Abstract Methodological scheme of thermal analysis is used for portraying the Earth environmental research and climate changes showing particularly the history, effect of atmosphere reflection (albedo) and absorption (so called greenhouse effect included). The net behavior of the Earth as a black body is reviewed. The most influential on climate changes is alteration of the geometry of the Earth trajectory and the irradiative power of the Sun (as a standard thermo-analytical pair of the sample and radiator). Thermodynamic basis of water vapor impacts is pointed out, the absorption spectra of atmosphere emphasized and temperature gradients indicated. The historical course of the Earth temperature and CO2 concentration is put in analogy with the method of gas desorption analysis, which supports the view that the variation of CO2 concentration recorded in the past may not be alone blamed for temperature changes. Introduction From the outer space looks our livable world, the Earth, rather fragile. Despite its solid core it is covered by a relatively thin blanket of atmosphere underneath which is a very thin habitable layer capable to cradle the miracle of life. First, in the Earth’s history, this layer contains selfreliant entity of mankind, which is becoming to exceedingly wear away its friendly surrounding by plentiful utilization of raw materials, over-burning fossils, abundant traffic and generation of superfluous wastes, which in fact destroys the living conditions on planet. Inherent biological network interacts with the ecosystem treated as a thermal structure which is no more a passive stage but has a character of a ‘‘living architecture’’ (often assimilated into the image of the Earth-goddess ‘‘Gaia’’). The global treatment induces better understanding of the concept of global steadiness governing a distribution of local nonequilibriums. We are living in an interglacial period but about 20,000 years ago massive glaciers were spread far away from poles [1]. Glaciers have come and gone many times but the footprints of climate may fluctuate even within a shorter phases. For example, in the period 1400–1800, the year-average temperature dropped by about 1.5 °C comparing today (even called as ‘little ice age’) [2] while within 1910–1940, the global warming (increase of the averaged temperature by *0.5 °C [3]) appeared which was too big to be caused by ‘greenhouse’ effect alone. So, it is the question if our planet is under an unusual course of warming or is yet recovering from the little ice age, which may bring Greenland back its farming stage as it was 1000 years ago during the medieval climate optimum [4]. Looking to such historical records, we can make a thought (‘gedanken’) thermal analysis experiment and

place the resulting figures to a certain correspondence with similar thought experiment, evolved gas analysis (desorption of greenhouse gases, especially of CO2), etc. Understandably, we cannot cover herewith all the articles dealing with associated phenomena, so a certain profile is only offered. All politically motivated issues and reports, however, are avoided because they often reflect rather financial interests instead of the objective ecological aspects.

Earth irradiation treated in the frame of thermal analysis Thermal analysis (TA) is traditionally exploited for a quantitative determination of thermal changes which occur in various samples under monitored heating/cooling, often within both mesoscopic and microscopic scale [5–7]. Instrumental arrangement makes thus available a suitable setting for controlled (and desirably homogeneous) sample heating provided by the surrounding furnace/thermostat. Temperature conditions are averaged by encircled heat convection, conduction and radiation. The sample temperature is, as a rule, measured either in a single place or, less commonly, is monitored spotty over various points of the sample [7, 8]. In some cases is the sample heated by directional light source and the equilibration of temperature is achieved by the sample rotation [9]. Sample has usually its own ambient atmosphere (sometimes decomposing), which is under the downward gravitation force and which motion and composition (air/O2/N2/H2/He) helps to equalize the temperature gradients by inherent local heat fluxes [6, 7, 10]. The distance between the heater and the sample is usually kept constant, only in some special arrangements is the temperature program realized by the controlled movement of a sample along the stationary gradient of the furnace [7, 8, 10]. In some cases, a shielding reflector is inserted between the heater and sample in order to modify locally the radiation (and consequently the temperature gradients). Apparently, the term ‘‘thermal analysis’’ can be synonymously used for describing the Earth’s climate changes as the Sun–Earth system exhibits some analogous features of the shared furnace-sample assembly, which, certainly, must be imagined on much larger macroscopic scale. Directional heater, the Sun, and the one-way irradiated sample, the Earth, are in permanent interaction which controls the most important observable, Earth’s temperature. The dynamical thermal equilibrium essentially due to the position and rotation of the Earth is modified by the presence of surrounding atmosphere with its varying composition, local

motions and heat and mass fluxes (http://www.oism.org/ pproject/s33p36.htm, http://www.fzu.cz/*sestak) [11–44]. Therefore, the irradiative input is complexly distributed vertically and horizontally including the advection, convection and diffusion in atmosphere. The warms is spread out within ocean with its long-standing convectional flows due to the changes of both temperature and salinity standing thus as a stock for climate inertia (‘thermohaline oceanic heat exchanger and reservoir’). In order to study these effects, the temperature is measured at multiple points both on the Earth surface, marine and in the adjoining atmosphere and also includes the remote service of orbiting satellites. Similarly, the surface and atmosphere are scanned over various wavelength regions in the way traditionally known as ‘thermography’ [7]. The heat exchange near the Earth is realized through the adhering atmosphere layer, which is bound by the centripetal gravitational force, further surrounded by the nearvacuum space avoiding thus successive heat/mass transport by outward convection. On the interplanetary separation scale, the only mechanism remaining for the heat exchange is radiation which requires taking into account its reflection (‘‘albedo’’) and absorption. These effects including also the popular ‘‘greenhouse effect’’ are extensively discussed in the literature [11–13]. Consequently, the weather has a regular component which is due to the diurnal and annual rotations of the Earth and a somewhat chaotic component due to the atmospheric circulation driven by the irradiative energy of the Sun. The climate is then understood as an integral of weather over the periods lasting more than 1 year. As we are convinced, the relevant method for theoretical description of such a complexity can be found, because of numerous analogies, in the theory of thermal analysis [6, 7, 14–30]. The experience with TA clearly reveals, namely, that the decisive effect on the sample (Earth) temperature should have the behavior of furnace (Sun) and their mutual position.

