October 2011 Natural Disasters A 6.8-magnitude earthquake struck off the southwest coast of Bali Island on 13 October. It was felt most intensely in the Denpasar area as well as in several other areas in Bali, East Java and Lombok. No fatalities were recorded, although about 90 injuries were reported. A number of buildings including houses, hospitals, schools and temples, were damaged in Denpasar, Gianyar, Bangli, Badung, and Jembrana Districts. The district government, with support from provincial government and Indonesian Red Cross have responded to the emergency situation. Nineteen earthquakes measuring 5.0 or above on Richter scale (RS) occured across the country during October.
Bencana Alam Gempa berkekuatan 6.8 terjadi di lepas pantai barat Pulau Bali pada 13 Oktober. Getaran sangat dirasakan di daerah Denpasar serta di beberapa daerah lain di Bali, Jawa Timur dan Lombok. Tidak ada korban jiwa tercatat, meskipun sekitar 90 orang dilaporkan cedera. Sejumlah bangunan termasuk rumah, rumah sakit, sekolah dan kuil-kuil rusak di daerah Denpasar, Gianyar , Bangli, Badung, dan Kabupaten Jembrana. Pemerintah kabupaten, dengan dukungan dari pemerintah provinsi dan Palang Merah Indonesia telah merespon situasi darurat. 19 gempa bumi berskala 5.0 atau lebih terjadi di Indonesia selama bulan Oktober.
Several volcanoes increased their activities during October. Mount Marapi in West Sumatra erupted, spewing dark clouds up to 2,891 metres high. The Centre of Volcanology and Geological hazard Mitigation (PVMBG) raised the alert status of the volcano to level 2 (caution). Mount Lokon in North Sulawesi also erupted and spewed smoke up to 1,200 metres into the sky on 26 October. Increased activities were also recorded at Mount Anak Krakatau in Sunda Strait and Mount Papandayan in West Java. Their alert status however remained at level 3 (warning) 3. On the contrary, Mount Anak Ranakah in East Nusa Tenggara decreased its volcanic activity and PVMBG lowered the level of alert from 3 to level 2. Currently there are 4 volcanoes at alert level 3, including Papandayan, Karangetang, Lokon, and Anak Krakatau, and sixteen volcanoes at alert level 2.
Beberapa gunung berapi meningkat aktivitasnya selama bulan Oktober. Gunung Marapi di Sumatra Barat meletus, memuntahkan awan panas sampai dengan ketinggian 2,891 meter. Pusat Mitigasi Ancaman Vulkanologi dan Geologi menaikkan status gunung tersebut ke level 2 (waspada). Gunung Lokon di Sulawesi Utara juga meletus dan melontarkan awan sampai ketinggian 1200 meter pada 26 Oktober. Meningkatnya aktivitas juga terjadi pada Gunung Anak Krakatau di selat Sunda dan Gunung Papandayan di Jawa Barat. Namun status siaga mereka tetap pada level 3 (siaga). Sebaliknya, Anak Gunung Ranakah di Nusa Tenggara Timur mengalami penurunan aktivitas dan PVMBG menurunkan tingkat peringatan dari level 3 ke 2. Saat ini ada empat gurungapi berada pada level 3 termasuk Papandayan, Karangetang, dan Anak Krakatau serta 16 gunungapi pada level 2.
The Meteorology and Geophysics Agency (BMKG) reported that most parts of the country entered the rainy season in October, including Sumatra, Java, Kalimantan and Sulawesi, and the rest of the country will enter the rainy season in November. The peak of the rains is expected in January or February 2012.. During the month, heavy rains triggered floods and landslides in several areas of the country causing damages to properties and losses to lives. The worst flooding occured in Donggala District, Central Sulawesi on 17 October, killing three people.
Badan Metereologi dan Geofisika melaporkan bahwa sebagian besar wilayah Indonesia memasuki musim hujan di bulan Oktober, termasuk Sumatra, Jawa, Kalimantan dan Sulawesi, dan sebagian daerah akan memasuki musim hujan pada bulan November. Puncak curah hujan diperkirakan akan terjadi di bulan Januari atau Februari 2012. Selama bulan Oktober hujan deras menyebabkan banjir dan tanah longsor di beberapa area serta kerusakan harta benda dan kehilangan nyawa. Banjir terburuk terjadi di Kabupaten Donggala, Sulawesi Tengah pada tanggal 17 Oktober, menewaskan tiga orang.

