Redaction ASSOCIATION
Best TIL’ers, T&P’ers and R&RE’ers, After the dark and cold winter months the first warm sunbeams are pricking through the clouds, this means that the activities and desires of many persons go up. Also for the Fly-Over committee who started to produce a new shining Fly-Over which is now in your hands. Due to al this desires it is for the first time in the history of Dispuut Verkeer that the Fly-Over is published in English, for all the foreign students at T&P, TIL and R&Re it is a great step towards the internationalizing of Dispuut Verkeer.
In the last months some nice activities did come by. For example the business tour, the trip to the flower auction, the always sociable V-Drinks and also the V-Karting was very exciting. Of course with myself as the winner of this karting event I will wait patiently for new and better competition the next time. In the planning for the next months is the KBR 2008. There will be shining times for the Dispuut and everyone who likes to be a part of this can join and help the Dispuut and the Fly-Over to a bright future. Have much reading pleasure!
After a lot of beautiful Fly-Overs we unfortunately have to say goodbye to some important members of the FlyOver committee: Robbert van Amerongen, Marlous Hovestad and Jorrit Konings. Thank you for all the nice work! There is also joy, there is a new member for the Fly-Over committee: Mirjam Hoeffelman. She is an asset to the committee and with the five members of the committee who are working very enthusiastically for the Fly-Over, we will make something tremendous. Because Edwin van Leersum could work only partially for the Fly-Over committee a new member needed to take over the task as chairman. To fulfill this wonderful task I took over this job. I will take care that the coming Fly-Overs will shine as never before.

Board The always fairminded and fairspoken Leon is the chairman and he pulls the strings at the board of Dispuut Verkeer. Leon always works unbelievably hard for the Dispuut and even in the late hours he produces beautiful agendas for the meeting of the next day. Even during his interdisciplinary project his tasks for the Dispuut were him nothing to much. Also Leon is doing a great job by organizing the very first Business Tour in the history of the Dispuut. Besides this Leon is also active as a member of C.S.R. and he is lord and master over his saxophone. Thus if you do like a beautiful blues or jazz concert you can always knock at Leon’s door. Also for some soccer match Leon is always able to make some time free. Maybe the time has come to organize some nice V-Soccer activity for Dispuut Verkeer? And not to forget, in karting is Leon reasonably fast, luckily not fast enough ;)
Yvonne about Steven (Secretary) You only know what you miss when it’s gone… And so did we miss Steven when he went away for a month in December. He left us alone to make; - our own notes, which became a contest on who could send them first; - our own newsletter, which certainly took more time then when Steven made them; - our own changes to the internet page, which we just barely did; - our own changes to the members database, which is not so easy as it seems when it concerns Chinese names; - and our own mistakes in all those things, which hopefully nobody noticed.

Patrick about Leon (Chairman)
Despite of all this we survived a cold December month, but when Steven got back he resumed fresh and enthusiastic. As a result we even have new chairs in our HoK. Steven: welcome back!

Board Maarten about Patrick (Treasurer) Patrick is the most important person for creating this FlyOver. First he brings in money from our sponsors with the Sponcie (=sponsor committee). Then he allocates this money to the Fly-Over as treasurer of the board. And finally he is chairman of the Fly-Over committee. However he gets help from the people of the Sponcie and Fly-Over committees. If you want to help Patrick with these activities by participating in a committee (for the Fly-Over, website, sponsors) please tell the board. The latest achievement as treasurer of the board is a new sponsor contract with Heijmans. If you are interested in this company, you can sign up for their Master class held in May (see the ad in this Fly-Over).

