ABSTRAK
PT Sertco Quality merupakan perusahaan yang bergerak dalam bidang jasa inspeksi teknis yang berhubungan dengan industri minyak dan gas (migas). Tujuan penulisan skripsi ini adalah untuk mempelajari sistem yang sedang berjalan pada PT. Sertco Quality, mengidentifikasi masalah yang terjadi, serta menganalisis dan merancang sistem informasi human resources management yang sesuai dengan kebutuhan perusahaan. Berdasarkan analisis yang telah dilakukan oleh penulis, perusahaan mengalami banyak masalah dalam aktivitas kepegawaian. Adapun metodologi yang digunakan adalah metode analisis dan perancangan serta studi kepustakaan dan pengumpulan data. Dari sistem informasi human resources management yang diusulkan dapat memperbaiki prosedur pembayaran gaji serta pinjaman di dalam perusahaan, mengatasi masalah sehubungan dengan karyawan kontrak, menghasilkan laporan-laporan serta informasi yang akurat, relevan, uptodate, dan reliable terkait dengan proses kepegawaian perusahaan sehingga dapat mendukung manajemen untuk memperoleh informasi dan mengambil keputusan secara lebih baik. ABSTRACT
PT Sertco Quality is a company engaged in the field of technical inspection services related to the oil and gas industry (oil and gas). The purpose of writing this thesis is to study a system that is running on PT Sertco Quality, identify problems that occur, as well as analyzing and designing human resources management information system in accordance with company requirements. Based on the analysis conducted by the authors, the company experienced a lot of problems in human resources activity. The method used is the method of analysis and design as well as the literature study and data collection. The results of the proposed human resources management information system can improve payroll procedures and loans in the company, can solve the problem that related to contracts employee, generate reports and information that is accurate, relevant, uptodate, and reliable associated with the human resources activity in the company to support the management to obtain information and make a better decisions. PENDAHULUAN PT Sertco Quality, perusahaan jasa yang bergerak dalam bidang inspeksi teknis. Perusahaan ini menginspeksi berbagai peralatan yang digunakan oleh perusahaan minyak dan gas (migas) maupun perusahaan nonmigas. Hasil dari pengamatan pada perusahaan ini, ditemukan beberapa masalah yang terkait dengan masalah absensi yang berdampak pada proses penggajian dan juga tidak terintegrasinya datadata sehubungan dengan masalah sumber daya manusia. Bagian akuntansi yang mencatat penggajian seringkali merasa kesulitan dalam menghitung uang gaji karyawan. Masalah lainnya juga timbul karena diperlukan waktu yang cukup lama untuk mencari data-data saat diperlukan karena data-data tersimpan dalam arsip. Juga masalah sehubungan dengan perusahaan yang tidak mengetahui limit pinjaman karyawan, serta tidak ada pengingat bagi perusahaan saat karyawan kontrak mencapai akhir masa kontraknya. Dengan adanya sistem informasi akuntansi human resources ini, dimulai dari proses perekrutan hingga penggajian diharapkan perusahaan dapat memiliki sistem yang terintegrasi. Tujuan dari penelitian yang dilakukan adalah menganalisis sistem human resources yang sedang berjalan pada PT Sertco Quality, menemukan masalah dan kelemahan dari sistem yang sedang berjalan pada PT Sertco Quality dan merancang sistem human resources management sesuai dengan yang dibutuhkan oleh PT Sertco Quality untuk mengatasi masalah dalam perusahaan.
METODE PERANCANGAN Metode yang digunakan dalam perancangan ini adalah sebagai berikut :

Studi Kepustakaan Dalam studi kepustakaan akan dilakukan seperti mencari dan mengumpulkan referensi, merangkum, mencatat, dan mempelajari data serta informasi yang relevan terhadap buku-buku ilmiah, majalah, jurnal, artikel serta sumber lain yang berkaitan dengan masalah-masalah saat melakukan penelitian lapangan. 2. Pengumpulan Data Pengumpulan data dilakukan dengan dua cara yaitu wawancara dan observasi. a. Wawancara Wawancara dilakukan langsung dengan bagian HRD maupun bagian keuangan guna mengetahui masalah yang ada dalam perusahaan dan informasi yang dibutuhkan. Wawancara pertama dilakukan pada hari Senin tanggal 15 Agustus 2011. Informasi yang diperoleh adalah mengenai perusahaan secara umum, serta masalah apa yang sedang dihadapi perusahaan dan apa solusi yang diinginkan perusahaan untuk mengatasi masalah yang ada.

Observasi Peninjauan langsung ke perusahaan untuk meninjau proses bisnis perusahaan, proses kepegawaian di dalam perusahaan, serta mengetahui formulir-formulir apa saja yang digunakan oleh perusahaan.

Menganalisis masalah yang terjadi pada sistem yang berjalan. Metode perancangan menggunakan metode Object Oriented Analysis and Design menurut Satzinger yang terdiri dari: a. Activity Diagram b. Event Table c. Class Diagram d. Use Case Diagram e. Use Case Description f. Sequence Diagram g. Navigation Diagram h. User Interface Serta metode Object Oriented Analysis and Design menurut Mathiassen yaitu Rich Picture
HASIL BAHASAN Dalam pembahasan ini akan dijelaskan mengenai beberapa metode analisis yang digunakan untuk memperoleh hasil yang diharapkan. Oleh sebab itu maka akan dilakukan analisis terhadap sistem yang berjalan pada perusahaan, dan membuat sistem usulan pada PT Sertco Quality. Penjelasan mengenai hal tersebut dapat dilihat pada sub-sub bab sebagai berikut.

