FROM EDITOR'S DESK Dear Valued Readers In this edition will focus on Indonesian cocoa which is an important commodity both for our country and the world's market. For us, the cocoa is the third biggest foreign exchange contributor from the plantation sector after palm oil and rubber. The commodity serves as income sources for hundred thousands of farmers. On the other hand, Indonesia also plays as a major cocoa supplier to the related Industries around the world. Despite the firm position in the world market, the Indonesian cocoa has plenty rooms to get bigger in term of production and quality. The government has stimulated the domestic processing Industries to increase their production and quality through several policies. The efforts are expected to increase the export cocoa processed products. In term of production, the government has launched the cocoa national movement (Gernas Kakao) aimed at increasing production and quality of cocoa in 4S0,CXX> hectares of the plantation areas. By 2013, the program is expected to double the cocoa production in the respective areas. As always, we provide you the lists of the cocoa producers who will be your potential business partners in the future. Overseas buyers are very welcomed to contact them and establish mutual cooperation afterward. Before you begin reading our publication, you may like to bear in mind two things. COCOA OF INDONESIA Cocoa (Theobroma cacao L) was originated from South America in which the ancient Mayans made a ceremonial beverage from the cocoa beans mixed with water and spices. The drink called chocolatl was so much esteemed as a symbol of both fertility and prosperity. Literature say the cocoa beans also served as money In the South American culture, yet it was the taste that made the beans gained widespread popularity. The cocoa tree is called Theobroma Cacao in Latin, with Theobroma means "food for the gods' - a status that is still retained by chocolate until today. Cocoa was brought to Indonesia by Dutch colonials who began to grow the tree in several old plantations in Java. Apparently, Indonesia's tropical climate makes a perfect home for the cocoa, spreading the species rapidly across the archipelago. South, Southeast, and Central Sulawesi provinces are the key producing areas, contributing 75 percent of Indonesia total cocoa production. Other important producing regions are North Sumatera, East Kalimantan, Lampung, and East Java. Farmers in the region start the main crop harvest from April to June or July, while the mid crop harvest runs from October to December. Sulawesi cocoa is traded in the form of unfermented beans, butter and bulk bean. Most of the cocoa beans are exported through Makassar in South Sulawesi province.

market review More than 90 percent of the cocoa plantations in Indonesia are owned by smallholder farmers with each farmer owns area of between 0.5 to 1 hectares. This suggests that the commodity is not only a source for the country's foreign exchange earning, but also an important income source for many households. A data from Agriculture Ministry shows that the cocoa plantations area have increased by 14.21 percent from 1,320,820 hectares in 2006 to an estimate of 1,508,507 hectares in 2010. Of the total estimated area in 2010, 93.16 percent is owned by smallholder farmers; 3.68 percent is owned by the government; and the remaining 3.16 percent is owned by private companies.
In term of production, Indonesia's cocoa also demonstrates an increasing trend. The Agriculture Ministry reported that the country's cocoa production increased from 769,386 tones in 2006 to an estimate of 776,618 tones in 2010. Of the total 2010 estimated production figure, 91.63 percent was from smallholder farmers; 4.35 percent was from the government's lands; and the remaining 4.02 percent was from private companies. Indonesia was known as the world's third largest cocoa producers after Ivory Coast and Ghana for years. But, in June 2009, the Agriculture Ministry's director general of plantations Achmad Mangga Barani said Indonesia had secured the position of the world's second largest cocoa producers, replacing Ghana whose output has been dropped due to security tension.

