Bencana Alam
Lokon Volcano in North Sulawesi erupted on 17 July spewing ash as high as 3,500 metres into the air. The eruption was the largest since the volcano was placed on the highest alert level on 10 July. The local government declared emergency situation advising people to stay away from areas within a 3.5 km radius of the volcano. Over 5,000 people were evacuated and housed in temporary shelters. Following a decrease in volcanic activity on 24 July the Volcanology and Geological Disaster Mitigation Agency (PVMBG) lowered the alert status of the volcano, and the evacuees began to return to their villages. In addition, Soputan Volcano, another active volcano in North Sulawesi, has also shown increased activity in July. On 2 July an eruption occurred, with the volcano spewing ash and smoke clouds at 6,000 metres into the air. This caused damage to agricultural fields in three districts. No evacuation orders were given since the declared danger zone of 6.5 km radius surrounding the crater is uninhabited. Furthermore, on 9 July Gamalama Volcano in Northern Maluku also increased its activity but did not erupt. Residents were advised to stay away from the areas within a 2 km radius around the volcano.
Gunung Lokon di Sulawesi Utara meletus pada 17 Juli memuntahkan abu setinggi 3.500 meter ke udara. Letusan tersebut merupakan yang terbesar sejak gunung berapi itu ditempatkan pada tingkat siaga tertinggi pada 10 Juli. Pemerintah setempat menyatakan situasi darurat, menyarankan warga untuk menjauh dari lokasi dalam radius 3,5 km dari kawah gunung berapi. Lebih dari 5.000 orang dievakuasi dan diusingkan di tempat penampungan sementara. Menyusul penurunan aktivitas gunung berapi, pada tanggal 24 Juli Badan Bencana Vulkanologi dan Mitigasi Geologi (PVMBG) menurunkan status siaga gunung berapi, dan pengungsi mulai kembali ke desa mereka. Gunung berapi Soputan, salah satu gunung berapi lainnya yang aktif di Sulawesi Utara, juga telah menunjukkan peningkatan aktivitas pada bulan Juli. Pada 2 Juli terjadi letusan gunung berapi memuntahkan abu dan asap pada ketinggian 6.000 meter di udara, menyebabkan kerusakan lahan pertanian di tiga kabupaten. Tidak ada perintah evakuasi yang dilakukan dikarenakan warga tinggal di luar zona bahaya yang dinyatakan sejauh 6,5 radius km dari kawah. Selanjutnya, pada tanggal 9 Juli Gunung berapi Gamalama di Maluku Utara meningkatkan aktivitasnya tetapi tidak meletus. Warga disarankan untuk menjauh dari daerah di dalam radius 2 km di sekitar kawah gunung berapi.
Twenty four earthquakes measuring 5.0 or above on Richter scale (RS) occurred in Indonesia in July. No damages or casualties were reported. A local state of emergency for one month was declared following the June earthquake in Waropen District in Papua Province. The 6.5-magnitude earthquake caused two fatalities and damage to homes and public buildings with 4256 people affected. The local governments, with the support from the National Disaster Management Agency (BNPB), and the Indonesian Red Cross (PMI) have responded to the emergency through provision of food and non-food items, medical supplies, and building materials to the affected population.
Dua puluh empat gempa bumi berkekuatan 5.0 SR atau lebih terjadi di Indonesia selama bulan Juli. Tidak ada kerusakan atau korban meninggal yang dilaporkan. Status tanggap darurat selama sebulan dinyatakan dikarenakan gempa pada bulan Juni di Kabupaten Waropen, Provinsi Papua. Gempa berkekuatan 6.5 SR menyebabkan 2 korban jiwa dan kerusakan pada rumah dan bangunan umum. 4256 warga terkena dampaknya. Pemerintah lokal, dengan bantuan BNPB dan PMI telah melakukan kegiatan tanggap darurat melalui penyediaan barang makanan dan barang non makanan, persediaan medis dan bahan bangunan untuk warga yang terkena bencana.

Heavy rains caused landslides in Maluku, South Sumatra, West Java and East Java that killed twelve people and injured two others. No damage to houses or public buildings was reported. Search and rescue works were organized by local disaster management personnel, BASARNAS, police and military.
Hujan deras menyebabkan tanah longsor di Maluku, Sumatra Utara, Jawa Barat dan Jawa Timur yang menewaskan 12 orang dan 2 orang luka-luka. Dilaporkan tidak ada kerusakan pada rumah dan bangunan-bangunan umum. Pencarian dan penyelamatan dikoordinasi oleh personil Badan Nasional Penanggulangan Bencana Daerah (BPBD), Badan SAR Nasional (BASARNAS), polisi dan militer setempat.

