Tentang Program SWITCH-Asia Program lingkungan berskala regional dari European Commission, program SWITCH-Asia, bertujuan untuk mempromosikan adopsi Produksi dan Konsumsi yang Lestari (Sustainable Cosumption and Production (SCP)) untuk Usaha Kecil Menengah (UKM) dan kelompok konsumen di Asia. SCP merupakan usaha meningkatkan permintaan akan barang dan jasa kebutuhan dasar berkualitas sekaligus meminimalisasi pemanfa atan sumber daya alam, materi beracun dan emisi buangan serta polusi akibat siklus produksi demi generasi mendatang yang lebih baik. © WWF-Indonesia

About SWITCH-Asia Programme The European Commission’s regional environment programme SWITCH-Asia, is aiming to promote the adoption of Sustainable Consumption and Production (SCP) among Small and Medium sized Enterprises and consumer groups in Asia. Sustainable Consumption and Production (SCP) is an attempt to reconcile the increased demand for goods and services that respond to basic needs and bring a better quality of life, while minimizing the use of natural resources, toxic materials and emissions of waste and pollutants over the life cycle, in order not to jeopardize the needs of future generations. SWITCH-Asia programme focuses on following results 1. Development & application of effective economic instruments that enhance SCP 2. Reinforcement and implementation of legal environmental and safety instruments 3. A switch to consumption of products that are less environmentally damaging 4. amis (27/08/2015) CEO WWF- Indonesia dan Walikota Pasuruan menandatangani nota kesepahaman mengenai kesepakatan mewujudkan percepatan pe nerapan Sistem Verifikasi Legalitas Kayu (SVLK) di Kota Pasuruan. Hasani, Walikota Pasuruan menjelaskan bahwa pemerintah daerah akan menerap kan perizinan satu atap untuk memberi kemudahan bagi pengusaha UKM mebel yang selama ini terkendala oleh proses pembuatan Ijin Usaha Industri (IUI), Upaya Pengelolaan Lingkungan (UKL) atau Upaya Pemantauan Lingkungan (UPL). Selain itu disebutkan pula bahwa pemerintah akan mengeluarkan kebijakan barang berbahan kayu untuk lingkungan kota Pasuruan dengan memasukkan SVLK sebagai salah satu kriteria. Dengan penerapan SVLK, maka diharapkan baik produsen maupun konsumen memiliki kesadaran yang sama mengenai pentingnya menjaga kelestarian lingkungan melalui pemakaian sumber bahan mebel dari kayu yang legal. Melalui kesadaran bersama tersebut, maka ekonomi dan lingkungan dapat berjalan seiring.

hursday (27/8/2015), the CEO of WWF – Indonesia and the mayor of Pasuruan city signed a memorandum of understanding regarding to the deal on realizing acceleration of SVLK implementation in the city. Hasani, mayor of Pasuruan city explained that the local government will implement a one-stop licensing to provide ease for furniture SMEs that usually hampered by the process of making industrial license (IUI), the environmental management (UKL), or environmental monitoring procedures (UPL). He also said that the local government will issue a policy of wooden-based goods by entering SVLK as one of the required criteria in Pasuruan city. From the SVLK implementation, it is to be hoped for that both producer and consumer will gain an equal awareness about the importance of using the furniture material that comes from legal timber. As that awareness comes up together from both sides, eventually economy and environment will be able to walk hand in hand.

OUR EARTH, OUR ACTION ; EU CLIMATE CONCERT
A
cara yang diselenggarakan oleh kedutaan Uni Eropa ini dilaksanakan pada Minggu, 6 Desember 2015 di Rumah Kaca Taman Menteng. Acara yang mengusung tema climate change ini tidak hanya menghadirkan beberapa band dan penyanyi indie namun juga mengundang para tenant-tenant untuk berjualan disekitar lokasi acara. Dalam kesempatan kali ini WWF mendapat kesempatan untuk mengisi salah satu booth, sebagai salah satu program binaan Uni Eropa yaitu SWITCH ASIA. Booth WWF memberikan informasi terkait SVLK dan prosesnya, pelaksanaan timber project Indonesia, termasuk penjelasan singkat mengenai beberapa pihak yang bergabung didalam program ini. Hujan mengguyur Taman Menteng sejak sore hingga malam, namun tidak sedikitpun mengurangi keceriaaan yang ada didalamnya. Acara ditutup dengan elegan oleh penampilan dari Frau, musisi wanita beraliran indie-jazz yang berasal dari Yogyakarta.

