ABSTRACT
Nowadays, since the era of globalization counts for every single region and country in the world, Southeast Asia became the new regional power within the Asian continent itself. Some ideologies also have strong influences for many countries in the Southeast Asia region especially liberalism and socialism. Those ideologies came to the Southeast Asia territory brought by European colonialism. The strong power from colonialism brought the ideology issues for the colony and made a strong impact into the future implications of those countries. Singapore and Philipines had the historical link from the colonialism issues for their life into these days. Both Singapore and Philipines had an experience from the colonialism itself, set from the history of socialism from the Uni Soviet and liberalism from The United States of America and United Kingdom. After so many decades, the power of colonialism developed into regime of Cold War and Post Cold War. Both era of colonialism and cold war for Singapore and Philipines have great significant effects for their styles and way for diplomacy and interactions. In this paper, some point of the historical brief from colonialism and cold war will be explained.

Pola Diplomasi dan Interaksi Politik Singapura dan Filipina Pada Era Perang Dingin
Asia Tenggara sebagai sebuah kawasan, memiliki beragam karakteristik yang berasal dari setiap negara didalamnya. Karakteristik tersebut lahir atas dasar pluralitas berbagai elemen yang terdapat didalam Asia Tenggara. Aspek politik, sosial, geografi dan budaya masing-masing memiliki keindahan tersendiri namun memiliki satu identitas bersama, yakni Asia Tenggara. Faktor sejarah memiliki peran penting yang menentukan dinamika serta perkembangan geopolitik Asia Tenggara. Kolonialisasi1 menjadi akar bagi perkembangan geopolitik tersebut. Hal ini diyakini memberikan sebuah ciri khas yang berbeda ditiap negara yang berada di Asia Tenggara, dalam artian bahwa konsep kolonialisme memberikan karakteristik tersendiri sesuai dengan negara koloni mana yang mengontrol dan mendominasi. Selanjutnya, pemahaman mengenai peta wilayah Asia Tenggara dan letak geografisnya juga dapat menghadirkan perspektif lain mengenai bagaimana batas antar negara menjadi salah satu hal yang memberikan warna tersendiri bagi Asia Tenggara. Kembali dengan menilik aspek sejarah; batas-batas pada masa kerajaan, kolonialisme hingga pra dan pasca perang dunia2, merupakan faktor determinan dalam dinamika kawasan Asia Tenggara. Hal tersebut berkaitan erat dengan bagaimana pengaruh kutub kekuatan dunia pada saat itu yakni Amerika Serikat dan Uni Soviet berusaha saling bersaing merebut perhatian Asia Tenggara. Dinamika pola perkembangan Asia Tenggara seakan semakin kuat terdikotomi akibat terseret3 dalam pusaran pertentangan kutub dunia pada masa perang dingin, yakni perselisihan antara paham ideologi liberalisme yang diwakili oleh Amerika Serikat dan komunisme yang diwakili oleh Uni Soviet. Kemenangan komunis di Tiongkok pada tahun 1949 juga memperkuat asumsi dari bahaya penyebaran paham komunisme di Asia Tenggara. 1

Pembentukan ideologi serta konsep politik sebuah negara di Asia Tenggara sangat berkaitan erat dan dipengaruhi oleh keterikatannya dengan salah satu kekuatan kutub dunia pada masa perang dingin. Sebagai contoh dapat dilihat pengaruh persemakmuran Inggris di Singapura dan Malaysia begitu terasa sehingga mempengaruhi pola politik dan diplomasinya di kawasan Asia Tenggara, juga pengaruh komunisme Tiongkok dan Uni Soviet yang mendominasi perkembangan politik dan pola diplomasi Vietnam. Periodisasi4 era perang dingin dapat dikatakan sebagai salah satu faktor paling berpengaruh dalam membawa perkembangan politik di kawasan Asia Tenggara. Pasca perang dingin pada era 1970an hingga 1990an, posisi strategis pola politik berkembang sangat pesat di setiap negara. Perkembangan tersebut meliputi berbagai aspek yang satu dengan yang lainnya berkaitan seperti efek domino. Aspek politis tersebut dalam perkembangannya tidak hanya bergerak mempengaruhi pola kebijakan domestik saja namun juga kebijakan luar negeri serta pola diplomasi sebuah negara. Menurut James Rosenau, ada tiga konsep atau komponen dalam kebijakan luar negeri yang dapat dianalisis secara terpisah: dimention of orientation (dimensi orientasi), dimension of commitment and action plan/strategy (dimensi komitmen dan rencana aksi/strategi), dimension of action or real behavior/implementasi (dimensi tindakan atau perilaku nyata/implementasi).5 Dalam dimensi orientasi, kebijakan luar negeri dapat dianggap sebagai kecenderungan dan prinsip-prinsip umum di belakang tindakan yang diambil oleh suatu negara tertentu dalam hubungan internasionalnya. Dimensi berikutnya adalah komitmen dan rencana aksi terkait dengan strategi, keputusan atau kebijakan untuk mendukung pencapaian tujuan. Komitmen dan rencana aksi biasanya dipublikasikan melalui pernyataan resmi, konferensi pers, dan diplomatic communique atau lebih dikenal dengan statement policy. Dimensi terakhir adalah kebijakan luar negeri sebagai tindakan atau perilaku nyata. Kebijakan luar negeri adalah pelaksanaan kegiatan dan tindakan nyata yang diambil oleh negara-negara untuk merespon kondisi eksternal dan situasi.6

