PSSI ELECTORAL CODE Article 1 Scope of application 1. This code is applicable to presidential elections as well as those for members of the executive body (e.g. federal council, executive committee, federal bureau), the congress, the judicial bodies, the electoral committee and the election appeal committee. 2. This electoral code is also applicable to elections to all bodies that are subordinate to the association (e.g leagues, regional associations, and affiliated members) and whose regulations and procedures are controlled exclusively by the association.
Article 2 Principles, obligations interference
and
rights
of
parties,
government
1. The democratic principles of segregation powers, transparency and publicizing of the electoral processes of the member association must be observed without exception. 2. Government interference of any kind in the electoral process or composition of the elective body (general assembly or congress) of the association is not permitted. Consequently, government rules on elections shall not apply to the elected internal bodies of the association and the electoral rules of the association shall not require the approval of any government body. Furthermore: a) the association shall adapt and approve the electoral rules of its elected internal bodies in accordance with this code and other FIFA regulations; b) at the very least, the electoral codes of the FIFA member associations shall include the following information: the number of members and elections, if appropriate, of the congress; deadlines, requirements, regulations and the announcement of the final lists of candidates, the voting procedure, ballot papers, urns, polling booths and the announcement of the results; verification of the procedure and appeals; c) the association shall inform FIFA of the commencement of the elections to its elected internal bodies, the announcement of the elections and its electoral rules at one month’s notice. It shall likewise inform FIFA of the duration of the elections and of the mandates. The association is likewise obliged to immediately inform FIFA of any government interference in the electoral process.

d) unless this code states otherwise, the elected internal bodies of the association shall continue to exercise their functions until the completion of the electoral process.
ELECTORAL COMMITTEE Article 3 Basic principles 1. The electoral committee (hereafter the Committee) organizes and supervises the election process and takes all decisions relating to the election. 2. The members of the Committee must under no circumstances be members of the executive body. 3. The members of the Committee shall be bona fide members of the association. 4. The members of the Committee must immediately decline to give an opinion and withdraw from the matter in progress if they are: a) a candidate for an elected post; b) a relative, whether by birth or marriage, of one of the candidates for an elected post; c) a government official of any kind. 5. In the event that a member does not fulfill the above requirements, the member in question shall immediately leave his position and be replaced by a substitute.
Article 4 Election 1. The Committee is elected, in accordance with the provisions of this code, by the congress or the body that represents it between congresses for a term of 4 years at the final ordinary congress before the elective congress of the executive body. The congress or the body that represents it between congresses also elects 3 substitute members of the electoral committee as well as the 3 members of the election appeal committee and 2 substitute members of the appeal committee. 2. The members of the Committee are not permitted to serve for 2 consecutive terms. 3. The ordinary congress at which the Committee is elected shall take place at least 6 months before the elective congress at which the executive body is elected.

Article 5 Composition 1. The Committee shall be composed of a minimum of 7 and a maximum of 9 members and must be formed within the association. 2. The Committee comprises: a) a chairman; b) a deputy chairman; c) between 1 and 5 members. 3. The general secretary of the association serves as the secretary to the electoral committee. He takes part in the activities of the Committee in a consultative capacity, is responsible for the related logistical matters and takes care of administrative matters. 4. The Committee appoints the chairman and deputy chairman from among its members. 5. In the event that one or more members of the Committee stand as candidates for an elected post or are unable to carry out their duties, they shall resign from the Committee. Any member who resigns shall be replaced by a substitute. 6. The members of the Committee shall officially declare their candidature for elected posts in such a way as to allow the replacement process described above to be carried out harmoniously and without any time pressure that would be prejudicial to the elections of the executive body. 7. The Committee may be assisted by members of the general secretariat at any time provided that they are not standing as candidates for elected posts.
Article 6 Duties 1. The Committee is responsible for all tasks relating to the organization, running and supervision of the elective congress. In particular, it is responsible for: a) strictly enforcing the association’s statutes and regulations; b) strictly enforcing the statutes, directives and regulations of FIFA and the regulations of the association and confederation where they do not contradict FIFA regulations; c) strictly enforcing the electoral code; d) strictly enforcing the statutory deadlines for elections; PSSI ELECTORAL CODE 3
e) distributing information to the delegates of the congress as well as to government bodies, the media and the public; f) managing relations with government bodies (where necessary); g) The candidature procedure (launch, distribution of information, evaluation, publication of official list etc.); h) organizing, in administrative and technical terms, the elective congress; i) drawing up the list of voters in accordance with the association’s statutory provisions; j) verifying the identity of the voters under the supervision of the bailiff appointed for this purpose; k) the voting procedure (cf. article 15); l) all other tasks necessary to ensure the smooth running of the electoral process. 2. Logistical matters shall be taken care by the association.
Article 7 Convoking the Committee and quorum 1. Only if the Committee is convoked validly by its chairman is it entitled to deliberate and pass decisions. 2. A quorum is constituted by the absolute majority of the members of the Committee.
Article 8 Decisions All of the Committee’s decisions must be passed by an absolute majority of the valid votes cast. If a vote is tied, the chairman of the Committee shall have the casting vote. Decisions are recorded in minutes signed by the chairman and the secretary of the Committee. Appeals against the Committee’s decisions may be lodged only with the election appeal committee of the association, to the exclusion of the possibility of appealing said decisions before any other body, particularly a government body.