he event was organized by Uni Eropa, on Sunday 6th December 2015 at Rumah Kaca Taman Menteng, Jakarta. Bringing out the theme of Climate Change, this event presented numbers of musicians and indie singers to perform alongside several tenants that also provided various goods available to buy. On this occasion, WWF had the opportunity to fill in one of the booths as we were also bringing a part of the target program from Uni Eropa – SWITCH ASIA. In this booth, WWF provided informations regarding to SVLK and its process, implementation progress of timber project including a brief explanation about several other parties that were also involved in this program. Even though it was pouring down with rain since afternoon, the event managed to stay its festivity with a lot of people participated in and showed their enthusiasm. It was elegantly closed with a performance from Frau, an indie-jazz musician from Yogyakarta.

ada tahun 2015, the Network Facility mengadakan kembali SWITCH-Asia Networking Event pada 4-6 Desember 2015 di New Delhi India. Acara ini mengumpulkan bersama seluruh komponen yang terlibat dalam program SWITCH-Asia serta pemangku kepentingan. SWITCH-Asia Networking Event berjudul “Achieving Sustainable Livelihoods in Asia through Sustainable Consumption and Production” dengan memfokuskan pada tema: a. SCP, livelihoods and poverty alleviation b. SWITCH-Asia projects outreach to and engagement of policy makers c. SCP in education and training d. Effective communication with project stakeholders and target groups e. SCP impact on gender and women empowerment f. Successful management of SWITCH-Asia projects g. SCP impact on climate change h. Monitoring, evaluation and reporting of projects’ impacts
Pada kesempatan ini project timber Indonesia berkesempatan menghadiri kegiatan ini dengan mengirimkan dua orang perwakilan dari WWF Indonesia dan Asmindo. Merupakan ajang yang sangat baik untuk mempromosikan kegiatan yang telah dilakukan tiga tahun belakangan ini. Kami menampilkan video terkait dengan proses SVLK (Sistem Verifikasi Legalitas Kayu) mulai dari pengelolaan di hutan rakyat sampai dengan proses produk siap untuk diekspor ke negara tujuan. Selain itu, kegi atan ini telah berhasil menjadi wadah untuk membuka jaring an sekaligus bertukar pikiran, pengalaman dan belajar antar

n 2015, the Network Facility had once again held SWITCH-Asia Networking Event on 4th – 6th December 2015 in New Delhi, India. The event gathered the whole components involved in SWITCH-Asia programme along with stakeholders. SWITCHAsia Networking Event titled “Achieving Sustainable Livelihoods in Asia through Sustainable Consumption and Production” focused on following themes: a. Monitoring, evaluation and reporting of projects’ impacts On this occasion Indonesia’s timber project had a chance attending the event by sending out two representatives from WWF Indonesia and Asmindo. The event was a great platform to promote activities that have been conducted in the last three years. We showcased video regarding SVLK (Timber Legality Assurance System) processes, starting from the forest management to the process of a finished product ready to be exported to the country of destination. Also, the event has showed successful sign as a platform to open up networking, brainstorming, sharing experiences, and also learning inter-organization, in relation to the fact that it has acted as a medium for pro-

A refreshment to governance was made and an enunciation of SWITCH-Asia achievement was also conducted in the end of the session, two things that considered to be wholesome to close the event.

WF Indonesia bekerjasama dengan Aliansi Jurnalis Indonesia (AJI) mengadakan serangkain workshop di tiga kota besar sentra industri mebel dikombinasikan dnegan pusat jurnalis yaitu Jakarta, Yogyakarta dan Surabaya, mengenai Sistem Verifikasi Legalitas Kayu (SVLK). Workshop pertama dilaksanakan di Yogyakarta pada 13 Oktober 2015 yang dihadiri oleh 15 jurnalis dari daerah Yogyakarta dan sekitarnya. Dalam ke sempatan ini disampaikan pula hal-hal yang berkaitan dengan sejarah SVLK, perkembangan SVLK dan keuntungan dari pene rapan SVLK selama ini.

