Beoordelingskader Beoordelingskader voor de beperkte toets nieuwe opleiding van de NVAO (Stcrt. 20'10, nr 21523). Daarnaast is rekening gehouden met het 'protocol nieuwe joint-degree opleidingen' (NVAO, februari 2011)
Bevindingen De NVAO stelt vast dat in het paneladvies deugdelijk en kenbaar is gemotiveerd op welke gronden het panel de kwaliteit van de opleiding voldoende heeft bevonden.

The panel found the learning outcomes quite ambitious and encompassing. On the one the programme is ambitious. On the other hand, the general learning outcomes do not seem to provide sufficient direction. The track-specific learning outcomes however provide more direction and as such are complementary to the broad, overall learning outcomes of the programme as a whole. This complementarity is also reflected in the title of the programme. lt is the opinion of the panel that a suitable title, Public Policy, was chosen for the overall programme. hand this is positive

6 Moreover, the panel fìnds that the track-specific subtitles provide an adequate supplement and distinction to this general title, as each track is aimed more specifically at a certain niche within the fìeld of Public Policy.
The panel considers the intended learning outcomes of the programme to be appropriate for an academic master programme and appreciates the speciflc niche the programme has created, with its combination of academic and professional orientation, problem-situating and problem-solving approaches, its focus on different levels and contexts of public policy, its different mobility tracks and its international orientation The focus of the programme moreover clearly answers to a need, as can be seen in the large amount of applications each year. Still, the panel also thinks the programme organisers, in particular at lSS, may overemphasise the uniqueness of the problem situating approach they advocate. lt is the opinion of the panel that a lot of innovative, scientifically challenging and socially critical thinking is taking place in the social sciences outside the specific domain of development studies, and development specialists should build on this rather than stress the distinctions between themselves and the rest of the social scrences. Based on the information obtained in the application, in the consulted documents and during
the site visit, the panel thinks the Erasmus Mundus Master's Programme in Public Policy offers a coherent teaching-learning environment, enabling students to achieve the intended learning outcomes. The panel values the way in which the focal points of the programme have been operationalised into the curriculum, appreciates the effort the MAPP-consortium puts in the horizontal and vertical alignment of the programme and considers the didactical concept to be adequate. During the interviews, the panel was impressed by the commitment of the staff and their availability for questions to the students. Although it is the impression of the panel that all three institutes under consideration have the necessary capacity to
organise the
joint programme, the panel did hear from current students that
the
communication can be improved upon, especially in this period of transition from a double degree to a joint degree. During the site visit, it became apparent that the programme wants to allow the students as much flexibility as possible in their chosen mobility track. ln offering this flexibility, the programme leans intensively on tutoring. The panel appreciates that tutors help students to tailor important parts of the programme to their needs. For the choice of the electives or the orientation towards either academic or policy careers, the guidance the programme provides
is clearly of added value. Still, the panel also thinks that the programme should not rely solely on tutoring to accommodate the heterogeneous influx of students. ln order to guarantee a level playing fìeld for all incoming students and to ensure that all students can attain the intended learning outcomes, the panel feels that the MAPP-consortium should consider making a prior degree in the social sciences an explicit requirement for eligibility for application for the programme. Alternatively, the programme could opt to re-enter general, introductory courses into the curriculum for some key subjects like economics and research methodology. These courses can then be waived for students that can prove they have already done similar coursework during their prior education.
The panel appreciates the way in which the academic orientation of the programme has been conceptualised, but is not convinced that the current trajectory fully justifies the choice of the programme to attribute 33 EC to the thesis, especially as it is not a requirement that students do primary research.

6 The panel recommends the programme to consider to reassign some of these credits to make room for more (introductory) track-specific or core courses. The panel also considers the practical component to be adequately implemented. The panel values the pooling moment that is provided to all students of the programme during the study visit in the fìrst year and thinks the programme should consider to organise a similar pooling moment for the defence of the theses. lt finds the internship adequate, provided that projects are tailored to the limited time frame and that all providers of internships are familiarised with the time constraint.
The panel values the effort the consortium has put into adjusting the existing assessment systems in anticipation of the implementation of the programme as a joint degree. The assessment system is addressed very professionally and the quality control system, with an external examiner in the Joint Examination Board, is very convincing. Still, when reading the course descriptions, the panel found that for some courses, the evaluation procedures have not yet been aligned with the rules regarding the proportion of courses that must be evaluated by using a written exam. The panel urges the programme to take action in this respect. The applicant has argued convincingly that it is in a position to cover the costs related to the implementation of the programme as the change from a double degree to a joint degree programme should not require considerable investments. Moreover, the applicant has been selected for continued funding by the Erasmus Mundus programme of the European Commission.
Given these considerations, the panel advises NVAO to take a positive decision regarding the quality of the proposed joint degree programme Erasmus Mundus Master's Programme in Public Policy at the Erasmus University Rotterdam. ln het kader van de opdracht advisering over Croho-onderdeel (artikel 5a.11, tweede lid, van de WHW) geeft het panel het advies om de opleiding te registreren als master Erasmus Mundus Master's programme in Public Policy (oint degree) en dit binnen het onderdeel 'Gedrag en Maatschapp['. Bü dit advies speelt voor het panel de volgende overweging: - All programmes which relate to public policy are registered under this sector and the programme is strongly oriented towards societal developments.
Aanbevelingen De NVAO onderstreept de aanbeveling van het panel om de instroomkwalificaties aan te scherpen en op meer formele wijze te waarborgen dat alle instromende studenten voldoende voorkennis hebben om het programma te doorlopen en de eindkwaliflcaties te behalen. ln het verlengde hiervan onderstreept de NVAO de aanbeveling van het panel om het aantal ECTS dat toegekend is aan de thesis te heroverwegen zodat een deel hiervan kan worden ingezet voor uitbreiding van de vakken.

De NVAO beoordeelt de kwaliteit van de opleiding als voldoende.
lngevolge het bepaalde in artikel 5a.'1 0, tweede lid, in verbinding met artikel 5a.1 1 , zesde lid, van de WHW heeft de NVAO het college van bestuur van de Erasmus Universiteit Rotterdam te Rotterdam in de gelegenheid gesteld zijn zienswijze op het voornemen tot besluit d.d. 15 mei 2012 naar voren te brengen. Bij brief van 6 juni 2012 heeft het college van bestuur van deze gelegenheid gebruik gemaakt. Dit heeft geleid tot enkele tekstuele aanpassrngen. Graad
