Executive Summary This document is elaborated in the framwork of the SET project to provide in a SMEsfriendly language a first overview of the existing and upcoming options to support textile companies’ investments on energy efficiency. It offers consideration about how investments (chosen or required) on energy efficiency can be financially supported The support measures taken into consideration include private or public incentives, grants, support schemes, loans relevant to help companies own investments on energy efficiency. Schemes for project proposal which are strictly research-focused are not taken into consideration at this stage. The document details on:

The contents are summarised in the beginning in English and are followed by a more detailed description in the national language. An overview of the different types of financial incentives from Europa and from seven European countries (Belgium, Czech Republic, Germany, Hungary, Italy, Portugal and Romania) is given in the table at pages 6-9. This document will be updated every time in case of emerging of new legal aspects in one (or more) of the addressed European countries.

1 Financial Incentives in Hungary 1.1 Short Overview - Basic principles of the financial framework for 2014– 2020 (Magyar Energetika – 2014) Twenty three billion Euros from the Cohesion Support for supporting of energy efficiency, renewable energies and urban transport has been put down for the period 2014–2020 in the EU’s new multiannual financial framework 2014–2020, at least the double of that in the previous period. In addition to this, the next research framework programme, named Horizon 2020, appropriates 5,6 billion Euros for research and innovation in the subject “Safe, clean and efficient energy”. A new programme, which replaces the former “Intelligent Energy Europe” programme, will be a part of this. The slogan of the multiannual financial framework is in accordance with EU’s strategy for 2020: it aims the intelligent, sustainable and inclusive increase. Great emphasis will be put on the consideration that payment of the supports is only made sense if the legal framework in the Member States does exist which guarantees its use in the right place and in proper way. Thus, transportation into national law and application of the concerning EU’s legislation will be precondition of supports. One of the thematic concentrations of the cohesion policy will be, spanning over programmes, the economy of low carbon dioxide emission. In addition, authorities should set good example with signing contracts on basis of energy efficiency concerning upgrading of public buildings. The traditional supporting model in which the managing authority pays support to the final beneficiaries by means of invitations to tender in form of post-financing should be used only in narrower circle: in such cases when the given project or one of its components does not produce income. In the future, such models will be preferred, in which the support given by the EU offers higher “price to value” relation and is able to attract investments by private investors by means of high rate of use. Big part of investments connecting with energy efficiency and renewable source of energy should be realized by the private sector. To hit this target, innovative financial instruments and contracts based on energy efficiency should be used in wide circle. Direct supports by grants are available in cases when market miscarriages have to be overcome or innovative or energy efficiency projects have to be supported in which level of cost efficiency may play subordinated role (e. g. deep renovation). The Committee inspires the Member States to utilize better the structural and investment funds by means of creating innovative financial instruments. Comparing to the previous programming periods, the rules concerning these instruments applied by the managing authorities became much more simple and clear. Among others,

standardized (“off-the-shell”) instrument samples will help this work in which financial instruments working with defined conditions give guarantee that their use does not induce unpleasant questions by the European Committee concerning the topics of state aid and public procurement procedure. On the field of sustainable energy solution, two standardized instruments will be available; one of these concerning the “Urban Development Fund” has not yet been finished by the time when the paper went to press. According to the draft prepared in November 2013, aim of the “Renovation Loan” will be the inspiration of private owners to realize the renewable and energy efficient developments under favourable conditions by combination of private and state sources. Operative programmes of the State Members can contribute to the instrument with a sum of 5 to 30 million Euros. They share the risk in the relation of 85 to 15 %, which means that the financial intermediator shall pay at least 15 % of the costs from its own private fund under market conditions. By means of this instrument owners, inhabitant communities, companies dealing with services relating to social housing can get a loan of maximum 50 thousand Euros per owner to modernize the heating system, to change windows and doors, to repair roof isolation, etc., under the conditions of maximum 20 years repayment term, preferential interest and low cover.13 Summarizing, it seems that instead of giving not to be refunded public funds coming from EU resources for financing energy efficiency and use of renewable energy sources, the trend is to create projects using innovative financial instruments, which have high rate of use, and is able to re-utilize the public funds. The Hungarian distributive system of the structural and innovation fund will hopefully takes the advantage offered by the financial instruments and will multiply the sums to be allotted to the projects of sustainable energy sources.
1.2 Description of Financial Incentives in Hungary - A 2014-2020-as pénzügyi keret alapelvei (Magyar Energetika-2014)1 Az EU új, 2014-2020-ra vonatkozó többéves pénzügyi keretében legalább kétszer annyi, 23 milliárd eurónyi kohéziós támogatást jegyeztek elő az energiahatékonyság, a megújuló energiaforrások és városi közlekedés támogatására, mint az előző időszakban. Ezen felül a következő kutatási keretprogram, mely a Horizon 2020 nevet kapta, 5,6 milliárd eurót szán kutatásra és innovációra a „Biztonságos, tiszta és hatékony energia” témában. Utóbbi részét képezi majd az Intelligens Energia Európa programot felváltó, annak fő jellemzőit átvevő program is. A többéves pénzügyi keret jelmondata összhangban áll az EU 2020-as stratégiájával: az intelligens, fenntartható és inkluzív

