voorwoord Investeren in vrouwen: meer dan een morele plicht Het is een bekend gegeven: samenlevingen waarin vrouwen zich kunnen ontplooien presteren beter dan samenlevingen die vrouwen beknotten in hun vrijheid. De microkredieten die minder bedeelde vrouwen in ontwikkelingslanden de mogelijkheid geven een eigen bedrijfje te starten vormen hiervan een mooie illustratie. Goed onderwijs voor vrouwen en meisjes is eveneens van groot belang. Investeren in vrouwen draagt bij aan armoedebestrijding, duurzame ontwikkeling en dus ook aan het verwezenlijken van de Millennium Ontwikkelingsdoelen. De strijd tegen discriminatie van vrouwen is daarom meer dan alleen een morele plicht. Nederland zal zich blijven inzetten om de positie van vrouwen te verbeteren. Dit is een grensoverschrijdend vraagstuk en er is in sommige delen van de wereld veel weerstand te overwinnen. Een succesvolle aanpak vergt een zorgvuldige mix van internationale afspraken en nationale maatregelen, van assertiviteit en behoedzaamheid, en van doorzettingsvermogen en geduld. De Nederlandse overheid en de maatschappelijke organisaties kunnen elkaar hierbij aanvullen, wat mij betreft altijd onder het motto: hard in de zaak zelf, maar respectvol in de dialoog. In de Verenigde Naties maakt Nederland zich sinds jaar en dag sterk voor de rechten van vrouwen, en voor veroordelingen van schendingen daarvan. Juist daarom was Nederland een vurig pleitbezorger van het individueel klachtrecht als nieuw instrument bij het Verdrag inzake de Uitbanning van alle Vormen van Discriminatie van Vrouwen (CEDAW). Om dezelfde reden ondersteunen wij verschillende VN-programma’s ter bevordering van vrouwenrechten. Ook heeft Nederland de afgelopen jaren in het kader van de Algemene Vergadering van de Verenigde Naties verschillende initiatieven genomen ter bestrijding van geweld tegen vrouwen. Ons uitgangspunt is altijd de onverkorte uitvoering van internationale normen als de CEDAW, de Verklaring inzake de Uitbanning van Geweld tegen Vrouwen, het Cairo Actieplan van 1994 en het Beijing Platform voor Actie uit 1995. Een recenter voorbeeld is de Veiligheidsraadresolutie over vrouwen, vrede en veiligheid (nr 1325). Vrouwenorganisaties zoals de Nederlandse Vrouwen Raad hebben een cruciale rol gespeeld
Investing in women: more than a moral duty It is an established fact that societies which allow women to develop achieve more than societies in which their freedoms are curtailed. The microcredits that give less fortunate women in developing countries the opportunity to start a business of their own are a good illustration. Good education for girls and women is also extremely important. Investing in women contributes to poverty reduction and sustainable development, and thus to achieving the Millennium Development Goals. Fighting discrimination against women and girls is therefore more than a moral duty. The Netherlands will continue to do all it can to improve women’s position. This is an international issue, and in some parts of the world there is still much resistance to overcome. A successful strategy calls for a careful mix of international agreements and national measures, assertiveness and caution, perseverance and patience. In this respect, the go vernment and civil society organisations in the Netherlands should complement each other. Their motto, I feel, should be “tough on the issues, respectful in the dialogue.” In the United Nations, the Netherlands has long spoken out for women’s rights, and for condemning their violation. That was why we fervently supported including the individual right of petition as a new instrument in the Convention on the Elimination of all Forms of Discrimination against Women (CEDAW). For the same reason, we support various UN programmes that promote women’s rights. In the past few years, the Netherlands has taken se veral initiatives in the UN General Assembly to fight violence against women. Our principle is always that international norms such as the CEDAW, the Declaration on the Elimination of Violence against Women, the 1994 Cairo Plan of Action and the 1995 Beijing Platform for Action should be implemented in full. A more recent example is Security Council Resolution 1325 on women, peace and security. Women’s organisations such as the Netherlands Council of Women have played a crucial role in the establishment of these seminal documents. The work of our women’s representative, this year Ma thilde van den Brink, is indispensable. For sixty years, now, the Dutch women’s representatives to the UN General Assembly have seized every oppor-

in de totstandkoming van deze richtinggevende documenten. Verder is het werk van onze vrouwenvertegenwoordiger, dit jaar Mathilde van den Brink, onmisbaar. Al zestig jaar grijpen de Nederlandse vrouwenvertegenwoordigers de Algemene Vergadering van de Verenigde Naties aan, om vrouwen elders ter wereld te inspireren en hoop te geven. Dat is en blijft van levensbelang in een wereld waarin eerwraak, verkrachting en vele andere schendingen van vrouwenrechten nog altijd aan de orde van de dag zijn.

“Nu ik weer teruggekeerd ben uit New York, waar ik het tweede gedeelte van de eerste Algemene Vergadering van de Volkenunie van 23 October – 16 December 1946 als plaatsvervangend-afgevaardigde van de Nederlandsche Regering bijwoonde, wil ik aan het Nederlandsche Vrouwencomité gaarne een kort verslag van mijn bevindingen doen toekomen”. [1]

Zo begint Gesina van der Molen haar brief aan de voorzitter van het NVC van 30 december 1946. Mevrouw van der Molen was namens het Nederlandsche Vrouwencomité (NVC) aanwezig geweest bij de eerste Algemene Vergadering van de Verenigde Naties (AVVN) en bracht per post verslag uit. In 1945 woonde Hilda Verwey-Jonker al de oprichtingsvergadering van de Verenigde Naties (VN) bij. Verwey-Jonker en van der Molen startten een traditie die zestig jaar later nog steeds bestaat: de vrouwenvertegenwoordiging in de Nederlandse koninkrijksdelegaties. Het jubileum van de Verenigde Naties is daarom ook voor de vrouwenbeweging een feestelijke gebeurtenis. Op die eerste Algemene Vergadering telde Gesina van der Molen maar weinig vrouwen. Vijf landen hadden een speciale vrouwenvertegenwoordiger. Een aantal delegaties bevatten vrouwelijke afgevaardigden. Een twintigtal vrouwen op ruim duizend mannen vond ze “een povere verhouding!”. [2] Ruim veertig jaar later, in 1989, registreerde vrouwenvertegenwoordiger Philo Weijnborg-Pot al veel meer vrouwen. Maar die waren daar niet als speciale afgevaardigde van een nationale vrouwenorganisatie. “Andere landen deden het met ambtenaren”, herinnert de voormalig vrouwenvertegenwoordiger zich. Anno 2005 is aan deze laatste situatie niet veel veranderd. Dat Nederland een speciale vrouwenvertegenwoordiger heeft is bijzonder. Weinig landen doen dat Nederland na. Alleen Noorwegen, Denemarken, Japan, Singapore, de VS en Frankrijk hebben vrouwenvertegenwoordigers naar de AVVN gestuurd. Maar niet al deze landen deden dat consequent elk jaar. Een aantal andere landen zoals Duitsland en Groot-Brittannië sturen alleen een vrouwenvertegenwoordiger naar het voor-
Gesina van der Molen writes this in her letter to the president of the Dutch Women’s Committee (NVC) on 30 December 1946, when delivering her report as NVC representative at the first United Nations General Assembly (UN GA). In the previous year Hilda Verwey-Jonker had been present at the constitutional meeting of the United Nations (UN). Mrs Verwey-Jonker and Mrs Van der Molen were the first of many women to honour a tradition still valid today: the women’s representative in the official Delegation of the Kingdom of the Netherlands to the UN General Assembly. The UN’s 60th Anniversary may therefore also be celebrated by the women’s movement. Only few women were present at the first General Assembly´, Gesina van der Molen concluded. Five countries were being represented by a special women delegation. Some delegations consisted of both men and women. She counted about twenty women whereas there were more than a thousand male representatives, which she called “a rather poor proportion” of women. [ 2 ] More than 40 years later, in 1989, the women’s representative Philo Weijenborg-Pot noticed that many more women were present. However, they were not the representatives of national women’s organisations. “Other countries sent civil servants”, the former women’s representative recalls. Unfortunately this situation has remained much the same until this very day in 2005. Besides the Netherlands only few other countries have a record of women’s representatives in their delegations. Norway, Denmark, Sweden, Japan, Singapore, the US and France have send women’s representatives to US GA’s over the past years, but not on a regular yearly basis. And some other countries e.g. Germany and Great Britain send their women’s representatives only to the preparatory spring gathering of the Commission on the Status of

De Nederlandse vrouwenvertegenwoordiger is de enige vrouwenvertegenwoordiger die in de Derde Commissie van de Algemene Vergadering een door haarzelf opgestelde verklaring mag afleggen. Nederlandse vrouwenvertegenwoordigers gaan niet alleen naar de AVVN. Bij de wereldvrouwenconferenties van Mexico, Kopenhagen, Nairobi en Beijing maakten meerdere vrouwenvertegenwoordigers deel uit van de delegatie, waaronder 1 afgevaardigde van de NVR. De laatste jaren is de inzet van vrouwenvertegenwoordigers verbreed naar andere werkterreinen en maakten ze deel uit van de Nederlandse delegatie naar topconferenties als de World Summit on Sustainable Development (WSSD), de het World Water Forum (WWF) en Financing for Development (FfD) en naar de VN-commissie voor duurzame ontwikkeling (CSD).

Het Nederlandsche Vrouwencomité (NVC) was tot 1975 verantwoordelijk voor de jaarlijkse selectie van de AVVN-vertegenwoordiger. In dat jaar fuseerde het NVC met twee andere vrouwenorganisaties tot de Nederlandse Vrouwen Raad (NVR) en nam deze laatste organisatie de taak over. Het NVC werd in de nadagen van de Tweede Wereldoorlog opgericht door Marie Anne Tellegen en Jane de Iongh. Alle religieuze en politieke zuilen waren in het NVC vertegenwoordigd: katholiek, protestants, liberaal en sociaal-democratisch. Binnen het NVC leefde de gedachte dat vrouwen een eigen bijdrage hadden te leveren aan de maatschappij. De organisatie had als doelstelling om vraagstukken te bespreken die vrouwen aangaan en daar ook mee naar buiten te treden. Als zodanig vaardigde het comité vrouwen af naar allerlei commissies en adviesorganen. [3] In december ‘45 kwamen de Verenigde Naties ter sprake. De bestuursnotulen melden: “De Minister van Buitenlandse Zaken en de Minister van Sociale Zaken hebben het NVC gevraagd een vertegenwoordiger te sturen om de voorbereidende vergadering der Verenigde Naties bij te wonen. Mevrouw Verwey-Jonker is hiervoor aangezocht en zij heeft de uitnodiging aanvaard”. [4] Door haar werk als chef van het Kabinet der Koningin had Tellegen veel contact met ministers en ambtenaren. De lijntjes waren dus kort. Het is aannemelijk dat Tellegen Minister van Buitenlandse Zaken Van Kleffens zelf had overtuigd om een vrouw in de delegatie op te nemen. Women (CWS). The Dutch women’s representative is the only one to deliver a self-written statement to the Third Commission. It is not only the UN GA that Dutch women’s representatives attend. During the World Conferences of Women of Mexico, Copenhagen, Nairobi and Beijing several women were admitted to the delegation one of them being the NVR-representative. The women’s organisations have extended their operations into other fields of work in recent years. They participated in national governmental delegations to the World Summit on Sustainable Development (WSSD), the 3rd World Water Forum (WWF3), and Financing for Development (FfD) and to the UNCommission on Sustainable Development (CSD).
Enhancing women’s participation on committees
The Dutch Women’s Committee (NVC) was responsible for selecting the UNGA representative until 1975. Then the NVC forged a merger with 2 other women’s organisations. They chose the name of Netherlands Council of Women. (Ned. Vrouwen Raad, NVR) and hence forward the NVR was responsible for nominating a representative. The NVC had been founded by Marie Anne Tellegen and Jane de Iongh in the last year of World War II and contained women’s organisations from all religious and political affiliations, such as Roman Catholics, Protestants, Liberals and Socialists. NVC felt that women had their own contributions to make to society. The main objective was to discuss women’s issues and to convey them to the public at large. That is why they sent representatives to many committees and advisory boards. [3] During the board meeting in December 1945, the issue of the UN was under discussion. It was reported in the minutes, as quoted. “The Minster of Foreign Affairs and the Minister of Social Welfare have kindly requested NVC to elect a women’s representative for the preparatory assembly of the UN. Mrs. Verwey-Jonker has been appointed and she has complied with the assignation. [4] By that time Mrs Tellegen had become Head of the Queen’s Office and by the nature of her function she was in close contact with both ministers and civil servants. It might well be possible that Mrs Tellegen herself has been the one to persuade the Minister of Foreign Affairs to have a women’s representative appointed as a member of the official Dutch delegation. Rose Vermeij, who has done extensive research as to the life and achievements of Mrs Tellegen remarks: “She was a woman of staunch character, capable of achieving this sort of thing. If she insisted something needed taken care of in a distinctive

