must be clearly identified and kept clear at all times; Cleaning schedule and methods are to be established for work areas, offices, canteens, changing rooms and toilet facilities; All work areas shall be free from obstacles, projections, trash, oil, water and other unwanted materials; Cable management: hanging cables and tubes shall be fixed with hooks and rubber ties to keep access ways free of obstacles; No debris is allowed on scaffold platforms and unit platform; all materials shall be stored in appropriate container(s); Waste containers shall be placed near the work areas; The assigned managers of the subcontractor are to report any housekeeping related isseus and problems as part of their daily supervisory activities, as well as to make provision for the necessary measures to diminish the arose matters..

6.1 Waste Material Handling Waste material will be collected selectively. Two basic type of waste will be distinguished, and will be further discerned at lower levels of operations. The two largest sets of waste materials are: construction waste; office rubbish.

6.2 Storage/carrying of wastes It is the responsibility of KÉSZ ÉPÍTŐ ZRT. to ensure containers for waste materials, area for storage, and maintain the periodic carry and replacement of filled containers (disposal of wate).
6.3 Hazardous wastes Any direct pollution of the environment is strictly forbidden and against Hungarian law. Avoidance of pollution incidents has one of the highest objective priorities. In case of pollution incident Site and Project Management of both Client and the GC must be informed immediately. Storing and carrying of hazardous wastes are only allowed in a strict supervision and awareness. In accordance to the existing Hungarian laws and regulations, the construction waste is considered to be hazardous waste and needs to be treated accordingly. In-force, valid contracts for waste disposal services with the officially acknowledged depos are to be kept on site at all times. Carrying out the waste material form the site is only allowed with signed delivery sheets.
6.4 Cleaning In general it is the responsibility of each and every juridical entity/contractor/individual to keep the site as clean as possible at all times. General site rules include that at the end of the day each subcontractor is obliged to clean up the working area. If SC passes up the cleaning, KÉSZ Zrt. will execute the relevant clean up, and will settle the monetary differences with the given subcontractor on individual basis. It is the responsibility of KÉSZ ÉPÍTŐ to maintain the traffic routes on site in good condition as well as ensuring of snow-and mud removal from the roads on site upon the necessity. For these tasks cleaning truck(s) and/or equipment with the operator(s) will be deployed on site.

7.
ENTERING THE SITE
7.1 Parking Lots At the construction site entry General Contractor will establish car lots with the required amount of parking slots. Personal cars are not allowed on site by default. Parking area is the territory of KÉSZ ÉPÍTŐ ZRT. and, therefore is responsible for maintenance and cleaning at and around the parking area.
7.2 Entrance & Security At the entrance of the construction site a guardhouse is to be established with at least two guards employed by the KÉSZ ÉPÍTŐ ZRT.. The entry gates of the construction should be closed by default. It is the task of the guards to handle the in and out operations. Anyone who enters the site must be recorded in the guards’ diary for the reasons of emergency evacuation and general mancount. No entry to the site is allowed without site card(s) (Entry or Visitor). Cards must be worn in a clearly visible fashion while staying within the construction site. Project construction site will be secluded from the civil area with steel barricades starting from day one - establishment and maintenance of these barriers are responsibilities of KÉSZ ÉPÍTŐ Zrt. Access control will be at designated main entrance to the construction site, and solved via turn pike(s) and toll bar(s) will be installed at the entrance with magnetic locks.

Security Personnel (Guards):
Guards will ensure that no one enters the site without a clear identification of which organization he/she does belong to. Guards will not allow anyone to enter the site in case of clear symptoms of being under alcoholic or drug affection. Guards are entitled to dismiss anyone from site violating any security regulations; No equipment, tools or material can be brought into or carried out from the construction site without delivery sheet; Guards will patrol the whole construction site at a minimum of once per two hours during the working hours, and once per hour during the night; The guards will record the ins and outs on a checkbox (see 9.14), and follow-up on mancount on site via card ID numbers instead of names. It is the responsibility of the guarding personnel not to let anyone enter the site without an entry card; Guards will report to the GC’s Site and HSE management in any case of security faults, and will hand over the mancount to the Site Management every day at 09:00; Every vehicle entering or leaving the site will be stopped and checked by guard personnel. The driver will be asked to open up cargo holds/trunk at each and every site entry and exit; Arriving trucks will be asked for delivery sheet(s), given the hold cargo; Guards will report to the Site Management, HSE Management and QA Management depending on the exact situation.
Visitors:
Visitor is defined as an individual who has NOT received the Basic Safety Training and, therefore has not received an Entrance Card as validation of course sit through; Visitors on site are only allowed when followed by an individual or a group of individuals who had received the Basic Safety Training, and have a proof of finishing the training course documented/supported by valid Entry Card. The host takes full responsibility for letting the visitor to enter into restricted areas, hazardous working places and dangerous situations; Visitor Cards are given out by the security personnel, and will be retrieved upon leaving the construction site. A minimum amount of 30 pieces of Visitor Cards will be stored at the Guardhouse at site entrance; Visitor cards reflect identification numbers which are recorded at the entrance. The ID booked into the guards’ diary along with their name, title, company they are representing, persons/entities they are about to visit, as well as the exact time of entrance and exit; Visitor cards are not the basis for performing construction works on site; Lost/damaged cards will be replaced with new ones upon the necessity;

All visitors need to wear proper Personal Protective Equipment (PPE) while remaining at the construction site; All visitors are responsible for their own and surrounding people's health and safety, and will not be allowed to site without their host; Visitors are restricted from those working areas where hazardous works are being performed - proper distance to be kept or works to be halted; Visitors can walk around on their own, without any host only on staging area.

Individuals who have attained the Basic Safety Training, signed the Safety Diary and received permanent Entry Card, are considered as site personnel; Entry Cards for the site personnel shows: • The name of the owner, • Photo of the owner; • The company's name the owner of the card is employed by; An identification code (Company's name abbreviation and serial number); Entry Cards have to be put out visibly while being within the construction site; Entry Cards are not returned on leaving the site, owners will keep them with themselves; Entry Cards will be shown to the guards upon both the arrival and exit; If a card is lost or damaged owner has to apply for a new one at the GC’s HSE Management; Withdrawal of a card I equivalent with the owner of it being dismissed from site. Following that the card will be annihilated.
7.3 General Site Rules Alcohol beverages and illegal drugs are STRICTLY FORBIDDEN on project site. Subcontractors are to acknowledge that the HSE Manager, Coordinator and/or Troopers of the General Contractor are fully entitled to perform random inspections all over the investment area (alcohol and drug probes). The foremen and/or representatives of the legal entities are hold liable to immediately restrain any person from the construction site or the investment area who has failed the test for mind- & body-altering substances. Given any kind of illegal drugs are seized police will be informed on immediate basis, whilst proprietor(s) will be held until the arrival of the law enforcement. It is strictly forbidden to bring any kind of weaponry (piercing-cutting-cold weaponry, firearms, explosives, etc.) to the construction site. It is the responsibility of the guards to hold up anyone who tries to get weapons smuggled to the project site. Body search is appropriate as well,

provided well-founded suspicion of concealed weapon possession. Found objects will be stored at the guardhouse and will be returned on leaving site. Any discovered object confronting with Hungarian legislation will be immediately seized, the keeper(s) reported to the police and held until its arrival. Any act of violence within the construction site will end up in disciplinary procedure with immediate and permanent dismissing from site. Depending on the exact situation police may be informed. Surveillance cameras will be set up along the whole project site. All operators will, through basic safety trainings, have an apprehension of rights for privacy embraced by the Hungarian legislation. Eating at the construction area is not allowed. Every SC has to establish its own facilities for cooling/warming/dining/etc. for personnel. Drinks appropriate to the season (e.g.: hot tea during winter and cool water in summer seasons) will be allowed to be brought to the construction area and/or even served upon the necessity. Driving onto construction site with personal cars, vans, and pickups is allowed only with approved Drive In Permit. (See: 8.1 and 9.2). Cargo trucks and building machines do not have to apply for drive in permits. Working hours are: 07:00 – 17:00 from Monday to Saturday – these can be extended via ExtraTime Work Permit, naturally solely within the framework of labor legislation. For working on weekends SC needs to apply for Weekend Work Permit. (See 8.3 and 9.6) Working on Sundays is only allowed when technology requires it by default. No entry is allowed to the site besides official working hours.
7.4 Surveillance Cameras Industrial surveillance cameras will be set up throughout the site. The general schematic positioning of the cameras presuppose one at the entrance - checking in- and outs; one at the staging area; and one per each building site. In accordance to Hungarian laws, all personnel working under surveillance has to be informed of the fact of observation – this is communicated over the course of Basic Safety Training. In addition, signs implying the site is being under surveillance will be placed across the location. Cameras will NOT support face-identification.

7.5 Basic Safety Training Safety Training should be held by HSE Coordinator for anyone entering the site with the purpose of performing project’s scope works, be it the physical staff or the site management. Without completion of the described training supported by a record in the training log, entry to the site cannot be facilitated. A copy of an outline of the training will be placed at KÉSZ ÉPÍTŐ ZRT.'s headquarters/construction camp. The main purpose of the training is to provide the project personnel with the work safety requirements on the project site as well as to accommodate the staff with pertinent Hungarian rules and regulations. The general rules of entrance, safety on site, housekeeping, traffic and basics of firefighting requirements are communicated within the framework of the course. Local legislation does not prescribe the course instructor to bear any type of HSE related licenses - trainings can be hold by anyone having a full apprehension of this manual as well as the site rules (HSE Troopers in general). Upon the arrival to site location of untrained personnel HSE supervisors will be informed and applicants will have to remain in the staging area awaiting for the training to be held. Any work task performed at the construction site REQUIRES AT LEAST 2 INDIVIDUALS – solitary work performance is not allowed;
All relevant qualification certificates must be kept by workers with them under any circumstances – during a site inspection they can be asked to demonstrate the necessary documents (a copy of these has to be available at KÉSZ ÉPÍTŐ ZRT’s headquarters as well);
In case of dangerous works such as welding or installation of electric connections appropriate work permission(s) are to be inquired prior to the work start from KÉSZ ÉPÍTŐ ZRT.;
Photos of the construction area can be taken only with the permission of KÉSZ ÉPÍTŐ ZRT and/or the Client;
It is forbidden to bring any kind of weaponry to construction site;
In case of excavation work, a meeting to be held with GC prior to the work start;
Forbidden to try to repair temporary electricity mobile box, problems must be reported to KÉSZ ÉPÍTŐ ZRT. for service action.
Outline of Special Training – Rules of lifting In the second line a Special Training is required for workers who will perform jobs in the effective area of lifting machines. This training is obligatory for crane operators, load tying workers, structure builders and technology installation workers.

8.
PROTECTIVE EQUIPMENT
8.1
Personal Protective Equipment (PPE) Ensuring the required PPE for employees is the responsibility of SC. Broken or damaged PPE has to be replaced with proper one. All PPE needs to have valid certification. Documents of certification are to be handed over to the HSE management for examination.
Head: Only protective helmets with MSZ EN 397 certificate with valid expiry date are allowed to be worn while on construction site. Safety helmets have a validation for 3 years (in some cases 5 years) from the production date; Eyes: Only safety glasses with MSZ EN 166 certificate with a minimum of mark „F” are allowed. Safety glasses need to have clear and transparent glazing, cannot be broken or damaged. Safety sunglasses are only allowed outdoors. For indoor works only colorless („white” or transparent) or yellow glazed glasses are allowed; Ears: In any case when permanent noise level exceeds 85 dB ear protection is mandatory; Legs: Only long trousers are allowed to be worn while on the construction site; Feet: Only safety boots with MSZ EN ISO 20345 certificate with a minimum of S1P classification are allowed on site. Hands: Only safety gloves with MSZ EN 388 certificate are allowed to be used for material handling and grinding. Soft gloves are allowed for other works;
Arms: Only long-sleeved shirts or upper body attire is allowed on site;
Visibility: Use of high visibility vests is mandatory on the whole construction site;
Special: In case of working in height without established and approved fallprotection is only allowed in 5 point harnesses attached to stable point (structure or safety lines). In case of welding use of welding masks is obligatory. No holes or breaks allowed on in the material of the masks. In case of working in dusty environment use of dustmasks is obligatory.

8.2 Collective Protective Equipment CPE targets primarily the protection of an area instead of a single person. Attention must be drawn to any danger, until it persists, with well visible signs, signals, rails and lighting. Open trenches and other excavation works must be supplied with appropriate railing, signs or lamps, providing appropriate protection for anyone. The obstacles, e.g. accumulated materials or equipment, must also be supplied with similar warning signs. The rails and obstacles beyond the construction site must be lightened with warning lamps from sunset to sunrise. The materials placed along the road and on the roads must be put and works have to be done in a way that it would cause the least disturbance and discomfort. In case of working at night or at places blocked from natural light each subcontractor is obliged to provide for lighting ensuring efficient, accident-free work of appropriate level, and enabling for basic inspection. In this case also the road leading to the working area must be well lightened. The construction and maintenance of the lines needed for electric lighting and current supply must be performed at first level quality. The lines have to be safely fixed at each point, they have to be protected against mechanical damages and put at the possible most remote point from the phone cables, signal transmitting wires and public utilities. When the hazard is over, the signs, signals and rails have to be removed. a) Markings
Any work area with differences in elevation exceeding 30 cm has to be marked around with plastic tapes in order to minimize the risks of slipping accidents. The stripes have to be elevated from the ground along the full length. Stripes blown down/away by the wind or damaged in any manner have to repaired in quickest possible fashion. It is the responsibility of whomever works in the described area(s) to mark the technological holes/potholes/pits/trenches/etc clearly visible; Every area where special protection is required has to be marked with signs in multiple languages and/or icons; Every area where hazardous works (e.g.: crane ops, working in height, working with hazardous tools, etc.) are being performed are to be marked with signs in multiple language(s) and/or icons;

Storage areas (depos) have to be marked; Containers of hazardous/toxic materials have to have standard signs; Marking around the area is the responsibility of workers performing tasks at that location; Damaged marking(s) have to repaired within a reasonable time line (but latest when leaving that particular work area).

