METHODOLOGY
Selecting the TOP100 companies of the Southern Great Plain Region Our publication is based on the net sales revenue of businesses using doubleentry accounting as recorded in their filed 2008 corporate tax returns. The preparation of the work was started during the summer months. Those tax returns were included in the selection that were registered on 28 July 2009 as being flawless. If a tax return was collated after that day, or if it was overdue, or if a self-revision or correction statement was submitted, the statistics included this data, but if the business had a tax return under processing, revision or notification, the modified data were not incorporated into the statistics. When preparing the statistics, we updated the data of the 2007 tax returns as well. On the basis of the information gained in this manner, we grouped the 100 largest companies according to their net sales revenue on a regional level and the first 50 businesses on a county level. These enterprises – altogether 150 – received a letter in which we asked for their consent to be included in the yearbook for which purpose we also mailed them a datasheet to be filled in. We called their attention to the fact that since the APEH keeps records of separate taxpayers, i.e. corporate entities, we cannot consider the consolidated data of business groups when preparing the rankings. However, if requested, we would be glad to present the sales revenue of a few large business groups in separate spreadsheets. The yearbook is made up of three main chapters. First, the key indicators of corporate tax returns are analysed. Then, in the second chapter, an economic mirror is presented that was compiled using data from other tax returns. And finally, the reader will find the usual chapter on micro-regions. The content of the publication was made more interesting using indicators calculated from the data of tax returns. These indicators are only available in the on-line version of the material. To get access to them, please, follow the links provided in the salutation. As of 1 January 2008, new TEÁOR (NACE) codes were introduced which are now in conformity with the statistics classification system of the EU. The basic characteristics – e.g. the four-level structure – remained, but some of the classification rules were changed, and the content definitions were modernized as well. The classification is much more detailed now, the number of economic activities is extended, and new national economic classes were created such as water supply, waste water collection, waste management, information, communication, professional, scientific and technical activities. As a result, a new structure was adopted in the division of the economic branches. Thus what we call “other national economic branch” is a consolidated
category which incorporates several sectors that alone would represent an insignificant ratio. The enterprises that do not possess a business activity code according to the new NACE are presented in the “not classified” line. In the micro-region chapter, the same “not classified” mark was given to those companies the data of which are available in our statistics, but which changed their residence between 31 December 2008 and the date of preparing the statistics, since the rankings were put together on the basis of current residence/domicile/site. In 2007, the earlier (2003) NACE codes were used in the key data of the businesses, but for the sake of comparison with the year 2008, we applied the new codes for the previous year as well. Due to their peculiar capital structure, financial and insurance companies often produce extreme indicators when it comes to analysing their financial situation. Similar to last year’s publication, their data are presented in the spreadsheets, but are not dealt with in the diagrams or the assessment section. Just as in previous years, we considered the tax returns of those taxpayers as well who – on the basis of their tax performance and the pertaining decree of the Ministry of Finance – belong under the jurisdiction of the Directorate of Exclusive Taxpayers, but their residence is located within the region.

The 100 largest companies Of the one hundred enterprises of the Southern Great Plain Region that produced the highest net sales revenue, 48 companies pursued their activities in Bács-Kiskun, 17 in Békés and 35 in Csongrád County. The consent rate of our publication is 83%, since from Bács-Kiskun 41 businesses, from Békés County 12 firms and from Csongrád County 30 enterprises gave their consent – partially or fully – to publish their key economic data. When editing this publication, the requests for the limited use of some economic data were respected. Of the remaining 17 business ventures 7 from Bács-Kiskun, 5 from Békés and 5 from Csongrád County decided that they do not wish to publish their last year’s economic output in our yearbook. 88 of the 100 largest companies presented in this year’s publication took advantage of the yearbook in the previous year, too. Of the 12 newly included firms 7 are from Bács-Kiskun, 1 from Békés and 4 from Csongrád County. Our edition lists the TOP 100 businesses of the Region in alphabetical order as well, and – if they submitted their consent – their key economic data are displayed too. If we look at the changes of the net sales revenue which was the basis of the selection compared to last year’s figures, we can see significant growth for the company ranked 1st and 100th. BÁCS-KISKUN, BÉKÉS AND CSONGRÁD
The County TOP50 For the first time in the history of our publication, the 50 largest companies of the counties making up the Region are presented; some of them are also among the 100 most successfully performing businesses. The County TOP50 list was also compiled on the basis of the net sales revenue in their corporate tax returns. Of the 150 enterprises defined in this manner 50 firms that are not on the TOP100 list were given an opportunity to have their economic output published. As opposed to the TOP100, in Bács-Kiskun we approached another 2, in Békés 33 and in Csongrád County 15 taxpayers offering them the chance to participate in the publication. Of the Bács-Kiskun County TOP50 taxpayers 48 are in the Regional TOP100 as well; this number for the Békés County TOP50 taxpayers is 17, and 35 for the Csongrád County TOP 50 businesses. The TOP50 companies of the three counties realised a sales revenue of altogether HUF 1852.7 billion in 2008, which is 41.8% of the total net sales revenue of the Region. With their net sales revenue of HUF 985.2 billion, the Csongrád County TOP50 produced 22.2% of the sales revenue of the corporate taxpayers of the Southern Great Plain Region using double-entry accounting, whereas the Bács-Kiskun County TOP50 generated a net sales revenue of HUF 587.3 billion, which was 13.2% of the total net sales revenue. The net sales revenue of the Békés County TOP50 reached HUF 280.2 billion, making up 6.4% of the entire sales revenue of the Region. The difference between the net sales revenue of the 1st and the 50th company on the County TOP50 is 12-fold in Bács-Kiskun, 14-fold in Békés and 40-fold in Csongrád County. The net sales revenue of the TOP1 of Csongrád County, which also had the highest sales revenue in the Region, was more than five times the net sales revenue of the Békés County TOP1, and more than three times the net sales revenue of the Bács-Kiskun County TOP1. (Naturally, when analysing the data, sever aspects need to be considered: the largest company has its residence in Csongrád County, but it pursues its activities within the entire Region and even outside the Region).

THE ECONOMIC ROLE OF COMPANIES USING DOUBLE-ENTRY ACCOUNTING
Corporate tax returns In the Southern Great Plain Region, companies using double-entry accounting filed nearly 32 thousand corporate tax returns on their performance in 2008, which was 0.8% less than the number of tax returns filed for 2007. The largest proportion of tax returns (44.5%) were filed in Bács-Kiskun County, 35.1% in Csongrád County, and 20.4% in Békés County. Compared to the previous year, business operating in Bács-Kiskun and Csongrád County filed fewer tax returns, whereas the enterprises in Békés County filed more tax returns. Reviewing the number of tax returns broken down by economic branches, it can be concluded that the commerce and motor vehicle repair services sector represented the highest percentage with 28%. The processing industry which used to take 3rd place came up to 2nd place with its 13%. The construction industry and the professional, scientific and technical activity, a new economic branch, gave 10% each as the third highest percentage.
NET SALES REVENUE The companies which use double-entry accounting and which have a residence in the Southern Great Plain Region realized a net sales revenue of nearly HUF 4,435 billion in 2008, which meant an increase of 6.4% compared to the previous year. The increase on the national economic level was higher, 9.4%, thus the share of our Region of the national net sales revenue of HUF 70,254 billion decreased from 6.5% to 6.3%.