Menurut Howard H. Lenter dalam bukunya Foreign Policy Analysis: a Comparative and Conceptual Approach, kebijakan luar negeri adalah tindakan yang melibatkan: 1) objective atau goal setting, 2) mobilisasi sarana atau sumber daya untuk mencapai tujuan tersebut dan 3) implementasi atau output aktual dari setiap usaha dan sumber daya yang dihabiskan dalam mencapai tujuan7. Ketiga hal tersebut merupakan aspek fundamental yang harus dipertimbangkan ketika memikirkan output. Goal atau objective setting untuk kebijakan luar negeri berkaitan erat dengan kepentingan nasional suatu negara. Kepentingan nasional dapat digunakan baik secara subjektif - sebagai dalih tindakan politik suatu negara, atau secara obyektif - sebagai acuan evaluasi untuk tujuan dan kebijakan negara itu.8 Praktek kebijakan luar negeri suatu negara erat dipengaruhi oleh kepentingan nasionalnya. Tidak mengherankan bahwa kepentingan nasional sering dipanggil sebagai kekuatan pendorong di belakang tindakan suatu negara, baik itu dalam negeri maupun di luar negeri. Dari kebijakan luar negeri inilah terbangun pola diplomasi dengan negara-negara lainnya. Tidak terkecuali pola diplomasi antara Singapura dan Filipina. Tentu kedua negara ini memiliki kepentingan nasionalnya masing-masing. Baik Singapura ataupun Filipina memiliki orientasi, strategi dan implementasi yang sama sekali berbeda, walapun kedua negara tersebut berada di kawasan regional yang sama.
Pola Diplomasi Singapura Secara garis besar, pola diplomasi Singapura dapat diringkas dalam tiga asumsi utama. Pertama, segala orientasi hubungan luar negeri Singapura berlandaskan kebutuhan sebuah negara kecil. Kedua, tujuan utama kebijakan luar negeri Singapura adalah untuk menjamin kelangsungan hidup berbangsa dan bernegaranya. Ketiga, logika Singapura ini mendukung pemahaman realis mengenai hubungan internasional serta mengedepankan pendekatan realpolitik untuk kebijakan luar negeri dan keamanan nasionalnya.9 Pandangan 7

realis ini bahkan sempat diartikulasikan oleh mantan menteri luar negeri Singapura, S. Dhanabalan: The international system comprises sovereign states each admitting to no authority to no authority except its own. International relations therefore resembles a Hobbesian state of nature, where each is pitted against all. In such a potentially ancarchic situation, order is the prime value. In international politics, as in the national politics, order is prior to justice, to morality, to economic properity, to any other value that you can think of simply because, in the absence of order, no other value can be realised. In the absence of order the life of states would be as in the life of men in the state of nature - "Nasty, Brutish and Short"10 Perang dingin telah mengubah hubungan internasional dunia dalam konteks politik, strategi, dan ekonomi, baik di tingkat sistemik ataupun regional. Pada era perang dingin, konsep interdependensi, dimana negara-negara saling berergantung satu dengan yang lainnya mempunyai dampak yang lebih besar dalam menunjukkan orientasi atau sikap, juga dalam menghalau

lain.