Every differences of elevation exceeding 1.25m have to be barricaded around with railings - 3 rows of wooden/metal guardrails. The other option is to mark with plastic tapes in a 2.0m distance from the edge of the hole/penetration; The maximum deflection of the rails cannot exceed 3.5cm either in lateral or vertical directions when force of 650N is applied; Every construction area has to be barricaded around with steel fences and have to have warning signs (e.g.: wear PPE, construction site, Authorized Personnel Only, etc.) tagged on it; Flammable materials have to be stored in flameproof containers; Hazardous/Toxic materials have to be stored/kept in such a manner so that the prevention of pollution accident is feasible. This matter has to be managed on high priority basis and needs to be scrupulously supervised; Any opening/penetration in slabs, decks or pits/trenches in the ground

exceeding the average foot size (30-35cm) must be covered. Coverings need to be fixed against accidental moving, and are to protect against the fall-ins.
8-.2 Inproper Protective railings
c) Fall protection while working in height
The work areas(s) should always be safe and of appropriate dimensions. Where there is a risk of fall of tools or materials from height surpassing 1.5m-s, a guard-rail system (consisting of top- and middle-rails) as well as footboards are to be provided. In case these this safety tools (due to practical reasons) cannot be applied, fall protection shall be provided by other methods (e.g.: by using five point safety harnesses); Permanent slab(s), parts of structural walkway(s), footbridge(s), etc. used by the personnel for permanent or temporary access shall be provided with guardrail system and toe boards/kick plates (permanent or temporary). Holes and gaps shall be guarded or securely covered; A safety net shall be used in those work areas of the project when working above 8.0m-s. Given the application of footboards is impracticable or simply cannot be carried out, the fall risk can be mitigated by the application of fall arrest system and/or lanyard(s); Establishing fall protection is the responsibility of anyone who works in heights; Railings are to hold a man from falling!!! (provided 650N of force is applied the maximum allowed buckle 3.5cm); Only equipment with CE certification should be used.

d) Floor and wall openings, stairways
Floor and wall openings shall be equipped with standard guard rails, midrib and toe boards or covered appropriately; Guard-rail shall be strong enough to support 100 kg of pressure when applied at middle-span of the guard-rail parallel with the floor as well as perpendicular to the guard-rail; Covers of openings shall be adequately secured to prevent movement, and a “Danger” label/tag shall draw the personnel’s attention to the hazard they may be subjects to; All stairways consisting of four or more risers shall be equipped with standard stair railings. Stairways shall not be used until the risers and rails are securely installed. If poured treads are applied, treads shall be poured as soon as possible. Debris or any other loose material shall not be placed onto the stairways or in the access ways to the stairways. Debris shall not be allowed to accumulate in stairwells.

9.
EQUIPMENT & TOOLS
All equipment and tools on site have to be in appropriate for function condition and are required to be supported by documents and licenses/certifications. At least one copy of the original documents must be kept on site and demonstrated upon request.
9.1 Ladders Only properly manufactured ladders can be used on site. Use of wooden nailed ladders is strictly prohibited on site. Ladders shall be in good condition and free of defects (no broken rings, split stiles, etc.). Ladder defects must not be concealed by painting. Ladders must:
Be securely fastened at the top; Be properly positioned at the bottom; Extend at least 1 meter above the working area; Be located at an angle to deviate from vertical position by 300 mm per each 1.2 meters.
The ladder length shall be suitable for the job to be done. If it is used as a working place or for access, it shall rise to 1 meter above the working place or the leaving point, or above the highest rung to be reached by the feet of the worker using the ladder. For stability ladder shall be opened completely during use, mounting chains or harnesses should originate from or be approved by manufacturer of the ladder. Ladders should be positioned in a manner, if possible, that the surrounding work area(s) would be located at right angles to the ladder from the front or rear.
9.2 Scaffolding Subcontractors shall ensure uniform quality of scaffolding erected on site. KESZ ÉÍPTŐ believes that the best practice for achieving uniformity on site in this regard is to contract a certified company to erect the scaffolding and provide scaffolding service for all the personnel working on site. It is the responsibility of the GC to enforce the described uniformity. Subcontractor(s) shall hire a scaffolding engineer responsible for supervision of the quality of installations. A standard “Scafftag” system shall be used and subcontractor shall be informed about this fact.

For staff working from swinging scaffolding sky climbers or suspended work platforms shall be secured with independent safety lifeline anchored overhead with rope grabs. Such scaffolding or platform shall be secured by ropes to a structure that prevents their movement. Footing or anchorage of scaffolding shall be perfect and rigid and shall be capable of carrying the maximum load without setting or displacement. Scaffolding and planks shall not be supported by unstable objects such as concrete blocks.

Any weakened or damaged parts of scaffolding shall be repaired or replaced immediately at all times. Planks of scaffolding shall be free of knots, cracks and shall completely cover the platform. Cracked and worn tied scaffold boards shall be removed from the work platform. Planks of scaffold shall be laid tight, cleaned at both ends or overlapped at a minimum of 0.3 meters and nailed or screwed to prevent movement. Overlaps shall be placed directly above scaffold supporting elements. Safe access to the scaffold platform shall be provided, i.e. platform shall be safely accessible from the ladder. Ladders shall always be tied to the scaffolding. Scaffold shall be equipped with a top rail 1.0m high; midrib and toe boards 0.50m high shall be mounted on all open sections and ends of scaffolding 3.0 meters above the ground or floor. If scaffolding cannot be equipped with rails securely, safety belt shall be used with a lanyard secured to a stable object. Casters of mobile scaffolding shall be secured and locked prior to mounting. No person shall be on mobile scaffolding while it is moving. Erection, altering and dismantling of scaffolding shall be performed under the supervision of a qualified person knowledgeable of safety requirements. Use of “quick fix” scaffold is acceptable only if it is done in accordance with the manufacturer’s certificate and only for fast operations when smaller scaffolding is required. •
Quick fix scaffolding shall not be used with other scaffolding and quick fix scaffolding shall not be used with other tubes/fittings.
Only scaffolds with CE certificate are allowed on project site. 9.3 Safety Harnesses
Harnesses without fixing are good for nothing, but more weight!!!; Only harnesses with CE certificate is allowed on site; Use of harnesses with damaged parts is strictly prohibited and will end up disciplinary procedure.

9.4 Hazardous Tools
Any hazardous tool needs to be set in operation prior to put in practice. Procedure comprehends a preliminary safety check; Every part and covering must be installed on the tools; All safety features have to be operational; Documentation of setting procedure needs to be stored on site and demonstrated upon request; A separate Risk Assessment needs to be made for every work on site to be carried out with hazardous tools; Prior to first use a special training based on the RA must be held for all those workers who will operate, or will work within the radius of action of the given machine/equipment/tool/etc.
9.5 Hazardous Materials All hazardous materials shall be stored in tightly closed, leak-proof containers made of – or lined with – materials compatible with the hazardous material to be stored.

10. LIFTING OPERATIONS 10.1 Requirements and specifications Subcontractor shall ensure that all lifting appliances used and all parts of those including the accessories used for fixing and tying shall be condition suitable for function, free of defects, in good mechanical condition and made of materials with strengths suitable for the purpose. Subcontractor shall ensure that such lifting appliances are properly inspected and maintained. All chains, hooks, slings, shackles and other equipment used on a lifting appliance for rising or lowering weights shall be in good technical condition. Operators of moving heavy equipment and cranes shall have a valid EU (or Hungarian) heavy equipment operator’s license. KÉSZ ÉPÍTŐ ZRT. is liable for all crane and lifting appliances utilized in the projects being suitable for the purpose, and will support those by all relevant documents upon reguest.
10.2 Lifting-related duty of the HSE Coordinator of GC The HSE Coordinator of KÉSZ ÉPÍTŐ ZRT. will direct, supervise and coordinate the works of the subcontractor(s) specialized in lifting and the mechanical construction works. GC will provide the necessary special support and project-related construction methods.
10.3 Critical lifting tasks This section deals with tasks critical solely from safety aspects. Main critical tasks related to rigging tasks are the followings:
Lifting weights exceeding 20 ton and reaching 80% of crane capacity load; High level or high reach operations; Heavy lifting (from 50 ton); Tandem lifting; Lifting near live equipment; Lifting weights reaching 90% of crane capacity load.
Main lifting tasks shall be defined in the technical design phase. For critical lifting task subcontractor shall develop a lifting plan for safe implementation. This plan shall include the requirements to prevent accidents during the activity. Assessment of hazards and measures to avoid the hazards will have key roles in hazard recognition and avoidance.

weight of the load, ground and site conditions, placement of the crane, load and tail clearances, boom actions, instructions to avoid side loading, communication methods to be applied, fixing tools, wind velocity, etc. A qualified person shall be assigned to be the manager of lifting operation and shall explain the tasks to each participant in details before initiation of the operation(s); The final lifting plan is prepared by a delegated subcontractor and approved by the HSE Coordinator of GC; Crane(s) should never be operated with “boom up”; Where the crane operator cannot have a clear visibility of the lifting operation walkietalkie devices shall be used to communicate with an assistant. Before use of walkietalkie devices the applied radio frequency shall be agreed with the parties engaged.
10.4 Participants and precautions All lifting operations will be supervised by KÉSZ ÉPÍTŐ ZRT . Employees shall not work under the load(s) of the cranes and /or lifting equipment. Tag lines shall be used on all loads. Cranes and derricks shall be inspected prior to each use. Employees shall not ride on the load, hook or lead carried by the crane. The contractor using the lifting appliance shall observe manufacturer’s instructions. The equipment shall not be operated if either the machine or the load would come within 5 meter to any electrical distribution or transmission line. Maintenance during operation of the appliance is forbidden. All information about safety capacity load, the recommended operation rate, special warnings, drawings showing hand signals and special instructions shall be visible by crane operator. All crane activities requiring lift or movements shall be supervised by an assistant.
10.5 Lifting Appliances All equipment must be inspected daily before use by the operators. Operator of the equipment is liable for use for purpose and good technical condition of the equipment. Defective equipment shall be repaired immediately or shut down. Coordination of lifting appliances
All lifting appliances used by the subcontractors shall be tested and checked, and bound to have a valid certification. Appliances must be marked with identification number and safe working load; The name of subcontractor’s employee responsible for the lifting appliances shall be

reported to the HSE Coordinator of GC; The assigned employee must check the lifting appliances arriving to the construction site and particularly ensure that each item of the lifting appliance is accompanied by a valid certificate and keep all such certificates for examination by the HSE Coordinator of KÉSZ upon request.

Leaving of man-lift baskets in height is only allowed in fixed harnesses; Only baskets with CE certification are allowed on site; When lifting people in a lifting basket the crane operator is fully responsible for them.

11. ELECTRICAL WORKS In principle, electrical installation/repair/alteration works shall be carried out at no voltage. Before commencement of works to be carried out on live electrical parts those shall be adequately analyzed, the adequate method shall be described and the protective measures shall be taken accordingly. Safety analysis of the task shall be performed for all works of such nature. Subcontractor is responsible for the connection of the temporary electric supply system to the existing power distribution system on the construction site and the relevant safety measures. Any installation, wiring, troubleshooting or repair of electrical equipment shall only be carried out by qualified electrical personnel. Permanent and temporary installation works shall be carried out by competent qualified and experiences electricians. Prior to connection of temporary electrical equipment to the existing equipment approval from the contractor shall be obtained. Before any electrical system or equipment is energized the system or equipment should be thoroughly tested. Safety shall be ensured by regular monitoring and maintenance. Any defects and failures shall be reported to the responsible project manager of KÉSZ and its the HSE Coordinator. Efficient and suitably located equipment shall be provided for insulation of potentially dangerous system elements. All workers shall be notified on the supply system and any subsequent changes shall be indicated in full details. Personnel working with live circuits shall not be touched. If possible the circuit shall be isolated first and connection of the circuit and worker shall be prevented by using a dry nonconductive tool, e.g. wooden shaft.
11.1 Precautions to be applied while working on distribution board
Cables shall be connected with proper terminals; Cables are not allowed running on the ground; Electrical circuits shall not be overloaded and shall be provided with standard circuit breaker; Only fuses suitable for the capacity of switches shall be used / fuses used during the construction should be disconnected from the main circuit breaker and replaced with

fuses of appropriate capacity; Wirings not included in the wiring plan are not allowed; Board(s) must be earthed before use; Name of the controlled instruments shall be indicated on the label attached to the switches.
Extreme caution shall be taken when cables are being re-routed or extended. Portable control and switchgear shall be used, sizing carefully planned. Cables on site are almost inevitably endangered; therefore special care shall be taken to ensure that the earth remains intact. All damaged electrical equipment, instruments or cords shall be tagged and removed from service to be repaired, replaced or destroyed. All power supply units and circuit panels shall be protected from water and other elements.

11.2 Temporary electrical equipment All portable electrical equipment shall be inspected by the person using it before use and with proper frequency.

