Verslag verkiezingen Kenia door EUverkiezingswaarnemer, Eerste Kamerlid van de SP, én NVAS-lid Eric Smaling
Over the past 28 years, I have been travelling to Kenya, as an innocent student, a researcher and as a development practitioner. On December 20, 2007, I went to Kenya again, this time wearing the hat of an EU Election Observer. I belonged to a group of ‘short-term’ observers, who after receiving a number of briefings in Nairobi, were mainly hired to follow the events on Election Day itself. To that effect, we were dispatched over the country, and worked in teams of two observers per constituency. I ended up in Kisii, in the southwest, 100 km or so from ‘Odinga-capital’ Kisumu. Election day was 27 December. Kenyans had to vote three times: for the president, for the Member of Parliament representing their constituency, and for the local political leadership. In the newspapers and in the streets, it was clear that a tight battle could be expected as to the presidential candidates. Irrespective of the final and tragic outcome of these elections, a close finish was expected anyway. On Election Day itself, there was a good atmosphere almost everywhere in the constituency we dealt with. Fabienne, a colleague from Luxemburg and I visited 15
polling stations (out of a total of 140), and selected 1 to follow the counting procedure. The voting took place mainly in small classrooms, where 5 officials all had different duties. Also, agents from all political parties were allowed to be present throughout the day. Old and illiterate people were at times ‘helped’, but in most cases with good intentions. There was no real alternative anyway. The counting took almost 10 grueling hours, during which the presiding officer of the polling station was given a hard time by all the party agents. Nonetheless, the process (in our polling station) was quite transparent. By 5 a.m., we escorted the presiding officer and the party agents that were still fit enough to the so-called ‘tally centre’, the headquarters of the constituency. This is where the totals for the 140 polling stations are put together. Presiding officers were queuing with their results, handing them in to a guy behind a laptop, who transmitted the data into an Excel sheet. The place was relatively chaotic, with scores of officials filling many different forms. By 10 a.m., we left the place as we had to report back in Kisii, where 4 more teams like ours were based. As only 20% of the votes had been counted by then, passing through one laptop managed by one single non-supervised person, we actually left the process at a time when observation was needed more than anywhere else in the process. A similar crucial phase in the process, later on, is when constituency totals are added up in Nairobi. Towards the end of this exercise on 30 December, the chief EU Election Observer as well as the media were denied access to the counting room. On December 29, we departed from Kisii but already had serious troubles reaching Kisumu airport. The counting in Nairobi had stopped, reportedly because of a power failure. Immediately afterwards, Kisumu burned and roadblocks all around town testified to the unhappiness of opposition allies, who felt betrayed by rulers

who do not want to quit. We managed to reach the airport, only after intervention of a parliamentarian of the Kisumu area. The whole short-term observers group left the country on December 30, shortly before the head of the Election Committee announced the final result. Within an hour, Mwai Kibaki had been sworn in again at State House. We know what happened since. The current stalemate is very bad for Kenya, for the region, and for Africa as a whole. Because once again, one of the leading African countries has failed to hold free and fair elections. Particularly young people, first time voters in their twenties, do not buy this anymore. Interdisciplinary Conference African Children in Focus: A Paradigm Shift in Methodology and Theory? 18 & 19 September 2008, Leiden, Netherlands From the late 1990’s onwards, the research of children and childhoods has gradually become a topic of study in the social sciences. Children have increasingly come into the limelight as culture makers and not just as extensions to the study of adults. At the same time, African children have remained in the margins of such studies despite the fact that over forty percent of Africans are under the age of fifteen. African children are commonly depicted as victims of war, poverty and illness. This conference aims to provide a platform for qualitative studies on African children, paying attention to children’s own perspectives, agencies and interdependencies. The conference query centralises around methodological approaches and theories and wishes to initiate discussions on the following questions:

Recensie proefschrift ‘Ask and you shall be given’: Pentecostalism and the economic crisis in Cameroon Ask and you shall be given: Pentecostalism and the economic crisis in Cameroon Robert Mbe Akoko Proefschrift Universiteit Leiden, 2007 Reviewed by Bruno C.Fon Pentecostals proclaim a gospel that is in many ways pragmatic, addressing practical needs like poverty, unemployment, sorcery, sickness and evil spirits. Due to the flexibility inherent in Pentecostalism, there is always the attempt at addressing these problems within the contexts of each society. From its beginnings from the U.S to the rest of the world, the hitherto “unacceptable” gospel of prosperity has made tremendous strides in Latin America and Africa. Fundamental to Pentecostalism, its growth and the doctrinal transformation from asceticism to accumulation are its structures. Hollenweger provides a good list of these: narrative theology, oral liturgy and witness, reconciliatory and participant community, the inclusion of visions and dreams in worship, and understanding the relationship between body, mind and spirit. The economic crisis in Cameroon setting in the late 80s and early 90s brought with it hardship, poverty and the near dislocation of the society. Seen in its totality, economic deprivation and lack would be key determining factors for initiative and innovation. When this is related to religion, this takes dimensions that define the way people live and affect their worldview in several ways. Robert Akoko’s work, examining this religious movement in the Cameroonian context provides an excellent analysis in which he not only examines its presence in Cameroon from the 90s but also the extent to which Pentecostalism as a faith group developed in
the country. The move from asceticism to accumulation has been slow and was accentuated by the economic crisis of which several factors prompted many of the church groups to adopt it. Seen in the perspectives of the Full Gospel Mission, a Pentecostal group that from its beginnings in Cameroon focused on the ascetic aspects of the Gospel to its gradual move to adopting the Gospel of prosperity, Akoko provides not only the economic influence this is having but also the political dimensions of this change. In approaching the issue at stake, Akoko’s research focused on responding to four key questions: (a) What answer has Pentecostalism provided to the material predicaments of Cameroonians? (b) What accounts for the proliferation of Pentecostal groupings and why is there continuous defection of members of the mainline churches to such Pentecostal groups in the country? (c) What factors can account for the increasing pentecostalization of the mainline churches? (d) How do the Pentecostal churches relate to the democratization impasse in Cameroon? In responding to the key research questions, four major subjects constituted the research data: Pentecostalism as a religious movement, the economic crisis in Cameroon, pentecostalization of mainline Christian churches and the democratization process in Cameroon. In five separate studies, the author used triangulation consisting of a variety of research methods: interviews, participant observation, newspaper sources, government documents and historical sources. made the move from asceticism to accumulation but more importantly how they viewed, or participated in, the political and democratization processes. Examined in six chapters, the first part examined some key research works on the rise of Pentecostalism on the African continent and the effect they have had on the political process. Studies by Maxwell on Zimbabwe, Gifford on Zambia, Marshall-Fratani on Nigeria and Van Dijk on Ghana, according to the author, reach different conclusions on the role Pentecostals play in this regard. In many countries, Pentecostals tend to ignore the political process or at best neutral. In Cameroon and in contrast to the Pentecostals, the mainline Christian churches are very much involved in the political debates. Furthermore, the author draws attention to the fact that many people are drawn to the prosperity Gospel as solutions to their problems in a time of economic deprivation. With promise of wealth and health, it is a message attractive to many. The case studies of the mainline Pentecostal church - Full Gospel Mission and the mainline Christian church - Presbyterian Church provide good glimpses on the move from asceticism to accumulation on the part of the mainline Pentecostal church as well as on the increasing Pentecostalization of the mainline Christian churches. Two key factors seemed to have aided this process of Pentecostalization of the mainline Christian churches – the influence of Nigerian Pentecostalization especially in the western part of Cameroon and the increasing healthcare costs.
Cameroon at the start of the economic crisis indicates that the mainline Christian churches usually react in three stages at attempts in adopting Pentecostal practices: hostility, apologetics and adaptation. In conclusion though, there are several views on the impact Pentecostalism has had in Cameroon during the economic crisis. A positive impact is the hope it provides to its members. Seen in the perspective of Akoko’s work, the Pentecostal churches that have adopted the gospel of accumulation seek to resolve basic economic and spiritual problems while the mainline Christian churches such as the Roman Catholic Church seek to resolve political and spiritual problems.