Csongrád County
Of the net sales revenue of the Region, the largest proportion, 43.4%, was given by the BácsKiskun County companies, whereas 39.4% was realized by the Csongrád County and 17.3% by the Békés County enterprises. The increase rate of the net sales revenue was the highest in BácsKiskun County (7.9%), which was 1.5% higher than the regional increase rate. As a result, BácsKiskun increased its share within the Region, while the share of both Békés and Csongrád decreased slightly. The increase rate of the net sales revenue was 5.5% in Csongrád County, and 5% in Békés. In 2007, the increase rate of the Region reached 9.5%, and the increase in Csongrád County alone was 12.5, which was 7% higher than the increase rate in 2008. Compared to last year’s figures (4.1.%), the increase in Békés County was 0.9% higher. The increase rate of BácsKiskun County was 9.2% in 2007. When examining the net sales revenue within the Region broken down according to national economic branches, we saw that the highest net sales revenue was realized in the commerce and motor vehicle repair sector, and although it is true for the individual counties as well, there were major differences between the counties as far as the amounts were concerned. In this branch, Bács-Kiskun County produced a net sales income of HUF 737.5 billion, whereas this figure was HUF 433.5 billion in Csongrád County, and HUF 256.5 billion in Békés County. The branch
producing the second highest net sales revenue was the processing industry with its HUF 1,262 billion in the Region. When taking a closer look at the regional second place, we can see that the output of the processing industry within Csongrád County (HUF 385.8 billion) was only enough for the third place. The second place in Csongrád was taken by the electricity, gas and steam supply and air conditioning branch with a net sales revenue of HUF 427.6 billion. The regional third place taken by the electricity, gas and steam supply and air conditioning national economic branch (with HUF 439 billion) was the result of the economic output of the branch in Csongrád County, since Bács-Kiskun County only added HUF 11.2 billion to this figure and Békés provided an insignificant amount of HUF 0.13 billion. The third highest net sales revenue was generated by the construction industry in Bács-Kiskun County (HUF 145 billion), whereas in Békés County it was the agriculture sector that took third place (with HUF 101.1 billion).

Upon examining the share of the national economic branches within the Southern Great Plain Region, we find that the leading branch is commerce and repair services, providing 32.2% of the total net sales revenue. Of the counties of the Region, it is mostly Bács-Kiskun that strengthened the position of commerce with its share of 38.4%. The second largest share in the Region’s net sales revenue was accounted for by the processing industry with 28.5%. Electricity, gas and steam supply and air conditioning took third place with 9.9% (due to Csongrád County). The next place was taken by the construction sector with 7%. The agriculture, forestry and fishery branch took fifth place with 6.7% owing to the economic output of Békés County, where 13.2% of the total net sales revenue was accounted for by this economic branch. On a national level the ranking of the national economic branches and their share of the total net sales revenue was different than what we saw on regional level. The processing sector took first place with 30.9%, commerce and vehicle repair services came second (30.1%), and electricity, gas and steam supply and air conditioning was third (6.9%). On a national level, the share of the agriculture, forestry and fishery branch did not reach even 2%. However, the agriculture of the Region provides nearly 22% of the national net sales revenue of this branch.
A REVIEW OF ECONOMIC BRANCHES
The role of the TOP3 in the key economic branches and sectors of the Region The tables below present the TOP3 companies generating the largest revenue in the key economic branches in the Region (agriculture, energy industry, construction industry and commerce), and in the two most important sub-sectors within the processing industry (food and engineering), as well as in the processing industry excluding the food and engineering sub-sectors. In the branch of agriculture, forestry and fishery the highest sales revenue was nearly double the sales revenue of the company in the second place, exceeding HUF 18.5 billion, realised by the Bács-Tak Takarmánygyártó és Forgalmazó Kft. EXPORT SALES REVENUES In the Southern Great Plain Region 16.8% that is HUF 743.7 billion of total net sales revenues derived from foreign sales in 2008, which exceeded last year’s figures by 9.3%. Since the increase of export sales revenues is more pronounced than the growth of total net sales revenue (6.4%), the share of export sales revenues within the total sales revenues slightly increased from last year’s 16.5%. The export sales revenue on the national economic level was HUF 18,840.6 billion, of which the share of our Region was 3.9%.

The share of the counties within the Region did not change significantly in 2008. A little bit more than half the export sales revenue was generated by Bács-Kiskun County companies, while Csongrád County business accounted for 30.7% and 18% was realized by Békés County enterprises. The growth in export sales revenues was the highest in Bács-Kiskun County,10.5%, which was followed by Csongrád County with its 8.4% and Békés County with 7.8%.

In our Region almost three quarters (72%) of export sales were realized by the processing industry, whereas on a national level this ratio is just about 67%. The second largest sector was commerce and repair services with a much more modest output of 16.2%. The third largest proportion in the Region was represented by shipping and warehousing with 3.8%. Of the three counties Bács-Kiskung accounted for 2.7% of this economic branch, while Békés County had a share of 7.8%. The share of Csongrád County of the shipping and warehousing branch was 3.4%, which was only enough for the 5th place, as construction took 3rd place with 5.1% and the electricity, gas and steam supply and air conditioning sector. The regional 4th place was taken by the agriculture, forestry and fishery branch with 2.4%, which exceeds the proportion of the national level of this economic branch (0.6%) by far. Of all the branches of the national economy it was agriculture that accounted for the largest proportion of the national export sales of the national branches with 15%.

The TOP100 realized an export sales revenue of HUF 412.3 billion in 2008, which was more than half the regional sales revenue (55.4%). The export sales revenue increase of this group was 13.3% compared to last year’s figures, which exceeds the rate of growth of the regional export. Of the Top100 companies the Bács-Kiskun County enterprises showed the highest increase rate in their export sales revenue (16.4%), whereas the export of the Békés County businesses increased by 12%, and that of the Csongrád County enterprises by 9.5%. In the Southern Great Plain Region the largest export sales revenue in 2008 reached nearly HUF 33 billion, which was generated by Knorr-Bremse Fékrendszerek Kft. The greatest export sales revenue increase was produced by Villeroy & Boch Magyarország Kft., but it was partially due to a change in the company structure. Contitech Rubber Industrial Kft., which has its residence in Szeged, showed a significant increase in export sales revenue of nearly 50%. The export sales of Hungerit Baromfifeldolgozó és Élelmiszeripari Kft. residing in Szentes, decreased by 22.5% due to the impacts of the general economic environment and an animal protection campaign aimed at prohibiting the force-feeding of geese; because of the latter, production had to be stopped for some time.
PRE-TAX PROFIT In the Southern Great Plain Region the companies using double-entry accounting realized HUF 159.9 billion pre-tax profit in 2008, HUF 100 billion less than in 2007. On the national level the fallback is even more significant; the HUF 2,630 billion output is just a bit more than half of the HUF 4,983 billion pre-tax profit produced in 2007. In the Southern Great Plain Region all economic branches closed the year 2007 with a positive pre-tax margin, which, as the first result of the beginning of the world economic crisis, cannot be said about 2008. The water supply, wastewater collection and waste management branch experienced a loss of HUF 1.8 billion, whereas the accommodation and catering branch lost HUF 100 million. The pre-tax profit of the processing industry which accounted for the largest proportion (23%) of the total pre-tax profit decreased by HUF 20 billion. The pre-tax profit of the commerce and repair services branch which had the second highest share (17%) decreased by nearly HUF 8 billion. The electricity, gas and steam supply and air conditioning branch was the most efficient last year (with its 36%), but this year its output fell back to its quarter with a decrease of HUF 70 billion in pre-tax profit. Therefore it only took 3rd place with a share of 14%. Not all the economic branches showed a decrease. The agriculture branch (the 4th highest share with 11%) realized an increase of approximately 10%. Pre-tax profits increased in the construction industry and in the information and communication branch as well by more than 38%. The pre-tax profit in the Region decreased by a quarter of last year’s figure to HUF 230.2 billion. On a national level the fallback was 16%, thus the share of the Region of the pre-tax profit of the national economy was 0.5% less giving a figure of 4.6%. On a county level the pre-tax profit of Csongrád County decreased to its half, therefore its share of the pre-tax profit of the Region dropped back significantly from 56% to 37%. Owing to its increase by 11%, the pre-tax profit of Bács-Kiskun County was 44%, significantly increasing the 30% proportion that was seen the year before. There was a slight increase in the pre-tax profit of Békés County, yet it still grew from 14% to 19%. The amount of pre-tax loss was HUF 70.3 billion, which was 150% of the loss of the previous year. On a national level the loss increased to nearly two and a half times (238%), therefore the share of the Region of this loss compared to the previous year’s 4.5% decreased to 2.9%. As far as counties are concerned, Bács-Kiskun County accounted for 47% of pre-tax losses, whereas Csongrád was responsible for 33% and Békés for 20%.