Electrical equipment exposed to weather shall be protected against water and corrosion. All non-current carrying parts of electrical equipment shall be earthed or insulated. While the equipment is under operation the covers shall not be removed. If the cover has to be removed for maintenance, it shall be placed by before starting-up. Any part of equipment which is in operation and which is not securely guarded should be inspected, lubricated, adjusted or repaired only by the authorized personnel. When machinery is stopped for maintenance or repair, proper precautions shall be taken before commencement of works to ensure that the equipment is out of service.
11.3 Hand power tools and temporary power supply units All hand and power tools shall be maintained in safe condition. Electrical power tools including power generators and welding machines shall be earthed and provided with double insulation. Earth fault interrupter circuit protection shall be provided for all electrical energy sources used on site. Hand electrical equipment shall be operated at safe voltage level, and the light at max. 50 V. If outer covering of cables is damaged, it shall be replaced. Pneumatic power tools shall be secured to the hose or rope by certified safety technology. Power actuated tools can only be operated by properly trained employees. Subcontractor shall have certification records, employee certification cards or equivalent documents on each of its employees using power actuated tools during work. Covers of temporary power panels shall remain installed at all times. All open breaker spaces shall be equipped with proper covering.

12. ACCIDENT PREVENTION PLAN Accident prevention plan is the way we act, the measures we take to minimize incidents and ensure an accident free worksite. It contains the measurement procedure of risks, the actions need to be taken, the methods and practices used for monitoring HSE conditions on site and the documentation, reporting and presenting methods.
12.1 New Employees For every new applicant on the site it is mandatory to have the Basic Safety Training. During the training they will get to know the general site rules, the minimum requirements of protective gear, the location of First Aid Points, the basics of the site's Fire Fighting Plan and the penalty system for breaking HSE rules. Every new worker needs to have valid documents of preliminary medical test, permit to work in Hungary (for foreign workers), licenses for handling machines or tools they want to work with and at least a copy of educational documents. A quick briefing for locations and points of interest on site is recommended during the safety training. It is important to every participant of the project to have a clear of the permitting procedure,s the reporting routes as well as the site hierarchy.
12.2 Traffic control Maximum allowable driving speed on site is 20 km/h. Trucks need direction, voice- and light signal in reverse. Pedestrian walkways need to be visibly secluded from machine routes, and need to be shown on the sitemap. In case of mixed (pedestrian and vehicle) routes truck drivers need to pay special attention for the pedestrians. Crossing of vehicle routes is only allowed at designated places. Official traffic signs have to be put out all over the construction site. Rules of Hungarian code of traffic are valid on site.

12.3 Sitemap Sitemap of the construction needs to be hung out at least at the entrance to the site and inside the office containers. Sitemap will indicate the following locations within the construction site:
Walkways and routes; Existing buildings; Facilities and buildings to be established (in different colors); Fire extinguisher locations; Muster Points; Evacuation routes; First aid points; Restrooms, cooling/warming/dining facilities; Water taps; Designated smoking areas; Offices; Implemented cranes and the effective zones. Sitemap is a living document and needs to be periodically updated!!!
12.4 HSE Trooper inspection rounds HSE Troopers will patrol the site and report any HSE faults via Daily Round Checkboxes.
Daily Quickreports HSE Troopers will make a daily report of safety faults on site containing photos taken as proof of evidence. Reports will be forwarded to the HSE Coordinator and the necessary sanctions will be taken if needed. In case of any safety faults SM has to be informed.
Inspection Round Checkboxes Troopers will check level of PPE usage, condition of tools and equipment on site, established protections, area securing, implementation of safety working conditions, material storages and manner of smoking. They will fill out the checkboxes and will forward to the HSE coordinator on weekly basis.
Alcohol Tests At least once per week an alcohol test is to be performed. Zero tolerance is the

prevailing rule on site! Alcohol tests are NOT allowed to be performed by a single person, at least one witness is required in accordance to the Hungarian legislation. Results of the tests are going to be recorded and signed.
12.5 Daily Toolboxes It is foremost important for every employee performing tasks on site to fully apprehend all risks related to the works to be carried out as well as risks related to surrounding works!!! Every single day a toolbox meeting will be held with participation of the site management representatives (HSE, SM, ENG, other Managers upon necessity) and foremen of all SCs performing works on site. During this short briefing the following will be discussed and agreed upon:
What tasks are to be performed during that day? What are the safety requirements of the described works? How will these be implemented?
During the daily toolboxes permit applications will be handed over to the Site Management as well as list personnel applying for Basic Safety Training. Process: Participants will gather up at the designated area until 07:30; Foremen of subcontractors will make their own application for work permits, and will hand them over to the HSE Coordinator of GC. On permits they will indicate the jobs to be performed, and its location. They will also fill out the RA checkbox on the work permit by themselves. HSE Coordinator will review the quick RAs and make comments if needed; Each Monday during the daily toolbox the work permits will be extended if required (signatures from all sides); Any hazardous work to be performed on that particular day should be mentioned on the toolbox. Empty templates of the work permits will be hung up in a file at KÉSZ Zrt.’s office container.
12.6 Weekly Reports Each week a weekly safety report is going to be compiled by the HSE Coordinator and will be forwarded to the HSE and Site Managers. Weekly HSE reports comprise of the followings:

Safety issues and faults bolstered by photos as proof of evidence with identification of the responsible personnel;
Deadlines for corrections;
Fixed faults with photo evidence;
Incidents occurred (For template see: Appendix E);
Accidents occurred;
Investigation carried by the relevant authorities over that period of time;
Man count of personnel that has received the Basic Safety training over that period of time.
12.7 Weekly Safety Audits Each week a company will be chosen on random basis for scrupulous investigation of compliance with HSE rules and availability of the required documentation on site. Results of audits will be recorded in the Audit Report. Audit Reports will be sent to HSE Management and Client's HSE Management. Performing Weekly Safety Audits and preparing the Audit Report is the task of GC’s HSE Troopers.
12.8 Weekly HSE meetings Each Week HSE meetings are going to be held. The host of the coordination is the HSE Coordinator. If attendance to meeting cannot be solved HSE Coordinator has to be informed in timely fashion. Participation is compulsory for:
Site Management, Foremen, HSE representatives of Client and subcontractors
Prior to Weekly HSE meetings, preferably early morning, an observation/inspection round will be carried out on site by the HSE Management and representatives. Weekly HSE meeting will be held right after the inspection round. Minutes of these weekly sessions will be recorded as follows:
Date; Participants; Comments to last meeting; Observations; Inspections from authorities; Incidents; Accidents;

Man count; Working hours.
The deadline for sending out the minutes is Saturday (noon) each week. Preparing the meeting minutes is the task of HSE Coordinator/Trooper. Minutes will be distributed to: the Participants, Site Management, Project Management, Client's HSE Management. Comments to the meeting have to be sent to the HSE Coordinator.
12.9 Monthly HSE reports Filing up of the Monthly HSE Reports is the responsibility of the HSE Manager. The document has to be forwarded to the Client's HSE Management, the Site Management, and the participants of Monthly HSE Committee Meetings. The Monthly HSE Report will contain the following at minimum:
Man count for the current month particularized on daily basis with an average number of workers on site during the month; Working hours for the current month and in total; Incidents occurred during that month with incident reports attached; Accidents occurred during that month with accident reports attached; Weather conditions during that period; Safety faults and actions taken during that month; Live discussions of photographic evidence; Disciplinary actions taken during that month; Permits given out, Safety work performance on site; Results of Safety Audits during that month.
12.10 Monthly HSE Committee Meetings Monthly HSE Meeting will be held on last week of each month. Host of the meeting is the HSE Manager. in case the attendance to the meeting cannot be realized, host have to be informed in timely fashion. It is the place for presentation of Monthly HSE Report. Participants of the monthly meeting are:

HSE Committee Meeting is the task of the HSE Manager. Comments to the meeting minutes have to be sent to the host. Deadline for sending commencement is first Monday following the described meeting.
12.11 Risk Assessments Prior to commencement of any work a Risk Assessment for the specific tasks is going to be made. No works are allowed to be initiated without provision and examination of the relevant Risk Assessment. Each SC is to provide its own RAs for the works they going to perform. Documents will be handed over to the HSE Coordinator at the end of the Basic Safety Training. The coordinator will examine whether the Risk Assessments are fulfilling the criteria of site safety management as well as Hungarian legislation. An outline will be made from RAs for internal use comprising of Risk Analysis and measures for risk mitigation. The project team will carry out project HSE risk assessment, all high risk activities, i.e working at height, critical demolition operations, etc. will be identified and project specific controls will be agreed upon based on that assessment . For all remaining specific high risk tasks, i.e. lifting operations by cranes, a specific risk assessment will be executed by the GC’s HSE Management. All risk assessments shall meet legislative requirements and reflect the contractor’s desire to achieve ‘best practice’. Such tasks must be included within the scope of the project HSE plan embodying records of how risks associated with the identified tasks will be mitigated. GC will review all contractor risk assessments and method statements prior to the start of work. Content

The method statement is coherently presented and accurately describes a logical sequence of work that is easily understood by the work team. The scope of the risk assessment and the level of control for significant findings must be adequate for the undertaking. 12-1. General content of an RA
12.12 Monitoring Conditions For GC’s Site Management it is of highest importance to have a clear understanding of momentary state of safety conditions around the construction site. There are several manners of monitoring and control on site. Good supervision is the fundament of an incident free workculture. Below are the main methods of gathering HSE specific information form the project site. The project team will schedule monitoring activities based on risk(s). The principle contractor and subsequent sub-contractors shall develop their own schedule of monitoring activities and submit it to the principal contractor for review. Monitoring activities may be carried out jointly or separately; the selection criteria and frequency of activity will be primarily based on risk. Scope of Work agreed.

12.13 Safety Faults & Actions Every employee on site has the right and responsibility of refusing orders if the safety conditions of the working area and/or the method of work to be performed do not meet the requirements of HSE site rules, Hungarian legislation and/or may cause hazard to health, property and/or environment! It is the responsibility of foremen to keep working area in best safety condition(s) at all times. In case of observed safety faults the responsible person will be charged to fix the issue within an agreed period of time. HSE Troopers are entitled to stop any ongoing operations when methods of working, equipment – and/or safety conditions are in contradiction with the project HSE criteria. In addition work tasks NOT supported by Work Permits, or required Hazardous Work Permits (e.g.: Hot Work, Crane Operations, Powder Actuated Tools. etc.) will be stopped. Any halt work activities due to safety faults needs to be recorded and reported as an incident. Observed safety faults on site will be recorded into checkboxes as well as into the Daily HSE Reports by the Troopers and forwarded to the HSE Coordinator. “THREE STRIKE(s) POLICY” system will be enforced on the project site. On first observation of safety faults the liable personnel will be warned verbally and a photo or a copy of the found guilty personnel’s entrance card will be taken --- strike one. Strike two is a written warning side by all parties engaged (HSE Coordinator, Foreman, Worker). The third observed fault associated with the same personnel will end up in immediate and permanent dismission from site --- strike three. Minor safety faults (e.g.: missing/improper/invalid PPE) will be reported towards HSE Coordinator and the observed personnel will be cautioned. In case of major safety faults (e.g.: missing/inappropriate fall protection, performing hazardous works without permits, using damaged lifting equipment, working in height without attached harnesses, etc.) will be reported to Site Management and Client's HSE Management and will end up in written warning at first occurrence (strike one). Permanently dismissed personnel will have its entry cards taken away and annihilated. From that point NO further entry of the described personnel is allowed to site.
12.14 Accident Investigation & First Aid It is highly important to have instantly accessible personnel on site with First Aid certification. When accidents occur - First Aid can and will save lives!!! First Aid Points have to be marked on the sitemap. Emergency numbers of Ambulance have to be shown on site entrance and offices. During the Basic Safety Trainings it is foremost important to assure that the staff knows

the Emergency Dial Numbers. In order to ensuring the minimum level of effective First Aid on site, the following requirements are to be fulfilled:
Site members with First Aid certificate need to be appointed and recorded; At least 1 nurse on site is recommended; Medikits for the highest expected number of people on site. Any and all accident(s) on site must be reported immediately to the HSE Management!!! In case of an occurred accident recording of the circumstances and afterlife of the accident is the duty of the HSE Coordinator. Records of accidents have an official template to fill out. The record has to indicate:
Name, job, address, birthdate, mother's name of the injured person; Description of the circumstances (Were safety rules and regulations fulfilled?); Description of accident (What happened exactly on accident site?); Sign of injured person (if capable) or representative (if not capable); Sign of witnesses (at least 2); Sign of HSE representative recording the accident; Photos taken on site.
The record should be sent out to GC’s HSE Management, Client's HSE Management, Local Authorities and Subcontractor's HSE representative. In accordance to the in-force Hungarian laws the deadline of non-lethal accident report towards the relevant authorities is the 8th of the following month. In case of lethal accidents the deadline for informing the local authorities is of immediate basis, but latest at the end of the day of the accident. Despite of the official accident record a report is going to be made and sent out to Project Management, Client's Management and Site Management. In case of any accident all active personnel on site needs to be informed as soon as possible. Hungarian legislation prescribes an extra/additional COMPULSORY safety training to be carried out following the accident for the personnel working at the former accident site. Following the accident a Root Analysis Procedure has to be performed. The attendants of the analysis are the HSE representatives of the site (HSE Management), the Site Management and Client's Management. The deadline of Root Analysis is next Monthly Committee Meeting. During the analysis procedure the „5 whys” method will be utilized.
„5 whys” is a method to find the root cause of an accident and as is one of the most common and effective practice in HSE to understand the causes of an accident and make consequences to improve further HSE conditions. A record of the analysis committee has to be made and sent out to participants. Preparing the minutes is the task of the host at the analysis meeting.