lembaga-lembaga
regional
dan
global
dalam
mempromosikan kerjasama dipandang sebagai sebuah dasar penting untuk tindakan kebijakan luar negeri. Hal ini juga berlaku untuk Singapura. Walaupun Singapura memandang dunia melalui kacamata pemahan realis, dalam sistem anarki internasional, kelangsungan hidup berbangsa bernegara serta keamanaan nasional menjadi prioritas. Namun begitu, bagi Singapura, pemahaman realis tetap menjadi fondasi para policy-makernya. Keputusan Singapura untuk merujuk pada konsep interdependensi juga berpengaruh pada vulnerabilitasnya baik dalam posisi geostrategis maupun historis. Lokasi Singapura sebagai negara kecil bermayoritas etnik Tiongkok berada sangat dekat dengan tetangganya yang beretnik Melayu. Hal ini membuat ketidaknyamanan yang besar bagi Singapura dikarenakan hubungan historisnya dengan Malaysia, juga saat itu sikap Konfrontasi yang diambil Indonesia. Vulnerabilitas menjadi tema sentral pada era dingin untuk Singapura. Dalam pidatonya tahun 1988, menteri luar negeri Singapura Wong Kan Seng mengatakan: the vulnerability of small states is a fact of life. Singapore's independent existence is today widely recognised. But to assure our basic security, we can never allow tests to our

soverignty and internal affairs, even when well-intentioned, to go unchallenged. Even today, we have had occasionally to remind other countries to leave us alone to be ourselves.11 Persaingan para super power dalam perang dingin memperparah kerentanan Singapura sebagai negara kecil. Namun “realisme politik internasional tidak hanya mengakui batas, namun juga mengakui peluang yang muncul.”12 Dengan demikian, Singapura tidak hanya mengakui tetapi juga memanfaatkan, bahkan mengekspolitasi, peluang di arena geopolitik dan ekonomi yang merupakan imbas perang dingin. Secara geopolitik, perang dingin ditandai oleh keseimbangan kekuasaan regional yang menguntungkan Singapura. Banyaknya
kekuatan
besar
eksternal
yang
terlibat
di
wilayah
Asia
Tenggara,
menyeimbangkan satu sama lainnya. Hal ini tidak hanya menjamin stabilitas regional, tetapi memungkinkan negara-negara kecil untuk bertahan hidup di ‘celah’ antara mereka. Perang dingin di Asia juga berkontribusi terhadap kemakmuran ekonomi Singapura. Keberhasilan Singapura dalam mengamankan aliran investasi asing dan akses ke pasar barat dibantu oleh kebijakan yang anti-komunis dan pro-barat. Dengan menyebut dirinya sebagai ‘global city’ – yaitu dengan cepat mengintegrasikan dirinya ke dalam pasar ekonomi internasional dan membuka diri ke perusahaan-perusahaan multinasional dari barat untuk berinvestasi, ketika pemikiran konvensional saat itu adalah bahwa perusahaan multinasional mengekspolitasi negara-negara dunia ketiga. Dinamika perkembangan Asia Tenggara di era perang dingin tidak terlepas dari peranan negara-negara persemakmuran Inggris yang memiliki andil yang cukup besar dalam menghadapi pengaruh ideologi kedua kutub. Posisi Singapura yang merupakan salah satu negara persemakmuran Inggris di kawasan Asia Tenggara berdampak kepada perspektif Amerika Serikat dan Uni Soviet dalam memandang negara Singapura itu sendiri. Posisi Singapura sebagai sebuah negara kota dengan kekuatan industri13 yang cukup besar pada masa kolonialisme hingga perang dingin, tidak terlepas dari bantuan serta pengaruh ekonomi dan politik Inggris sebagai ‘motherland’ dari negara persemakmuran. 11