History of research into the Earth climate and atmosphere thermodynamics The original concept of the so called ‘‘atmospheric greenhouse effect’’ can be traced back to the work of Jean B. J. Fourier (1768–1830) [31] who in the year 1822 realized that the Earth atmosphere is relatively transparent to solar radiation, but highly absorbent for the terrestrial radiation that results to a relative increase of the temperature of the Earth surface. Michael Faraday (1791–1867) [32] called attention to the atmospheric CO2, which has a positive environmental effect on the growth of plants and animal

population as well, helping to maintain their diversity. However, it was only Svante A. Arrhenius (1859–1927) [33] who in the year 1896 laid the formal foundation of the theory linking the variation of concentrations of atmospheric gases to the climate changes. His main goal, however, was the estimation of the surface temperature rise due to the increase in the content of carbon dioxide. It matured to a more detailed model of the radiation balance between the atmosphere and the surface and particularly led to the discovery of importance of water vapor which accordingly determines the sensitivity of climate toward the impact of greenhouse gases. As the Earth catches warming, the saturation pressure (ps) of water vapor would increase exponentially with temperature (T) according to the classical Clausius–Clapeyron relation [6, 7, 16, 21, 23, 25] d ln ps/dT = DH/(RT2) (DH being molar heat of evaporation). The increased saturation pressure would enhance the water-vapor concentration, further amplifying the greenhouse effect. On the other hand, over-saturation of water vapor would lead to the condensation and formation of clouds increasing the outside reflection (‘albedo’) and thus suppressing the internal greenhouse effect. The associated release of heat (DH) play an important role in the control of atmosphere temperature because it affects on macroscopic scale the balance of evaporation/condensation and the coexistence of liquid/gas phases. Moreover, for micro/nano-scale of condensing droplets the effect of surface tension (c) and its curvature (radius r) become decisive. The actual saturated vapor pressure (psr) with respect to that over the flat surface (p?) is given by the Kelvin equation RT ln (psr/ p?) = 2cVm/r, where Vm is the molar volume of water. It is clear that with decreasing of r the ratio psr/p? increases, bestowing the instability of cloudy systems, where tiny droplets evaporate yielding then the vapor super-saturation and making the reestablishment of liquid water phase difficult. The condensation thus frequently needs an auxiliary (catalytic) stimulus of external (often heterogeneous) condensation cores, such as dust, aerosols (called CCN, clouds condensation nuclei), the occurrence of which additionally decreases the irradiative absorption. (This very often ignored Twomey’s effect [34] is very likely responsible for most changes of rainfall activity [35]). There are some other dimension-dependent thermal effects [23, 36, 37], which detailed explanation falls beyond the frame of this contribution. Early laboratory absorption measurements (accomplished by Tyndall [38] on the CO2 and H2O vapors) became important to see the foremost influence on the terrestrial rays and associated climate changes. It was followed by direct observations of an atmospheric transmission by Langley [39] who designed a high precision temperature detector, called bolometer, capable to record

numerous data regarding the solar and even the lunar spectra. The birth of the quantum mechanical theory in the early twenties of twentieth century announced the beginning of theoretical spectroscopy, and expansion of relevant experiments led eventually to the availability of reliable spectroscopic data [40–44] as e.g. that by Goody [43] and supplemented by others [41, 44]. Natural cycles of atmospheric greenhouse gases and associated clouds have become a subject of many theoretical studies involving thermodynamic analysis [7, 14– 25], which showed that the immediate Earth weather and long-lasting trends in global climate are very sensitive phenomena which are dependent on a plenty of variables having very often chaotic behavior [45, 46]. For example, recent estimates based solely on energy balance disturbances due to the changes of atmosphere composition (e.g., CO2) have shown that in comparison with the variability of solar irradiation just this factor should dominate the climate. Such an ‘‘energy argument’’, however, is greatly suspicious for highly nonlinear, extremely complex systems as is the coupled structure of atmosphere–ocean–cryosphere–biosphere and their power inputs and webs. It is well known that any multifaceted systems can behave bizarrely violently, i.e. can follow very different paths after the smallest change in initial or boundary conditions, or in response to the smallest perturbation. Chaos in climate (copious and meager years) and weather conditions is thus something ‘‘normal’’ revealing unpredictable fluctuations or drifts (see Fig. 1). In a firmly uneven makeup with large reservoirs of latent energy (such as the atmosphere-ocean-biosphere), global redistributions of energy can be triggered by unexpectedly small inputs, a process that depends far more on their spatial and temporal pattern than on their magnitude, and it is the question if the manmade (anthropogenic) effects are influential enough. Worth mentioning is the work by Lorenz [45] who stressed that only non-periodic systems are plagued by limited predictability. External periodic or quasi-periodic systems can positively impose their rhythm on the climate. This is not only the case of the periodic diurnal changes and of the Milankovicˇ cycles (see later) which satisfy these conditions, but also of 11-year sunspot cycle in solar energy output playing no role in the practice of predictions. For serious analysis of climate changes [47–49] are thus needed exact, extended and continuous measurements of atmospheric conditions. Such a data are, unfortunately, available only since about last century; for larger periods, we are dependent on historical records and on a somewhat fuzzy approach, which is based on the methodology of ‘‘computing’’ with words describing subjective sensations instead of with numbers [23].