market review "In general, we have plenty opportunities to boost our production”, said Achmad, citing the security stability as an important contributing factor to help Indonesia maintain its cocoa output. International Cocoa Organization (lCCO), an organization representing a majority of world cocoa production and consumption groups, estimated that Indonesia's cocoa production growth would be at an average of 8 percent from 2009-201 0 to 2012-2013. The production growth in Ivory Coast and Ghana were estimated to be at 3 percent and 4 percent respectively. As one of the world's biggest producers, Indonesia also plays important roles in the world's cocoa market Major importers of Indonesian cocoa include Malaysia, United States, Singapore, Brazil, and China. In 2009, Indonesian export of cocoa beans (whole or broken, raw/roasted) reached 439,305 tones, up from 380,513 tones in 2008.ln term of value, the export in 2009 booked US$1.09 billion, up from US$B54.59 million in 20OS. The cocoa export value in 2009 contributed as much as 1.12 percent to the total of the country's non oil and gas export. Cocoa prices show increasing trend in the last five years and this can be seen from the export value booked by the commodity during the period. Indonesian cocoa's export value went up from US$467.83 million in 2006 to US$l.09 billion in 2009; representing more than double Increase. Since April 2010, the government imposed a tax on cocoa bean exports in a bid to secure supplies for domestic cocoa-related industries. The tax is only imposed when the international cocoa average prices higher than US$2,000 per ton. The policy is applied to increase domestic supply of the intermediate products such as cocoa liquor, cocoa cake, cocoa butter, and cocoa powder. Several media reported the decline in cocoa beans export following the tax implementation, but Deputy Trade Minister Mahendra Siregar said that the policy would increase the export of cocoa derivative products in the near future. "As the products require some process, we need some time to see the export increase; he said. Currently, Indonesia has actually exported several cocoa intermediate products. In 2009, Indonesia exported cocoa butter, fat and oil as much as 41,606 tones or worth around US$230 million. Indonesian cocoa butter is well known for its higher melting point (33-340C). The government also expects the cocoa export tax policy will encourage investment in cocoa processing industry. Zulhelfi Sikumbang. secretary general of the Indonesian Cocoa Association (Askindo), said that Indonesia had potential to attract investment not only in cocoa intermediate product industries, but also in the end product industries. "We have both enough supply of raw materials and huge market,” he said. The Indonesian government continually carries out efforts to improve the country's cocoa industry, including by launching the cocoa national movement (locally called as the Gernas Kakao) in 2009.

The GernasKakao aims at improving Indonesian cocoa production and quality. The program, running from 2009 to 2011, focus on three activities: the cocoa tree rejuvenation; the cocoa plantation rehabilitation; and the cocoa plantation intensification. The rejuvenation activities focus on replacement of old and non productive cocoa trees. In the rehabilitation program, the cocoa growing and productivity are increased through side cleft grafting technology. The rehabilitation Is applied to plantations whose cocoa trees are 5tlll In productive age (< 15 years), but the production is low. The third activity in the program, the cocoa plantation intensification, is designed to increase productivity at cocoa plantations by implementing standardized cultivation procedures. The intensification program is applied at non productive plantations with young (< 10 years) cocoa trees. The Gernas Kakao program is prepared to be implemented in 9 provinces and 40 regencies. The improvement of cocoa production and quality is set to be done in smallholder cocoa plantations with total areas of 450,000 hectares (70,000 hectares for the rejuvenation program; 235,000 hectares for the Rehabilitation program; and 145,000 hectares for the intensification program). The program also Includes training and assistance for 450,000 farmers; pest and disease controlling in 450.000 hectares cocoa plantations; and the cocoa quality improvement in accordance with the Indonesian National Standards (SNI). In 2009, the government allocated as much as Rp 983.7 billion for the program implementation. The budget was used mainly for the cocoa trees rejuvenation within the areas of 20,000 hectares; the rehabilitation of 60,000 hectares cocoa plantations; and the intensification of 65,000 hectares of cocoa plantations. For the program implementation in 201 0, the government has allocated budget as much as Rp 500 billion which is prepared mainly for the rejuvenation program in 15,150 hectares plantation areas; the rehabilitation program in 28,613 hectares plantation areas; and the Intensification program in 15,900 hectares plantation areas. The Agriculture Ministry's director general of plantations Achmad Mangga Barani said the results of the rejuvenation program could be seen in 2013, while the results of the side cleft grafting technology implementation is expected to be seen earlier in 2011. The Gemas Kakao movement is expected to increase the cocoa production in the respective areas from 660 kilogram per hectare per year to 1,500 kilogram per hectare per year in 2013 or from 297,000 tons per year to 675,000 tons per year. The program is also aimed at increasing the farmer revenue from Rp per hectare per year (2009) to Rp 30 million per hectare per year In 2013 and the foreign exchange from cocoa from U5$ 494 million in 2009 to U5$1.485 billion in 2013. The program is also expected to increase the cocoa production that meets the SNI requirements by 675,000 tons a year. Once the program is completed, Indonesian cocoa industry will likely play bigger role in the world market.