The selected TOP100 companies realized a pre-tax profit of HUF 63.4 billion, which was significantly less (by HUF 85.2 billion) than the pre-tax profit generated the previous year. Most of the decrease in pre-tax profit can be attributed to the TOP100 enterprises, thus the share of these taxpayers of the regional profit fell back significantly: in 2007 they accounted for 57%, while in 2008 this figure was only 40%. On a county level, despite a 20% proportion loss, the share of the TOP35 in Csongrád County was the highest. The proportion of the BácsKiskun County TOP48 increased by 4% due to a profit increase of 9.6%. As the pre-tax profit of the Békés County TOP17 decreased to half, it weakened the share of the county by 10%.

The highest public pre-tax profit, which exceeded HUF 4 billion, was realized by Axiál Javító Kereskedelmi és Szolgáltató Kft. with a 28% increase in profit. Regarding the reference data of O-I Manufacturing Magyarország Üvegipari Kft. it needs to be pointed out that it is a company that was established through a change in ownership, therefore the data of the two years cannot be compared.
EMPLOYEES
A decrease of 4,000 people In 2008, the businesses in the Southern Great Plain Region employed a total number of 206,906 people, 4,000 people less than the previous year. The 1.9% decrease in the number of employees exceeded the national 1.3%. Half the 4,000 people decrease (1,978 people) was realized in Békés County, whereas the other two counties accounted for roughly one quarter of the 4,000 decrease respectively; the decrease in Bács-Kiskun was 1,099 and 987 in Csongrád County. Regardless of this fact, there was no significant change in the division of the number of employees among the counties; Bács-Kiskun County still accounted for the largest proportion which was 43.0%, whereas Csongrád County contributed 34.9% and Békés County 22.1%.

More than a third of the employees (36%) of the enterprises work in the processing industry, and nearly a fifth of them (19%) in the commerce and repair services branch. In both the agriculture and the construction branch the proportion of employees was 8%. The decrease in the number of people employed by companies using double-entry accounting was mostly seen in two economic branches. The number of people dismissed in the processing industry (1,684 people) and in agriculture (1,481 people) accounted for three quarters of the total number of people released. The number of people employed in the processing industry started to decrease in 2008, but in agriculture a decrease of nearly 800 was already seen in 2007. The number of people employed by the TOP100 businesses was over 34,000 people, which was 16.5% of the people employed in the Region. Whereas on a regional level we saw a 1.9% decrease headcount, the TOP100 increased the number of their employees by 1.1%. The increasing significance of the TOP enterprises in employment was well demonstrated by Békés County, where headcount decreased by 4.1%, and still, the TOP businesses increased the number of their employees by 3.9% which was by far the highest figure within the Region.

Of the corporate enterprises, the 10 largest companies employed altogether more than 13,300 people in 2008. Half of these companies decreased their headcount, whereas the other half increased it. The largest employer of the Region is still Pick Szeged Zrt., where the average statistic headcount is nearly 2,800 people. Villeroy & Bosch Magyarország Kft. was put on the TOP employers’ list for the first time, but as far as its headcount is concerned, it needs to be said that it is a company established through a fusion, therefore its reference data cannot be compared to the data seen in 2008.
GROSS VALUE ADDED In 2008, the GAV (gross value added) of the companies in the Southern Great Plain Region using double-entry accounting was HUF 790.4 billion, which exceeded the figures of the previous year by 8.9%. The counties contributed to the output of the Region to a varying extent: the highest proportion was presented by Bács-Kiskun County with 45.1%, which also produced the highest increase compared to the previous year with 12.5% which was above the regional average. The share of Csongrád County was 34.4%, whereas that of Békés was 20.5%. Due to their low rate of increase, Békés and Csongrád County lost some of their share compared to the previous year. The GAV of the TOP100 companies in 2008 was HUF 236.7 billion, which makes up 30% of the regional GAV. The GAV increase of these businesses compared to the previous year was 9.1%, which slightly exceeds the regional rate of growth. Of the TOP100 enterprises the Bács-Kiskun County businesses increased their GAV by the most (15.2%), whereas the GAV of Békés County companies decreased by 4.8%, and the Csongrád County firms showed an increase similar to the regional average.
BALANCE SHEET DATA
Regional and County Figures Reviewed BALANCE SHEET TOTAL In 2008, the balance sheet total of the companies using double-entry accounting was HUF 4,015 billion. The 8.8% increase in the balance sheet total was 6.8% lower than the national rate (15.6%), so the share of the Region of the national balance sheet total decreased from 3.4% to 3.2%. However, the proportions within the Region showed more significant changes. In Csongrád County the balance sheet total was higher than the regional average (it increased by 11.1%), whereas the growth in Bács-Kiskun County and Békés County was lower than the regional average (an increase of 7% and 6.7% was seen). Due to the differences in the rate of balance sheet total increase, the proportion of the latter counties of the regional balance sheet total decreased (to 37.9% and 16.8%), whereas the share of Csongrád County increased by 1% to 45.4%. ASSETS AND LIABILITIES Regarding the type of assets, tangible assets (with an increase of HUF 72.6 billion) and liabilities (with an increase of HUF 214.3 billion) together represented 88.7% of the HUF 323.6 billion growth in the balance sheet total. Of the asset elements the proportion of liabilities and accrued and deferred assets increased (by 2.9% and 0.9%). As a result of that, while in 2007 tangible assets accounted for the highest share (33.7%), in 2008, the same can be said about liabilities (33.0%). As to the proportion of counties, there was a change only regarding intangible assets, where Békés remained nearly unchanged compared to last year, while Csongrád County increased to 64.2%, which is a growth of 20.1%. The change is the result of the decrease in Bács-Kiskun, since there the intangible assets decreased from HUF 23.4 billion to HUF 10.1 billion. In case of the asset groups there was no significant change in the proportion of the Region compared to the national data (the change remained within a percentage point of ±1 in every case). Based on the year 2008 corporate income tax returns, the proportion of tangible assets in the Southern Great Plain region was 32.8%, which was 19.9% on the national level. The lowest tangible asset share was demonstrated by Csongrád County (28.3%), while the highest proportion was seen in Békés County (40.3%). As to the composition of assets, there was an increase of 43.3% in financial investments on a national level, which was decisive, as a result of which this asset group has a proportion of 32.9%. On a regional and county level the share of financial investments was a lot lower than that: Csongrád County accounted for the highest percentage which was 14.8%. Liabilities on a national level showed an increase of 7.3% producing a figure of 29.9%. The proportion of liabilities in the Region is higher with the exception of Békés County (28.2 %).
COMPOSITION AND PROPORTION OF LIABILITIES Within the group of liabilities the share of Csongrád County in 2008 exceeded 50.0% in issued capital, capital reserve, long-term liabilities and accrued expenses. The share of BácsKiskun County was more than 50% in issued but not paid capital and balance sheet profit. Békés County accounted for 16.8% of the total liabilities of the Region. It needs to be highlighted that the 8.4% share of issued but not paid capital of Békés County in 2008 was the lowest within the Region and within the groups of liabilities. Within the groups of liabilities, the proportion of the regional balance sheet profit compared to the national figure (13.9%) is a lot higher than the average 3.2% calculated for the total liabilities. On a regional level the share of the equity was 38.0%, which exceeded the national level by 2.0%. Of the counties, Bács-Kiskun County produced 35.1%, a level lower than the national equity proportion. A sign of realignment in the structure of liabilities is that in Csongrád County the share of equity decreased from 42.6% to 38.8%, thus the proportion of equity within the Region was the highest in Békés in 2008 with 42.3%. Regarding the long term liabilities the Regional level (18.6%) falls behind the national figure (25.3%) with the exception of Csongrád County (23.1%). The 39.4% level of short term liabilities is 6.8% higher than the national figure; the greatest difference was seen in Bács-Kiskun County, which had a level of 46.4%. The breakdown of issued capital according to ownership type did not show significant changes in 2008. On a regional level (36%) and in Csongrád County (46%) the domestic corporate ownership was decisive. Similar to the national data (41%), the rate of foreign ownership was the highest in Békés County (30%). In Bács-Kiskun County, 46% of the issued capital was owned by private individuals, which was the highest proportion in the Region.