12.15 Fire Fighting Plan This plan is created in order to take precautions against fire hazards as well as to achieve a full compliance with the Client, GC and local Fire Department requisites. Type ABC fire extinguishers are to be provided and maintained. Fire extinguishers shall be positioned so that no construction activity or portion of the work is more than 25m in distance from a fire extinguisher location. Fire extinguishers will remain the property of the KÉSZ ÉPÍTŐ ZRT., but shall not be removed until approved by Client's Project Manager. Liability of proper maintenance of such equipment in good operating condition (i.e., fully charged) belongs to GC. The personnel are to be trained and instructed on use of the extinguishers. Take with extreme care the use of all open flame equipment. Client Project Manager and Site Manager shall be informed of all such activities in the existing building or near. The following items are of particular importance and shall be constantly checked:
Obtain “Hot Work” permit from Site Management before commencing any open flame, welding or spark generating work;
Welding, cutting or spark production shall be permitted in flammable liquid areas only if operations are shut down, vapor checks made, solvents removed and automatic sprinklers are in service if available;
Use flameproof tarpaulins/blanquet to contain sparks and hot metals;
Store flammable liquids in approved containers.
Restrict the use of flammable liquids and gases to a minimum. Storing of all flammable materials not needed for immediate use shall be solved in a separate building/facility or in a flameproof cabinet. Store flammable materials outside (designated areas) during non-work hours, store rags with oily or flammable residue in metallic cans away from flammable liquids. Prior to commencement of works on site the fire prevention methods will be coordinated with the local fire marshal.
12.16 Incident Reporting & Procedure Incidents are defined as any event or circumstance that has or could have led to injury, damage or other loss including harm to the environment. This includes a break down in any control or work process. All parties engaged on the project are expected to recognize conditions with the potential for an incident as well as how to deal with it and who to report it to.

Actual injuries or accidents, no matter how minor, must be reported immediately. There is no scope for judgment or delay. Additionally, the following incident types must be reported to KÉSZ ÉPÍTŐ ZRT. within 30 minutes. The following reporting chain will be used. Contractors are expected to operate their own incident notification process in addition to having competent people to investigate any and all incidents that may occur. Contractors are expected to evaluate the potential severity of the incidents and use this as the basis for the level of investigation and the membership of the investigation team. An initial report is required within 48hrs of an incident in the HSE diary. Final reports should take no longer than 1 working week to complete (Client provide the form). The contractor shall make information available in order to meet Client’s reporting requirements. Client retains the right to be part of the accident review team.

12-4. Incident procedure process
12.17 Alerts and Emergency Pay attention to the weather forecast and plan works to be performed! The official warnings regarding weather conditions are green, yellow, orange and red. During green and yellow alerts works can be continued with the usual conditions. While orange alerts are on, works outside can be only continued with extreme awareness and care. Protective drinks have to be ensured on site for all workers. In case of red alerts outdoor works can be continued only with the terms fulfilled below:

need to be performed on random basis. All site personnel have to be clear with the practice of evacuation. An Evacuation Plan will be implemented. With the use of check-in logs of the guards at the entrance to the site the man count will be recorded. Emergency routes and muster points on the site have to be indicated on the site map and have to be communicated during the Basic Safety Training. Emergency routes have to visibly marked throughout the site. Muster points have to be set up and marked with official signs which are visible from all directions on an at least 2.5m high pole. Muster point have to be sufficient for the highest expected number of site personnel. Emergency exits must not be blocked, closed (always accessible) and must meet the functional requirements at all times! Emergency Actions All individuals are expected to co-operate with the project team and participate in drills, etc. as required. Contractors are expected to provide policies, procedures and competent persons to deal with foreseeable emergencies that may arise from their works. For example adequate first aid arrangements, rescue plans, etc. The following actions must be taken in the event of an emergency Emergency situation encountered

Employees shall be trained to communicate the following information in case of an emergency:
Personal identity; Construction site area of the event; Type of the event (fire, gas escape, injury, etc.); Evaluation of the seriousness of the event (if possible); The number of the phone used for reporting.
Parallel with emergency call the area must be secured from further accidental entrance, evacuation of site have to be started immediately and any reasonably possible actions have to be taken in order to eliminate the emergency. (e.g.: Fire Extinguishing)

13. PERMITING PROCEDURE In general every request for permits has to be submitted to the HSE Troopers. Troopers will examine whether the conditions of safe work is standing, safety requirements are fulfilled and areas are secured. Given the above is checked for compliance, the permits will be forwarded to the HSE Coordinator for approval. Only following the Coordinator’s approval the procedure is considered to be finalized and permits will granted or refuted. Permit-restricted hazardous works can only be initiated with an approval GC’s HSE team.
13.1 Drive In Permits Permit required for driving on site with personal vehicles. The SCs need to apply for a Drive-In Permit at GC’s HSE management (Troopers). Drive-In’s contains the plate number of the vehicle, the driver's name, the owner company's name, the load contained, reason(s) for driving in as well as the expiry date of the permit. HSE management will hand over card(s) (See: 9.2) to SCs containing the above information. These cards are to be available in the permitted vehicles and placed in the most visible manner at all times. Drive-In permits are of two colors. Red stands for a vehicle driving in only to deploy the load and leaving the site immediately following that. White stands for vehicles operated on site for exact and specific reason(s) described in details in the Drive-In permit (e.g.: surveyors with equipment, built-in store-boxes for tools, etc.).
13.2 Work Permits Work permits are given for all works (structural steel, steel decks, roof works, concrete floor etc.) in each building. Not a single new work task is allowed to start without a valid work permit. Before giving out a work permit a preliminary check of safety conditions at working area has to be performed. New works without RA are recorded in the HSE minutes. RA is prepared in cooperation of KÉSZ ÉPÍTŐ ZRT. with the SCs. GC is leading the process. Subcontractors are to apply for permits at GC's HSE management at least one day prior to the factual wok initiation. Work permit has a maximum duration of one week, and is signed by KÉSZ ÉPÍTŐ ZRT., Subcontractor and Foremen. The work permit will briefly describe the work tasks to be

implemented and will be modified as often as necessitated. During the daily safety patrols - between 8.00–9.00am (Troopers), all work permits are to be checked and/or renewals/modifications are to be made according to the current risk situation, given the necessity. Where fall protection is reasonable, system for safe work is agreed and established, and a sketch of the fall protection will be a part of the work permit. KÉSZ ÉPÍTŐ ZRT. is in charge of compliance with the fall protection requisites, but SC’s are responsible for its physical realization. An index with valid work permits will be updated on daily basis. Required hazardous work permits need to be attached to the Work Permit. Valid work permits have to be visible on site and inside the Buildings.
13.3 Weekend Work Permits Submission of application for Weekend Work Permits by the foremen to GC’s HSE management is carried out via the attached template (See Appendix). The deadline for handing in the Weekend Work Permits is Friday 12:00 of the current week. The permit contains information on works to be performed during the weekend, the man count of the labor force, the responsible person's name and title, company name as well as the machines to be used. In general works are not allowed on Sundays with the exception of those tasks constrained by specific building technology requirements (e.g.: monolithic works).
13.4 Hazardous Work Permits All works with hazardous tools or equipment need a special permit. Permits for these works are the followings:
Hot Work Permit (HW, Hot Work), Powder Actuated Tools Permit (PATs); Crane Operations' Permit (Craneops, Craning) Confined Space Entry (CSE) High Voltage Area Permit

area ensuring every flammable material is secured, all measures are taken to secure a safe working condition, fire-extinguishers and tools for works are present and in good condition, precautions and aftermaths of working with flame- or spark generating tools are made, warning signs are put out and workers have the required licenses to operate with flame- or spark generating tools. Operating with Powder Actuated Tools requires extreme care and awareness. Warning signs have to be put out at the area where PATs are going to be used, and workers performing task in the direct surroundings need to be alerted. Permits for crane operation will be given out solely following the performance check of crane's safety modules, load bearing tests and an implementation plan provided. A preliminary loadbearing test of soil under the “crane foundations” has to be performed for all and any cranes to be used in the project. Confined space entries will be given out after a check of the area is made by HSE Troopers. The evacuation equipment has to be available in those areas as well as the protective gear in good condition. High Voltage Area Permits is required for working with or near high voltage. Only people with required trainings and competences are allowed in these areas.
13.5 Excavations Prior to any excavation works a permit needs to be approved by the GC’s and Client’s site management. Excavation areas have to be checked for underground facilities present (not exhibited on the project documentation), areas where soil mobilization was carried out in the past have investigated scrupulously. The template for Excavation Permit targets the required information.

APPENDIX I – FIRE SAFETY TRAINING SYLLABUS FOR HUNGARIAN SPEAKING SITE PERSONNEL I.
TŰZVÉDELMI ALAPISMERETEK I.1 A tűz elleni védekezés fogalma, tárgya
A tűz káros hatásai elleni védekezés már a legrégibb idők óta a szervezett társadalom feladatai közé tartozik. Napjaink technikai fejlődése, gazdasági átalakulás miatt fokozott igény merül fel a tűz elleni védekezés területén is. Ez olyan közfeladat, amelyet saját hatókörében valamennyi gazdasági és társadalmi szervezet, vállalat, intézmény, vállalkozó, stb. valamint az állampolgárok egyaránt kötelesek elvégezni a tűzmegelőzés, a tűzoltás és a mentési munkák terén.Gyakorlatilag ez a három alapfeladat képezi a tűz elleni védekezés tárgyát, kiegészülve a tűzoltóság feladatkörébe tartozó tűzvizsgálat, a tűz keletkezési okainak, körülményeinek feltárása.
A védekezés rendszerében ezeket a feladatokat elsősorban a tűzoltóság, saját hatókörükben az állami szervek, a vállalatok, a költségvetési intézmények, az egyéb gazdálkodó szervek és más jogi személyek látják el az állampolgárok közreműködésével. A tűzvédelmi feladatok ellátásának ágazati, és a tűzoltóság tevékenységének központi irányítását a belügyminiszter látja el, az érdekelt miniszterekkel és az országos hatókörű szervek vezetőivel együttműködve. A belügyminiszter tűzoltósággal kapcsolatos irányító jogkörét a BM. tűzoltóság országos parancsnoka útján látja el. I.1.
Tűzvédelmi jogszabályok
A tűz elleni védekezés feladatait részletes és normatív előírások tartalmazzák. A legmagasabb szintű szabályozás az országgyűlés által jóváhagyott 1996. évi XXXI. törvény „A tűz elleni védekezésről, a műszaki mentésről és a tűzoltóságról”. A törvény mellett több ágazati jogszabály is érvényben van, melyek a tűzvédelmen belüli speciális eljárásokra ( pl.: alkalomszerű tűzveszélyes tevékenység, oltókészülékek ellenőrzése, stb.) A szabályzás további szintjét jelentik a jogszabályok által közzétett szabályzatok, mint például az Országos Tűzvédelmi Szabályzat (továbbiakban: OTSZ), valamint a műszaki technikai követelményeket rögzítő szabványok és ajánlások. (Pl.: MSZ-EN, ISO szabványok). A különböző szintű előírások alapján a tűzvédelem végrehajtására kötelezett szervek, ágazati minisztériumok, kidolgozzák a saját területükre vonatkozó követelményrendszert. A szabályozás legalsó szintje a munkáltatói-munkavállalói terület, amely a helyi tűzvédelmi utasításokban, technológiai, műveleti, karbantartási, ill. munkaköri leírásokban nyílvánul meg 1.
Személyi követelmények
A jogszabályokban, szabványokban, szabályzatokban, technológiai és kezelési utasításokban előírt rendelkezések érvényre juttatásáról, az egyszemélyi felelős vezető ( munkáltató, ügyvezető, vállalkozó, stb.) köteles gondoskodni. Tűzvédelmi feladatok - Egy vállalkozás fő tűzvédelmi feladatai
3.1.
A vállalkozás vezetőjének elsődleges feladatai
a tevékenységek során betartandó tűzvédelmi szabályokra általános, szükség esetén eseti Tűzvédelmi Utasítást ad ki, gondoskodik a jogszabályok érvényre juttatásáról, az anyagi-technikai feltételek biztosításáról, távolléte esetén megbízottat nevez ki, biztosítja a tűzvédelem működtetéséhez szükséges személyi és dologi feltételeket, biztosítja az adott tevékenységhez szükséges tűzvédelmi képesítés megszerzését, ill. továbbképzését, gondoskodik minden új tűz- vagy robbanásveszéllyel járó készülék, gép, berendezés, technológia, anyag, stb. bevezetése, alkalmazása előtt, a tűzvédelmi rendelkezések megállapítása céljából a szükséges vizsgálatokat elvégeztetéséről, ill. a szükséges bizonylatok beszerzéséről gondoskodik a Kft. területén található tűzvédelmi berendezések és eszközök üzemképességének fenntartásáról, karbantartásuk és felülvizsgálatuk elvégeztetéséről, szükség esetén tűzvédelmi szakembert részvételét biztosítja a munkafolyamatok előkészítése és megvalósítása során, engedélyezi az alkalomszerű tűzveszélyes tevékenységeket, gondoskodik a felügyelet biztosításáról, gondoskodik a tűz elleni védekezés területén a szabályokat megsértők felelősségre vonásáról, a tűzvédelmi helyzetre kiható tevékenységet, változást, annak megkezdése előtt, a lehetőségekhez képest legalább 15 nappal az illetékes I. fokú tűzvédelmi hatóságnak bejelenti, a tűzoltóság részére a tűzvédelmi ügyekben kért felvilágosítást, adatot köteles megadni, rendszeres tűzvédelmi ellenőrzéseket tart. 3.2.
A tűzvédelmi megbízott feladata
a tűzvédelmi megbízott, a vezető írásbeli, vagy szóbeli megbízása alapján, saját hatáskörben látja el feladatait az adott tevékenységi területen, figyelemmel kíséri és segíti a tűzvédelmi szabályok, előírások megtartását, hiányosság, vagy mulasztás esetén közvetlenül intézkedik azok elhárításáról, -