Op 16 juni 2007, National Youth Day in ZuidAfrika, is in de aanwezigheid van Aartsbisschop emeritus Desmond Tutu zelf, een leerstoel in zijn naam aan de VU geïnstalleerd: de ‘VU University Amsterdam Desmond Tutu Chair on Youth, Sports and Reconciliation’. De positie is inmiddels geadverteerd;
Verbruggen en de decaan van de Faculteit Sociale Wetenschappen, Prof. Dr. Bert Klandermans. Daarnaast was in het kader van de Desmond Tutu Leerstoel tevens de decaan van de Faculteit Bewegingswetenschappen, Prof. Dr. Peter Beek, meegevraagd. SAVUSA (South Africa – Vrije Universiteit – Strategic Alliances) heeft het bezoek georganiseerd. Naast de partnerinstellingen is ook een bezoek gebracht aan de Nederlandse ambassade en de National Research Foundation (NRF); De DPRN zuidelijk Afrika wordt dit jaar gehouden op 13 december a.s.. Het thema voor de bijeenkomst is dit keer Development and Governance Tijdens deze DPRN bijeenkomst zullen papers worden bediscussieerd die geschreven zijn door twee reeksen van combinaties van auteurs uit de beleidshoek, uitvoerenden (= ‘practitioners’) en academici. De bedoeling is dat naar aanleiding van de bijeenkomst volgend jaar een bundel van deze papers wordt gepubliceerd als tastbare uitkomst van de reeks van drie DPRN bijeenkomsten zuidelijk Afrika van de afgelopen drie jaar. De bijeenkomst wordt georganiseerd door SAVUSA en SANPAD; SAVUSA beoogt met name academische samenwerking tussen Nederlandse en ZuidAfrikaanse wetenschappers te stimuleren middels wetenschappelijk publiceren. Van 9 tot en met 15 november heeft een bestuursdelegatie van de VU een bezoek aan haar partnerinstellingen in Zuid-Afrika gebracht. De partners van de VU in ZuidAfrika zijn (in alfabetische volgorde): North West University, Stellenbosch University, University of Johannesburg, University of KwaZulu Natal, University of Pretoria en de University of South Africa. Het bezoek stond in het teken van de Desmond Tutu Leerstoel. De delegatie bestond uit de voorzitter van het College van Bestuur, Drs. Van musketten tot mobieltjes De geschiedschrijving van kolonialisme, klassenstrijd en exploitatie laat weinig ruimte voor individuele keuzes. Onderzoekers prof.dr. Robert Ross en dr. Jan-Bart Gewald willen bekijken hoe mensen in CentraalAfrikaanse samenlevingen technologische producten zien, gebruiken en opnemen. Voor hun onderzoeksvoorstel dat zes afzonderlijke deelstudies omvat, krijgen ze een subsidie van een half miljoen euro in het kader van de Vrije Competitie Geesteswetenschappen van de Nederlandse Organisatie voor Wetenschappelijk Onderzoek (NWO). Ze gaan een geschiedenis schrijven waarin menselijk handelen centraal staat.
De onderzoekers willen dan ook het verhaal van de arbeidsmigratie naar de kopermijnen in het grensgebied van Zambia, Malawi en Kongo, die vanaf het begin van de twintigste eeuw op gang kwam, vertellen vanuit het perspectief van de Afrikanen zelf. Het thema is nu weer erg actueel. Gewald: ‘De eens zo welvarende (consumptie)maatschappij in Zambia zakte vanaf de jaren tachtig volledig in als gevolg van de dalende koperprijzen. Maar nu met de grote vraag naar koper vanuit China, bloeien de mijnen weer op en daarmee de welvaart en consumptie.’ De verschillende onderzoeken moeten leiden tot een aantal artikelen over de afzonderlijke onderzoeken. Daarnaast verzorgt Robert Ross ook een overkoepelende publicatie waarin hij de deelonderzoeken samenbrengt.

