KATA PENGANTAR

Para pemimpin Negara ASEAN mengesahkan Bali Concord I I d i Bali, I ndonesia pada tanggal 7 O ktober 2003 untuk bersa ma-sa ma membentuk Komunitas ASEAN tahun 2020. Komunita s AS EA N tersebutmencakuptiga pilar, yaitu komunitas polit i k keamanan, komunitas ekonomi, dan komunitas sosial budaya yang sa l i n g bersi nggungan dan saling m e ndorong dalam ran g ka m endukung terciptanya perdamaian, sta bilitas, d a n kesejahteraan bersama d i kawasan. Pada KTT ASEAN ke- 1 2 tanggal 1 3 Januari 2007 d i Cebu, Filipina, para pemimpin menegaskan ko!T)itmen yang kuat untuk m e mpercepat pembentukan komunitas ASEAN paling lambat tahun 201 5, dengan penandtan g a n a n Deklarasi Cebu tentan g Percepatan Pembentuka n Komunitas ASEAN paling l a m bat tahun 201 5. KTT ASEAN ke- 1 3 yang d iadakan d i S i n g a pura pada tanggal 20 November 2007, menyepakati untuk membentuk Cetak B i ru Komunitas Sosial Budaya ASEAN atauASEAN Socio-Cultural Community (ASCC) Blueprint untuk menj a m i n ada nya tindak lanjut konkret

untuk mem promosikan pembentukan sebuah komun itas Sosial Budaya ASEAN. Tujuan utama dari ASCC adalah untuk m e m berikan kontribusi dalam mewujudkan komunitas ASEAN ya ng berorientasi kepada rakyat dan m e m i l i k i tanggung jawa b secara social untuk mencapai solida ritas d a n persatuan di a ntara bangsa-bangsa d a n rakyat ASEAN dengan menumbuhkan kesamaan identitas d a n m e m ba ngun masyarakat yang sa l i ng pedul i dan berbagi yang dapat mening katkan taraf hidup, mata pencaharian, serta kesejahteraa n ra kyat di kawasan. U ntuk mewujudkan cita-cita ASEAN, masing-masing Negara Anggota ASEAN secara berg i l i ra n menjadi ketua ASEAN, d i m a n a I ndonesia menjadi ketua di tahun 201 1 . Da l a m ran g ka mensukseskan Keketuan I n d onesia untuk ASEAN d i tahun 201 1 i n i m a ka pemerintah membentuk pan itia nasional yang ditetapkan dengan Keputus a n Presiden No. 7 tahun 201 1 tentang pan itia Nasional Keketuaa n I n d onesia untuk Association of South East Asian Nations tahun 201 1 . Berdasarkan keputusan tersebut, Menteri Koordi nator Bidang Kesejahteraan Rakyat sebagai anggota penga rah d a n sekaligus sebagai Koordi nator Bidang Komunitas Sosial

Budaya, yang a ntara l a i n tugasnya adalah m e l a ksanakan Senior Of cia/ Committee for ASCC (SOCA) Meeting dan ASEAN Socio-Cultural Committee (ASCC) Council Meeting seka l igus sebagai p i m p i n a n pada sidang-sida n g tersebut. Dengan suksesnya penyelenggaraan pertemuan-pertemuan ASEAN bidang Sosial Budaya baik d i t i n g kat menteri maupun peja bat Eselon I Negara ASEAN, dihara p k a n dapat menum buhka nASEAN Awareness d i ting kat Nasional maupun m asyarakat I nd onesia pada umumnya serta menjadi i ns p i rator bagi pelaksan a a n pertemuan l nternasional yang a k a n d i l a ksanakan diwaktu mendatang. a Global Community of Nations'� Tema i n i mengusung keberhasilan pencapaian Komunitas ASEAN 201 5. Dengan terbentuknya Komunitas ASEAN di tahun 20 1 5, maka tanggung jawab ASEAN a kan lebih besar lagi. ASEAN dituntut untuk memperkuat kontribusi kolektifnya dalam penanganan berbagai isu dan tantangan g l obal. Suatu kontribusi posit if bagi komunitas g lobal bangsa-bangsa. Bentuk dasar dari Logo Keketuaan I ndonesia adalah gunungan wayang, yang direpresentasikan oleh Indonesia sebagai Ketua ASEAN 201 1 demi mewujudkan 3 pilar Komunitas ASEAN dan mendorong kerja sama yang saling menguntungkan. Logo dan Tema Keketuaan I ndonesia di ASEAN ini tela h dikiunch pada saat KTT ASEAN ke- 1 7 d i H a Noi tanggal 30 Oktober 201 0 terse but. Partisipasi aktif I ndonesia dalam pasang surutnya ASEAN adalah berdasarkan pengalaman

Kemenko Kesra sebagai Koord i nator untuk pilar sosial budaya telah mendukung hal terse but melaksanakan sera n g ka i a n kegiatan yang melibatkan seluruh Kementerianllembaga terkait d i samping mitra kerja yang d i perlukan serta kedeputian terkait d i l i n g kungan Kem e n ko Kesra. Selanjutnya untuk m e n i n g katkan peran I ndonesia membangun pilar Sosial Budaya menuju Masyarakat ASEAN 201 5 d iselenggara k a n pula berbagai pertemuan pendahuluan sebelum KTT ASEAN, yaitu Joint Preparatory Meeting (JPM), Senior Officials Committee for ASCC Council (SOCA) serta ASEAN Socio-Cultural Community (ASCC) Council Meeting, serta Dialog Publik sebagaimana diuraikan pada bab selanjutnya.

3. HASIL SIDANG THE 7th SOCA MEETING DALAM RANG KAlAN JPM

1.

Pertemuan ASCC Council bertujuan membahas upaya peningkatan kerja sama ASEAN di bidang sosial budaya dan sekaligus mengevaluasi perkembangan implementasi Cetak Biru Komunitas Sosial Budaya ASEAN (ASCC Bl ueprint) yang merupakan pedoman pembentukan Komunitas Sosial Budaya ASEAN tahun prioritas kerja sama selama tahun

2011, antara

2015. Beberapa isu yang menjadi

lain di bidang li ngkungan, pendidikan,

penyakit men ular (H IV/AIDS), penyandang cacat, keanekaragaman kebudayaan di ASEAN, dan olahraga.

SOCA dalam "Joint Preparatory Meeting" sebagai persiapan menjelang Konferensi Tingkat Tinggi ASEAN pada 7-8 Mei di Jakarta menyepakati belum akan membahas isu pekerja migran di tingkat lebih tinggi. Berdasarkan masukan dari sejumlah negara kesepakatan pun tercapai bahwa pembahasan instrumen di tingkat ASEAN terkait pekerja migran belum akan dibahas di tingkat lebih tinggi. lsu pekerja migran masih memerlukan pembahasan lebih lanjut dan I ndonesia akan terus melakukan diplomasi dengan sejumlah negara ASEAN lain agar pekerja migran dapat lebih terlindungi. Dari sepu luh negara anggota ASEAN yang menghadiri sidang terdapat tiga negara yang

menjadi tujuan utama pekerja migran yang mengusulkan agar pembahasan mengenai isu tersebut ditunda. 3. Selain isu tentang pekerja migran,JPMjuga menghasilkan fnalisasi kesepakatan pend irian ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA) Centre. SOCA menyepakati bahwa penandatangan perjanjian tentang AHA Centre tersebut akan dilakukan pada

Pertemuan ini merupakan bagian dari rangkaian kegiatan yang diselenggarakan oleh Pemerintah I ndonesia terkait dengan Keketuaan Indonesia di ASEAN tahun 201 1 . Selama tahun 201 1 ini, I ndonesia menjadi tuan rumah lebih dari 1 00 pertemuan ASEAN baik pada tingkat Kepala Negara/Pemerintahan, Menteri, Senior Officials maupun Working Group. SOCA mencatat draft Bali Declaration on the Enhancementofthe Role and Participation of Persons with Disabilities ya ng telah disiapkan o leh I ndonesia sebagaimana j uga Concept paper on ASEAN Decade of Persons with Disabilities (20 1 7 -2020) y a n g tel a h d is i a p k a n o l e h Thailand dimana keduanya dia nggap memiliki elemen ya ng kurang l e b i h serupa. SOCA meminta I ndonesia untuk terlebi h dahulu mengonsultasikan dokumen dimaksud kepada SOMSWD dan, seterusnya kepada AMMSWD. I ndonesia telah menyetujui u ntuk menjadi tuan rumah Special Meeting of SOMSWD u ntuk memfna lisasikan draft Bali Declaration.