Kekuatan wilayah Singapura yang relatif kecil dan tergolong sebagai negara kota, memberikan efek tersendiri bagi Singapura. Efek tersebut berkaitan dengan bagaimana Singapura mampu mengkoordinir wilayahnya sehingga pengaruh komunisme dari Uni Soviet tidak masuk secara kuat mengingat pola politik yang hadir di Singapura didominasi oleh corak Inggris14. Kemampuan Singapura dalam bidang ekonomi tersebut, memberikan efek domino bagi perkembangan pola politik dan interaksi diplomasinya. Kekuatan yang dimiliki oleh Singapura tadi, menjadi sebuah jembatan dengan dunia barat atau liberalisme dalam era perang dingin tersebut guna mencapai interaksi positif dibandingkan dengan komunisme yang datang dari Uni Soviet. Singapura lebih menitik beratkan kerjasama dengan dunia barat yang dilandasi oleh kebijakan ‘global city state’ yang menjadi dasar Singapura untuk berkembang. Kebijakan politik domestik Singapura juga dipengaruhi dengan kekuatan ekonominya sebagai tolak ukur utama pola interaksi Singapura. Politik domestik Singapura pada tahun 1959 berhasil menentukan seorang perdana menteri bernama Lee Kuan Yew yang berasal dari partai aksi rakyat atau People Action Party (PAP). Survival merupakan tema besar politik yang diadopsi oleh PAP untuk mebenarkan kebijakan domestik dan internasionalnya agar memobilisasi penduduk Singapura supaya lebih bekerja keras15. Kekuatan domestik tersebut menuntun Singapura bergerak kearah yang kuat baik dalam kondisi politik hingga ekonomi. Pola interaksi politik serta diplomasi Singapura setelah itu semakin menuju kearah penguatan hubungan dengan negara-negara barat yang berorientasikan kepada kekuatan ekonomi. Kekuatan ekonomi dilihat oleh Singapura sebagai sebuah benteng terhadap pengaruh komunisme yang dibawa oleh Uni Soviet di wilayah Asia Tenggara pada masa perang dingin. Konsentrasi diplomasi Singapura terlihat dalam wujud kerjasama ekonomi16 yang besar berupa perjanjian investasi dengan Amerika Serikat, Eropa dan Jepang sebagai usaha lanjutan Singapura memperkuat sektor ekonomi. Singapura ini tidak terlepas dari pemerintahan domestik Singapura yang didominasi oleh PAP. Dominasi kebijakan politik oleh salah satu partai terbesar di Singapura tersebut memberikan kebijakan yang absolut dengan efek berkelanjutan dalam pola interaksi diplomasi dan hubungan bilateral. Pola diplomasi Singapura serta aktornya, merupakan hasil dari bagaimana gejolak dan dinamika domestik berkembang di Singapura pada era perang dingin. Hal tersebut mengacu kepada kutub kekuatan pada masa perang dingin di Asia Tenggara. Singapura sebagai negara yang merupakan negara persemakmuran Inggris, berupaya untuk menghindari pengaruh komunisme yang dapat merubah situasi dan kondisi Singapura itu sendiri. Sehingga, pola interaksi dan diplomasi Singapura pada era perang dingin lebih berbentuk bilateral, bahkan berbentuk open economy dengan menamakan dirinya global city state dan cenderung memperkecil interaksi dengan negara negara yag terpengaruh oleh komunisme. Secara umum, perang dingin dan sistem internasional bipolar adalah periode yang relatif stabil untuk Singapura.
Pola Diplomasi Filipina Perkembangan wilayah Asia Tenggara dalam era perang dingin juga menyimpan beberapa karakteristik dari bentukan dominasi dan pendudukan negara negara barat pada masa sebelumnya. Di atas sudah dijelaskan mengenai bagaimana perkembangan Singapura dalam pola politik dan diplomasinya di era perang dingin, sebuah negara lain di Asia Tenggara juga menyimpan karakteristik lain dari hasil kolonialisasi dan pengaruh kekuatan Amerika Serikat di era perang dingin dalam wilayah Asia Tenggara. Filipina yang merupakan bekas jajahan atau hasil kolonialisasi Spanyol menyimpan karakteristik lain yang berbeda dengan Singapura. Corak geopolitik Filipina kental dengan nuansa latin yang dibawa oleh Spanyol sebagai negara pengkoloni Filipina dan juga Amerika Serikat yang menaruh pengaruhnya cukup besar disana. Pengaruh kolonialisme Spanyol di Filipina terasa cukup kental dengan dominasi ideologi dan agama katolik yang merupakan bawaan Spanyol yang terkenal dengan tiga tujuan kolonialisasinya yakni gold, glory dan gospel.

