Forestry sector plays an important role in the economic of Blora Regency.During 2003-2010 period, this sector made significant contribution to the regional economic in term of income, average 14,48% of Gross Regional Domestic Product (GDRP). This figure doesn’t reflect the true contribution of forest resource to regional income and wellbeing because this measure excluded the depletion of the resources to generate the amount of value of product as stated in conventional account using standart and existing accounting framework. The main objective of this study is to develop and use a forest resources accounting framework to correct indicator of economic performance derived from the System of National Account for the true contribution of forestry sector GRDP in Blora Regency, Central Java Province. This study address two components of value creation in forest: timber production and carbon storage. To estimate the value of timber assetss this study applied two valuation methods: the net price and El Serafy user cost methods. The valuation of benefit of forest for carbon sequestration in this study using the damage cost approach, that’s the estimation of the global damage from climate change averted by reducing. The study showed that accounting for net accumulation of timber and carbon stock in forested land was approximately 20,24% of contribution from forestry sector to GRDP during 2003-2010 period. By including the value of timber and carbon depreciation, forestry sector’s share was corrected about 2,87% lower than conventional account. RINGKASAN SLAMET RIYANTO. Integrasi Neraca Tegakan dan Karbon Ke Dalam Perhitungan Produk Domestik Regional Bruto Sektor Kehutanan Kabupaten Blora. Dibimbing oleh: AKHMAD FAUZI dan SAHAT MH SIMANJUNTAK Sektor kehutanan memiliki peran yang penting bagi perekonomian Kabupaten Blora yang dapat dilihat dari relatif tingginya pangsa (share) sektor kehutanan terhadap Produk Domestik Regional Bruto (PDRB) yaitu rata-rata 14,18%. Selama periode tahun 2002-2010. Sumbangan sektor kehutanan tersebut didasarkan pada ukuran konvensional yang hanya mencatat nilai produk kotor (gross product value) tanpa memasukkan dimensi pengaruh pemanfaatan sumberdaya alam terhadap keberlanjutan sistem sumberdaya (resource system) dan aliran manfaat (resource unit) sumberdaya tersebut. Penentuan kontribusi sektor kehutanan terhadap pendapatan nasional/regional yang selama ini digunakan mempunyai kelemahan, yakni bahwa dalam nilai produk yang dihitung masih mengandung depresiasi persediaan sumberdaya alam dan degradasi lingkungan. Kelemahan penghitungan kontribusi sektor kehutanan dalam pembentukan Produk Domestik Regional Bruto (PDRB) oleh karenanya perlu dikoreksi. Tindakan koreksi yang dimaksudkan adalah setiap pengurangan persediaan sumberdaya alam dan penurunan kualitas lingkungan harus diperlakukan sebagai pengurang bagi pendapatan nasional/regional. Sebaliknya, setiap penambahannya sebagai angka yang harus dipertambahkan pada angka pendapatan nasional/regional konvensional (Daly 1989). Dengan demikian diperlukan suatu pendekatan untuk mengkoreksi sumbangan sektor kehutanan terhadap PDRB Kabupaten Blora yang mencerminkan kontribusi yang sesungguhnya dari sektor kehutanan. Pendekatan yang dilakukan untuk mengkoreksi adalah dengan melakukan integrasi perhitungan PDRB dengan memasukkan perubahan nilai stok tegakan dan kemampuan menyimpan karbon. Tujuan utama penelitian ini adalah: (1) Menyusun neraca tegakan dan karbon yang merupakan ikhtisar persediaan volume kayu hutan dan karbon beserta perubahannya dalam suatu periode waktu tertentu, (2) Mengestimasi nilai moneter dari sediaan volume tegakan dan karbon, dan nilai penyusutan/depresiasi sumberdaya hutan sebagai salah satu bentuk kapital alami dan (3) Mengintegrasikan nilai depresiasi tegakan dan karbon tersimpan di hutan ke dalam perhitungan kontribusi sektor kehutanan terhadap PDRB Kabupaten Blora Penelitian ini mengadopsi dan menerapkan kerangka kerja neraca sumber daya hutan (forest resources accounting) yang merupakan bagian dari kerangka kerja SEEA (System of Integrate Environmental and Economic Account) dalam mengintegrasikan perubahan nilai sediaan tegakan dan karbon ke dalam akun pendapatan regional yaitu Produk Domestik Regional Bruto (PDRB). Penilaian nilai aset tegakan menggunakan dua metode yaitu harga neto (net price) atau yang dikenal dengan Repetto’s method dan metode user cost yang dikembangkan oleh El Serafy atau dikenal dengan metode El Serafy User Cost Method. Penilaian manfaat karbon tersimpan di hutan mengacu kepada hasil penelitian