Pada bidang budaya, SOCA telah mencatat usaha follow-up ya ng telah dilakukan I ndonesia sejak pertemuan yang terakhir. SOCA menyetujui bahwa ide orisinal untuk mengembangkan suatu identitas kultura l ya ng unik dengan usulan penekanan I ndonesia pada keanekaragaman budaya diperl u kan untuk mengelaborasi kedua konsep dimaksud. Hingga sa at in i, SOCA telah menyetujui bahwa judul dari dokumen dimaksud adalahASfAN Declaration on a Shared ASEAN Cultural Identity: Towards Strengthening

the ASEAN Community. SOCA juga mencatat saran dari Laos bahwa draft dimaksud d a pat d ipertimbangkan olehSub-Committee on Culture pada pertem ua n di Luang Prabang tang gal 7-1 0 Juni 201 1 . SOCA juga mencatat bahwa I ndonesia berencana u ntuk mengadakan Special SOMCA pada pertengahan Juli 20 1 1 , mendahului rencana m e mintakan persetuj u a n d raft d i m a ksud secara ad referendum oleh AMCA. 8. SOCA menyetuju i bahwaDraft Asean Roadmap For The A ttainment O f The Millenium Development Goals (MDG's) yang telah memuat komentar dari beberapa anggota negara ASEAN, agar lebih lanjut direvisi dan dimintakan masukan dari seluruh negara anggota ASEAN. Finalisasi d raft dimaksud a ka n ditunggu hingga tanggal 3 1 Mei 201 1 untuk kemudian d iadopsi secara ad referendum. 9.

SOCA mencatat perkemabangan yang dilaporkan I ndonesia mengenai pembentukan AHA Centre. SOCA juga mencatat laporan Thailand mengenai proses legal internal untuk persetujuan draft Agreement On The Establishment O f The Asean Coordinating Centre For Humanitarian Assistance On Disaster Management (AHA Cen tre), utamanya terkait Article 13 d a l a m perjanj i a n yang d i m a ksud.

Perwakilan dariChair of the Committee of Permanent Representatives to ASEAN (CPR) memberikan penjelasan singkat pada siding SOCA mengenai fnalisasi rekomendasi pembentukan ASEAN Ministerial Meeting . on Sports. Sidang menyepakati untuk m enyertakan pembahasan mengenaRecommendation on the Establishment of the ASEAN Ministerial Meeting on Sports (AMMS) pada siding ASCC Council mendatang.

SOCA menyepakati bahwa berdasarkan masukan dari sejumlah negara kesepakatan pun tercapai bahwa pembahasan instrumen di tingkat ASEAN terkait pekerja migran belum akan dibahas di tingkat le b ih tinggi. lsu pekerja mig ran masih memerlukan pembahasan lebih lanjut dan I ndonesia a ka n terus melakukan diplomasi dengan sejumlah negara ASEAN lain agar pekerja migran dapat lebih terl indungi. PELAKSANAAN THE srh ASCC COUNCIL MEETING Sebagai Ketua ASEAN tahun 201 1 , I ndonesia telah menjadi tuan rumah penyelenggaraan Pertemuan Ke-5 Pilar Kom u nitas Sosial Budaya ASEAN (5rh ASEAN Socio-Cultural Community! ASCC Council Meeting) pada tanggal 28-30 April 201 1 d i Jaka rta dan pertemuan Ke-8 Komite Pejabat Senior untuk Kom u n itas Sosia l Budaya ASEAN ( srh Senior Officials Committee for the ASCC!SOCA) yang dilaksanakan pada tanggal 25-27 April 201 1 . Kedua pertemuan d i maksud d i p i m p i n oleh I ndonesia selaku ASCC Chair tahun 2 0 1 1 dan dihadiri sel u ru h N egara Anggota ASEAN d a n Sekretariat ASEAN.

3. HASIL SIDANG THE 5th ASCC COUNCIL MEETING

1 . Pertemuan ASCC Council bertuj uan membahas upaya pening katan kerja sama ASEAN di bidang sosial budaya dan sekaligus mengevaluasi perkembangan implementasi Cetak Biru Komunitas Sosial Budaya ASEAN (ASCC Blueprint) yang merupakan pedoman pembentukan Komunitas Sosial Budaya ASEAN tahun

2015.

Beberapa isu yang menjadi prioritas kerja sam a selama tahun 201 1 , antara lain di bidang lingkungan, pendidikan, penyakit menular (HIV/AIDS), penyandang cacat, keanekaragaman kebudayaan di ASEAN, dan olahraga.

2. ASCC Council menyepakati bahwa AHA Center (ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management) a ka n diresmikan segera. Berkeduduka n di Jaka rt�HA Center merupakan salah satu komponen penting dalam kerjasama ASEAN di bidang penanganan bencana pada tingkat regional. 41

3. ASCC Council telah mencatat laporan Indonesia pada forum SOCA mengenai perkembangan pembahasan isu pembentukan instrumen ASEAN mengenai perl indungan dan pemajuan hak pekerja migran. Laporan ini sejalan dengan pandangan I ndonesia mengena i pentingnya forum SOCA dan ASCC Council untuk membahas dan memberikan masukan atas kebuntuan proses d rafting instrumen dimaksud di tingkat sectoral bodies

Da lam pembahasan isu perempuan dan anak, I ndonesia juga telah melaporkan tentang progress program kerja ASEAN Commission on the Protection and Promotion of the Rights of Women and Children (ACWC).

5. ASCC Council mencatat rencana penyelenggaraan pertemuan antara Civil Society Organization (CSO) dengan para Kepala Nega ra/Pemerintah ASEAN di sela-sela KTT ASEAN Ke-1 8 mendatang. Di samping itu, juga direncanakan adanya pertemuan an tara kelompok pemuda dengan Kepala Negara/Pemerintah. Pertemuan dimaksud merupakan upaya untuk memberdayakan peran masyarakat khususnya pemuda dan CSO untuk d a pat berpartisipasi dalam mewujudkan Komunitas ASEAN 201 5.

ASCC Council menyepakati agar I ndonesia selaku Ketua ASCC Council akan melaporkan hasil pertemuan Dewan Komunitas Sosial Budaya ASEAN Ke-5 kepada para Kepala Negara/Pemerintah sebelum pembukaan KIT ASEAN Ke- 1 8 di Jakarta.

ASCC Council juga mencatat rencana pelaksanaan Pertemuan SOCA dan ASCC Council selanjutnya pada bulan September 201 1 di Semarang.

Berkaitan dengan hal tersebut, pertemuan ke-5 ASCC Council telah menghasilkan sejumlah rekomendasi dan kesepakatan bagi upaya peningkatan kerja sama dalam isu-isu prioritas d i ma ksud yakni: a. Penyusunan

Statement yang akan diadopsi pada KIT ASEAN Ke-1 9 di Bali bulan November 201 1 tersebut merefeksika n komitmen dan posisi bersama ASEAN dalam kerja sama di bidang l ingkungan hidup, khususnya dalam rangka menghadapi pertemuan Konferensi COP 1 7 dan CMP7 dimaksud.

Dalam isu penyakitmenular, ASCCCouncil telah mendukung inisiatifl ndonesia selaku Ketua ASEAN 201 1 , yang akan menjadi tuan rumah penyelenggaraan ASEAN Dengue Day (Hari Demam Berdarah) tingkat regional pada tanggal 1 5 juni 201 1 . Disamping itu ASCC Council juga telah mendukung sejumlah

kegiatan I ndonesia di bidang H IV/AIDS antara lain rencana pembentukan a renewal ASEAN Declaration of Commitment on HIV and AIDS, peluncuran ASEAN Regional Report on HIV and AIDS, ASEAN Work Program on AIDS IV serta kegiatan pertemuan dan pameran mengenai HIV/AIDS. c.

Dalam rangka meningkatkan peran dan partisipasi penyandang cacat di kawasan,ASCCCounciljuga mendukung usulan I ndonesia untukmembentuk Bali Declaration on the Enhancement of the Role and Participation ofPersons · with Disabilities. Outcome document yang a kan diadopsi para Pemimpin ASEAN pada KTT ke- 1 9 ASEAN tersebut merupakan dokumen pertama yang merefe ksikan komitmen ASEAN mengenai pentingnya peningkatan peran dan partisipasi penyandang cacat dalam mendukung pembangunan di negara ASEAN. Dalam kaitan ini, Thailand berencana juga membentuk ASEAN Decade of Persons with Disabilities (201 1 -2020) dalam rangka turut melengkapi peningkatan kerja sama ASEAN di bidang penyandang cacat.

d. ASEAN juga memberikan perhatian penting dalam upaya peningkatan kerja sama kebudayaan dalam rangka mendorong peningkatan kerja sama people to people contact. Dalam hal i n i, ASCC Council tel a h menyepakati u n t u k m e m be n t u k "ASEAN Declaration on a Shared ASEAN Cultural Identity: Towards Strengthening the ASEAN Community ". Dalam kaitan ini, I ndonesia berinisiatif untuk menyelenggarakan special meeting gu na memfinalisasi d raft Deklarasi di maksud bersama sectoral body ASEAN terkait. e.

Dalam isu pendidikan, ASCC Council mencatat tantangan yang dihadapi ASEAN dalam upaya mengimplementasikan 21

action lines Cetak Biru

Komunitas Sosial Budaya ASEAN (ASCC Blueprint}, khususnya terkait upaya memajukan dan memprioritaskan pend idikan kawasan. Dalam hal ini, ASCC Council mencatat perl unya mempererat kerja sama pendidikan ASEAN berdasarkan ASEAN 5-Year Work Plan on Education (WPE) dan peningkatan kerja sama dengan negara-negara mitra wicara da r)outheast Asian Ministers of Education Organization (SEAM EO). f.

