Transnational implementation plan based on the Joint Action Plan for the Creative Industry „This project is implemented through the CENTRAL EUROPE Programme cofinanced by the ERDF.”
Introduction The development of creative industries could be supported with a mix of different activities at different levels (local, regional, national, transnational, EU). The Joint Action Plan (JAP) as one of the Creative Cities project’s core outputs serves as a guideline for supporting creative industries at the transnational level in cooperation of five cities: Gdańsk, Genoa, Leipzig, Ljubjana and Pécs. The Joint Action Plan (JAP) largely builds on the SWOT analysis results from 5 partner cities and on the results of numerous discussions with the Cluster Work Groups in all 5 project regions.
The JAP is based on 6 pillars: 1. Networking 2. Education & employment 3. Transfer of knowledge 4. Marketing 5. Infrastructure 6. Financial support
1. how public policies should be improved,
Strona7
The JAP outlines 5 areas of improvement showing:
2. how the cooperation of businesses in other economic sectors can be strengthened and cooperation potentials exploited, 3. what actions should be taken to improve human skills and how could the support to entrepreneurs and start-ups be optimised, 4. which joint marketing and dissemination activities should be realised, 5. how transnational cooperation potentials can be better exploited.
The JAP was endorsed by the Cluster Work Groups and the project's International Steering Committee, and for that it represents a binding character for all further project activities which are going to be implemented by project partners together with the Cluster Work Groups. Furthermore, the JAP also addresses stakeholders in other cities, who are encouraged to adopt it as well, in order to promote their creative industry clusters. The next step to implement the JAP is choosing transnational joint activities within 5 from 6 pillars (excluding financial support) by all project partners and sign a long-term cooperation agreement among all project partners.
Transnational Joint Activities In the JAP a list of activities within all 6 pillars have been elaborated. Below in a summary form one can find all issues addressed by the JAP, tools dedicated to the pillars and joint actions agreed within each of 6 pillars by project partners with indication which project partner has chosen which actions.
Elaboration of general measures and instruments of the JAP addresses the following points:
1. Networking a. to get relevant stakeholders and policy makers effectively connected b. to disseminate information
2. Further education & employment a. to promote entrepreneurial skills b. to raise awareness about creative industries (different culture of entrepreneurship, intellectual property, structure of the sector)
3. Transfer of knowledge a. to ensure permanent knowledge transfer (between project partners, between stakeholders)
a. to highlight the potentials of the creative actors (towards other economic sectors in and beyond each partner city)

TRANSNATIONAL JOINT ACTIVITIES All project partners were asked to choose ONE action from each JAP pillar that could be endorsed by all of them and therefore treated as transnational. The JAP indicated which project partners were interested to implement which JAP actions, but taking into account financial issues, which are pretty important for the implementation process, the whole partnership decided to focus on only one activity within each pillar. Thanks to such plan the transnational joint activities realization became possi-
rejected because no specific activities within it was indicated (only some areas for further research were pointed out). After the voting process the list below was created:

Transznacionális megvalósítási terv a kreatív ipar Közös Akcióterve alapján for the Creative Industry
„This project is implemented through the CENTRAL EUROPE Programme cofinanced by the ERDF.”
Bevezetés tevékenységekkel támogatható. A Közös Akcióterv (JAP), mint a Creative Cities projekt egyik fő eredménye, iránymutatóként szolgál a kreatív iparágak támogatásához transznacionális szinten öt
Strona13
A kreatív ipar fejlesztése különböző (helyi, regionális, nemzeti, transznacionális) szinteken folytatott
város együttműködésében: Gdańsk, Genoa, Leipzig, Ljubjana és Pécs. A Közös Akcióterv (JAP) elsősorban az 5 városban elvégzett SWOT analízis eredményeire, valamint az 5 projekt régióban a Klaszter Munkacsoportok ülésein elhangzott megbeszélések eredményeire épül.
A JAP az alábbi 6 pilléren alapszik: 7. Hálózatosítás 8. Oktatás & foglalkoztatás 9. Tudás transzfer 10. Marketing 11.
A JAP-ot elfogadták a Klaszter Munkacsoportok és a projekt Nemzetközi Irányító Bizottsága, ezáltal kötelező érvénnyel bír a projekt azon tevékenységeire nézve, amelyeket a partnerek a jövőben közösen megvalósítanak a Klaszter Munkacsoportokkal. Továbbá, a JAP megszólítja más városok stakeholdereit, akiket arra biztat, hogy a JAP átvételével ösztönözzék kreatív ipari klasztereiket. A JAP megvalósításának következő lépése, hogy a projektpartnerek a 6 pillérből 5-öt kiválasztva (kivéve a pénzügyi támogatást) transznacionális közös tevékenységeket jelölnek meg, és aláírnak egy hosszútávú együttműködési megállapodást.
A JAP-ban kidolgozásra került a 6 pilléren belül a tevékenységek listája. Az alábbi összefoglalóban megtalálhatóak a JAP-ban megfogalmazott témák és a pillérekhez rendelt eszközök, valamint a