en het werk van Tellegen deed, zegt hierover: “Zij dwong dat soort zaken af. Ze had statuur. Zij zei dat iets moest en dan vonden die heren dat ook allemaal. Ze was heel actief met vrouwen in allerlei commissies duwen. Daar hadden die vrouwen zelf niet eens over nagedacht.” Vanaf 1947 maakt de vrouwenvertegenwoordiger officieel onderdeel uit van de koninkrijksdelegatie. Daarvoor is de precieze status van de vrouwenvertegenwoordiger onzeker. VerweyJonker woonde de oprichtingsvergadering van de VN bij als vertegenwoordiger van het NVC. Of zij ook deel uitmaakte van de koninkrijksdelegatie blijft een vraag. Voor Van der Molen, vrouwenvertegenwoordiger in 1946, geldt hetzelfde.
Gedenkwaardige vrouwen De vrouwenvertegenwoordigers kwamen lange tijd afwisselend voort uit socialistische, liberale, rooms-katholieke of protestantse hoek. Mevrouw Weijenborg-Pot werd bijvoorbeeld in 1989 door het Katholiek Vrouwengilde gevraagd om zich als vrouwenvertegenwoordiger kandidaat te stellen. Zelfs eind jaren tachtig speelden de oude bloedgroepen dus nog een rol. Weijenborg-Pot kan zich herinneren dat het toentertijd ook erg belangrijk was dat de PvdA haar kandidatuur steunde. Tegenwoordig speelt de politiek-religieuze achtergrond van de kandidaten niet meer mee. Professionele ervaring en affiniteit met genderthema’s des te meer. Om kandidaten te werven, verspreidt de NVR de vacature via vrouwennetwerken, websites en andere relevante media. Het zijn gedenkwaardige en gedreven vrouwen die als vrouwenvertegenwoordiger deel uitmaken van de koninkrijksdelegatie. Volgens Philo Weijenborg-Pot kom je voormalig vrouwenvertegenwoordigers altijd weer tegen in je werk. Ze zijn en blijven altijd met het onderwerp bezig. Alice Bouman-Dentener, vrouwenvertegenwoordiger naar de AVVN in 1999 en naar de WSSD in 2002, ziet het ook zo: “Je bent vrouwenvertegenwoordiger voor het leven”. Margit van der Steen, in 2003 bij de AVVN, denkt ook dat de vrouwenvertegenwoordigers een aantal dingen gemeenschappelijk hebben. Ze hebben een bovengemiddelde interesse in wat er op internationaal niveau speelt. Ze hebben uithoudingsvermogen want de vergaderingen en onderwerpen zijn “specifiek” en “taai”. En ze beschikken over een “politiek fingerspitzengefühl”. Ze opereren immers in een internationale politieke arena. Grootste gemene deler is natuurlijk de motivatie om Nederlandse vrouwen te vertegenwoordigen en ook op internationaal vlak bezig te zijn met thema’s die vrouwen wereldwijd aangaan.

The women themselves might not even have given it any thought.” Since 1947 the women’s representative has been an official member of the national Dutch Kingdom Delegation. Before that time the position was not entirely clear. Mrs Verwey-Jonker attended the constitutional assembly of the UN as a representative for NVC. Whether she also participated in the Kingdom’s Delegation, remains uncertain. The same holds true for Mrs Van der Molen, who was elected women’s representative in 1946.
Women who wrote history
For decades nomination rotated between the Roman Catholic, Protestant, Liberal or Socialist women’s organisations. In 1989 Mrs WeijenborgPot was a nominee for the Roman Catholic Women’s Guild. Mrs Weijenborg-Pot recalls that it was of the utmost importance that the Labour Party seconded her election. Nowadays the political or religious backgrounds of the candidates no longer count. Professionalism, experience and affinity with gender issues are important criteria. NVR summons candidates to come forward, via modern means of communication, the written press and women’s networks. Women’s representatives in the Kingdom’s delegations will go down in history as women of distinction, deeply committed to their cause. According to Philo Weijenborg-Pot you will always run into these former women’s representatives in every line of work having to do with gender issues. Alice Bouman-Dentener, representative to the UN GA in 1999 and to the World Summit for Sustainable Development in 2002, is of the same opinion: “you are a women’s representative for life”. Margit van der Steen, attending the UN GA in 2003, also feels that women representatives have quite some characteristics in common. They have an interest in international affairs that exceeds the average. They possess sufficient stamina to enable them to attend meetings to deal with issues that are “specialist” and “tedious”. And on top of that they are blessed with so-called “political antennae”, which is indispensable while playing a part in international politics. It stands to reason that they share a common drive to represent Dutch women and a deeply felt commitment towards international issues of gender on a global scale.

In zeven minuten ideeën aandragen De AVVN-vertegenwoordiger heeft binnen de Nederlandse koninkrijksdelegatie de status van adviseur. De vrouwenvertegenwoordiger is daarin niet alleen. Jongerenorganisaties en de vakbeweging hebben ook het voorrecht om een vertegenwoordiger af te vaardigen. De vrouwenvertegenwoordiger heeft zeven minuten spreektijd in de Derde Commissie, die zich bezig houdt met sociale, humanitaire en culturele vraagstukken. De vertegenwoordiger bereidt haar verklaring voor in nauwe samenwerking met de Commissie Internationaal van de NVR. Omdat zij de verklaring namens Nederland aflegt, zien het Ministerie van Buitenlandse Zaken en de Permanente Vertegenwoordiging van Nederland in New York erop toe dat de verklaring niet in strijd is met het Nederlandse beleid. . Margit van der Steen sprak in 2003 een statement uit over het thema gender en leeftijd en heeft daar heel positieve reacties op gekregen. Ze heeft gemerkt dat het binnen de VN door verscheidene NGO’s is opgepakt. “Je verhaal verdwijnt niet in een bureaula. Het gaat de hele wereld rond”. Alice Bouman-Dentener zoekt de kracht van de vrouwenvertegenwoordiger op een ander vlak. Op de Algemene Vergadering zijn de onderhandelingen al grotendeels afgerond en ben je één van de zovelen die een statement uitspreken. Maar het is wel een formeel signaal naar de overheid en naar je eigen achterban. En het is belangrijk om je gezicht te laten zien. “Het is iedere keer een klein druppeltje, een klein stapje voorwaarts. Bovendien kan er in de wandelgangen van alles gebeuren”. Weijenborg-Pot verenigt deze twee standpunten: “Je hebt in feite niks te zeggen”. Maar de vrouwenvertegenwoordiger kan wel in “het juiste circuit nieuwe ideeën aandragen”. Daar moet je een lange adem voor hebben, want directe successen zijn er vrijwel nooit, maar uiteindelijk werken die ideeën wel door. Het is dus een moeizame weg, een strijd die voortduurt, maar iedere vrouwenvertegenwoordiger ziet ieder jaar vooruitgang.

Gesina van der Molen schreef in haar verslag van ‘46 al over een belangrijk hoogtepunt: “Wat de speciale vrouwenbelangen aangaat, zoo is bekend, dat de Algemene Vergadering op voorstel van Mevrouw Bodil Begtrup, Denemarken, met algemeene stemmen een resolutie heeft aange-

The women’s representative on the official Kingdom’s delegation has been granted an advisory status. Apart from the women, youth organisations and trade unions also have the privilege to send their representatives. The women’s representative is entitled to deliver a statement. She is granted the floor for seven minutes in the UN’s Third Committee, which is concerned with social, humanitarian and cultural affairs. This statement is prepared in close cooperation with the International Committee of NVR, and it has to be in accordance with established Dutch policy, as it is being delivered on behalf of this same government. That is why they confer with the Ministry of Foreign Affairs and the Dutch UN Embassy, until the final draft is decided upon. In 2003, Margit van der Steen delivered her statement on the subject of gender and age and that received a very positive response. She has observed that many NGO´s within the UN have now also dug into the subject. “The papers with your statement won’t end up in a cupboard; they will be read all over the world”. Alice Bouman-Dentener enlightens upon yet another aspect of the women representative’s power. Although before the GA most negotiations have been completed and your statement is only one of many, it remains a formal signal, towards governments and towards civil society. Furthermore it is very important that they know who you are. Each time it is a drop in the ocean, a small step forwards... Besides, anything may happen during a coffee break. Mrs Weijenborg-Pot is in favour of both these opinions: The crux of the matter is that your words carry no considerable weight, but you may find an opportunity to vent some new ideas in the right circles. You need quite a lot of patience though, since immediate success is very seldom gained! But your ideas will fall upon fertile soil eventually. So you will have to plod along heavily, but each year every women’s representative may see that some progress has been made.