ASCC Council juga telah menyetujui rekomendasi Komisi Perwakilan Tetap ASEAN (Committee of Permanent Representatives/CPR) untuk membentuk badan sektoral baru setingkat menteri pada bidang olahraga (ASEAN Ministerial Meeting on Sports) sebagai forum penting dalam rangka peningkatan kerja sama olahraga di ASEAN. ASCC Council menyepakati untuk merekomendasikan isu ini untuk diba has lebih lanjut dalam KTI ASEAN ke-1 8.

4. KESIMPULAN SIDANG THE srH ASCC COUNCIL MEETING Secara garis besar, pertemuan ke-5 ASCC Council mengidentifkasi sejumlah prioritas spesifk yang dapat d isampaikan ASCC untuk tahun 201 1 : 1 . KTI ke-18 ASEAN merupakan sebuah even yang istimewa karena

diselenggarakan di tengah semakin kompleks dan beragamnya tantangan yang dihadapi negara-negara ASEAN baik di tingkat nasional, regional, maupun global. Di tengah situasi seperti ini, ASEAN sebagai sebuah organisasi regional harus mampu menunjukkan arti pentingnya dengan cara menawarkan solusi terhadap tantangan-tantangan tersebut. Beberapa tantangan yang saat ini dihadapi ASEAN dan akan d i bahas lebih lanjut adalah mencapai ketahanan pangan dan ketahanan energ i. Mening katnya jumlah pendudukdu n ia, yang akan mencapa i sembilan milyar pada 2045, a kan menajamkan kompetisi untuk mendapatkan akses terhadap bahan pa ngan, air bersih, dan energi. Guna mengantisipasi situasi itu, Presiden

Rl meng h 1 mbau ASEAN u ntuk memprioritaskan kegiatan penelitian dan pengembangan serta mendorong mvestasi yang lebih besar di sektor pangan, mempertimbangkan pembentukan

sistem cadangan pangan ASEAN untuk membantu meningkatkan taraf hidup petani, serta meningkatkan peran energi terbarukan. Untuk itu, pusat-pusat penelitian energi terbarukan disarankan untuk segera dibangun di Negara-negara ASEAN. Adapun tiga prioritas I ndonesia selama masa kepemimpinan sebagai Ketua ASEAN antara lain : Pertama, adalah memastikan tercapainya kemajuan-kemajuan penting dalam membangun Komunitas ASEAN. Kedua, adalah memastikan terpeliharanya tatanan dan situasi di kawasan yang kondusif bagi upaya pencapaian pembangunan. Ke tiga adalah perlunya visi "ASEAN pasca 201 5" yaitu peran Komunitas ASEAN di an tara Komunitas Global Bangsa-Bangsa. Rakyat haruslah menjadi yang pertama dan yang paling mendapatkan keuntungan dari berbagai inisiatif ASEAN. Sebanyak 1 0 pemimpin negara hadir dalam KTT kal i ini. Mereka adalah Presiden Susilo Bambang Yudoyono, Haji Hassanal Bol kiah Mu'izzaddin Waddaulah (Brunei Darussalam), Hun Sen (PM Kamboja), Tomngsing Thammavong (Laos), Sri Muhammad Najib Tun Abdul Razak (Malaysia), Thein Sein (Myanmar), Benigno Aq uino I l l (Filipina), F Jayakumar (Si ngapura) dan Abhisit Vejjajiva (Thailand), dan Nguyen Tan Dung (Vietnam)

Berikut kesepu luh isu utama KTT ASEAN berikut kesepakatan yang dicapai oleh para pemimpin ASEAN :

1.

Konektivitas ASEAN. Pemimpin ASEAN menyadari tujuan pembangunan konektivitas

ASEAN harus segera diwujudkan. Oleh karena itu, master plan yang berkaitan dengan ASEAN Con nectivity disepakati harus ditindaklanjuti sehingga semua negara mampu membangun konektivitas regional. Konektivitas itu dilakukan dengan membangun infrastruktur, transportasi, telekomunikasi, dan people to people contact.

2. Ketahanan pangan dan energi. Para leader ASEAN merasakan pada tingkat dunia terdapat gejolak harga pangan dan minya k bumi dengan volatilitas tinggi. Bahkan dalam waktu 6 bulan terakhir harga pangan dan minyak bumi naik sistematis. l n i tentu memberikan dampa k tidak baik bagi upaya meningkatkan keseja hteran rakyat. Kenaikan harga pangan yang terus melambung langsung atau tidak akan meningkatkan jumlah kemiskinan masyarakat. Para pemimpin ASEAN sepakat untuk melakukan kerjasama regional menghadapi ancaman kecukupan pangan,

terutama harganya, dan ketahanan energi. ASEAN sepakat untuk meningkatkan produksi pangan dan membangun cadangan beras pada tingkat regional. Selain itu, meningkatkan kerjasama d i bidang research and development agar produksi pangan ditingkatkan. Kerjasama ASEAN dengan ASEAN + 3 juga ditingkatkan dalam membangun cadangan pangan pada tingkat kawasan yang l uas. Di bidang energi, ASEAN sepakat mengembangkan energ i terbarukan. 3. Manajemen dan resol usi konfik. Yang jadi perhatian d unia sekaran g ini adalah konfik perbatasan Thailand dan Kam boja. Pemi m pi n ASEAN mempunyai sikap sama d a n mendorong kedua negara untuk m e m i l i h jalan damai d a n m e n cegah terjadinya eskalasi konfik.

Sebe l u m penyelenggaraaan KTT ASEAN ke-1 9 pada November mendatang di Bali, a ka n digelar ASEAN Fair yang d i i kuti oleh kalangan masyarakat.

6. Penanganan bencana alam. Kawasan ASEAN sangat rawan beflcana alam. Karena itu, pem impin ASEAN sepakat meningkatkan kerjasama dalam lati han penanggula ngan bencana a lam. Lati han itu untuk meni ngkatkan respons terhadap bencana a lam di ASEAN.

7. Kerjasama subkawasan ASEAN. Pada KTT kali ini juga dilaksanakan konferensi antara negara-negara yang bekerjasama dalam subkawasan. Pemimpin ASEAN sepakat kerjasama subkawasan itu juga ditingkatkan. 8. Penyelengaraan The 1 st East Asia Su mmit. Acara itu disepakati diselenggarakan di Indonesia dan untuk pertamakalinya akan d ihadiri oleh 2 anggota baru, yaitu Amerika Serikat dan Rusia. Konferensi Asia Ti mur akan membahas ekonomi maupun politi k dan keamanan d i kawasan i n i . Secara lebih kita spesifk, KTT akan membahas tentang pemberantasan terorisme, keja hatan transnasional, dan keamanan di laut China Selatan dan Korea.

9. Keanggotaan Timor Leste. Timor leste secara formal telah mengajukan pr_oposal kepada Presiden Susilo Bambang Yudoyono agar keanggotaannya di ASEAN dipercepat. Anggota ASEAN menerima kehadiran Timor Leste itu, sebab secara geografs, geopolitik, dan geoekonomi sepatutnya menjadi anggota ASEAN. Pemimpin ASEAN memberi tugas para menteri ASEAN untuk membuat rekomendasi dan akan diserahkan kepada KTT ASEAN mendatang. Rekomendasi itu terkait apakah Timor Leste telah siap menjadi anggota ASEAN dengan segala kewajiban-kewajibannya dan sebaliknya. Tapi kapasitas Timor Leste juga harus dibantu dibangun supaya pada saatnya nanti bisa masuk ke ASEAN. 1 0. Pertukaran Myanmar dan Laos sebagai Ketua ASEAN. Myanmar semula ingin jadi ketua pada tahun 2.0 1 6 dan Laos tahun 201 4. Laos ingin bertukar waktu sehingga keketuaannya dalam ASEAN dimundurkan. Para pemimpin ASEAN pad a prinsipnya tidak berkeberatan dengan permintaan itu, namun Myanmar harus terus mendukung proses demokrasi dan rekonsiliasinya yang tengah berjalan di negaranya.

1 . LATAR BELAKANG

Pertemuan Komite Pejabat Senior untuk Komunitas Sosial Budaya ASEAN ini dilaksanakan untuk mematangkan isu seputar masalah sosial budaya di kawasan regional, juga mengevaluasi perkembangan implementasi pembentukan Komunitas Sosial Budaya ASEAN 201 5. Sidang Senior Officials Committee for the ASCC (SOCA) ke-9 yang diikuti sejumlah delegasi dari sepuluh negara ASEAN dilaksanakan di Hotel Gumaya, Kota Semarang, pada tanggal 8-9 Oktober 201 1 . Sejumlah isu yang dibahas seperti masalah HIV/AIDS, peningkatan peran dan partisipasi untuk para penyandang catat, pembentukan pusat penanggulangan bencana ASEAN, serta perkembangan implementasi pembentukan Komunitas Sosial Budaya ASEAN 201 5. lsu lain yang akan dibahas rencana pembentukan badan berkaitan dengan olahraga ASEAN, melaporkan kesiapan ASEAN untuk membawa isu perubahan iklim pada United Nations Framework Convention on Climate Change (UNFCCC) di Afrika Selatan pada Desember mendatang, guna sebagai upaya pencapaian Millenium Development Goals (MDGs) 201 5. Seluruh isu yang dibahas akan dibawa dalam pertemuan ASEAN yang akan digelar pada 1 5- 1 9 November 201 1 di Bali.