Remind that such a plot looks like that common for the procedure of evolved gas analysis and the figures are factually based on the chromatographic analysis of the bygone atmospheric content of ice-trapped micro-bubbles. Such examination toward climatologic history is often accompanied by isotopic testing of the ratio of heavy vs. normal (18O/16O) oxygen indicating thus the olden temperatures (‘paleontological indicator’) as well as by determination of the isotope 10Be revealing in this fashion the intensity of cosmic radiation and thus also the amount of bygone sun energy

Influence of the sample position—geometrical anomalies of the Earth’s orbit

measured between two subsequent vernal equinoxes (being the base of our Gregorian calendar), while between two perihelia lies the anomalistic year (about 25 min longer), which moves completely through the tropical year in about 21 000 years, i.e. it advances by about one full day every 58 years. This effect is a combination of the above-mentioned orbit revolution, with the precession of the Earth’s rotation axis i.e., a slight cyclic movement of the direction of the axis with a period of 26,000 years. Thanks to the gyroscopic effect of the Moon anomalies of the Earth revolution are well stabilized. The eccentricity of the Earth’s orbit varies complexly with resulting roughly periodic changes within the time scale of about 100,000 years (maximum distance EarthSun is 1.52 9 1011 m and minimum occurs at 1.47 9 1011 m), so that it can be significant for climate changes if modulated together with the 21,000 cycle of perihelion.

Regarding the living conditions of mankind, the Earth’s orbit is the most important attribute, which course, fortunately, is within an appropriate distance from the Sun and moves around it along the ellipse close to a circle (cf. Fig. 2, right). Under the gravitational force of the Sun combined with that of the distributed masses of the giant planets (Jupiter, Saturn) and nearest planets (Mars, Venus), the elliptical orbit revolves over the course of the year but its effect is too weak (&3 %) to cause the instant change of seasons (the full revolutions with respect to the stars takes about 112,000 year) but strong enough for to have a longterm impact. Now the Earth reaches perihelion (closest point towards the Sun) in early January, but this date does not remain fixed but slowly regresses. Tropical year is High pressure descending air

Earth’s climate changes due to the alternating irradiation

Another 41 000-years variation is given by changes of the angle between Earth’s axis and Earth’s orbital plane (from 22.1° to 24.5°). These astronomical phases are often called the Milankovicˇ cycles (after the theory of Serbian civil engineer Milutin Milankovicˇ (1879–1958) [50]) but their true pattern [46] and impact on climate changes are not yet fully comprehensible [51] though they were forecasted by French mathematician Joseph Adhemar (1797–1862) and Scot James Croll (1821–1890) in that time, however, disbelieved (in light of obsolete ‘quadricglacial hypothesis’). It is of no doubt, nevertheless, that the pronounced climatic changes during the past 2 millions years (glacial of about 100 000 years and interglacial of about 15 000 years each) emerged as a result of the simultaneous periodically repeating changes of the Earth orbit parameters (as shown in more details by Huybers [48]) accompanied at the same time with the variability of the Sun radiation [52, 53] (see below). However, it is not clear why these alterations did not show sooner (as at the turn of Tertiary and Quaternary) as they likely proceeded during the whole existence of our planet and could have puzzlingly amalgamated with the early shifts of planetary plates below continents or with other yet unidentified upshots.

Influence of the radiator—irregularities in the energy emission of the Sun From various records in the current literature [52–59], we can deduce that the fluctuations of the heat source, Sun, plays a major role in natural secular climatic changes on the time scales of decades and centuries. The measurements from spacecrafts reveal the irradiation changes ranging from minutes do decades, including the pronounced cycle of roughly 11 years, often related to sunspots and other forms of solar activity. Besides, there are long-time averaged drifts of the total radiation produced by the Sun. However, this effect does not seem essential for variation of the Earth climate in present. For example, within the past 150 years, the mean global temperature at the Earth surface increased about 0.5 °C, and the amount of CO2 measured at the Earth’s atmosphere increased about 25% as a consequence of our enormous, continuously escalating and shabbiest burning of fossil fuels (instead their sparing for a more perspective future with further energy-sophisticated technologies). However, stellar and isotopic findings suggest an increase in solar total radiation of roughly 0.25 %. Let us note that the global mean temperature did not rise steadily as some statistics claim to show; the significant year-to-year and decade-to-decade variability, reaching *0.2 % from 1 month to the next one, are namely possibly consistent with the 27-day period of rotation of the Sun.

It becomes clear that the primary cause of the solar modulation of cosmic rays is not the level of the mentioned sunspot activity, but rather the variations of the strength of the solar wind [53–61]. This supersonic outflow of plasma originates in the very hot corona of the Sun and carries ionized particles together with the magnetic lines of force from the Sun. A steady stream of charged particles flowing continuously outward from the Sun impacts and deforms the Earth’s extended magnetic field. The upper layers of the atmosphere (ozone layer and ionosphere) are strongly affected by the flow of high energetic solar particles and if strong enough, the particles penetrate further to atmosphere where provide the condensation nuclei enabling easier formation of rainy clouds changing the Earth’s albedo. Most important, however, are solar cycles which are without exception related to the Sun’s fundamental oscillation about the center of mass of the whole solar system, into which the cycles of different length, but similar function, are integrated. In the simplest model, the dynamics of the magnetic sunspot cycle is driven by the Sun’s rotation. Yet this theory only takes into account the Sun’s spin momentum, related to its rotation about its axis, but not its orbital angular momentum, linked with irregular oscillations about the center of mass of the solar system as a whole, which is related also to the motion of giant planets (Jupiter and Saturn). The orbital momentum carries more than *99% of the angular momentum in the solar system (while the Sun’s spin momentum is confined to a less than *1%). So, there is a high potential of angular momentum to be transferred from the outer planets to the revolving Sun and eventually to the spinning Sun. Recent considerations showed that such an effect in fact determines the length of the doubled period of sunspot activity (22.1-year magnetic cycle) and overall cycles called ‘‘big fingers’’ and ‘‘big hand’’ having a mean length of 35.8 and 178.8 years, respectively. Interestingly enough, varied climatic phenomena in different regions of the world show synchronized phases in a cycle of 33–37 years. The magnetic sunspot cycle of 22.1 years (often called the Hales cycle) is the true cycle of solar activity as groups of sunspots are usually composed of preceding and following spots with different magnetic polarity. With the commencement of a new cycle, the polarity reverses and the original polarity is only restored every second 11-year cycle. Some authors suspect that in Pleistocene, the impact of the Sun activity was physically more powerful than that of Milankovicˇ cycles, which, however, dominated in warmer interglacial periods [48, 49, 51]. The Milankovicˇ theory [50] in its modern form shows that the decrease in solar irradiation of *0.1%, effective during a very long interval, can release a real ice-age and that there may be some congruent modulation between eccentricities of the Sun and the Earth [48, 49, 53–62]. It may be thus expected that the Gleissberg cycle of sunspot activity

having a characteristic time of 90–120 year and which super-modulates the intensity of the 11-year cycle, possesses a considerable potential to accumulate an effective surplus of irradiance, or, quite contrary, to induce a steadily decreasing of radiant flux density.