[5] De meest gedenkwaardige Algemene Vergadering met betrekking tot vrouwenrechten vond misschien wel in 1979 plaats. Toen nam de AVVN het vrouwenverdrag aan. Geke Faber, toenmalig vrouwenvertegenwoordiger, schreef daarover in een terugblik: “Met een zucht van verlichting kon op 5 december 1979 een punt worden gezet achter het werk van de werkgroep, die zich bezig hield met het VN Verdrag ‘Uitbanning van alle vormen van discriminatie jegens vrouwen’. Deze werkgroep heeft tien jaar aan het verdrag gewerkt. Tijdens iedere algemene vergadering van de Verenigde Naties werd er aan het verdrag gewerkt. De finale heb ik in de VN mogen meemaken. Ik hoop de finale in Nederland ook nog eens mee te maken”. [6] Nederland ratificeerde het verdrag in 1991. Alice Bouman-Dentener maakte in 1999 mee dat het vrouwenverdrag ook “tanden” kreeg. De AVVN keurde het ‘CEDAW Optional Protocol’ goed. Dit protocol zorgde ervoor dat vrouwen ook een klacht kunnen indienen als een land het vrouwenverdrag niet naleeft. Volgens Bouman-Dentener belangrijk en “heel bijzonder”. Voor haar was dat een echt hoogtepunt. Volgens Bouman-Dentener zijn die breed gedragen verdragen de kracht van de Verenigde Naties. Zij ziet de organisatie als een plek waar landen afspraken kunnen maken en een “commitment” aangaan. De AVVN heeft weliswaar geen dwangmiddel in handen, maar via de VN organiseer je aandacht rondom de problematiek die vrouwen wereldwijd raakt. NGO’s kunnen verdragen en resoluties gebruiken om druk uit te oefenen op de eigen overheid. Het geeft ze een steuntje in de rug want er is een internationaal erkend document waar je je als organisatie op kunt beroepen. Via de VN en de VN-vrouwenconferenties is de positie van vrouwen niet op stel en sprong te verbeteren, maar het punt staat wel op de agenda en krijgt internationale aandacht. Margit van der Steen zegt daarover: “Wat ik bijzonder vind van de VN is dat ze de lat hoog durven te leggen. Ze durven aan belangrijke zaken te werken met alle tegenslagen van dien. Met groots en meeslepends denken kun je iets monumentaals tot stand brengen”.
Highlights for women’s representatives
One of the main highlights was pointed out to us in 1946 by Gesina van der Molen in her report: “it is common knowledge now, that in matters concerning the interests of women, the GA have unanimously adopted a resolution which had been proposed by Mrs Bodil Begtrup, from Denmark, which is in favour of promoting equal rights for men and women alike in all the UN member states where these rights are not yet being respected. [ 5] The most memorable GA where women’s rights are concerned is perhaps the one that took place in 1979, because of the adoption of the women’s treaty. Geke Faber, the then women’s representative, wrote a few lines in recollection: “On December 5th, 1979 the committee working on “the UN Convention on the Elimination of all forms of Discrimination Against Women”, heaved a deep sigh of relief and announced their duty accomplished, after having put all their energy into it for at least 10 years during every single UN GA. I was there when we crossed the finish line and I hope I will live to see the day the Netherlands will do their part. [ 6] The Netherlands ratified the treaty in 1991. Alice Bouman-Dentener was there when the treaty actually took effect, in 1999. The UN GA endorsed the “CEDAW Optional Protocol”, which entitles persons and organisations to lodge a complaint if a country violates the women’s treaty. According to Mrs Bouman: very special and of “great importance”. This was one of her highlights. Mrs Bouman commented further upon the ratified treaties as being the tree stem UN power is grafted upon. She considers the UN as an organisation where states can meet to negotiate agreements and show commitment to the cause and one another. Although the GA is not entitled to apply sanctions to wrongdoers, you may draw worldwide attention towards global problematic women issues. NGO’s can take the opportunity to use treaties and resolutions to exercise influence and to put pressure upon their own governments. Reference to internationally agreed upon principles will give them recognition and make their case stronger. Unfortunately the position of women cannot be changed overnight through the UN and its women conferences and treaties, but the issue has been put on the international agenda and receives worldwide attention. Margit van der Steen’s comment: “I think it is very special that the UN dare set very high standards. They undertake important business although they encounter many drawbacks. They think big and act passionately and that is the road to success. A way to work wonders.”

Ondanks het vele werk dat is verzet, blijft er nog een hoop te doen. Op dit moment zijn de Millennium Development Goals belangrijk. De acht Millenniumdoelen richten zich op het uitbannen van armoede in de wereld. Binnen de doelen is zeker aandacht voor gender. Het derde doel gaat over gelijkheid tussen mannen en vrouwen. Het zijn ambitieuze doelen, maar Van der Steen vindt het belangrijk dat de organisatie er voortvarend mee aan de slag gaat. Bouman-Dentener trekt de rol van de vrouwenvertegenwoordiger breder en wil zich niet alleen op specifieke vrouwenzaken richten. Zij ziet de vrouwenvertegenwoordiger als een afgevaardigde van een grote bevolkingsgroep wiens interesses verder reiken dan alleen de vrouwenrechten. Gender komt bij alle beleidsvelden van de VN om de hoek kijken. Daarom richtte zij zich als vrouwenvertegenwoordiger ook op duurzame ontwikkeling en was ze als lid van de regeringsdelegatie bij de World Summit on Sustainable Development (WSSD) in 2002 te Johannesburg. Het is dus belangrijk om gender niet meer als een apart vraagstuk te behandelen. Dat moet overal, bij elk onderwerp terugkomen. Margit van der Steen vindt dat ook, maar benadrukt tegelijkertijd dat het belangrijker is dat er geld én politieke wil is om plannen daadwerkelijk uit te voeren. Een aantal landen pakken volgens haar de genderthema’s serieus op, maar anderen lijken het onderwerp alleen maar een lippendienst te bewijzen. In Noord-West Europa gaat het goed. Argentinië, Costa Rica en Zuid-Afrika ontwikkelen zich snel. Maar Zuid-Azië en Subsahara Afrika kennen nog een grote genderongelijkheid. [7] De positie van de vrouw gaat vooruit, maar kent ook bedreigingen. “In toenemende mate worden rechten van vrouwen in wetten verankerd, maar in de praktijk wordt dat in toenemende mate gefrustreerd door groeiend religieus fundamentalisme”, zegt Van der Steen. In 2003, het jaar dat Van der Steen in New York zat, bereidde de Nederlandse regering een grote resolutie voor over geweld tegen vrouwen. Tijdens het overleg achter gesloten deuren heeft Van der Steen gemerkt dat de meeste Islamitische landen geweld tegen vrouwen niet willen aanpakken en zich daarbij beroepen op religie en traditie. De manier waarop vertegenwoordigers van deze regeringen over vrouwen spraken, vond ze “shockerend”. Een jaar later ontdekte de Nederlandse vrouwenvertegenwoordiger Ine van Hoorn dat ook in christelijke religieuze hoek grote weerstand bestaat tegen vrouwenrechten. Tot haar verdriet
Opportunities and drawbacks
Although an enormous amount of work has been accomplished, a lot remains to be done. At this very moment the focus on the Millennium Development Goals. The eight Millennium Goals aim at the combat of worldwide poverty. The MDG’s also refer to gender issues. The Third Goal entails equality between men and women. These are quite ambitious goals, but Mrs Van der Steen thinks it is important for the organisation to put the best efforts into achieving them. Mrs Bouman takes a broader view on the role of a women’s representative in that it expands above specific women’s issues. She considers the women’s representative as representing a major group in society whose interests include but are not limited to women’s rights. Gender is intrinsic in all the fields of policy the UN acts upon. That is why she focussed on sustainable development as a women’s representative, and for this reason she was elected a member of the Dutch governmental delegation for the World Summit on Sustainable Development (WSSD) in Johannesburg in 2002. So it is important to stop treating gender exclusively as a separate subject. It will have to be incorporated into all subjects and issues at all times. Margit van der Steen agrees, but underlines also the fact that it is more important to raise funds and find politicians who are willing to act, in order to implement and execute all the plans. Although some countries are known to take gender issues seriously, there are many others that only pay lip service In Europe, that is in the north and west, the state of affairs is quite good. Argentina, Costa Rica and South Africa are developing rapidly, but in the south of Asia and in the African countries below the Sahara desert; women still encounter much genderinequality. [7] Today the position of women is getting stronger, but there are also drawbacks. “Although women’s rights have been law-enforced to a greater extent, their influence is diminishing rapidly because of growing religious fundamentalism”, Mrs Van der Steen argues. In 2003, the year she was in New York, the Dutch government was drafting an extensive resolution about violence against women. During several rounds of secret negotiations, she observed that most Islamic nations are reluctant to curb violence against women, based on religious and traditional motives. The manner in which the representatives of these nations discussed women, struck her as “shocking”. A year later, the Dutch women’s representative Ine van Hoorn found that in traditional Christian circles there is also a great deal of aversion against women’s rights. She was very sorry to disco-

constateerde ze dat het “moderne Amerika” de aanvoerder was van deze “fundamentalistische en reactionaire krachten”. [8] Een andere grote bedreiging voor de rechten van de vrouw is volgens Van der Steen dat de legitimiteit van de VN onder druk komt te staan. En dat is een probleem want “een sterke VN is een sterke bondgenoot voor vrouwen”.
Belangrijk radertje De rol van de vrouwenvertegenwoordiger is dus nog lang niet uitgespeeld. De vrouwenvertegenwoordiger heeft een onmisbare, verbindende rol tussen overheden en maatschappelijke organisaties. De vrouwenvertegenwoordiger brengt de nationale en internationale politiek naar de burger en vertegenwoordigt deze op hoog niveau. Daarbij verkeert de vrouwenvertegenwoordiger in de positie om in samenwerking met maatschappelijke organisaties de overheid aan te spreken en af te rekenen op internationale afspraken. Weijenborg-Pot constateert dat de vrouwenvertegenwoordigers steeds professioneler te werk gaan. De VN is volgens haar bovendien dé plek om op internationaal niveau met andere vrouwenorganisaties in contact te komen en dat bevordert de internationale solidariteit. Een grote kracht waar je als vrouwenvertegenwoordiger een “klein radertje” in kan vormen. Het is belangrijk dat die bijdrage erkend wordt. De NVR ziet graag dat een vrouwenvertegenwoordiger ook naar andere belangrijke vergaderingen van de VN gaat. De Commission on the Status of Women (CSW) komt elk voorjaar bijeen en ook daar zou een vrouwenvertegenwoordiger als lid van de officiële Nederlandse delegatie een waardevolle bijdrage kunnen leveren. Daar vinden immers de inhoudelijke discussies plaats en valt er nog echt te onderhandelen. De vrouwenvertegenwoordigers gaan nu op advies van de NVR en als afgevaardigde van de NVR naar het voorjaarsoverleg van de van de CSW. De NVR ziet dit als noodzakelijke voorbereiding op de AVVN. Alle vrouwenvertegenwoordigers roemen al jaren het feit dat de Nederlandse overheid een vrouwenvertegenwoordiger naar de AVVN afvaardigt. De vertegenwoordigers waarderen de betrokkenheid van Buitenlandse Zaken en de gastvrijheid en ondersteuning van de Permanente Vertegenwoordiging in New York. Toch zouden de vrouwenvertegenwoordigers het verwelkomen als de onkostenvergoeding voor het werk wat ruimer zou zijn. Voormalig vrouwenvertegenwoordiger Ine van Hoorn opperde dat vorig jaar in haar eindverslag. [9] Ze stelde dat het voor veel
ver that “modern America” was the leader of these “fundamentalist and reactionary powers”. 8 There is one more large drawback and even threat to women’s rights, caused by the crumbling legitimacy of the UN. And that is a huge problem, for a “strong UN forms a strong ally to women”.
Essential part of the clockwork
So the role of the women’s representative has by no means come to an end. She forms an indispensable link between governments and civil society. The women’s representative bridges the gap between both national and international politics and the civilians and is their representative on a high level. Moreover, the women’s representative is in a position, with the assistance of her constituency of organised women, to demand that the government takes responsibility and to hold them accountable concerning international agreements. Mrs Weijenborg-Pot makes the observation that the women’s organisations work more and more in accordance with professional standards. Besides, she considers the UN as an excellent opportunity to get into contact with other women’s organisations, which will enhance international solidarity. A strong force, that the women’s organisations may be a small but essential part of. It is of the utmost importance that this contribution gets the recognition it deserves. The NVR would like to have a women’s representative take part in the other UN assemblies. The Commission on the Status of Women (CSW) meets every year in spring and a women’s representative is thought to give a useful contribution there, as a member of the official Dutch delegation. That meeting is the place to be when it comes to essential discussions and crucial negotiations. These days the NVR enables the women’s representatives, to attend the spring assembly of the CWS as their representative. This is an indispensable part of preparation for the UN GA. Women’s representatives have commended their government for sending a representative to UN GA. They are grateful for the support of the Ministry of Foreign Affairs and appreciate the hospitability and help of the Dutch UN Office in New York. They would welcome a more realistic compensation of their expenses. This was one of the recommendations Ine van Hoorn, the 2004 women’s representative suggested in her final report.[ 9] She claimed that it was next to impossible for a professional woman to become a women’s representative. She would have to take unpaid leave, which is almost impossible on financial grounds. Margit van der Steen agrees with her. She owns her own firm and was in a position to take leave in

werkende vrouwen bijna onmogelijk is om vrouwenvertegenwoordiger te worden. Ze moeten onbetaald verlof opnemen en dat is vaak financieel moeilijk. Margit van der Steen is het daar mee eens. Ze heeft een eigen bedrijf en had daarom de mogelijkheid om tijd vrij te maken voor deze functie. Ze heeft er met liefde drie maanden werk in gestopt, maar “je hypotheek loopt gewoon door”. De onkostenvergoeding kan meer behelzen dan alleen een reis- en verblijfvergoeding. Ook hoopt Van der Steen op meer media-aandacht voor de vrouwenvertegenwoordiger. “Je moet ook in Nederland laten weten wat er in de VN speelt”. Van der Steen denkt dat de slagkracht van de VN een directe link heeft met het draagvlak voor de organisatie. Een vrouwenvertegenwoordiger kan dat draagvlak versterken binnen haar eigen achterban. Van der Steen hield daarom op de veelbezochte website emancipatie.nl een weblog bij van haar belevenissen. Ze heeft ook andere media benaderd, maar moest constateren dat die weinig belangstelling tonen. Ze hoopt dat daar verandering in komt.