Het perspectief van de Afrikanen ‘Voor Europa en Zuid-Afrika zijn de sociale en culturele consequenties van de introductie van technologische producten minutieus beschreven’, vertelt Ross. Voor CentraalAfrika, met name Kongo en Zambia, ligt dat heel anders. Gewald: ‘Die regio is steeds benaderd vanuit het perspectief van de sociaal antropoloog, voor wie de geschiedenis nauwelijks een rol speelt, of van de materialistische historicus die eigenlijk alleen kijkt naar de structurele tegenstelling tussen arbeid en kapitaal.’

Nieuwsbrief Zuiderburen Op de website van NVAS staat de nieuwsbrief van de Belgische Vereniging van Afrikanisten (BVA). In de toekomst zal NVAS nog meer aandacht besteden aan de belangrijkste ontwikkelingen bij onze zuiderburen. AEGIS Leipzig Call The members of AEGIS are organizing a biannual European Conference on African Studies (ECAS). The third conference will be hosted by the Institute of African Studies of the University of Leipzig on 4 to 7 June 2009. The overall theme of ECAS 3 is “Respacing Africa”. The AEGIS Steering Committee encourages scholars and students interested in African Studies to participate in this conference. AEGIS was founded in 1991 as a network of European Centres of African Studies. It is a network of university and non-university African Studies centres based in Europe. It aims to create synergies between experts and institutions. With primary emphasis on Social Sciences and Humanities, AEGIS' main goal is to improve understanding about contemporary African societies. AEGIS current membership is Barcelona, Basel, Bayreuth, Bordeaux,
Copenhagen, Edinburgh, Göteborg, Hamburg, Leiden, Leipzig, Lisbon, London, Mainz, Naples, Oxford, Paris, Porto, Trondheim and Uppsala. For further details see http://www.aegis-eu.org. The conference is open to all disciplines and methodological approaches representing the Social Sciences and Humanities. However, at the same time the Steering Committee is strongly inviting panel proposals which look into the rescaling and re-shaping of Africa through the various references which are being – or have been – made to the spatial dimensions of human action (social, symbolic, imagined or otherwise). This includes processes of globalisation, regionalisation, transnationalisation, renationalisation etc. – at all levels and across time. Panels are expected to consist of four papers, with a chair and a discussant. Larger panels may be accommodated over more than one session. At this stage the Steering Committee invites potential panel organisers to provide a title and some of the names of participants to be considered for inclusion in the programme. A 50 word abstract and 250 word description should be included. The official conference language is English (contributions in any EU language are possible, but there will be no translation services offered, except for key note speeches). Films over Kindsoldaten Door Tiny Kraan

In de filmcollectie van het ASC bevindt zich een zevental films waarin kindsoldaten een belangrijke hoofd- of bijrol vervullen.
Twee films spelen in Sierra Leone, waar tussen 1990 en 2000 een bloedige burgeroorlog plaats vond, voor een belangrijk deel gefinancierd door de smokkel van diamanten. Een is de documentaire Return to Freetown (2003) van de bekende filmmaker Sorious Samura. Deze filmmaker heeft uitgebreid door Sierra Leone gereisd en gefilmd en tijdens één van zijn tochten heeft hij drie kindsoldaten weten te bevrijden. Deze brengt hij nu één voor één naar huis. Ook zij vertellen over hun afschuwelijke ervaringen in het leger. De filmt toont ook hoe moeilijk, en in één geval zelfs onmogelijk, de hereniging met de familie is. Voor het grote (bioscoop)publiek is Blood Diamonds (2002) van Greg Campbell de bekendste uit deze reeks. In deze speelfilm komt het verschijnsel kindsoldaten slechts zijdelings naar voren (de zoon van één van de hoofdrolspelers is na een roofoverval meegenomen door de rebellen en zit nu in hun leger), maar de film geeft wel een goed beeld van de politieke en economische context waarin het verschijnsel zich voordoet.