Article 9 Criteria The eligibility criteria are defined by this code and the statutes of the association and must comply with the statutes and regulations of FIFA.
Article 10 Submission of candidatures Candidatures shall be sent by recorded post or delivered in exchange for confirmation of receipt to the general secretariat of the association at least 90 days before the congress is held.
Article 11 Examination of candidatures 1. The candidatures shall be examined by the electoral committee within 7 days of the deadline for their submission. 2. The candidates shall be informed of the decision of the Committee’s examination within the same period of 7 days. 3. The list of candidates shall be published.
Article 12 Appeal procedure 1. The election appeal committee is constituted of 3 members and 2 substitutes elected by the congress at the same time as the members of the Committee. One of these members shall have legal training. 2. Any appeal, with its reasons, shall be sent by registered post or delivered in exchange for confirmation of receipt to the general secretariat of PSSI within 6 days of receipt of the Committee’s decision. 3. Appeals shall be considered by the election appeal committee within 30 days of their receipt by the general secretariat. 4. The decisions of the election appeal committee are final and may not ne monitored by any government body.

Article 13 Distribution of the final official list The final official list of candidates shall be sent to all the delegates of the congress and, where necessary, to the relevant government bodies no less than 30 days before the elective congress is held. It shall also be published in the press.
Article 14 Deadline for convoking an elective congress An elective congress shall be convoked the requisite number of days before it takes place as stipulated in the PSSI’s statutes. Notification shall be addressed to all the delegates of the congress and, where necessary, to the relevant government bodies. The elective congress shall be announced through the media.
Article 15 Duties of the Committee The duties of the Committee are as follows: a) To monitor the voting procedure during the elective congress using the electoral register that it has compiled; b) To count the votes; c) To take any decision that is necessary regarding the validity or invalidity of ballot papers; d) In general, to pass a definitive decision on any matters relating to the voting procedure during the elective congress; e) To draft official minutes of the election and distribute them to members and, where necessary, to government authorities; f) To declare the official results; g) To organize a media conference, where necessary.
Article 16 Ballot papers 1. The PSSI’s general secretariat shall produce the ballot papers under the supervision and charge of the Committee. The ballot papers shall be printed clearly and legibly. 2. The ballot papers shall be of a different color for each round of the election. 6 PSSI ELECTORAL CODE
Article 17 Urn 1. Before the start of the voting procedure, the urn – which shall be transparent where possible – shall be opened and presented to the delegates of the congress. It shall then be closed and placed in a visible position near to the members of the Committee. 2. During the vote, the urn shall be monitored by one of the members of the Committee.
Article 18 Polling booths Polling booths shall be erected near to the urn and the polling station so that the delegates of the congress who are entitled to vote may complete their ballot paper in secret.
