Bij brief van I december 2010 heeft drs. A. Vellinga, plaatsvervangend voozitter van het College van bestuur van de Politieacademie te Apeldoorn, bij de Nederlands-Vlaamse Accreditatieorganisatie (NVAO) een aanvraag Toets nieuwe opleiding ingediend, als bedoeld in artikel 5a.11 van de Wet op het hoger ondenvijs en wetenschappelijk ondezoek (WHW; Stb. 2002, 302), voor de opleiding wo-master Executive Master of Police Management. Het betreft een deeltijdse opleiding (60 ECTS), die te Warnsveld wordt verzorgd.

7 ln een gesprek met de opleiding op 22 maart 2011 heeft de NVAO aangegeven dat het voorliggende adviesrapport nog onvoldoende basis biedt voor een positief besluit. Bij brief van 15 augustus 2012 aan de instelling heeft de NVAO haar standpunt bevestigd. Daaropvolgend heeft de NVAO op 23 november 2011 afspraken gemaakt met het EAPAA panel over aandachtspunten voor een tweede bezoek aan de opleiding om de realisatie van voorgenomen verbeteringen te beoordelen. Het aanvullende paneladvies heeft de NVAO ontvangen op 20 juni 2012 en betrokken bij haar besluitvorming.

2.1
Samenvattingbevindingenpanel
Doelstellingen The ambition of the School of Police Leadership (SPL) is to be the leading institute for leadership positions within the Police. SPL supports police leaders in lifelong learning and in realising and maintaining mental, intellectual and social-emotional fitness. SPL contributes to the development of knowledge on police leadership. The Strategic Leadership Curriculum (SLL) constitutes an important part of SPL's vislon. The objective of the programme is to enable decision-makers at a strategic level of interagency policing to cope with the complex, divergent and ever-changing threats to a safe society by developing their analytical, multidisciplinary, leadership, problem-solving and research competencies with regard to: - their personal development as a manager with a reflective attitude and a poly-perspective view of society in all its diversity; - their position in a societal environment and within public administration, as identifìed by the academic disciplines of economics, sociology, psychology, law and political science; - the role of the police and their partners in the international environment of combating crime and managing crises. The intended learning outcomes have been developed in collaboration between SPL and NSOB for the academic content, and with the help of police experts and police programme boards in cooperation with representatives of safety partners (such as the Royal Marechaussee), universities and public authorities. The outcomes haven been legitimised by three Public Administration Councils, viz. the Councils of Chief Constables, Public Prosecutors and Mayors of Major Cities in their capacity as managerial controllers of a Regional Police Force. Finally, these qualifications have not only been enacted by the Ministry of the lnterior and the Ministry of Justice, but also been subscribed by the Ministry of Education in order to guarantee a degree that is equivalent to similar masters of public education. By studying the Self-Evaluation Report and the details of the programme, as well as from the meetings with the staff, teachers and students, for the site visit team it became clear that the intended learning outcomes reflect the requirements of the relevant domains (public administration and leadership). Also the requirements from the fìeld of practice are incorporated in these intended learning outcomes. The description of the learning outcomes has been done in a detailed and transparent way. From the inspection of all relevant material of the curriculum, the site visit team is of opinion that the curriculum clearly meets the master level The site visit team concludes this from subjects for the course elements, the reputation of the teaching staff, the level of the required readings, and the level of the assessments.