Anne about Yvonne (Commissioner Education T&P & R&RE) Half a year of being a member of the board of Dispuut Verkeer is almost over. Time to take a look over our shoulder and say something about our fellow board members, let me tell you something about Yvonne. Yvonne is our one and only representative for the Transport and Planning master in the board and she took on this job with a lot of enthusiasm. Even though responses to course evaluations are sometimes low, this didn’t throw her off. She even took on the extra task to join the committee for the KBR. Besides these serious task, I was surprised to discover that she was also very good in being the last survivor at the various social activities of the dispuut. Yvonne, I am glad that I can always count on you at the V-drinks and I look forward to spending the next half year in the board with you!
Board
Anne is of course our worthy commissioner of activities. She is responsible for the V-drinks and the excursions among other important tasks. I know what a wonderful task this is because I had the privilege of doing this in the former board. It is of course a wonderful task to be responsible for making sure people get their free drinks at the V-drinks. This makes you sometimes feel like ‘Sinterklaas’ only you are giving drinks and not presents. Anne manages to do all her tasks very well although she is very busy with her study. She probably learned to manage all these tasks in one of her other committees or boards of which there were numerous. I think everybody is very glad to have Anne in the board and I am confident that she will lead the board very well in the future when 3 of us will have to say goodbye to the rest. I am very glad that Dispuut Verkeer is going international. Because of the large number of international students the board figured that our association can no longer be an island of Dutch speaking people as we represent all students from the three masters. Therefore you will probably see more English publications in the future. I hope you like it.
Maarten about himself (Commissioner Education TIL) Because of the illness of Steven I will write a piece about myself. Last week I participated in the Business Tour where I saw a lot of new faces. I think this first Business Tour of Dispuut Vekeer was a great success and I am confident that there will be another Business Tour next year. The group of people on the Business Tour was very enthusiastic and I hope to see you all again for a drink on the V-drinks.

Leon about Anne (Commissioner Activities)
In the mean time I am busy with the education of TIL as you can see further in this Fly-Over. I want to wish you good luck with your courses and if you encounter problems, please come to the course evaluation lunches or drop by for a coffee at the HoK (CEG 4.08). Finally for Steven: I hope you get well soon!

KBR 2008 Taking the train to get there and back will give us enough time to get into the right mood for this trip, or recovering from it respectively. Planned departure to Prague is the 26th of April (morning), planned return from Vienna will be the 5th of May (also morning), using the night train.
“Check-in the heart of Europe”… … is the slogan of the KBR (Short Study Trip) during the May holidays this year. It will lead us to the “new” centre of Europe – the beautiful cities of Prague and Vienna. The world-famous historic centers of these capitals, with their famous theatres, galleries, museums and nightlife, will give us best opportunities to combine study-related excursions with “dipping” into the cultural lives of those countries. Located on the edge to the newest members of the European Union, these cities are undergoing a process of reconstruction and expansion concerning transport infrastructure. An excursion will therefore e.g. lead us to Vienna’s Airport, who is “open to new horizons” and therefore expanding its capacity with the so-called SkyLink project. To also attract people especially interested in logistics, e.g. a visit to a car factory shall be organized.

V-Karting 2007 a lack of gravel barges. Totally desilussioned Yvonne left the racing ring. After some exciting laps where Leon and Patrick handled over the fastest lap round after round the quit righly winner was Patrick. And is the ultimate winner of the V-Karting trophy. Patrick wants to thank all the mechanicians and the team around him who did a great job for achieving this victory. The tension was already high at the entrance of the kartingcentre in Delft. The winner of this karting challenge would win the wonderfull trophy of Dispuut Verkeer. In the kartingcentre the smell of burned rubber and the shrieking of the tires pumped the adrenaline through your body. The start of the race was very friendly and kind. But after some laps there were a few drivers who had the need to undertake some special actions by cutting other road users and by standing still at busy corners. Also the blue flags (those people doing their jobs also with great care) were ignored constantly by all the drivers. Apparently some mind game, you have to earn it to overtake the kart in front of you…F*** the flags. This happens by bringing supply and demand together by means of the auction clocka fascinating process during which large and small batches of flowers are sold within fractions of seconds.
In the early morning of November 14th, 2007, Dispuut Verkeer organized an excursion to Aalsmeer Flower Auction - Bloemenveiling Aalsmeer. (On January 1, 2008 the auction merged with their greatest competitor FloraHolland.) The excursion was a success. Education T&P & R&RE
EDUCATION
The first half of this university year is behind us, and therefore also the two examination periods for me to evaluate. I tried to evaluate the electives for the T&P Master. This was not always easy because less students take these courses hence the response was low. CT5804 Most students where quite content about this course, but there where some complaints concerning the coherence. Information was spread to much over the lecture notes and the goal of the practicum was not clear. Dr.ir. J.W.C. van Lint acknowledged this and said they will work on it. CT5720 Also in this course the coherence was not always clear, next year there will be more attention for that in the first lecture. Many students suggested a reader could be an improvement, but that will decrease the flexibility of the course. Another complaint was a lack of time during the exam, that could be due to the length of the exam or due to the preparation of students which I would like to discuss with students that followed the course. Next year at least the preparation will be easier; old exams will become available. Besides the evaluations I ran into two issues that I wanted to have clear for myself and all the commissioners that will follow. In the last couple of years the commissioners education T&P and R&RE mainly focused 20 Fly-Over March 2008
on the T&P master. There are not much students following the R&RE master and even less are a member of Dispuut Verkeer. Concequently the courses of R&RE have not been officially evaluated for years. This year I am trying to find out if the tasks of the commissioner education T&P and R&RE can be officially restricted to just T&P and how the R&RE courses should be evaluated in the future. The second thing I found was that a lot of the courses that are part of the T&P master are also a course for the TIL master. The evaluations are thus done twice, which I find inefficient and is also inconvenient for instructors. A solution for this has jet to be found, but I hope to report that in the next Fly-Over. In the mean time if you have any complaints or suggestions about the education of T&P and R&RE don’t hesitate to contact me.