EQUITY CAPITAL In 2008, the amount of equity capital owned by companies using double-entry accounting was HUF 1,524 billion, which was a 4.8% increase. The proportion of issued capital in the Region (36.54%) was decisive within equity capital; within the reference year the highest proportion was accounted for by the accumulated profit reserves (36.2%), which in 2007 had a share of 28.4%. The proportion of accumulated profit reserves increased in Csongrád County most significantly from 20.9% to 34.3%. It is related to the fact that the share of balance sheet profit decreased from 16.2% to 2.0%, and from HUF 113.1 to HUF 14.2 billion in Csongrád County. THE ROLE OF THE TOP100 IN THE REGION The contribution of the TOP100 companies to the equity capital of the Region showed a decrease of 0.4% compared to the year 2007. The equity capital of the Bács-Kiskun County TOP48 businesses increased by 13.7% to HUF 107.8 billion, which was higher than the rate of increase seen in the counties (7.6%) and the Region (4.8%). The equity capital of the Békés County TOP17 grew by 2.5% to HUF 64.5 billion. The amount of equity capital of the TOP35 enterprises representing Csongrád County increased by HUF 6.5 billion to HUF 431.9 billion, which was 89.9% of the county increase. Due to the county share of the equity capital of the TOP100 companies, the division according to counties did not change significantly. INTRODUCING THE TAXPAYERS
The dominance of limited liability companies The Southern Great Plain Region lies in the southern, south-eastern area of the country, and is made up of Bács-Kiskun, Békés and Csongrád Counties. The area of the Region is 18,337 km2 (19.7% of the total area of Hungary), which makes it the largest of all the regions in the country as far as size is concerned. According to data from the KSH (Central Statistics Office), in 2008, the population decreased by 7,725 people compared to the previous year. 13.3% of the population of the country lives in the Southern Great Plain. The greatest rate of decrease in population (nearly 1.5% that is 5,533 people) was seen in Békés County, whereas it was somewhat lower in Bács-Kiskun County (0.5% that is 2,580 people). An increase of 1% was registered in Csongrád County. As to the division of population, 534,000 lived in Bács-Kiskun, 376,000 in Békés and 424,000 in Csongrád County.

approximately 14.5% of the national taxpayers. The number of operating taxpayers in the Region increased by 22% compared to the year 2007. While the number of private entrepreneurs continued to decrease, the number of self-employed private individuals increased in almost a year to nearly 150%, but it is mostly due to changes in legislation. According to the VAT Law, as of 1 January 2008 small scale agricultural producers must have a tax number. This is the reason for the massive increase in this number, due to the agricultural nature of the Region. The proportion of self-employed private individuals with a tax number (53.6%) showed a 10% increase compared to the reference year, whereas the share of economic entities (23.1%) and private entrepreneurs (23.3%) decreased by 4 and 6%.
MORE THAN 50,000 ECONOMIC ENTITIES The number of businesses in the Southern Great Plain Region increased by altogether 3.6% compared to the previous year. In the year examined, 43% of the operating economic entities were businesses having legal personality, and most of them were limited liability companies. The proportion of entities without legal personality was 38.1%, these taxpayers mostly (83.6%) operate as unlimited partnerships, the share of which compared to the reference year decreased by 2.7%. At the end of 2008, there were 16.8 thousand unlimited partnerships and 21.4 thousand limited liability companies pursuing economic activities in the Southern Great Plain Region. A fifth of the economic entities were budgetary organs of public law corporations and other economic, non-profit organisations.

The number of economic entities having legal personality increased in the Southern Great Plain Region by 13% compared to the year 2007, but at the same time, the number of economic entities not having legal personality showed a continuously decreasing trend, and decreased by 3.3% by the end of 2008.
EXCLUSIVE REVENUES FROM TAX AND CONTRIBUTIONS
HUF 540 billion from HIC, VAT, PIT… In 2008, the net revenues from taxes and contributions (aggregating all the tax types) of the Southern Great Plain Region totalled HUF 540.5 billion. The taxpayers of the Region paid a total of HUF 658.3 billion, and the Hungarian Tax Administration (APEH) remitted HUF 117.8 billion to them. The taxpayers paid 5.2% that is HUF 32.5 billion more taxes and contributions than in the previous tax year, so, at the regional level, the net value of taxes paid increased by 6.3% that is HUF 32.0 billion compared to the net payments made in the previous year. 41.0% of the revenues came from Bács-Kiskun County, 23.1% from Békés and 35.9% from Csongrád.

More than half (66.5%) of the tax revenues of the Region derived from contributions to the pension insurance funds, value added tax and personal income tax. Refund of value added tax accounted for 68% of the remittances, whereas remittances of subsidies and taxes other than the main tax types (e.g. normative subsidy, agricultural production subsidy) amounted to 17%. 9.9% of tax remittances were related mostly to personal income tax returns of private individuals and 5.1% to corporate income tax refunds. Upon review of the value added tax payments of the Region we can state that in 2008 taxpayers paid 1.5% that is HUF 2 billion more value added tax. As a result, a value added tax revenue of HUF 139.9 billion was realized, which was 4.3% of the national figure. In 2008, value added tax remittances exceeded HUF 80.1 billion, which was 9.4% (HUF 6.9 billion) more than in the previous year, thus 5.4% of the national VAT remittances originated from the Southern Great Plain Region. The net VAT revenue in 2008 totalled HUF 59.8 billion, which was 7.5% less than in the previous year. In 2008, the taxpayers of the Southern Great Plain Region paid HUF 128.6 billion in personal income tax, which is an increase of HUF 10.8 billion compared to the reference year, thus 6.1% of the national personal income tax payments were made by the taxpayers of the Southern Great Plain Region. The personal income tax remittances decreased by 8.8% compared to the reference year. 10.6% of the national remittances were received by the taxpayers of the Southern Great Plain Region. In 2008, net payments of social security contributions increased by 4.2% (almost HUF 10 billion), as a result of which HUF 248.2 billion was realized, which was 7.8% of the national social security contribution and healthcare contribution. In the Southern Great Plain Region corporate income tax payments grew by 8.1% that is HUF 2.4 billion compared to the previous year, thus exceeding HUF 31.5 billion. Corporate income tax refund increased by 17.7% compared to the reference year, thus exceeding HUF 6.0 billion. In respect of corporate income, the Southern Great Plain Region accounted for 5.3% of tax payments and 5.8% of refunds in Hungary.
BRANCHES OF THE NATIONAL ECONOMY IN THE LIGHT OF THE FINANCIAL SITUATION
Major differences SOLVENCY Solvency, the indicator of financing using a company’s own financial resources (equity / total liabilities) showed values similar to the previous year on regional and national level. Of the counties of the Region it was only in Csongrád where the change exceeded 1 percentage point (it decreased from 43% to 39%). In the ranking according to the average solvency indicator, the electricity, gas and steam supply and air conditioning branch still leads, although the indicator showed a decrease of 4 percentage points to 70% compared to the data from 2007. Of this branch of the national economy the water supply, wastewater collection and treatment and waste management sector was highlighted in this analysis, as the indicator in this sector decreased by 3%. The solvency of the companies pursuing accommodation and catering related activities still did not reach the 30% which is considered to be the safe level. FIXED ASSET COVERAGE On a national level Type 1 of this indicator (equity-fixed asset ratio) decreased by 6%, whereas the Type 2 indicator decreased by 1%. When calculating Type 2 of this indicator, in addition to equity, we also considered subordinated and long term liabilities in the numerator. Of the regional indicators Type 1 was still 88%, whereas Type 2 increased by 7%. In BácsKiskun County both types of the indicator improved, but it still remained below the regional average (in 2008: 87% and 125%). In Békés County both types showed an increase also, thus Type 1 turned out to be above the regional average (in 2008: 91% and 122%). In Csongrád County Type 1 decreased by 3%, whereas Type 2 increased by 9% (in 2008: 87% and 141%). Regarding both types of the fixed asset coverage, the highest ratio was presented by the taxpayers belonging to the human healthcare and social care branch; this branch showed an increase of 2% in both types compared the year 2007 (in 2008: 107% and 135%). The indicators of the agriculture, forestry and fishery and the commerce and repair services branch were near the ideal 100%. Similar to the year 2007, Type 2 did not reach the 100% level in the branches of shipping and warehousing; electricity, gas and steam supply and air conditioning and accommodation and catering (in 2008: these were 97%, 93% and 80%). INCREASE IN EQUITY There was a significant fallback in both types of the indicator on a national and regional level as well. Compared to the reference year, the indicators on a national level decreased by 20% for Type 1 (balance sheet profit / issued capital) and by 6% for Type 2 (balance sheet profit / equity capital) (in 2008: 3% and 1%). On a regional level the increase of the equity capital also turned out to be 20% and 7% less (in 2008: 11% and 4%). The remission of the increase in equity capital was characteristic of all the indicators on a county level.