Pola akulturasi yang kuat menjelma menjadi sebuah dasar yang mengarahkan Filipina kepada sebuah kebijakan yang kental dengan nuansa barat. Hal tersebut tercermin dari bagaimana warna masyarakat cukup beragam di Filipina serta pola pemerintahannya juga seperti itu. Sementara itu, pola politik dan interaksi diplomasi di Filipina dipengaruhi 17 oleh sebuah kekuatan domestik yang berasal dari pebisnis lokal berdominasi serta pemegang sektor agrikultur turun temurun dari zaman kolonial. Elaborasi dari kedua unsur tersebut diyakini sebagai bentuk pola diplomasi yang mengantarkan Filipina kedalam posisi negara di Asia Tenggara yang cukup kuat bermitra dengan Amerika Serikat. Pada era perang dingin, meski Filipina sempat terpengaruhi oleh kekuatan komunisme yang datang dari Tiongkok dan Vietnam sebagai link di Asia, namun Filipina tetap memiliki dasar yang hadir melalui nilai nilai kuat kolonialisme yang menjadi dasar utama bagi Filipina untuk bernegara serta berpolitik dan berdiplomasi. Pada era Perang Dingin ini, sebanranya Filipina belom mempunyai banyak pengalaman dengan hubungan luar negeri. Ketika masa transisi, Filipina dari negara yang dikolonialisasi oleh Amerika Serikat menjadi sebuah negara merdeka, Amerika Serikat tetap memegang alih relasi diplomatik formal yang dimiliki oleh Filipina. Namun ketika perang dunia kedua berakhir, Filipina dipercaya untuk mengatur segala strategi hubungan luar negeri mereka sendiri. Dengan kemerdekaan politik yang baru ini pada tahun 1946, langkah pertama Manuel Roxa adalah untuk membuat Kementrian Luar Negeri dan membuat kebijakan luar negerinya sendiri. Kebijakan luar negeri Filipina didasari empat pilar : 1. Commitment to the United Nations 2. Continues ties with the United States of America 3. Maintenance of friendly relaions with our neighbours 4. Devotion to world peace18

Pola pemerintahan Roxa ini memprioritaskan hubungan erat dengan Amerika Serikat, walaupun Filipina juga cepat membangun hubungan diplomatik dengan Tiongkok, Spanyol, dan Inggris. Dalam pidato-pidato hubungan luar negerinya, Roxa menitikberatkan pada hubungan erat dengan Amerika Serikat sebagai platform kebijakan luar negeri utamanya. Tindakan Roxa ini memberikan warna kepada hubungan luar negeri Filipina untuk 10 tahun kedepan. Anggapan Roxa adalah dengan menjalin hubungan baik dengan Amerika Serikat, maka kemakmuran Amerika Serikat juga akan berdampak pada kemakmuran Filipina, dengan berharap pada bantuan-bantuan Amerika/American aid. Selain itu, negara-negara besar lainnya di dunia sedang berada dalam masa pemulihan setelah perang. Hubungan dengan Amerika Serikat ini lebih memprioritaskan kepada aspek keamanan dan militeristik serta kepentingan nasional kedua negara. Amerika Serikat melihat Filipina sebagai akses strategisnya kepada negara-negara di Asia Pasifik agar bisa memonitor dinamika yang terjadi juga membatasi penyebaran paham komunis, serta sebagai pangkalan militernya. Amerika Serikat melihat dirinya sebagai world policemen dan menanggung sendiri tanggung jawab mencegah penyebaran komunisme dan menjaga dunia yang demokratis. Pemerintahn

keputusan
penting
yang
dapat
mempengaruhi kursus sejarah diplomatik Filipina, diantaranya pembentukan ASEAN pada tahun 1967, pengiriman batalyon rekayasa untuk Vietnam Selatan dan perluasan hubungan Filipina-Asia, terutama dengan negara-negara sosialis.19 Ketika perang dingin, situasi di Asia tidak stabil. Asia Tenggara menjadi lahan bermain dua kekuatan dunia untuk unjuk ideologi. Untuk menanggapi dinamika yang terjadi inilah, kebijakan luar negeri Marcos harus bisa berkompromi: We seek a policy of mutual accommodation. We seek friendship with all countries of the world regardless of race, creed, ideology and social system, and we promote as much relations with them in all fields of activities. We establish friendly relations with all countries on the basis of mutual respect for each other’s national sovereignty, independence and territorial integrity, and the principle of non-interference in each other’s internal affairs. We seek to widen our relations with any country regardless of ideology to promote development and progress for mutual benefit, and the same time enhance our physical security. 19

