Kemakmuran Hijau adalah salah satu di antara tiga program hibah yang diberikan oleh Pemerintah Amerika Serikat yang bekerjasama dengan Pemerintah Indonesia dan disalurkan melalui MCAIndonesia. Green Prosperity is one of the three grant programs from the Government of USA in cooperation with the Government of Indonesia through MCA-Indonesia. 2 | 37

Latar Belakang & Tujuan Background & Objective Aktivitas-aktivitas ini ditujukan untuk mengurangi kemiskinan melalui dua tujuan:
These activities aim to achieve poverty reduction through two objectives:
MCC mendanai Proyek Kemakmuran Hijau dalam usaha peningkatan pendapatan bagi masyarakat miskin di kabupatenkabupaten yang ditargetkan. The MCC funded the Green Prosperity (GP) Project in an effort to increase the incomes of poor household in targeted districts.

Hibah Energi Terbarukan Renewable Energy Grant Hibah Energi Terbarukan mendukung pengembangan energi terbarukan berbasis masyarakat dan dalam skala komersil meliputi pengembangan proyek dan pembangunan fasilitas baru maupun ekspansi kapasitas. Hibah akan diberikan untuk pengusul dan mitra (seperti: lembaga swadaya masyarakat, perusahaan swasta, koperasi, badan donor, dan lainnya). Renewable Energy Grant supports community-based and commercial scale renewable energy projects which include project development and construction for new facility and expanded capacity. Grant will be provided for successful proponents or partners (e.g. nonprofit organizations, private companies, cooperatives, donor agencies and others).

MITRA PARTNER
1 MCA-Indonesia welcomes applications from eligible organizations that interested in forming a join-program (partnership) with GP. The Grant Partner will be accountable for managing the project and delivering the expected outcomes. These entities could be bilateral and multilateral donors, national and multinational organizations, NGOs or international foundations, trade or professional associations and other entities with interest in supporting similar program and geographical locations.

2 A grantee is an entity receiving a grant from GP Project. The suitable entities or consortia may include the grant partners bringing contributory grant funds. The RE consortia will ordinarily need to have: • Project Direction Entity; • Community Liaison Officer; • Engineering Procurement & Construction (EPC) Contractor; • Operation & Maintenance (O&M) Contractor.

Proses Seleksi Selection Process 1 INTAKE
Call for Expression of Interest (EoI) and/or Call for Proposal (CfP) will be issued by MCAIndonesia.
2 SCREENING
MCA-Indonesia, with support from its Project Management Consultant (PMC), will conduct initial assessment of submitted documents. Based on the results of the assessment, the GP Facility may provide technical assistance (or grant) to support the development of full proposals*.
These calls will be publically announced in various media, such as: national news papers, MCA-Indonesia’s website, and the GP Portal.

3 TECHNICAL APPRAISAL
The Technical Appraisal Panel (TAP), consisting of relevant experts and MCA-Indonesia, will appraise the full proposals against threshold conditions and specified criteria for given calls. Upon completion of this appraisal, the TAP will prepare a Technical Appraisal Report to include the recommendations to the Investment Committee (IC).
4 INVESTMENT COMMITTEE DECISION
The Investment Committee (IC) will review the technical recommendation from TAP, and will make a final decision on the grant award based. The IC will also decide the tranche of payments of the grants and determine the conditions precedent of the disbursement.