WF Indonesia worked together with Aliansi Jurnalis Indonesia (AJI) to organize a series of workshop in three big cities center of furniture industry , combined with journalist center which were consisted of Jakarta, Yogyakarta, and Surabaya discussing about Timber Legality Assurance System (SVLK). The first workshop was held on 13th October 2015 and attended by 15 journalists from Yogyakarta and its surrounding area. On this occasion also conveyed the history of SVLK, its progress, and the advantages from its implementation this whole time.

Pada sesi pagi narasumber terkait dengan SVLK dalam acara ini adalah dari Kementerian Lingkungan Hidup dan Kehutanan Ibu Marliana Lubis, WWF Indonesia Bapak Aditya Bayunanda, Asmindo Robert WIjaya dan MFP3-Hendy Saputra. Sedangkan pada sesi siang hari mengundang REdaktur Pelaksanan Bisnis Indonesia/ Harian Jogja-Aprilian Hermawan, Kabiro Tempo Jateng dan DIY-Ali yang menyampaikan mengenai 10 prinsip jurnalisme serta tata cara penulisan investigasi yang baik. Selain itu, melalui acara ini diberikan beasiswa kepada 3 jurnanlis untuk melakukan pendalaman materi SVLK di lapangan. Antusiasme dari peserta pun sangat tinggi, hal ini terlihat dari tanya jawab yang sangat hidup.
The speakers for morning session were from Ministry of Forestry and Environment, Mariana Lubis, WWF Indonesia, Aditya Bayunanda, Asmindo, Robert Wijaya, and MFP3, Aditya Bayunanda. In the afternoon session, present were the editor of the implementation of Indonesian business / Jogja Daily – Aprilian Hermawan, bureau chief of Tempo in Center Java and DIY – Ali, who gave a presentation about 10 journalism principles and the right procedure for investigation writing. In addition, scholarships also rewarded to 3 journalists to conduct further study about SVLK in the field. The enthusiasm among participants were shown high from a lively discussion during the workshop.

orkshop selanjutnya dilaksanakan di kota Surabaya, tepatnya di Hotel Ibis Rajawali pada tanggal 15 Oktober 2015. Acara yang dihadiri oleh 17 jurnalis setempat ini membahas mengenai keberlanjutan kebijakan pemerintah yaitu Sistem Verifikasi Legalitas Kayu atau SVLK. Workshop dibuka oleh perwakilan dari AJI Surabaya, kemudian langsung dilanjutkan oleh Bapak Ir. Agus Justianto selaku Direktur Pengolahan dan Pemasaran Hasil Hutan pada Direktorat Jendral Pengolahan Hutan Produksi Lestari, Kementrian Lingkungan Hidup dan Kehutanan (KLHK), Bapak Joko Sarjito mewaliki WWF Indonesia, Bapak Robert Wijaya dari Asmindo dan sesi pagi ditutup oleh Bapak Hendy Saputra dari MFP3. Sesi selanjutnya didampingi oleh salah satu perwakilan dari AJI Surabaya untuk menjelaskan mengenai prinsip-prinsip jurnalisme yang baik, serta menjelaskan mengenai beasiswa kepada 3 jurnalis dari masing2 kota untuk melakukan pendalaman materi SVLK di lapangan. Bentuk beasiswa ini adalah pendamping an atau mentoring, bantuan akses informasi, serta dana operasional liputan.

he next workshop was held in Surabaya city, at Hotel Ibis Rajawali on 15th October 2015. This event discussed about sustainability of government policy regarding Timber Legality Assurance System or SVLK (Sistem Verifikasi Legalitas Kayu) and attended by 17 local journalists. Workshop was opened by the representative of AJI Surabaya, followed by Ir. Agus Justianto as the Director of Processing and Marketing of Forest Products from Direktorat Jendral Pengolahan Hutan Produksi Lestari, Kementrian Lingkungan Hidup dan Kehutanan (KLHK), Bapak Joko Sarjito as a representative from WWF Indonesia, Bapak Robert Wijaya from Asmindo and the morning session was closed by Bapak Hendy Saputra from MFP3.

