PREFACE
Indonesian Heritage Trust or Badan Pelestarian Pusaka Indonesia (BPPI) has delighted and honored in hosted the International Symposium for the Asia Heritage Network (AHN) 2016 “Supporting Historic Urban Conservation Activities in Emerging Countries in Asia”, together with Nara Machizukuri Centre and supported by The Japan Foundation: “The Citizens‟ Exchange Program for Asia” and Local Government Regency of Karangasem – Province of Bali. Wethank to God the Almighty for the AHN 2016 completion and this proceeding of its invaluable documentation.
Through this AHN 2016 we developed a productive dialogue during three days of togetherness among delegates from 13 countries on 8-11 January 2016 in Karangasem, Bali. We had an invaluable opportunity to strengthen our network in supporting our historic urban conservation activities.
This AHN 2016 has given strong emphasis on the development of historic urban conservation activities. Discussion and experiences shared among participants to give opportunity for citizens‟ group in other countries to support their urban conservation activities. Thus the citizens‟ participation should be enhanced in the process of urban conservation and the conservation system should be developed along with economic dynamism harmoniously.
I take this opportunity to thank the local partners Bali Kuna Heritage Society, the three adorable villages of Tenganan, Sibetan and Selat for supporting this field school. I would also like to express my gratitude to the Cultural Office of Regency of Karangasem and other related Dinas in the office of Karangasem Regency for their important support.

THE AHN 2016
BACKGROUND The Asia Heritage Network (AHN) 2016 has established as one of the result of a symposium in Penang on last January 2013. It has participated by Malaysia, Indonesia, Myanmar, Cambodia, Thailand, South Korea, Taiwan, Mainland China and Japan. This initiative formed the network of urban conservation activities in Asia. We all understand that lots of living heritage sites in Asia, particularly those in emerging countries, faced the sense of urgency to be protected.
OBJECTIVES The Asia Heritage Network 2016 is the continuation of previous symposium held in Penang. The main objective of this symposium is to support the historic urban conservation activities in the emerging countries in Asia. Hereafter, the details are: (i) Strengthen the network to give opportunity for citizens‟ group in other countries to support the urban conservation activities among Asian countries; (ii) Enhance the citizens‟ participation in the process of urban conservation; (iii) Develop the conservation system along with economic dynamism harmoniously.

PHOTOS GALLERY Saturday, 9th January 2016 On Saturday morning, participants gathered at The Natia Hotel lobby for registration. It started by morning briefing from BPPI-Indonesian Heritage Trust Chairperson, Catrini Kubontubuh.

The first field visit was Tenganan Village. Tenganan is the oldest village in Bali Island. Before the 1970s it was known by anthropologists to be one of the most secluded societies of the archipelago. Rapid changes have occurred in the village since the 70's, such as the development of local communications by the central government, the opening up to tourism, the breaking of the endogamic rules. Tourists are attracted to Tenganan by its unique Bali Aga culture that still holds to the original traditions, ceremonies and rules of ancient Balinese, and its unique village layout and architecture. It is known for its Gamelan selonding music and geringsing double Ikat textiles. According to legend, the people of Tenganan Pegringsingan were selected by the God Indra to administer a territory that was conceived in accordance with his divine plan to be a microcosm of the world. They were instructed to use every means to keep it pure and clean. The concept of territorial, bodily and spiritual purity and integrity is of paramount importance in the village.

The participants have a great opportunity to learn their daily tradition in maintain the environment, religious belief and their living space in harmony. They also introduced to various of creative products a.o. ikat woven, unique wickerworks, mask, painting in palm leaves, traditional culinary, and so forth. As a starter, the villagers kindly welcomed the participants with their tasty sweet called celorot, which wrapped by dried coconut leaves. The participants experienced how to push it from its bottom thus the sweet will pop up and ready to be eaten. Some other participants also had a chance to practice in making ikat woven with the assistance from the village weaver.

In the mid day, the participants headed to the next destination, snake-skin fruit (Salak fruit) agro tourism in Sibetan. Participants could see many Salak plants on the right and left of the street. In this area, participants can feel the serenity while they climbed up to the hill to see the making process of Salak coffee which was still traditional yet innovative. They also spent time to see the process of making Salak coffee. The participants got direct interaction in touch the fruit, its smell and taste. They also served with special sweet salak named salak gula pasir while they enjoy the beautiful scenery around the plantation and felt the fresh air as well.

