- Energy Matters Urban redevelopment 3.0 with a leading role for sustainable energy: new opportunities for business and government in profits and cost reduction. A new orientation in urban redevelopment is deployed. Urban Redevelopment new style: incorporate more of the cities’ existing capital, do it in a sustainable way and make sure it meets the users’ demands. Here energy is a leading theme, next to e.g. water & waste, mobility and communication.
They are the perfect place to explore the introduction of the new strategy. This is addressed at the two-day conference ‘Urban Redevelopment 3.0 - new coalitions with new energy: Energy matters’. It provides insight into opportunities and current examples across the North Sea Region.
This new challenge not only calls for another way of co-creation, but for alliances with new strategic partners as well. But: ... how to actually do this in practice?

This process has turned out to be not only an enabler for other sustainability projects but much more a trigger for many initiatives resulting in several alliances of both public and private parties. In his presentation Bert shows these developments in Amsterdam and the many sustainability initiatives resulting from it. Zaanstad: Sustainability in harbour area Amsterdam Metropolitan Area Dennis Straat Alderman (Zaanstad) The Amsterdam Metropolitan Area has a long strategic waterfront, with present and historic industrial buildings sprawled at its banks. New opportunities lie in the sustainable and energy-efficient combination of old, new and retrofitted functions.

Where’s the business case, who will invest, how do we connect to investors, private funds and other sources? Topical summary conclusions at the international event Energy Matters, March 2013 During the plenary programme our ambassador for the Covenant Platform, Mayor Rodenburg held a speech on “Driving forces for local governments in transition towards eneryneutral cities and regions“. He pointed out that LA’s need local parties, such as citizens, organisations and companies to get involved and take part. They need to contribute to the climate and energy goals. He then presented the latest key partner, LA of Utrechtse Heuvelrug. Mrs. Lenny Putman gave some examples of this process locally. Then the European film on the CoM was showed. During the power session „The driving force of local governments“ we prepared presentation on all these elements that a LA’s needs: -budget: presentation on toolbox financing constructions (www.toolboxfinance.eu). -the active involvement and participation of local citizens, organisations. Therefore we had a presentation, from a very succesful initiative in the city of Amsterdam. -involvement of the LA itself: the Climate Alliance NL is signaling a development in the attitute of LA’s; moving from playing a directive, formal role into a directorial, facilitating role. We also had a presentation on how LA’s can change their own organization towards playing this new role. -Letter and invitation for this meeting is attachment. This letter was disseminated amongst all the CA members (155 LA’s).

Value Capturing • Value capturing, of 'terugploegen' is een methode om in de cashflow van projecten te sturen. Door toekomstige opbrengsten in de cashflow te betrekken, kunnen huidige tekorten gedekt worden. Maatschappelijk gewenste projecten vinden (sneller) plaats; MKBA is vaak nodig om alle baten (vaak maatschappelijk) te waarderen. VB • Bestemmingsheffingen (locatie neemt in waarde toe en dit wordt belast); • Buurtbeheerbedrijf (een private partij neemt het beheer en bijbehorende budget van de buurt over, maar investeerd ook. Dit kan in natura, bijvoorbeeld in tijd); • Pioniers, mensen die in een gebied gaan wonen/werken voor lage koopprijs. Zij stoppen tijd en geld in de buurt en verdienen dit later terug als de waarde van de buurt is gestegen.

Erfpacht • Prijsverlagende constructie met als doel de aanschaf van een woning te vergemakkelijken: • Consument koopt geen grond maar betaald erfpacht; • Aankoopprijs consument ligt lager, financiering is daarmee eenvoudiger te regelen; • Starters komen ook in aanmerking voor een huis (beweging onderkant markt/doorstroom); • Maar, grond is niet van de huiseigenaar en deze profiteert niet van eventuele grondwaardestijging. VB • Energieneutraal huis wordt ook voor een starter een mogelijkheid; • Landbouwgrond wordt energielandschap (grootschalige zonnepanelen).

Equity kicker • Investerende partij krijgt een deel van de waardevermeerdering van een bedrijf als extra vergoeding (naast terugbetaling lening), maar: • Pas als er waardevermeerdering plaatsvindt; • Pas op een afgesproken tijdstip dat samenhangt met de waarde vermeerdering; • Geen waardevermeerdering = geen extra uitkering! VB • Een bedrijf gaat een oud terrein weer levendig maken en opknappen (in een aantal jaren) en daarna pas bouwen. De waarde van het (toekomstig) vastgoed hangt af van het succes van de revitalisering van het terrein, pakt dit goed uit dan treedt de equity kicker in werking. Pakt dit niet goed uit en wordt er niet gebouwd en ligt het verlies (misloop van rente op de bank) bij de investeerders. • Innovatief bedrijf dat nieuwe zonnepanelen ontwikkeld, loopt het goed ontvangt men een hoge vergoeding. Loopt het niet, dan ligt het verlies bij de investeerders.