növekedést célozza. Nagy hangsúlyt fektet majd arra, hogy a támogatások folyósításának csak akkor van értelme, ha a tagállamokban rendelkezésre áll a jogi keret, mely biztosítja a megfelelő helyen és módon történő felhasználásukat. A vonatkozó EU-s jogszabályok tagállamok általi átültetése és alkalmazása tehát előfeltétele lesz a támogatásoknak. A kohéziós politika egyik programokon átívelő tematikus koncentrációja az alacsony szén-dioxid-kibocsátású gazdaság lesz. A hatóságoknak is példát kell majd mutatniuk középületek felújítása, az energiahatékonyság-alapú szerződéskötés révén. A hagyományos támogatási modellt, ahol az irányító hatóság pályázati felhívások segítségével folyósít támogatást a végső kedvezményezetteknek utófinanszírozás formájában, szűkebb körben javasolt alkalmazni; olyan esetekben, amikor az adott projekt vagy egy összetevője nem termel bevételt. A jövőben olyan modelleket részesítenek majd előnyben, ahol az EU-s támogatás nagyobb „ár-érték” aránnyal jár, és magas hasznosulási tényezővel képes beruházásokat vonzani magánbefektetőktől. Az energiahatékonysági és megújuló energiaforrásokkal kapcsolatos beruházások nagy részének a magánszektorból kellene származnia. Ehhez széles körben kellene alkalmazni az innovatív pénzügyi eszközöket és az energiahatékonyság-alapú szerződéskötést. A vissza nem térítendő közvetlen támogatások megfelelők azokban az esetekben, amikor piaci kudarcokat kell leküzdeni, illetve az innovációt vagy a költséghatékony szinteken túlmutató energiahatékonysági projekteket támogatni (pl. mélyfelújítás). A tagországokat arra ösztönzi a Bizottság, hogy használják ki jobban az európai strukturális és beruházási alapokat az innovatív pénzügyi eszközök létrehozása útján. Az előző programozási időszakokhoz képest lényegesen egyszerűsödtek és tisztázódtak az ilyen eszközök irányító hatóságok általi alkalmazására vonatkozó szabályok. Egyebek között segítségükre lesznek szabványosított („off-the-shelf”) eszközminták is, ahol a meghatározott feltételekkel működő pénzügyi eszközök garanciát nyújtanak arra, hogy bevetésük nem von maga után kellemetlen kérdéseket az állami támogatások és a közbeszerzési eljárások témakörében az Európai Bizottságtól. A fenntartható energetika területén két szabványosított eszköz áll majd rendelkezésre; közülük a városi fejlesztési alap („Urban DevelopmentFund”) még kidolgozás alatt állt lapzártakor. A felújítási kölcsön („RenovationLoan”) eszköz 2013. novemberi tervezete szerint a cél a magántulajdonosok ösztönzése lesz a megújulós és energiahatékonysági fejlesztések kedvező feltételek mellett történő megvalósítására a magán- és állami források kombinálásával. A tagországok operatív programjai 5 és 30 millió euró közötti összeggel járulhatnak majd hozzá az eszközhöz. A kockázaton 85-15% arányban osztoznak, vagyis a pénzügyi közvetítő a saját magánalapjából a költségek legalább 15%-át finanszírozza piaci feltételek mellett. Az eszköz révén tulajdonosok, lakóközösségek, szociális lakhatással foglakozó cégek juthatnak majd maximum 20 éves futamidejű, tulajdonosonként legfeljebb 50 000 euró összegű, kedvezményes kamatú és alacsony fedezetű kölcsönhöz fűtéskorszerűsítésre, hőszigetelésre, ablak- és ajtócserére, www.euratex.eu/set

tetőszigetelésre stb.13 Összefoglalva, úgy tűnik, hogy a jövőben az energiahatékonyságnak és a megújuló energiaforrások használatának európai uniós forrásokból történő finanszírozása a közpénzek vissza nem térítendő támogatás formájában történő osztogatása helyett a magas hasznosulási tényezőjű, a közpénzeket idővel újrahasznosító, innovatív pénzügyi eszközöket alkalmazó projektek irányába fog haladni. Remélhető, hogy a 2014-2020-as időszak strukturális és innovációs alapjainak magyar elosztórendszere is maximálisan élni fog a pénzügyi eszközök nyújtotta lehetőséggel, és ezáltal megsokszorozza a fenntartható energia-projektekre fordított összegeket.
1.3 Outlook and Conclusions Az energiahatékonyság növelésének kormányzati támogatása Az 1107/1999. (XI. 8.) Kormányhatározat rögzíti Magyarország 2010-ig terjedő energiatakarékossági és energiahatékonyság-növelési stratégiáját. Ennek alapján 2000ben. indult az Energiatakarékossági Program, amely közvetlen támogatásokkal és kedvezményes kamatozású hitelekkel segíti a fogyasztók és a távhőszektor energiatakarékossági beruházásainak megvalósítását. Az évről-évre meghirdetett Energiatakarékossági Programok lebonyolítására megalakult az Energia Központ Nonprofit Kft., amelynek egyik alapítója a Magyar Energia Hivatal. Az Országgyűlés 40/2008. (IV. 17.) OGY határozata meghatározza hazánk 2008-2020 közötti időszakra vonatkozó energiapolitikáját. A határozat megfogalmazza az energiapolitikával, az ellátásbiztonsággal, a versenyképességgel és a fenntarthatósággal, a környezetvédelemi szempontokkal, valamint az Európai Unió keretében meghatározott közösségi célok megvalósulásának elősegítésével kapcsolatos teendőket és ezek megvalósítása érdekében előírja a Kormány feladatait. A Kormány a vonatkozó OGY határozat alapján elkészítette a magyarországi megújuló energiaforrások felhasználásának növelésére vonatkozó 2008-2020 közötti stratégiát és ezt a 2148/2008. (X. 31.) Kormányhatározatban tette közzé. A Stratégia szerinti elvárás, hogy hazánk megújuló energiafelhasználása 2020-ban összességében érje el a 186,3 PJ-t, az alábbiak szerint: -
a villamosenergia-termelésen belül a megújuló energiafelhasználás 9470 GWh (79,6 PJ),