Seven villages were inundated by the flood, two bridges were swept away, and around 500 houses were damaged. The district government has responded to the emergency situation. Flooding in Garut, West Java killed one person and injured five others. In Nagan Raya, Nanggroe Aceh Darussalam, heavy rain flooded 11 villages in the area. Further, flooding in Pondok Labu, South Jakarta on 30 October inundated houses and forced hundreds of families to take refuge on higher grounds. President of Indonesia asked the governor to address the flood problem in the city and to prevent the floods from spreading to wider areas. Jakarta governor announced plans to build a new dam in the area next year to overcome a chronic flood problem in Pondok Labu and its surrounding areas.
Tujuh desa terendam oleh banjir, dua jembatan hanyut, dan 500 rumah mengalami kerusakan. Pemerintah kabupaten telah merespon situasi darurat. Banjir di Garut, Jawa Barat telah menewaskan satu orang dan lima orang lainnya terluka. Di Nagan Raya, Nangroe Aceh Darussalam, hujan deras menyebabkan banjir di sebelas desa di area tersebut. Lebih lanjut, banjir di Pondok Labu, Jakarta Utara pada 30 Oktober membuat banyak rumah tergenang dan ratusan keluarga terpaksa mengungsi ke daerah yang lebih tinggi. Presiden Indonesia telah meminta Gubernur untuk mengatasi masalah banjir di kota dan untuk mencegah agar banjir tidak menyebar luas ke daerah lain. Gubernur Jakarta mengumumkan rencana mebangun bendungan baru di daerah tersebut tahun depan untuk mengatasi masalah banjir yang kronis di Pondok Labu dan sekitarnya.
Heavy rains also caused landslides in several areas in East Java including Magetan, Surabaya, and West Bangka Districts. Landslides occurred in Magetan killed four people and injured another two. According to local BPBD, forty one villages in 11 sub districts of Lebak District of Banten are at danger from the future potential landslides. Furthermore, whirlwinds caused damages to houses in several districts in Central, West and East Java, North and Southeast Sulawesi, and Kalimantan. No casualties were reported due to the whirlwinds.
Hujan deras juga menyebabkan tanah longsor di beberapa daerah di Jawa Timur termasuk Magetan, Surabaya dan Kabupaten Bangka Barat. Tanah longsor terjadi di Magetan dan menewaskan empat orang serta melukai 2 orang lainnya. Menurut BPBD setempat , 41 desa di 11 kecamatan di Kabupaten Banten berada dalam bahaya serta berpotensi terjadinya tanah longsor ke depannya. Selain itu, angin puyuh menyebabkan kerusakan rumah-rumah di beberapa kabupaten di Jawa Tengah, Jawa Barat dan Jawa Timur, Sulawesi Utara dan Sulawesi Tenggara, dan Kalimantan. Tidak ada kerusakan yang dilaporkan akibat angin puyuh tersebut.
With heavy rains communities living near rivers on the slopes of Mount Merapi are at risk of cold lava floods. Pabelan River overflowed and swept 2 bridges in Magelang District, Central Java following heavy rain on 23 October. No casualties were reported. National and provincial agencies for disaster management (BNPB/BPBD) are currently developing a contingency plan and early warning system for the cold lava flood. Government on the other hand has finalized the action plan for rehabilitation and reconstruction of areas affected by the cold lava following the last year’s eruption of Mount Merapi. The action plan also includes emergency preparedness for a possible cold lava flood during the rainy season.
Akibat curah hujan yang tinggi komunitas yang tinggal dekat sungai di lereng Gunung Merapi berisiko menghadapi banjir lahar dingin. Sungai Pabelan meluap dan menghanyutkan dua jembatan di Kabupaten Magelang, Jawa Tengah yang diikuti dengan hujan deras pada 23 Oktober 2011. Tidak ada kerusakan yang dilaporkan. BNPB/BPBD saat ini sedang mengembangkan rencana kontingensi dan system peringatan dini untuk banjir lava dingin. Di sisi lain pemerintah memfinalisasi rencana aksi untuk rehabilitasi dan rekonstruksi di daerah yang terkena lava dingin akibat letusan Gunung Merapi tahun lalu. Rencana aksi juga memuat kesiapsiagaan tanggap darurat terhadap kemungkinan banjir lava dingin selama musim hujan.