PSWP - Appendix a napi munka befejezésekor, ill. a tevékenységi terület elhagyásakor gondoskodik a használati szabályok megtartásának ellenőrzéséről, a szabálytalanságok megszüntetéséről, ( Ennek során meg kell győződnie arról, hogy a gépek, berendezések áramtalanítása, a helyiségek elzárták-e, nincs-e tűzre utaló zárása megtörtént-e, a hőleadó és hőtermelő berendezéseket nyom, stb.) biztosítja, hogy a helyiségek kulcsai a kialakított szabályoknak megfelelően legyenek tárolva. 3.3.
A tűzvédelmi szakember feladatai
elkészíti a vállalkozásra, ill. a tevékenységekre vonatkozó Tűzvédelmi Utasítás és Tűzriadó tervezetét, hatályba lépés után, a változásokat nyomon követve karbantartja azokat, eseti jelleggel, megbízás alapján ellenőrzi a vállalkozás tevékenységi területén a tűzvédelmi szabályok és előírások betartását, hiányosság esetén intézkedik annak megszüntetéséről, összeállítja az alkalmazottak oktatásához szükséges oktatási anyagokat, megszervezi, ill. lebonyolítja a munkavállalók első oktatását, gondoskodik arról, hogy a munkavállalók a tevékenységi körükkel kapcsolatos tűzvédelmi ismereteket megismerjék és elsajátítsák. véleményezi, vagy véleményezteti a tevékenységi területen a tűzveszélyes tevékenység eseti engedélyezését, 3.4.
Az alkalmazottak tűzvédelmi kötelezettsége a tevékenységi helyeken
a tevékenységhez használt gépi berendezések ellenőrzése, tisztítása, felügyeletének, karbantartásának biztosítása. -
tűzveszélyes folyadékok elcsepegésének megakadályozása, ill. azok felitatása,
az alkalmazott technológia, valamint a tűzvédelmi utasítás ismerete és maradéktalan megtartása, a kijáratokhoz vezető közlekedési utak szabadon tartása, az eltorlaszolás megakadályozása, a keletkezett hulladékok megfelelő helyre való eltávolítása, a tűzoltó felszerelések készenlétben tartása, működőképességének ellenőrzése, használatának ismerete, tűzeset azonnali jelzése és jelentése, az oltásban és mentésben történő aktív részvétel, az alkalomszerű tűzveszélyes tevékenységek rendelkezéseinek (dohányzás, hegesztés, gyorsdarabolás, stb.) betartása. 3.
Tűzvédelmi szabálysértés, a szabálysértés esetei
a megelőző tűzvédelmi rendelkezések, vagy a kötelező szabványban és szabályzatban foglalt tűzvédelmi előírások megszegése szabálysértés, ami miatt a tűzoltóság helyszíni bírságot szabhat ki. ( A munkáltató és magánszemély is kezdeményezheti a tűzvédelmi szabálysértési eljárást, vagy bírság kiszabását. ) aki tűzesetet vagy tűzveszélyt észlel és ezt a hatóságnak – mihelyt teheti – nem jelenti, KÉSZ ÉPÍTŐ Zrt.
PSWP - Appendix úgyszintén, aki a tűzjelzésre távbeszélőjét nem bocsátja rendelkezésre, vagy szándékosan megtévesztő tűzjelzést ad, nem tesz eleget a hatóság felhívásának, a tűz oltásában nem működik közre, járművét, vagy eszközét az oltásához nem bocsátja rendelkezésre, a tűz oltásához alkalmas a tűzoltás vezetőjének intézkedését nem hajtja végre, vagy az oltás eredményessége érdekében szükséges felvilágosítást nem adja meg, a kötelező oktatásban való részvételét megtagadja, vagy az oktatásban nem vesz részt a felsoroltakon kívül mindazon cselekmények ( tevékenység, mulasztás, ill. szándékosság ), amelyek a tűzvédelmi jogszabályokba ütköznek, veszélyeztetik a biztonságot, adott esetben a tűz közvetlen előidézői lehetnek. Esetenként indokolt és szükséges, hogy azokkal szemben, akiknél az oktatás, figyelmeztetés és a felhívás nem vezet eredményre, adminisztratív intézkedésekkel is érvényt szerezzünk a megelőző tűzvédelmi előírásoknak, és kényszerítsük a szabálytalanság megszüntetésére, a tűzvédelmi előírások megtartására. ( Lehetséges eljárások : figyelmeztetés, szabálysértési eljárás, helyszíni és államigazgatósi bírság, elbocsátás, bűnvádi eljárás, ) II.
ÁLTALÁNOS TŰZVÉDELMI ISMERETEK
1. Az égés feltételei Klasszikus értelemben az égésnek három feltételét tartjuk számon. Ahhoz, hogy az égés létrejöhessen, szükség van éghető anyagra, égést tápláló oxigénre és az anyagra jellemző gyulladási hőmérsékletre. Ehhez jön még egy kiegészítő feltétel, az, hogy ezek egy térben és egy időben legyenek jelen. A klasszikus feltételek a gyakorlati tapasztalatok alapján finomításra szorulnak. Hiába van éghető anyag jelen, ha nem tudjuk meggyújtani, mert nincs megfelelő koncentrációban. Gondoljunk csak arra, hogy az éghető gázok, folyadék gőzök, egyéb porok az alsó éghetőségi határ alatti, illetve a felső égéshatár feletti koncentrációban már nem égnek. Kísérletek bizonyították, hogy 4-5 cm vastag gyalult deszkát egyetlen szál gyufával közvetlenül meggyújtani normál körülmények között nem lehet, pedig minden feltétel jelen van. De ha vennénk egy kb. 1 méter hosszú gyufaszálat, akkor a meggyújtás sikerülne, mert a gyufa leégési ideje többszöröse az előbbi esetnek, így a láng elég ideig éri a deszkát ahhoz, hogy a meggyulladás létrejöjjön. Tehát a deszkával megfelelő ideig gyújtási energiát kell közölni a begyújtáshoz. Az oxigénszükséglet terén végzett kísérletek bebizonyították, hogy egyes anyagok égése 15 tf % alatt szűnik meg, sőt vannak olyan anyagok is, amelyek redukció révén más vegyületekből oxigént szabadítanak fel, így égésükhöz külön oxigénre nincs szükség. Tehát az égéshez megfelelő tf %-ban van szükség oxigénre. Összefoglalva, az égés feltételei a következők:

Szilárd anyagok égése A szilárd anyagok égés szempontjából három nagy csoportba sorolhatók. Hő hatására:
1. Szilárd állapotban egyesül az oxigénnel ( pl. a szén, a csont égése, stb. ) Ezen anyagok égésére az izzás, parázslás jellemző. 2. Megolvad, majd párolog és az elpárolgó gőzök égnek (pl. bitumen, zsírok, gyanták, műanyagok égése). Ezen anyagok égésére a lánggal égés a jellemző. Az ilyen anyagoknál fontos megadni a cseppenéspont értékét, mert a csepp megjelenése után számíthatunk az anyag meggyulladására. 3. Bomlik és a keletkező gáz alakú termékek égnek ( pl. fa ). Ez kétfázisú égés, mert egyrészt az illékony alkotószerek gőzként, gázként égnek, másrészt a szén a fafelületen szilárd halmazállapotban ég. 2.2.
Folyadékok égése
A folyadék égésére jellemző, hogy hő hatására megindul a párolgás és a keletkező gőzök gyulladnak meg és égnek. A begyújtás után a folyamat önfenntartó, mert a gőzök égésénél keletkező hő hatására további párolgás indul meg és a tűz addig tart, amíg a folyadék kiég vagy a tüzet eloltják. A folyadék minden hőmérsékleten párolog ! ( Gondoljuk csak meg, ha ez nem így lenne, akkor a téli hidegben nem tudnánk gépkocsival elindulni. A benzin lobbanáspontja: -51ºC, tehát már -20ºC-on párolog, azonban az egységnyi idő alatt keletkező gőzmennyiség kisebb, mint pl. + 20ºCon ) Egyértelműen kijelenthetjük, hogy a folyadék nem, csak gőzei égnek, mégpedig kétféleképpen. Egyik égésfajtánál a folyadékgőz homogén és a fázishatáron találkozik az oxigénnel, vagy a levegővel és ilyenkor lassú, ún. diffúziós égéssel égnek. A másik égésfajtánál a gőzök a gyulladás előtt az oxigénnel vagy levegővel KÉSZ ÉPÍTŐ Zrt.
PSWP - Appendix összekeverednek, ilyenkor gyújtás után gyorsan, általában robbanás formájában égnek el. Tűzvédelmi szempontból ez a veszélyesebb állapot ! 2.3.
Gázok égése
A gáz halmazállapotú anyagok, a jelenlevő oxigénmennyiségtől függően, erősebben, vagy gyengébben látható lángképződés kíséretében égnek, attól függően, hogy a meggyújtandó gáz homogén vagy heterogén ( oxigénnel vagy levegővel kevert ) Ettől függ, hogy a lassú, úgynevezett diffúz vagy a gyorsabb, úgynevezett kevert égés jön létre. A lassúbb égésváltozatnál az égés egy vékony rétegben folyik és a felszabaduló hőenergia egy részét visszasugározva a nem égő részekre hőbomlást okoz. A diffúz elnevezés az oxigén diffúzióján kívül az égési zóna határainak elmosódottságát, szétterülését is jelenti. A gyorsabb égésváltozatnál az éghető anyag az oxigénnel, vagy a levegővel már az égés előtt jól elkevert állapotban van, ezért a reakció sebességét a lassú diffúzió nem csökkentheti. Nagyon gyorsan zajlik, robbanás, illetve detonáció formájában. A gyakorlati megfigyelések eredményeként rögzíthetjük: a kevert égésnek mind az éghető anyag, mind az égést tápláló oxigén oldaláról határai vannak. Az előbbi határt, ahol az éghető anyag már olyan mennyiségben van a levegővel elkevert elegyben, hogy az égés létrejöhet, alsó robbanási határnak, míg azt az összetételt, amelyben olyan sok anyag van, hogy az égéshez még éppen van elegendő oxigén, felső robbanási határnak nevezzük.
A két határ között a keverék gyulladóképes és gyújtás hatására a reakciója indul. A határokon kívüli összetétel nem képes égni. ( Pl. Molotov-koktél esete ! )
3.
Alapvető tűzoltási módok Az égés feltételeinek ismeretében könnyen meghatározhatjuk az oltási lehetőségeket, hiszen, ha ezek közül a feltételek közül valamelyiket megszüntetjük, akkor az égés megszűnik.
3.1.
Éghető anyag eltávolítása
A lényege az, hogy a tűz környezetében lévő éghető anyagokat eltávolítjuk és ezáltal megakadályozzuk a tűz tovaterjedését. Persze ez úgy is megoldható, hogy magát az égő anyagot távolítjuk el az éghető környezetből. Itt természetesen ügyelni kell arra, hogy nehogy egy másik éghető környezetbe távolítsuk el az égő anyagot, mert akkor „cseberből vederbe esünk”. Sajnos ilyen eset többször is előfordult. Például karácsony után a meggyulladó fenyőfát kidobják az ablakon, esetleg a szomszéd leponyvázott gépkocsijára, vagy pl. az égő heverő az ablakon kidobva a szénakazalba esett, a tűz következtében pedig leégett egy kisebb állattartó telep.

Égést tápláló oxigén eltávolítása
Erre az oltásmódra is két lehetőség van. Az egyik, ha pl. széndioxiddal, halotronnal, nitrogénnel elárasztjuk a tűz környékét, ezáltal felhígul ( kisebb tf%-ba kerül ) az égést tápláló oxigén, így a tűz környezetében kisebb tf%-ban lesz jelen, ami – az oxigén hiányában az égést meg is szüntetheti. A másik, habbal takarjuk le a tüzet, így kiszorítjuk az égést tápláló oxigént a tűz környezetéből és az égés megszűnik. 3.3.
Oltás a hűtés elmélete alapján Nagy párolgáshőjű anyagot kell használnunk, szerencsére ilyen a természetadta víz. A víz a tűz terébe kerülve elpárolog és hőt von el a környezetből, ezáltal az égő anyag hőmérséklete a gyulladási hőmérséklet alá csökken, ami az égés megszűnéséhez vezet.
4.
Tűzveszélyességi osztályok
4.1.
Tűzveszélyességi jellemzők
Az egyes éghető anyagokat tűzveszélyességi jellemzőik alapján tűzveszélyességi osztályba soroljuk. Az éghető anyagok tűzveszélyességi jellemzőik a következők :
sűrűség ( folyadék szilárd állapotban ) 20ºC, 1 bar, g/ml sűrűségviszony gázfázisban, levegő = 1 gyulladási hőmérséklet, ºC lobbanáspont , 1 bar, ºC éghetőségi ( robbanási ) határérték levegőben, (20ºC, 1 bar mellett) alsó, felső tf %-ban vagy g/m3-ben
A tűzveszélyességi osztályba sorolás a tűzvédelmi rendelkezések ( tűzvédelmi utasítás, ill. egyes munkahelyeken a tűzvédelmi magatartás, tevékenység ) alapja. A tűzveszélyességi osztályba sorolásnál elsősorban a következőket kell figyelembe venni :
szilárd éghető anyagoknál a gyulladási hőmérsékletet tűzveszélyes folyadékoknál a lobbanáspontot és a sűrűséget gőzöknél, gázoknál az alsó éghetőségi ( robbanási ) határértéket és a sűrűségviszonyt ( könnyebb vagy nehezebb a levegőnél ).
4.2.
Anyagok tűzveszélyességi osztályai
A tűzvédelmi rendelkezések megállapítása és alkalmazása céljából az anyagokat tűzveszélyességi osztályba kell sorolni. A jelenleg érvényes tűzvédelmi jogszabály a következő tűzveszélyességi osztályokat határozza meg: „Fokozottan tűz- és robbanásveszélyes”