For both types of the indicator the same branches of the national economy took the first three places. Similarly, there was a decrease in equity according to Type 1 and Type 2 of the indicator in the branches of accommodation and catering and in water supply, wastewater collection and treatment and waste management. On the basis of the year 2007 data this could only be said about the accommodation and catering branch (-6% and -4%).
LIQUIDITY INDEX Type 1 (liquid assets / short term liabilities) in 2007 on a national level did not reach the 1.3 level which is considered safe (it was only 1.27), but on a regional level its extent was 1.31. Type 2 does not consider stocks in the numerator, the regional level of this improved from 0.96 to 1.03. Both types of this indicator improved in all counties of the Region. Compared to the year 2007, in Type 1 of the indicator a level of 1.3 was detected, which is considered safe, in the professional, scientific and technical activity; the information and communication and the processing industry branches. It is due to the characteristics of the agriculture, forestry and fishery branch that on the basis of Type 2, which was calculated with liquid assets without stock, the indicator showed a significantly lower ratio than Type 1 (in 2007: 1.45 and 0.78).
TAXPAYERS AND EMPLOYEES
89% of the companies employ less than 10 people In our analysis we used the parameter of the classification of micro-, small- and medium-sized and other enterprises pertaining to the number of employees according to the XXXIV Act of 2004 on small- end medium-sized businesses and the promotion of their development. We classified the various companies into the following four groups on the basis of average statistic headcount: businesses employing less than 10 people, between 10-49 people, between 50-249 people and at least 250 people. The highest proportion of taxpayers are minor employers: 88.7% employed less than 10 people, 9.3% employed between 10-49 people, while 1.8% employed 50-249 people. Altogether, 99.8% of the taxpayers who submitted a 0829 tax return form employed less than 250 people. As far as micro-regions are concerned, most of the taxpayers employing less than 50 people are found in the Szeged Micro-region (23.6% of taxpayers employing less than 10 people and 18.4% having 10-49 people registered as employees). The majority of those taxpayers employing at least 50 people operate in the Kecskemét Micro-region (19.0% employ between 50-249 people, 26.6% have a headcount of at least 250). According to branches of the national economy most taxpayers that employ less than 10 people work in the commerce and repair services branch (28.4%); most of the taxpayers employing at least 10 people operate in the processing industry (26.4%, 41.2% and 58.2%). 75.3% of the balance sheet total of the Southern Great Plain Region was accounted for by the companies employing less than 250 people. There was no significant difference between the counties regarding the balance sheet total of the businesses employing less than 50 people: in the “less than 10 people” category the highest county figure was 23.1% higher than the lowest county figure, whereas in the “between 10-49 people” category this difference was 20.6% The regional average of the balance sheet total in these categories was HUF 29 million and HUF 289 million. Among the taxpayers employing between 50-249 people the regional average of the balance sheet total was HUF 2,396 million, of which the Csongrád County average was HUF 3,748 million, which was two and a half times of the lowest figure found in Békés County. Csongrád County is also the leader in the category of taxpayers employing at least 250 people (with HUF 23,166 million), which was 1.8 times of the regional average of HUF 12,577 million. In this respect Békés County showed the second highest average (HUF 6,566 million). 72.3% of the pre-tax profit was accounted for by taxpayers employing less than 250 people in the Region. The averages were as follows: HUF 0.9 million, HUF 16.3 million, HUF 77.0 million and HUF 560.9 million. The statements made about the county proportions of the balance sheet total are roughly accurate for taxpayers employing less than 50 people as well. As far as taxpayers employing at least 50 people are concerned, Csongrád County produced the highest average pre-tax profit. However, in the “at least 250 people” category Bács-Kiskun County had an above average output, too (HUF 575.8 million). In this category, the pre-tax profit of HUF 171 million produced in Békés County exceeded the Csongrád County average of taxpayers employing between 50-249 people by only HUF 44.6 million.
71.4% of the total wage costs of the Region were accounted for by taxpayers employing less than 250 people. The monthly averages of these were as follows: HUF 87 thousand/person, HUF 115 thousand/person, HUF 141 thousand/person and HUF 176 thousand/person. Of the taxpayers operating with less than 10 people, the average wage cost was the highest in Békés County (HUF 90 thousand/person), whereas Csongrád turned out to be the leader in the category where at least 10 employees are registered. 73.3% of the regional gross added value was accounted for by the taxpayers employing less than 250 people. All in all it can be said that: • taxpayers employing less than 10 people are less significant compared to the other taxpayers in the other categories; • the pre-tax profit of taxpayers employing between 10-49 people exceed the pre-tax profit of the other taxpayers; • taxpayers that have a registered headcount of at least 50 people demonstrated an output in every aspect that weighed out the proportion of headcount.
CROSS-BORDER COMMERCE
The crisis arrived in August Based on the preliminary data of the World Trade Organization, the volume of world production in 2008 increased by 1.7% and that of product exports by 2.3% compared to the previous year, which was the lowest rate of increase seen since 2002. In time of recession, foreign commerce falls back to a more significant extent than production; raw materials and products are sold more frequently than previously. 2 In Hungary, on an annual level foreign sales increased by 3.5%, while foreign acquisition by 4%. Within the year foreign sales lessened in August 2008 (as a result of the exchange impact of a strong HUF), and foreign acquisitions fell back as of November 2008 compared to the same period in 2007. In the Southern Great Plain Region foreign sales exceeded HUF 744.5 billion, and increased by 8.4% compared to the previous year leaving the national growth figures behind. Almost 82% of these sales were directed to the member states of the European Union, with an increase of 9.7%. Sales to third countries also showed an increase of 3.2%, which was significantly below the increase dynamics of the European Union. Foreign acquisition showed a moderate increase with its 4.6% amounting to HUF 475.5 billion. Its proportion within all forms of acquisition was 11.2%. The growth rate of the community import which had a share of 86.6% was also moderate with 3.3%, whereas the third country import volume was 13.3% more than in the previous year. Analysing foreign sales on a monthly basis we can see a picture similar to the national processes. As of August 2008 (with the exception of September) sales fell below the 2007 level, whereas in the earlier months its level had been way above the figures seen in the previous year. In November and December, and also as early as August, sales within the European Union did not reach the level seen in the previous year. Foreign acquisitions
As far as foreign acquisitions are concerned, the first signs of the crisis were visible as early as August, when acquisitions did not reach 90% of the figures of the same month in 2007. In October and December, acquisition levels below that of the previous year were seen, too. As a whole, the monthly dynamics of foreign sales showed much more spectacular and greater differences than that of foreign acquisitions. This was the reason for what we saw: although the decrease of foreign sales in the last quarter was more significant than that of foreign acquisitions compared to the previous year, on an annual level it still produced a more pronounced growth as a result of the higher increase rate in the first two quarters of the year..

