introduction The book of 140 projects of the Hungary-Croatia Cross-border IPA Co-operation Programme 2007-2013 was published in June 2003 with the title “Rivers Connecting Cross-border Region towards Croatian Accession to the European Union”. The 200-pages book has been a product catalogue of the Programme which has aimed at providing a comprehensive picture about the period 2007-2013, summarising the activities and results of the projects, and demonstrating best practises. It was presented to project participants, Lead Beneficiaries and their Project Partners as well as the institutions involved in the Programme’s management and implementation at the Accession Conference in Vukovar on 20 September 2013. The book made its public debut on 26 June 2013 in Budapest in the Palace of Arts at the celebration of Croatia’s EU Accession, organised by the Croatian Embassy to Hungary and with the support of the Government of Hungary and under the auspices of the Croatian and Hungarian presidents, Mr. Ivo Josipović and Mr. János Áder. Host of the event, Ambassador of the Republic Croatia in Hungary, His Excellency Mr. Gordan Grlić Radman promoted this 200-pages edition of the Programme in his welcome note addressed to more than 500 guests of the reception, held before the special accession Croatian-Hungarian philharmonic concert. Since then, Croatian EU accession on 1 July 2013 and the Hungary-Croatia CBC Accession Conference in Vukovar, the revised Programming Document of the Hungary-Croatia Cross-border Co-operation Programme 2007-2013 was approved by the European Commission on 18 December 2013, reflecting Croatian EU membership. The closing Conference of the Programme was held in Čakovec, Croatia, on 10 September 2015. The Joint Monitoring Committee of the Programme as the main decision-making body, since the end of June 2013 has selected 29 projects from the reserve list of the third Call for Proposals, which, with December 2015, makes final number of 169 selected joint projects. These additional 29 Third Call projects have been summarised by the Hungary-Croatia Joint Technical Secretariat (JTS) and their achievements are presented now in this brochure which is a follow-up to the book “Rivers Connecting Cross-border Region towards Croatian Accession to the European Union”. Hereby we would like to thank once again everybody who has helped in the preparation of this brochure, from the JTS colleagues and all responsible bodies and persons within the Programme structures, to the Lead Beneficiaries and their Project Partners. We hope that projects successfully used this additional chance for promoting their results which at the same time can act as a solid foundation for the success of the Interreg V-A Hungary-Croatia Co-operation Programme 2014-2020, bringing closer a future prosperous cross-border area with two participating EU Member States. The project includes rehabilitation of landscape, establishment of a monitoring system and creation of new facilities and opportunities eco-tourism. en
Suradnja čak šest institucija za zaštitu prirode s hrvatske te jednog nacionalnog parka s mađarske strane, u čijoj je nadležnosti nadzor nad prekograničnim rezervatom biosfere u području rijeka Mure, Drave i Dunava, uključuje zahvate u okoliš koji će pridonijeti njegovoj zaštiti, kao i boljem nadzoru staništa i biološke raznolikosti te razvoju potencijala za ekoturizam unutar granica rezervata. hr
A projekt a határon átnyúló és az UNESCO által is elismert bioszféra-rezervátumot, a Mura-Dráva-Duna Bioszféra-rezervátumot létrehozó és működtető természetvédelmi szervezetek együttműködéseként jött létre. Célja a természetvédelmi szempontból értékes élőhelyek, fajok és a biodiverzitás védelme és fejlesztése táj-rehabilitáción, monitoring rendszer fejlesztésen és új ökoturisztikai célpontok létrehozásán keresztül. hu

Drava’s riverbed cleaning Based on the agreement between the Water Management Authorities from Hungary and Croatia, and in order to ensure safe navigation of the Drava, the maintenance of the river is a joint task of the two countries. This also includes the marking of the direction, edge and depth of the waterway, and marking the location of obstacles, restrictions and navigation operations with conventional signs, and also involves the removing of the foreign objects and obstacles. en

A két ország vízügyi hátóságai közötti megállapodás értelmében a biztonságos drávai vízi közlekedés feltételeit csak közösen lehet megteremteni. The EU has recognized “resource efficient Europe” as the flagship initiative. Tackling the problem of waste prevention both in Croatia and Hungary, the project uses cross-border synergies to create approaches for waste management in a way that it will not give rise to environmental pollution and to implement reuse, recycling, landfill minimisation and rehabilitation where possible. During the project implementation more than 5 000 composters will be delivered to citizens of Beremend and Osijek insuring that 1 200 tone of organic waste is removed from the landfill. en

