DECREE No. 348/2008 Coll. On Instruction and Examinations in the Czech Language for the Purposes of Obtaining a Permanent Residence Permit on the Territory of the Czech Republic The Ministry of Education, Youth and Sports in agreement with the Ministry of Interior ordain in accordance with Section 182a, Subsection 2 of Act No. 326/1999 Coll., On the Residence of Aliens on the Territory of the Czech Republic and on Amendments to Certain Acts, in the wording of Act No. 379/2007 Coll.: §1 The Extent of the Required Knowledge of the Czech Language In order for an applicant to be able to obtain a permanent residence permit on the territory of the Czech Republic, he/she needs to have acquired the knowledge of the Czech language on the Level A1 according to the Common European Reference Framework for Languages, namely the ability to: a) form simple sentences about people and places that he/she knows; b) describe in a simple way himself/herself and the place where he/she lives; c) express himself/herself on common, everyday activities; d) communicate in a simple way in common, everyday situations; e) maintain a short, social conversation, ask simple questions about common conversational topics and answer similar questions. §2 List of Schools Authorised to Provide Instruction in the Czech Language Under conditions prescribed by other legal regulations, 1) instruction in the Czech language for the purposes of obtaining a permanent residence permit on the territory of the Czech Republic may be provided by: a) language schools authorised to administer state language examinations registered in the School Registry (Directory of Schools and Educational Institutions); 2) b) higher education institutions in lifelong learning programmes; 3) c) other entities that are authorised to provide language instruction in accordance with another legal regulation. 4) §3 List of Schools Authorised to Administer Examinations in the Czech Language Examinations in the Czech language for the purposes of obtaining a permanent residence permit on the territory of the Czech Republic may be administered by language schools 1)

authorised to administer state language examinations (hereinafter only as ‘language school’) and faculties, higher education institutes, or individual workplaces of higher education institutions listed in Appendix No. 1 of this Decree. §4 A Sample of the Document Proving the Required Knowledge of the Czech Language (1) A Sample of the Document Proving the Required Knowledge of the Czech Language (hereinafter only as the ‘document’) is prescribed in Appendix No. 2 of this Decree. (2) The document shall be prepared on a page of the dimensions 210 x 297 mm provided on each side with a grey watermark with the motif of a small state symbol and linden leaves. The heading of the document shall include the name and address of the headquarters of the legal entity implementing the activity of the language school, or the name of the higher education institution and the designation and address of the faculty, higher education institute or workplace where the examination was taken. The registration number of the document shall be the number under which the legal entity implementing the activity of a language school, the faculty and the higher education institute or workplace has registered the issuance of the document and thus ensures within its own documentation the unique labelling of the issuance of document to the given individual. (3) The document shall further include the name, surname and function of the director of the language school or manager of the higher education institution responsible for the administration of the examination. The issuance of the document is confirmed by the signature of the person stated in the first sentence and the stamp of the legal entity providing the activity of the language school or faculty, and higher education institute or workplace. §5 Validity This decree takes effect on the day of its declaration.