Toll (2003) yaitu penggunaan biaya kerusakan (damage cost) yang merupakan estimasi nilai kerusakan pada tingkat global sebagai akibat dari perubahan iklim. Hasil penelitian menunjukkan bahwa selama periode waktu tahun 20032010 telah terjadi perubahan sediaan volume tegakan hutan di Kabupaten Blora sebesar 562.954,22 m3 atau rata-rata deplesi tahunan 71.244,28 m3/tahun. Ratarata nilai depresiasi tegakan dengan menggunakan metode net price selama periode penelitian adalah Rp 83.430.957.489,01/tahun atau sebesar 19,58% dari kontribusi sektor kehutanan terhadap PDRB. Perubahan sediaan karbon di hutan selama periode waktu analisis adalah 158.163,63 tC atau rata-rata sebesar 19.770,45 tC/tahun. Dengan menggunakan harga karbon sebesar $15/tC, dan nilai tukar rupiah terhadap dolar konstant pada nilai Rp 9.200/USD, nilai perubahan stok karbon tersimpan di dalam hutan sebesar Rp 21.826.580.940,00 atau rata-rata Rp 2.728.322.100/tahun Rata-rata perubahan nilai stok karbon tersebut setara dengan 0,66% sumbangan sektor kehutanan terhadap PDRB Kabupaten Blora. Perhitungan nilai depresiasi tegakan dengan menggunakan metode user cost pada tingkat diskonto sebesar 10%, dan unit rent tahun 2010 adalah Rp 902.774.646.982,66 yang terinci Rp 376.527.284,46 untuk tegakan yang belum mencapai umur rotasi dan Rp 902.398.257.284,46 untuk tegakan sesudah mencapai umur rotasi.Hasil ini lebih besar apabila dibandingkan dengan perhitungan depresiasi tegakan menggunakan metode net price. Kontribusi sektor kehutanan terhadap PDRB Kabupaten Blora berdasarkan harga berlaku selama periode waktu 2003-2010 terkoreksi sebesar 2,87% lebih rendah dibandingkan dengan kontribusi sektor kehutanan terhadap PDRB Blora yang selama ini dilaporkan apabila nilai deplesi stok tegakan dan nilai degradasi hutan dalam menyimpan karbon dimasukkan ke dalam perhitungannya. Dengan mengacu kepada hasil-hasil sebagaimana diuraikan dapat ditarik kesimpulan bahwa pemanfaatan sumberdaya hutan untuk pembangunan ekonomi di Kabupaten Blora selama periode waktu 2003-2010 berada pada jalur pemanfaatan yang tidak berkelanjutan (unsustainable path of forest utilization). During 2002-2010 period, the average share of the sector amounts to 14.18%. The contribution is based on the conventional and standart account that measure only gross product value without considering the impact of natural resource uses on the sustainability of the resource system and the resource unit. Such a calculation should be adjusted accordingly; the decline of both the stocks of the natural resources and the quality of the environment has to be considered as a subtracting factor to the domestic/ national income. Either way, the improvement of the resources should be topped up to the calculation (Daly 1989). In that view, an approach to adjusting the contribution of the forest sector to PDRB of Blora Regency is needed to see the real contribution of the sector.In this research, the adjustment is done by integrating the changes in the value of the forest stocks and their ability to sequest carbon from the atmosphere. This research aims to: 1) establish the timber and carbon accounting that is the recap of timber and carbon stocks over a period of time, 2) estimate the monetary values of the standing timber and carbon stocks, and the depreciation of forest resources as a natural capital, and 3) integrate the depreciation of standing timber and carbon stocks into the calculation of the contribution of forest sector to PDRB of Blora Regency. This research both adopts and implements forest resources accounting which is part of the framework of System of Integrate Environmental and Economic Account (SEEA) for integrating the changes in forest and carbon stocks into regional incomes. The timber asset valuation uses two methods, i.e. Net price method (Repetto’s method) and User cost method (El Serafy User Cost Method). The valuation of the carbon stocks refers to the research of Toll (2003), which uses damage costs as an estimation of the damage caused by climate change. The research shows that between 2003 and 2010, the forest stocks have been depleted by 562,954.22 m3, or the annual depletion of 71,244.28 m3. The timber stand depreciation over the period calculated using net price method amounts to Rp 83,430,957,489.01/ year or making up 19.58% of the contribution of forest sector to PDRB. Over the same period, the carbon stocks declined by 158,163.63 tC or 19,770.45 tC/ year. Assuming the carbon price of $15/tC and the constant value of Rp 9,200/USD, the value of the change of carbon stocks amounted to 21,826,580,940.00 or Rp 2,728,322, 100/year. This made up 0.66% of the contribution of forest sector to PDRB of Blora Regency.
The depreciation of the standing timber calculated using user cost method with a discount rate of 10% and the 2010 unit rent amounted to Rp 902.774.646.982,66; 0,04% of which associated to non-mature stands (before reaching the rotation age) and 99,96% to mature stands.. Those figures are more than those calculated using net price method. The corrected contribution of forestry sector to PDRB of Blora Distict between 2003 and 2010 was 2.87% lower than the reported PDRB taking the depletion of forest and carbon stocks into consideration. Such, the use of forest resource for economic development in Blora District between 2003 and 2010 encouraged the depletion of the resource. This means that unsustainable path of forest utilization occured in Blora Regency.