Article 19 Vote 1. The chairman of the Committee shall explain in detail the voting procedure (urn, ballot papers, valid and invalid ballot papers, count, required majorities, results etc.) and cite any relevant statutory or legislative provisions. 2. The chairman of the Committee calls in turn each delegate of the congress who has the right to vote and invites him to move to the front of the hall where the election is taking place. 3. Once called, the delegate moves to the front of the hall and, after signing, he receives his/her ballot paper. 4. The delegate then completes his/her ballot paper in the urn, signs the electoral register and then returns to his/her seat. 5. The counting procedure begins as soon as all of the delegates with the right to vote have deposited their ballot papers in the urn. A member of the Committee opens the urn and tips out the ballot papers. The count then commences.
Article 20 General principles, decisions in the event of dispute 1. Only the members of the Committee may take part in the count. All operations (opening the urn, counting the ballot papers, counting the votes, etc.) shall be carried out in a way that can be followed clearly by the delegates of the congress. 2. In the event of a dispute regarding the validity or invalidity of a ballot paper, the validity or invalidity of a vote, the drafting of the minutes, the declaration of the results or any other matter relating to the counting procedure, the Committee’s decision shall be final.
Article 21 Invalid ballot papers 1. The following are considered invalid: a) ballot papers that do not bear the official distinctive marks defined by the Committee; b) ballot papers that bear any words other than the names of the candidates; c) ballot papers that are illegible or have been defaced; d) ballot papers that bear identifying marks. 2. The chairman of the Committee shall write on the back of any invalid ballot paper (in red) the reasons for its invalidity and confirm with a signature.
3. In the event of disputes regarding the validity or invalidity of a ballot paper, the validity or invalidity of a vote, the drafting of the minutes, the declaration of the results or any other matter relating to the counting procedure, the Committee’s decision shall be final.
Article 22 Spelling mistakes Spelling mistakes shall result in the invalidity of a vote only if they mean that it is not possible to identify with certainty any of the official candidates.
Article 23 Count and declaration of results 1. Once the urn has been opened, the members of the Committee shall count out loud the number of ballot papers and verify their validity. If the number of ballot papers is equal to or less than the number of ballot papers issued, the ballot is valid. If it exceeds the number of ballot papers issued, the ballot shall be declared void and recommence immediately in accordance with the procedure described above.

2. After the number of ballot papers has been verified, the members of the Committee shall proceed to count the number of votes cast for each different candidate. 3. Once the count has been completed and verified, the chairman shall officially declare the results to the members of the congress. 4. If a second (or subsequent) round of voting is required, the voting procedure shall be repeated in accordance with the above articles. The voters of the congress are also be informed of the statutory provisions that apply for the second (and subsequent) rounds of voting (e.g. any changes to the majority required, elimination of candidates).
Article 24 Declaration of final results 1. After each round of the election, the chairman of the Committee shall declare the results officially to the delegates of the congress. The minutes are to be drafted and signed by all the members of the Committee. 2. The final minutes shall be distributed to the delegates of the congress and, where necessary, to government bodies. They shall be entered in the record of the deliberations of the congress.
Article 25 Verification of procedure A notary or other person of equivalent legal status recognized by the courts shall attend the congress and draw up minutes. He or she is specifically responsible for verifying the identity of the voters and ensuring compliance with the voting procedure.