Waarom een vrouwenvertegenwoordiger naar de AVVN sturen? “De politiek is immers te belangrijk om alleen aan mannen over te laten!” schreef een oud-voorzitter van de NVR ooit. [10] Vanuit die gedachte is de functie van vrouwenvertegenwoordiger ontstaan en vanuit die gedachte ontleent het nog steeds haar legitimiteit. Gesina van der Molen schreef in 1946: “De opbouw eener internationale rechtsorde is nog verre van voltooid. Doch ook dit Rome kan niet in één dag gebouwd worden. Met een oneindig geduld, een onverdroten toewijding en een vast vertrouwen in het uiteindelijk resultaat zal dit wankele gebouw moeten worden geschraagd en voltrokken. Op de vrouwen rust in het bijzonder de plicht den grootsten vijand der internationale samenwerking n.l. onvruchtbaar scepticisme met alle macht te bestrijden en daartegen over een rustig, weloverwogen oordeel te stellen, dat critiek niet uitsluit, maar dat opbouwend in plaats van afbrekend wil werken”. [11] Veertig jaar later, in 1986, schreef de NVR: “Hoewel overal ter wereld de gelijkwaardigheid van vrouwen de jure wordt erkend, staan we de facto nog aan het begin van dit proces.[...] Nog steeds worden vrouwen geconfronteerd met een dubbele taak als zij buitenshuis werkzaam zijn. Vaak zijn ze te vinden in de lage en middenkaders, zelden in de hogere functies. Juist in de functies

There should be a compensation of expenditure including more than the bare costs of board and lodging. The media might also be more attentive of a women’s representative. “People in Holland should know what is going on in the UN”. She feels strongly about the connection between the UN being able to act and the support it may muster up within the organisation proper. A women’s representative might be able to bolster that support within her own organisation and the people she represents. So Mrs Van der Steen opened a web log and gave a report of her New York experiences. She also sought contact with other modern media, but to no avail. She sincerely hopes their field of interest will change for the better.
Rome’s gender equality
Why send a women’s representative to the GA? “Because politics are too important to leave only to men”, a former chairwoman of NVR once wrote.10 This line of thinking resulted in the creation of the function of women’s representative and that thought is still valid nowadays. Gesina van der Molen wrote in 1946: The assembly of an international system of law is far from completed. But this Rome can not possibly be built in one day either. With infinite patience, unfaltering commitment and firm trust in the final result, we will have to prop up this rickety building and eventually make it strong. We women are endowed with the duty and responsibility to overcome the biggest enemy of all, i.e. barren scepticism, and to replace it with a well-balanced judgement that does not reject criticism, but which is constructive instead of destructive.” [11] 40 Years later, in 1986, the NVR wrote:” Although the equality of women and men is de jure recognized all over the world, de facto we are actually at the very beginning of this process. (…). Women still have to face a double task when they have a job outdoors. They often work in lower and middle-grade jobs, but seldom occupy highly placed functions. There where policy making and decision making take place, few women hold influential positions. Neither are they equally represented in functions on high levels in the UN! We should be glad that our government recognizes this fact and enables NVR every year to nominate a women’s representative. [12]

[12] Het is bijna zestig jaar geleden dat Van der Molen de eerste Algemene Vergadering bijwoonde en per brief verslag uitbracht. Het is twintig jaar geleden dat de Commissie Internationaal van de NVR op papier zette hoe zij over het vrouwenvertegenwoordigerschap dacht. Beide vonden zij de vrouwenvertegenwoordiger belangrijk. En ook anno 2005, staat het belang van een vrouwenvertegenwoordiger in de Algemene Vergadering nog recht overeind. Het jubileum van de Verenigde naties is ook een feest voor de vrouwenvertegenwoordigers. Het is een bijzondere functie die zij met veel moed en inzet hebben vervuld. Vrouwenvertegenwoordigers geloven in vooruitgang en zijn overtuigd dat ze daar zelf een bijdrage aan kunnen leveren. Als slotzin schreef Gesina van der Molen dan ook: “Onze invloed op de publieke opinie is grooter dan wij ons vaak realiseren. Laten wij die in dit opzicht bewust ten gunste van recht en vrede aanwenden, met de bede, dat God onze zwakke pogingen moge zegenen”. [13]
It is now almost 60 years ago that Mrs Van der Molen attended the constitutional assembly of the UN and gave her report by letter. And it is now 20 years ago that the International Committee of NVR put her views on paper as to the function of a women’s representative. Both Gesina and NVR considered the women’s representative of the utmost importance. And this holds true even today in 2005 and on the highest levels like in the UN GA. The UN anniversary is also worth a celebration with and for the women’s representatives. They have fulfilled this very special task with enormous courage and commitment. Women’s representatives believe in progress and are convinced that they themselves can contribute to this higher goal. Therefore Gesina van der Molen’s conclusion was: our influence on public opinion is often greater than we realize. Let us be fully aware that we can use this influence in favour of justice and peace and let us pray that God may bless our feeble efforts.[13]

Marga Klompé werd in 1956 minister van Maatschappelijk Werk. Ze was de eerste vrouwelijke minister in Nederland. Klompé was tijdens de oorlog actief bij de Vrijwilligers Vrouwen Hulpdienst. Vanaf 1943 was zij tien jaar lang voorzitter van de Unie van Vrouwelijke Vrijwilligers. Klompé maakte zich sterk om vrouwen in maatschappelijke functies te krijgen. Ze richtte het Roomsch Katholiek Vrouwendispuut op waar zij zelf voorzitter van werd. Ze was daarnaast actief in talloze andere vrouwenorganisaties. Ze had de vaste overtuiging dat mannen en vrouwen gelijkwaardig zijn en dat vrouwen ten volle moeten kunnen meedraaien in het maatschappelijk leven. Als voorvrouw in de Rooms-Katholieke vrouwenbeweging werd zij in 1947 afgevaardigd naar de Algemene Vergadering van de Verenigde Naties. Twee KVP parlementariërs raakten van haar capaciteiten onder de indruk. Zo kwam ze op de kieslijst van de KVP voor de Tweede Kamer. Vanuit haar functie als parlementariër woonde ze tot 1952 jaarlijks de AVVN bij op advies van Nederlandse vrouwenorganisaties. Bij enkelen van deze vergaderingen heeft ze ook een statement gehouden in relatie tot de positie van de vrouw, echter niet in 1952, tijdens haar deelname aan de koninkrijksdelegatie in de hoedanigheid van vrouwenvertegenwoordiger.

Gesina van der Molen interesseerdezich voor de positie van de vrouw en het volkenrecht. Ze was de eerste vrouwelijke student die aan de VU een doctorstitel haalde, en later werd ze ook hoogleraar. In de jaren ’40 en ‘50 was ze namens de Anti-Revolutionaire een groot pleitbezorger voor de rechten van de vrouw. In dit licht zijn ook haar activiteiten als vrouwenvertegenwoordiger te plaatsen. Van der Molen woonde in 1946 de eerste AVVN bij. De functie van vrouwenvertegenwoordiger vond ze heel belangrijk: “Het is mijn vaste overtuiging [...] dat vrouwen deel moeten uitmaken van de delegaties naar de Volkenunie”. Vrouwen hadden volgens haar een grote rol in de internationale politiek. In 1946 schreef ze daarover: “Onze invloed op de publieke opinie is grooter dan wij ons vaak realiseren. Laten wij die in dit opzicht bewust ten gunste van recht en vrede aanwenden, met de bede, dat God onze zwakke pogingen moge zegenen.” Zes jaar later, zou ze de AVVN nog een keer bijwonen. Deze keer was ze ook officieel lid van de Nederlandse koninkrijksdelegatie.

Dr. H. Verwey-Jonker (Hilda) vrouwenvertegenwoordiger avvn 1945 en 1948 23 juni 2004
In haar studententijd begon Verwey-Jonker zich te interes seren voor politiek. Vanaf 1935 was ze actief in allerlei partijpolitieke functies. Een jaar later maakte ze haar entree in de politiek. Dr. Hilda Verwey-Jonker ontving in 2000 de Aletta Jacobsprijs voor haar bijdrage aan de emancipatie van de Nederlandse vrouw in de 20e eeuw. Niet voor niets. VerweyJonker was overtuigd feministe en had zich haar hele leven sterk gemaakt voor vrouwen en ‘meisjes’. Het feministische gedachtegoed had ze van haar moeder, feministe van het eerste uur en bevriend met diezelfde Aletta Jacobs. In 1945 woonde Verwey-Jonker op verzoek van het Nederlandsche Vrouwen Comité de oprichtingsvergadering van de Verenigde Naties bij. Marie Anne Tellegen, voorzitter van het NVC had haar aangeraden bij de Minister van Buitenlandse Zaken. In 1948 was Verwey-Jonker voor een tweede keer van de partij als vrouwenvertegenwoordiger. Dit keer als officieel delegatielid. Zij herinnerde zich later nog een vrouwonvriendelijke voorzitter die vrouwen niet het woord wilde geven “omdat voor hem een vrouw, die in het publiek het woord voerde, niet beter was dan een publieke vrouw”. Eleanor Roosevelt vroeg daarop meteen het woord en kreeg het ook. Diezelfde middag was de voorzitter verdwenen.

Jeanne Fortanier–de Wit was de eerste vrouwvertegenwoordiger in de Nederlandse delegatie naar de Algemene vergadering die een statement kon afleggen. Dit gebeurde op 9 oktober, 1950 in de vijfde AVVN. Her statement focused on comments and recommendations on the draft resolution for Continuing needs of children, the United Nations International Children’s Emergency Fund (UNICEF). She emphasizes that the emergency in Europe, arisen directly after the war have ceased to be an urgent problem, but that there are still millions of children, specially in under-developed countries suffering of malnutrition, from lack of medical care, educational facilities or social protection. She also pointed out that it is important to remind the three broad lines of approach to international action for children, and stressed that whatever will be decided, help is only deserved by such countries as do all they possibly can do to help themselves. Another aspect she mentions is that it was not only this Fund which was set up to deal with problems of long-range activities. That since needy children come from needy parents, the welfare of children cannot be separated from that of the family. And therefore a realistic approach to this vast problem can only be made in a wider sense as for instance by the programme of technical assistance. She concludes her intervention with the words: “we must realize, that the odd ten million children, who have received assistance by UNICEF, are few in relation to the 400 million to whom the future programme will apply. The number of children in need of aid is so immense, that it is only common sense to deal with the most urgent cases first.”

Dr. A. de Waal (Anna) vrouwenvertegenwoordiger avvn 1951 22 maart 1981
Anna de Waal werd in 1953 staatssecretaris, en was hiermee de eerste vrouwelijke bewindspersoon van Nederland. Dit hoogtepunt verdronk bijna letterlijk in het nieuws van de watersnoodramp in Zeeland. Na de oorlog was Anna de Waal actief in verschillende vrouwenorganisaties. Ze was bestuurslid en voorzitter van het Katholiek Vrouwendispuut, bestuurslid van de vereniging voor vrouwenbelangen en voorzitter van de Vereniging voor vrouwenbelangen, vrouwenarbeid en gelijk staatsburgerschap. De vrouwenbelangen gingen lagen haar dus aan het hart. Zelf wilde ze voor alle vrouwen een voorbeeld zijn. In 1951, een jaar voordat ze in de Tweede Kamer kwam, werd ze door het NVC voorgedragen als vrouwenvertegenwoordiger in de koninkrijksdelegatie. De AVVN vond dat jaar plaats in Parijs. De Waal was de vijfde vrouwenvertegenwoordiger en daarmee was het eerste jubileum van de vrouwenvertegenwoordiger een feit. Om enige continuïteit te waarborgen wilde het NVC en het Ministerie van Buitenlandse Zaken graag dat de vrouwenvertegenwoordiger twee jaar achtereen de AVVN bij zou wonen. Helaas was dat voor De Waal niet mogelijk.