Europska unija prepoznala je “Europu učinkovitih resursa” kao jednu od svojih ključnih inicijativa. Smanjenje nastanka otpada izazov je za društvo i u Hrvatskoj i u Mađarskoj. Projekt koristi prekogranične mogućnosti sinergije kako bi kreirao novi način upravljanja otpadom i to tako da istovremeno zaštiti okoliš i primjeni pravila uporabe, recikliranja, smanjivanja odlaganja otpada na odlagališta i sanacije postojećih odlagališta gdje god je to moguće. Za vrijeme trajanja projekta stanovnicima Beremenda i Osijeka podijeliti će se više od 5 000 kompostera što će u konačnici dovesti do smanjenja količine organskog otpada na odlagalištima za 1 200 tona. hr
Az EU elfogadta, mint kiemelt kezdeményezést, az „Erőforrás-hatékony Európa” programot. A hulladék megelőzés és minimalizálás is kihívást jelent a társadalom számára, úgy Horvátországban, mint Magyarországon egyaránt. A projekt e problémakört közelíti, meg határon átnyúló szinergiák segítségével mely a hulladékgazdálkodást olyan megközelítésben tünteti fel, ahol a környezetszennyezés nem növekszik és az újrafelhasználást, újrahasznosítást, a hulladéklerakó minimalizálását és rehabilitációját teszi lehetővé ahol szükséges és lehetséges. A projekt végrehajtása során több mint 5.000 komposztáló lesz kihelyezve a beremendi és eszéki lakosok számára, ezzel biztosítva, hogy 1.200 tonna szerves hulladék ne a hulladéklerakókba kerüljenek. hu

Projekt izgradnje biciklističke infrastrukture u prekograničnom području ujedno je i projekt utemeljenja nove europske biciklističke rute koja će jezero Balaton povezati s jadranskom obalom. Projekt će izraditi temeljni plan buduće rute te započeti s izgradnjom njezinog dijela u ukupnoj dužini od 5 km, zajedno s pratećom signalizacijom i promotivnim aktivnostima vezanima uz aktivan život, cikloturizam i sigurnost u prometu. hr
The main project objective is the creation of first parts of the future Balaton-Adriatic route to ensure long-term sustainable tourism development in the region. In the first stage of the project implementation a master plan of capillary and mountain bike routes that will be connected by the future BA route will be elaborated. Later on, new parts of the route are to be constructed and reconstructed, in total length of more than 5 km. A projekt a leendő Balaton-Adria turisztikai útvonal első, hosszú távon is fenntartható elemeinek létrehozását tűzte ki célul. Első lépcsőként elkészül az útvonalra rákapcsolódó oldalági kerékpárutak és mountain bike pályák átfogó terve, amit következő lépcsőként egyes szakaszok felújítása vagy megépítése követ majd, egyelőre hozzávetőlegesen öt kilométer új kerékpárút építésével. Ezzel párhuzamosan folyik majd a teljes útvonal táblákkal való ellátása, valamint a biztonságos közlekedéssel foglalkozó rendezvények megtartása. hu

Development of cross-border gastronomy routes in the Pannonian Basin
PANNON FLAVOURS The project will establish a 250 km long cross-border gastronomy route, with at least 200 attraction and one-one gastrotourism info centres on each side of the border. The gastronomy routes will be unique, new tourism products, which will be launched to the market, with efficient marketing campaign during the project. Special attention will be given to the wine culture in the region and a wine museum is planned to be established as a place to exhibit the best of the locally produced wines. en

U okviru ovog projekta bit će ustanovljena 250 km duga prekogranična gastronomska ruta koja će na svom putu prolaziti uz 200ak različitih znamenitosti. Sa svake strane granice bit će uspostavljen i gastronomski info-centar te će se time stvoriti cjelovit i jedinstven novi turistički proizvod kojem će potporu pružiti i planirane promotivne aktivnosti i marketinška kampanja. Posebnu pažnju projekt će pridavati i proizvodnji vina u regiji koja će svoje mjesto naći i u planiranom vinskom muzeju. hr
A partnerek egy több mint 250 kilométer hosszú gasztronómiai útvonalat hoznak létre, amely legalább 200 állomással és a projektből létrehozott egy-egy gasztro-turisztikai információs ponttal rendelkezik. Az új attrakciók és termékek a projekt által kiemelt promóciót kapnak, ahol külön figyelem irányul majd a határon átnyúló régió borkultúrájára, amelynek népszerűsítésére egy közös bormúzeum is kialakításra kerül. hu