As one tourist destination in Karangasem, Sibetan Village offers a panoramic view of nature (agro tourism). Sibetan village situated at an altitude of 400-600 m above sea level, with an average temperature of 20º -30º C. Average rainfall is 1567 mm, 20.000 mm per year. The cool climate and fresh air make suitable Salak grow in this area. Here the tourists can find vegetation barking with a variety of flavors. The extent of Salak garden in this area is also interesting to watch. Approximately 81.12% Sibetan area, which is 1.125.000 hectares, is converted into the garden barking. Thus, about 14 varieties of Salak vegetation can be found in this area. Tourists can watch the process of harvesting bark, including its marketing. Apart from being the center of Salak, Sibetan also worth a visit because of its uniqueness and cultural and traditional dances, such as Genjek and Angklung. To enjoy the natural beauty of this area, visitors can join the trekking activity that will be led by local guides.

At 12 p.m, participants headed to Selat Village for Megibung which is a Balinese traditional way of eating. The participants welcomed by local people of Selat Village with their traditional drink called tuak manis –sort of wine but traditionally made from palm sugar water. The main meals served in one big bamboo-craft plate for 5-6 people (it depends on the occasion). It was super fun for most of the participants that have no experiences of eating with bare hand. There were no spoon or other cutlery. There is a person appointed to be a leader in one group whom will mix the side dishes and offer which meals to be eaten first. Thus, the participants could not take the side dishes by themselves. The food was appetizing as well. Megibung is useful for participants to get to know each other. This traditional way of eating also teach us about togetherness, brotherhood, and to strengthen the relationship with one another.

. History of Megibung: The tradition of Megibung has ever started since 1614 in Caka year (or 1692 AD), when one of the king of Karangasem, I Gusti Anglurah Ketut Karangasem, fought to conquer kingdoms in Sasak (Lombok). At the time the soldiers had a meal break, he made a rule that was about to eat together called Megibung. Until now Megibung tradition is still carried out in Karangasem and Lombok, and became the pride of the local community. Now, Megibung often held with regard to various types of ritual and religion (Hindu), such as tooth filing ceremony, otonan children, marriage, cremation, Pemelaspasan, Piodalan and other ceremonies in temples.

Megibung filled with the values and typical rules. In one Megibung, rice in large quantities placed on trays (made from bamboo mats) that has been coated with Tamas (woven palm leaves). But now every event that holds Megibung rarely use the bamboo-tray, replaced with trays or other containers covered with banana leaves or rice paper. Mound of rice in a large portion placed on a tray with side dishes placed in a special container. People who do Megibung must sit cross-legged on a regular basis and form a circle.

People who do Megibung must follow the eating rules. Before you eat, the rice is taken out of the tray by means of wearing hand clenched. Then proceed to take meat and other side dishes on a regular basis. Leftover food from the mouth should not be spilled on the tray. Must be disposed of on a small patch of banana leaf that has been provided to each person. Water to drink is provided in a jug out of clay. For one between the two jars. Drinking water is done by dragging, gulped water from a jug so that the tip of the lips are not touching the pitcher. For practicality, is now replaced with a jug of water bottled mineral water. In some places, started or finished Megibung usually followed by drinking Tuak (sort of wine but traditionally).

Done with Megibung, participants were delivered to Amlapura- capital city of Karangasem Regency. They explored the Royal Palace of Karangasem. They were welcomed by Anak Agung Ngurah Agung the grandson of the last King of Karangasem at Puri Gede. Later, Anak Agung Bulantrisna Djelantik also welcome them at Puri Maskerdam. She is also one of the grand daughters of the last King of Karangasem, who also member of the Indonesian Heritage Trust – BPPI. She guided the participants in the tour of the palace Its compound looks very neat and spacious. Before they continued to explore the palace, they were served some Balinese traditional sweets and a succulent drink called Cendol which is made from rice flour with Pandan flavor shaped like a water drop and well mixed with coconut milk and melting palm sugar.