PRIVATE ENTREPRENEURS IN THE SOUTHERN GREAT PLAIN REGION
HUF 10.1 million annual income per capita In the Southern Great Plain Region the number of processed tax returns on the year 2008 filed by private entrepreneurs who chose itemized expense accounting exceeded 39,000, which meant a slight increase (1.8%) compared to the statistics of the same reference period in the previous year. There was an increase of a smaller or larger extent in all forms of employment, with the exception of pensioners who account for one quarter of the private entrepreneurs, whose number decreased by 3%. In 2008, the revenues of private entrepreneurs choosing itemized expense accounting was HUF 394.6 billion, which was 3.4% that is HUF 13 billion higher than the revenues of the reference year. The increase represents a real growth of revenues, as the annual revenues of HUF 9.9 billion per capita in 2007 increased by 1.6% to HUF 10.1 million. Examining the revenues by economic branches, it can be seen that the leading economic branch of the Region was commerce and repair services among private entrepreneurs, as 45% of the total revenues that is HUF 179 billion were realized in this branch. A substantial growth of 13.5% increase in revenues was produced by the agriculture branch; the HUF 43.8 billion it generated was 11% of the revenues of the Region. The number of private entrepreneurs increased significantly in agriculture (2,890 people) by 12%, which resulted in the growth of revenues within the branch, as the HUF 15.1 billion annual revenue per capita is the same as it was in the previous year. In 2008, the highest taxable revenue was HUF 3.2 billion, realized by a private entrepreneur in Békés County who sells medicinal herbs. In Bács-Kiskun County the first position in the TOP list was occupied by a cereal, seeds and animal feed retailing entrepreneur with revenues
of HUF 2.3 billion. In Csongrád County the highest revenue was HUF 1.1 billion, produced by a private entrepreneur pursuing fuel retail. The introduction of taxation according to earnings and profits minimum on 1 July 2007 brought a significant reallocation of revenue positions, which continued in 2008, although not as spectacularly as in the previous yea. The number of private entrepreneurs that generated revenues kept increasing, while the number of those generating zero revenues kept decreasing. Following the huge fallback in the reference year, the number of entrepreneurs began to grow again. Still hardly more than half (54.8%) the private entrepreneurs were able to generate a profit; one third of them (33.6%) had losses, and the remaining 11.6% closed the year 2008 with zero profit. The highest income generated by a private entrepreneur was HUF 103 million, realized by a Bács-Kiskun County real estate salesperson. In Csongrád County the highest income was HUF 93 million, and in Békés it was HUF 65 million, made in both cases from notary public services.
DUTY REVENUES EVALUATED
On the top: a real estate of HUF 1.5 billion in Bács-Kiskun REAL ESTATE TRANSFER THROUGH COLLECTED DUTIES In 2008, in the Southern Great Plain Region companies and private individuals requested the ascertaining of duties in more than 110,000 cases, 0,09% of which that is 99 requests were related to the transfer of cumulative real estate of a market value of more than HUF 100 million. Duties of HUF 1.5 billion were levied on these 99 transactions, which was 11% of the total duties levied in 2008. Last year, the most expensive real estate of the Region was sold for more than HUF 1.5 billion in Bács-Kiskun County. The second highest amount paid by a buyer for a real estate in Csongrád County was nearly HUF 1.3 billion. The most significant investor of the Region was a real estate development company that purchased seven pieces of real estate of a market value exceeding HUF 100 million each last year for a total of HUF 2.1 billion (four in Bács-Kiskun, one in Békés and two in Csongrád). Of the three counties of the Region, the high-value real estate purchases were mostly made in Bács-Kiskun County, as 38 companies bought pieces of real estate in excess of a market value of HUF 100 million on 42 occasions. High-value real estate in the County was mostly purchased by companies pursuing real estate sale, and the most expensive house of the Region was also sold here. In Békés County there were 22 sales made 3 (involving 19 enterprises and one private individual) where the market value of the real estate exceeded HUF 100 million; the most expensive one was an industrial and commercial plot of land in Békéscsaba. In Csongrád County pieces of real estate worth more than HUF 100 million were sold on 35 occasions, and, in addition to real estate sales businesses, industrial companies and private individuals, three financial institutions and two commercial chains acquired proprietary rights, too. REVENUES FROM DUTY ON ONEROUS TRANSFER OF MOTOR VEHICLES Whereas the amount of duty to be paid on real estate is related to the value of the acquired real estate, in case of motor vehicle transfers the duty is an itemized duty that has to be paid on every cm3 of the cylinder capacity of motor vehicles. The amount of duty to be paid in case of motor vehicles is therefore not necessarily in proportion to the value of a motor vehicle. In our Region, in the first three quarters the amount of duty revenues generated from motor vehicle transfer (transfer of proprietary rights, rights of property value, rights of maintenance etc.) increased dynamically by 10-20% compared to the year 2007. However, as of October, compared to the previous month, we saw a decrease in revenues, and in the last month of the year (relative to 2008) motor vehicle duty revenues achieved a negative record. In the fourth quarter, the extent of the change reached 8% on a regional level, but in Bács-Kiskun and Békés County the fallback exceeded 10%. 3

The decrease seen in the last quarter of the year 2008 was unquestionably related to the economic crisis, and more specifically, the impacts of the crisis on the automobile industry. As a result of the changed economic environment (loss of jobs, decreasing incomes, difficulties in taking up a credit) buyers postponed mostly those purchases that were not
necessary in maintaining their daily lives. In 2008, Bács-Kiskun County generated the highest amount of revenue from duty on onerous transfer of motor vehicles totalling HUF 1,224 million in the Region. In Csongrád County HUF 859 million and in Békés County HUF 671 million was paid in transfer duty. 75% of the duties on onerous transfer of motor vehicles were paid by households, whereas the remaining 25% were paid by companies. The proportion within the counties of the Region is quite similar, with the exception of Csongrád, where in 2008 the share of household payments was near 85%. However, a reversed trend was seen in the Region in the cities of county rank, as the motor vehicle transfer duty paid by companies was 12% higher than the regional average, exceeding 33%. This was the result of the counter-movement of two extreme values, as the proportion of the motor vehicle transfer duty pad by companies in Békéscsaba was 195, but in Szeged this figure exceeded 42%. In 2008, in our Region nearly 76,000 payments related to motor vehicle transfer (transfer of proprietary rights, rights of property value, rights of maintenance etc.) were made. Most of it happened in Bács-Kiskun County: more than 34,000; in Csongrád County it exceeded 22,000 and in Békés it was around 20,000. In 2008, there were nearly 600 companies pursuing motor vehicle sales activities within the Region, the majority (58%) of which were located in Bács-Kiskun County. The remaining percentage was accounted for by the other two counties in the same proportion.
AVERAGE SALARIES
The TOP100 paid the most In 2008, consumer prices increased by 6.1%, which was more moderate than the 8% inflation a year ago. The average statistic headcount of the Region was 206,906 people, which is a 2% fallback compared to the figures in the previous year. 5.8% more salary was given to a lower headcount, as a result of which the average salary increased by a ratio that exceeded inflation by 1.7%. The annual average salary in the Southern Great Plain Region was HUF 1,526,000, which remained below the national level by 25%. In 2008, 16.5% of the total headcount was employed by the companies generating the first 100 highest net sales revenue, paying one quarter of the total salary costs; the average salaries of the employees were 1.5 times higher than the regional average. Half the TOP10 list of salary per capita are occupied by companies from Csongrád County, 30% by BácsKiskun County enterprises and 20% by Békés County businesses. Of these the highest salary per capita was almost HUF 6 million, whereas nearly HUF 4 million was needed for the 10th place. There was no significant realignment in the rankings of the average salaries according to branches of the national economy; in our Region the electricity and financial sectors are in the lead, and the accommodation and catering services and other service providers finished last. Average salaries changed the most dynamically in the sector of mining and quarrying, which allowed them to come up to third place in the regional ranking. Nationally, third place is occupied by the information and communication sector, which took only 7th place in our Region. Similarly to companies, private entrepreneurs also employed fewer people (3.4%) in 2008 than a year before. The average salary of private entrepreneurs still equals the amount of minimum wages, which was slightly higher than the entrepreneurial withdrawal per capita. The number of people employed as assisting family members increased by a quarter, but the amount of annual average salary (HUF 366,000) decreased by nearly 20%. Regarding private individuals the amount of consolidated tax base per capita improved by almost 10% to HUF 1,565,000, which was the result of the weight and dynamics of wage income from employment. The HUF 1,525,000 average of wage income from employment and the consolidated tax base per capita also fell behind the national figure by 13.%. However, the HUF 974,000 average of separately taxed income is more behind (35%) the national level, which means a nearly 40% fallback compared to the previous year. After a boom the year before, the profitability of small scale agricultural production dropped back again on a regional and national level.