Selanjutnya pembentukan ASEAN dan hubungan diplomatik Filipina dengan negaranegara komunis seperti Uni Soviet dan Republik Rakyat China dilakukan secara khusus karena penarikan bertahap pasukan Amerika dari semenanjung Indo-Cina. Renegosiasi basis Amerika itu juga merupakan hasil utama dari Doktrin Nixon. Hal ini menyebabkan Presiden Marcos mengakui pentingnya membangun hubungan diplomatik dengan negara-negara komunis, khususnya Uni Soviet dan Republik Rakyat Cina, untuk mencegah pengaruh kekuasaan tersebut di tanah Filipina. Selain itu, pembentukan hubungan diplomatik dengan negara-negara sosialis itu dipicu oleh realitas global dan pembangunan ekonomi Filipina. Presiden Ferdinand Marcos mengatakan: The establishment of diplomatic relations with Socialist countries was based on a hard-headed assessment of our national interest vis-à-vis the changing global situation. At the same time, it was intended to broaden the Philippines’ economic windows to the world in anticipation of the expiration of the Laurel-Langley Agreement with the United States on July 3, 1974. Selanjutnya, keterkaitan pemerintahan Filipina dengan kekuatan lokal yakni para pebisnis dan pegiat agrikultur, berkembang hingga mempengaruhi kebijakan-kebijakan domestik Filipina yang cenderung lebih menguntungkan pihak pihak tertentu. Hal tersebut dikatakan demikian20 karena, kekuatan politik dan ekonomi Filipina pada masa perang dingin dinilai kurang stabil, dan membutuhkan dukungan kuat yang berasal dari para pebisnis lokal tersebut. Interaksi yang dihasilkan tersebut, dijadikan sebagai sebuah komoditas oleh pihak asing untuk mencapai pola hubungan bilateral yang signifikan dengan Filipina. Pada masa perang dingin, Amerika Serikat merupakan negara yang paling besar dan senang untuk melakukan kerjasama21 ekonomi dengan Filipina. Hal tersebut berkaitan dengan kebijakan yang dimiliki Filipina terasa cukup baik membantu posisi Amerika Serikat sebagai partner kerjasama ekonomi juga merupakan gerbang Amerika Serikat kepada kawasan Asia Pasifik. Melalui kemerdekaan yang diraih Filipina pada tahun 1946, peluang untuk menciptakan pemerintahan yang berdemokrasi sangat lebar pada masa tersebut seiring 20

dengan adanya bantuan yang diberikan Amerika Serikat guna menjaga proses demokratisasi Filipina dari gangguan komunisme. Kemudian hal tersebut juga yang menjadi momen penentu mengapa pola diplomasi Filipina tergolong sangat baik dengan Amerika Serikat dan pola perkembangan politiknya cenderung berwarna barat. Pola demokratisasi yang dialami oleh Filipina tersebut, mendapatkan sebuah akses eksklusif dengan pengawasan dan penjagaan oleh Amerika Serikat. Lalu, hal tersebut menjadikan Filipina sebagai sebuah negara yang memiliki pengalaman demokrasi lebih baik dibanding22 negara lain di Asia Tenggara. Dengan adanya pengalaman tersebut pula, pola diplomasi Filipina seolah lebih menekankan kepada hubungan kerjasama yang bersifat jangka panjang dan mengikat.
Kesimpulan Kedua negara tersebut di Asia Tenggara memiliki sebuah warna tersendiri yang menjadi sebuah integrasi di wilayah Asia Tenggara. Kekuatan serta pengaruh dari pihak asing dimasa perang dingin sangatlah besar, hal tersebut ditambah dengan banyaknya negara negara di Asia Tenggara yang masih belum stabil kondisi domestiknya hingga masih berada dibawah kontrol kolonialisme. Bagi Singapura dan Filipina, pengaruh tersebut bergerak kepada bagaimana masa masa kolonial dahulu memberikan efek pada perkembangan diplomasi kedua negara tersebut dimasa perang dingin. Singapura sebagai sebuah negara yang berada didalam persemakmuran Inggris, memiliki sebuah ciri khas pola politik dimana nuansa Inggris hampir menjadi warna mayoritas yang menghiasi pola perpolitikan di Singapura. Sedangkan di Filipina, corak kolonialisme yang masih kuat dari Spanyol serta ditambah dengan kolonialisme model lain yang diberikan oleh Amerika Serikat memberikan sebuah poin akulturasi yang tercermin kedalam pola sosial, ekonomi, budaya dan politik.

Perbandingan pola diplomasi kedua negara ini terletak dari ketertarikan masing masing negara untuk menentukan kearah mana pola politik dan diplomasinya akan berjalan. Bagi Singapura, penguatan hubungan bilateral yang berorientasikan ekonomi menjadi prioritas utama terlebih hubungan tersebut dijalin dalam koridor persemakmuran dan negara negara yg dinilai sepaham. Sementara bagi Filipina, pola diplomasi antar negara diorientasikan kepada hubungan yang dibangun untuk jangka panjang dalam memperluas nilai nilai demokrasi sebagai sebuah indikasi kebebasan interaksi dan sebuah acuan bagaimana pola diplomasi tersebut akan berkembang.