CATEGORIES OF COCOA BEANS The world cocoa market distinguishes between two broad categories of cocoa beans: "fine or f1avour" cocoa beans, and "bulk” or "ordinary" cocoa beans. As a generalization, fine or flavour cocoa beans are produced from Criollo or Trinitario cocoa-tree varieties, while bulk cocoa beans come from Forastero trees. There are, however, known exceptions to this generalization. Naconal trees in Ecuador, considered to be Forastero-type trees, produce fine or flavour cocoa. On the other hand, Cameroon cocoa beans, produced by Trinitario-type trees and whose cocoa powder has a distinct and sought-after red color, are classified as bulkcocoa beans. The share of fine or flavour cocoa in the total world production of cocoa beans is just under 5% per annum. Virtually all major activity over the past five decades has

On the supply side, according to data from the CGFCC, less that 40,000 tonnes of cocoa beans reached Ivorian ports in April. In Ghana, cumulative cocoa purchases by the Cocobod from the beginning of the season to 22 April reached 527,885 tonnes, a decline of 60,000 tonnes compared to the same period one year earlier. In Indonesia, cocoa bean exports from Sulawesi, the country's main cocoa growing area, reached only 6,500 tonnes in April, bringing the total for the season to almost 146,000 tonnes, an increase, however, by about 15,000 tonnes compared with the previous year. The decrease of productivity in April 201 0 happened because implementation of progressive cocoa bean export tax that strongly rejected by the farmers and exporters of cocoa bean in Indonesia. The ministry of finance Intend to boost domestic production (fermented or other value added services) in order to leverage cocoa products export from Indonesia. On the demand side, the ICCO Secretariat estimates that world cocoa processing activity rose by 5.296 in the first half of the season. The current April - June quarter is expected to show a strong increase compared to the second quarter of 2009.

AZ INDONÉZ KAKAÓ A kakaó (Theobroma cacao L.) Dél-Amerikából származik. Az ősi maják ceremóniáikon fogyasztották a kakaóbabból víz és fűszerek hozzáadásával készült italt. A chocolatl elnevezésű ital a termékenység és gazdagság jelképeként is fontos szerepet töltött be. Történeti források szerint a dél-amerikai kultúrában a kakaóbabot pénzeszközként is használták, azonban főként az íze miatt tett szert széles körben népszerűségre. A kakaófa latin elnevezése Theobroma Cacao, ami szó szerinti fordításban „az istenek eledele”. Ezt a státuszt a csokoládé a mai napig őrzi. Indonéziába a kakaó a holland telepesek által jutott, akik számos régi jávai ültetvényt telepítettek be kakaófával. Az ország trópusi éghajlatának köszönhetően tökéletes otthona a kakaófáknak, nem véletlen, hogy a fajta elterjedt az egész szigetvilágban. A legfontosabb termelő területek Dél-, Délkelet- és Közép-Celebesz tartományok, melyek a teljes indonéz kakaótermelés 75%-át adják. Egyéb jelentős termelő régiók: ÉszakSzumátra, Kelet-Borneó, Lampung és Kelet-Jáva. Ezeken a területeken a fő betakarítás április és június/július között zajlik, míg a második betakarítás októbertől decemberig tart. A celebeszi kakaót erjesztetlen kakaóbab, kakaóvaj és ömlesztett kakaóbab formában árulják. Az exportra szánt kakaóbab nagy része a Dél-Celebesz tartománybeli Makassar kikötőjéből indul útnak.