KODE PEMILIHAN PSSI Pasal 1 Ruang Lingkup 1. Kode Pemilihan ini berlaku untuk pemilihan Ketua Umum, Wakil Ketua Umum dan para Anggota Komite Eksekutif, kongres, badan yudisial, komite pemilihan dan komite banding pemilihan. 2. Kode Pemilihan ini juga berlaku untuk pemilihan seluruh badan yang ter subordinasi dengan PSSI (misalnya liga, asosiasi regional dan anggota afiiliasi) dan regulasi dan prosedur yang dikendalikan secara khusus oleh PSSI. Pasal 2 Prinsip, Hak dan Kewajiban 1. Prinsip-prinsip demokrasi tentang pemisahan kekuasaan, transparansi dan publikasi dari proses pemilihan harus diperhatikan oleh seluruh anggota PSSI tanpa terkecuali. 2. Intervensi pemerintah dalam bentuk apapun dalam proses pemilihan atau komposisi dari badan terpilih misalnya Kongres PSSI idak diperkenankan. Hal ini berakibat pada tidak berlakunya peraturan pemerintah pada PSSI dan kode pemilihan ini tidak diharuskan mendapatkan persetujuan dari badan pemerintah manapun. Lebih lanjut: a) PSSI harus menyesuaikan dan menyetujui aturan pemilihan oleh badanbadan internal terpilih berdasarkan kode ini dan statuta FIFA lainnya; b) Setidaknya, kode pemilihan dari para anggota FIFA harus mencakup informasi berikut : jumlah anggota dan pemilih, jika sesuai dengan kongres; tenggat waktu, persyaratan, peraturan dan pengumuman daftar akhir calon, prosedur pemungutan suara, surat suara, kotak suara, bilik suara dan pengumuman hasil; verfikasi prosedur dan banding c) PSSI harus memberitahukan FIFA mengenai dimulainya pemilihan kepada organ-organ internal terpilih, pengumuman pemilihan dan aturan pemilihan tersebut dalam kurun waktu satu bulan. Ini juga harus di beritahukan kepada FIFA mengenai durasi pemilihan dan mandat. PSSI juga wajib untuk segera memberitahu FIFA dari setiap campur tangan pemerintah dalam proses pemilihan. d) Kecuali ditentukan lain dalam Kode Pemilihan ini, badan-badan internal terpilih di PSSI harus terus memegang jabatan sampai dengan selesainya proses pemilihan.

KOMITE PEMILIHAN Pasal 3 Prinsip Dasar 1. Komite Pemilihan (selanjutnya disebut “Komite”) mengatur dan melakukan supervisi pada proses pemilihan dan memutuskan segala hal berkaitan dengan dengan pemilihan. 2. Para anggota komite harus dalam kondisi tidak menjadi anggota badan eksekutif. 3. Para anggota Komite harus menjadi bagian dari PSSI. 4. Para anggota komite harus segera menolak untuk memberikan pendapat dan menarik diri jika mereka: a) kandidat yang dicalonkan; b) hubungan saudara, baik kelahiran ataupun perkawinan dari salah satu calon terpilih c) seorang pejabat pemerintah. 5. Dalam hal anggota tidak memenuhi persyaratan diatas anggota yang bersangkutan harus segera meniggalkan posisinya dan digantikan oleh penggatinya Pasal 4 Pemilihan 1. Komite dipilih, sesuai dengan kode ini, oleh kongres ataupun badan yang mewakili diantara kongres dalam jangka waktu 4 tahun dari kongres terakhir sebelum kongres pemilihan dari badan eksekutif. Kongres atau badan yang mewakili diantara kongres tersebut juga memilih 3 anggota pengganti Komite Pemilihan serta 3 anggota Komite Banding Pemilihan dan 2 anggota penggati Komite Banding Pemilihan. 2. Para anggota Komite tidak diperkenankan untuk melayani 2 periode berturutturut. 3. Kongres biasa di mana Komite terpilih harus berlangsung sekurang-kurangnya 6 bulan sebelum kongres pemilihan di mana badan eksekutif akan dipilih.