The next session was then assisted by one of the representative from AJI Surabaya explaining about principles of good journalism, and continued with scholarship awarding to 3 journalists from each city to do further study on SVLK matter in the field. The scholarship will cover three things such as mentoring facility, assistance to accessing information, and also operational fund coverage.

Sambutan dilakukan oleh Ketua AJI Jakarta, kemudian dilanjutkan oleh Bapak Ir. Agus Justianto selaku Direktur Pengolahan dan Pemasaran Hasil Hutan pada Direktorat Jendral Pengolah an Hutan Produksi Lestari, Kementrian Lingkungan Hidup dan Kehutanan (KLHK). Beliau membahas mengenai peran pen ting dari SVLK di Indonesia beserta dengan tantangan-tangannya. Kemudian dilanjutkan oleh Aditya Bayunanda dari WWF Indonesia yang membahas juga mengenai pentingnya SVLK serta dampaknya pada keberlanjutan dan kelestarian hutan/ keanekaragaman hayati/hewan di hutan Indonesia. Kemudian ditutup oleh Bapak Rudi selaku wakil direktur dari Asosiasi Mebel Indonesia (Asmindo), yang membahas mengenai SVLK dan dampak pada potensi ekspor dan nilai tambah kualitas produk, serta dampaknya terhadap kesejahteraan pengusaha sektor kehutanan/kayu khususnya pada level UKM. Acara dilanjutkan dan diakhiri dengan diskusi mendalam dengan para editor media.
A greeting was made by the head of AJI Jakarta, and continued by Ir. Agus Justianto as the Director of Processing and Marketing of Forest Products from Direktorat Jendral Pengolahan Hutan Produksi Lestari, Kementrian Lingkungan Hidup dan Kehutanan (KLHK). He discussed the important role of SVLK in Indonesia along with its challenges. Later on Aditya Bayunanda from WWF Indonesia continued to the important role of Timber Legality Assurance System (SVLK) and its impact on the sustainability and preservation of the forest/biodiversity/animals in Indonesia’s forests. The event was closed by Rudi as the Deputy Director of Indonesia Furniture Association (Asmindo), in which he spoke about SVLK and its potential impact on export , added-value to product quality, and to the welfare of entrepreneurs from foresty/wood sector specifically those who are in UKM level. The event was then continued to a deep discussion with media editors through the end.

Melalui sesi ini, tampak ternyata masih banyak jur nalis yang merasa tidak akrab dengan pemberitaan mengenai legalitas kayu khususnya pada term furniture. Sehingga diharapkan setelah workshop ini selesai, para jurnalis yang terlibat dapat lebih dinamis dalam mewartakan terkait legalitas kayu dan furnitur.

series of events with Aliansi Jurnalis Indonesia (AJI) ended in Jakarta, 17th November 2016 and it was held at Bumbu Desa, Cikini, Jakarta Pusat. There were 24 editors from various media attending the closing, and the discussion went on very smooth and very well until the end. From this session, it appeared from that the journalists were still not familiar with coverage about timber legality especially on the term of furniture. That said, hopefully after this workshop all the participants will turn out to be more dynamic in developing their reports regarding timber legality in furniture.

Pelatihan ini bertujuan untuk memberikan gambaran tentang sistem FSC-CoC secara umum dan lebih jauh lagi tentang halhal yang lebih rinci seperti ketentuan-ketentuan dalam FSCCoC yang bisa diterapkan dalam usaha permebelan. Pelatihan ini dilaksanakan pada 10 – 11 Desember 2015 dengan satu orang pelatih yang merupakan seorang konsultan mandiri FSC-CoC.
The training aimed to give the participants a broader depiction about FSC-CoC system and also more detailed provisions related to FSC-CoC that should be implemented in furniture business. It was held on 10 – 11 December 2015 with an independent consultant from FSC-CoC acted as a trainer during the event.

VLK technical training was not the only one conducted on this period, the SWITCH ASIA programme also delivered FSCCoC system training, which was aimed for 13 selected companies to get direct facilitation along with 7 other chaperones to accompany during the event. This training intended to raise awareness toward participants about the importance of responsible management of forest resources regarding its environmental sustainability. The strategy used was called the practice of CoC system.

