I. INTRODUCTION This West Sumatra earthquake was very strong, measuring 7,6 at Richter scale. The impact could also be felt in Jakarta. The Meteorology and Geophysics Body (BMG) reports that the earthquake occurring at 17.05 WIB, Wednesday (2/9) had the possibility to trigger tsunami. An aftershock in 6,2 RS also shook the area of 54 km to the Southwest of Pariaman West Sumatra. This earthquake has created major damage. Data from the Government Disaster Management Unit (Satkorlak PB) reports that there are more than 269.683 buildings damaged. In total, there are 132.186 houses heavily damaged and the rests are moderate and lightly damaged. A lot of education, health, and other public facilities were also heavily damaged. Most of them are in Padangpariaman regency, Padang city, Pariaman city, and almost in every area in West Sumatra province (see table below). There were 1.117 fatalities, 2.888 wounded, 2 missing, and 325.812 had to be evacuated or becoming refugees (the last data from Government’s Disaster Management Unit per 15 October 2009). Alhamdulillah, PKPU in cooperation with Helping Hand USA provided aids in the form of health assistance for the victims of West Sumatra earthquake.

II.
EMERGENCY RESPONSE PROGRAM At this stage, PKPU was focusing on the evacuation, setting up posts, assessment of the victims’ needs, coordination with related institution who is in charge of the field coordination, setting up public kitchen, distributing basic food supply, toiletries, praying equipments and kitchen necessities for families. This phase was conducted since the Day 1 of the incident which was from 1 October until 30 October 2009. At this phase, PKPU rescue team assisted the SAR team and the government in evacuating the victims who were still under the ruins of buildings. It also included evacuating the victims’ belongings that could still be saved. a. Evacuation The evacuation activities by PKPU cover Padang city and Padang Pariaman regency. The evacuation was conducted immediately after the earthquake occurred until 12 October 2009. During the evacuation process, PKPU Rescue team evacuated 3 fatalities in Padang Alai area. Besides evacuating the victims, the team also assisted in demolishing the heavily damaged houses that may endanger the lives of the survivors. b. Setting Up Main Post PKPU posts are located in the following 3 areas: Ujung gurun Padang city This post supplies the logistics to West Padang, Padang city with the number of victims of more than 1.000 families. Kuranji Padang city This post supplies the food for more than 1.500 people Lubuk Alung This post coordinates 12 PKPU shelters that are widespread within Padang Pariaman regency and Pariaman city and it supplies the logistics and public kitchen for more than 4.000 families. c. Assessment of the Victim’s Needs The area coverage of PKPU assessment team is Padang Pariaman regency, Agam regency ,Pariaman city, until Bukit tinggi city. The area of Lubuk Alung district, Sintuk Toboh gadang, Ulakan Tapis, Nansabaris, Koto Timur, VI Lingkung, South Pariaman, Sungai Geringging, Tandiket and Padang Sago of Padang Pariaman regency were

assessed in details by the team, because these areas suffer from heavy physical damages with the highest number of refugees. d. Setting up Public Kitchen The location of PKPU Public Kitchen is in two areas: Padang Main Post, located in Kuranji district These kitchens are spread in Ujung Gurun Post (one) and in 8 PKPU shelters in Padang city. Kuranji public kitchen supplies 1.000 food packages daily and operates for 10 days following the earthquake. Lubuk Alung Main Post Located in twelve (12) PKPU Shelters in Padang Pariaman regency. Lubuk Alung public kitchen is located in Nagari Ambacang, supplying 1.500 food packages daily to Lubuk Alung, Punggung Kasiak until Padang Alai of the Tandikat area
III. REHABILITATION PROGRAM This rehabilitation phase was optimized with the construction of temporary houses, temporary schools, sanitation facilities, and trauma healing activities directed to children. This phase started on 10 October 2009 and continues until present. There have been a lot of victims receiving aids within this phase. a. Constructing Temporary Houses Currently, there are 343 houses for 343 families in the earthquake area in West Sumatra. These houses are located in the areas as follow: 59 units in Lubuk Alung 39 units in Ulakan Tapis 66 units in Sintuk Toboh Gadang 37 units in Nansabaris 30 units in VI lingkung 1 unit in South Pariaman 15 units in Sungai Geringging 50 units in Padang Sago 46 units in Kota Pariaman
The specification of the house is as follow: PKPU Smiling House for 1 family is of 4,5 x 9 m2, consisting of: 1. Living Room (2 x 3 m2) 2. Bedroom (2 x 3 m2) 3. Terrace (1,5 x 6 m2) 4. Kitchen (2 x 4,5 m2) Halaman | 4

b. Constructing Temporary Schools There are quite a number of schools damaged by the earthquake. PKPU gives great attention to the urgency to build temporary schools. Within 6 days after the earthquake PKPU has started the construction of the temporary schools and up to present PKPU has constructed 10 units of Temporary Schools with each consisting of 6 classrooms.

c. Trauma Healing Trauma healing was conducted by PKPU team and involving KPBA (Group of Children’s Reading Lovers) which is chaired by DR. Murti Bunanta, MA, an expert in children literature from University of Indonesia, Jakarta. This activity was targeted to elementary school children in order to reduce their psychological burden due to the earthquake and to return their excitement and motivation to start their activities as what they used to do. d. Communal Health Service with ICNA Disaster always causes physical illness. It has to do with the limitation suffered by the victims, either psychological factor or the damaged sanitation and health facilities. The Medical team, using PKPU and ICNA clinic car program, has gone to the areas of Padang city, Pariaman, Padang Pariaman regency, until Agam regency to provide health care to the victims who started to have various diseases (data enclosed). The number of treated patients is 5.399 people within a 6-day service from 11 October until 16 October 2009. (Data on the patients enclosed)