BNPB has initiated a series of workshops, as part of its continued efforts to strengthen the institutional capacity for disaster management both at central and local level. The first phase of the BNPB Senior Management Workshop aimed at enhancing the competence and professionalism of BNPB’s high level authorities in disaster response and preparedness, took place on 28-30 July. The workshop covered the following topics: i) BNPB’s Role in Coordination; ii) Field Coordination; and iii) Media and Public Communication. The workshop was supported by facilitators from OCHA, UNDP, AusAid/AIFDR, USAID, and Maverick, a private company for media and public communication session. The second phase will be conducted on 10-13 August. The purpose of this Senior Management Workshop also is to review the role and function of BNPB in disaster management, discuss lessons learned and best practices of disaster management in Indonesia and elsewhere, develop a field operational handbook on emergency management, and provide the basis for developing training modules for national, provincial and municipality / district disaster management agency personnel. Over the next few months, similar workshops are planned for heads of BPBD, government disaster management agency at provincial and municipality / district levels.
BNPB telah mengadakan serangkaian lokakarya, sebagai bagian dari usaha berkelanjutan untuk menguatkan kapasitas kelembagaan untuk manajemen bencana pada tingkat pusat dan lokal. Tahap pertama Lokakarya Senior Manajemen Bencana bertujuan meningkatkan kompetensi dan profesionalitas otoritas tingkat tinggi BNPB dalam hal tanggap darurat dan kesiapsiagaan menghadapi bencana, yang diadakan pada tanggal 28-30 Juli. Lokakarya tersebut meliputi topik-topik berikut ini : i) Peran BNPB dalam Koordinasi; ii) Koordinasi Lapangan; dan iii)Media dan Komunikasi Publik. Lokakarya tersebut didukung oleh fasilitator-fasilitator dari OCHA, UNDP, AusAID/AIFDR, USAID, dan Maverick, perusahaan swasta untuk sesi media dan komunikasi masyarakat. Tahap kedua akan dilaksanakan pada tanggal 10-13 Agustus. Tujuan dari lokakarya bagi pihak manajemen senior ini juga untuk mengulas peran dan fungsi BNPB dalam manajemen bencana, mendiskusikan pembelajaran dan praktik-praktik terbaik dalam hal manajemen bencana di Indonesia dan tempat lainnya, mengembangkan sebuah buku operasional lapangan untuk manajemen tanggap darurat dan menyiapkan dasar untuk pengembangan modul-modul pelatihan bagi staff badan penanggulangan bencana di tingkat nasional, provinsi dan kotamadya / kabupaten. Selama beberapa bulan ke depan, workshop-workshop serupa telah direncanakan bagi para Kepala BPBD, badan penanggulangan bencana daerah, di tingkat provinsi dan kotamadya / kabupaten.