Pasal 5 Komposisi 1. Komite harus terdiri dari minimal 7 (tujuh) dan maksimal 9 (sembilan) anggota dan harus dibentuk sesuai dengan aturan PSSI. 2. Komite terdiri dari: a) 1 ketua; b) 1 wakil ketua; c) antara 1 dan 5 anggota; 3. Sekretaris Jenderal PSSI bertugas sebagai sekretaris Komite. Ia mengambil bagian dalam kegiatan Komite dalam kapasitas konsultatif, bertanggung jawab dalam hal-hal logistik terkait dan mengurus hal administratif. 4. Komite menunjuk ketua dan wakil ketua diantara para anggotanya. 5. Dalam hal satu atau lebih anggota komite berdiri sebagai kandidat untuk calon yang akan dipilih atau tidak mampu menjalankan tugasnya, mereka akan mengundurkan diri dari Komite. Setiap anggota yang mengundurkan diri harus diganti oleh penggantinya. 6. Para anggota Komite secara resmi akan mendeklarasikan calon yang akan dicalonkan sedemikian rupa untuk memungkinkan proses penggatian sebagaimana dijelaskan diatas agar dilakukan secara harmonis dan tanpa tekanan waktu yang akan merugikan pemilihan badan eksekutif 7. Komite dapat dibantu oleh anggota dari Sekretariat Jenderal PSSI pada setiap saat kecuali yang bersangkutan berdiri sebagai kandidat yang dicalonkan. Pasal 6 Tugas dan Wewenang 1. Komite bertanggung jawab untuk semua tugas yang berkaitan dengan pelaksanaan dan pengawasan Kongres. 2. Komite bertanggung jawab atas: a) secara tegas menjalankan Statuta dan regulasi PSSI; b) secara tegas menjalankan statuta, arahan dan regulasi FIFA dan regulasi PSSI dan konfederasi yang tidak bertentangan dengan regulasi FIFA; c) secara tegas menjalankan Kode Pemilihan; d) secara tegas menjalankan seluruh tenggat waktu yang ditetapkan terkait dengan pemilihan;

e) mendistribusikan informasi kepada seluruh peserta kongres, termasuk juga kepada pemerintah, media dan publik; f) menjaga hubungan dengan badan pemerintahan (jika diperlukan); g) prosedur pencalonan kandidat (peluncuran, distribusi informasi, evaluasi, publikasi daftar resmi, dll); h) mengatur hal administratif dan teknis kongres pemilihan; i) mempersiapkan daftar pemilih sesuai dengan Statuta PSSI; j) memeriksa identitas pemilih; k) prosedur pemungutan suara; l) seluruh tugas lainnya yang diperlukan untuk menjamin kelancaran dari proses pemilihan; 3. Hal logistik menjadi tanggung jawab PSSI. Pasal 7 Kuorum 1. Hanya jika rapat Komite telah secara sah ditetapkan oleh Ketua Komite, maka peserta memiliki hak untuk mempertimbangkan dan menyetujui keputusan. 2. Kuorum didasari oleh mayoritas mutlak (50 +1) dari anggota Komite. Pasal 8 Keputusan 1. Seluruh keputusan yang diambil oleh Komite harus diambil berdasarkan mayoritas mutlak (50 +1) dari pemilik suara sah. 2. Apabila suara berimbang, maka Ketua Komite harus memiliki suara untuk menentukan keputusan. 3. Keputusan dituangkan dalam risalah rapat dan ditandatangani oleh Ketua Komite dan Sekretaris Komite 4. Banding terhadapat hasil keputusan Komite hanya dapat diajukan kepada Komite Banding Pemilihan PSSI, mengesampingkan kemungkinan menarik mengatakan keputusan sebelum badan-badan lainnya, terutama instansi pemerintah.

Pasal 9 Kriteria Pencalonan Kriteria pencalonan diijelaskan dalam Kode Pemllihan dan harus sejalan serta tidak bertentangan dengan Statuta PSSI. Pasal 10 Pengajuan Pencalonan Proses pengajuan pencalonan harus dikirim melalui surat tercatat atau dikirimkan hanya oleh peserta Kongres untuk dapat diterima dengan konfirmasi penerimaan kepada Komite dengan jangka waktu sekurang-kurangnya 90 (sembilan puluh) hari sebelum pelaksanaan kongres pemilihan. Pasal 11 Pemeriksaan Pencalonan 1. Para calon yang dinominasikan akan diverifikasi oleh Komite dalam waktu 7 (tujuh) hari kalender dari batas waktu penyerahan mereka. 2. Para calon akan dinformasikan hasil dari keputusan pemeriksaan yang dilakukan oleh Komite dalam jangka waktu 7 (tujuh) hari setelah verifikasi. 3. Daftar kandidat wajib diumumkan oleh Komite. Pasal 12 Prosedur Banding 1. Komite Banding Pemilihan terdiri dari 3 (tiga) anggota dan 2 (dua) pengganti dipilih dalam kongres dimana Komite dipilih. 2. Salah satu dari anggota ini harus memiliki kualifikasi pendidikan di bidang hukum. 3. Semua banding dengan alasan-alasannya, dikirimkan dalam bentuk pos tercatat atau dikirimkan dengan mendapatkan bukti tertulis dari Komite 6 (enam) hari sejak keputusan Komite diumumkan. 4. Banding akan diperiksa oleh Komite Banding Pemilihan 30 hari sejak diterima oleh Sekretaris Jenderal 5. Seluruh keputusan Komite Banding Pemilihan bersifat final dan mengikat dan tidak dapat diintervensi oleh badan pemerintah apapun.