piaci áttekintés „Rengeteg lehetőségünk van, hogy a termelésünket serkentsük” jelentette ki Achmad, aki a biztonsági stabilitást fontos tényezőnek tekinti az indonéz kakaótermelés fenntartásában. A világ kakaótermelői és fogyasztói csoportjainak többségét képviselő Nemzetközi Kakaó Szervezet (ICCO) becslése szerint Indonézia kakaótermelésének növekedése 2009-2010 és 2012-2013 között átlagosan 8% lesz. Az elefántcsontparti termelés növekedését 3%-ra, míg a ghánait 4%-ra becsülik. A világ egyik vezető kakaótermelőjeként, Indonézia a kakaó világpiacán is fontos szerepet játszik. Az indonéz kakaó legfontosabb importőrei Malajzia, USA, Szingapúr, Brazília és Kína. Az egész vagy tört, nyers vagy pörkölt állapotú indonéz kakaóbab exportja a 2008-as 380,513 tonnáról 2009-re 439,305 tonnára emelkedett. Értékét tekintve ez 2009-ben 1.09 milliárd USD volt, míg 2008-ban 854.59 millió USD. A kakaóexport értéke 2009-ben a nem olajexportból származó bevételek 1.12%-át jelentette. A kakaó ára az elmúlt öt évben növekvő tendenciát mutat, amit a fenti időszakban exportált termék bevételi adatai is igazolnak. Az indonéz kakaóexport értéke a 2006-os 467.83 millió USD-ról 2009-re több mint a duplájára: 1.09 milliárd USD-ra emelkedett. 2010 áprilisában az indonéz kormány adót vetett ki a kakaóbab exportjára, ezzel biztosítván a belföldi kakaót feldolgozó iparágak ellátását. Az adó csak abban az esetben lép életbe, ha a kakaó nemzetközi ára meghaladja a 2000 USD/tonnát. Az adópolitika célja, hogy serkentse az olyan köztes termékek helyi gyártását, mint a kakaólikőr, kakaótorta, kakaóvaj, kakaópor. Az adó bevezetésének ugyan negatív hatása volt a kakaóbab exportjára, ám a kereskedelmi miniszterhelyettes, Mahendra Siregar szerint az intézkedés hatására a közeljövőben növekedni fog a kakaószármazék termékek exportja. „A termékek fejlesztés alatt állnak, így időre van szükség, hogy láthatóvá váljék az export növekedése.”-mondta. Indonézia már jelenleg is számos kakaószármazék köztes terméket exportál. 2009-ben az ország 41,606 tonnányi, 230 millió USD értékű kakaóvajat, zsírt és olajat exportált. Az indonéz kakaóvaj híres a magasabb olvadáspontjáról (33-34 °C). A kormány várakozásai szerint a kakaóexport adópolitika növelni fogja a kakaó feldolgozóiparába irányuló befektetéseket. Az Indonéz Kakaószövetség (ASKINDO) főtitkára, Zulhelfi Sikumbang szerint Indonéziának adott a lehetősége, hogy ne csak a kakaóból származó köztes termékek iparába, hanem a végtermékek iparába is vonzza a befektetőket. „Megfelelő nyersanyagellátással és hatalmas piaccal rendelkezünk.”mondta. Az indonéz kormány folyamatos erőfeszítéseket tesz, hogy fejlessze az ország kakaóiparát, ezt a célt szolgálja a 2009-ben indult Nemzeti Kakaómozgalom („Gernas Kakao”) elnevezésű kezdeményezés.