This time in our teacher interview we talked to drs. J.C. (Hans) van Ham. He is an assistant professor in Transport Policy and Logistics Organization section of the faculty Technology, Policy and Management (TPM). He gave us a good talk about his research and work in TU Delft and before coming to TU Delft.
he did a sabbatical spent at Canada Ports Corporation in Ottawa, Canada, where he participated in the port development there. He worked for the Federal Port Authority there to design the new ports development in respect of constructions and policies. Before starting at TU Delft, he worked as a senior policy advisor at the Ministry of Transport for 5 years. He was involved in developing a new seaport policy and he did a project with regard to start a funding for the development of small port projects in the Netherlands, for example the development of the passenger terminal in Amsterdam. He also participated into some projects such as the optimization of freight transport system from business as well as societal point of view, and the development of Rotterdam port in terms of both spatial level and policy level.

ted to be a good solution to congestion problems. However, due to the low acceptance of road users, the implementation is not satisfactory. There is always a long way from start to end – in another word, how to achieve what expected. The point is that it is in TU Delft that he learnt and found out the answers to these confusions within the nice research environment here. Recently in TU Delft, Hans van Ham focuses on his PhD-thesis, which is near completion, dealing with spatial (i.e. land use) decision making in port projects. The PhD-thesis treats policy issues concerning seaport in investments in the Netherlands, in particular, the role of public and private parties. In addition, he is also finalizing a book about the history of containerization in cooperation with prof.ir. J.C. Rijsenbrij from the faculty Mechanical, Maritime and Materials Engineering (3mE), who is former director of ECT, Rotterdam. He talked some contents of this book with regard to the development of container shipping market in the decades. Many books of years ago mostly focus on container ships and are USA oriented. However, during the decades, there are many changes. To name some, most of containers now come to Europe and the USA from Far East, such as China, Japan, Singapore, and Malaysia. There are also many shipping lines between Australia and Far East countries now. In addition, many mergers happen to shipping companies,
26 Fly-Over March 2008
for example, Maersk acquired Sealand and recently acquired P&O Nedlloyd, resulting in nearly 20%~25% (18.2 as of 1/2006) market share. When asked the reason why these merger activities are allowed by regulations, Hans van Ham gave his answers that although Maersk owns the largest market share, there are also many other shipping lines that own large market shares, such as CMA CGM, COSCO, Evergreen, NYK, Yang Ming, etc, which results in competition rather than monopoly. In addition, such merger activities will increase the better cooperation and better services. During the interview, Hans van Ham also introduced three courses he teaches. One is Evaluating Transport Policies (SPM9434), which deals with the evaluation of transport policies. Another is Spatial and Transport Economics (CT5730), together with ir. P.M. Schrijnen from the faculty Civil Engineering (CEG), which deals with both the spatial and transport economic issues. Another one is Public Private Partnership together with dr. J.F.M. Koppenjan from the faculty Technology, Policy and Management, which deals with the dynamic public private partnership in policies. When asked about the views about the program Transport, Infrastructure and Logistics (TIL), which is an interdisciplinary program of three faculties (CEG, 3mE and TPM) and another program Transport & Planning (T&P)
Research Hans van Ham at the faculty Civil Engineering, he thinks of TIL as a good program for students to broaden their knowledge and views after their bachelor studies. He took a TIL student from Civil Engineering doing a master project with a combination of infrastructural design and policy issues as an example to indicate the broad opportunities TIL offers. On the other hand, T&P is more suitable for students who want to concentrate on transport planning and civil engineering.