Pasal 13 Distribusi Daftar Calon Tetap Hasil akhir dari daftar calon wajib dikirimkan oleh Komite kepada seluruh peserta kongres dan jika perlu kepada badan-badan pemerintahan yang relevan tidak kurang dari 30 (tigapuluh) hari sebelum kongres pemilihan diadakan. Hal tersebut juga dipublikasikan di media. Pasal 14 Batas Waktu Untuk Penyelenggaraan Kongres Pemilihan Kongres pemilihan akan diselengarakan jumlah hari sebagaimana diatur dalam Statuta PSSI. Pemberitahuan tersebut harus ditujukan kepada semua peserta kongres dan jika perlu kepada badan-badan pemerintahan yang relevan. Kongres pemilihan diumumkan melalui media. Pasal 15 Tugas Komite Pemilihan di Kongres Pemilihan Tugas dari Komite pada saat pelaksanaan kongres pemilihan adalah sebagai berikut: a) memantau prosedur pemungutan suara dalam kongres pemilihan; b) menggunakan daftar pemilihan yang telah dikompilasi; c) menghitung suara; d) mengambil segala macam keputusan yang dibutuhkan berhubungan dengan keabsahan atau ketidak absahan dari kertas suara; e) memberikan putusan akhir pada setiap hal yang berhubungan dengan prosedur pemungutan suara untuk kongres; f) menyiapkan rancangan risalah resmi dari pemilihan dan diedarkan kepada peserta kongres; g) mengumumkan hasil dan keputusan kongres; Pasal 16 Kertas Suara 1. Komite harus mempersiapkan kertas pemilihan suara dengan pengawasan penuh dan tanggung jawab Komite. Surat suara harus dicetak dengan jelas dan terbaca. 2. Kertas suara harus memiliki warna berbeda untuk setiap putaran. 6 KODE PEMILIHAN PSSI
Pasal 17 Kotak Suara 1. Sebelum dimulainya pemungutan suara, kotak suara harus terlihat setransparan apabila mungkin dibuka dan diperlihatkan kepada peserta Kongres. Kemudian ditutup dan ditempatkan dalam posisi terlihat dekat dengan para anggota Komite. 2. Selama pemungutan suara, kotak pemungutan suara harus dimonitor oleh salah satu anggota Komite. Pasal 18 Bilik Suara Bilik suara harus berada dekat dengan kotak suara sehingga peserta Kongres yang berhak memilih dapat menyelesaikan kertas suara mereka secara rahasia. Pasal 19 Prosedur Pemilihan 1. Ketua Komite harus menjelaskan secara rinci tentang prosedur pemilihan (kotak suara, surat suara, sah dah tidak sah surat suara, penghitungan, mayoritas yang diperlukan dalam penghitungan, hasil akhir, dll.) 2. Ketua Komite memanggil secara bergiliran setiap peserta Kongres yang mempunyai hak suara untuk mengundang mereka maju kedepan dimana tempat pemilihan diadakan. 3. Setelah dipanggil, anggota maju kedepan dan, setelah menandatangani, ia akan menerima surat suara. 4. Peserta yang telah mengisi surat suara harus memasukkan surat suara tersebut kedalam kotak surat suara, lalu menandatangani registrasi pemilihan dan kembali ketempat duduk 5. Prosedur penghitungan suara dimulai setelah seluruh peserta yang mempunyai hak pilih telah memasukkan surat suara kedalam kotak suara. Salah satu anggota dari Komite akan membuka kotak suara dan membuka surat suara dan perhitungan suara dimulai. Pasal 20 Ketentuan Umum Perhitungan Suara dan Sengketa 1. Hanya anggota dari Komite yang dapat mengambil bagian di perhitungan suara. Seluruh pekerjaan (membuka kotak suara, menghitung kertas suara, menghitung suara pemilihan dll) harus dilaksanakan dengan jelas sehingga dapat dimengerti oleh seluruh peserta kongres.

