The Department of Land Transporta t ion, Posts, Telecommunications.and Tourism of the Republic of Indonesia and the Ministry of Post and Tclecommu nication of the Democratic People's Republic of Korea (hereafter referred to as the Contracting Parties), for the purpose of executing the Agreement on Establishing Post and Telecommunication Rela-::. ons and Mutual Cooperation between the Government of the Republic of Indonesia and the Government of the Democratic People's Republic of Korea concluded in Djakarta August 24, 1965, have agreed the following on Telecommunication services ' CHAPTER I. GENERAL • Article
1.
The two Contracting Parties shall establish direct radiotelegraph communications and radio-telephone circuits through the intermediary of a third country mutually agreed upon. Arrangements for this shall be agreed upon through correspondence. Article
2.
The two Contracting Parties ensure the relay of telegraph and telephone communications from the other Contracting Party to a third cow1try. The cowttries to which these telegraph and telephone communications will be relayed, will be agreed upon soperately. CHAPTER II. TELEGRAPH SERVICE. Article 1.

The two Contracting Parties shall exchange the following telegrams a. Government telegrams ; b. Ordinary telegrams ; c. Ordina:i:·y press telegrams d. Letter telegrams ; e. Service telegTams, service notices and service notices with charge (s~~ ~

Government telegrams for which priority is requested by the sender shall be transmitted before any other telegrams with the exception of those concerning safety of life at sea, on land and in the air. Article
1.
4.
Government telegrams may be written in plain languages or codes composed of letters or figures.
2.
Ordinary press and letter telegrams shall be written in plain words of Indonesian, _Korean, French, English, Chinese and Russian.
3.
In Government and ordinary telegrams both sides may employ a codebook agreed upon by them and the code symbols employed by them as telegraphic code.
4.

In service telegrams, service notices and service notices with charge ( St's), English and current telegraphic code shall be used. Article
1.
5.
The charge for each word of ordinary telegram shall be 1,58 gold francs and the charge for each word of press telegrams shall be 0,58 gold
francs. 2. The charge for each word of Government telegrams shall be 50 per cent of that for ordinary telegrams. This charge is applicable to telegrams sent by diplomatic and consular representatives of each Contracting Party eta tioned in each others Country.
3.
The charge for each word of letter telegrams shall be half of the charge for oach word of ordinary telegrams.
4.
Service telegrams and service notices concerning the telecommunication service

between the two Contracting Parties or between telegraph
offices belonging to them shall be free of charge.
5.

All the telegraph charges stipulated in paragraph 1 to 3 of this Ar ticle concerning tcleg-ram exchanged through direct circuits between the
two countrie s shall be shared equally between the Contracting
Parties~!
- 3 6. The division of charges for telegrams exchanged between the two Contracting Parties through the relay of a third country, shall be decided through agreements between the country concerned and the two Contracting Parties.
CHAPTER III. TELEPHONE SERVICE. Article
6.
1. The two Contracting Parties shall conduct the following telephone calls
a). Government calls b). Ordinary calls ; c). Service calls. 2. Government calls shall be given priority.
3. The two Contracting Parties shall inform each other of the places invol ved in the telephone service stipulated in paragraph
1
of this Article in
their respective countries.
4. The opening of the telephone service is decided through correspondence between tho two Contracting Parties. Article
7.
1. The charge for the first three minutes of an ordinary call shall be 31,50 gold francs. 2. The terminal charges for a government call shall be half of those for an ordinary call.
3. The charges involved

- 4 CHAPTER IV. ACCOUNT SETTLEMENT. Article
9.
The account set t lement on the telecommunication service between the two Contracting Parties shall be made on the basis of the gold franc of 100 centimes, of a weight of 10/31 grams, and of a fineness of 0,900. A;cticle
10.
Settlement of monthly accounts on the telecommunication ee::.:·vice between the Contracting Parties shall be made once every three months after mutual checking and confirmation and the balance shall be liquidated in currencies approved by the two Contracting Parties. In converting the gold franc into currencies app:roved by the two Parties, the exchange rate agreed upon between them shall bo applied.
CHAPTER V. CCNCLUDING PROVISIONS. Article
11.
Mattera not covered by this Protocol shall be settled in accordance with the general practice in the international tclccommw1ication service.

12.
In case the se::.:·vices stipulated in this Protocol are suspended owing to some unavoidable circumstances, all possible efforts shall be made for an early restoration of the conditions fo1: normal service. In case one Contracting Party suspends the direct service owing to force majourc or other causes, the other Contracting Party shoul d be notified of thi s as early as possible and the latte:r shall suspend the direct circuit service till it receives notice on the resumption of service. Article
13.
1. Thia Protocol shall come into effect from the date of signing by the two
Contracting Pa=ties.

2. This Protocol shall remain effective for six months after either side serves a written notice to the other side of its intention to terminate the Protocol. a 3. The two Contracting Parties shall be permitted to fmend and supplement the present Protocol by mutual consent. 4. The two ·aides agree through correspondence upon questions arising in connection with this Protocol. Article 14. This Protocol was signed in Djakarta on August 24, 1965, and was made in duplicate in the Indonesian, Korean and English languages: the Indonesian and Korean texts being equally authen tic.