Mr. J.C.H.H. de Vink (Netty) vrouwenvertegenwoordiger avvn 19531954 en 19611962 11 maart 1998
Netty de Vink richtte haar tijd en energie op de internationale vrouwenbeweging. Ze kwam in 1945 als enige vrouw van haar partij (KVP) in het noodparlement in de Tweede Kamer, maar maakte zich sterk voor meer vrouwen in de politiek. In 1946 richtte ze met een aantal anderen het Katholiek Vrouwendispuut op. Deze organisatie wilde de deelname van vrouwen aan de politiek bevorderen. Ook de vrouwelijke kiezers hoopte ze voor de politiek te interesseren: “Ik zou elke vrouw dit willen zeggen. Besef, dat u deel uitmaakt van een grote gemeenschap. Breng dus uw stem uit en weet, waaróm u dat doet.” In verband met haar specialisme op het gebied van volkenrecht, hield ze zich in de Tweede Kamer vooral bezig met volkenrechtelijke vraagstukken en internationaal recht. Vanaf 1954 was ze tevens lid van de commissie van advies voor Volkenrechtelijke vraagstukken. Haar deskundigheid was de reden voor het NVC om haar in 1953, 1954, 1961 en 1962 als vrouwenvertegenwoordiger af te vaardigen. De Vink is vier maal vrouwenvertegenwoordiger geweest en heeft daarmee al ruim veertig jaar een record in handen. Vrouwenrechten gingen Nancy Zeelenberg aan het hart. “Er wordt nog graag geschermd met het begrip gelijkwaardig, om te kunnen betogen dat er wel zeer reële verschillen tussen man en vrouw zijn,” zei ze ooit tegen Vrij Nederland. Gedurende de Tweede Wereldoorlog was ze actief in de Unie van Vrouwelijke Vrijwilligers. Na de oorlog was ze een aantal jaar de voorzitter van de Vereniging voor Vrouwenbelangen en Gelijk Staatsburgerschap. Ook zette ze zich in voor de PvdA vrouwenbond en Onderlinge Vrouwenbescherming. In 1955 nam zij als Nederlandse vrouwenvertegenwoordiger deel aan de Algemene Vergadering van de Verenigde Naties. Het moet een drukke periode zijn geweest. Ze combineerde de functie met haar baan als advocaat en het lidmaatschap van de gemeenteraad, de Provinciale Staten en de Tweede Kamer. Van lokaal tot internationaal actief. Ze was de eerste vrouwelijke wethouder van Rotterdam. En kan met recht een brede volksvertegenwoordiger genoemd worden. Her statement in the General Assembly focused on the Convention on the nationality of married women, which according to her was in agreement with the underlying principle that in respect of the law of nationality greater equality of men and women should be aimed at.

Tijdens haar studie, ontwikkelde ze een interesse in maat schappelijkeproblemen. Ze werd actief in de politiek en in diezelfde tijd ontstond haar interesse in de vrouwenbeweging. Ze spande zich in voor de Bond van Sociaal-Democratische Vrouwenclubs en ontwikkelde het vormingswerk van deze organisatie. Mede door haar inzet kende de SDAP een onstuimige groei van vrouwelijke leden. Na een aantal jaren ging zij ook politieke functies vervullen. In 1958 werd ze het eerste vrouwelijke lid van de Raad van State. Ze zette zich ook buiten haar partij in voor vrouwen. Ze nam zitting in het Nederlands Vrouwen Comité (NVC) en had de leiding over de Commissie van Advies voor de Arbeid van Vrouwen en Meisjes. Ook was zij medeoprichtster van het Internationaal Archief voor de Vrouwenbeweging. Mede door deze activiteiten werd Ribbius-Peletier in 1951 lid van de Commissie inzake de Rechtstoestand van de Vrouw van de Verenigde Naties. Zo verbreedde ze haar inzet voor de vrouwenbeweging naar internationaal niveau. Haar lidmaatschap van deze commissie maakte haar een goede kandidate voor de functie van vrouwenvertegenwoordiger in de koninkrijksdelegatie. In 1956 woonde zij namens de NVC de Algemene Vergadering van de Verenigde Naties bij.

Mr. J.M. Corver - van Haaften (Joke) voorheen Stoffels - van Haaften vrouwenvertegenwoordiger avvn 19571958 18 maart 1992 Joke Corver-van Haaften was al tijdens haar studententijd een overtuigd feminist. Ze hield haar maidenspeech over de opheffing van de handelingsonbekwaamheid van de gehuwde vrouw. Later mengde ze zich actief in het debat over de afschaffing hiervan. Buiten haar partijpolitieke functies zette ze zich in voor de vrouwenbeweging. Ze was o.a. voorzitter van de Vereniging voor Vrouwenbelangen, Vrouwenarbeid en Gelijk Staatsburgerschap en van het NVC. Namens de laatste, werd ze in 1957 en 1958 afgevaardigd naar de Algemene Vergadering van de VN. In een impressie schreef ze daar bijna dertig jaar later het volgende over: “Het vervelendste feit: alle vrouwelijke leden van delegaties in de derde commissie. In 1958 heb ik daarom wat anders gevraagd; dat werd de Speciaal Politieke Commissie”. Opmerkelijk vond ze het optreden van Golda Meir, Minister van Buitenlandse Zaken van Israël die “zowel vóór als achter de schermen veel zaken ‘regelde’”. In the 11th Session of the General Assembly, October 1957, she made two statements about the draft Covenant on Civil and Political Rights. She brought forward some recommendations of change on this draft covenant. As for instance, the article 6, should not begin with a negation, but with the sentence: “Everyone’s right to life shall be protected by law”. And the importance of determining the conditions for a few exceptions, since this everyone’s right to life shall be protected by law, may be interpreted differently in various countries. In 1958, the delivered 2 statements to the Special Political Commission concerning the issues the Palestine refugee problem and the South Africa problem. In the first one she focused on the necessity to make a distinction between the Palestine refugee problem and the work done by the UNRWA. De juriste Fenna Diemer-Lindeboom was een liberaal, die bekend stond om haar sociale bewogenheid en eruditie. Met een kritische blik keek ze naar de man-vrouw-verhoudingen. In 1949 schreef ze er een boek over getiteld: ‘Man en vrouw in het volle leven’. In een radio-uitzending zei ze ooit: “Pas in 1957 mochten vrouwen in Nederland wat de vrouw uit Spreuken 31 mocht. Daarvoor stonden ze op één lijn met krankzinnigen”. Daarnaast was ze betrokken bij de vrouwenbeweging van de ARP. Vanuit die hoedanigheid werd ze in 1959 vrouwenvertegenwoordiger in de koninkrijksdelegatie. De Nieuwe Haagsche Courant schreef in 1959: “Enige weken geleden hadden de miljoenen kinderen van de gehele wereld haar aandacht en werkte ze samen met de afgevaardigden van de andere volkeren aan een ‘Verklaring over de rechten van het kind’. Nu eisen haar eigen vier kinderen hun rechten weer op. […] Toen zij werd gevraagd om als lid van de Nederlandse delegatie ons land te vertegenwoordigen was haar eerste opwelling om te zeggen: “Neen, dat kan ik niet aannemen, Is dat zo belangrijk, dat ik daar zo lang voor uit mijn gezin zou gaan?” Maar nu ze terug kijkt op haar werk, weet ze, dat het goed was dat ze ‘ja’ heeft gezegd.” Her statement dealt with the status of women. The main purpose of it was to ask attention for the question of the age of retirement and right to pension of women workers. The presentday situation, she said, teaches the lesson that the matter needs further ripening, and above all deeper research. “If I see it well, the whole matter must be considered not merely as a question itself, but the interrelationship with other fields of development of the status of women has to be taken into account more than has been done so far.

The decision of the General Assembly of the United Nations to call for a World Refugee year has proved a happy one. Admitting and receiving refugees from many countries is an old tradition in my country, and in the course of time thousands of them have formed a new permanent home in the Netherlands. The World Refugee Year has passed over now, since a long time. However, people become refugees, because they experience that their circumstances of living are incorrect and are becoming unbearable and not because a special day on the calendar points them on that. Still there are many refugees who need our help and the hope is draw attention to the countries in order to continue considering the universal character of the refugee problem as a first priority. In this way refugees and the helping hands can meet each other in love and understanding and can both contribute to a world without refugees.

De affiniteit met de vrouwenbeweging uitte zich in het lid maatschap van de Vrouwengroep van de PvdA. Ook werkte ze met Liesbeth Ribbius-Peletier samen in het sociaal-democratische vormingswerk voor vrouwen om deze meer politiek bewust te krijgen. In 1963 en 1964 was Heroma-Meilink de vrouwenvertegenwoordiger in de koninkrijksdelegatie. Ze zal zich als deskundige op het gebied van maatschappelijk werk ongetwijfeld hebben thuis gevoeld in de Derde Commissie van de Algemene Vergadering. Deze commissie gaat over sociale, culturele en humanitaire vraagstukken. Het was ook niet de laatste keer dat ze meevergaderde bij de VN. In 1966 was ze de Nederlandse vertegenwoordiger in de commissie sociale ontwikkeling. In November 1963, she delivered a statement about the draft Declaration on the Elimination of Discrimination Against Women. In this she emphasizes on the importance of some issues to be considered or included in the Declaration, as for instance community development: “It is our opinion that a balanced economic and social deve lopment in every country can only be established by using all the possibilities of sound community development”. Other subjects of her statement were participation of women in development activities and UNICEF.

The Declaration should therefore be addressed not only to women but also to men, and to Governments of States throughout the world. Gaasterland-Braaksma schrijft in een verslag over Algemene Vergadering: “Mijn deelname aan de Nederlandse delegatie heb ik een zeer bijzondere ervaring gevonden. Er is veel gepraat en gepraat, er is veel tijd vèr-praat, vaak door briljante sprekers, maar waarvoor ze een uur en meer gebruikten van de kostbare VN-tijd, had ook in 10 minuten gezegd kunnen worden. Een limiet stellen aan de spreektijd, dat lijkt me wel een noodzaak: in de derde commissie, toen men begin december ineens ontdekte, dat men zó lang niet klaar kwam, is het toegepast: vijf minuten voor stemverklaring en drie minuten voor het recht van antwoord. Het kostte velen moeite, maar het ging! Toch ben ik niet met negatieve gedachten omtrent de VN naar huis teruggekeerd. Integendeel. Hoe moeilijk het ook is te vorderen, er is toch dat contact tussen vertegenwoordigers van 126 volkeren, het gesprek met de mogelijkheid tot beter begrip blijft toch gaande. Dat vind ik belangrijk in de VN: die plaats van ontmoeting. Als die er niet was, zou er veel minder kans zijn aan betere verhoudingen in de wereld te werken. Als slotzin van het verslag van de 23ste Algemene Vergadering in het jaar 1968, dat het jaar was van de Rechten van de Mens, koos ik een citaat van de zo tragisch omgekomen VN Secretaris-Generaal Dag Hammarskjöld (1953-1961): We know that the question of peace and the question of human rights are closely related. Without recognition of human rights we shall never have peace, and it is only within the framework of peace that human rights can be fully developed…..The Universal Declaration of Human Rights is both a symbol of the magnitude of the problem of human rights in our century and a measure of the concern with the problem which is shared by the governments and peoples represented in the United Nations.