7 The intended learning outcomes are based on what is common in the (international) scientific public administration discipline. Furthermore, the relevant field of police practice has clearly been involved in the development of the learning outcomes. The site visit team is of opinion that intended learning outcomes have a clear academic orientation.
Programma The level of understanding that is aimed at in this programme is academic, as becomes clear from the teaching subjects, the literature and the requirements for the thesis. To ensure the academic quality of the programme most lecturers (all are public administration teachers) are recruited through the Netherlands School for Public Administration (NSOB) , who is co-responsible for this programme. All these lecturers are renowned academics, and most of them are actively involved in academic research in their respective institutions. When applicable, they use the results from their (and other) research in their teaching). Next to the Police Dean, the programme has an Academic Dean to ensure and guard the academic quality of the programme. The teachers for the personal development elements of the curriculum are experienced trainers. Through two methodological seminars, the students are trained in social research methodology. Because all students work in a management position in the police force (or related safety fìelds), the links with the relevant practice are evident. Furthermore many of the teachers use cases from the relevant practice in their teaching, and all assessments are practice related. The site visit team is of opinion that the level and quality of the curriculum is academic, especially with respect to the public administration elements. The relation with the practice of police leadership is evident in all aspects of the curriculum. The programme consists of three pillars that connect the development of strategic leadership skills to the demands and impact of society, governance and policing. ln the SelfEvaluation Report the individual courses are related to the competencies and the Dublin descriptors. It is clear to the site visit team that the structure and didactics of the programme are well aligned with the objectives of the programme and the characteristics and requirements of the target group. The attention given to the personal development in the programme is large and intensive. This element of the programme is referred to most in meetings with students and alumni. The site visit team is of opinion that, given the programme objectives, the curriculum is balanced and of good quality. lt is really integrated with much attention for the personal effectiveness as leader. lt is clear that the curriculum is well designed from an integrative perspective on what is needed for a present day police leader in a strategic position.
The admission goals, admission policy and admission standards are clear and in line with the programme objectives. The academic prerequisites (bachelor degree with research skills) are adequate. The other prerequisites stem from the specific nature of the organisation (5 years of experience in a strategic leadership position) and the objectives of the programme (leadership development). The programme is not open to'everyone', because the home organisation has to nominate a candidate, and to pay for the programme. Although the programme is primarily designed for the police, a few candidates come from other organisations. Of the past five groups, aboul20o/o of the participants do not belong to a police organisation.

vanT lnzet van Personeel The situation is not comparable to a normal university. Almost all lecturers are employed at other organisations than the Police Academy. ln their home institutions almost all lecturers are involved in research (some are retired professors), and some of them in research relevant to the police. There is no doubt that this research has impact on the teaching in this programme. Most lecturers are professors (exception: courses for the individual aspects are given by practitioners/trainers/coaches), and most very renowned in their fìeld. Students in this programme are taught by more professors from different institutions than a 'normal' master student.
The site visit team has no doubt that most of the teaching is done by researchers who contribute to the development of the subjecUdiscipline, especially in the public administration discipline. Most of the teaching of the 'individual' elements is done by experienced trainers. ln a narrow sense there is (almost) no faculty. There is a (part{ime) Academic Dean (employed through the NSOB) and a full time programme manager (with a master degree). This is due to the way the programme is organised as a joint venture of the Police Academy and the NSOB, that is co-responsible for the academic quality of the programme. The programme management plays an important role in the programme execution as well as in the programme development and innovation. The programme management consists of the Academic Dean, the Police Dean and the programme manager, who each have their own responsibilities. The site visit team sees a potential danger for the programme's continuity because of the vulnerability of the programme management. This is predominantly a onewoman job. The site visit team has noticed there is now a deputy programme manager, and thinks this is an important improvement. The site visit team wondered why not more of the police academy's own lecturers (who have an explicit research task relevant for the police) were involved in the programme. The lecturers are selected for their fields of expertise in relation to the curriculum, and their educational skills. All lecturers have their main position at Dutch universities and are highly qualified in their field of expertise. The quality of the lecturers in this programme is beyond any doubt: it is the top in the Netherlands.
Voozieningen The supportive services and facilities are more than satisfactory, with the exception of the library because it is not easy for students to consult literature. As adult students, the need for student services is much less than for young students. So there are no typical services like programme advisement or career guidance. However, because one of the main objects of the programme is personal development as police leader, the programme offers a lot of coaching and supervrsron. The relevant student services (supervision and coaching) are satisfactory.
lnteme kwaliteitszorg The quality improvement and innovation process of this programme is embedded in the quality system of the Police Academy. The Quality System of the Police Academy is fully based on internationally acknowledged principles such as the EFQM-Model, including evaluations by students, teaching staff, tutors, employees and external stakeholders. There is an elaborate quality assurance system in which individual courses and the programme as a total are evaluated. The results are used for improvements. There is an adequate system of programme/curriculum development in which all relevant stakeholders are involved. The evaluation by alumni and employers could be more systematic and based on a transparent methodology.

vanT Condities voor continuiteit The site visit team has no doubts that the police academy guarantees to the students as well as to their employers that the students can complete the programme. The police is convinced of the worth of good police education, and will appropriate adequate resources for this education. Given the place of the programme in the education of police managers, this programme will keep a high ranking in priority. The site visit team is convinced that adequate resources will be available in the future for this programme.

Advies van het panel
Het panel adviseert de NVAO om positief te besluiten ten aanzien van de kwaliteit van de nieuwe opleiding wo-master Executive Master of Police Management van de Politieacademie Apeldoorn.