- az a szilárd anyag, amelynek gyulladási hőmérséklete legfeljebb 300 ºC - az a folyadék, amelynek nyílt téri lobbanáspontja 55 ºC -nál nagyobb, TŰZVESZÉLYESSÉGI de legfeljebb 150 ºC - az a gáz, amely önmaga nem ég, de az égést táplálja, a levegő kivételével . „Mérsékelten tűzveszélyes” ( jelzése : „D” ) tűzveszélyességi osztályba tartozik :
C
- az a szilárd anyag, melynek gyulladási hőmérséklete 300 ºC-nál nagyobb - az a folyadék, amelynek nyílt téri lobbanáspontja 150 ºC-nál nagyobb „Nem tűzveszélyes”
( jelzése : „E” )

- a nem éghető anyag (pl. kő, víz, N2, CO2, stb.) 5.

nehezen éghetők (10 perces lánghatást elbír) közepesen éghetők (2 perces lánghatást elbír) könnyen éghetők és kis lobbanáspontú (alacsony gyulladási hőmérsékletű) anyagok
Nehezen éghető: az olyan anyag, amely a tűz vagy a hő hatására lángra lobban, parázslik vagy szenesedik, de a gyújtóláng, vagy hőforrás eltávolítása, megszűntetése után égése, parázslása, illetve szenesedése megszűnik.
Közepesen éghető: az olyan anyag, amely tűz vagy hő hatására lángra lobban, parázslik, szenesedik és a gyújtó- vagy hőforrás eltávolítása után – csökkent mértékben – tovább lángol, parázslik vagy szenesedik.
Könnyen éghető: az olyan anyag, amely tűz vagy hő hatására meggyullad, és a gyújtóforrás eltávolítása után is tovább ég, illetve elég.
Kis gyulladáspontú ( alacsony gyulladási hőmérsékletű ) anyagok: azok az anyagok, amelyek gyulladási hőmérséklete kisebb, mint 150ºC, ezeket építési célra felhasználni nem szabad. 6.
A tűzveszély és a védelem
A tűz állandóan lehetséges ( potenciális ) veszély. A káros tűz keletkezésének megakadályozása, jelzése, bejelentése, a tűzoltás és mentés segítése, a tűz okának felderítésében való közreműködés minden állampolgár – külön felhívás nélküli – kötelessége.
A tűzvédelem központi irányító és ellenőrző tevékenysége a belügyminiszter hatásköre. A belügyminiszter a tűzvédelemmel kapcsolatos hatáskörét a BM TOP útján gyakorolja. A tűzvédelem területi szervei az önkormányzatok képviselőtestületeinek általános irányítása alatt álló hivatásos önkormányzati és önkéntes tűzoltóságok. Tűzvédelmi hatósági jogkörben a tűzoltóparancsnokság székhelye szerint illetékes jegyző, a fővárosban a főjegyző jár el a tűzoltóparancsnokság működési területén. A tűzvédelmi hatóság hatáskörébe tartozik minden tűzvédelmi ügy, ha azt valamilyen más jogszabály, szabvány stb. más hatóság hatáskörébe nem utalja.
Minden vállalkozás tűzvédelméért elsősorban a vezető (elnök, igazgató, ügyvezető stb.) a felelős. A vezető a tűzvédelmi feladatokat és felelősséget a tűzvédelmi utasításban rögzíti, és meghatározza a tűzvédelmi szervezet felépítését, illetve tevékenységét.
A tűzvédelmi feladatok csoportosítása :

PSWP - Appendix - tűzvizsgálat
A tűzmegelőzés minden munkavállaló feladata. Tűz esetén az első beavatkozás a munkahelyen dolgozók kötelessége. A beavatkozással egyidejűleg minden dolgozó állampolgári kötelessége a tűzjelzés végrehajtása.
Minden tűz-(kár) esetet haladéktalanul jelenteni kell a diszpécser szolgálatnak. A tűzjelzésnek tartalmaznia kell:
a tűzeset, káreset pontos helyét ( címét ) mi ég, milyen káreset történt, mi van veszélyben, kb. mekkora a tűz terjedelme, emberélet van-e veszélyben, ha igen, megkezdték-e a kiürítést, a jelző nevét és beosztását, a jelzésre használt távbeszélő készülék számát,
Minden dolgozóval meg kell ismertetni a tűzoltóság hívószámát. (A tűzoltóság, a mentők és a rendőrség hívószámait - közérdekű és segélykérő hívószámok – valamint azok hívásának a lehetőségét, módját, ki kell függeszteni a távbeszélő készülékek mellett.)
A munkavállalókat alkalmazásuk előtt, ill. meghatározott időnként tűzvédelmi oktatásban, információátadásban kell részesíteni. A tűzvédelmi oktatás során meg kell ismerniük a vállalat tűzveszélyességi besorolását, munkahelyük, tevékenységük tűzveszélyét és tűzvédelmi utasításait, a tűzoltó készülékek és eszközök kezelését, a tűz esetén követendő magatartás szabályait, a tűzjelzés módját, stb.
A jogszabályokban, valamint a belső utasításokban meghatározottak körébe eső, különböző beosztású, ill. tevékenységű munkavállalókat tűzvédelmi képzésben kell részesíteni és tűzvédelmi vizsgának kell alávetni ( vizsgára kötelezett vezetők és munkakörök – Pl.: hegesztő ) A sikeres vizsga érvényessége 5 évre szól, időszakosan megismételendő.
7.
Az alkalomszerű tűzveszélyes tevékenység
Olyan tevékenység, amely nyílt lánggal, hőfejlődéssel, szikraképződéssel jár, és amelyet az erre a célra kijelölt helyen (az esetek többségében éghető anyagú környezetben) végeznek. Az alkalomszerű tűzveszélyes tevékenység végzésére vonatkozó általános tűzvédelmi szabályokat, előírásokat is tűzvédelmi utasításba kell foglalni. KÉSZ ÉPÍTŐ Zrt.

A legfontosabb körülmények a következők :
Bármilyen alkalomszerű tűzveszélyes tevékenységet csak a vállalkozás vezetője, vagy megbízottja által előzetesen kiadott írásbeli engedély alapján szabad végezni, illetve végeztetni. A vezető az alkalomszerű tűzveszélyes tevékenység végzésére vonatkozó írásbeli engedély kiadására jogosultak körét a tűzvédelmi utasításban munkaköri illetékesség alapján vagy névreszóló megbízással és abban a feladatkör leírásával határozza meg. A tűzveszélyes tevékenységet engedélyezőknek gondoskodni kell a tevékenység helyén a tűzjelzés lehetőségéről és a megfelelő tűzoltó felszerelések készenlétben tartásáról is. Ipari jellegű tűzveszélyes tevékenységet ( pl. hegesztés, forrasztás, gyorsdarabolás, stb.) csak a munkakörre előírt szakmai képzettséggel és tűzvédelmi szakvizsgával rendelkező személy végezhet. Egyéb más nyílt lánggal járó munkát ( pl. szemét- vagy hulladékégetést stb.) a szükséges tűzvédelmi előírások megtartására előzőleg kioktatott, szellemi és fizikai cselekvőképességben nem korlátozott személy végezhet. Tűzveszélyes tevékenységet tilos végeztetni, ill. végezni mindaddig olyan helyen, ahol az tüzet vagy robbanást okozhat, amíg a tűz- illetve robbanásveszély lehetőségét meg nem szüntették. Tűzveszélyes környezetben az alkalomszerű tűzveszélyes tevékenység megkezdésétől annak befejezéséig felügyeletet, illetve ellenőrzést – ha indokolt, műszereset is – kell biztosítani. Az alkalomszerű tűzveszélyes tevékenységet végző dolgozó(k) kötelessége, hogy tevékenysége során a tűzvédelmi előírásokat maradéktalanul megtartsa. A tevékenység befejezése után kötelező a munkahely és a környezet gondos megvizsgálása, ill. minden olyan lehetőség megszűntetése, amelyből utólag tűz vagy robbanás keletkezhet. (Különösen fontos a faláttörések, a szigetelőanyagokkal bélelt falak, elválasztások, a szomszédos helyiségek munka közbeni és utólagos ellenőrzése!) A tűzveszélyes tevékenység befejezését be kell jelenteni a tevékenység vezetőjének, vagy tűzvédelmi megbízottjának, valamint az engedélyezőnek. 7.1.

Az előzetes írásbeli engedélyt az alkalomszerű tűzveszélyes tevékenységhez a külső vállalat vezetője, vagy megbízottja köteles kiállítani és kiadni, az engedély tartalmát azonban – kiadás előtt – a tevékenységet megrendelő cég vezetőjével, vagy megbízottjával minden esetben egyeztetni és láttamoztatni kell.
A tevékenységet megrendelő cég vezetőjének kötelessége a külső vállalat által kiállított, alkalomszerű tűzveszélyes tevékenységre vonatkozó engedélyének a helyi körülmények által megkövetelt kiegészítése, továbbá a felügyelet, az ellenőrzés, a tűzjelzés lehetőségének, a tűzvédelmi berendezések használatának biztosítása.
A fentiektől eltérő eseteket szerződésbe kell foglalni, megjelölve benne a felelősségi és jogköröket, valamint a tevékenységi terület részleges, vagy teljes átadását is !
7.2.
A tűzveszélyes munka engedélyezése
Tűzveszélyes munkát ( hegesztés, forrasztás, lángvágás, stb.) csak engedély alapján szabad végezni. A tűzveszélyes tevékenységhez az engedélyező az ott keletkező tűz oltására alkalmas tűzoltó felszerelést, készüléket köteles biztosítani. Az engedélyben elő kell írni, hogy a tűzveszélyes munka időtartama alatt milyen tűzoltó felszereléseket és eszközöket kell készenlétben tartani, továbbá, hogy az állandó, vagy időszakos felügyeletet kell-e biztosítani. Ha a munkánál további tűzvédelmi rendszabályokat is alkalmazni kell, azt az engedélyben kell előírni. Tűzveszélyes tevékenységet tilos végezni minden olyan helyen, ahol az tüzet vagy robbanást okozhat, mindaddig, amíg a tűz- vagy robbanásveszélyt el nem hárították. A tűzveszélyes környezetben végzett tűzveszélyes tevékenységhez kezdésétől a befejezéséig az engedélyező – szükség esetén műszeres – felügyeletet köteles biztosítani. Egyéb tűzveszélyes munkáknál a helyi körülményektől függően állandó vagy időszakos felügyeletről kell gondoskodni. Az állandó vagy időszakos felügyeletet a munkáltató köteles biztosítani. Hegesztési ( lángvágási, forrasztási, stb.) munkát csak olyan alkalmazottak végezhetnek, akiknek hegesztői képzettségük van és érvényes tűzvédelmi szakvizsgával rendelkeznek. A tűzveszélyes munka helyét meg kell tisztítani a gyúlékony anyagoktól és a hulladékoktól. A hegesztés helyétől a gyúlékony anyagokat 5 m-re kell távolítani, és célszerű azokat vizes, vagy lángálló ponyvával letakarni. Mennyezetnél végzett hegesztésnél gondot kell fordítani arra, hogy a lehulló szikra tüzet ne okozzon. Az elektródavégek elhelyezésére fémedényt kell rendszeresíteni, készenlétben tartani. Ha a hegesztés éghető padozatú helyiségben történik, a padozatot legalább 5 m sugarú körben vízzel el kell locsolni. Több szinten áthaladó csővezeték hegesztése esetén a csővezetéket az alsó szinten le kell zárni. Tűzveszélyes folyadékot tároló edény hegesztésénél fokozott figyelmet kell fordítani a Hegesztési Biztonsági Szabályzat és a szabványok előírásainak betartására. A tűzveszélyes tevékenység befejezése után a tűzveszélyes tevékenységet végző a munkavégzés helyszínét és annak környékét tűzvédelmi szempontból köteles átvizsgálni és minden KÉSZ ÉPÍTŐ Zrt.
PSWP - Appendix olyan körülményt, amely tüzet okozhat, megszüntetni. A munka befejezését az engedélyezőnek kell bejelenteni. 8.
Dohányzás
Tilos a dohányzás a „A” – „C” tűzveszélyességi osztályba sorolt helyiségekben és tevékenységek végzésénél, raktárban, tűz- vagy robbanásveszélyes anyagot szállító járművön, tűzveszélyes anyagot szállító jármű rakodóterén, továbbá minden olyan helyen, ahol az tüzet vagy robbanást okozhat. Égő dohányneműt, gyufát tilos olyan helyre tenni, illetve ott eldobni, ahol az tüzet okozhat.
A dohányzási tilalmat az adott területen, veszélyességi övezeten belül szabványos „DOHÁNYZÁS ÉS NYÍLT LÁNG HASZNÁLATA TILOS !” tiltó táblával kell jelölni. A táblát a területre belépő személy szempontjából jól látható helyre kell tenni. A kijelölt dohányzóhelyet „DOHÁNYZÁSRA KIJELÖLT HELY” felirattal kell ellátni. Azokon a helyeken, ahol a dohányzás megengedett, megfelelő mennyiségű nem éghető anyagból készült hamutálat, vagy vízzel töltött vödröt kell elhelyezni. A hamutálak tartalmát papírkosárba kiüríteni nem szabad.
9.
Tüzelő- és fűtőberendezések használata
A tüzelő- és fűtőberendezésnél csak olyan hőközlő anyag használható, amely a létesítményben, helyiségben, ill. a tevékenységi területen levő anyagokkal érintkezve tüzet vagy robbanást nem okoz. Csak engedélyezett típusú, kifogástalan műszaki állapotú tüzelő- és fűtőberendezést szabad használni. A tüzelőberendezést, illetőleg a villamos fűtőberendezést, készüléket – az égésbiztosítással ellátott folyadék – és gáztüzelésű berendezés, valamint az automatikus hőmérséklet szabályzóval ellátott, továbbá a kifejezetten helyiség fűtésére szolgáló, nem nyílt rendszerű villamos hősugárzó, villamos kandalló, villamos kályha és készülék kivételével üzemeltetés alatt felügyelet nélkül hagyni nem szabad. A fűtést és a felügyeletet a berendezés működését nem ismerő, a tűzvédelmi szabályokra, előírásokra ki nem oktatott vagy cselekvőképességében korlátozott személyre bízni nem szabad. Szilárd tüzelőanyag üzemelésű tüzelő- és fűtőberendezést csak szilárd tüzelővel, vagy engedélyezett begyújtóanyaggal szabad begyújtani és üzemeltetni. A tüzelő-, fűtő- és szárítóberendezés, valamint az éghető anyag között olyan tűztávolságot kell megtartani, hogy az éghető anyag felületén mért hőmérséklet a legnagyobb hőterheléssel való üzemeltetés mellett se haladja meg a 60 Cº-t.
„A” és „B” tűzveszélyességi osztályba tartozó anyagot és tűzveszélyes folyadékot a központi fűtőberendezés vezetékétől legalább 1 m távolságra szabad elhelyezni. Túlhevített gőzzel vagy forró vízzel üzemelő központi fűtés esetén a fűtőtesten és a vezetéken éghető anyagot KÉSZ ÉPÍTŐ Zrt.
PSWP - Appendix elhelyezni nem szabad. A munkahelyen a munka befejezésekor az égésbiztosítás nélküli gáz- és olajtüzelésű berendezésben a tüzelést meg kell szüntetni, a vaskályhában pedig a tüzet el kell oltani és a salakot el kell távolítani, teljesen lehűtött állapotban, az erre a célra szolgáló, nem éghető anyagú edénybe. 10.
Raktározás, tárolás tűzvédelmi előírásai
A „tűz- és robbanásveszélyes” tűzveszélyességi osztályba tartozó, különböző halmazállapotú anyagokat I-II. tűzállósági fokozatú, a „tűzveszélyes” tűzveszélyességi osztályba tartozókat legalább III. tűzállósági fokozatú építményben kell tárolni. Az „A-B” tűzveszélyességi osztályba tartozó különböző halmazállapotú anyagokat együtt, vagy „C” és „D” tűzveszélyességi osztályba tartozó anyagokkal együttesen tárolni, elhelyezni nem szabad (kivéve, ha állami szabvány ettől eltérően rendelkezik). Az „A”-„B” tűzveszélyességi osztályba tartozó anyagokat csak jogszabályban, állami szabványban meghatározott, vagy a tűzvédelmi hatóság által jóváhagyott zárt csomagolásban, edényzetben szabad tárolni, forgalomba hozni vagy szállítani. Öngyulladásra hajlamos anyagot egyéb éghető anyaggal, továbbá olyan anyagokat, amelyek egymásra való hatása hőt fejleszthet, tüzet vagy robbanást okozhat, együttesen tárolni nem szabad. Öngyulladásra hajlamos anyagok hőmérsékletét rendszeresen ellenőrizni kell és a káros felmelegedést meg kell akadályozni. Tetőtérben, talajszint alatti helyiségben „A”-„B” tűzveszélyességi osztályba tartozó anyagokat tárolni nem szabad! A „C” és „D” tűzveszélyességi osztályba tartozó anyagokat anyagnemenként, veszélyességi fokozat szerinti megjelöléssel csoportosítva egy helyen is lehet tárolni. Pincében „C” tűzveszélyességi osztályba tartozó anyagokat szellőzők, ablakok közelében 1 m távolságon belül tárolni nem szabad. A pinceraktárak ablakait sűrű szövésű dróthálóval kell felszerelni. Éghető födém, tetőszerkezet között, ha az anyag is éghető, a tárolt anyag és a tetőszerkezet, födém között legalább 1 m légteret kell szabadon hagyni. A fő közlekedési út szélessége éghető anyag zárt téri raktározásnál 5 m tárolási magasságig 1,8 m, nagyobb tárolási magasságnál legalább 3 m legyen. A tárolt anyagok között 25 méterenként keresztirányban legalább 1 m széles közlekedési utat kell szabadon hagyni. Raktárban, ill. raktározásra kijelölt területen az éghető hulladékot, csepegést, szétfolyást naponta többször fel kell takarítani és a kijelölt hulladéktároló helyre kell szállítani. A raktári terület lezárása előtt annak területét át kell vizsgálni, az elektromos hálózatot feszültségmentesiteni kell. A raktári rend, tisztaság kötelező, idegen a területre nem mehet be, tilos a dohányzás, a zárhatóságot biztosítatni kell, használaton kívüli esetben a területet zárva kell tartani. Az építményben, helyiségben a villamosberendezés kapcsolóját, a közmű nyitó- és zárószerkezetét, a tűzjelző, hő- és füstelvezető kezelőszerkezetét, továbbá a tűzvédelmi berendezést, felszerelést és készüléket eltorlaszolni, a belső közlekedési utakat, ajtókat és a kiürítési utakat leszűkíteni még átmenetileg sem szabad. 11.
Éghető folyadékok tárolása, szállítása
11.1. Folyadékok tűzveszélyességi fokozata (I-IV)