Human Rights One of the main achievements of the United Nations during the 60 years of its existence has been that they defined the meaning of human rights in the Universal Declaration of Human Rights (1948) and in the International Covenant on Economic Social and Cultural Rights and the International Covenant on Civil and Political Rights (1966 entry into force 1976), together forming the International Bill of Human Rights. The High Commission for Human Rights, who was appointed in 1993, tries to persuade the governments of the member states concerned to prevent and to stop violations of human rights in their countries. On the 22nd March 2005 the Secretary General of the United Nations Kofi Annan proposed to establish a Standing Human Rights Council: “In larger Freedom: Towards Development, Security and Human Rights for all” to replace the Commission on Human Rights now working in Geneva and in need of a major reform. The General Assembly, which supported the principle of this council (Sept. 2005), should be urged to elaborate and accept the mandate of this human rights body, because it could be an effective new instrument in the promotion and protection of human rights.

Andrea van Belle-van der Ster delivered in 1972 in French a state ment in the Second Commission, concerning the draft resolution on the Establishment of the United Nations University. She stated that her country had never been opposed to the concept of an international university, for such an institution could make a significant contribution to technical and scientific progress in both the developed and the developing countries. If a proper balance was struck between the attention paid to basic research, applied research and the actual needs of the modern world, the university would become a network of centres where men and women from countries of every type could come together to seek solutions to pressing problems of global interest. There were, however, some aspects of the draft resolution, which were still a source of concern to her delegation. As the Netherlands attached great importance to academic freedom, she appealed to the members of the founding committee to pay particular attention to that point when drafting the university’s charter. Furthermore, the charter should provide not only guarantees of the intellectual and moral quality of the personnel of the university, but also safeguards to prevent the alienation of the university’s students and research workers from their own countries and cultures. A problem been raised by the Panel of experts but not mentioned in the draft resolution. The Netherlands delegation would have preferred the general Assembly at its current session merely to decide in principle to establish an international university. It would then have been able to make a final decision at its twenty-eight session on the basis of a thoroughly prepared plan.

Impressie In de delegatie zitten mensen als Joop Voogd, Hein Roethof en Piet van Zeil. Piet werkt hard. Houdt naast het VN werk ook zijn kamerstukken bij. Zit daartoe iedere morgen vroeg in de delegatiekamer, waar de Majesteit tevreden op hem neerkijkt. Als ik binnenkom, heeft hij de Nederlandse kranten al gelezen en vuurt meteen politieke grappen op mij af. Daardoor ontstaat een aparte wijze van met elkaar omgaan, die tot op de dag van vandaag, zelfs tijdens “gemeen” overleg in de Tweede Kamer, ook voor buitenstaanders, nog voelbaar is. Heel roldoorbrekend kies ik, als econoom, voor de Tweede, de economische commissie. Dat heb ik geweten. Het contact met mannen uit andere delegaties is moeizaam. Een nette vrouw spreekt een vreemde man niet zomaar aan.... In die commissie komt voor het eerst het punt multinationale ondernemingen aan de orde. Ambtelijke assistentie komt daarvoor speciaal uit Nederland over. Aan een werkdiner zal met geïnteresseerde delegatieleden over het onderwerp worden gesproken. De vakbondsman maakt mij daarop attent. Gereed en gekleed sta ik op het afgesproken uur in de hall van het hotel. De jongens arriveren en vragen belangstellend waar ik naar toe ga. “Met jullie mee”. “Maar” zo stottert men, “wij praten over multinationals “. Dan kan je twee dingen doen. Je ontsteekt in razernij, gaat gebelgd met de lift naar je kamer en eet, gehuld in je goeie goed, een boterham. Of je doet net of je niets merkt en gaat onschuldig mee. Dat laatste deed ik. Resultaat: er wordt over van alles en nog wat gebabbeld, maar niet over zoiets onvrouwelijks als de multinationals. Halsstarrig volg ik alle VN vergaderingen erover. Van die ervaring heb ik nog altijd plezier.

Mechta van den Boogert-Selhort was haar hele leven een actieve vrouw. Ze was lid van de gemeenteraad Middelburg (VVD), maar vervulde daarnaast verschillende functies in de vrouwenbeweging. Via de plaatselijke huisvrouwenvereniging klom zij op tot een tal van bestuursfuncties in lokale, nationale en internationale vrouwenorganisaties. Lokaal was zij medeoprichtster van de Vrouwen Advies Commissie voor de woningbouw Middelburg en voorzitter van de Zeeuwse Vrouwenraad. Nationaal was zij voorzitter Nederlandse Vrouwenraad. Internationaal was ze penningmeester en vice-voorzitter van het ICW (International Council of Women). Voor de laatste organisatie was ze Permanent vertegenwoordiger bij de UNHabitat waar ze onvermoeibaar pleitte ze voor betere en gezondere woningen voor vrouwen en hun families. Ook internationaal was haar functie als vrouwenvertegenwoordiger. Ze schreef daar tien jaar later over: “1975 is het gedenkwaardige jaar waarin de Algemene Vergadering van de Verenigde Naties zich voor het eerst buigt over de resultaten en aanbevelingen van de Wereldvrouwenconferentie van Mexico”. Het luidde het Decennium voor de Vrouw in dat liep van 1976 tot 1985.

Hanja Maij-Weggen vertelt vaak haar favoriete herinnering over de AVVN wanneer ze een lezing houdt over familie en familiebeleid om door de gelimiteerde en eenzijdige blik van mensen heen te komen. In the Third Commission I did a lot of work with the Norwegian representative. We were in roughly the same kind of situation: aged about 30, married, two young children. Spouse and children at home in Norway and Holland, and the two of us working for three months in faraway New York. Our heart-to-hearths in the corridors about our situation did not go unnoticed. And certainly not by one of the African representatives who, seemingly inspired by our worried looks, came up behind us, laid a sisterly hand on our shoulders and commented: “What a state you two are getting into about the situation at home. Your problems are simply caused by the isolated structure of your Western mini-families. I have twelve children, we live in a family group. When my government asked me to go to New York, my children were simply divided up over the fami ly. They are being well looked after. My only worry is whether I really will get them all back in December. One of my sisters only has two children; now she has four, and she likes that a lot better.

She focused in her statement on the equal changes for women on the labour market.

Her statement focused on the importance of the production of that treaty and concerning issues of relevance at that time: interest of women for accession to the labour market, equal remuneration, equal treatment, taking legal measures, etc.

Ina Kakes-Veen said in her statement that, it should be borne in mind that the goals of the Decade for Women would probably not be met and that the spirit and energy which marked the Decade must continue after 1985. Although it has contributed to bringing about a change of attitudes, more fundamental changes were needed. Without peace, there could be no equality, development or survival. Peace and justice were inextricably linked and justice meant equality of rights and opportunities for men and women alike. To achieve equality, women also have to participate fully in decision-making, but the number of women at decision- and policy-making levels was still very small. As far as employment was concerned, the emancipation process was in danger of being eroded. Particularly in times of recession, women were the first ones to lose their jobs. They had no place to go but home, where they tended to return to their conventional task of looking after the family. There could be no equality for women without development. Many women in the third world did not even have a chance to think of emancipation, because they were too busy in the daily struggle for survival. Emancipation had proved to be only for those who were educated and did not have to fight for their daily existence, because they belonged to the more privileged social classes. It should not, however, be a privilege; it was an absolute necessity if men and women were to have equal rights. The Netherlands development policy was geared towards creating the conditions for changing the relationship between the sexes in ways that would improve the living conditions of women in developing countries. It therefore advocated the incorporation of women’s interests in official UN and EC rules and procedures to be used in the field of development.

In the last eight years much progress has been made both with respect to improving the legal position of women and in terms of integrating them into development and into society in general. However, nobody can deny that the objectives of the Programme of Action for the second half of the UN Decade for Women have not yet reached, either at the national level or at the regional and international levels. It is therefore necessary that the themes of the Decade: Equality, Development and Peace, as well as the sub-themes: Employment, Education and Health, be maintained, and that the Nairobi Conference concentrate on reviewing and appraising progress and achievements in these fields. We hope and expect that the preparatory process will help ensure that at the Confe rence the important issues and problems relating to the advancement of women and their participation and integration in so ciety will be dealt with in a substantive manner and not within a context of political controversy. Finally: Women play a key role in the food system: in many countries they are traditionally the food producers and they should be the first to receive information on agriculture and credit facilities, and to be involved in the preparation and implementation of development planning at a local and national level.

1985 will be the last year of the UN Decade for Women: equa lity, development and peace, a year in which we can reflect on the achievements and the mistakes of the last ten years. Consciousness and knowledge exist, yet we are still in the process of developing the right approach and the right strategies. We must ensure that women can reap the benefits of development. Women must be given equal opportunities to influence the development process in the country in which they live. We cannot accept that the process should make little progress or indeed come to a standstill. Even the current economic recession is no excuse. We are pleased to report a draft policy on equal opportunities drawn up by the government. The term equal opportunities co vers the entire range of thinking on the process of fundamental social change which will be necessary to eliminate the inequality of the sexes. The integration strategy in development policies does not guarantee freedom from oppression and exploitation or give women freedom of choice and the opportunity to control their own lives inside and outside the home. There is a concern that women are being integrated into a men’s world, on whose shape and attitudes they have little or no influence. The strategies and policies to be evolved should concentrate on increasing women’s autonomy and their involvement in and influence on the development process. We must look at ways of ensuring that women can have a greater say in the shaping of their own environment. They should be able to contribute to changes which will benefit the society and economic conditions in which they live, taking into account their own cultural background. With respect to women’s autonomy, the Netherlands Government wishes to stress the importance of eliminating all forms of sexual violence against women.

Zestigjarig bestaan Verenigde Naties Twintig jaar geleden, bij het veertigjarig bestaan van de VN, was ik zo gelukkig als vertegenwoordiger voor de vrouwen in de Nederlandse delegatie opgenomen te zijn. Het was een boeiende tijd. Ik kende de VN-wereld een beetje uit de jaren dat ik vertegenwoordiger was van de Internationale Bond van Plattelands- en Huisvrouwen (ACWW) bij de FAO in Rome. Als NGO-vertegenwoordiger was je echter bij officiele FAO vergaderingen niet meer dan “observer”. Nu zou ik lid zijn van de officiele landendelegatie. In de praktijk bleek dat ook zo. We waren geplaatst op het kantoor van de Nederlandse Vertegenwoordiger in New York; deden mee aan besprekingen en hielden er onze vergaderingen. In 20 jaar tijd is er veel veranderd wat betreft vrouwenvraagstukken binnen de VN en daarbuiten. De maatschappelijke plaats van vrouwen is nu iets vanzelfsprekends, zeker binnen de VN. Internationale organisaties zoals de Consultative Group on International Agricultural Research hebben hun eigen genderprogramma’s, zodat onderzoek projecten meer rekening houden met het effect op, en de inbreng van, vrouwen. Ook lijkt mij de invloed van VN discussies op het reilen en zeilen in individuele landen onmiskenbaar. Bijvoorbeeld, vrouwen worden nadrukkelijk aangemoedigd om te solliciteren naar managementposities bij de overheid. Verbetering blijft uiteraard mogelijk. Het zogeheten “glazen plafond” blijft nog steeds onderwerp van discussies wereldwijd. Ook lijkt mij dat de typische vrouwelijke inbreng in vele vraagstukken nog niet voldoende erkend wordt. Vrouwen en mannen zijn gelijkwaardig, maar functioneren beiden op hun eigen manier. Derhalve hoop ik dat ook in de toekomst de Nederlandse delegatie naar de VN gebruik blijft maken van de Nederlandse vrouwenvertegenwoordiger. 44

Women will never be able to play an effective role either in promoting international cooperation or in the development of their countries until they participate fully in the decision-making process of those countries. Equality, development and peace can only be successfully promoted if the Member States apply themselves constructively to improving the position of women. Prevention, punishment for all forms of procuring, and solidarity are of particular importance for the social rehabilitation of victims of violence. Reproduction by artificial means has become the subject of debate. Women, as bearers of human life and citizens in their own right, should be involved from the start in the debate and the decision-making process with regard to legislation, ethics and human rights. Control of their bodies is a fundamental right for women. Changes in extended family relationships and in the structure of the nuclear family, and factors such as migration, modernisation, industrialisation and urbanisation have brought particular pressure to bear on elderly women. Poverty, loneliness and underdevelopment combine to make their plight even more distressing. They, however, are not in the position to wait the implementation of the FLS.