The TOP50 companies of the Southern Great Plain Region concentrated in the county seats of all three counties. In Kecskeméten, 52% of all the businesses (26 enterprises), in Békéscsaba 48% of all the businesses (24 companies), whereas in Szeged 68% of the TOP50 enterprises (34 companies) are registered. Of the county TOP50 businesses, none pursued activities in the Csongrád or the Kistelek Micro-regions.
THE DISTRIBUTION OF THE POPULATION OF THE SOUTHERN GREAT PLAIN REGION ACCORDING TO MICRO-REGIONS The distribution of the population of the counties was similar to what we saw in the previous year, 40% of the population of the Region lives in Bács-Kiskun, 28.2% in Békés and 31.8% in Csongrád County. The population of Békés County decreased by 0.8%, that of Csongrád County increased by the same percentage. The Southern Great Plain Region is made up of 25 micro-regions, of which 10 are located in Bács-Kiskun, 8 in Békés and 7 in Csongrád County. From the perspective of the number of population, the Szeged Micro-region is the most significant (205,937 people), which is followed by the Kecskemét (171,031 people) and the Békéscsaba Micro-region (76,758 people). In our Region, the number of settlements per micro-regions varies to a great extent. The highest number of settlements was counted in the Kecskemét and the Baja Micro-regions (20), whereas the lowest number was registered in the Jánoshalma, Gyula, Csongrád and Hódmezővásárhely Micro-regions (4). The breakdown of micro-regions in the Annex of the CVII Act of 2007 on the partnership of municipalities in the form of micro-regions of multiple purposes was modified in the beginning of 2008, having an impact on the composition and population number of the Békéscsaba, Szarvas, Békés and the Gyula Micro-regions.

As far as the geographic distribution of the companies registered in the Southern Great Plain Region are concerned it can be said that there was a minor change in the ranking of the microregions of Békés and Csongrád County. The micro-regional classification of the settlements of the counties are governed by the Annex of the CVII Act of 2007. In 2008, the change affected the settlements of Békés County the most, since the composition of the settlements of the Békéscsaba, Szarvas, Békés and Gyula Micro-regions changed significantly, and consequently the number of taxpayers within the micro-regions. There was a major increase (50.7%) in the number of private entrepreneurs and private individuals with a tax number, due to which the share of the Sarkad and Mezőkovácsháza Micro-regions grew by 1.9% and 1.5%, mostly because of the continuous increase in the number of private individuals with a tax number. There was a growth in the number of private entrepreneurs and private individuals with a tax number of 28.4% in Bács-Kiskun County, whereas this number was 13.9% in Csongrád. In Csongrád County, the proportion of the taxpayer group mentioned previously increased by 3.7% in the Mórahalom Micro-region, whereas it decreased by 5% in the Szeged Micro-region. The number of partnerships in the Region grew by 3.6% compared to the reference year. The number of economic organisations increased by 46.8% in the Mórahalom Micro-region and by 40.6% in the Szarvas Micro-region. Similarly to the previous year, private entrepreneurs, private individuals with a tax number and partnerships centralized in the micro-regions that have cities of county rank.
NET SALES REVENUE PER MICRO-REGIONS
A hundredfold difference between Szeged and Sarkad The taxpayers subject to corporate income tax show their stocks sold, purchased and produced in the contractual period, during the business year as well as the value of services (including price subsidies and profit margin, but excluding deductions and value added tax) as net sales revenue. In the Southern Great Plain Region the companies in Bács-Kiskun County accounted for the highest proportion with 43.3% followed by Csongrád County enterprises with 39.4% and Békés County businesses with 17.3%. In the rank of micro-regions first place was occupied by the Szeged Micro-region. In this micro-region the companies realized a net sales revenue of HUF 1,257.8 billion, thus their share in the Region reached 28.4%. The second highest proportion (19.8% that is HUF 877.4 billion) was accounted for by businesses operating in the Kecskemét Micro-region, whereas third place was taken by the enterprises of the Baja Microregion with 5.9% and HUF 262.5 billion. The companies of the Békéscsaba Micro-region with their share of 5.2% and net sales revenue of HUF 230.7 billion belong to the leading group, too. The three smallest proportions of the Region were represented by the Kistelek, (0.52%), the Bácsalmás (0.48%) and the Sarkad Micro-region (0.3%). The three largest percentages in Bács-Kiskun County were accounted for by the companies of the Kecskemét Micro-region (with a 45.7% share within the county), the Baja Micro-region (with a 13.7% share within the county) and the Kiskőrös Micro-region (with a 11.2% share within the county). As far as net sales revenues were concerned, the three highest proportions in Békés County were generated by businesses of the Békéscsaba Micro-region (with a 30.1% share within the county), the Orosháza Micro-region (with a 22.5% share within the county) and the Szarvas Micro-region (with a 17.6% share within the county). In Csongrád County the three first places were taken by the Szeged Micro-region (with a 71.9% share within the county), the Hódmezővásárhely Micro-region (with a 10.3% share within the county) and the Szentes Micro-region (with an 8.2% share within the county).
EXPORT SALES REVENUE BY MICRO-REGIONS
More than half from Bács-Kiskun The value, which has been determined in accordance with the Act on Accounting, of exported goods (either purchased or produced) or exported services shall be accounted as export sales revenues regardless of whether the settlement of the consideration was effected in foreign exchange, foreign currency, Hungarian forints or in imported goods services. In the Southern Great Plain Region 51.3% of the export sales revenues were generated by companies in Bács-Kiskun County, 30.7% by enterprises in Csongrád County and 18.0% by Békés County businesses. The companies of Bács-Kiskun County generated an export sales revenue of a total of HUF 381.5 billion, more than half of which (53.5%) was realized by the enterprises in the Kecskemét Micro-region. The share of the Kiskunfélegyháza Micro-region was 14.9% and that of the Baja Micro-region was 9.8%. Of the ten micro-regions the previously mentioned three micro-regions realized 78.2% of the export sales revenue, whereas the other seven accounted for the remaining 21.8%. The companies of Békés County generated an export sales revenue of HUF 134.2 billion. Within the county the three largest shares of the 78.9% of export sales revenue were accounted for by the businesses of the Orosháza Micro-region (43.8%), the Békéscsaba Micro-region (22.7%) and the Szarvas Micro-region (12.4%); the remaining 21.1% was produced by the companies of other five micro-regions. The businesses of Csongrád County realized an export sales revenue of HUF 228.0 billion. 95.7% of the revenues were generated by the enterprises of four of the seven micro-regions of the county. 51.6% of the export sales revenues of the county were realized by the companies of the Szeged Micro-region, whereas 16.3% was generated by the businesses of the Makó Micro-region, 14.4% by the enterprises of the Szentes Micro-region, 13.4% by the firms of the Hódmezővásárhely Micro-region, and the remaining 4.3% was produced by the companies of the Csongrád, the Kistelek and the Mórahalom Micro-regions.

