The project
AGILE: Advanced Governance of Information services through Legal Engineering About agility in public administration (PA)
Fast & flexible implementation of policy decisions
Prompt and useful feedback to policy makers
Flexibility in architecture & network arrangements
Project funding is related to innovations in serviceoriented architecture (SOA) Leibniz Center: legal knowledge management (KM), acquisition (KA), & engineering (KE)
Delft: Complex Adaptive Systems (CAS & MAS)
Service-oriented architecture
Service: a good that is produced and consumed at the same time – Usually in exchange for money – In IT usually information – Service providers and consumers – Service provision as opposed to hierarchical steering (with commands) – Inside vs. outside
“Market metaphor” for flexible solutions to resource allocation problems
Design perspectives towards the organization
External perspective: the organization as an agent or component Internal perspective: the organization as an environment or system 8
PA partners: the Immigration & Naturalization Service A fine example of the ambiguous nature of services Policy reacts to events worldwide
Horizontalization of residence permit monitoring enforced self-regulation by network partners o
Employers
o
Schools
o
family members
PA partners: the Tax & Customs Administration (DTCA) Yet another fine example of the ambiguous nature of services
Worldwide tax competition Horizontalization of financial transaction monitoring Network partners o bookkeeping software developers o employers o accountants o financial services providers
Innovative concepts in Agile
Policy & environment as design constraints & reasons for change: mapping the design space for agile implementation of public administration services Happy flow & hard cases (noncompliance, legal effects, cost effects) Agent role approach to the knowledge acquisition bottleneck in public administration Innovative concepts for MAS development Agent roles & problem solving cycle

Other developments Outlook
Status of the project
PhD theses – Legal aspect: Saskia (& successor Max) have left us
– CAS aspect: Yiwei gives a presentation
Staff issues – Replacement for Saskia starts after the summer (Italian) – Additional funds from IND to allow our new student to finish a PhD thesis
Progress of the project – No serious tool development yet – Serious gaming: only a small informal test – Yiwei: input for (comparative) case study
Status of the project
Publications & scientific impact – CS & Law, eGovernment Jurix, ICAIL, COMPLAW papers, JEDEM article
– Knowledge acquisition EKAW best problem analysis paper, AO article invitation
– Business Information Systems & Compliance LIT paper
– New research proposals MAS for policy analysis & serious gaming as a KA approach
Status of the project
Publications & scientific impact (2) – Egovernment (Delft) Measuring process agility (ICEGOV paper)
– Service-oriented architecture Mapping RIF to BDI rules (IJSSOE, LNCS papers)
Impact in society – Continued work with IND and Belastingdienst – New projects with other public administration partners

Summary of old results
Interfacing sources of law to rules & MetaLex Mapping business rules (RIF) to BDI (AgentSpeak/Jason) Layers of reality Layered generic problem solving model for administrative organizations
From sources of law to implementation in context
Source & metadata (MetaLex)
Model sentences & concepts (Automated parsing)
Business rules (RIF, SVBR)
Agent role (BDI rules)