During the end of the interview, we talked about some new future trends of the shipping industry. One is the trend of large-scale container vessels. During the decades, bigger container vessels are constantly built. For example, post-panamax containers vessels cannot go through the Panamas Canal, thereby causing APL shipping line transport containers from the Far East to the western coast of the USA by ship and then transported by doublestack trains from the western coast to the east coast of the USA. Another problem is the pressure to ports caused by large-scale container vessels, such as the water depth, the example of which are includes that Antwerp port is less accessible than Rotterdam. And Germany is building a new deep-water port with better accessibility than the existing ports Hamburg and Bremen. Another problem is that the altitudes of many bridges are even lower than those of container vessels, thereby blocking these vessels. Hans van Ham
also talked about the possibility of shipping lines through the Arctic. His conclusion is that, at the moment, it can be achieved to transport by icebreak vessels, but is not feasible from commercial point of view. However, it would be a trendy for shipping industries with the global warming. For example, it would be possible for container vessels to enter North American’s Five Great Lakes to the cities like Chicago during winter in the future rather than only access to Montreal.

NS: Satisfied despite decrease in travelers-growth
Amsterdam- The Dutch Railroad Services (NS) have served an additional 3 per cent of travelers last year. The increase was a bit moderate in comparison with 2005 and 2006, when the transport company booked an increase of 5 per cent annually. Within the Netherlands the total number of passenger-kilometers grew in 2007 to 15.5 billion, against 15.1 billion in 2006. Although last year the increase shrank somewhat, NS-top manager Aad Veenman is very pleased.
Satisfied Veenman spells out some improvements: “Currently there are more trains operating on the, as always, very busy railroad network, and performing even at a higher reliability”. “87 per cent of ours trains arrived within three minutes on time”. He indicates further that travelers are more pleased concerning the performances of ‘his’ company. In financially point of view the NS is performing also very well. The net profit increased from 310 millions euro in 2006, to 337 millions euro in 2007. The revenues rose with 5 per cent, from 3.84 billion euro to 4.04 billion euro, while the expenditure increased with 4 per cent (of 3.53 billion euro to 3.68 billion euro).

INFO
Performance “It is pleasant to see that traveling with the train becomes more and more attractive for an increasing number of people”, says the 60 years old Veenman, who is in his last year as chief of the NS. “In three years time the travelers-transport has increased with 13 per cent. That is unprecedentedly for the railroad sector and a performance of significant size.” Last year the Dutch railroads have booked profits on nearly all fronts. The radical renewal of the time schedule in December 2006 clearly showed positive effects in 2007, according to Veenman. The NS also takes advantage of the increasing traffic-jams on the highways, which results in more and more commute-travelers
taking the train instead of the car.

V-News with the new AGV is to compete with other high-speed train manufacturers such as Siemens (Germany), Shinkansen (Japan) and Bombardier (Canada) the latter of which introduced the Zefiro. Italy is the only country till now that had shown serious interest. They have ordered already 25 of them at a total price of 1.5 billion euros. Delivery is expected in 2010. Introduction of the AGV
INFO
On 5 February 2008 train manufacturer Alstom introduced the new high-speed train AGV which stands for Automotrice Grande Vitesse. At the introduction at Alstom’s research centre in La Rochelle even the French president Nicolas Sarkozy was present. The AGV has a velocity of 360 km/h instead of the current TGV which has a velocity of 320 km/h. This increase in speed can be obtained by placing extra motors under all the wagons. In the TGV the motors are placed in front and back of the train only. Except gain in speed the motors are also more energy efficient and besides that the passenger capacity will increase with 20%. Last year the AGV broke the speed record for a train on conventional track and reached a speed of 574.8 km/h. In total Alstom worked about 10 year on the development of the AGV and the total costs were 100 million euros. The goal that Alstom wants to achieve 30 Fly-Over March 2008
High-speed line Madrid-Barcelona finished Finally, on 20 February 2008 a completely new high-speed train from Madrid to Barcelona has been opened by Renfe (Spanish Railways). The construction of the whole track took more than 10 years. From 2003 till now the AVE-line ends at Lerida, 130 km from Barcelona.
V-News For the last part from Lerida to Barcelona there were also several delays caused by construction problems. Travel time between Madrid and Barcelona will be 2 hours and 38 minutes.