Disaster Preparedness and Risk Reduction (DRR) Mt. Merapi and Mentawai Islands disasters necessitated a review of the inter-Agency Contingency Plan, in particular scenarios, response capacities of clusters and government counterparts and level of preparedness. The CP focuses on key relationships, coordination mechanisms, standard operating procedures, roles and responsibilities, information gathering and sharing, and preparedness actions. A new scenario was introduced with incountry international assistance welcomed by the government. The updated CP is a product of extensive consultations with the humanitarian community, including Cluster Leads, government counterparts, NGOs, and Humanitarian Country Team. The objective of this CP is to contribute to strengthening emergency response systems by improving preparedness and working closely with the government. The challenge is to maintain an appropriate level of preparedness over time. Consequently, a comprehensive cluster preparedness plan will be developed, which after HCT endorsement will be presented, in conjuction with BNPB, to donors with funding requests.
Kesiapsiagaan Bencana dan Pengurangan Resiko (PRB) Rencana Kontinjensi Antar Lembaga atas bencana Gunung Merapi dan Kepulauan Mentawai memerlukan review dari inter – Agency Contingency Plan, pada skenario tertentu, kapasitas respon cluster dan mitra pemerintah serta tingkat kesiapsiagaan. Rencana kontingensi memfokuskan pada hubungan kunci, mekanisme koordinasi, dan prosedur operasi standar, peran dan tanggung jawab, pengumpulan dan penyebarluasan informasi, serta aksi kesiapsiagaan. Skenario baru bantuan internasional di dalam negeri yang telah dikenalkan disambut baik oleh pemerintah. Rencana Kontingensi terkini (CP) adalah sebuah hasil konsultasi yang ekstensif dengan komunitas kemanusiaan, termasuk pimpinan cluster (Cluster Leads), mitra pemerintah, LSM, dan Humanitarian Country Team (HCT – Tim Kemanusiaan Negara). Tujuan dari Rencana Kontingensi ini adalah untuk memberikan kontribusi untuk memperkuat sistem respon darurat dengan meningkatkan kesiapsiagaan dan bekerja erat bersama pemerintah. Tantangannya adalah untuk mempertahankan tingkat kesiapsiagaan yang sesuai dari waktu ke waktu. Oleh karena itu, rencana yang komprehensif mengenai kesiapan klaster akan dikembangkan, setelah mendapat persetujuan dari HCT dan disampaikan kepada donor bersama BNPB untuk mobilsasi dana dalam kaitannya dengan BNPB, donor dan permintaan dana.
The International Day for Disaster Reduction is marked annually on 13 October to celebrate and raise awareness about importance of reducing risks posed by natural disasters. This year the observance of the day took place within the framework of the ‘Step up for Disaster Risk Reduction’ campaign with the focus on engaging children and young people in disaster risk reduction as the group most affected by disasters each year. October is commemorated as the Disaster risk reduction month in Indonesia. On the occasion various events were conducted such as workshops on accountability of humanitarian aid management and the role of interfaith collaboration in disasters hosted by the Humanitarian Forum Indonesia, and a workshop on food security in emergencies organised by the Indonesian Society for Disaster Management. BNPB commemorated the DRR month by conducting various activities including discussions on risk mapping, and development of guidelines on logistics monitoring and evaluation.
Hari Internasional untuk Pengurangan Bencana ditandai setiap tahun pada tanggal 13 Oktober untuk merayakan dan meningkatkan kesadaran tentang pentingnya pengurangan risiko yang ditimbulkan oleh bencana alam. Tahun ini perayaan tersebut mengambil tema “ Meningkatkan Pengurangan Resiko Bencana” dengan focus pada anak-anak dan orang muda dalam pengurangan resiko bencana sebagai kelompok yang paling terkena dampak bencana setiap tahunnya. Oktober diperingati sebagai bulan Pengurangan Resiko Bencana di Indonesia. Pada kesempatan ini, berbagai acara dilakukan seperti lokakarya kolaborasi antar agama dalam bencana yang diselenggarakan oleh Forum Kemanusiaan Indonesia, dan lokakarya tentang ketahanan pangan dalam keadaan darurat diselenggarakan oleh Masyarakat Penanggulangan Bencana Indonesia. BNPB memperingati bulan PRB dengan melakukan berbagai kegiatan termasuk diskusi pada pemetaan resiko dan pengembangan pedoman tentang monitoring dan evaluasi logistik.

Monthly Humanitarian Update As part of the campaign, DRR Forum Yogyakarta organized children’s story writing and story telling competition on DRR. BNPB closed the DRR month on 31 October in Yogyakarta and announced the start of one-year preparations for the Asian Ministerial Conference on Disaster Risk Reduction to be held in the city in 2012.