The Earth as a black body sample—heat and entropy fluxes Income of irradiative energy on the Earth, JE(E), is about 1.2 9 1014 kW, which is a negligible fraction (*10-9) of the energy totally irradiated by the Sun (JS(E) % 1023 kW). Even though the total energy of the Earth remains constant, there is a definite change in the entropy flux, J(S), because of the temperature disparity [20, 23, 28, 63, 64] in partial terms Jin(S) and Jout(S). It reads as (JE(E)/TS - JE(E)/TE) = J(S) = Jin(S) - Jout(S) = 4/3 4/3 (1.2 9 1014) (1/5800 - 1/290) = -5.291011 kW/K. The flux value of J(S) = -5.2 9 1011 kW/K can be related to 1 m2 of the Earth, so that divided by 4pR2E yields the value of about 1 WK-1 m-2 . About 94% of entropy is produced during the absorption and re-emission of the radiant energy (the Earth serves as a transducer), and the rest can be attributed to material changes and motions of the atmosphere, oceans and Earth core (*0.07 WK-1 m-2). Assuming that the whole mankind consumes roughly 1010 kW, i.e. produces entropy of about 3 9 107 kW/K being at about 0.1 % of the total production associated with material changes (photosynthesis, atmosphere circulation, phase changes of water, heating of the Earth surface, etc.). Most important is an estimate of hypothetical balance of the Earth behavior assumed as a black body, in which we can take into account two decisive processes; the reflection (albedo, A) and the absorption (greenhouse effect, G) of radiation, see Fig. 2, left: A a0 A

orbit) *1.365 9 103 W/m2 and r being the Stefan– Boltzmann constant *5.67 9 10-8 W/m2K4) From these data, we can calculate the following idealized conditions governing on the Earth surface, namely: For A = 0.35, G = 0.45 ) T % 17 °C (present state); For A = 0, G = 0 ) T % 5.4 °C (without any atmosphere); For A = 0.35, G = 0 ) T % -23 °C (without greenhouse effect); For A = 0, G = 0.45 ) T % 50 °C (without albedo). These estimates illustrate very well the extraordinarily beneficial setting of the Earth in the space. Taking into account the parameters of orbits and atmosphere reflectivity G of the neighboring planets Mars (G is negligible) and Venus (G exceeds 0.70), we obtain much unfavorable figures. Relative thermal stability of the Earth together with reasonably small scatter of temperatures (DT & ±50 °C) around the water freezing point at 0 °C (Notice, such a difference between maximal and minimal temperatures is insignificant in comparison with the usual extent of temperatures encountered in the Universe). Certainly, the actual temperature is not only the function of A and G, but is sensitively related to the Sun activity if the validity of Wien’s law T % 2.884 9 10-3 K m/kmax is assumed. Moreover, our evaluation shows that the Earth temperature is probably more sensitive to the changes of actual temperature of the Sun surface than the changes brought about by variations of coefficients A and G. What more the Earth’s temperature stability is curiously reinforced by the sudden change of the natural course of gradually falling temperature at tropopause (*15 km) to the positive gradient reversing again at stratopause (*50 km), see Fig. 3, which prevents the escape of the Earth atmosphere into the outer cosmic space and ensures the ultraviolet shielding, the ozonosphere.

Composition of the atmosphere, greenhouse effect and the recent views of climate changes Let us recall that the water vapor is the major agent of the atmosphere absorption naturally controlling the Earth surface temperature, which is spontaneously fluctuating under the influence of other phenomena that are yet poorly understood [64, 66]. High temperature enhances evaporation and the enhanced amount of water vapor increases greenhouse effect and temperature of the Earth. Nevertheless, enhancement of water vapors in the atmosphere may have also a quite opposite effect. Saturated vapors in the presence of small disturbances tend, namely, to condensate and increase the albedo, which consequently

decreases the temperature and activates further vapor condensation releasing the latent heat and so on. The interplay of these antagonistic trends with random disturbances cannot converge to some equilibrium steady state but is rather a source of permanent chaos. The dominating role of water vapors on greenhouse effect and allied processes in the atmosphere was confirmed by US satellite observations [67]. They revealed that the actual effect of individual gases on the degree of greenhouse effect may be estimated as follows (probable percentage of natural/ anthropogenic effect): H2O as much as &99/0.10, CO2— 0.12/0.01 and the rest, mainly CH4— 0.1/0.05 (cf. also Fig. 4). The second most significant greenhouse gas is carbon dioxide. Let us make a balance estimate of the total human industrial production of CO2, primarily from the use of fossil fuel, production of cement and automobile industry, which is about 8 Gt of carbon (C) per year while humans exhale mere 0.6 Gt C. Overall human CO2 production is still negligible as compared to that residing in the ocean and biosphere [68–74]. Hence, the sources and absolute amounts of CO2 in the atmosphere are likely of secondary importance and are thus rather insignificant to the hypothesis of human-caused global warming, because the overall rather weak absorption effect of CO2 itself, seems to be overestimated with respect to that caused by H2O. Nevertheless, historical records reveal that even insignificant narrow changes in the energy partaking (due to volcano eruption, meteorite collision or fire diminished forests) may cause the consequent far-reaching climate