The last but not least, participants then hopped in the bus to have dinner at Taman Ujung Soekasada Water Palace. They welcomed by Jegeg-Bagus Karangasem – a group of winners of traditional beauty and talent contest. They wore traditional Balinese outfit originally from Karangasem Regency. They welcome procession conducted by putting traditional scarf, called senteng for woman and head-dress known as udeng for man. The opening ceremony started by Puja Tri Sandya prayer of Hindu, then followed wit a marvelous traditional dance named Sekar Tunjung dance and parade of delegates‟ flag afterward. The welcoming speech from BPPI Chairperson, Member of Karangasem Royal Family and the last speech from Acting Regent of Karangasem. Participants also enjoyed the second Balinese traditional dance called Gebug Ende and Gebug Agni. The participants enjoy their dinner after these dances performed. It served by traditional cuisine of Bali.

Sunday, 10th January 2016 The AHN symposium officially started in this morning. The venue is UKM Centre, a showroom for creative products of Karangasem. It has started with opening Balinese dance named Puspa Redaya. Followed with Indonesia Raya National Anthem before continued by welcoming speeches from Chairperson of The Indonesia Heritage Trust – BPPI, Catrini Kubontubuh and opening by formal speech from Acting Regent of Karangasem, Ngurah Arda.

At the late afternoon, the participants back to their hotel in Candidasa Beach for their free evening. They spent some spare time, chilling and made good conversation with each other in the hotel lobby. Some of them also spent time strolling around the district and stopped by a good restaurant to have dinner or even supper. They were enjoying live band there as well.
Monday, 11th January 2016 The participants continued their discussion about local heritage that is related to AHN main topic, “Supporting Historic Urban Conservation Activities In Emerging Countries In Asia”. They shared their experiences on each of their local heritage and brainstormed with other countries in dealing with problems and challenges. The result of these active dialogues wrapped in the Karangasem Declaration. This declaration is the climax of the AHN Symposium. Each of participants committed to distribute it to all of their networks.

Last but not least, the symposium ended by Balinese traditional games lead by I Made Taro. He famous by his series of research on Balinese traditional games of more than 200 games. He produced many books to introduce and revitalize the traditional games in this modern era.The participants were very cheerful to play the games together in the closing session of the symposium. It has ended by Speech from Head of Cultural Office of Karangasem Regency, I Wayan Purna.

HE Acting Regent of Karangasem pointed out that situated at the eastern of Bali Island, Karangasem is blessed with dry natural landscape and rich cultural heritage. The regency has the privillage of long history, including maintain the royal parks and one of the oldest village in Bali. It need special attention in therm of campaign and human resources development. Training and education should be doner urgently to strengthen heritage aware communities. International attention would be much appreciated. The regency of Karangasem appreciates and welcome the Asia Heritage Network Symposium. It is highly expected that Karangasem Declarations as a result of the symposium would provoke the people of Karangasem to build a creative and innovative society to sustain the living culture and landscape

In his keynote speech of Prof. Y. Muneta stressed the important of public participation and consciousness of the world changing pattern of civilization. Conservation movement should not hider the process of modernization and welfare development. In some cases conservatively does not help conservation. The real heritage should be the community serves as the soul of human culture.

Hashim Djojohadikusumia on his keynote address reminded the participants to pay attention and cooperate in facing three major challenges of conservation activities. There should be more 44