Sesmenko Kesra menyampaikan bahwa ini adalah kesempatan bagus untuk Kota Semarang memperkenalkan desti nasi wisata andalannya agar semakin dikenal dalam radar negara-negara ASEAN. Selama ini Semarang belum masuk dalam sepuluh kota destinasi wisata a ndalan, hingga penyelenggaraan

penyelenggaraan The 9th SOCA Meeting pada ta nggal 8-9 Oktober 201 1 di Hotel Gu maya, Semarang. Pertemuan dimaksud dipimp!n oleh I ndonesia selaku Chair tahun 201 1 dan dihadiri seluruh Negara Anggota ASEAN dan Sekretariat ASEAN. 2.

Pertemuan ke-9 Senior Officials Committee for ASCC (SOCA) dipimpin oleh l ndroyono Soesilo, Sekretaris Kementerian Koordi nator Bidang Kesejahteraan Rakyat, Republik I ndonesia dan di hadiri para pejabat setingkat eselon I pilar Sosial Budaya dari seluruh negara Anggota ASEAN. Pertemuan tersebut juga dihadiri oleh Dr. Surin Pitsuwan, Sekretaris Jenderal ASEAN.

3. HASIL SIDANG THE gth SOCA MEETING 1.

SOCA ke-9 mencatat perkembangan yang dilaporkan oleh Asean Sekretariat pada implementasi cetak biru ASCC. Perkembangan tersebut termasuk menyoroti perkembangan terbaru di beberapa sektor (karakteristik dan elemen) cetak biru dan status laporan menenai transisi menuju format baru untuk memantau pelaksanaan cetak biru (sstem monitoring yang berfokus pada implementasi. Dalam mencatat status dan perkembangan yang disusun dalam pengembangan i ndi kator yang digunakan pada scorecard yang disetujui oleh negara-negara anggota, KJL terkait dan ASEAN Sekretariat perlu mempercepat proses untuk meyakinkan bahwa perkembangan scorecard dapat diselesaikan di akhir tahun 201 1 .

SOCA ke-9 mencatat bahwa Indonesia berencana untuk mengundang Para Menteri ASEAN yang memiliki tanggungjawab untuk bidang seni dan Budaya untuk acara retreat pada 1 7 November 2 0 1 1 d i Bali sejalan dengan penandatangan Declaration on ASEAN Unity in Cultural Diversity: Towards Strengthening ASEAN Community.

5 . SOCA ke-9 menimbang bahwa dokumen-dokumen berikut akan ditandatangani pada acara KTI ASEAN ke- 1 9 dan merekomendasikan bahwa Dewan ASCC mengesa hkannya melalui ad referendum paling lambat 3 1 Oktober 201 1 , d isusul pengesahan oleh KJL terkait paling lam bat 1 4 Oktober 201 1 : •

Memorandum of Understanding (MoU) between the Government of Member States of the Association of Southeast Asian Nations (ASEAN) and theGovernment of the People's Republic of China on Health Cooperation (Annex 6) - the Meeting acknowledged that the MOU will be signed by the ASEAN Foreign Ministers

Sidang mencatat bahwa semua dokumen yan g a ka n diadopsi dan d itandatangan tersebut mensyaratkan semua negara a ng g ota untuk menyelesaikan proses persetujuan internal mereka sebelum KTI ke- 1 9.

SOCA ke-9 mencatat bahwa pertemuan pendahuluan ASEAN Ministers on Woman held yang d iadakan pada 6 Oktober 201 1 di Bogor, Indonesia telah mengadopsi Kerangaka Acuan Kerja TOR AMMW.

SOCA ke-9 sepakat untuk merekomendasikan pada Dewan ASCC untuk mengesahkan pembentukan AMMW untuk persetujuan ASEAN Leaders selama KTI ke- 1 9

SOCA ke-9 juga menyepakati untuk merekomendasikan kepada Dewan ASCC untuk mengesahkan rekomendasi terhadap KTI ASEAN untuk memproklamirkan bahwa tahun 201 1 -2020 sebagai Dekade ASEAN untuk Penyandang Cacat.

1 0. SOCA ke-9 mencatat bahwa catatan konsep mengenai The ASEAN Decade on Persons with Disabilities selanjutnya akan dielaborasi dan d isahkan melalui AMSWD. 1 1 . SOCA ke-9 menyetujui bahwa dua hal tersebut akan di masukan dalam Chairman Statement KTT ke- 1 9. 1 2. SOCA ke-9 m e ncatat ba hwa The ASEA N Roadmap for the Attainment of MDGs akan menerima pengesahan ad referendum oleh Dewan ASCC sebelum KTT ASEAN ke-1 9. 1 3.

SOCA ke-9 mencatat bahwa pembaharuan perkembangan implementasi T h e ASEA N Declaration on the Protection andPromotion of the Rights of Migrant Workers aka n d i masu ka n ke dalam laporan Sekjen ASEAN kepada KTT ASEAN pada keseluruhan perkembangan implementasi Cetak Biru ASCC. Sebagaimana praktek yang lazim dilakukan, laporan Sekjen ASEAN akan di bagi dengan Komite Perwakilan Tetap (CPR) sebagai masukan.

Pimpinan Sidang SOCA-9, dalam konsultasinya dengan Negara anggota ASEAN lainnya dan dengan bantuan ASEAN Sekretariat akan menyiapkan laporan mengenai hasil capaian pada ASCC ke-6 kepada ACC melalui JPM pada tanggal 1 2 Oktober di Bali. 1 6. SOCA ke-9 selanjutnya menyepakati bahwa laporan tertulis pimpian sidang ASCC ke-6 kepada ACC akan disiapkan melalui konsultasi dengan Negara anggota ASEAN lainnya dan dengan bantuan Sekretariat ASEAN. 1 7. Filipina menyampaikan bahwa SOCA ke-9 yang tidak dikomentari menyusul kertas posisi sidang SOCA sebelumnya yang disiapkan olehFilipina. Selanjutnya Filipina mengajukan usul agar batas waktu Negara a nggota ASEAN untuk memberikan komentar agar diperpanjang hingga Desember 201 1 . 1 8. SOCA ke-9 mencatat bahwa non-paper disiapkan oleh ASEAN Sekretariat dan disyaratka ole ASEAN Sekretariat untuk draft TOR SOCA, memperhitungkan prinsip-prinsip yang dienumerasikan dalarmon-paperuntuk pembahasan SOCA meeting selanjutnya pada tahun 201 2. Pertimbangan terhadap d raft TOR SOCA akan dilakukan pada saat revisi draft SOC-COM

VII. THE 61H ASEAN SOCIO-CULTURAL COMMUNITY (ASCC) COUNCIL MEETING HotelGumaya, Semarang 10-11 Oktober 2011

1 . LATAR BELAKANG 7. Blueprint ASEAN Community (AC) disepakati melalui Deklarasi Cha-Am Hua Hin pada KTT ASEAN ke-1 4 di Thailand bulan Maret 2009. Blueprint ASEAN Community berdiri di atas tiga pilar, yaitu Pilar Ekonomi dalam ASEAN Economic Community (AEC), Pilar Politik dan Keamanan dalam ASEAN Political and Security Community (APSC), serta Pilar Sosio Budaya dalam ASEAN Socio-Cultural Community (ASCC)

2. ASCC Blueprint diadopsi oleh Kepala Negara ASEAN dalam deklarasi yang sa rna dan merupakan pedoman pembentukan Komu nitas Sosial Budaya ASEAN tahun 201 5 3.

2. PELAKSANAAN THE 6TH ASCC COUNCIL MEETING 1 . Sebagai Ketua ASEAN tahun 201 1 , I ndonesia telah menjadi tuan rumah penyelenggaraan Pertemuan Ke-6 Pilar Komunitas Sosial Budaya ASEAN (6"' ASEAN

Socio-Cultural Communlty/ASCC Council Meeting) pada tanggal 1 0-1 1 Oktober 201 1 dan pertemuan Ke-9 Komite Pejabat Senior untuk Komunitas Sosial Budaya ASEAN ( gJt Senior Of cials Committee for the ASCCISOCA) yang dilaksanakan pad a tanggal 8-9 Oktober 201 1 di Semarang, Jawa Tengah. Kedua pertemuan dimaksud dipimpin oleh I ndonesia selaku ASCC Chalrtahun 201 1 dan dihadiri seluruh Negara Anggota ASEAN dan Sekretariat ASEAN.