modification and thus the impact of exponentially increasing mankind and their brutal Earth-exploration may turn out to become a yet unknown instigative mechanism worth of consideration in an unprecedented manner. Based on the above given figures one can take for granted, however, that the recent effect of extra manmade exhalations of greenhouse gases alone, cannot be so significant as is believed, e.g., by protagonists of Greenpeace movement. This fact provides strong arguments for the opposition claiming that the greenhouse effect together with global warming is nothing but nonsense proclaimed by ‘‘eco-terrorists’’. Both these opinions are, however, fatally simplifying the real situation. Greenhouse effect, a physical effect par excellence stabilizing for millions years the conditions on the surface of the Earth, do exist. Global warming (till now of unknown origin) which is manifested in recent decades by fast disappearance of glaciers and unusual catastrophic behavior of weather also do exist. These effects must be properly accounted for and not only proclaimed or denied. Therefore, in conclusion, we would like to point out some important aspects which should by subjected to further research.

In order to separate anthropogenic and natural effects the influence of temporal changes of irradiation of the Earth by the Sun regardless of its origin (changes of the Earth’s orbit or of activity of the Sun) should be eliminated first (very helpful may be here just TA approach). As the main greenhouse effect and albedo in the atmosphere of the Earth is very likely due to the water, the interactions resulting in phase transformations of the water changing dramatically absorption of radiation in atmosphere and its ion content has to be studied. Among the agents triggering the phase transitions of water belong heavy ions [75], nanoparticle dust [35–37, 76], cosmic rays and chemically active gases (perhaps ‘‘greenhouse’’ ozone). The significance of these agents is due especially to the facts that they are efficient even in extraordinary small concentrations and some of them can be produced in appreciable amount by human activity. The attention should not thus be paid not only to increase of concentration of greenhouse gases but rather to other components of exhalations, to heavy ions and especially to nano-particles. It is evident that the combusting fabrication of CO2 is always accompanied by the production of such nano-particles, the life of which is more steady (due to the Brownian motion, negligible sedimentation) than that of CO2 which takes a part in the natural circulations (dissolution, precipitation). Very important become then the diurnal effects (rise of ions and charged nuclei and their dissipation) [75], which are reliant locally especially near the large agglomeration (cities, factories) where there is the greatest introduction of perilous nuclei into atmosphere (completing thus the natural cosmic background). It concerns the importance of (often neglected) values of the electric potential gradient at the Earth’s surface, which for example, is remarkably low in fine weather (if the visibility is good lacking parasitic nuclei) while, on contrary, fog and dust produce high potential gradient not only harmful to human health but also affecting weather. Striking proof of such pollution was measured in a remote island (Samos) as early as in 1937 [75]) showing a marked difference in the diurnal variation of potential gradient ([50%, reaching up to 300 V/m) due to mere festival barbecue on holiday days; more crucial effects being detectable at the vicinity of great sources of man-made pollution. This subject matter is yet undervalued and can likely turn soon into the center of pollution policy to substitute the recently fashionable target of green house gases because we are still unable to discern how the world can shift beneath our feet. ÚVAHA NAD EKONOMICKO-EKOLOGICKOU KNIHOU VÁCLAVA KLAUSE O OTEPLOVÁNÍ NAŠÍ PLANETY A NEVYČERPATELNOSTI ENERGETICKÝCH ZDROJŮ Hodnota zdroje má výlučně subjektivní charakter. Původcem a konečným uživatelem zdrojů je člověk. Odlišme působení člověka od působení nárůstu lidstva. Ekonomický rozmach nevede ke zhoršování klimatu, naopak. Fenomén globálního oteplování není průkazně zaviněn jen člověkem. Ekologie zbytečně zastává princip předběžné opatrnosti. Základní Klausův princip1 je pozitivní funkce neviditelné ruky volného trhu, tj. tržně-cenový mechanismus, který by se měl sám o sobě pokaždé dopracovat k jakémusi optimálnímu řešení. Laik by ale řekl, že toto řešení zaručuje zhruba jen to, že v tržní rovnováze vždy nastane taková kombinace zdrojů, kde jeden z konkurentů je na tom fakticky lépe (umí, má, prodá, třeba i zmanipuluje) a druhý hůře (neumí, nemá) a že takové kritérium ekonomické „optimality“ neříká nic o spravedlnosti (ta zřejmě neexistuje − nedefinovatelná) ani o společenské a přírodní přijatelnosti (kterou ale nedovedeme vymezit, např. kdo vlastní práva na čistý vzduch, chodec, který ho dýchá nebo automobilista, který ho znečišťuje?). Úvaha, že bez člověka neexistují žádné energetické zdroje a že bez cen neexistuje ani definovaná spotřeba těchto zdrojů je zřejmě ekonomicky kompetentní1,9, zajímavé jsou ale důsledky. Podívejme se na praktický příklad ethanolu, vyráběného z kukuřice nebo bionafty, vyráběné ze sóji, které by chtěly (ale zatím nemohou) nahradit naftu, aniž by neměly destruktivní dopad na distribuci potravin, produkovaných z místních zdrojů. Neviditelná ruka trhu nejen vytvoří mamutí sójové/třtinové plantáže, ale nasměruje k vyhnání i tisíce drobných rolníků z jejich políček (na kterých po generace pěstovali stejné plodiny ke své obživě jako historický a možná i zastaralý produkt lidské činnosti) a povede i ke zničení dalších lesů, což je doprovázející důsledek svobody podnikání, který můžeme nazvat jak nevyhnutelným doprovodným efektem neodvratného vývoje, ale z jiného pohledu třeba i škodou. Poptávka po energetických alternativách stále stoupá a jejich cena současně roste − kdo by nechtěl na současném trendu vydělat. Na druhé straně musíme připustit, že jsme nejen svědky ale i původci takového procesu v minulosti, který můžeme dokonce přirovnat k ekologické „katastrofě“, která změnila a mění původní biotopy v „kulturní“ krajinu1, která už dříve zavedla zemědělské a lesní monokultury, dokonce tak způsobila klimatické změny a ne poprvé způsobila vymýcení lesů (hospodářství, výroba kovů a skla) a je otázkou, jestli to bylo dobře nebo špatně (a pro koho). Případné oteplení může sice způsobit lepší kolonizaci (hospodářskou obdělatelnost) některých, dnes skoro neobyvatelných, zeměpisných pásem (Sibiř), ale také může narušit dlouhodobou rovnováhu ve „věčně zamrzlé