As leadership of government is sometimes absent, heritage organizations should take the initiatives to encourage historic urban conservation activities. KARANGASEM DECLARATION ―SUPPORTING HISTORIC URBAN CONSERVATION ACTIVITIES IN EMERGING COUNTRIES IN ASIA‖ The Karangasem Symposium has been fruitful in exchanging ideas and experiences from developed and developing countries. The delegates from 13 countries share the view that heritage is very important basis for world peace and harmony. Heritage should be managed through goodwill, understanding and respect, with the commitment to the safeguarding of cross culture diversity and hybridity, including the position of minorities.. Heritage could promote peace and harmony if there is social and economic justice without discrimination. Respecting the principles agreed in Penang Symposium 2013, we need to strengthen our network to be able to support heritage conservation activities in Asia region. Delegates from 13 countries have reached a basic agreement as follows: 1. We should respect every cultural identity of each cultural group in view of the fluidity of culture and the richness of our shared history and heritage. The peoples of the Asian countries are closely related geographically and culturally. These factors have the powerful potential to create a harmonious Asian community. 2. We should see heritage as a tool to prepare for a better future. Heritage can strengthen our identities and take people even deeper to their roots, in natural and spiritual meaning. Our rural and urban heritage are both important. Hence, conservation should be comprehensive and multidimensional, covering also the tangible, intangible, as well as natural heritage. 3. DEKLARASI KARANGASEM “Mendukung Kegiatan Konservasi Perkotaan Bersejarah di Negara Berkembang di Asia” Simposium Karangasem telah menjadi tempat bagi pertukaran gagasan dan pengalaman baik Negara berkembang maupun maju. Delegasi dari 13 negara berbagi pandangan bahwa pusaka merupakan dasar yang sangat penting bagi perdamaian dan keharmonisan dunia. Pusaka hendaknya dikelola berdasarkan keinginan baik, kesepahaman dan penghargaan disertai komitmen untuk melindungi keragaman dan hibriditas antar budaya.
Merujuk pada prinsip-prinsip yang telah disepakati di dalam Simposoum Penang 2013, kita perlu memperkuat jejaring ini untuk mendukung aktivitas pelestarian pusaka. delegasi dari 13 negara telah membuat kesepakatan sebagai berikut:
1. Kita harus menghargai identitas dari kelompok budaya yang berbeda terkait dengan cairnya budaya dan kekayaan sejarah dan pusaka bersama. Masyarakat dari negara di Asia memiliki hubungan yang erat baik secara geografis dan budaya. Faktor ini memiliki potensi yang kuat untuk menciptakan komunitas Asia yang harmonis.
2. Kita harus melihat pusaka sebagai sebuah alat untuk mempersiapkan masa depan yang lebih baik. Pusaka dapat memperkuat identitas kita dan menempatkan masyarakat kepada akar mereka bahkan lebih dalam, dalam makna yang alamiah dan spiritual. Pusaka pedesaan dan perktoaan sama-sama penting. Karena itu, pelestarian hendaknya menyeluruh dan multi-dimensi, meliputi baik pusaka budaya ragawi, tidak-ragawi dan pusaka alam.
3. Kita harus mengenali ancaman baru dan mencuat terhadap kegiatan pelestarian pusaka pedesaan dan perkotaan, terutama dampak perubahan iklim, terorisme, bencana sosial dan alam. Metode dan instrumen mitigasi hendaknya didiskusikan dan dikembangkan.

4. Kita seharusnya membuat jejaring ini semakin kuat. Untuk dapat berkelanjutan, organisasi pusaka hendaknya berpikir sebagaimana organisasi professional atau bisnis sosial. Melalui jejaring ini kita akan berusaha membantu, menjadi inspirasi dan belajar dari satu sama lain dalam hal menangani dan menyelesaikan permasalahan budaya dan pusaka masing-masing. Kita perlu pula untuk menjaring dan melengkapi agenda dan program masing-masing.
5. Kita harus bersama-sama memelihara dan melestarikan pusaka dengan cara mengelola perubahan secara hati-hati, penuh pertimbangan dan inovasi. Tantangan yang ada termasuk membangun kesadaran dan memperkenalkan pelestarian pusaka kepada masyarakat. Perhatian khusus hendaknya diberikan terhadap pendidikan kanak-kanak sejak dini untuk membangun pemahaman lebih baik dan lebih dalam terhadap budaya satu sama lain dan begitu pula hubungan antar-budaya yang lebih dekat.
6. Kita mendorong hadirnya kerjasama antar-budaya dan internasional. Walaupun tiap kawasan perkotaan dan pedesaan memiliki latar dan kegiatan sendiri, kebanyakan memiliki isu yang serupa. Termasuk di dalamnya pencarian dana, pembangunan ekonomi, paritipasi masyarakat, dukungan publik, keadian sosial, pengelolaan wisata, adaptasi terhadap teknologi modern untuk makin memperkenalkan pusaka, dan yang lainnya. Kita dapat belajar dari pengalaman kelompok lain di luar batas negara.

