living 2009: The Year of the Ox The Christmas Season and Tet Celebrations have finally come to an end and it’s time to start moving forward with all those New year’s resolutions. The word Buffalo stands for power. Back home, in the Netherlands, the word “buffelen”, derived from the word buffalo, not only means eating a very big amount of food at once, but also to work very hard. Easy to recognise as we see the big beasts plough through the rice-fields just outside the cities in Vietnam. For the Vietnamese, the buffalo is a significant animal, in the fields as well as on pictures on Vietnamese country life. Many Vietnamese believe those who are born in the Year of the Buffalo will be very strong, intelligent and hardworking. Well, we better get started! In this edition, Double Dutch magazine goes behind the scenes at different Dutch companies that are in the transport business in Vietnam, how they make it work in a country with different values and especially different ways of doing business. Between now and the summer many activities are planned within the Dutch community. This issue gives an overview of the school activities, who’s new and who has left us and the Dutch events. To name a few: the soccer derby The Netherlands – Belgium, Queen’s Day and Queen’s Night. Your ideas and suggestions for next editions would be well appreciated.

Moving on in 2009 Happy New Year to all! The year 2009 looks very promising for the DBAV aswell as for our Dutch “Nederlandse vereniging”. The first traditional event of the year, the new years borrel, drinks at our new consul generals’ house at BP Compound was a great success. Many thanks for that Jos & Heleen! Our Dutch calendar is more than full between now and summer and I hope to see all of you there. Please refer to our site: www.dbav.net for the latest updates of the calendar. The topic for this Double Dutch is the Transport industry, one of the strongest sectors of the Netherlands. Writing this foreword in the plane on my way back from Singapore to HCMC I realize: every day, one way or another, we depend on transport. For transporting ourselves but also our goods and it is not always as easy as it seems.
DBAV board Chairman Mark v.d. Assem Eurocham - Dutch Mission Vice President Tau van Ngo Business Activities
Treasurer Peter Kerckhaert Double Dutch
One increasingly important aspect of transport is the impact it has on the environment. Planes, trucks, ships but also motorbikes are important polluters and reducing this to a minimum is one of the challenges in this industry. The Dutch expertise in the Transport and Distribution sector can help Vietnam not only with improving this sector from an economic perspective but can also help in reducing the emission of Co2. The same principles apply for the overcrowded roads of HCMC. All the traffic jams do not only have impact on the economy but also make the city more polluted as it is already. With this, I just want to give an important argument, other than an economic one, to emphasize why it is important that Dutch companies bring their expertise to Vietnam. I hope you will enjoy reading about it and hope to see you soon at one of our events.