JAROSLAV ŠESTÁK Fyzikální ústav Akademie věd České republiky, v.v.i, Cukrovarnická 10, 162 53 Praha 6 [email protected] Kniha Václava Klause1 vzbudila nebývalé množství kontroverzních (a to zejména negativních) reakcí, vyčítajících autorovi, že knihu napsal ve funkci prezidenta, který k tomu nemá odborné oprávnění, ačkoliv se nikdo nepozastavuje nad tím, že bývalý kandidát na amerického prezidenta Al Gore se tímto problémem už dlouho živí2. Pokud připustíme, že knihu napsal odborník v oblasti ekonomie (profesor) a když se oprostíme od zaujatosti související se jménem „politik Klaus“, můžeme si útlou knížku v klidu přečíst a zamyslet se nad některými výroky, se kterými můžeme a nemusíme souhlasit, které mohou být diskutabilní, ale knihu nemůžeme apriori odmítnout. Kniha opravdu stojí za přečtení, protože vnáší do problematiky nezbytnou interdisciplinaritu, která dnes zdobí i fyziku, která se tak snaží řešit některé problémy z oblasti ekonomie (název ekonofyzika3) v rámci aplikace termodynamických principů4. Z knihy je především patrné1, že autor spíše cituje než by nabízel originální vědecky orientovaný přístup zasvěceného ekologa, což je sympatické (a badatelsky i kompetentní) a čtenář si tak může z textu vybrat ty pasáže, které uzná za vhodné, třeba proto, že neaspirují na nic jiného než na laické znalosti přírodních věd, aplikace jistých pravidel běžných v ekonomii a i zapojení selského rozumu do nabídnuté diskuse. Kniha1 se snaží dát důraz na možné střety technického vědomí s pocitem lidské svobody a s možnostmi svobodného podnikání a odsuzuje boj o životní prostředí v rámci environmentalismu, který by se sice chtěl pohybovat v oblasti přírodních věd, bohužel nemusí jim vždy zcela rozumět, může je špatně interpretovat a dokonce je může i cíleně zneužívat. Autor vtipně připodobňuje přístup environmentalistů k přírodě k tomu, jak marxisté kdysi přistupovali k ekonomickým zákonitostem, kde svobodný a spontánní vývoj byl nahrazován centrálním plánováním (dnes nazývaným globálním) a zdůrazňuje, že řada ekologických témat se stává jakousi rozepří soudobé společnosti v boji o svoji lidskou svobodu a nikoliv o své životní prostředí. Když se postupně pokusíme odkrýt jednotlivé pasáže a myšlenky obsažené v textu1, můžeme zhruba uvést následující pohledy a podrobit je následné diskusi v rámci níže uvedené literatury5−19: Míra bohatství je úměrná stupni technického pokroku. Zásoba zdrojů se zvětšuje s lidskou zásobou vědomostí. Nejsou žádné zdroje, které existují bez člověka. 832

Každá mince má dvě strany a i ekologicky uvědomělý automobilista jezdící na biolíh by si měl uvědomit svoji osobní zodpovědnost na tom, že se tak vlastně zúčastňuje ničení zbytků pralesa a jeho přetvorbu na cukrové plantáže, na možném nárůstu cen životně důležitých potravin a tak i chudoby v některých regionech světa. Dovedeme si představit, že není nic horšího než dělat efektivněji to, co bychom neměli dělat vůbec, ale rozlišit do budoucna co je co většinou nedovedeme. Klaus1 vznáší zásadu, že jakýkoliv „lidský zdroj“ má mít pro svoji seberealizaci naprostou svobodu (a to zejména od environmentalistů), protože jakýkoliv zdroj je poplatný své ceně (konkurenceschopnosti) a technologii výroby a že nejsou žádné zdroje, které by mohli existovat bez člověka a jeho potřeby. Člověk a lidská společnost má zřejmě nejen výjimečné nároky ale i schopnosti adaptace a dovede se přizpůsobit vývoji situace nalezením nové cesty, pomocí levnější nebo progresivnější technologie. Toho jsme byli svědky v historii a v tomto ohledu musíme připustit i nějakou ještě neznámou šanci na masivní výrobu paliv, jako je třeba kontrolované pěstování vodních řas (výroba biopaliv, dříve zdroj olejů) s využitím jejich ekologicky příznivé technologie výroby, která může zároveň i zkonzumovat masivní množství nevítaného oxidu uhličitého. Co je dnes v oblasti sci-fi a má k praktickému použití velmi daleko, může se stát hitem budoucnosti, i když razantní řešení potřeb energetiky by spíše potřebovalo zásadní vědecký objev v oblasti produkce, konverze či akumulace energie než jen zefektivnění stávajících způsobů. Základním problémem současné civilizace je nadměrné rozšiřování jistého druhu − „homo sapiens sapiens“, který se díky svému intelektu naučil využívat a dokonce i vykořisťovat přírodu a tak ji uzpůsobovat pro svoji druhovou expanzi. Až do technické revoluce v roce 1850 využíval člověk přirozené zdroje energie, většinou obnovitelné, jako je vítr, voda, dřevo a síla tažných zvířat. Tento stav koexistence je zhruba srovnatelný s obdobím žití dinosaurů, kteří přežili ve zdraví období milionu let, aniž by se sami zjevně podepsali na svém okolí a životním prostředí20. Anomálie klimatu byly způsobeny změnami intenzity slunečního záření, nepatrnými (naštěstí) nepravidelnostmi Minlankovičových cyklů pohybu zemské osy a téměř kruhové rotace Země vzhledem ke Slunci, sopečnými erupcemi, masivními požáry vegetace, dopady meteoritů a vývojem ve složení atmosféry (CO2, ozon, methan, atd.). Je nutné si stále připomínat, že bez tzv. skleníkového efektu by Země byla těžko obyvatelná v důsledku snížení teplot až blízko k bodu mrazu a s tím souvisejícího nebezpečí jejího stálého zalednění, (orientační výpočet teplot21, viz obr. 1. ). Po roce 1850, započala masivní těžba, využití a hlavně spalování fosilních paliv jako neobnovitelného (a přírodou dlouhodobě vytvářeného) zdroje a tuto činnost lze jistě považovat za vývojovou fluktuaci. Je otázkou, jestli tato „jen 160ti letá“ činnost lidstva natolik zesílila skleníkový efekt svými nejrůznějšími emisemi, že vyprodukova-