Deklarasi dimaksud telah mempertegas komitmen ASEAN untuk meningkatkan peran dan partisipasi penyandang disabilitas di kawasan diantaranya melalui perlindungan dan pemenuhan hak hak penyandang d isabilitas dalam berbagai lingkup kehidupan termasuk hak politik, penggunaan informasi serta akses pada lingkungan, transportasi, dan dalam situasi bencana yang didasarkan pada kesamaan hak. Terkait dengan Deklarasi tersebut, KTT juga diharapkan dapat memproklamirkan ASEAN

Decade of Person with Disabilities (201 1-2020): the Thematic Years to Promote Disability Inclusive Development In ASEAN dalam rangka turut melengkapi peningkatan kerja sama ASEAN di bidang penyandang cacat, sebagai satu kesatuan dokumen. c) Terkait isu ling kungan hidup, ASCC Council telah menyetujui diadopsinya

ASEAN Leaders' Statement on Climate Change to the United Nations Frame Work Convention on Climate Change (COP 1 7) and the 7th Session of the Conference of Parties serving as the Meeting of Parties to the Kyoto Protocol (CMP7) oleh para Pemimpin ASEAN pad a KTT ASEAn ke-1 9. Statement dimaksud telah menegaskan keinginan ASEAN untuk memilki posisi bersama dalam isu lingkungan hidup, khususnya dalam pertemuan Konferensi COP 1 7 dan CMP7 di Durban, Afrika Selatan, November 201 1 mendatang. d) Berkenenaan dangan isu penanganan bencana alam, ASCC Council telah menyetujui penandatanganan Agreement on the Establishment of ASEAN

Coordinating Center fo Humanitarian Assistance on Disaster Management (AHA Center) oleh para Menteri Luar Negeri ASEAN yang dijadwa l ka n juga berlangsung pada KTT ASEAN ke-1 9 di Bali. Penandatanganan akan disaksikan oleh para Kepala Negara/Pemerintahan ASEAN. Persetujuan akan menjadi landasan h ukum bagi beroperasinya secara pen u h pusat penanganan bencana tingkat regional yang berkedudukan di Jakarta dimaksud. e) Terkait isu pemajuan budaya, ASCC Council menyetujui Declaration on ASEAN

Unity in Diversity: Towards Strengthening ASEAN Community untuk dapat ditandatangani oleh para Menteri terkait pada KTT-9 di Bali Bulan November 201 1 . Deklarasi tersebut menegaskan komitmen negara-negara ASEAN untuk memperkuat integrasi ASEAN melalui pengakuan, dan kerja sama perlindungan dan promosi keanekaragaman budaya di ASEAN.

Dialog Publik ini di hadiri oleh 1 80 peserta, yang terdiri dari : Para Budayawan, Tokoh Agama, Tokoh Masyarakat, akademisi, dan masyarakat Kota Semarang. Adapun rekomendasi yang dihasilkan usai terselenggaranya acara dialog publik adalah sebagai berikut : 1 . Para peserta Dialog Publik menyambut baik upaya-upaya dialog yang dilakukan I ndonesia membangun kerjasama antara negara-negara ASEAN guna mewujudkan Masyarakat ASEAN 201 5, sehingga dapat diminimalisir berbagai pertikaian budaya dan seni yang satu sama lainnya merasa memiliki. 2. Disarankan agar I ndonesia memiliki jurusan tersendiri di U niversitas-Universitas yang secara khusus membahas tentang kerjasama regional ASEAN. Hal ini penting untuk

dilaksanakan karena hingga saat ini orang-orang yang mau mempelajari ASEAN secara khusus harus mengambil jurusan tersebut jauh-jauh ke Amerika. Selain itu, dibukanya jurusan khusus tentang ASEAN ini akan makin meningkatkan rasa kesadaran dan rasa memiliki bangsa I ndonesia akan keberadaan ASEAN sebagai sebuah komunitas regional. 3. Rektor UNDIP mengingatkan agar kerjasama ASEAN di berbagai bidang yang sudah dilaksanakan selama ini harus benar-benar diarahkan agar menyentuh masyarakat secara riil dan berwujud, bukan hanya seremonial di elit pemerintah antar negara ASEAN saja. 4. Terkait isu kesenian dan budaya, harus segera diupayakan pembentukan even/ kegiatan rutin yang dapat mewadahi secara luas ragam kesenian dan budaya dari negara negara anggota ASEAN. Even/kegiatan rutin ini dalam perkembangannya akan menjadi perwujudan dari kegiatan people to people contact yang menjiwai ASEAN. 5. Dalam upaya menigkatkan interaksi antar masyarakat People to People Contact perlu dibangun terus pertukaran kunjungan, pertukaran pemuda dan pelajar, misi-misi kesenian a ntar Masyarakat ASEAN dan kegiatan budaya lainnya.

IX. THE JOINT PREPARATORY MEETING AND RELATED MEETINGS Bali Nusa Dua Convention Centre, 1 6 November 201 1

1 . LATAR BELAKANG Pertemuan Persia pan Bersama (Joint Preparatory Meeting - JPM) yaitu Pertemuan para Pejabat TingkatTinggi dari ketiga pilar ASEAN, akan diselenggarakan di Bali Nusa Dua Convention Centre, BN DCC, Bali, I ndonesia, pada 1 2 Oktober 201 1 , dalam rangka untuk membahas persia pan untuk Pertemuan ke-9 Dewan Koordinasi ASEAN (ACC), yang akan diselenggarakan di Bali pad a tanggal 1 6 November 201 1 . Pertemuan akan memainkan peran penting dalam mengkoordinasikan inisiatif dan masukan dari Pejabat Tinggi ASEAN (SOM), Pejabat Tinggi Ekonomi ASEAN (SEOM) dan Pejabat Tinggi Sosiai-Budaya ASEAN (SOCA) untuk mempersiapkan pertemuan Dewan Koordinasi ASEAN. Para Pejabat Tinggi dari SOM, SEOM dan SOCA Negara Anggota ASEAN akan hadir di JPM dalam rangka untuk memastikan kerja di pilar politik keamanan, ekonomi dan sosial-budaya ASEAN dapat berjalan secara koordinatif, sinergis dan harmonis.

2. HASIL PELAKSANAAN JPM AND RELATED MEETINGS 1 . JPM and Related Meetings telah dilaksanakan di Bali tanggal 1 2 Oktober 20 1 1 . Agenda yang dibahas pada JPM for the ACC ini adalah persia pan untuk KTT ke-1 9 dan KTT terkait lainnya. 2. Pada dasarnya tidak ada permasalahan mendasar terkait persiapan substansi maupun 77

berbagai outcome documents. Meski demikian, perlu diantisipasi a ka n terdapat beberapa tambahan lainnya pada pilar sosial budaya di masing-masing negara anggota ASEAN sebagai hasil dari pertemuan ASEAN sectoral bodies yang akan diadakan menjelang KTI ASEAN ke1 9. Sehingga perlu koordinasi efektif tingkat nasional antara KJL yang menjadi focal point. 3.

Perlu dilakukan inventarisasi dan konsolidasi elemen-elemen kepentingan nasional d i seluruh outcome documents yang masih dalam proses fnalisassi oleh KJL terkait.

Pertemuan ke-9 Dewan Koord inasi ASEAN telah d iselenggarakan pada 1 6 November 201 1 , memba has persia pan KTI ASEAN ke- 1 9 dan KTI Terkait serta isu-isu yang berhubungan dengan keorga nisasian ASEAN, termasuk mengenai permohonan keanggotaan Timor-Leste d i ASEAN. Pertemuan dipimpin oleh Menteri Luar Negeri Marty Natalegawa.

Pertemuan mencatat laporan Sekretaris Jenderal ASEAN, laporan Komite Wakil Tetap ASEAN, lapora n Gugus Tugas u ntuk l nisiatif bagi l ntegrasi ASEAN (Initiative for ASEAN I ntegration), dan laporan dari Komite Koordinasi u ntuk Konektivitas ASEAN. Selain itu, Pertemuan juga membahas Anggara n Operasional Sekretariat ASEAN untuk tahun 201 2.

Pertemuan Dewan Koordinasi ASEAN menyam but baik keinginan dan permohonan resmi Timor-Leste u ntuk menjadi anggota ASEAN dan menyetujui pembentukan suatu kelompok kerja d i bawah Dewan Koordinasi ASEAN u ntuk membahas lebih lanjut mengenai permohonan keanggotan tersebut sesuai dengan Piagam ASEAN.

X. THE 1 91H ASEAN SUMMITS Bali N usa Dua Convention Centre, 1 7- 1 9 November 201 1

1 . LA TAR BELAKANG Para Pemimpin Negara Anggota ASEAN bertemu di Bali, I ndonesia, pada 1 7 November 201 1 dalam rangka KTI ASEAN ke-1 9. KTT dipimpin oleh Presiden Republik Indonesia Dr. Susilo Bam bang Yudhoyono. KTT membahas perkembangan menuju pencapaian Komunitas ASEAN 201 5 dan implementasi Piagam ASEAN, yang mencakup tiga pilar Komunitas ASEAN dan Konektivitas ASEAN. Selain itu, para Pemimpin ASEAN akan melakukan pembahasan mengenai topik ASEAN dan kawasan yang lebih luas, yang mencakup hubungan eksternal ASEAN dan KTI Asia Timur. Para Pemimpin ASEAN juga membahas topik mengenai Komunitas ASEAN dalam Komunitas Global Bangsa-Bangsa serta melakukan pertukaran pandangan mengenai perkembangan dan situasi terkini di kawasan, pemulihan ekonomi global, G-20, ketahanan pangan dan energi, perubahan iklim, serta isu-isu lain yang relevan bagi ASEAN. KTT ASEAN ke- 1 9 ini telah menghasilkan beberapa dokumen, termasuk Deklarasi Bali mengenai Komunitas ASEAN dalam Komunitas Global Bangsa-Bangsa dan berdirinya ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Center) di Jakarta.