Setelah melakukan observasi dan wawancara terhadap proses kepegawaian perusahaan, prosedurprosedur berjalan dan struktur organisasi, maka dapat disimpulkan ada beberapa permasalahan yang teridentifikasi pada sistem yang sedang berjalan. Temuan permasalahan tersebut yaitu: 1. Sering terjadi keterlambatan pembayaran gaji karena bagian penggajian menghabiskan waktu yang lama untuk mengumpulkan kembali data yang berhubungan dengan perhitungan gaji. 2. Karyawan yang seharusnya tidak mendapatkan pinjaman karena telah melebihi batas pinjaman, masih bisa mendapatkan pinjaman. 3. Perusahaan sering mengalami kerugian karena tetap mengeluarkan biaya gaji bagi karyawan kontrak yang telah berakhir masa kontraknya. 4. Sering terjadi keterlambatan penyampaian informasi untuk pengambilan keputusan karena personel staff menghabiskan waktu yang lama untuk mencari data yang dibutuhkan. 5. Perusahaan kesulitan dalam melakukan penilaian prestasi untuk pemberian reward & punishment karena tidak adanya standar penilaian kerja karyawan. 6. Sering terjadi keterlambatan dan kesulitan dalam pembuatan laporan absensi yang mengakibatkan terjadinya keterlambatan penyampaian laporan kepada manajemen.

Analisis dan Perancangan Sistem Usulan Dengan melihat beberapa masalah yang terjadi di dalam sistem yang berjalan maka di identifikasi suatu kebutuhan informasi untuk mengatasi masalah yang terjadi pada sistem yang berjalan dan dengan mengusulkan suatu rancangan sistem. Rancangan sistem yang diusulkan adalah sebagai berikut.

SIMPULAN DAN SARAN Berdasarkan hasil analisis dan perancangan sistem informasi human resources management yang dilakukan pada PT Sertco Quality, maka dapat diambil simpulan sebagai berikut: 1.
Penghitungan gaji dapat lebih mudah dilakukan dan dapat meminimalisasi kesalahan dalam pembayaran gaji karyawan.
2.
Perusahaan dapat mengetahui limit pinjaman karyawan, dan karyawan tidak lagi dapat melakukan pinjaman melebihi limit yang telah ditentukan.
3.
Perusahaan dapat mengetahui masa akhir kontrak kerja karyawan kontrak, sehingga tidak ada kelebihan pembayaran gaji bagi karyawan kontrak.
4.
Dalam sistem Human Resources Management yang dirancang terdapat: bentuk fungsi penggajian, laporan gaji, laporan absensi, dan hasil evaluasi kerja karyawan.

INTRODUCTION PT Sertco Quality, service companies engaged in the field of technical inspection. The company inspected the various equipment used by oil and gas companies (oil and gas) as well as non-oil company. The results of observations on this company, found some of the problems associated with attendance issues that impact on the process and there is no integration of payroll data related with the human resource issues. The accounting staff often find it difficult to calculate employee salaries. Other problems also happen because it takes a long time to find the data when needed because the data stored in the archive. Also problems with the companies that do not know the limit of loans to employees, and no reminders for the company as a contract employee reaches the end of his contract. With the accounting information system of human resources, starting from recruitment to payroll, the company is expected to have an integrated system. The purpose of this research is to analyze human resources system that is running on PT Sertco Quality, find the problems and weaknesses of the current system on PT Sertco Quality, and to design a human resources management system as required by the PT Sertco Quality to resolve the problems within the company.

Bibliographical Studies In the literature study will be conducted as finding and collecting references, summarize, take notes, and study data as well as information relevant to scientific books, magazines, journals, articles and other resources related to problems during observation. 2. Data Collection Data collection was done in two ways, interviews and observation. c. Interview Interviews were conducted directly with the human resources department and the finance department to find out the problems that exist in the company and to get the information needed. The first interview conducted on Monday, August 15, 2011. The information is obtained about the company in general, and what problems are being faced by the company and what solutions the company wants to resolve the problem. d. Observation Observation to the company to review the company's business processes, staffing process within the company, and to know what forms are used by the company.

RESULTS DISCUSSION In this text will be explained about some of the analytical methods that are used to obtain the expected results. Therefore there will be an analysis of current running system on the company and make the proposed system on PT Sertco Quality. Explanation of this can be seen in the sub chapters as follows.

Picture 3 – Rich Picture of PT Sertco Quality’s current running system “loan process” After conducting surveys, interviews and evaluation of the company's current production processes, procedures and organizational structure, can be concluded that there are some problems identified in the current system. The problems that are found: 7. There is often a delay in payment of wages for the payroll spent a long time to collect the data related to salary calculation. 8. Employees should not get a loan because the loan limit has been exceeded, it can still get a loan. 9. Companies often experience a loss due to fixed salary cost for employees whose contracts have expired contract. 10. There is often a delay in the delivery of information for decision-making because the personnel staff spent a long time to find the required data. 11. Difficulty in assessing company performance for the reward and punishment in the absence of the employee appraisal standards. 12. Frequent delays and difficulties in reporting absences resulting in a delay in submitting the report to the management.

Proposed Analysis and Design System Considering at some of the problems that occur in the current system so it can be identified the need for information to solve problems that occur on the current system and by proposing a draft of the proposed system. CONCLUSIONS AND SUGGESTIONS Based on the analysis and design of information systems human resources management that has been done on the PT Sertco Quality, the following conclusions can be drawn: 5.
Calculation of salary can be more easily done and can minimize error in the payment of employee salaries.

Companies can determine the limit of loans to employees, and employees are no longer able to apply for loans exceeding a predetermined limit

Companies can determine the end of the contract of employment contract, so there is no excess wages paid to contract employees.
8.
In Human Resources Management System that is designed there are functions of payroll, payroll reports, attendance reports, and employee evaluations.