Lze odvodit vzorec pro aktuální teplotu Země, T = Tčt{(1−A)/(1−B)}1/4, kde Tčt je teplota Země jako černé těleso, tj., 278,6 K ≅ (S/4σ)1/4 a kde S je solární konstanta neboli tok záření ve vzdálenosti Země od Slunce (1,365x103 [W m−2]) a σ je Stefanova-Boltzmanova konstanta (energie jednotkovu plochou černného tělesa, 5,67x10−8 [W m−2K−4]). Potom (přepočteno na °C): pro A=0,35, B=0,45 ⇒ T ≅ 17 °C (současnost), pro A=0, B=0 ⇒ T ≅ 5,4 °C (Země jako černé těleso, bez atmosféry a albeda), pro A=0,35, B=0 ⇒ T ≅ −23 °C (Země bez skleníkového efektu atmosféry), pro A=0, B=0,45 ⇒ T ≅ 50 °C (jen skleníkový efekt, bez albeda). Výjimečnost (a obyvatelnost) Země je závislá na existenci poměrně malého rozdílu teplot (73 °C) mezi možnou maximální (+50 °C) a minimální teplotou (−23 °C), nicméně teplota T je velmi citlivou záležistostí změn A a B. Např. změna albeda A (mraky, sopečný popel v ovzduší, atd.) o jednu setinu (0,35 → 0,36) sníží teplotu T o 1 °C zatímco změna složení skleníkových plynů ovlivňující nárůst B o jednu setinu (0,45 → 0,46) zvýší teplotu T o 1,3 °C. Aktuální teplota T není však jen funkcí A a B, ale citlivě závisí i na hodnotě λmax, která se mění v závislosti na sluneční aktivitě (platí tzv. Wienův zákon Ts [K] ≅ 2,884x10−3/λm).

la klimatické změny srovnatelné s fluktuacemi zaviněnými samotnou přírodou, jako je třeba zmiňované1,22 systematické zvyšování teploty ovzduší po roce 1850 (připomeňme si, že podobný 300-letý jev byl indikován i na začátku prvního tisíciletí). Pro ověření této hypotézy je potřeba dlouhodobého měření teploty23, které seriozně dokáže 833

a umožní zanalyzovat výsledky vzhledem k možným fluktuacím klimatu způsobených nejrůznějšími lidskými (a zejména přirozenými) vlivy okamžitého či dlouhodobého charakteru. Pokud ano, naskýtá se otázka, jestli je nutné zakročit, jakou to bude mít cenu a jaký a jak veliký bude konečný výsledek a za jak dlouho nabude zásah měřitelné účinnosti, samozřejmě s přihlédnutím ke všem, i těžko vyhodnotitelným, faktorům setrvačnosti systému (teplota moří, atd.). Je zřejmé, že určení věrohodné hodnoty této fluktuace je nadmíru problematické, zejména pokud jde o změnu pozvolnou, jakou je právě dlouhodobá produkce škodlivin v tepelných procesech, na kterých se definitivně podepsal a podepisuje člověk. Neméně odpovědná je i sociologická otázka a s tím související nebezpečí efektu jisté „vybydlenosti“ (bytu-Země), kterou za sebou nechává nešetrně se chovající společnost. Nejdiskutovanější je otázka vlivu oxidu uhličitého, podle některých údajů1,22 se zdá, že produkce CO2 na jednoho obyvatele stagnuje někdy od roku 1980, což je příznivá zpráva. Pokud si ale uvědomíme, že počet obyvatel stále narůstá, celková produkce CO2 se zvyšuje a je otázkou, kdy se stane vyhodnotitelnou fluktuací stejně jako narůstající počet lidí. Tisícileté koncentrace CO2 v ovzduší (částic per milion) oscilovaly zhruba každých 100 000 let mezi hodnotami cca 200 (minimu v době ledové) a ≈ 280 (maximum v době meziledové), stejně jako hladina oceánů (výkyvy přesahující i desítky metrů). Je jistě alarmující, že se v současné době hodnota CO2 téměř zdvojnásobila (≤ 400), ale je otázkou, jestli tato fluktuace už přesáhla krátkodobé (přirozené) fluktuace, které nastaly např. v důsledku sopečných erupcí nebo rozsáhlých požárů. Na druhé straně (politicky) nadhodnocená úloha CO2 při hodnocení skleníkového efektu často spočívá v nesprávném výkladu jeho relativní účinnosti, protože řada ekologických expertů (dokonce i stínových ministrů) ho považuje za hlavního strůjce a nepřítele. Např. i odborně-populární kniha24 (str. 278) udává v přehledu skleníkových plynů jako hlavní CO2, avšak v tabulce zcela chybí vodní pára, takže udávaný podíl CO2 na skleníkovém jevu je uveden plných 64 %! Ve skutečnosti to je vodní pára10,16,25, která má hlavní podíl na skleníkovém efektu, z čehož lidská činnost má na svědomí pouhé desetiny procenta25 viz obr. 2. Už na základní škole se učí, že příroda je velmi chytře uzpůsobená a voda se pod vlivem slunečních paprsků vypařuje do té míry až pára začne kondenzovat v oblaka, která dopad slunečních paprsků zastíní a odpar vody následně potlačí. To ovšem neznamená, že zvyšující se koncentrace CO2 nemůže mít zatím neurčené vedlejší vlivy (změna rozpustnosti, tenze par vody, absorpce26 atd., viz obr. 3., ale obdobné úvahy lze také předložit pro narůstající množství prachových a aerosolových částic, atd. a pokud si uvědomíme šokující počet automobilů, továren ale i kvantum drobných ohníčků v rozvojových zemích, nelze vliv činnosti člověka přehlédnout či úmyslně opomenout. Klausova kniha1 podporuje tvrzení, že zásoba zdrojů se zvětšuje spolu s naší zásobou vědomostí a o vyčerpatel-