2. PELAKSANAAN KTT ASEAN KE- 1 9 Konferensi Tingkat Tinggi (KTI) Asean ke- 1 9 di Bali yang ditutup 1 9 November 201 1 telah sukses diselenggarakan oleh I ndonesia. KTI telah menghasilkan sembilan capaian utama. Di antaranya adalah langkah-langkah nyata untuk memperkuat tiga pilar Komunitas Asean, memperkuat pertumbuhan ekonomi kawasan, berperan penting dalam pembangunan arsitektur kerja sama kawasan yang lebih efsien dan efektif, memperkuat peran global ASEAN, memperkuat ekonomi Asia Timur, menjawab masalah l nternasional seperti keamanan pangan, air, dan energi, serta sekaligus juga perubahan iklim.

Karena wewenang u ntuk meng umu mkan status siaga terletak pada badan penangg u langan bencana di masing masing negara. Fungsi AHA Centre akan termaksimalkan bila tiga hal utam a yang menjadi syarat teknis terpenuhi, pertama, iptek kebenca naan, dimana kita harus tahu semua potensi bencana di kawasan ASEAN. Kedua adalah teknologi informasi dan komunikasi, dimana sekarang ini sedang d ikembangkan dengan baik, sehingga i nformasi cepat sampai dan tepat sasara n. Sedangkan syarat teknis ketiga adalah berujung pada manajemen bencana. The 1 9 th ASEAN Summit, under the Chairmanship's theme o f "ASEAN Comm..m ity in a Global Community of N ations," held in B a li on 1 7 N ovember 2 0 1 1 , was chaired by the President of the Republic of Indonesia, Dr. Susilo BambangYudhoyono, as the Chair of ASEAN i n 2011.

Conflict Resolution and Conflict Management 12.

We welcome the reco m m endatio n s

from our Foreign M i nisters on

the establishment of an A S E A N I n stitute for Peace and Reconci liation (A I P R) and decided to adopt the modality with a view to officially laun

medicine,

peacekeeping

operations, as well as the speedy convening of the inaugural EWGs meetings. We emphasized the importance of the A D M M - Plus as an important platform

to foster co nstructive

engagement between

ASEAN and its Dialogue Partners on strategic, defence and security issues affecting the region. We also underlined the role of the A D M M Plus EWGs a s platforms for practical cooperation between ASEAN and the Plus countries to strengthen the region's capacity and effectiveness in addressing common security challenges.

ASEAN Security Outlook (ASO) 28.

We welcome the adoption o f the standardized format of the ASEAN Security Outlook (ASO) to promote greater transparency, confidence and understanding of the regional defense policies and security perceptions

in

Southeast

Asia.

We

therefore

encourage

the

substantive contribution from all ASEAN Member States to the ASO and look forward to its first publication next year.

South East Asia Nuclear Weapon-Free Zone (SEANWFZ)

29.

W e welcome the conclusion of negotiati ons with the Nuclear Weapon States (NWSs) to enable the NWSs to accede to the SEANWFZ Protocol. The NWSs and ASEAN agreed to take the necessary steps to enable the signing of the Protocol and its entry into force at the earliest opportunity.

30.

We further welcome the adoption by consensus of the biennial SEANWFZ Resolution in the First Committee of the 66th United Nations General Assembly. We are highly encouraged that all NWSs, for the first time and unprecedentedly, not only suppo rted, but also 98

co-sponsored the resolution. We shall continue this constructive collaboration and maintain the positive momentum fo r the creation of a world that is free of nuclear weapons.

ASEAN Cooperation on Preserving Southeast Asia as a Nuclear Weapon-Free Zone and Free of all other Weapom of Mass Destruction (WMD)

31.

As one of the pu rposes of ASEAN is to preserve Southeast Asia as a Nuclear Weapon-Free Zone and free of all other weapons of mass destruction, we task our Foreign Ministers to deepen cooperation for total elimination of n uclear, chemical and biological weapons. I n accordance with the constitutional process of every ASEAN Member State, we encourage

the

u niversalization

of chemical

weapons

convention and biological weapons convention in our region.

32.

We commit to continue supporting international efforts t o achi eve a n uclear-weapons-free world. We support efforts at regional and international levels to promote nuclear disarmament, nuclear non proliferation, and peaceful uses of nuclear energy. We reaffi rm the need to advance towards the priority goal of nuclear disarmament and the achievement of the total elimination and legally-binding prohibition of nuclear weapons.

ASEAN Inter-governmental Commiss ion on Human Rights (AICHR) 33.

We welcome

the

progress

of

the

work

of

the

ASEAN

I n tergovernmental Commission on H u man Rights (AICHR) as the overarching in stitution in the promotion and protection of human rights in the region. The first ann ual report of AI C H R reflects that this Commission has evolved since its establis hment. We further welcome the commencement of the drafting of an ASEAN H uman Rights Declaration as

a

reflection of ASEAN's

progress in

respecting

fundamental rights, the promotion and protection of human rights and the promotion of social j ustice. We look fo rward to the early adoption of the ASEAN H u man Rights Declaration. I n this regard, we noted the task given by the Foreign Ministers to AICHR to fi nal ize the drafting of the ASEAN Human Rights Declaration, including through 99

the need to accelerate further the implementation of the remaining action plans of the political-security community blueprints and task the

ASEAN ECONOMIC COMMUNITY 39.

We welcome the deliberation of the bi-annual

achievement made in the AS EAN Economic Com munity Blueprint namely the AEC Scorecard. The evaluation results shall remain as a main guide in tracking progress in realizing an ASEAN Economic Community. In this regard, we further urge the development of the mentioned evaluation taking into account the real conditions of advancement based on different economic conditions in each AS EAN Member State.

Recognizing the benefits of sound and sustainable economic relations with partner countries, we reinforced our commitment to maintain the centrality and proactive role of ASEAN in relation to external parties.

welcome the

ASEAN

Framework for

Regional

Comprehensive Economic Partnership that establishes an ASEAN-led process by setting out principles under which AS EAN will broaden and deepenits engagement with FTA/CEP partners and subsequently with

other

external

economic

partners

towards

a

regional

comprehen9ve economic partnership agreement. This agreement includes trade in goods, trade in services, and investment as well as other areas related to trade, investment and economic cooperation. We

envisage that this

partnership

agreerrent

will

provide a

framework under which ASEAN and its external partners can address trade and investment issues that may emerge inthe future.

46.

We tasked relevant Ministers to develop a work plan to realize the goals set out in the ASEA N Framework for Regional Comprehensive Economic Partnership. To support these efforts, we agreed to the establishment of three Working G roups in the areas of Trade in Goods, Trade in Services and I nvestment to define the specific 103

principles and a template under which ASEAN will engage with partners. The Working Group on Trade in Goods will follow up on the outcome of the ASEAN Plus Working Groups on Rules of Origin, Ta riff N omenclature and Customs Procedures. Other working groups can be established based on the specific requirements as decided by the Ministers. The existing ASEAN Plus Working Group on Economic Cooperation will support the work of these groups by defining h ow economic cooperation will ensure that all ASEAN M ember States benefit from economic partnership in the areas of engagement. T he ASEAN Economic Community Council shall report the progress of this endeavor at the

20 th ASEAN Summit.

ASEAN Single Window

47.

We welcome the exercise of the ASEAN Single Window pilot projec t in the third quarter of

2 0 1 1 . We believe it to be a breakthroug h i n

realizing our commitment t o enhance regional trade facilitation by promoting trade efficiency and c o mpetitiveness. We reaffirm our commitment to fully implement the National Single Window no lat er than

We reflected how our present and future activities will impact the interests and qual ity of life of our children. Along this line, we reemphasized that food, water and energy security shall remain critical to the welfare of our people and to our policies in maintaining a resilient and competitive region.

W e believe that at this juncture, ASEAN must continue playing

an

active role in laying down the path for long term programmes in securing access of our peoples to food and water. As such, we call for enhanced research anddevelopment in the agriculture sector, a more coordinated food policy in the region, and greater investment in the agriculture sector. 1 06

58.

We are committed to make food sec urity one of our highest prior ities in our development programmes. We are of the view that agricult ural policies need to be reevaluated both at the national, regional

and

global level. There is an urgent need to increase efforts at th e national, regional and international level i n mainstreaming food security and sustainable agriculture development as an integral part of the national, regional and global development agenda. We fur ther commit to take measures in order to capitalize limited natural resources.

59.

We therefore welcome the adoption of the ASEAN Plus Three Emergency Rice Reserve (APTERR) at the ASEAN Ministers Meeting on Agriculture and Forestry in Jakarta last October. We look fo rward to the entry into force of the APTERR Agreement at the earliest possible time, and task our relevant Ministers to study the pos sibility of APTERR incorporating commodities other than rice to secure t he alarming risk of food price volatility.

60.

We agreed to reinforce our collective efforts to promote sustai nable usage and management of water resources in the region. We acknowledged further the importance of promoting sustainability of water resources in the region to ensure the interest of the peo ple of ASEAN, including people Hy ing along the Mekong River and the riparian countries.

We are conscious, with respect to the energy sector, o f the region's high dependence on fossil fuels and the volatility of fuel pric es in the world market. We underscored our determination to maintain high economic growth, to find viable alternative and renewable energy resources as well as to increase energy efficiency and conservation. We also noted with pleasure the adoption of the ASEAN Plus Three Comprehensive

potential asset in the future.