Autonomy for women is one of the main concerns of the year of the shelter for the homeless this year. All parts of the world have problems in this area - problems which thwart all aspects of women’s development. We have been confronted with the fate of the poorest of the poor, many of whom are women responsible for their children and their household, women, who in addition have to supply all or part of the family income. The formal conclusion of the Decade for Women in Nairobi contained recommendations on the construction of homes, housing, community development and transport. There is a world of difference between a given policy, on women and development and its implementation. It is important from the economic point of view that overall development should be realized as affectively as possible, which means making effective use of women’s potential for development. Physical violence and sexual abuse, receive growing attention, as traffic in women is a growing problem and has increasingly become part of criminal world. But also violence in the family is on the increase as well. There are physical, psychological and sexual aspects to violence in the family, which both reflects and reinforces women’s inferior status, preventing them from participating fully and equally in economic, social, cultural and political activities. Women want to be integrated and to be able to run their own lives. Work is a major factor here. All women have a stake in the revaluation of paid and unpaid work, in equal pay and equal opportunities. Thus it is important that women should be represented in decisionmaking posts.

One of the most serious problems currently affecting the Third World is the international debt crisis. Adjustment programmes often have negative effects for women. Women in developing countries need independent access to and control over economic resources, land and means of productions. National general development policies have to be reviewed in the light of their effect on women. Priority has to be given to projects which improve the position of women and girls. Most women will be employed, in low-ranking jobs with only a few at middle management level or even higher, unless drastic action is taken to redress this inequity. To a certain extent the UN Secretariat and UN agencies reflect this unacceptable situation. Throughout the world, women and girls are frequently victims of sexual and other forms of abuse. Ironically enough, abuse often occurs in the very place where women should feel safest, namely at home with their families. The General Assembly should also devote considerable attention to the increasing problem of traffic in women. Women and men will have to work together to realize the goals of the Forward Looking Strategies, namely full equality of men and women, by the year 2000.

Statement 1989 Forward Looking Strategies for equality, development and peace At this moment, a mere four years after Nairobi, it is becoming clear that the good expectations we had, will not be met. The advancement of women is slowing down; in some cases it has come to a complete stop; inequality between men and women is growing. Poverty among women is increasing. Indeed, people now speak of “the feminisation of poverty”. The UN has a clear responsibility here, and the member states should discuss measures to be taken in the framework of the UN. Progress for women is progress for all. Statement 1990 Elimination of all forms of discrimination against women The Netherlands is soon to ratify the Convention on the Elimination of all Discrimination against Women. In 1985 the General Assembly adopted the Nairobi Forward Looking strategies, and in the course of 1990 the impact of the FLS has been subjected to review and appraisal. The questions we must attempt to answer are: are we moving in the right direction; and how can we improve our efforts? Women’s networks constitute a new policy instrument that we must learn to wield effectively. What this entails for the UN’s own organisation is that new impulses should be given to women’s cooperation at international level, so that the next five years may witness our taking decisive steps toward the goal of achie ving the true equality of women and men throughout the world.

Op 23 juli 1991, na goedkeuring door het parlement en ratifi catie, treedt het VN-Vrouwenverdrag in Nederland in werking. Women are not full participants in the public choices affecting their lives and they are grossly underrepresented in politics and the civil service, especially at decision-making levels. There can be no advancement of women without equality in political participation and decision-making. Sensitivity to the interlinkage of economic policies and the status of women should be an essential element of sound policy-making and planning. The Netherlands appreciates very much a multidimensional and pluriform definition of the concept of the family, recogni zing the diversity of familylife (styles) and family structures within and between societies. We consider it of major importance that the activities planned in the International Year of the Family be linked to the rights and responsibilities of the individual members of the family and guarantee equality between the sexes. I would like to conclude my intervention by expressing my concern with regard to the improvement of the communications procedures for women, a subject which has been postponed by the CSW for another year. As the communication procedure allows victims of discrimination to make themselves heard, it constitutes a unique source of information on the effects of discrimination against women and the implementation of the FLS. That is why we really feel that this issue allows no further delay and should be decided on by the Commission as soon as possible. ‘Discrimination against Women no longer exists!’ That is what we want to say in 2000. To ensure this it is high time for concrete action.

The women’s movement in the Netherlands has been taking a keen interest in the restructuring of the UN. We would like to be able to trust that it will result in greater decisiveness, notably with regard to the implementation of the UN policy on women. There is certainly a need for more vigorous action, given the developments in the world economy which had led to a gro wing feminisation of poverty, migration and increased violence against women. The Division for the Advancement of Women has an important role to play here.
Het herstructureringsproces van de VN is in gang gezet om de VN efficiënter en slagvaardiger te maken. Ook als het gaat om het ontwikkelen en implementeren van beleid t.a.v. vrouwen. Is de positie van de CSW en CEDAW sterker geworden of juist niet, welke maatregelen zijn inmiddels genomen om te zorgen voor de integratie van belangen van vrouwen op alle beleidsterreinen aan de orde binnen de VN-organisatie etc.

Sub-representation of women in leadership positions in politics,business, etc. We appeal to the international community, to national governments and to the NGOs to start implementing the action as formulated by the Regional Conferences, in preparation of the World Conference on Women, in the mean time. The themes of the Platform for Action, will be “Equality, Development and Peace.” Power and influences are distributed unequally between men and women across the globe. Equality is still very much a distant ideal. Equality does not exist until women are represented at all policy or decision-making levels. If women are to achieve equa lity, if they are to exercise influence, if they are to be elected to political bodies, to the boards of trade unions, employers’ associations and important organisations it is necessary that they be properly equipped. The occupations in which women are over-represented are moreover considered to be lower status than “men’s jobs”. Only through education can girls be equipped to make real choices – not choices directed by tradition and cultural stereotypes, but choices which can give them freedom and allow them to develop their own talents. ... Together we can improve the position of women, so that they have the freedom and the opportunity to choose, to organise their lives as they think fit and to be respected as individuals in their own community.

Fifty years of United Nations Policy aimed at the integration of women’s issues should never result in their disappearing from the agenda. Highly specific policies are needed if mainstreaming is to have a chance of success. Fourth World Conference on Women Women’s rights have been considerably advanced on paper, but still we need to combat de facto discrimination in many areas. Beijing was not a conclusion but a worldwide starting point for genuine progress for women. Role of women and NGOs in the run-up to the Second UN Conference on Human Settlements NGOs, including women’s organisations, are occupying an increasingly important position in the UN and their involvement in world conferences has become more visible. They play an important role in the preparation, integration and implementation of government policy. It is therefore a good thing that this role of NGOs is receiving more attention. The key words are and must remain: political will, commitment, and shared responsibility for men. And women and their organisations will continue to carry the torch. It is of utmost importance to women that the UN is enabled to fulfil all its responsibilities. I would like to see member states demonstrate the importance they attach to gender equality by making available the resources for the implementation of the Beijing Platform for Action. Poverty is a worldwide problem that affects more women than men. Even Poverty is a complex problem, related to education, health care and job availability. Although the victims of armed conflicts are very often women and children, aid programmes are not gender-specific, ignoring the particular pro blems faced by women, such as violence of all kinds, including sexual violence. The media play an important role in the image of women that is conveyed to the general public. We cannot impose rules on the media, since this would conflict with the freedom of expression. However, consideration could be given to devising a code of conduct to safeguard women’s rights. Men perform most of the paid work, while women perform most of the unpaid work. Legislation on the one hand, and changing traditional roles models and stereotypes on the other, are both of particular relevance to the economic situation of women and to ensuring greater equality in decision-making and a more balanced division of responsibilities between women and men. While laws related to these issues may exist, practice is still too often in accordance with traditional patterns and values.

The time has come to translate women’s rights to equal treat ment, into practice. Three themes require our continuously attention, namely: ‘women in power and decision-making’, ‘education and training’ and ‘women and the economy’. Women’s influence on decision-making depends very much on the position women have at all levels of public administration. To achieve the goal of equal participation of women and men in decision-making, political parties and authorities should present more female candidates for election, and appoint more women to senior posts. Structural and cultural obstacles prevent female experts from participating in decision-making process. Education, training and equal rights are all clearly linked. Women benefit more effectively than men from learning to read and to write, as they pass on their knowledge, and often take practical decisions about spending money on education of children, birth control and health. If the labour market is to function properly it is essential not to neglect vocational education and lifelong learning. Equal opportunities for women are blocked by a number of obstacles. Women and the economy: an increasing number of women have taken on the role of family breadwinner. Economically speaking they are very important, but invisible in the institutions where policy is developed and implemented.

Though much has been accomplished in the promotion of human rights since the adoption of the Universal Declaration, the international community should never lose sight of the sad fact that every day, all over the world, discrimination of and violence against women are taking place. Mankind has shown much ingenuity in coping with the problems and challenges of science and technology, but seems incapable of enabling men and women to live on an equal footing, socially, economically and politically. Tradition, prejudice, and vested interests still tend to exclude women and girls, denying them the full enjoyment of their human rights. Women seek equality in all spheres — political, economic, social and cultural. Failing to include women in the political go vernance of societies constitutes a democratic deficit. Regarding economic equality, especially in leadership positions, one of the instruments to achieve this is setting target percentages of 25 to 30 for women’s participation in managerial, executive and strategic decision-making positions. But setting targets is not sufficient by itself. Much more attention must be paid to changing structures and cultures within organisations, which often still reflect gender-related biases. A major shift in the minds of both men and women and a transformation of attitudes are needed. Traditional or customary practices affecting the health of women and girls definitely constitute a form of violence against women girls and a serious violation of their human rights. Another issue relates to sexual and reproductive rights of women and girls.

This is another break-through. WSSD-report WSSD addressed the social, economic and environmental dimension of sustainable development. It was an impressive attempt towards an integrated, holistic approach. On the negative side, conservative (religious) powers used this setting to undermine the internationally agreed principles of gender equality that form the base of a ba lanced society and hence of sustainable development. The countervailing power of the international women’s movement has been used to the full to complement the efforts of our governments to curb this negative development. Jointly we managed to safeguard the achievements of Beijing. Dutch women have played a substantial role in this process. Human rights and fundamental freedoms of men and women are non-negotiable, as PM Balkenende emphasised in his address tot the WSSD Plenary. I commend our government for acknowledging the role of the women’s representative and enabling us to include the views of the major group women in negotiating processes and to contri bute to gender equality and the mainstreaming of gender in international policies.