2. Dalam hal terjadi sengketa terkait keabsahan dan tidak absahnya kertas pemilihan suara, keabsahan dan tidah absahnya pemilihan, berita acara dari hasil kongres, hasil akhir dari deklarasi dan atau hal-hal lain berkaitan dengan prosedur perhitungan, keputusan Komite adalah final/merupakan hasil akhir. Pasal 21 Surat Suara Tidak Sah 1. Surat suara dianggap dan dinyatakan tidak sah apabila: a) Surat suara yang tidak menggunakan tanda resmi sebagaimana ditentukan oleh Komite; b) Surat suara yang menunjukkan kata kata selain nama dari para calon; c) Surat suara yang tidak sah atau telah dirusak; d) Surat suara yang tidak dapat di identifikasi tanda resminya. 2. Ketua Komite wajib menulis dibelakang dari surat suara yang tidak sah (dengan tinta merah) dengan alasan ketidakabsahannya dan diperkuat dengan tandatangan. 3. Dalam terjadi sengketa dalam pemilihan, risalah dari kongres, hasil akhir dari deklarasi dan atau dari hal-hal yang berkaitan dengan prosedur perhitungan, keputusan Komite adalah final/merupakan hasil akhir. Pasal 22 Kesalahan dalam Mengeja Kesalahan dalam mengeja akan mengakibatkan ketidakabsahan suara jika ejaan tersebut tidak mungkin untuk dapat teridentifikasi dengan pasti dengan calon resmi. Pasal 23 Perhitungan dan Penetapan Hasil Kongres 1. Setelah kotak suara dibuka, anggota dari Komite harus menghitung dengan jelas jumlah dari surat suara dan memverifikasi keabsahan surat suara tersebut. Apabila jumlah surat suara tersebut sama dengan atau kurang dari jumlah yang dikeluarkan oleh Komite, maka surat suara tersebut adalah sah. Apabila melewati jumlah surat suara yang dikeluarkan, surat suara dinyatakan tidak berlaku dan segera dilakukan perhitungan kembali sesuai dengan prosedur yang diuraikan di atas.

2. Setelah jumlah surat suara di verifikasi, anggota dari Komite harus melakukan proses perhitungan suara yang telah dimasukkan untuk setiap calon kandidat. 3. Setelah perhitungan suara selesai dilakukan dan di verifikasi, Ketua Komite harus mengumumkan secara resmi hasil dari perhitungan suara tersebut kepada peserta ongres. 4. Apabila putaran kedua (atau seterusnya) pemilihan suara dibutuhkan, prosedur pemilihan suara harus diulang sesuai dengan urutan ayat tertera diatas. Peserta kongres wajib untuk di informasikan tentang ketentuan hukum yang berlaku untuk putaran kedua (dan berikutnya) pemungutan suara (misalnya perubahan dalam mayoritas yang diperlukan, penghapusan calon). Pasal 24 Pengumuman dari Hasil Akhir 1. Setelah putaran dalam pemilihan selesai, Ketua Komite harus mengumumkan dari hasil akhir secara resmi kepada seluruh peserta kongres. 2. Hasil keputusan kongres harus didistribusikan kepada seluruh anggota kongres dan apabila dibutuhkan, kepada PSSI. Risalah tersebut harus diimasukkan dalam berita acara kongres. Pasal 25 Prosedur Verifikasi Notaris atau badan setara lainnya yang diakui harus menghadiri kongres dan membuat berita acara. Yang bersangkutan bertanggung jawab untuk memverifikasi identitas pemilih dan memastikan kepatuhan dengan prosedur pemungutan suara. Pasal 26 Penutup Kode Pemilihan ini disetujui dalam Kongres PSSI 2014 di Surabaya pada tanggal 26 Januari 2014 dan berlaku sejak tanggal ditetapkan.