Adapun tujuan dari pelatihan teknis SVLK adalah memberikan pemahaman yang memadai mengenai cara penerapan SVLK di perusahaan dengan menggunakan standar Peraturan Menteri Kehutanan No. P.43/Menhut-II/2014 juncto Peraturan Menteri Lingkungan Hidup dan Kehutanan No. P.95/Menhut-II/2014 dan Peraturan Direktur Jenderal Bina Usaha Kehutanan No. P.14/VI-BPPHH/2014 juncto P.1/VI-BPPHH/2016. Pelatihan juga diharapkan dapat membantu anggota ASMINDO yang terma suk dalam industri skala kecil dan menengah dalam proses persiapan menuju sertifikasi SVLK.
The objectives of this training were to provide deeper comprehension about how to implement SVLK in companies using the standard set by Ministry of Forestry No. P.43/Menhut-II/2014 juncto Peraturan Menteri Lingkungan Hidup dan Kehutanan No. P.95/Menhut-II/2014 and Peraturan Direktur Jenderal Bina Usaha Kehutanan No. P.14/VI-BPPHH/2014 juncto P.1/VI-BPPHH/2016. This training was also expected to catalyze ASMINDO members included in small and medium scale industry in regard to their preparation process into SVLK certification.
SMINDO (Asosiasi Industri Permebelan dan Kerajinan Indonesia) bekerjasama dengan WWF-Indonesia melalui program Global Forest & Trade Network (GFTN) dan didukung oleh Uni Eropa membantu industri sekala kecil hingga menengah dalam menerapkan dan mencapai sertifikat Sistem Verifikasi Legalitas Kayu (SVLK). Fasilitasi diberikan dalam bentuk pelatih an teknis SVLK. Kerjasama ini dilakukan di bawah payung program SWITCH ASIA.
Selama periode Agustus 2015 s.d Januari 2016, telah dilakukan 3 pelatihan di Padang, Jabodetabek dan Pasuruan. Total perusahaan yang hadir sejumlah 59 perusahaan dari industri peng olahan kayu (furniture) dan industri primer (saw mill). Selain dari kalangan industri, pelatihan juga dihadiri oleh dinas-dinas terkait kota setempat diantaranya Dinas Kehutanan Provinsi Sumatera Barat, Disperindag Kota Pasuruan, serta Dinas Kehutanan dan Perkebunan Kota Pasuruan. Penyampaian materi dilakukan oleh praktisi dibidang SVLK. Proses pelaksanaan training dilakukan dengan metode pe nyampaian materi, gap, assesment dan tanya jawab.

SMINDO (Asosiasi Industri Permebelan dan Kerajinan Indonesia) worked together with WWF Indonesia through GFTN (Global Forest & Trade Network) program to help small and medium scale industry in implementing and also achieving SVLK (Timber Legality Assurance System) certificate. Facilitation was given in a form of a technical training about SVLK. This partnership was realized under the umbrella program of SWITCH ASIA from Uni Eropa.
During the period of August 2015 – January 2016, there have been 3 trainings conducted in Padang, Jabodetabek, and Pasuruan. There were a total of 59 companies attended the training, and they comprised of wood processing industry (furniture) and primary industry (sawmill). Other than the representatives from relevant industries, the trainings were also attended by relevant agencies from surrounding towns such as Dinas Kehutanan Provinsi Sumatera Barat, Disperindag Kota Pasuruan, serta Dinas Kehutanan dan Perkebunan Kota Pasuruan. The delivery of materials were conducted by the practitioners from SVLK itself. The process was delivered with several methods such as lecture, gap, assessment, and Q&A session.