Overwegingen NVAO
3.1
De NVAO heeft vastgesteld
.1 dat het panel voldoet aan de eisen van deskundigheid, onafhankelijkheid en onpartijdigheid; 3.1
.2 dat de werkwijze van het deskundigenpanel bij de beoordeling van de aanvraag Toets nieuwe opleiding van de Politieacademie Apeldoorn voor de opleiding wo-master Executive Master of Police Management van de Politieacademie Apeldoorn afdoende is geweest. De gevolgde werkwijze en procedure alsmede geraadpleegde informatiebronnen zijn voldoende geformuleerd en vermeld; 3.1
3.1 .2 dat het panel zijn oordeel heeft opgesteld en onderbouwd overeenkomstig het toepasselijke Toetsingskader nieuwe opleidingen hoger ondenruijs van de NVAO en de daarbij behorende beslisregels heeft gevolgd. Op het niveau van de facetten zijn de analyses van het panel voldoende duidelijk en consistent, en ze leiden tot navolgbare conclusies na afronding van de aanvullende beoordeling. Op het niveau van de onderwerpen z'rjn de oordelen over de facetten genoegzaam afgewogen en neergelegd in heldere conclusies.
.4 dat het aanvullende paneladvies voldoende overtuigend rapporteert over de aandachtspunten die de NVAO het panel meegaf bij het tweede bezoek, te weten de kwaliteit van het gerealiseerd niveau en beoordeling en toetsing, de instroom in de opleiding, de inhoudelijke aansturing van de opleiding en de inbedding van de opleiding in een wetenschappelijke onderzoeksomgeving. 3.1

dat het panel in zijn advies een kanttekening heeft opgenomen ten aanzien van de nog noodzakelijke verdere verbetering van de individuele beoordeling en toetsing en het academisch gehalte van de masterproeven. De NVAO onderschrijft deze en brengt deze onder de aandacht van de opleiding.
3.2
De NVAO is in het licht van het vorenstaande tot de slotsom gekomen dat het paneladvies over de voorliggende opleiding voldoende zorgvuldig tot stand is gekomen en dat het eindoordeel genoegzaam is gemotiveerd. De NVAO verlangt van de opleiding om binnen drie jaren na ingaan van dit besluit het gerealiseerde niveau en de kwaliteit van de individuele beoordeling en toetsing in de opleiding opnieuw door het panel te laten beoordelen en daarover aan de NVAO te rapporteren. Het betreft een afspraak tussen de instelling en de NVAO die geen invloed heeft op de lengte van de accreditatietermijn van zes jaar.

Besluit
Op grond van het voorgaande besluit de NVAO de aanvraag Toets nieuwe opleiding van de Executive Master of Police Management (60 ECTS; variant: deeltijd; locatie: Warnsveld) van de Politieacademie Apeldoorn te Warnsveld, positief te beoordelen. lngevolge het bepaalde in artikel 7.10a, derde lid van de WHW is de graad: Executive Master of Police Management. lngevolge het bepaalde in artikel 5a.10, tweede lid, in verbinding met artikel 5a.1 1, zesde lid, van de WHW heeft de NVAO het college van bestuur van de Politieacademie Apeldoorn te (Warnsveld) in de gelegenheid gesteld zijn zienswijze op het voornemen tot besluit d.d. 4 septemer 2012 naar voren te brengen. De instelling heeft geen opmerkingen en/of bezwaren geformuleerd op het voornemen tot besluit. De NVAO heeft een bestuurlijke afspraak gemaakt met de instelling om het gerealiseerd niveau in de opleiding opnieuw te laten beoordelen in het licht van de noodzakelijke verdere verbetering van het academisch gehalte van de opleiding. Het gerealiseerd niveau van het cohort dat in 2013 met de opleiding begint zal in 2015 door een panel worden beoordeeld. Het college van bestuur van de instelling heeft deze afspraak op 11 september 2012 mondeling bevestigd. Gelet op het bepaalde in artikel 5a.11, vijfde lid, van de WHW in verbinding met artikel 3.1 van het Uitvoeringsbesluit WHW 2008 acht de NVAO onderdeel Rechten van het Croho-register passend voor de opleiding. Tegen dit besluit kan op grond van het bepaalde in de Algemene wet bestuursrecht door een belanghebbende bezwaar worden gemaakt bij de NVAO. De termijn voor het indienen van bezwaar bedraagt zes weken.