This statement could be summarized in two words. It is about Credibility and Accountability. Credibility and Accountability regarding the promises made to women in the Universal Declaration of Human Rights. The Universal Declaration of Human Rights was also meant for women. We the women simply ask you to be credible and we hold you accountable. The discrepancy between paper and practice is still enormous! So much so, in fact, that it raises the question if that gap will ever be bridged. Where do we begin? In those places where human rights really begin, as Eleanor Roosevelt said: “Those small places”, where people, including women, spend their daily lives. When President Franklin Delano Roosevelt delivered his Four Freedoms Speech in 1941, it was not the intention: D that Freedom of expression and speech would be misused to communicate that women are not equal to men; D that Freedom to worship God in one’s own way would be misused by religions to make women second class citizens ; D that Freedom from want would only be for men and that women have to live in the sort of poverty revealed in the statistics of ‘the World’s Women’. D that Freedom from fear would move from the “battlefield” to the workplace, where the battle of the sexes is taking place ...
Women all over the world are still waiting for their Human Rights to be fulfilled as promised in the UN Charter and in the Universal Declaration 58

I would like to devote this statement to conflict prevention and to the implementation of Security Council Resolution 1325 on “women, peace and security” of October 2000. Conflict prevention, poverty eradication and the advancement of women are closely interconnected. Poverty is seen as a root cause of conflicts and war. A development policy that aims at poverty eradication should include the empowerment of women because gender inequality hinders development. Empowering women automatically means working on development and without it you cannot reach your development aims. In many conflict areas women take initiatives to curb the use of violence. If these initiatives are not recognised and facilitated, women will not be invited to the negotiating table either. The virtual absence of women in peace negotiations can perpetuate and institutionalise the marginalisation of women in the political process after the conflict. To prevent such situations happen it is crucial for the international community to recognise the potential of women in an early stage of conflict management. The involvement of women in conflict prevention and resolution should not be a single action but must be part of a process of involvement of all stakeholders. We have given recommendations for implementing a gender perspective in the UN activities for peace building, like: 1. Specialised training and awareness raising is essential 2. International agencies should apply a gender perspective 3. Member States and the UN have to improve the de facto situation and include the establishment of a gender unit in DPKO when they implement the Brahimi Report.

We need a new framework of thinking: diversity is quality D From the perspective of the Framework of Welfare women are seen as a vulnerable group, as victims “we” need to help. Women are still seen as targets for development projects, in stead of equal partners in development. D Basing on the viewpoint of the Framework of Human Rights, is not enough either. Women want to use their qualities, and society needs their qualities; hence women want the opportunity to make their own, diverse and valuable contributions. In this framework we use empowerment as an important tool. Empowerment starts with education D In addition to empowerment, in the Framework of Quality we need the tool of facilitation. This means providing resources, access and opportunities to women. The qualities are there, the knowledge and capabilities are there, now it is up to society to use them. But society first needs to recognize these qualities and be made receptive to them. We need a different way of thinking based on diversity. This will create a climate, in which every person can develop his or her talents, in order to contribute optimally to society. Diversity involves everyone and all aspects: diversity in gender, age, experience, religion, ethnicity, health, sexual preference and social class. The minority position of groups will disappear. The standard is no longer the heterosexual, able-bodied, married, middleaged man with –invisible- children. Differences aren’t seen as problems, but acknowledged as opportunities. A policy of diversity makes use of the creativity that originates from these differences. People with different backgrounds come to new solutions instead of more of the same solutions.

De vrouwenbeweging heeft op watergebied veel aan de over heid en aan de waterwereld aan te bieden. Maar vrouwen zijn zich vaak niet bewust van de kennis die ze hebben, en ze kennen de mogelijkheden onvoldoende om deze kennis goed in te zetten. Een vrouwenvertegenwoordiger kan dit zichtbaar maken en een belangrijke rol spelen zowel bij het inbrengen van die kennis in het overheidsbeleid, alsook bij het afrekenen van de overheid m.b.t. internationale afspraken. Toen ik vrouwenvertegenwoordiger was heb ik veel gehad aan de zeer professionele ondersteuningsgroep die door de NVR commissie Duurzame Ontwikkeling was ingesteld.

Gender and Age: a Challenge that Matters Strategies on the advancement of women have developed significantly in the past few decades. First we talked about empo wering women. Then the notion of gender came into the picture. Now the emphasis is on diversity and intersectionality: the interrelatedness of gender with, for instance, ethnicity, sexual orientation, disability, class and age. Today, I appeal for more focus on the inter-relatedness between gender and age, and for more research on the subject. Gender and age is not only about the position of the girl child and older women. Age can also act as an inappropriate, even discriminating criterion at other stages of life. As a consequence, women’s qualities and capacities are not used to the full. Poverty is one of the biggest threats confronting older women, especially widows. This impacts their health, their living conditions and their participation in community activities. To eliminate poverty, action needs to be taken not only for the poor women of today. Future poverty needs to be tackled too. That calls for a sustained effort to enable women to take care of themselves at every stage of their lives. Therefore, we need to focus more sharply on obstacles rooted in culture, religion, tradition and the law. These obstacles exclude women from training, for work, from pursuing a career and from holding on to their assets, especially after they have become widows. Women’s rights, gender equality and religion The statement was focused on women’s rights, gender equa lity and religion. In which she argued that gender equality and women’s rights cannot be made subordinate to religious rules and traditions. Dit laatste statement mocht Margit van der Steen niet afleggen in de AVVN, omdat het Ministerie van Buitenlandse Zaken deze verklaring niet goed keurde.

According to the prince of Orange, real long term solutions start and end at the local level, NGO’s and in particular women play a leading part. It is up to us all to bridge the gap between principles, policies and practice. Women are and will continue to be agents of change. No woman or man can do this alone; they need to be enabled to participate in every phase of the process at every level. Therefore, we need: D transparent and accessible information, D simplified procedures D continuous support for capacity building D an open mind for local solutions. Governments and UN agencies have to decentralize the avai lable resources and information. Locally, particularly women are able and willing to work together to achieve the goals. Now, it is time to recognize and accept this offer of cooperation, knowledge and experience sharing. Poverty prohibits people to pay for even basic connection and water services, as well as building toilets. Safe land tenure and property ownership especially for women fits into rights based “human settlement” approaches and will stimulate municipalities and individual households to invest in sanitation facilities. It is a precondition for access to water, sanitation and finances. Setting national and local goals for water and sanitation access and using financial incentives such as subsidies or taxincentives (fitting into national policies) will stimulate private families, local communities and businesses to invest in nonpolluting toilets and develop information campaigns on water, hygiene and sanitation. Equipping and empowering women to play their part should be an integrated part of plans and measures regarding water and sanitation. Ongoing programmes aimed at behavioural changes and vocational training — and not just short term projects — are needed.

The participation of the Netherlands to 59th Session General Assembly of the United Nations stood that year in important degree dominated by the Dutch presidency of the European Union. Due to that reason the women’s representative was not able to deliver a statement on behalf of the Netherlands.
Mijn belangstelling voor- en betrokkenheid bij vrouwen uit minder welvarende en bevoorrechte landen is door mijn verblijf in New York definitief gewekt! Zo ben ik o.a. nu actief bij het promoten van natuurlijke en goedkope methoden voor vrouwen om besmetting met het AIDS-virus te voorkomen.
De rol en positionering van de zogenoemde ‘pro-life’ groepen, actief gesteund door de Bush-Administration, heeft mij diep geschokt! Met respect voor hun godsdienstige overtuiging, is het een misdaad-tegen-de-mensheid te noemen hoe zij de (sexuele) gezondheid en het zelfbeschikkingsrecht van vrouwen in vooral de arme landen belemmeren onder het mom van oneindelijke argumenten!

Vrouwen betrekken bij waterbeheer! Bij de CSD13 was waterbeheer een specifiek thema. In m’n functie van vrouwenvertegenwoordiger CSD13 heb ik vanuit vrouwen en duurzame ontwikkeling een verband gelegd met dit thema. Het was een brugfunctie tussen bijvoorbeeld vrouwenorganisaties en overheden in Nederland, maar ook en met name tussen vrouwen in Nederland en de internationale discussie op het gebied van waterbeheer en sanitatie. Als vrouwenvertegenwoordiger heb ik me ingezet om een vertaalslag ‘heen’ en ‘terug’ te maken. Dus voor vrouwen hier aangeven wat hun relatie is of kan zijn met water en duurzame ontwikkeling op internationaal nivo, en vice versa. Drie specifieke aandachtspunten met betrekking tot CSD13: 1. Drinkwater en sanitatie. Er moet wereldwijd toegang tot drinkwater en sanitatievoorzieningen voor iedereen gerealiseerd worden. Er moet aandacht zijn voor specifieke behoeften van vrouwen op dit gebied.

2. Water voor voedsel. Er is 50 tot 100 keer zoveel water nodig voor de productie van ons voedsel als voor drinkwater en huishoudelijk gebruik. Vrouwen spelen een cruciale rol in de voedselvoorziening en kunnen daarnaast door voedselproductie ook een inkomen verwerven. Ze moeten dus toegang krijgen tot land en water en betrokken zijn bij het waterbeheer in de landbouw. 3. Duurzaam omgaan met water. Water is nodig voor landbouw, industrie, huishoudens, en niet te vergeten de natuur. Om duurzaam om te gaan met water, moeten de verschillende vormen van gebruik afgewogen worden. Vrouwen spelen hier een belangrijke rol bij. Concreet: In Nederland vrouwen(organisaties) betrekken bij de implementatie van de EU Kaderrichtlijn Water, de rapportage van Duurzame Daadkracht en de vertegenwoordiging van vrouwen in waterschapsbesturen (volgende verkiezingen voor de waterschapsbesturen in 2007). Op internationaal vlak stimulering van ‘Women for Water, Water for Women’. In dit internationale samenwerkingsprogramma wordt op praktische wijze gewerkt aan toegang tot en beheer van (drink)water voor en door vrouwen.

The hidden face of domestic violence In the recently adopted MDG-3, gender equality is recognized as an essential factor in the well-being of the world’s population and connected to the world-wide phenomenon of violence against women. Quite rightly so: Violence and in particular domestic violence is a scourge, all over the world. Global violence against women is as serious a cause of death and incapacity as cancer, and even more threatening for their health than traffic accidents and malaria combined. All women are potential victims, regardless of the culture they live in, the religion or ideology they follow, regardless of their age, regardless of their social and economical status and that of their partner or family. If women are victims, so are their children, even if they are not hit themselves. This great risk of reproducing domestic violence is especially frightening in the light of violent conflicts within and between countries. True safety for adults and for children begins in the family environment. Those who are not safe there will not feel safe in the streets, at school, at work and in society. Therefore the neverending cycle of domestic violence has to be stopped: by breaking the wall of silence, by putting it on the public agenda, and above all: by taking concrete measures, and implementing them. Domestic violence is a hindrance to realizing all our Millennium Goals. We have to include the fight against domestic violence in all our efforts to foster peace, human rights and development. I therefore strongly plead for a more central role for the specific problems of domestic violence. Human rights should start at home, and most violence against women happens just there.
Domestic violence is not a private matter, not an excusable way of maintaining discipline in a family, as is still too often claimed, but a fundamental threat to economic and welfare development of people and countries.

Vrouwenvertegenwoordiger in de Koninkrijksdelegatie naar de Algemene Vergadering van de Verenigde Naties in 2006, is dat in deze tijd nog wel nodig? Vrouwen in Nederland zijn toch al geëmancipeerd? Wellicht zijn wij al een stuk op weg, maar dat geldt niet voor alle vrouwen in de wereld. Als oud lid van het Europees Parlement, en in die hoedanigheid vice-voorzitter van de Commissie Ontwikkelingssamenwerking weet ik dat er nog veel werk moet worden verzet en dat met name de VN daar een belangrijke bijdrage aan kan leveren. Dat is ook de reden dat ik mijn kennis en ervaring graag beschikbaar stel voor de verbetering van de positie van vrouwen waar ook ter wereld. En dat ook in Nederland nog wel het een en ander te doen is valt niet te ontkennen. Ik hoef maar om mij heen te kijken om te zien dat in veel besturen mannen verreweg in de meerderheid zijn, politieke functies nog lang niet evenredig verdeeld zijn, dat Raden van Commissarissen van grote bedrijven vrijwel geheel uit mannen bestaan. Dat ook in Nederland huiselijk geweld tegen vrouwen in 1 op de 5 gezinnen voorkomt. En dat uitgerekend de positie van de vrouw het grote strijdpunt in de nieuwe Grondwet voor Irak vormt, terwijl er juist in post-conflict gebieden nieuwe kansen zijn om vrouwen meer zeggenschap te geven in de politiek en diverse instituties. Er is dus nog genoeg te doen.