SPCT - saigon premier container terminal
Ever since 1862, thousands of small boats and vessels have been moving from Saigon to the East Sea. Yet no one would have thought that Soai Rap River would become a gateway for international trade because there are some shallow areas. In December 2005, when the Ho Chi Minh City Government set up the Hiep Phuoc port complex, a new era started for this region. Saigon Premier Container Terminal (from here on: SPCT) is the key player in this project. SPCT is a Joint Venture between DP World (80%) from the United Arab Emirates, one of the biggest world terminal operators with 45 terminals in 29 countries, and Tan Thuan Industrial Promotion Company (IPC, 20%), a state owned enterprise responsible for developing a 2,000 ha industrial zone at Nha Be District in HCMC. The approval for the dredging of the Soai Rap Channel to -12m and -14m (Chart Datum) will be done in 3 different phases, allowing bigger vessels, sized 30,000 DWT-50,000 DWT, on the new channel. This will make SPCT the major gateway for the Vietnamese containerised trade and will connect Vietnam with major transhipment hubs in South East Asia and to the rest of the world. SPCT is a 16 kilometre drive from the Centre of HCMC and in close proximity to its industrial hinterland, a logistically strategic location, connecting all regions north and south of South of HCMC
(e.g. Binh Duong, Dong Nai, Bien Hoa) and the Mekong Delta (e.g. Can Tho, Soc Trang, Ca mau) via national ring roads and barge with an ICD (Inland Container Depot) network at very low cost. SPCT is located outside of the city traffic ban and provides customers the convenience of transportation 24/7. What can SPCT offer? The construction of SPCT should bring numerous business and employment opportunities. And could be a great moment for Hiep Phuoc IP and neighbouring provinces to transform traditional
container terminal with modern facilities, incorporating state-of-theart technology, the latest handling equipment and comprehensive training for the Vietnamese workforce. Total capacity is projected to be 1.5 million or more TEU (twenty-foot equivalent unit) a year to meet the growing demand. The first two of four berths are scheduled to start operation mid2009. Adjacent to SPCT, there are plans for cold warehouses, a rice stuffing area, CFS warehouses and empty container depots to meet the customers’ demands.
New gateway of Vietnam to the trade world agricultural and fishery areas into industrial zones. Shipping lines will benefit from SPCT by safer navigation in short sailing distance and lower operation costs. Next to that, opportunities for market expansion and savings on transportation costs will increase for HCMC, South, West and Mekong Delta customers. For customers north of HCMC, SPCT offers more choices of ports, via ICD network and the future road connection on Phu My bridge by the third quarter of this year, avoiding risks of congestion. By 2010 SPCT will be in full operation. It will be constructed and operated as a world-class
SPCT mission • Raising SPCT to an international standard container terminal with the high level of service DP World provides globally. • Providing efficient, low cost and reliable services to our customers • Offering our colleagues a safe and inspiring place to work • Delivering our shareholders sustainable, profitable growth In the near future (3-5 years), we will see big changes in the Hiep Phuoc area and the South of HCMC, in appearance as well as working styles. Many local and foreign companies will come and contribute to the changes. Do come and join us!

transport business in vietnam
Comparing notes Barbara Piper Maersk and TNT, both wellknown global operators, need little to no introduction. Paul Hoogwaerts, General Director of Maersk Vietnam Ltd. and Mark van Assem, Country General Manager of TNT Vietnam talk together about their businesses in Vietnam and what makes doing business here so exciting. In May 2005, Maersk Vietnam Ltd. became a 100% foreign owned enterprise and was the first company in Vietnam to obtain this status. “Maersk Vietnam Ltd.”, Paul tells us, “is a slightly more diverse company than meets the eye. It represents different brands that each focus on a specific segment of the transport and logistics industry. All of these brands follow our Maersk main office’ value proposition; being a global operator and offering numerous transport solutions. It is what sets us apart in our field.” “When it comes to size, we are proud of our vessels. The largest is the Emma Maersk with a capacity of 11,000 TEU (twenty foot equivalent). Unfortunately, due to the depth in the approaches and the capacity of the terminals in Saigon at this moment, our biggest vessel coming into Vietnam is only close to 2000 TEU.”
As for the exciting part of doing business in Vietnam, Paul emphasizes that the one thing that
really stands out is the progress that has been made in Vietnam over the last years. “Often people working in Vietnam express their concern about the lack of infrastructure, the regulatory framework, the inadequacies in the customs regulations, etc.”, but, as Paul continues, “we should also realize the tremendous progress that this country has made in past years. Combine this with (our) skilled and engaged staff and there are still so many opportunities!”. TNT Express is an international market leader in global express services. Being in the Express industry, Mark explains to us, time and being a reliable partner are the two most important factors to being successful in the industry, not just in Vietnam but worldwide. TNT Vietnam moves consignments from a few hundred grams to filling an entire Boeing 747. Servicing 1500 customers on a weekly basis they must deliver quality; “Every one of those times we have to deliver document parcels and freight on time and in perfect condition”, Mark explains. He continues:” and it is just that, delivering on that every single time, which makes it an exciting business. As well as very rewarding.” Asked which cross-cultural differences they both face in their daily work, Paul explains that he has worked and lived abroad all his life and it is much easier to accept differences without really letting them get in your way. As an expatriate, you represent the corporate office out in the field yet at the same time you have to translate the local concerns back to Head Quarters. That balance is very delicate. If you remain too corporate the locals won’t buy, conversely if you have become too