11.2. Tárolás általános tűzvédelmi előírásai Tűzveszélyes folyadék tárolásával, kezelésével és szállításával csak olyanok foglalkozhatnak, akik a vonatkozó szabványok és tűzvédelmi előírások alapján oktatásban részesültek. Az „A”-„B” folyadékkal történő tevékenysége csak tűzvédelmi szakvizsgával rendelkező személy végezhet. Csak szabványos vagy az arra illetékes hatóság által elfogadott edényben, tartályban tárolhatók. A sérülékeny edények gyűjtőcsomagolása vagy védőburkolása (törés, felszakadás) ellen nyújtson védelmet. Tárolóedényt, tartályt, maximum 97 %-ig szabad megtölteni. Az edényeket kiöntő nyílásukkal felfelé, légmentesen lezárt állapotban szabad tárolni. Kiürített, de ki nem tisztított edények tárolására a megtöltöttekre vonatkozó előírások az érvényesek. Éghető folyadék csomagoló anyagán (göngyölegén) a veszélyességnek megfelelő feliratot kell elhelyezni. (Pl. tűz- és robbanásveszélyes, I. tűzveszélyességi fokozat). Vegyes tárolás esetén a teljes mennyiségre vonatkozóan mindig a tűzveszélyesebb folyadékra érvényes előírásokat kell megtartani. Éghető folyadékot kiszerelni, csomagolni csak erre a célra kijelölt és elkülönített helyen szabad. Az éghető folyadék csepegését, elfolyását meg kell akadályozni. A szétfolyt anyagot fel kell itatni, a helyiséget pedig ki kell szellőztetni. A felitatott anyagot az erre a célra kijelölt helyen kell tárolni, illetve megsemmisíteni. Éghető folyadékkal szennyezett hulladékot jól záródó redővel ellátott, nem éghető anyagú edényben kell gyűjteni, majd az erre a célra kijelölt helyen kell tárolni, illetőleg megsemmisíteni. Az üzemszerűen csepegő folyadékot edénybe kell felfogni. A felfogó edényt szükség szerint, de legalább a műszak befejezésével ki kell üríteni. Az „A”-„B” tűzveszélyességi osztályba tartozó folyadékot alkalomszerűen csak szabadban, vagy olyan jól szellőztetett helyiségben szabad használni, amelyben egyidejűleg gyújtóforrás nincs. Az éghető folyadékot tartalmazó lakk- és festékipari termékeket csak megbontatlan, eredeti csomagolású edényekben szabad tárolni. I. és II. tűzveszélyességi fokozatú éghető folyadék III. és IV. fokozatú folyadékkal együtt csak akkor tárolható, ha az edények egymástól jól láthatóan, elkülönítve vannak csoportosítva. Megfelelően kialakított helyiségben az éghető folyadék tárolása 300 l mennyiségig vegyesen is megengedett, ha a helyiség légtérfogatához igazodik, azaz 50 m3-ig max.

11.3. Szállítás általános tűzvédelmi előírásai Létesítményen belül csak biztonságos szállítóeszközzel vagy kézi erővel szabad szállítani. Személyszállító felvonót folyadék szállítására legfeljebb 20 liter mennyiségig és legfeljebb 1 személy kíséretében szabad használni. A létesítményen kívül, tömegközlekedésre használt járművön, valamint teherszállító járművön személyszállítással egyidőben edényként szállítani nem szabad. Kézi erővel legfeljebb 20 liter folyadékot szabad szállítani. Mikrobuszon az edények csak abban az esetben szállíthatók, ha a vezetőn kívül a járművön legfeljebb 1 fő tartózkodik. Szállítás közben az edényeket a felborulástól és a sérüléstől óvni kell. Üvegedényeket és az ezeket tartalmazó göngyölegeket egymásra rakva szabad szállítani nem szabad.
12.
Éghető gázok tárolása, szállítása
12.1. Általános tűzvédelmi előírások A gázpalackot csak akkor szabad forgalomba hozni, ha: - érvényes forgalomba hozatali engedélye van, - jelölései épek és egyértelműek, - nem sérült, - szerelvényei hiánytalanok, sértetlenek, gáztömörek, - nincs rajta veszélyt okozó szennyeződés.
A gázpalackot akkor kell sérültnek tekinteni, ha : - 1 méterről kemény talajra leesett, vagy magasabbról, - égés nyomai látszanak rajta, - a sérülés mélysége 1 mm-nél nagyobb, - saját tömege 3 %-kal kisebb a megadottnál, - szállító járművét közlekedési baleset érte.

Csak a töltővállalat végezheti: - korrodált, nehezen nyitható szelepű palack nyomásmentesítését, - az elzáró szerelvény javítását, - gázok áttöltését az egyik palackból a másikba, - gázok keverését.
A gázpalackot hőforrásoktól, illetve a hideg ellen védeni kell ( a palack hőmérséklete max. 40 Cº, min. 0 Cº lehet ). A gázpalackot a káros mechanikai és kémiai hatásoktól védeni kell. A lefagyott szelepű vagy földhöz fagyott gázpalackot max. 40 Cº-os vízzel vagy levegővel szabad kiolvasztani. Oxigén palackot zsíros, olajos kézzel vagy szennyezett ruhával kezelni, zsíros, olajos ronggyal tisztítani TILOS ! 12.2. Gázpalackok tárolásának általános tűzvédelmi előírásai Gázpalackok tűzveszélyes anyaggal együtt tárolni nem szabad. Különféle gázokat tartalmazó palackokat egymástól el kell különíteni. Abban a helyiségben, amelyben gázpalackot tárolnak, a helyiség 6 méteres környezetében nem szabad dohányozni, nyílt lángot használni. Idegenek tárolási helyre jutását meg kell akadályozni, (pl. kerítés, helyiség lezárása, stb. ). Tilos gázpalackot tárolni folyosón, közlekedő utakon, rezgést keltő gép mellett, pincelejáratban, pincében, aknában, lépcsőházban, személyforgalmú helyen, valamint falon kívüli elektromos vezeték 1 méteres körzetében. Az éghető gázokat tartalmazó palackokat a többi gázpalacktól elkülönítve kell tárolni. ( Nyílást nem tartalmazó tűzgátló elválasztás. ) Éghető, égést tápláló, mérgező gázok tároló helyiségeinek szellőztetését biztosítani kell. Az éghető gázokon belül is a gázpalackokat gázfajtánkként kell csoportosítani. A felhasználás helyén csak a napi munkához szükséges gázmennyiséget szabad tárolni. A gázpalackokat eldőlés ellen rögzíteni kell. (Ha a gázpalack hossza nagyobb, mint az átmérő négyszerese.) PB gázpalackból lakóépületben, lakásban max. 2 db 35 kg-os palack tárolható. Tilos a PB gázpalackot tárolni hálóhelyiségben, garázsban, folyosón, lépcsőházban, átjáróban, valamint a föld szintje alatti helyiségekben A PB gázpalackot más hőfejlesztő berendezéstől min. 1,5 m-re szabad elhelyezni. A PB gázüzemű berendezések mellett jól láthatóan kezelési utasítást kell elhelyezni. 12.3. Gázpalackok szállítása Egy személy max. 14 liter űrtartalmú palackot vihet. Emeletre 2 személy 1 db gázpalackot KÉSZ ÉPÍTŐ Zrt.
PSWP - Appendix vihet. Liftben a gázpalackot rögzíteni kell. Gázpalackot elektromágnessel nem szabad emelni. Hegesztőkocsin felszerelt nyomásszabályozóval is szállítható, ha az elzárószerelvények zárva vannak és a szállító személy szakvizsgával rendelkezik.
Elektromos vagy robbanómotoros targoncán csak fekvő helyzetben – talpával előre nézve – rögzíteni kell a palackot. Közúti és vasúti járművön, személyszállítás esetén TILOS palackot szállítani. Gázpalackot szállító járművet közterületen felügyelet nélkül hagyni TILOS! Zárt rakfelületű gépjárművön különböző gázfajtákat együtt szállítani TILOS ! Kivétel a lánghegesztéshez használt O2, és éghető gázt tartalmazó palack.
Ekkor a követelmények: - jól szellőztetett rakodótér, - a rakodótérben zsíros, olajos rongy, hulladék ne legyen, - max. 12 kg vagy 12 m3 szállítható fajtánként, - rögzített biztonságos, de könnyen oldható legyen, - lánghegesztő vizsgával rendelkező személy tartózkodjon a járművön.