As opposed to the other two counties, in Békés County it were not the microregions belonging to the county seats 0,53% ∑ pre-tax profit: 100% 1,53% 0,91% that accounted for the highest share, 3,02% HUF 62.4 billion 90% 5,68% but the Orosháza Micro-region, where 5,68% 80% 39.7% of the county’s pre-tax profit of Kiste le k 70% Mórahalom HUF 28.8 was generated. The average headcount of employees in 2008 as reported by the companies of the Southern Great Plain Region in their corporate tax returns was 206,906 people. They employed 3,815 people less than in 2007, which means that the economic crisis was already felt. At the same time, the proportion of the counties only changed slightly. Within the Region, the highest proportion was again demonstrated by the businesses of Bács-Kiskun County with their 43%, followed by the companies of Csongrád County The ten most important micro-regions in respect of employemnt in the Southern Great Plain Region in 2008 with 34.9% (in 2007 it was 34.2%) and finally by the enterprises of 45 000 Békés County with a share of 40 000 35 000 22.1% (in the year 2007 it was 30 000 22.7%). 25 000 People The Szeged Micro-region plays a 20 000 15 000 major role in the Region and in the 10 000 county, too, as 21.3% of the 5 000 employees of the Region and 0 61.1% of the employees of the County are employed by this micro-region. The Kecskemét Micro-region is the second in the Region with its share of 19.7%. However, in a county level this micro-region took first place with 45.8%. These two micro-regions owe their distinguished position in the Region to their geographic location, infrastructure and their decisive economic potential.

The third position in the rank is occupied by the Békéscsaba Micro-region with a proportion of 6.5%. Within Békés County the enterprises operating in the Békéscsaba Micro-region employ the largest proportion of employees in the county, altogether 13.3 thousand people, thus their share within the county is 29.1%. In the Southern Great Plain Region the two micro-regions with the lowest headcount are the Bácsalmás and the Sarkad Micro-regions; their proportion within the Region is 0.6% and 0.4%. In 2007, the lowest headcount was seen in the Sarkad and the Kistelek Micro-regions, but in the year 2008 the Bácsalmás Micro-region took the place of the Kistelek Micro-region.
TAX REVENUES BY MICRO-REGIONS
County seats in the lead In 2008, in the Southern Great Plain Region the net revenues from taxes and contributions was HUF 540.5 billion, 86.6% of which (HUF 467.9 billion) was generated by the major tax types which showed an increase of 4.4% compared to the reference year. Most of the tax revenues were paid by micro-regions belonging to county seats and cities of county rank. The companies registered in these four micro-regions (Kecskemét, Békéscsaba, Szeged and Hódmezővásárhely) paid a total of HUF 324.9 million, which was 60.1% of all the net revenues from taxes and contributions. Of the major tax types HUF 215.7 billion was paid in Bács-Kiskun, HUF 128.1 billion in Békés and HUF 196.7 billion in Csongrád. As far as the micro-regional ranking is concerned, there was no significant change in the counties; there was only a positive or negative difference of a few percentage points compared to the previous year. In Bács-Kiskun County more than half (54.3%) of the revenues were generated by the companies operating in the Kecskemét Micro-region. The second place was occupied by the Baja Micro-region with 12.4%, while third place was taken by the Kiskőrös Micro-region with 7.7%. The three micro-regions accounted for a total of HUF 160.3 billion net revenues. The lowest amount was paid by the businesses registered in the Kiskunmajsa, the Jánoshalma and the Bácsalmás Micrio-region; they paid a total of HUF 10.6 billion. Nearly half the revenues in Békés County came from the Békéscsaba Micro-region, which was followed by the Orosháza Micro-region with a share of 12.5%, while third place was occupied by the Szarvas Micro-region. A total of HUF 90.0 billion was paid by the micro-regions of the highest proportion. Less than 10% of the revenues of the county that is HUF 12.4 billion were provided by the micro-regions of the county of the three lowest proportions: the Mezőkovácsháza, the Szeghalom and the Sarkad Micro-region. In Csongrád County 67.4% of the revenues came from payments of the businesses of the Szeged Micro-region. Second place was taken by the Hódmezővásárhely Micro-region, and third place was occupied by the Szentes Micro-region; the share of the two micro-regions was altogether 14.2%. The enterprises of the three micro-regions paid a total of HUF 160.4 billion in 2008. Of the seven micro-regions the two micro-regions with the lowest proportion that is the Kistelek and the Mórahalom Micro-region had a share of a total of 2.7%, which meant a net revenue of HUF 5.4 billion.

THE FINANCIAL SITUATION OF MICRO-REGIONS
The signs of realignment SOLVENCY On the basis of the average indicator of solvency according to micro-regions, which expresses the proportion of the equity capital within the liabilities of an enterprise, the signs of realignment are visible. In the group of micro-regions showing an average figure of less then 30%, which is considered the critical level, the Jánoshalma Micro-region is a new entry, where the average level of this indicator deteriorated by 4% to 26%. However, in the Sarkad Micro-region the indicator improved from 29% to 32%. With an increase of 5%, the Hódmezővásárhely Micro-region came up to the 50% level, falling behind the Orosháza Micro-region by a single percentage point. FIXED ASSET COVERAGE In 2008, the fixed asset coverage was seen to be at the highest level in the Makó Microregion (106% and 172%). In the Jánoshalma Micro-region Type 2 of the indicator reached 100% in the year 2007, whereas in 2008 it was only 93%. In the Kunszentmiklós and the Mórahalom Micro-regions only Type 2 of the indicator exceeded the 100% level by 2008, whereas in the previous year both types of the indicator were higher. By 2008, Type 2 of the indicator in the Orosháza Micro-region reached 100% (in the year 2008: 101% and 124%). INCREASE IN EQUITY
By 2008, Type 1 of the average increase in equity indicator (balance sheet profit / issued capital) turned positive in the Kiskunhalas Micro-region (it improved from -1% to 9%). However, in the Kiskunmajsa, the Kistelek, the Szarvas and the Sarkad Micro-regions the change indicated negative economic processes. The Szeghalom Micro-region still has the highest increase in equity indicator, but it weakened from 87% to 72%.
Type 2 of the average increase in equity indicator (balance sheet profit / equity capital) indicated a remission in the rate of economic development. In 2007, of the micro-regions in the “above 10%” group, only the Szeghalom Micro-region remained in place, where the indicator worsened from 15% to 11%. Instead of the 68% in 2007, the Bácsalmás Micro-region in 2008 was characterised by an indicator of only 13%, which was the highest in the Region. Whereas in 2007 none of the micro-regions had a negative indicator, in 2008, on the basis of the tax returns filed, the following micro-regions fell in this group: the Kiskunmajsa, the Kistelek and the Sarkad Micro-regions (in 2008 this indicator was -4%, -3% and -2% in this order). In 2008, Type 1 of the indicator showed a decrease in the Szarvas Micro-region (-2%), while Type 2 was 0%. LIQUIDITY INDEX
According to Type 1 of the liquidity index (liquid assets / short term liabilities), similarly to the year 2007, the Sarkad Micro-region was seen in the “1 and below 1” group. However, in the Jánoshalma Micro-region the indicator deteriorated from the 1.15 seen in 2007 to 0.96. As far as this indicator was concerned, the Szeghalom Micro-region was in the highest group once more: the indicator improved from 1.24 to 2.23. Whereas the indicator in the Kunszentmiklós and the Kiskőrös Micro-regions dropped below the 1.3, which is considered safe (in 2008: 1.23 and 1.29), the same indicator in the Békés and the Orosháza Micro-regions improved above this level (in 2008: 1.38 and 1.45). Type 2 of the liquidity indicator does not consider stocks in the current asset enumerator, According to this calculation, the indicators of all the Micro-regions in Bács-Kiskun County were below 1, so, compared to the reference year, even that of the Bácsalmás Micro-region fell below this figure (0.79). Only the indicator of the Makó Micro-region exceeded in both years 1.3 (1.31 and 1.32). On the basis of the 2008 tax returns, the value of Type 2 of the average liquidity index increased above 1 in the Orosháza (1.06), the Szeged (1.39) and the Szeghalom (1.79) Micro-regions.