Macroeconomic Coordination and Financial Cooperation

65.

W e were pleased with the performance of the region's

economy, due

to strong domestic demand, coupled with sound macroeconomic management. We were concerned at the current fragi lity of the global

economy, due in particular to continued uncertainty in Europe and a slow recovery in the United States, but expressed confidence in our ability and the ability of the ASEAN-led process to weather the current situation. We noted with satisfaction the role of the private sector in maintaining the growth of our economies through their expanded private investment. We recognized that the surge in capital flows, inflationary pressures, a nd commodity price volatility has the potential to destabilize our economies. Against these challenges, we are determined to expand the appropriate macroeconomic policy and macro-prudential

measures

coordinated

responses.

66.

We welcome the p rogress towards i ntegrating our financial market by

2 0 1 5. We were also pleased with the progress reached in the

development of an ASEAN Investment Fund (AI F) . We were of the view that AS EAN should continue its involvement and contribution to attain a sustainable and balanced growth i n Asia. To this end, we look forward to the full operation of the Credit Guarantee and I nvestment Facil ity (CGI F) as a promising mechanism for private sectors to secure long-term funding through local bond markets. We were al so pleased to learn about the continued contribution of the Asian Bond Market I nitiative (A B M I ) in supporting investment and stabi lizing the capital market.

67.

We endorse o u r Ministers ' decision to continue enlisting private knowledge and expertise in the region to help realizing fi nancial integration. Along this line, we are encouraged with an enhanced collaboration between our financial officials and ASEAN+3 Research Group. We also acknowledge the vital role played by ASEAN + 3 Macroeconomic Research Offi ce (AMRO) in assisting the Chiang Mai I nitiative Multilateralization (C M I M) analyze the regional econ omy and detect risks. In this respect, we look forward to a stronger collaboration between the C M I M , ASEAN + 3 Research Group, and other relevant parties to have an early warning system, detect and prevent future crisis. We noted further the importance of improving cooperation in international remittance to reduce cost of transfer of money among ASFAN Member States.

We noted with satisfaction the progress of the implementation of the ASEAN Declaration on the Protection and Promotion of the Rights of M igrant Workers, including the development of the draft ASEAN Instrument on the Protection and Promotion of the Rights of Migrant Workers.

We tasked the ASEAN Labour Ministers Meeting to continue their work to implement the ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers, including to take a phased approach in the development of an ASEAN Instrument on the Protection and Promotion of the Rights of M igrant Workers in the region, starting by focusing on issues which are comfortable to all ASEAN Member States, in line with the existing national laws andjor policies, and in accordance with the Cebu Declaration.

Rural Development and Poverty Eradication

75.

We welcome the results of the 7th ASEAN Mi nisters Meeting on Rural Development and Poverty Eradication (7th AMRDPE) in Bandar Seri Begawan, Brunei Darussalam, 2 November 2 0 1 1 . We note with satisfaction the continued efforts made in addressing the priorities of the ASEAN Framework Action Plan on Rural Development and Poverty Eradication (2004-20 1 0) . We adopted the ASEAN Leaders' Statement on Climate Change to the 1 7th Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (UN FCCC) (CO P 1 7) and the 7th Session of the Conference of Parties serving as the Meeting of Parties (CMP7) to the Kyoto Protocol as our common position towards COP17 and CMP7 which will be held in Durban, South Africa, on 28 November - 9 December 2 0 1 1 . We reiterated our strong commitment to actively engage in addressing climate change issues both in mitigation and adaptation at the global level to ensure fair, effective and equitable outcome for a new climate change regime.

Recognition". We recommend that the said event be held periodically as the means to recognize cities with adequate air, land and water quality in the region. Education

We reiterated our calls to have the teaching of ASEAN studies at all levels, exchange of students programme, and the development of a framework of a transfer of credits among universities in ASEAN Member States.

We praised the implementation of the ASEAN Credit Transfer System (ACTS) among participating universities by the ASEAN University Network (AUN) as an effort to encourage greater mobility and exchanges among students in the region.

81.

We noted progress made in developing source materials on ASEAN for reference by schools, as well as the development of the AUN ASEAN Studies Course for Undergraduates. We also noted with satisfaction the collaboration of 5 (five) open universities in ASEAN to develop ASEAN perspectives on various issues and to strengthen the

partnership

among

ASEAN

universities

through

the

establishment of a "Master Degree Programme of ASEAN Studies" that will support the ASEAN integration and the ASEAN Community building. Women, Children and Other Vulnerable Groups

We welcome the Preliminary Meeting of the ASEAN Ministers on Women in Bogor, I ndonesia, on 6 October 2 0 1 1 . We approved the establishment of an ASEAN Ministerial Meeting on Women (AMMW) and also welcome the adoption of the Terms of Reference of AMMW by Ministers in charge of women to further strengthen ASEAN cooperation on women's empowerment and gender mainstreaming.

We also welcome the adoption o f the ASEAN Committee o n Women's Work Plan (201 1-20 15) that gives emphasis on mainstreaming gender perspective in ASEAN cooperation across sectors such as 113

environment, labour, health, and education. We also welcome the adoption of the ASEAN Strategic Framework on Sodal Welfare and Development (2 0 1 1- 2 0 1 5) aimed at

We underlined the i mportance of effective and comprehensive response to prevent and reduce the number of new H IV infections and provide appropriate treatment, care and support to key affected population and other vulnerable groups.

We welcome the official launch of 15 June as ASEAN Dengue Day at the regional level and the convening of the ASEAN Dengue Day Conference in Jakarta on 1 3- 1 4 June 2 0 1 1 to increase public awareness of dengue infection. We also commended the "Jakarta Call

ASEAN B usiness Travel Card that would help facilitate the movement of business people in the region and thereby promote people-to people connectivity as called forin the Master Plan. NARROWING THE DEVELOPM:NT GAP 1 0 2 . We have envisioned a better ASEAN that pers�mifies a more

balanced, inclusive and sustained ASEAN Community. In this regard, we continue our commitment to narrow the development gaps between ASEAN Member States through initiatives such as the IAI Work Plan II (2 009-2 0 1 5) that co vers the three pillars of the A SEAN Community blueprints along with enhanced coordination with other sub-regional framework, such as B I M P- EAGA, IMT-GT and, AMBDC, as well as the implementation of the MPAC. We would put special effort to ensure that the implemertation stage of this Work Plan addresses the concerns of the LDCs in ASEAN. We highly valued the conti nued participation of external parties, espedally our Dialogue Partners, in such undertakings. 1 0 3 . We welcome the effort by the Economic Research Institute for ASEAN

and East Asia (ERIA) to develop strong and sustainable S M E in the region. This includes, in particular, developing an ASEAN SME Policy Index to allow a comparative independent evaluation of SM E's

We therefore agreed to invite the ROK to play an enhanced role in the implementction of 1 5 projects under the Master Plan on ASEAN Connectivity, including in energy and infrastructure. 134. We also agreed to invite the ROK to enhance cooperatioo in post harvest technology, including food storage, processing, preservation and distribution as stipulated in the ASEAN Plus Three Emeryency Rice Reserve Agreement (APTERR) . 135. We welcome efforts to elevate ASEAN-US partnership to a strategic level. Towards this end, we look forward to the launching of the ASEAN-US Eminent Person Group that is tasked to recommend concrete and practical measure to deepen and enhance ASEAN-US relations.

We also welcome Canada's further accession to the third Protocol amending the TAC duringthe PMC+ 1 Session with Canada in July 201 1 in Bali, following her arecssion to the TAC in July 2010 in Hanoi. We reached common ground on the need to strergthen our cooperation i n o th e r areas of comnon corx:ern and interest, including peacekeeping, foo d and energy security, climate change, mariti m e security, including anti-piracy.

We agreed to adopt the J oint Declaration on Comp-ehensive Partnership between ASEAN and the United Nations to lay a stronger foundation to further develop the ASEAN-UN partnership to address various regional and global challenges. In this regard, we are considering th e possibility of convening the ASFAN-UN Sumrrit annually.

ASEAN COMMUNITY IN A GLOBAL COMMUNITY OF NATIONS 1 4 3 . W e shared the views that ASEAN Member States have contributed to the maintenance of international peace over the last four decades. We realized that this role could become strong points to

develop a n

ASEAN common platform on global issues and to enhance ASEAN's capadty to respond to key global issues by promoting greater coordination, coherence, and cohesiveness on positions and efforts undertaken by ASEAN to address challenges and seize opportunities of the 2 1 st century. To this end, we decided to sign the Bali Declaration on ASEAN Community in a Global Communty of Nations ("Bali Conrord III") .

REGIONAL AND INfERNATION\L ISSUES Myanmar 144. We welcome the significant positive developments in Myanmar throughout 2 0 1 1 and underscored the importance of maintaining a strong momentum in this regard. W e further support these positive developments, and their continue d progress contrirutes to promote conditions conducive for our d edsion to accord Myanmar the Chairmanship of ASEAN in 2014.