Karangasem, --- Sejak didirikan pada tahun 2013 oleh organisasi-organisasi pelestarian dari berbagai negara di Asia, kalangan akademisi dan praktisi pelestarian, maka jejaring Asia Heritage Network (AHN) tahun 2016 ini menyelenggarakan simposium internasional sebagai ajang pertemuan untuk berbagi pengalaman, tantangan dan cerita sukses dalam kegiatan pelestarian baik pusaka alam, budaya maupun saujana khususnya di Asia. “AHN secara sadar memilih Karangasem sebagai tempat penyelenggaraan tahun ini, dengan harapan ia dapat menjadi tonggak apresiasi dan perhatian terhadap berbagai upaya pelestarian pusaka di Asia menuju pengelolaannya dalam kota-kota pusaka yang melibatkan semua pihak pemangku kepentingan,” kata Catrini Kubontubuh, Ketua Badan Pelestarian Pusaka Indonesia (BPPI/Indonesian Heritage Trust) dalam Welcoming Dinner di Istana Air Taman Ujung, Karangasem (9/1). “Bekerjasama dengan berbagai pemangku kepentingan Pusaka Indonesia, BPPI bekerjasama dengan Nara Machizukuri Centre – sebuah organisasi pelestarian dari Jepang, menyelenggarakan AHN di Karangasem pada 8-11 Januari 2016,” katanya. Kesadaran masyarakat tentang pelestarian pusaka sebagai sebuah kekayaan bernilai dari sebuah 60
peradaban sebagai sumber kemakmuran dan kesejahteraan bersama, perlu ditingkatkan. “Dalam konteks itu, kegiatan AHN 2016 didukung oleh The Japan Foundation dan Pemerintah Kabupaten Karangasem, memberikan „dukungan kepada aktivitas pelestarian kawasan bersejarah dan kota-kota pusaka di Asia‟ sebagai tema kegiatan,” imbuh Catrini. “Kegiatan AHN 2016 dilaksanakan selama tiga hari diisi dengan kegiatan jelajah pusaka dan simposium, dihadiri oleh beragam organisasi pelestarian dari 13 negara dengan jumlah peserta 100 orang” jelasnya lebih lanjut. “Melalui AHN 2016, semoga dapat dicapai sebuah kesepahaman bahwa untuk membangun sebuah kebersamaan diperlukan jejaring, akses yang luas serta sinergi positif dalam upaya pelestarian pusaka” kata Drs. Dengan latar belakang tersebutlah menjadi tuan

Welcoming Dinner dilaksanakan tanggal 9 Januari 2016 setelah acara Jelajah Pusaka bertempat di Taman Soekasada Ujung. 4. Rimanews - Pemerintah Kabupaten Karangasem menggelar even International Symposium for the Asia Heritage Network (AHN) 2016 terkait kedudukan wilayah itu sebagai anggota Jaringan Kota Pusaka Indonesia. "Kabupaten Karangasem bahkan telah ditetapkan menjadi 10 Kabupaten/Kota Pusaka di Indonesia sejak tahun 2012 karena memiliki banyak peninggalan masa lalu dan bersejarah," kata Kepala Dinas Kebudayaan dan Pariwisata Kabupaten Karangasem I Wayan Purna di Amlapura, Sabtu (09/01/2016). Penetapan tersebut, mendasari diselenggarakannya International Symposium AHN 2016 di Candidasa - Karangasem, mulai tanggal 9-11 Januari. Even ini dilangsungkan dengan kerja sama Balai Pelestarian Pusaka Indonesia (BPPI) serta didukung Machizukuri Centre dan Asia Centre (Japan Fondation). 63
Acara simposium diikuti peserta dari 13 negara antara lain Australia, Inggris, India, Malaysia, Myanmar, Jepang, Thailand, Kamboja, Taiwan, Hongkong, Singapura, Indonesia, serta kalangan akademisi dari berbagai perguruan tinggi. Kegiatan ini diharapkan mampu memberikan perkembangan positif bagi pariwisata di Kabupaten Karangasem. Lebih lanjut Purna menjelaskan, pada hari pertama peserta simposium akan menjelajah pusaka dengan mengunjungi Tenganan Pegeringsingan, dilanjutkan ke Sibetan, megibung bersama di Selat, singgah di Puri Agung Karangasem dan menikmati makan malam di Taman Soekasada Ujung. Berbagai kesenian tradisional rakyat akan tampil pada kegiatan di Ujung. Seperti pementasan gong dan gebug api, yang merupakan inovasi kesenian tradisional gebug ende. Pertunjukan kesenian ini diharapkan mampu mewakili citra budaya Kabupaten Karangasem di mata peserta International Symposium AHN 2016. "Bahkan penyelenggaraan International Symposium AHN 2016 bertujuan untuk memantapkan posisi Karangasem sebagai Kota Pusaka Nasional maupun Dunia, sehingga dapat memperkenalkan potensi kabupaten ini ke dunia internasional," ujar dia. Tujuan lain, lanjutnya, memperkuat jaringan pelestarian pusaka. Sekaligus untuk memberi kesempatan pada negara lain untuk memdukung kegiatan konservasi di Asia. "Karena negara-negara berkembang memiliki beragam warisan budaya yang seharusnya dilindungi," ucap Purna. Seperti di Kabupaten Karangasem yang banyak memiliki warisan peninggalan bersejarah dengan ciri dan karakteristik yang khas. Sekaligus merupakan objek pusaka terlingkup dalam satu kawasan maupun yang berdiri sendiri sebagai benda. Keberadaan warisan bersejarah ini s ekaligus penetapan sebagai Kabupaten Pusaka di Indonesia, membuat kawasan ini menjadi dipilih menjadi tuan rumah simposium.

