Definitief vastgestelde normen zullen als Nederlandse norm gelden. Daarom wordt dit normontwerp in Nederland voor commentaar gepubliceerd. Op het ontwerp ingebracht commentaar zal aan de bevoegde normcommissie worden voorgelegd die hiermee rekening zal houden bij de bepaling van de Nederlandse stem. Indien er geen bezwaar bij NEN wordt gebracht, kan dat leiden tot ongewijzigde definitieve vaststelling van het ontwerp als norm. Van Europese normen bestaan drie officiële versies: Engels, Frans en Duits. Voor Nederland zal de Engelse versie gelden. Daarnaast kan er gekozen worden voor een andere geautoriseerde versie in het Nederlands.

Foreword This document (prEN 1591-4:2011) has been prepared by Technical Committee CEN/TC 74 “Flanges and their joints”, the secretariat of which is held by DIN. This document is currently submitted to the CEN Enquiry.

This document will supersede CEN/TS 1591-4:2007. To achieve the lowest possible emissions from a gasketed bolted connection a number of stages have to be completed sequentially. The most appropriate gasket for the service has to be selected, then the data to allow a calculation by the method of EN 1591-1 has to be obtained after which an EN 1591-1 calculation of the load required on the gasket to achieve the required level of sealing has to be made, then the gasketed bolted connection has to be assembled in a manner suitable for the gasket and connection type and finally the bolting shall be controlled tightened to the target bolt load using a procedure that ensures that on completion the load on the gasket is as required by the calculation. Only when all of these stages have been successfully completed will the emissions be as low as possible and will the risk of a failure of the connection be minimised.

To ensure that the stages of assembly and controlled tightening are carried out in the best manner the personnel who assemble and tighten the gasketed bolted connection should be accredited as being competent to undertake that task. It is appreciated that throughout Europe various organisations provide training courses for personnel who will disassemble, assemble and tighten bolted joints but that subsequent competency assessment of those personnel does not generally occur. The integrity of a bolted joint is key in any pressure containment system and should be subjected to personnel competence. The aim of this document is to offer a procedure for the assessment of the competency after training of personnel who disassemble, assemble and tighten bolted joints.

The procedure of assessment of competency is applicable to not only personnel tightening gasketed circular flange connections of equipment subject to the Pressure Equipment Directive 97/23/EC but to all gasketed bolted connections whatever their shape on any equipment or piping that will be used to contain a medium at any combination of pressure and temperature. Scope General
This European Standard establishes a procedure for the competency assessment of personnel who disassemble, assemble and tighten bolted joints such as fitted to equipment subject to the Pressure Equipment Directive 97/23/EC (PED), in the content of this Standard named "PED".

However, the procedure can be used to assess the competency of personnel tightening all types of gasketed bolted connections whatever their shape on any equipment or piping that will be used to contain a medium at any combination of pressure and temperature. Certification to this European Standard provides an attestation of general competency in accordance with the stated syllabi and assessments. Certification to this European Standard does not represent an authorisation to operate, since this remains the responsibility of the employer, and the certified person may require additional specialised knowledge of employer-specific procedures, processes and equipment.

Requirement for competency

Training and competence, experience and knowledge are often confused with each other. Training is no guarantor of competence, nor is experience a guarantor of knowledge and understanding. Training, experience, and assessment of the ability to apply knowledge are all required to achieve competence. Design codes for mechanical joints such as EN 1591-1 increasingly require controlled bolt tightening in order to meet the specified bolt load tolerances.

The intent of this European Standard is to ensure personnel, both technicians and supervisors, are competent to disassemble, inspect, assemble and tighten bolted joints using the design bolt load and documented work instructions, thereby establishing a joint capable of maintaining a leak-free status throughout its’ service life.

Competency in the analysis of joint failure is not required beyond use of knowledge gained during training. A correctly assembled and tightened joint that fails in service requires specialist knowledge to understand why the failure occurred and is out with the scope of this European Standard.
Validity
This European Standard is applicable for bolted joints included on mechanical equipment subject to the PED or any joint where failure would endanger personnel, plant or the environment.

1.4 Quality management system
Manufacturers or operators need to develop and include a procedural framework within their quality management system to meet the requirements of this specification. Such a framework needs to address:
identification of a competent training provider
evaluation of the effectiveness of the training for each person undergoing training.
assessment of competence of personnel
register of date that competency was achieved
For examples, refer to EN ISO 9001:2008, 6.2.2.