Heavy maintenance on Dutch highways finished Mirjam Hoeffelman
INFO
On 23 January 2008 heavy maintenance on the Dutch highway has been finalized. In the last two years 2250 km of highway was renewed. Traffic jam nuisance due to maintenance has decreased from 5.2% to 4% of the total traffic jam nuisance. This was caused by the fact that Rijkswaterstaat has paid much attention to decrease this nuisance due to maintenance. This is in accordance with the ‘viersporen aanpak’ in the sense of efficient maintenance planning and operation, offering alternative transport modalities and informing the public of maintenance activities and alternative routes. For example maintenance on the A4/A10 near Amsterdam. This took place in the summer period during which there was less traffic and at the same time increasing the capacity of the alternative route A9 by opening an extra lane. Also they offered cheap alternative public transport. In addition Rijkswaterstaat also introduced a website www.vananaarbeter. nl, a telephone information number,

Foreign students in Delft believe logistics is treated as a true science here. Therefore I made applications only to Dutch Universities. I chose TU Delft because of the reliability and diversity of the TIL program and as TU Delft is one of the oldest academic institutes of the Netherlands.
INFO
In this edition of Fly-Over I have an interview with a Greek student who comes from the capital city of Greece, Athens, and now doing his first year of the TIL master. Let me introduce you to Kostas Goulas. What were you studying in Greece? I was studying Maritime Economics at the University of Piraeus. As you may know Piraeus is the largest port of Greece. The main point in my choice was that we, Greeks, have a very old maritime history and we are pioneers in shipping business. It is a very interesting field and there is a much employment. My program was offered by the only Maritime Faculty in Greece on public education level at that time (1999). It was not only focused on economic subjects but gave a broader orientation in fields like transport, infrastructure, logistics and environment. Why did you choose for TU Delft? As I would like to study logistics, I was thinking of the Netherlands because I 32 Fly-Over March 2008
How do you like the study here so far? And which courses did or do you like the best? I am satisfied with the diversity of specializations of the TIL program and I am mostly interested in logistics courses. What I like in the courses here is that they are interactive, they support teamwork and the assignments help to get in-depth knowledge. I am also amazed by the critical thinking in the exam questions which I find very beneficial. Are there many differences between studying here and in Greece? In Greece the courses were not so interactive and have a small amount of assignments. The way of communicating between students and university is different. For example grades and information about courses can only be found on bulletin boards in the building. The use of internet for this is almost rare. In the Netherlands students make use of Blackboard. What do you usually do during your leisure time? I usually go to parties in students houses. Every Wednesday I go to café De Ruif which is a must for all international students. Besides that
Foreign students in Delft I also play basketball with Greek friends. But there are many opportunities for sports and culture at the TU Delft and I am thinking of joining some of them in the future. Have you visited some other places in the Netherlands? Before I started with the TIL program, I had already visited The Netherlands on vacation. Thus I was already familiar with some places. But since I have been studying in Delft I have visited various places and I must admit that I prefer more quiet places like Delft or Utrecht than Amsterdam. Rotterdam has very interesting and modern architecture.
What do you like here in the Netherlands in comparison with Greece and what do you dislike? I prefer the better urban environment in the Netherlands and here in Delft there is less traffic congestion than in Athens. Also the mixture of different cultures here is what I like. However I miss the sunny weather and the Greek sky. I also miss driving a car, since I do not have one here (yet).
Mirjam Hoeffelman
After your study will you go back to Greece or will you remain in the Netherlands? Many years ago I was thinking of going to live in the Netherlands. I believe it is a very cool and relaxing country to live in. The job opportunities and the level of salaries are much higher than in Greece.