Current Situation in 1he Cambodia-Thailand Bolder 145. We welcome the increasingly encoura�ng conditions in the affected Cambodia and Thailand border. We call on both countries to continue to peacefully resolve differences

through political dialogue and

negotiations, with a view to achieving a mutually acceptal:ie solution through the fullest utilization of their existing bilateral mechanism with the appropriate engagement of the current Chair of ASEAN. In this regard, we recall the importance of the International Court of Justice's order of 18 July 2011

on the request for the indication of

provisional measures on the Cambodia and Thailand border issue, which include, inter alia, that

both Parties shall

continue the

cooperation that they have entered into within ASEAN.

Timor- Leste's Offi:ial Application for ASEAN Membership 146. We welcome the interest of, and the formal application by Timor Leste to join ASEAN. We further n ote indications of expressions of interest by other countries. This is an expression of confidence of 1 29

ASEAN's central role

in the

region. In this regard, we tasked the

ASEAN Coordinating Coundl, including thrrugh the establishment of an ACC Working Group (ACCWG) to discuss all relevant related to the application b y Timor-Lest:e, as well as

its

aspects possible

implicatiom on ASFAN. The ACCWG shall make recommendations to the ACC on the application, based on whether Timor-Leste is able to meet the requirements of Article 6 of ASEAN Charter.

We note the various Track 2 processes and cooperation, including the workshop sseries on managing potential conflicts in the South China Sea, now in its 2 0 th year. We also noted the initiatives on the Zone of

Peace, Freedom, Friendship and Cooperation (ZoPFF/C) which was extensively discuss by the 1st ASEAN Maritime Legal Experts Meeting (AMLEM) held on 22-23 September in Manila, and noted the outcome of the 1 st AMLEM which affirmed the importa:rx:e of a rules-based approach in the managementas well as settlementof disputes in the South China Sea indudi� its recommerrlations that further study on the proposalis required, in particular, its legal, technical and political feasibility.

Korean Peninsula 150. We

reaffirm

our

support

to

the

efforts

made

to

achie\e

denuclearizction in the Korean Peninsula in a peacefUl manner and call for the early resumption of the Six-Party Talks. To this end, we reiterate that the ASEAN Regional Forum (ARF), of which six of its participants are all members of the Six-Party Talks, and as it has been evidert: during the last 18th ARF in Bali, July 2 0 1 1, could be explored in contributing and further creating a condtrive atmosphere for dialogue and consultation amongthe pcrties concerned.

Middle East and North Africa 1 5 1. We reaffirmed our full support for the Middle East peace process, based on the relevant United Nations resolutions, the terms of reference of the Madrid Conference, includi� the prindple of land for peace, the Arab Peace Initiative adopted by the Council of the League of Arab States at its 14th Session. and the Quartet Roadmap to a permanenttwo-State solution to the Israeli-Palestinian conflict, and for the existing agreements between the Israeli and Palestinian sides. We also stressed

the

necessity for

the

establ ishment of a . comprehensve, just and lasti� peace in the Middle East, and

welcome in this regard the ongoing efforts of the Quartet and of the League of Arab States. 152. We reiterated our support for the capacly-building of the state institutions of Palestine and we also support Palestine's wish to be a full member of the United Nations. 131

1 5 3 . We considered the recent developments in the Middle East and North Africa. We expressed our deep concern on the violence that caused casualties among civilians. We expressed

support for peaceful

democratic transition reconciliation through an inclusive dialogue, reflecting the will of the people in the affected countries.

1 54. We highlight the need to advance economic development in Afghanistan, particularly within the framework of capacity building, such as the importance of training programmes and other technical assistance in order to improve the welfare of local communities and its human resources. We further encouraged the implementation of democratic governance, which is important in fostering peace, stability and security in Afghanistan.

G-20 155. We were briefed by Indonesia, permanent member of the G-20 and concurrently this year, as Chair, also representing ASEAN, of the results of the G-20 meeting in Cannes, France. We noted that the G-20 pledged to restore stability of the world economy and boost global economic growth through a series of coordinated actions and policies in the following areas: fostering employment and social protection; building a more stable and resilient international monetary system; implementing and deepening financial sector reforms; addressing food price volatility and increasing agriculture production and productivity; improving the functioning of energy markets; fostering clean energy, green growth and sustainable development; pursuing the

fight

against

climate

change;

avoiding

protectionism

and

reinforcing the multilateral trade system; investing in global growth and

intensifying

the

fight

against

corruption.

We

expressed

appreciation to Indonesia, as permanent member of the G-20, and this year also representing ASEAN, for its active contribution to the G-20 discussion.

Asia Pacific Economic Cooperation (APEC) 156. We underscore the important role that the Asia Pacific Economic Cooperation (APEC) plays in the Asia Pacific region, in particular in

promoting the Bogor Goals of ope n and free trade and investment, in strengthening capacity building, as well as in building human security in the region. APEC has played a significant role in the growth of the regio n's trade and investment and must endeavor to continue to do so. We welcome the role of the ASEAN Caucus in APEC and encruraged it to continue with its constructive role.

Millennium Development Goals (MDGs) 1 5 7. We noted with concern that the attainment of the MDGs in 2 0 1 5 may not be fully achieved due to the global finandal and economic crises. We therefore emphasized the urgencies of faithful implementation of international commitments on development cooperation and that global commitment towards reforms as well as strong, equitable and sustainable growth is even more strengthened. 1 5 8. We welcome the finalization of the ASEAN Roadmap for the Attainment of the MDGs by the ASCC Coundl as a framework for collective actions to support the efforts of ASEAN Member States to accelerate the achievement of the MDGs, through five key actors namely advocacy and linkages, knowledge, resources, expertise, and regional cooperation and regional public goods. We call upon ASEAN Member States to strengthen their collaboration in implementing the Roadmap to narrow the development gaps within and among ASEAN Member States. We also instruct all relevant ASEAN sectoral bodies to implement the Roadmap in timely manner and encourage for i nter-sectoral collaboration in addressing cross-cutting issues of the MDGs.

World Trade Organization (WTO) 159.

As strong supporters of the multilateral trading system, we re affirm our commitmentto the primacy of the WTO. The stable, transparent, inclusive, and rules-based structure of the

WTO forms the back bone

of global trade, and plays a significant role in ASEAN 's regional economic integration efforts. We reaffirm our priority in supporting and strengthering the

WTO, which has helped to maintain and

enhance trade flows, monitor the global trading environment, and 1 33

keep protectionism in check. The WTO's role in safeguarding gldJal trade from protectionism is even more significant in light of the challenging global macro-economic conditions. We stress that all forms of trade protectionism should be rejected, so that our mcrkets remain open to provide the conditions most conducive to growth. 1 60. While disappointed that the Doha Development Agenda

(DDA)

cannot conclude this year with the current approach, we remain committed to the effort to improve the multilateral trading sy�em which represents gains for all Members. We recognize that it is the responsibility of every WTO Member to consider new and alternative ways to deliver a successful outcome, building upon the work aready done and preserving the mandate. We welcome the opportunity, at the Eighth WTO Ministerial Conference in December 2 0 1 1, for all Members to have frank discussions on the challenges ahead, and to collectively chart a common path to progress both the regular W>rk of the WTO and the DDA. 1 6 1 . We reiterated our support for expediting the accession o f Lao ID R to the WTO at the earliest time possible, with a particular empha�s on ' its development and financial ne eds.

Conference on Sustainable Development (Rio + 20) 162. We recalled the agreement by the 64th UN General Assembly to convene the United Nations Conference on Sustainable Development in 2 0 1 2 in Brazil. The conference will raise two main themes namely green economy in the context of sustainable

development and

poverty eradication and the institutional framework for sustainable development. We are aware of the importance of this conference since it is in line with ASEAN's effort to eradicate poverty and to maintain sustainable development in the region. The success of these efforts will be fundamental in supporting ASEAN's work to attain the MDGs. In this regard, we reiterated our strong commitment and active contribution in supporting the success of this conference.

UN Securl:y Council (UNSC) 163. We underscore the need to further advance reforms of the UN Security Coundl (UNSC) to make the Coundl more representative, accountable, and effective. We stressed the importarre of the ongoing discussions and negotiation process in the UN General Assembly on all five key issues: categories of membership, the question of the veto held by the five permanent members, regional representation, the size of an enlarged Coundl and its working methcxis, the Security Coundl-General Assembly relationship. We recognized

the

need

to achieve the widest

possible

political

acceptance on UN Security Coundl reform. 1 64. We also reiterated our support for the ASEAN candidatures to the non-permanent seat of the United Nations Security Council (UNSC) and other UN bodies, and tasked the ASEAN New York Committee (ANYC) to collaborate closely so that ASEAN can have more cohesive and coordinated approach on thismatter.

OTHER ISSUES Global Movement of Moderates 165. We welcome the initiative to establish a Global Movement of the Moderates (GMM) as an important approach to address extremism, with a view to reclaim the centre and moral high ground of moderates. We believe that G M M will complemert existing regional and international inter-faith and intra-faith consultative forums as well as other bridge-building initiatives in our efforts to con tribute to global peace and stability. 1 66. We look forward to the ASEAN Chairmanship of Cambcxiia in 2 0 12 and expressed our full support for its undertakings towards the attainment of the ASEAN Community, the maintenance of peace, stability and prosperity in the wider region, as well as ASEAN's greater role in the global comnunity of nations.