a hőtermelésen belül a megújuló energiafelhasználás 87,1 PJ,

az üzemanyag-fogyasztáson belül a megújuló energiahordozó üzemanyagokat is tartalmazó bioüzemanyagok felhasználása 19,6 PJ.

A Kormány a 1076/201. (III.31.) Kormányhatározattal fogadta el Magyarország Módosított Nemzeti Energiahatékonysági Cselekvési Tervét. A Cselekvési Terv azokat a már folyamatban lévő, ill. tervezett energiahatékonysági intézkedéseket vázolja fel, amelyeket megfelelő hatékonysággal alkalmazva hazánk energiafelhasználását a 20082016 közötti időszakra évi 1%-kal mérséklik, valamint hozzájárulnak a 2020-ig elérendő 20%-os energiamegtakarítás realizálásához. A Hivatal közreműködik a Kormány energiatakarékossági és energiahatékonyságnövelési stratégiájának megvalósításában. Szakértőként részt vett az energiahatékonyság-növelési pályázatokat bíráló tárcaközi bizottság és a Környezet és Energia Operatív Program projekt kiválasztó bíráló bizottsága munkájában, továbbá a pályázatok kiírásának előkészítésében. Az energiatakarékossági, energiahatékonyság növelését segítő, a széndioxid-kibocsátás csökkentését szolgáló és a megújuló energiaforrások elterjedését támogató pályázati programok: LAKOSSÁGI PÁLYÁZATOK Iparosított technológiával épült lakóépületek pályázata A Zöld beruházási Rendszer Klímabarát Otthon Panel Alprogramja keretében a Környezetvédelmi és Vízügyi Minisztérium pályázatot hirdetett az iparosított technológiával épült lakóépületek széndioxid-kibocsátásának csökkentést és energiamegtakarítást eredményező korszerűsítését, felújítását megvalósító beruházások támogatására. A pályázat 2009. december hónapban lezárult. Hagyományos építésű (nem iparosított technológiával épített) lakóépületek pályázata A Zöld beruházási Rendszer Klímabarát Otthon Energiahatékonysági Alprogramja keretében a Környezetvédelmi és Vízügyi Minisztérium pályázatot hirdetett a hagyományos technológiával épült lakóépületek széndioxid-kibocsátásának csökkentést és energia-megtakarítást eredményező korszerűsítését, felújítását megvalósító beruházások támogatására. A nagyszámú beérkezett pályázat következtében a forrás kimerült, így a pályázati konstrukció 2010. június 16-án lezárult. PÁLYÁZATOK GAZDÁLKODÓ SZERVEZETEK SZÁMÁRA

Az energiatakarékosság, az energiahatékonyság-növelés és a környezetvédelem szoros kapcsolatát jelzi az Új Magyarország Fejlesztési Tervhez kapcsolódó, az Európai Bizottság által jóváhagyott, a 2007 - 2013 közötti időszakra vonatkozó Környezet és Energia Operatív Program. A program két kiemelt célja, összhangban a hazai és az EU energiapolitikájával: •
A megújuló energiaforrások nagyobb arányú felhasználásával elősegíteni a hazai energiahordozó forrásszerkezet kedvező befolyásolását, a hagyományos energiaforrások felől a megújuló energiaforrások irányába való elmozdulást.

Az energiahatékonyság fokozása, ami hozzájárul az energiaellátás biztonságának növeléséhez, a magas energiaimport-függőség mérsékléséhez és a környezeti ártalmak csökkentéséhez.
A célkitűzések megvalósítása hozzásegíti hazánkat nemzetközi kötelezettségvállalásaink teljesítéséhez. Ennek érdekében a Nemzeti Fejlesztési Ügynökség (NFÜ) több az energiahatékonyság növelését és a megújuló energiaforrások hasznosítását elősegítő pályázati konstrukciót hirdetett meg.
