International experience As advisor to the Minister of Trade on relations with the EEC, especially within the context of the Lome Convention, I have attended most Ministerial sessions of the African Caribbean and Pacific Group of States (ACP), and the ACP-EEC Council of Ministers, including the negotiations for Lome III and Lome IV. In this capacity I have also attended many preparatory meetings of the Caricom (Caribbean Community) in the Caribbean. Most of these meetings focused on trade, aid and development issues. As head of the European Division I have accompanied the Minister of Foreign Affairs and the Prime Minister on several bilateral missions to Europe. During my NGO career I have attended and contributed to a number of conferences and workshops on Civil Society, but also on the development of adequate Planning, Monitoring and Evaluation Systems of organizations. Nikos (of which I was director at the time) was a member of the Latin American network of NGOs and Institutes, which specialized in PMES systems (all were acting as a IAS i.e. Instancia de Asesoria y Seguimiento to NGO partners of CORDAID, a big Dutch donor agency). In my more recent academic career I have attended many conferences and delivered papers. Since 2014 I am focal point for Science, Technology and Innovation (STI) for the Ministry of Education in the Council of STI of UNASUR (Union of South American Nations) and have attended a number of high level meetings of UNASUR. These are attended by some of the top scientists in Latin America.