Amlapura, Bali Tribune Nasib peninggalan bersejarah atau pusaka di beberapa belahan dunia termasuk di Indonesaia yang perlahan mulai hilang akibat pembangunan fisik dan kurangnya perhatian masyarakat serta pemangku kepentingan terhadap tempat-tempat bersejarah atau pusaka tersebut, dibahas secara serius oleh delegasi dari berbagai negara dalam International Symposium For Asia Heritage Network, di Karangasem, Minggu (10/1) Acara yang dilangsungkan di Gedung UKM Centre di Jalan Gajah Mada, Amlapura, tersebut dibuka oleh Penjabat Bupati Karangasem Ida Bagus Ngurah Arda bersama sejumlah delegasi, ditandai dengan membunyikan “Cengceng” secara bersama. Artinya, Minggu kemarin seluruh delegasi dari 13 negara di dunia memulai kegiatan symposium dimana masing-masing delegasi akan memaparkan atau mempresentasikan isu global mengenai nasib peninggalan bersejarah atau pusaka di beberapa belahan dunia termasuk di negara mereka masing-masing yang perlahan mulai hilang akibat pembangunan fisik dan kurangnya perhatian masyarakat serta pemangku kepentingan terhadap tempat-tempat bersejarah atau pusaka tersebut. Penjabat Bupati Karangasem Ida Bagus Ngurah Arda, dalam sambutannya yang diterjemahkan ke dalam bahasa Inggris oleh penerjemah, mengatakan, saat ini banyak peninggalan sejarah yang ada di kota pusaka yang mulai runtuh dan nyaris hilang karena didirikan bangunan Mall modern. Kondisi ini menurutnya sangat memprihatinkan dimana seharusnya para pemangku kepentingan dan masyarakat pemilik tempat bersejarah itu memberi perhatian serius terhadap nasib tempat-tempat bersejarah dimaksud, “Banyak tempat bersejarah yang akhirnya runtuh dan dibangun Mall dan bangunan modern, Seharusnya pemilik lahan tempat bersejarah tersebut bisa memahami betapa pentingnya arti tempat bersejarah itu,” tegasnya. Dalam kesempatan itu, Penjabat Bupati juga menyampaikan apresiasi terhadap penyelenggaraan event bertarap internasional ini, terlebih ini diselenggarakan di Karangasem sehingga diharapkan bisa memberi dampak positif terhadap perkembangan pariwisata di Karangasem termasuk upaya pelestarian tempat-tempat bersejarah yang ada di Bumi Lahar, yang memerlukan penanganan serius. Ketua BPPI Catrini Kebontubuh, dalam sambutannya menyampaikan, symposium ini memiliki arti penting dalam upaya pelestarian kota pusaka yang ada, dimana dalam symposium ini akan dilahirkan berbagai kesepakatan yang akan dituangkan dalam Deklarasi Karangasem. “Rencananya kegiatan 65
symposium ini akan digelar di beberapa tempat, seperti Jogjakarta, Denpasar dan Karangasem, namun pada akhirnya disepakati untuk diselenggarakan di Karangasem,” paparnya. Acara diawali kunjungan ke Desa Tenganan Pagringsingan, Kecamatan Manggis, berlanjut ke Objek Agro Wisata Kebun Salak Desa Sibetan, Kecamatan Bebandem, dan Taman Sukasada Ujung, Sabtu (9/1). Pada Minggu (10/1), digelar simposium di Gedung UKM Center Amlapura, dihadiri sekitar 500-an orang. Peserta dari 13 negara yakni Indonesia, Australia, Inggris, India, Malaysia, Myanmar, Jepang, Thailand, Kamboja, Taiwan, Hongkong, Amerika, dan Singapura. Catrini Pratihari Kubontubuh, dari Balai Pelestarian Pusaka Indonesia, menuturkan, tujuan simposium mengundang 13 negara sahabat, untuk mengangkat dan melestarikan budaya Karangasem. “Makanya saat kunjungan di Objek Desa Tenganan Pagringsingan, masyarakat tidak perlu memberikan sambutan khusus. Agar masyarakat melakukan aktivitas seperti biasa, dan berkomunikasi menggunakan bahasa Bali, biar budaya lokal kelihatan aslinya,” jelasnya. Kadis Budpar Karangasem I Wayan Purna menjelaskan, tujuan simposium melibatkan negara-negara pemerhati pusaka, untuk tukar pikiran dan bagi pengalaman, dalam upaya pelestarian budaya. Di samping bertujuan memperkenalkan Pusaka Karangasem, kepada masyarakat internasional. “Di akhir acara, Senin (11/1) diharapkan muncul Deklarasi Karangasem 2016,” harapnya. Penjabat Bupati Karangasem Ida Bagus Ngurah Arda yang membuka acara itu, menyambut positif kegiatan pelestarian pusaka tersebut. Apalagi dengan cara memberdayakan potensi lokal. Sebab, masyarakat lokal yang sehari-hari menjaga potensi itu, sehingga masyarakat punya semangat rasa memiliki. “Delegasi itu kagum dengan pusaka Karangasem terutama di Desa Tenganan Pagringsingan, masih alami, dan kelestarian hutannya terjaga,” kata IB Ngurah Arda.