Kinderen zijn voor rebellen perfecte soldaten: gemakkelijk te intimideren, gehoorzaam en goedkoop Vaak moeten zij de meest gruwelijke handelingen verrichten in opdracht van ´de leiding´. Zij vormen de voorpost bij het binnenvallen van dorpen en krijgen de opdracht willekeurig mensen te vermoorden. Meisjes worden gebruikt als sekslavinnen en voor het ´huishouden´. Uit een Amerikaans rapport uit 2007 blijkt dat wereldwijd 25 landen zich schuldig maken aan het gebruik van kindsoldaten. Bij de ´top vier´ behoren Oeganda en de Democratische Republiek Congo. Drie films spelen in noord-Oeganda en gaan over kinderen die gekidnapt werden door Joseph Kony´s Leger van de Heer. Sinds 1990 zijn daar meer dan 12.000 kinderen gestolen en gedwongen te vechten in het leger. De oudste, uit 1998 daterende film is Soldier Child van Neil Abrahamson. In deze documentaire ligt de nadruk op de reïntegratie van een aantal kindsoldaten dat heeft weten te ontsnappen. Gestolen kinderen (2004) van Ida Kniep is een documentaire waarin een rehabilitatiecentrum van World Vision in een dorp in het noorden van Oeganda een centrale rol speelt. Gevluchte of door het Oegandese regeringsleger bevrijde kinderen krijgen hier medische en psychische hulp. Ook de documentaire Lost Children (2004) van Olivier Stoltz en Ali Samadi Amadi gaat over de resocialisatie van vier ontsnapte kinderen uit het leger. Zij vertellen uitgebreid over de gruweldaden die ze zelf moesten
Tenslotte Liberia, an Uncivil War (2005) geeft een beeld van de (tweede) burgeroorlog, waar Liberia in het begin van deze eeuw mee te maken kreeg. De documentaire speelt in 2003, toen van de twee makers van de documentaire regisseur Jonathan Stack in Monrovia zat op het moment dat rebellen de stad naderden en oorlogsverslaggever James Brabazon met dit rebellenleger, de LURD (Liberians United for Liberation and Democracy) optrok richting Monrovia. Dit leger bestond voor het grootste gedeelte uit kinderen.

Op de wissel Prof. Dr. Marlene van Niekerk is per 1 november 2007 benoemd tot hoogleraar op de Africa Chair in de faculteit Geesteswetenschappen aan de UU, met als leeropdracht De positie van de roman en de romanschrijver in postapartheid Zuidelijk Afrika. Op 15 januari 2008 om 16:15 uur hield zij haar oratie, getiteld: The Fellow Traveler (A True Story). Keniaans eredoctoraat voor Professor Ton Dietz. De verlening van het eredoctoraat was onderdeel van een massale Graduation Day, waarbij iedereen die het afgelopen jaar is afgestudeerd aan een van de vele Scholen van de Moi Universiteit zijn of haar diploma kreeg: 16 DPhil kandidaten, meer dan 300 Master's studenten en meer dan drieduizend Bachelor's studenten. Professor Dietz kreeg de kans om die menigte toe te spreken en hij gebruikte de recente successen van hardloopster Lornah Kiplagat om aan te geven dat Nederlands-Keniaanse samenwerking tot wereldprestaties kan leiden. Professor Dietz en zijn vrouw Annemieke van Haastrecht (ook hecht verbonden met de vele Kenia-activiteiten van de geografen van de UvA) werden tot ‘elders' benoemd van de Keiyo gemeenschap. De avond daarvoor was dat ook al gebeurd door de Pokot gemeenschap. Bij het voorlezen van de ‘citation' ter gelegenheid van het verlenen van het eredoctoraat had Prof. Akong'a er al op gewezen dat Prof. Dietz in beide gemeenschappen bekend is geraakt onder de clannaam ‘ilat', de bliksem. Dat werd gepresenteerd als een mooie cosmologische metafoor voor de invloed die Prof. Dietz heeft gehad op die gemeenschappen en op de staf en studenten van Moi University.