Villamos berendezések
Melegedésük vagy a bennük keletkező villamos ív (üzemszerű vagy meghibásodásból eredő) a környezetben tűz- és robbanásveszélyt ne okozzon. A villamos berendezés és az éghető anyag között olyan távolságot kell tartani, hogy az éghető anyagra gyújtási veszélyt ne jelentsen. A berendezésekben üzemszerűen keletkező hőmennyiség elvezetéséről gondoskodni kell. Ha a ventillátoros fűtőberendezés (kalorifer) leállása tüzet vagy robbanást okozhat, akkor biztosítani kell, hogy a fűtőberendezés csak a ventillátor bekapcsolása után legyen üzemeltethető és a ventillátor leállásakor a fűtőberendezés önműködően kikapcsoljon. Fő- és szakaszonkénti kapcsolókat az építmény (épület) villamos berendezését központilag és szakaszosan is leállíthatóan kell kialakítani, bár lakóépületben megengedett a főkapcsoló nélküli kialakítás, ha egy helyre csoportosítottan minden áramkör külön leválasztó kapcsolóval lekapcsolható. A biztonsági berendezéshez és világításhoz, továbbá a térvilágításhoz, külön (az általános főkapcsolótól független) leválasztó főkapcsolót kell létesíteni. Szakaszonkénti kapcsolók (a tűzoltás szempontjából külön választható és körülhatárolható terület villamos berendezéseit választják le a hálózatról, pl. épületeknél tűzszakaszonként, vagy szintenként.) Fő- és szakaszonkénti kapcsolók helyett több különálló kapcsoló is létesíthető a következő esetekben :
ha az építmény ( épület táplálására több különböző hálózatról vagy áramkörrel érkezik áram, akkor betápláló hálózatonként, illetve betápláló áramkörönként, KÉSZ ÉPÍTŐ Zrt.
PSWP - Appendix ha a leválasztandó terület leválasztása tűzoltási, technológiai vagy üzemi szempontok alapján külön csoportban kívánatos, akkor csoportonként ( pl. tűzoltási célra is szükséges nyomásfokozó szivattyú elkülönítése a többi berendezéstől). A csoportosan elhelyezett villamos kapcsolók és biztosítékok rendeltetését, továbbá ezen kapcsolók ki- és bekapcsolt helyzetét meg kell jelölni ( a rajtuk levő gyári jelölés elfogadott).
A villamos gépet, berendezést és egyéb készüléket a rendeltetés szerinti tevékenység befejezése után ki kell kapcsolni. (Ezt a villamos berendezés önműködően is végrehajtja.)A villamos berendezést használaton kívül helyezése esetén, üzemekben pedig a napi munka befejezése után a villamos hálózatról le kell választani. (Mérlegelni kell azonban a villamos berendezés funkcióját is.) Villamos forgógépeket, transzformátorokat csak az adattáblán meghatározott viszonyok szerint kell működtetni (a hőmérséklet, hűtési viszonyok, terhelési mód, stb.) és kezelésére, ellenőrzésére, karbantartására szükséges hely a rendelkezésre álljon. Elosztó táblákat ( biztosító táblákat ) lehetőleg a hozzájuk tartozó épületrész fő megközelítési útvonala mentén, kezelhető helyen kell elhelyezni. Bonyolult szerkezetű táblán kapcsolási vázlatot kell elhelyezni és a rendeltetését feliratozni.
A villamos berendezéseket - az „A” és „B” tűzveszélyességi osztályba tartozó építményben, szabadtéren legalább 3 évenként, - a „C” tűzveszélyességi osztályba tartozó építményben, szabadtéren legalább 6 évenként, - a „D” és „E” tűzveszélyességi osztályba tartozó építményben, szabadtéren, legalább 9 évenként tűzvédelmi szempontból felül kell vizsgáltatni. Világító berendezéseket „A” és „B” helyiségben csak robbanásbiztos, a „C” tűzveszélyességi osztályú helyiségben csak tüzet nem okozó kialakításban szabad alkalmazni. A „D” és „E” tűzveszélyességi osztályba tartozó helyiségekben bármilyen világítás lehet. A világító berendezést, eszközt úgy kell elhelyezni, rögzíteni és használni, hogy az a környezetére tűzveszélyt ne jelentsen. III.
OLTÓANYAGOK, OLTÓKÉSZÜLÉKEK
1.
Szilárd oltóanyagok
1.1.
Hagyományos tűzoltópor
Összetétele: 97 % nátrium-hidrokarbonát, 3 % kovaföld Nem hidrofobizált oltópor, ezért a levegő nedvességtartalmát magába szívja, könnyen összecsomósodik és a lövőkét elzárhatja. Ezért szükséges bizonyos időközönként az oltópor átszitálása. PSWP - Appendix okozhat, a porral való oltás után a berendezést szét kell szedni, le kell mosni és ki kell tisztítani. Főleg a súrlódó felületek közé jutva okozhat károsodást (pl. a motortüzek oltásánál).

P jelzésű hidrofób oltópor
Csak a lángolást szünteti meg, a parázslást nem. Minden olyan helyen, ahol a visszamaradt parázslás izzó felület vagy felhevült fémes részt az éghető anyagot visszagyújthatja vagy visszalobbanthatja, egyedüli alkalmazása nem minden esetben eredményes. Elektromos tüzek oltása alkalmával feszültségmentesítés nélkül is korlátlanul, igen eredményesen felhasználható. Habtörő, ezért oltóhabbal együttesen alkalmazni nem szabad. Az oltópor és az oltóhab együttes alkalmazása azonban szükségessé válhat, mivel az oltóporral a lángolást gyorsan meg lehet szüntetni, és az oltóhab védelmével biztosítani lehet, hogy a tűz be ne gyulladjon ismét. A tűzoltás elve ebben az esetben: a lángolást oltóporral megszüntetjük és utána a felületet habbal letakarjuk, hogy a visszagyulladás (visszalobbanás) ne következzen be. Amennyiben a habtakaróra oltóport lövellünk, az a habot „összetöri”, azaz megsemmisíti, és a visszagyulladás bekövetkezhet. Az oltási sorrendet szigorúan be kell tartani. Először a porral oltást kell elvégezni, és csak utána szabad a habtakarót kialakítani.

Folyékony halmazállapotú oltóanyagok
A folyékony állapotban alkalmazott oltóanyagokkal komplexségük mellett – általában két nagy csoportra bontva azokat – hűtés és az oxigén távoltartását szoktuk megvalósítani. A hűtés céljából a tűztérbe juttatott anyag folyékony állapotban a szilárd felületre jutva hűt, de a hűtés mellett, ha a felületeken összefüggő réteg tud kialakulni, az oxigéntől vagy a levegőtől történő elválasztást, a betakarást is megoldja. A hűtőhatás közben gőzzé váló folyadékrészek a légtér hígítását is elvégzik. Nem törekszünk a legjobb hűtőhatást szolgáló ködök előállítására, mert a túlzott porlasztás a tűztérbe juttatást gátolja, helyette „szórt sugár” formájában részleges porlasztást alkalmazunk. Ekkor a folyadék apró elemei a sugárzó hőtől azonnal gőzzé válva csak hűtenek és hígítanak, míg az összefüggőbb folyadéksugár a betakarást, elárasztást, elválasztást oldja meg a hűtés mellett. 3.
Gáz halmazállapotú oltóanyagok
A cím szerinti oltóanyagokat röviden oltógázoknak nevezzük. Összetételük alapján vannak egynemű és keverék gázaink, amelyek tárolás közben, az alkalmazott nyomástól függően gázok vagy folyadékok. Alkalmazásukkor a hígítást vagy nagyobb mennyiségek zárt térbeni bevezetésekor a teljes oxigén, vagy levegő kiszorítást oldjuk meg. Hűtőhatásuk elhanyagolhatóan kicsi. Egyes speciális tüzeket (elektromos feszültség alatti részek – számítógépek, értékpapírok) csak a gáz alakú oltóanyaggal szabad oltani. Beszerzési áruk nem mondható olcsónak, így a nyílttéri kiterjedt tüzek oltására történő felhasználás az eredménytelenség mellett még gazdaságtalan megoldás is. PSWP - Appendix minimális térfogat- koncentráció kialakulására van szükség. Nyílttéri tüzeknél a minimális koncentráció csak kis tüzek (kamrák, gépkocsimotorok, elektromos-kapcsolók) környezetében alakítható ki, és ilyenkor használjuk is, mert a gáz károkozás nélkül szünteti meg az égést. Nagy kiterjedésű tüzeknél általában más oltóanyagot használunk, bár kombinálva azokkal, sokszor a gáz is alkalmazást nyer, sőt újabban előfordul a csak gázzal-gőzzel oltás esete is (turbószer). Az összetétel alapján az alábbi oltógázokat ismerjük: szén-dioxid, nitrogén, halogénezett szénhidrogének, égésgázok, nemesgázok.

Kézi tűzoltó készülékek (tömegük: max. 25 kg)
A tűzoltó készülék olyan eszköz, amelyből az üzembe helyezéskor felszabadított, vagy fejlesztett (gáz) hajtóanyag-nyomása az oltóanyagot irányíthatóan lövelli ki. 4.1.

Palackban tárolt hajtóanyaggal működő tűzoltókészülék (hajtóanyag lehet: nitrogén, jele N2, vagy széndioxid, jele CO2). Oltóanyag tartályba belenyomott gázzal működő tűzoltókészülék. Porral oltó kézi tűzoltó készülék
A porral oltó készülékek alkalmasak szilárd anyag lángjának, éghető folyadékok és gázok tüzeinek oltására, még feszültség alatt is. A szilárd anyagok égésénél a lángot pillanatnyilag eloltják, de az eloltatlan parázs az éghető anyagot bizonyos idő után lángra lobbanthatja, ezért itt vízzel vagy habbal való oltásról is gondoskodni kell. Nagyságuk szerint lehetnek: 1, 2, 3, 6, 12 kg-os porral oltó készülékek. Munkahelyeken a 3, 6, 12 kg-os kézi tűzoltó készülékeket használják leggyakrabban, így ezekről ejtünk bővebben szót.

PSWP - Appendix Működtetése: A készültségi helyéről való levétel után a fogantyúk közé helyezett műanyag nyomókartámaszt kirántjuk. Ezután az egyik kézzel a lövőkét a tűz irányába tartva működtetőfej felső karját ütközésig lenyomjuk. Lenyomáskor a működtetőfej belsejében levő szeleporsó lefelé elmozdul s ezáltal a szelepet kinyitja, amelyen át a tartályban levő gáznyomás hatására az oltópor a fejen, a tömlőn és a lövőkén át a tűzre áramlik. A szakaszos működtetést a kar lenyomásával, illetve visszaengedésével lehet megvalósitani. 4.3. Széndioxiddal oltó tűzoltókészülék Éghető folyadékok és éghető gázok tüzeinek oltására alkalmasak, még feszültség alatt is. Oltáskor az égő anyagra kerülve maradék nélkül elpárolog a széndioxid. Az anyagokat nem támadja, igy semmiféle oltási kárt nem okoz. 20-25 %-os koncentrációban fulladásos halált okoz, ezért használatánál elővigyázatosak legyünk, ha kisebb, zárt, rosszul szellőzött helyiségről van szó. 2,5 kg-os kivitelben készül kézi használatra (2 és 5 kg-os!) Általában pisztolyszelepes megoldást alkalmaznak. Működtetésük: A ködszóró csövet készenléti helyzetből a tűz irányába kell tartani. A biztosító szeg kirántása után működtethető a billentyű (ravasz). A ravasz hátrahúzásával a szelep nyit és széndioxid áramlik a tűzre. A készülék szakaszosan is üzemeltethető. A használat során ügyelni kell arra, hogy sem a palackot, sem a ködszóró csövet megfogni nem szabad, mivel nagyon lehűlhetnek és fagyásos sérüléseket okozhatnak. Hatékonyságuk: jóval kisebb, mint a halotronnal oltóknak. A 2 kg-os 0,1 m2, az 5 kg-os 0,3 m2 benzintűz oltására alkalmas. 4.4.

1. Biztonsági szín és alakjelek Tilalmi táblák: Kör alakú táblák, fehér alapszínű, vörös szegéllyel és keresztcsíkkal, fekete jelképpel, vagy szöveggel. Ilyenek például a „Dohányozni tilos!”, a „Tűz és nyit láng használata tilos!”, a „Vízzel oltani tilos!” táblák.
Rendelkező jelek: Kör alakú, kék alapszínű táblák, melyeken fehér jelkép, vagy szöveg van. Ilyen például a „Dohányzásra kijelölt hely!” tábla.
Oldalán álló, szabályos Figyelmeztető jelek: háromszög alakú táblák, sárga alapszínnel, fekete szegéllyel, benne fekete jelképpel, vagy felirattal. Ilyenek táblák lehetnek a „Tűzveszélyre figyelmeztetés!”, a „Robbanásveszélyre történő figyelmeztetés!”, vagy a „Mérgezés veszélyre történő figyelmeztetés!” táblák.
Biztonsági felvilágosítást szolgáló táblák és jelzések: négyzet vagy téglalap alakú, zöld alapszínű táblák, fehér jelképpel, vagy felirattal. Ilyenek a „Vészkijárat”, az „Elsősegélyhely”, vagy az „Általános irányjel” táblák
Tűzvédelmi tájékoztató jelek : négyzet vagy téglalap alakú, piros alapszínű táblák, fehér jelképpel, vagy felirattal. Ilyenek a „Tűzveszélyességi osztályokat” jelölő táblák, a „Tűzcsap”, vagy a „Tűzoltókészülék” táblák A táblák az elhelyezési körülményektől függően falra szerelhetők, felfüggeszthetők, de a jól láthatóság érdekében legalább 2 m magasan kell őket rögzíteni.