Belišće, Komló and Beremend are three towns rich with industrial heritage which will serve as the foundation of the thematic route established by the project. The joint activities include renovation of historical buildings, as well as the elaboration of thematic exhibitions and other facilities for tourists and other visitors coming to the region. en
Belišće, Komló i Beremend iskoristili su potencijal zajedničke industrijske baštine te poslužili kao ishodišne točke tematske rute u ovom dijelu regije. Projekt predstavlja okvir za razradu programa kojim bi se industrijska baština na što bolji način približila potencijalnim posjetiteljima. Stalni postavi i izložbe osmišljene unutar projekta, upotpunjene su konzervatorskim radovima na pojedinim objektima. hr

Az EOP projekt a közös kulturális értékeket népszerűsíti, közös kulturális rendezvények és két kultúrház (Villány és Orahovica) felújításával, amely projekt tevékenységek a térség turisztikai paletta kínálatát is bővítik. A projekt alapvető célközönsége a térségbe látogató turisták. Könnyen befogadható oktatási anyagok is készülnek, a projekt eredmények pedig hozzájárulhatnak a térség gazdasági fellendüléséhez. A helyi turisztikai szervezetek bővíthetik kínálatukat a török időkre vonatkozóan. hu
The EOP project fosters the common cultural heritage of the Ottoman period through joint culture manifestations and through the reconstruction and equipping of two Houses of Culture (in Villány and in Orahovica) in order to enrich the tourism offer of the cross border area. Target groups of the project are primarily tourists who visit the cross border region and who will gain travel experiences which are meaningful on a personal level. Regional tourist associations and travel agencies can expand their tourist offer and therefore contribute to regional tourism promotion. en
Projekt EOP njegujhe kulturno nasljeđe Otomanskog carstva kroz zajedničke priredbe, kao i rekonstrukciju i opremanje dvaju domova kulture, u Villányu i Orahovici, s ciljem obogaćivanja turističke ponude prekograničnog područja.Ciljana grupa su prije svega turisti koji posjećuju prekogranično područje i koji će steći kvalitetno osobno iskustvo tijekom putovanja. The Zrinski/Zrínyi-Suleiman thematic path is partially made of existing elements and partially of elements which need to be developed. It helps to increase tolerance between the nations separated by a border and to decrease prejudice. The main project goal is to place the thematic path onto the European intellectual map, to generate tourist traffic, to help the cross-border region’s social and economic growth. Tematska ruta Zrinski-Sulejman dijelom je kreirana od postojećih elemenata, a dijelom od onih koji se tek trebaju razviti. Ruta pomaže smanjiti predrasude te povećati toleranciju među narodima razdvojenima granicom. Glavni cilje projekta uvrštavanje je ove tematske staze na Europsku intelektualnu mapu te generiranje turističkog prometa, kao pomoć prekograničnom socijalnom i gospodarskom rastu. Primarni rezultat projekta tematska je ruta s novim turističkim proizvodom, koja uključuje aktrakcije povezane uz Zrinskog i Sulejmana te također i nove info-točke, višejezične natpise, karte te nove programe. Dobivena je i građevinska dokumentacija replike prvog fragmenta tzv. „Sujemanovog mosta“ kod Darde. hr
A projekt már meglévő valamint újonnan létrehozandó turisztikai elemek összekötésére épülő Zrínyi-Szulejmán kulturális tematikus utat hív életre. A tematikus utat a megvalósítás után egységesként lehet kezelni és fenntartani. Four towers - virtual route of history, culture and tradition linking the area between Nagykanizsa, Kaposvár, Koprivnica and Čakovec Four Towers The aim of the project is to seek out and assess the information and to build a database about people and communities possessing local values as well as to publish all the significant information on a new joint website. Based on the data gathered, a joint brand name (Four Towers) will be implemented advertising the representatives of local values via brochures, free info points, maps, mobile apps, road signs and information boards. The brand will be reinforced by its introduction during the eight events of the participating towns, in addition, a free information booth, five touch screen terminals will advertise the values and information of the entire thematic route. en