A „Gernas Kakao” célja az indonéz kakaótermelés fejlesztése és a kakaó minőségének javítása. A 2009 és 2011 között futó program három területre összpontosít: a kakaófák fiatalítására, a kakaóültetvények rehabilitációjára és erősítésére. A fiatalító tevékenység célja az elöregedett és már nem termő kakaófák cseréje. A rehabilitációs program során a kakaó termelékenysége egy speciális technológiának köszönhetően növekedik. A rehabilitáció azokon az ültetvényeken történik, ahol a kakaófák még termő korban vannak (15 évesnél fiatalabbak), de a termelékenység alacsony. A program harmadik pillérének, a kakaóültetvények erősítésének lényege, hogy standardizált termesztési eljárásokkal növelje a kakaóültetvények termelékenységét. Az utóbbi programot a 10 évesnél fiatalabb kakaófákkal beültetett, ám nem termő ültetvényeken alkalmazzák. A Gernas Kakao program 9 tartományban, 40 kormányzóságban került bevezetésre. A kakaótermesztés fejlesztésére és a minőség javítására irányuló program összesen 450,000 hektárnyi, kistermelők által birtokolt ültetvényt érint. Ebből 70,000 hektár a fiatalító, 235,000 hektár a rehabilitációs és 145,000 hektár az erősítő program alá tartozik. A program ezenkívül képzést és segítséget nyújt 450,000 termelőnek; 450,000 hektárnyi területen ellenőrzik és próbálják megakadályozni a kártevők és betegségek terjedését és az Indonéz Nemzeti Szabványnak (SNI) megfelelően javítják a kakaó minőségét. 2009-ben a kormány 983.7 milliárd indonéz rúpiát különített el a program megvalósítására. A költségvetés nagy részét 20,000 hektárnyi terület fiatalítására, 60,000 hektárnyi terület rehabilitációjára és 65,000 hektárnyi ültetvény erősítésére használták fel. A program 2010-es költségvetése 500 milliárd rúpia, melyet 15,150 hektárnyi terület fiatalítására, 28,613 hektárnyi terület rehabilitációjára és 15,900 hektárnyi ültetvény erősítésére szántak. A Mezőgazdasági Minisztérium ültetvényekért felelős államtitkára, Achmad Mangga Barani szerint a fiatalító program eredményei 2013-ra válnak láthatóvá, míg a speciális rehabilitációs technológia alkalmazása már korábban, akár 2011-re látható eredményt hoz. A Gernas Kakao mozgalomnak köszönhetően a kakaótermelés növekedése az érintett területeken a 660 kilogramm/hektár/évről 2013-ra akár 1500 kilogramm/hektár/évre (vagy 297,000 tonna/évről 675,000 tonna/évre) növekedhet. A program céljai között szerepel még, hogy a termelők bevételét 2013-ra 30 millió rúpia/hektár/évre növelje és a kakaóból származó exportbevételt a 2009-es 494 millió USD-ról 2013-ra 1.485 milliárd USD-ra emelje. A programnak köszönhetően emelkedni fog az SNI minőségi szabványnak megfelelő kakaó mennyisége (évente előreláthatóan 675,000 tonnával). A program befejeztével az indonéz kakaóipar várhatóan nagyobb szerepet fog betölteni a világpiacon.

A KAKAÓBAB FAJTÁI A világpiac a kakaóbabot alapvetően két nagy kategóriára osztja: a „finom vagy aromás” illetve a „ömlesztett vagy hagyományos” kakaóbab csoportjára. Általánosságban az aromás kakaóbab a Criollo vagy Trinitario kakaófák termése, míg az ömlesztett kakaóbab a Forastero fákról származik. Ugyanakkor a fenti általánosítás alól vannak kivételek. Így Ecuadorban a Nacional kakaófák, melyek a Forastero csoportba tartoznak, aromás kakaóbabot teremnek. Ugyanakkor Kamerunban a Trinitario-fák termése, melyből készült kakaópor jellegzetes vörös színű, az ömlesztett kategóriába tartozik. Az aromás kakaó részesedése a világ teljes kakaóbab termeléséből éves szinten mindössze 5% alatt van. Az elmúlt öt évtizedben szinte minden kakaótermelő tevékenység az ömlesztett kakaóra összpontosult.

A CGFCC adatai alapján, a kínálati oldalt tekintve, áprilisban kevesebb, mint 40,000 tonna kakaóbab érte el az elefántcsontparti kikötőket. Ghánában a szezon elejétől április 22-ig tartó időszakban a Cocobod teljes kakaóvásárlása 527,885 tonnát ért el, mely az előző év hasonló időszakához képest 60,000 tonnás csökkenést jelent. Indonéziában az ország fő kakaótermelő területéről, Celebeszről induló kakaóbab export áprilisban csak 6500 tonnát ért el. A szezon teljes exportja mintegy 146,000 tonna volt, mely az előző év hasonló időszakához képest 15,000 tonnás növekedést jelent. A 2010 áprilisi csökkenés okozója a kakaóbab exportjára kivetett adó bevezetése, mely az indonéz termelők és kakaóbab exportőrök nemtetszését váltotta ki. A Pénzügyminisztérium a hazai termelés serkentését tűzte ki célul (fermentált vagy más feldolgozott formában), hogy pozitívan befolyásolja az indonéz kakaótermékek exportját. Az ICCO Titkárság becslése szerint a kínálati oldalon a világ kakaó feldolgozóipari tevékenysége a szezon első felében 5.2%-kal nőtt. Az április-június negyedév várhatóan erős növekedést fog hozni 2009 második negyedévéhez képest.