Pelatihan Padang dilaksanakan pada tanggal 11 – 14 Juni 2015 dengan mekanisme satu hari dilakukan pemberian materi dan tiga hari melakukan kunjungan ke perusahaan terpilih untuk dilakukan pendampingan langsung. Pelatihan teknis dilakukan di Kota Padang, sedangkan kunjungan perusahaan dilakukan di kota Solok Selatan, Talabang, Payakumbuh, dan Bukit Tinggi. Dari hasil pendampingan langsung dipilihlah dua perusahaan yaitu CV Budjang dan UD Pilly Karya untuk diberikan fasilitas pendampingan (Direct Facilitation) dan sertifikasi SVLK. Pemilihan kedua perusahaan ini didasarkan pada kesiapan unit manajemen untuk melakukan sertifikasi. Pelatihan SVLK di Jakarta dilaksanakan pada tanggal 19-20 Agustus 2015. Pelaksanaan pelatihan di Jakarta merupakan pelatihan untuk kedua kalinya. Pelatihan Pasuruan dilaksanakan pada tanggal 25-26 Agustus 2015 di Hotel BJ Perdana Pasu ruan. Dari hasil pelatihan dipilih dua perusahaan yaitu UD Alhamid dan UD Adjie Bagus untuk diberikan fasilitas sertifikasi SVLK.
Training at Padang were carried out on 11-14 June 2015 with the mechanism of materials delivery in one day and company visit to selected ones for direct supervising on the next three days. Technical trainings were conducted at Padang city, and company visits were done at Solok Selatan, Talabang, Payakumbuh, and Bukittinggi. From direct supervising, the procedure must select two companies to be given direct facilitation and SVLK certification, and these selected companies were CV Budjang and UD Pilly Karya. The selection was based on the readiness of the management unit to do the certification. SVLK training in Jakarta was carried out on 19-20 August 2015, and it was the second time being held in Jakarta. The next training was held in Pasuruan on 25-26 Agustus 2015 at Hotel BJ Perdana Pasuruan. UD Alhamid and UD Adjie Bagus came out as the two companies that were selected to get SVLK certification from this training.

paya pengelolaan kelestarian hutan di Indonesia memasuki babak baru. LKPP (Lembaga Kebijakan Pengadaan Barang/ Jasa Pemerintah) akan memasukan SVLK (Sistem Verifikasi Legalitas Kayu) sebagai salah satu kriteria dalam pengadaan barang berbahan dasar kayu yang dilakukan oleh lembaga-lembaga pemerintah. Hal ini diungkapkan oleh Kepala LKPP, Dr. Agus Prabowo dalam Focus Group Discussion dilaksanakan pada tanggal 26 Januari 2016 dan merupakan kerjasama antara Bappenas, LKPP Multi-stakeholder Forestry Partnership 3 (MFP3) dan WWF Indonesia. Dalam paparannya beliau menjelaskan bahwa perusahaan yang akan mengikuti proses pengadaan barang berbahan dasar kayu berkewajiban untuk menunjukan referensi sertifikat SVLK sebagai salah satu kriteria yang harus dipenuhi untuk produk nya masuk di dalam E-katalog dalam pegadaan barang LKPP. Sejalan dengan hal tersebut Kementerian Lingkungan Hidup dan Kehutanan (KLHK) telah lebih dahulu mengeluaran surat edaran No. S553/ UM-4/2015 yang mewajibkan SVLK sebagai salah satu persyaratannya. Dimana ketersediaan akan produk SVLK untuk pasar domestik telah cukup tersedia, melihat telah lebih dari 1300 perusahaan yang bersertifikat SVLK. Menurut Basah Hernowo, Direktur Kehutanan dan Konservasi Sumber Daya Air, Bappenas, konsumsi pemerintah akan produk berbahan dasar kayu sangat tinggi antara lain untuk konstruksi bangunan, kertas dan mebel.

ttempts to managing forest preservation in Indonesia have reached a new chapter. LKPP will insert SVLK (Timber Legality Assurance System) as one of the criteria in a wooden-based goods procurement carried out by government. This was disclosed by the head of LKPP, Dr. Agus Prabowo in a Focus Group Discussion held in 26th January 2016 and was also a collaboration among Bappenas, LKPP Multi-stakeholder Forestry Partnership 3 (MFP3) and WWF Indonesia. In the presentation, he explained that all corporates that follow the procurement of wooden-based goods are required to show SVLK’s certificate reference as one of the criteria that needs to be fulfilled for its products entering LKPP’s goods liability E-catalogue.
In line with the aforementioned matter, Minister of Forestry and Environment had in advance issued a form letter No. S553/UM-4/2015 which obliges SVLK as one of its requirement. This decision was made considering there have been sufficient products of SVLK available for domestic market, and there were also more than 1300 companies that have already been SVLK certified. According to Basah Hernowo, Director of Forestry and Conservation of Water Resources, Bappenas, government consumption of wood-based products were high and oftenly used for building construction, papermaking, and furnitures.