CULTROUTE By involving the surrounding settlements, the partnership will set up a thematic cultural route that represents the built, mainly ecclesiastic heritage of the region, rising from similar seeds. It creates links to existing routes and popular destinations on both sides of the border, diversifying the supply of sub-regional tourism products and adopts the concerned villages to the growing and specialised demand of contemporary tourism. OHP During the course of the project, whose primary goal is to contribute to the improvement of employability and indirectly to social security of the workforce in the border region, an extensive study of health conditions influencing employability will be conducted, resulting in the elaboration of descriptions of professions which meet the requirements of the ILO ISCO 08 system. A specialist book ‘Health Factors of Professions’ will be created targeting labour force agencies, employers, doctors and assistants of occupational health and employment counsellors. en
Dugotrajno poboljšanje zapošljivosti stanovnika iz regije temeljni je cilj ovog istraživačkog projekta. U njegovom okviru se izrađuje široka studija zdravstvenih činitelja koji utječu na zapošljivost, kao i opis zaposlenja prema standardima ILO ISCO 08 sustava. Jedan od konkretnih rezultata projekta je i specijalistička knjiga pod nazivom “Priručnik za definiranje zdravstvenih uvjeta pojedinih zanimanja” koja će biti dostupna centrima za zapošljavanje, poslodavcima, liječnicima i svim drugim stručnjacima s područja medicine rada.

The main goal of the project is to help the employability of mentally challenged people, to back it up by research, to further develop its methodology and to establish a sustainable system of professional connections across the border. In order to improve the chances of mentally challenged people a thorough situation analysis will be conducted, including focus-groups and in-depth interviews with Hungarian and Croatian employers, based on which a methodology handbook will be published to be used in the training of the representatives delegated by various institutions from the region that in some form help the psychologically challenged population. en
Poboljšavanje zapošljivosti osoba s poteškoćama glavni je fokus ovog projekta u okviru kojega se provodi istraživanje na temelju kojega će biti definirana metodologija i uspostavljen održiv sustav profesionalne suradnje u prekograničnom području. A projekt segítségével olyan kutatási és fejlesztési rendszer kialakítására kerül sor, amely hozzájárul a célrégióban a pszichésen akadályozott emberek foglalkoztathatóságának javításához. A partnerek két konferenciát szerveznek, közös kutatásuk során pedig 300-300 magyar, illetve horvát munkáltató empirikus megkérdezésére, 6-6 fókuszcsoportos vizsgálatra és 25-25 mélyinterjúra kerítenek sort. A projekt támogatásával egy határon átnyúló élményturizmus-fejlesztési stratégia kerül kidolgozásra a horvátországi Kapronca (Koprivnica), valamint a Balaton környékén fekvő területekre. A tervezet fontos részét képezi egy kaproncai természettudományiés technológiai parkról, valamint egy balatoni családbarát élményfürdőről szóló tanulmány. Action 2.1.4.
Elaboration of joint energy efficiency action plan for the border region by municipalities, involving the local community
EE Pannonia The EU directives and national energy strategies trace out the direction for the legislations, which govern the process of obtaining energy certificates and set the structure of the relevant national operational programmes, but they don’t consider the local energy consumption specificities. EE Pannonia aims at aiding municipalities in this process by involving 18 cities into joint EE analyses, the conclusions of which will be embedded into a joint Cross-Border Energy Efficiency Action Plan. The AP will suggest appropriate focus on the Structural and Investment Funds and their EE funded programmes, taking also into consideration the adequate RES technologies and employing energy experts at municipalities. Partners will apply participative planning: inhabitants will be involved into its shaping via an online platform and project events. en
Az együttműködés központi célja egy közös Határmenti Energiahatékonysági Akcióterv kidolgozása 9 horvát és 9 magyar önkormányzattal együttműködésben, valamint a helyi lakosság bevonásával. A partnerség elősegítené az energiatanúsítványok megszerzését is, és szakmai támogatást kíván nyújtani a releváns nemzeti operatív programok számára. A projekt egy olyan közös regionális tervezési mechanizmust szeretne létrehozni a határrégió energiagazdálkodására, amely megfelelő figyelmet fordít a megújuló energiaforrásokkal kapcsolatos technológiák alkalmazására is. Kako bi stvorili uvjete za zajedničku suradnju u razvoju turizma u regiji, partneri u okviru ovog projekta izrađuju koncept za stvaranje potporne znanstvene pozadine za donošenje odluka s područja razvojne politike. Fokus na turizam podupire izrada studije stanja destinacijskog upravljanja u županiji Zala s mađarske strane, odnosno strateškog marketinškog plana za Međimursku županiju s hrvatske strane. The project is aimed at strengthening the connection between children of the two schools in the cross-border area and overcoming the language barrier through joint activities, cooperation and exchange of knowledge. The project will include a total of 9 joint cross-border events and workshops in various fields of science, sports and culture and a joint trip to the Croatian capital Zagreb including visits to the Observatory and the Technical Museum. An ICT training and Team coaching event for the teaching staff will also be included. en