The Government of Indonesia (GoI) continues to focus on consolidating its efforts on mainstreaming disaster risk reduction into their policies and processes. Indonesia reviewed the implementation of the Hyogo Framework for Action earlier this year. A progress report published in April, reflects successes by the GoI in strengthening the capacity of the country to prepare for and respond to disasters, while at the same time highlighting challenges of disaster risk management. Further, on 21 July, BNPB hosted the launching of the UNISDR 2011 Global Assessment Report on Disaster Risk Reduction (GAR) - Revealing Risk, Redefining Development. GAR suggests the need for a new risk governance paradigm based on reformed institutional and legislative arrangements in central government, a realistic approach to decentralization, and strengthening accountability and local participation.
Pemerintah Indonesia melanjutkan fokus kegiatan mengkonsolisasi usaha-usaha untuk mengarusutamakan pengurangan risiko bencana ke dalam proses dan kebijakan-kebijakan yang ada. Pemerintah Indonesia telah melakukan review atas pelaksanaan Kerangka Aksi Hyogo pada awal tahun ini. Sebuah laporan telah dipublikasikan di bulan April, merefleksikan kesuksesan-kesuksesan yang telah dicapai oleh pemerintah Indonesia dalam memperkuat kapasitas negeri untuk persiapan dan pelaksanaan tanggap darurat bencana, pada saat yang sama menyoroti tantangan-tantangan manajemen resiko bencana. Lebih lanjut lagi, pada 21 Juli, BNPB mengadakan peluncuran Laporan Kajian Global atau Global Assessment Report (GAR) atas Pengurangan Risiko Bencana UN ISDR 2011 – Mengungkapkan Risiko dan Mendefinisikan ulang Pembangunan. GAR melaporkan kebutuhan paradgima risiko kepemerintahan berdasarkan pengaturan institusi dan legislative yang telah direformasi di pemerintah pusat, pendekatan realistis ke arah desentralisasi, dan penguatan akuntabilitas dan partisipasi lokal.
OCHA with the Climate Change and Disaster Management Institution of Nahdlatul Ulama (LPBI NU) and Islamic Relief Indonesia launched the “Preliminary Study on the Potential of Role of the Mosque in Disaster Situations in Indonesia” on 18 July. The study explores the role of the mosque in disaster response and its significant potential to contribute to disaster risk reduction and enhance communities’ resilience to disasters. It is largely based on case studies from the 2009 earthquakes in West Java and West Sumatra. With an increased number of disasters occurring in the country, this study and its recommendations are expected to be a useful resource for planning and implementation purposes among humanitarian actors. The study will also be a valuable ‘lessons learned’ for sharing with other disaster-prone countries with similar backgrounds as Indonesia.
OCHA bersama dengan Perubahan Iklim dan Bencana Manajemen Lembaga Nahdlatul Ulama (NU LPBI) dan Islamic Relief Indonesia meluncurkan buku “ Studi Awal Mengenai Potensi Peran Masjid Dalam Situasi Bencana di Indonesia” pada tanggal 18 July 2011. Studi ini mengeksplorasi peranan mesjid dalam tanggap bencana dan potensinya yang signifikan untuk berkontribusi dalam pengurangan resiko bencana dan meningkatkan ketahanan masyarakat dalam menghadapi bencana. Studi ini sebagian besar didasarkan pada gempa bumi yang terjadi di Jawa Barat dan Sumatera Barat pada tahun 2009 yang dijadikan sebagai studi kasus. Dengan peningkatan jumlah bencana yang terjadi di negeri ini, studi ini dan rekomendasi-rekomendasinya diharapkan untuk dapat menjadi sumber yang bermanfaat dalam perencanaan dan pelaksanaan diantara para pelaku kegiatan kemanusiaan. Studi ini juga bermanfaat sebagai “Hasil Pembelajaran” untuk berbagi dengan negara – negara rawan bencana yang memiliki latar belakang yang sama dengan Indonesia.

Monthly Humanitarian Update The Directorate General for Middle Education of the Ministry of National Education conducted a training on 27-30 July for its Disaster Response Task Forces. This Emergency Preparedness and Response Training targeted teachers and personnel of the Provincial Office of Education (PoE) from 22 provinces. The purpose of the training was to socialise the guideline on disaster management in Middle Education developed in May with the support of CDE (Consortium for Disaster Education), and the Standard Operating Procedures for the Disaster Response Task Forces. Some of the recommendations include: the Ministry of National Education should agree on rapid response tools, and teachers need further training specifically on first aid, psychosocial services, and database management.

Direktorat Jenderal Pendidikan Menengah dari Kementrian Pendidikan Nasional melakukan pelatihan pada 27-30 Juli untuk Satuan Tugas Tanggap Daruratnya. Pelatihan kesiapsiagaan tanggap darurat ini menargetkan para guru dan personil dari Dinas Pendidikan tingkat Provinsi dari 22 Provinsi. Tujuan pelatihan tersebut adalah untuk melakukan sosialisasi Petunjuk Penanggulangan Bencana dalam Pendidikan Menengah yang telah dikembangkan pada bulan Mei dengan didukung oleh Konsorsium Pendidikan Bencana, dan Prosedur Operasional Standar untuk Satuan Tugas Tanggap Darurat. Beberapa rekomendasi dalam pelatihan tersebut antara lain adalah: Kementrian Pendidikan Nasional menyetujui alat-alat tanggap darurat, dan para guru membutuhkan pelatihan lanjutan, khususnya pelatihan tentang pertolongan pertama, layanan psykososial, dan pengelolaan database. Heavy rain caused landslides in Kembahang Lama Village, Talang Padang Sub District, Empat Lawang District, South Sumatera Province. The landslides killed 4 children, injured 2 others and caused no damages to houses or public buildings.