Mark adds, that throughout the day he is confronted with cultural differences one way or another and that there is only one thing he still finds hard to deal with: the afternoon naps! dutch mission in vietnam logistics and port development
NL transportation landmarks Monique Bennema With over two thousand years of living close to the sea, The Netherlands has earned worldwide respect and recognition as a master of water management and the home of water innovations. Nowadays, the Port of Rotterdam is one of the leading ports in the world, which, along with the Dutch transport infrastructure, have contributed to making our country the “Gateway to Europe”. With its gradual integration into the world economy, Vietnam’s logistic and port systems are undergoing significant developments. Its potential for foreign investors is increasing, especially for the Netherlands with the extensive knowledge of these two sectors at its disposal. Vietnam’s logistic industry is still in the early stages of development. Most of the country’s logistic network has not yet been implemented in an integrated manner, resulting in high logistic costs (around 15-20% of GDP), which is nearly twice as high as in more developed nations. Due to the lack of a sophisticated logistic system, Vietnamese businesses so far haven’t been able to offer A-Z logistic services and have only met ¼ of the total market demand. Vietnam’s infrastructure in general and the port system in particular remain the greatest constraints to its burgeoning growth. Currently, the country has 49 seaports, 166 terminals, 300 berths; however, only 9 ports are suitable to be
8 DOUBLE DUTCH 2009│7
upgraded to handle the large cargo ships with 3,000 TEU (Twenty feet Equivalent Unit) containerships (while the port of Rotterdam will be able to handle the largest ships after finalising the construction of Maasvlakte 2). Against that background, Vietnam’s accession to the WTO has made infrastructural improvement move up high on the list of priorities. Actually, the past years have witnessed deeper determination of Vietnam’s Government to improving its logistic and port systems, demonstrated through recent legal and policy-making developments. More favourable conditions have been created for further foreign participation in these two sectors, especially the seaport sector. This greater determination also shows in the national master plan for seaport development till 2020, which clearly defines high priorities of modernisation of seaport infrastructure, fleet development, cargo handling and coastal management. The Dutch government funded a market survey on port development in Vietnam, which was conducted by the Stichting Transport College (STC), aimed at informing the Dutch business communities of opportunities related to this sector. For more information, please see the report on the website of Royal Netherlands Embassy in Hanoi at www.netherlands-embassy.org.vn or www.evd.nl.
Apart from the incentives offered by Vietnam’s current business climate, Dutch companies, especially those specialized in the aforementioned sectors, have experienced great support and encouragement by some visits back and forth. In March 2008, a delegation of the Port of Rotterdam paid a working visit to Vietnam. They promoted their reputation as the “opening door” for export to Europe and sought cooperation opportunities with ports in Vietnam, as Vietnam is expected to become the “Gateway to Southeast Asia”. Some months later, this economic tie was further strengthened by the visits of Vietnam’s Deputy Prime Minister Pham Gia Khiem and Minister of Agriculture and Rural Development Cao Duc Phat to the Netherlands. Their visits to the port of Rotterdam and their attention for shipping and shipbuilding in the Vietnam-Holland business forum are optimistic signs for further bilateral cooperation in these sectors. Given its low infrastructure system and great demand for improvement, Vietnam’s logistics and port system are promising sectors for the Dutch businesspeople. Hanoi:

In Ho Chi Minh City, the number of Dutch women who are either starting their own business or continuing their careers is increasing. Double Dutch wants to get better acquainted with them. For this edition we interviewed Ngan Nguyen, global relationship officer at the Hong Kong Shanghai Bank.
Who are you? I am Ngan Nguyen. I am 27 years old. I have lived in Vietnam since May 2008 and I work at HSBC as one of the global relationship officers. Could you tell us a bit more of your history? My parents came to the Netherlands in 1979 as boat refugees. A Dutch vessel in the middle of the sea picked them up. The captain of the vessel had jeopardized his job to save my parents, because his company did not allow him to pick up boat refugees. There I was, born in the middle of the ‘polders’ in the Dutch town Biddinghuizen. I grew up in The Hague and studied in Rotterdam. Before I came to Vietnam, I worked as assistant manager for a production company. I felt I needed more of a challenge and as I always wanted to work abroad anyway, I decided to apply for a job in Vietnam. How did you come to work for the Hong Kong Shanghai Bank? I had a friend who already worked at HSBC and she convinced me to apply for a job there. Back then, the position appealed to me and it was vacant. So, I applied and surprisingly they hired me!
What do you enjoy the most in your job? In my job every day is a different day with different issues and different challenges. As a global relationship officer you are faced with different tasks. Varying from credit analysis for great projects to guiding clients with transactions. My job is very diverse and that is what I enjoy the most! What do you find challenging? Living here is already a challenge. But concerning my job, it would be the continuously changing regulations in Vietnam. The regulations they apply today can be changed by tomorrow. The flexibility and patience that this requires, adapting to these changes all the time is a huge challenge. I think for my customers is this even more challenging. What are main differences between the Dutch and Vietnamese culture? This is a very difficult question for me. Being brought up in a Vietnamese family in the Netherlands is already a mix of cultures in itself. Therefore, to me there are no differences. The way the Dutch and the Vietnamese act are very familiar to me.
What is your most positive experience so far in your job / in Vietnam? My most positive experience over here is being able to make a total different place your second home. Actually living here without your family and closest friends can be very tough sometimes. I thought home would always be where my family and friends are. In six months time, I have managed to make HCMC my home. My first home will always be in the Netherlands, but being able to build a second home somewhere else gives me such an empowered feeling.

Night of the Queen 25 April 2009
Wining and dining with the (Dutch) stars Before kicking off your shoes and hitting that dance floor, together with the DBAV, the Orange Committee has organised a very special socalled walking dinner. Dutch top chef Julius Jaspers and his two (also top chef) friends, Ron Blaauw, 2 Michelin stars, and Alain Caron are coming to Ho Chi Minh City especially to cook this charity dinner. The funds raised during the dinner are meant for the renovation of a new orphanage, Sunray, in D3 HCMC, run by Julius Jaspers. Julius Jaspers is the culinary director of Studio Bazar, a small chain of kitchen-stores in Amsterdam. He has travelled to Vietnam many times since 1992 and is very fond of the booming city of Saigon. He decided he wanted to return something to the city where he was always able to find things for his shops. From the beginning, his heart went out to the children of HCMC. In those days, the streets of Ho Chi Minh City were filled with thousands of children scraping together a little money by selling postcards and cigarettes to make themselves a living. They often did not have a home to go to by the end of the day. Girls especially, were in danger of ending up in prostitution. Julius decided to do something for these children.
Studio Bazar financed the building of a brand new “safehouse”, and committed itself to paying all operating costs for the next ten years. In October 1998, the house was officially opened and named “Sunflower”. Since then, thirty girls between the ages of five and nine have moved in. They have exchanged their life on the streets for a child’s life as it should be: free of worry. They can attend school, play and be sure of healthy nutrition and a roof over their heads. The daily care is in the hands of two supervisors, a manageress and, obviously, a cook. After Sunflower, 3 more orphanage homes were realised and looked after by his friends. In addition to the financial support, Julius is also involved in offering healthcare and education to all the boys and girls in his orphanages. All in all very worthwhile causes. A new project in D3 HCMC, called Sunray, which houses 30 boys, is now in dire need of renovation and financial support for the next 10 years. Come and party along with guest stars from the Netherlands and help us raise funds for Sunray orphanage in Saigon. http://www.studiobazar.com/kids/

Voel ik me hier thuis?

Nadat ik mijn verhaal as a matter of factly vertel zegt hij: “Geen enkele twijfel: echt ingeburgerd”. Als klap op de vuurpijl: “Can I get it in writing today, please?”.

Waar woonden jullie voorheen?
Willen/gaan jullie Vietnamees leren?

Bruno Tideman is owner’s representative. Alex Thomson is vier jaar business consultant in Vietnam.

Smartkids werkt volgens Nederlandse onderwijsmethoden. ‘Spelend leren’ is daarin belangrijk.

Waar woonden jullie voorheen? So far so good!
I would like to have a coffee please”.