A képzések témái a csillagászat, a kémia és a fizika területéről származnak, és felváltva kerülnek megrendezésre Verőcén, illetve Barcson. Understanding and educating of ECOTOURISM through cross-border cooperation
ECOTOP The main goal of the project is the establishment of a long-lasting co-operation between Hungarian and Croatian educational and other supporting institutions in order to popularize ecotourism in general and to develop an efficient training and database background for this business sector. The knowledge based development will be supported during the project implementation by 5 activities: research, workshops, study tours, trainings and electronic platform development.

Kroz usklađivanje plana i programa dviju škola, jedne hrvatske i jedne mađarske, te uz razmjenu dobre prakse i zajedničkim edukativnim aktivnostima podiže se kvaliteta obrazovanja u cijeloj regiji, uz posebnu pozornost posvećenu djeci s posebnim potrebama i promoviranju zaštite okoliša. Projekt uključuje prilagođavanje prostora djeci s posebnim potrebama, kao i edukaciju nastavnog osoblja, čime će im obrazovanje postati dostupnije, a uvjeti za rad kvalitetniji. hr
Overall objective of the project is the development of cross-border exchange programs through common training and curricula harmonisation. Throughout the project knowledge exchange in various fields, such as working with children with disabilities and their inclusion in teaching process and raising awareness about environmental issues will be the foundation for more specific cooperation projects in the future. The added value of the project is in its approach to the most sensitive members of the target groupchildren with special needs is improving of teaching conditions for them, building school capacities for their inclusion and facilitating their life conditions in general. en

The main purposes of the project include the disclosure and strengthening of cultural heritage, creation of new cultural values, reinforcement of local identity, involvement of communities and interaction between the youth. During the project a Hungarian and a Croatian language courses were organised for members of the community. A 30-minute-long trilingual documentary film was shot presenting the region and significant regional literary editions were translated into the two national languages. Four workshops and a camp for the youth of the settlements connected to the Zrinski/Zrínyi family were organised to make them acquainted with the notion of local identity deriving from shared cultural and historical heritage. en
Još jedna inicijativa koja se temelji na zajedničkom povijesnom nasljeđu regije. Kroz proučavanje povijesti vezane uz obitelj Zrinski izgradit će se jezični “mostovi”. U okviru projekta organizirane su četiri radionice, kao i ljetni kamp za upoznavanje sa zajedničkom poviješću, snimljen trojezični film o regiji i njenom povijesnom nasljeđu te prevedeno nekoliko književnih djela u okviru jezičnih radionica, koje su uključivale i tečaj hrvatskog, odnosno mađarskog jezika za građane. hr
A Zrínyi család közös öröksége Čakovec (Csáktornya) és Szigetvár városában a kiindulópontja ennek a projektnek, amely a helyi civil szervezetek szorosabb együttműködését hivatott elősegíteni. A projekt támogatta a két város egyesületeinek részvételét különböző témájú rendezvényeken, többek között a Zrínyi család történetének kutatásáról szóló műhelymunkákon, egy a helyi gyermekek számára szervezett magyar-horvát nyelvtanfolyamon, de segítette többek között a határrégióban alkotott írók műveinek fordítását is horvát, illetve magyar nyelvre. hu