Jakarta, Aktual.com — Badan Pelestarian Pusaka Indonesia (BPPI) menyebutkan pemilihan Kabupaten Karangasem sebagai tempat digelarnya „International Symposium for the Asia Heritage Network 2016‟ dengan harapan menjadi tonggak pelestarian pusaka di Asia. “Asia Heritage Network (AHN) memilih Karangasem sebagai tempat penyelenggaraan tahun ini, dengan harapan dapat menjadi tonggak apresiasi dan perhatian terhadap berbagai upaya pelestarian pusaka di Asia, menuju pengelolaannya dalam kota-kota pusaka yang melibatkan semua pihak pemangku kepentingan,” demikian kata Catrini Kubontubuh, Ketua BPPI di Karangasem, Senin (11/1). Dikatakannya, kegiatan ini diselenggarakan bekerja sama dengan berbagai pemangku kepentingan Pusaka Indonesia. Dalam hal ini BPPI bekerja sama dengan Nara Machizukuri Centre, sebuah organisasi pelestarian dari Jepang, untuk menyelenggarakan AHN di Karangasem pada 8-11 Januari 2016. Kegiatan itu mendapat dukungan “The Japan Foundation: The Citizen‟s Exchange Program for Asia” dan Pemerintah Kabupaten Karangasem.“BPPI adalah organisasi nirlaba yang anggotanya tersebar di seluruh Nusantara dan dunia, yang terdiri dari individu praktisi dan pemerhati lingkungan,” ucap Catrini. Menurut dia, sejak didirikan pada tahun 2013 oleh organisasi-organisasi pelestarian dari berbagai negara di Asia, kalangan akademisi dan praktisi pelestarian, maka jejaring AHN tahun 2016 ini menyelenggarakan simposium internasional. Kegiatan ini sebagai ajang pertemuan untuk berbagi pengalaman, tantangan dan cerita sukses dalam kegiatan pelestarian baik pusaka alam, budaya maupun saujana, khususnya di Asia. Kesadaran masyarakat tentang pelestarian pusaka sebagai sebuah kekayaan bernilai dari sebuah peradaban yang merupakan sumber kemakmuran dan kesejahteraan bersama, masih perlu ditingkatkan. “Dalam konteks itu, kegiatan AHN 2016 didukung oleh The Japan Foundation dan Pemerintah Kabupaten Karangasem, memberikan dukungan kepada aktivitas pelestarian kawasan bersejarah dan kota-kota pusaka di Asia sebagai tema kegiatan,” ujarnya. Kegiatan AHN 2016 dilaksanakan selama tiga hari diisi dengan kegiatan jelajah pusaka dan simposium, dihadiri oleh beragam organisasi pelestarian dari 13 negara dengan jumlah peserta 100 orang.

Amlapura (Antara Bali) - International Symposium for the Asia Heritage Network (AHN) 2016 telah resmi ditutup dengan pembacaan Deklarasi Karangasem yang dilakukan sejumlah perwakilan duta dari 13 negara yang mengikuti even ini.
Penutupan simposium berlangsung di gedung UKM Center di Amlapura pada Senin sore, di mana butir-butir Deklarasi Karangasem dibacakan oleh sejumlah perwakilan duta.Kepala Dinas Kebudayaan dan Pariwisata Kabupaten Karangasem Wayan Purwa yang menutup acara 68
simposium menyatakan hendaknya duta deklarasi jika menyebutkan deklarasi, otomatis akan teringat

Karangasem.
"Diharapkan ini bukan kedatangan pertama di Karangasem, melainkan ada kunjungan kedua, ketiga dan selanjutnya, mengingat baru sebagian dari destinasi pusaka yang dilihat para delegasi," katanya. Destinasi pusaka di Kabupaten Karangasem sangat beragam, seperti tempat diving terbaik berupa kapal selam Liberty di Tulamben, area rafting yang mempesona dan pura terbesar di Indonesia yakni Pura Besakih."Di Karangasem juga ada atraksi budaya yang tidak ditemukan di kabupaten lainnya di Bali. Sekali lagi semoga ketika duta-duta simposium menyebutkan deklarasi, maka akan mengingat Kabupaten Karangasem," ujarnya menambahkan.Sementara itu, duta 13 negara itu akhirnya mencapai kesepakatan dasar yang terangkum pada Deklarasi Karangasem, antara lain menyatakan: harus menghormati setiap identitas budaya dari masing-masing kelompok, dan mesti melihat warisan sebagai alat untuk mempersiapkan masa depan yang lebih baik.
Bunyi deklarasi lainnya adalah harus mengakui adanya ancaman yang muncul terhadap pelestarian warisan pusaka, terutama dampak perubahan iklim, terorisme, sosial dan bencana alam. Pentingnya membuat jaringan kuat diperlukan pula. Terkait dengan itu, maka perlu saling bergandengan tangan untuk menjaga dan melestarikan warisan dengan hati-hati, serius dan inovatif dalam menghadapi perubahan. Diperlukan juga menyambut kolaborasi multikultural dan internasional.
Simposium ini membuat sejumlah duta dari 13 negara saling bertukar ide dan pengalaman antara negara maju dan berkembang. Adapun duta dari 13 negara berasal dari Australia, Inggris, India, Malaysia, Myanmar, Jepang, Thailand, Kamboja, Taiwan, Amerika Serikat, Hongkong, Singapura, Indonesia, serta kalangan akademisi dari berbagai perguruan tinggi. Duta dari berbagai negara itu berbagi pandangan bahwa warisan pusaka adalah dasar yang sangat penting bagi perdamaian dan harmoni dunia. Warisan pusaka harus dikelola melalui pemahaman dan rasa hormat, termasuk yang berada pada posisi minoritas. Warisan budaya bisa mempromosikan perdamaian dan harmoni jika ada keadilan sosial dan ekonomi, tanpa adanya perlakuan diskriminasi.

EPILOGUE
This Asia Heritage Network (AHN) 2016 has been an important milestone for share, inspire and learn from each other in the way we support historic urban conservation activities among emerging countries in Asia. Through this international symposium, we may be able to strengthen our network in developing strategies for heritage conservation practices. Our historic urban conservation is now endangered, due to its contestation among economy, social, political and rapid new development which somehow neglect the importance of heritage conservation. Heritage is not just about the past, it is a tool to prepare for a better future. A public awareness campaign should be planned and implemented, so that joint efforts to save our heritage can be supported by government, private sector resources and community based participation. The Karangasem Declaration 2016 as the result of this international symposium had explored the strategies and best practices of the heritage conservation toward its sustainability in the future. Finally, I wish to thank againThe Nara Machizukuri Centre, The Japan Foundation and His Excellency Ida Bagus Arda, the Acting Regent of Karangasem for their generous support.