Uvedený vliv nárůstu CO2 v důsledku lidské činnosti by podle předchozího výpočtu (obr. 1) mohl být srovnáván se změnou teploty řádově v desetinách °C, což ani nepotvrzuje ani nevyvrací možnost oteplování naší planety. Zatím nejsme schopni kompetentně určit rozsah a jednotlivé vlivy skleníkového efektu, k tomu je potřeba řada dalších odborných analýz

nost zdrojů se zatím nemusíme obávat9 − dokonce cituje ekonoma J. Simona27, který říká, že energie bude napořád dostupnější a hodnotově méně vzácná. Jako nepřímý důkaz uvádí1 dlouhodobý pokles cen většiny komodit (zanalyzováno a potvrzeno na cenách 5 kovů: mědi, chromu, niklu, cínu a wolframu). Podívejme se ale z blízka na cenu nafty, 1 barel (159 lit) se cení zhruba 110 USD (včetně zisku), energetický obsah 1 barelu lze velmi zhruba přirovnat k roční práci asi 10 otroků, přičemž ani ve starodávné době nebylo asi možné uživit jednoho otroka za tehdy odpovídající hodnotu pouhých 110 USD/rok. Z tohoto energetického hlediska je cena nafty spíše podhodnocená (i když dnešní život disponuje jinými hodnotami) ale i tak někde poskytuje zdroj pohodlného bohatství a jinde zase přináší ekonomickou bídu. Nicméně by ale jakékoliv razantní zvýšení cen nafty znamenalo vážné ekonomické důsledky ve světovém hospodářství. Co tedy můžeme očekávat, když současná produkce nafty se čerpá zejména z vrtů otevřených v 60. letech a když v časové křivce těžby jsme evidentně za jejím maximem28? Může to být třeba zvýšení dnešní vytěžitelnosti vrtů nad 60 % evidovaných zásob28, nalezení nových zdrojů v méně přístupných oblastech, nahrazení jinými syntetickými zdroji, což ale nezbytně ovlivní jak cenu těžby tak nafty, která je závislá na tom, kolik barelů nafty (x) se vytěží za energii dodanou jedním vytěženým barelem (x:1). Od hodnot platných pro klasické vrty na počátku minulého století (x=60:1) jsme postoupili k dnešním 30:1, u těžby z moře už jen 12:1, přičemž těžba z asfaltových písků/břidlic už poskytne pouhých 3:1 (ve srovnání s bionaftou, kde je poměr cca x=1,1:1). Samozřejmě člověk hledá a nachází nové zdroje a nesmírné energetické zásoby leží na dně moří ve formě velmi nestabilních sloučenin hydrátů methanu. Tato sloučenina existuje jen v podmínkách velkého hydrostatického tlaku vody a nízké (stabilní) teploty okolo 2 °C, což nesmírně komplikuje technologii těžby a přináší zvýšené riziko ekologické katastrofy v případě necitlivého porušení stability úložiště a následné porušení rovnováhy plynného methanu v atmosféře20. Je samozřejmě neseriozní uvažovat dnes o situaci za 50 nebo dokonce 500 let v rámci současných odborných znalostí, technologických možností a uznaného rámce přírodních zásob (bohatství). Vědecké znalosti se závratně rozvíjejí a jak kniha Klause ukazuje, za posledních 100 let přibylo v našem slovníku neskonale nových pojmů, v těch dvaceti uvedených v jeho knize1 se ale pouze dva pojí s energií (atomová bomba, nukleární energie); všechny ostatní souvisejí se světem informací, což poukazuje, v které sféře došlo k zásadnímu pokroku. Je zřejmé, že se objeví nové možnosti energetických zdrojů ať už jako následek standardního vědeckého vývoje nebo v důsledku (možného) zápasu o sebezáchovu (přežití) lidstva. Jednou mohou být vyřešeny projekty využití termojaderné fúze nebo nalezeny nové zdroje dnes ležící v oblasti sci-fi, jako je využití energie elektromagnetického pozadí prostoru (vakua), rozdíly v teplotě, hustotě či rychlosti expanze v různých místech naší planety, případně našeho planetár-

ního okolí či celého Vesmíru, a mohou se otevřít dnes nepředvídatelné „vesmírné doly na energii“ (gravitace, dokonce mrtvé hvězdy, vypařování černých děr nebo rozpad elementárních částic)29, všechny však čeká standardní problém všech energetických zdrojů, včetně dnešních klasických dolů na uhlí, že dobývání energetického paliva si může vyžádat vyšší náklady než bude samotný energetický zisk. Podívejme se na energetickou potřebu lidstva v historickém vývoji10,16,30 a to v takových jednotkách (Q), které jsou dostatečně velké (1Q = 1014 kWh, což zhruba odpovídá přivedení cca 5000 km3 vody amerického jezera Michigan ohřevem k bodu varu). Dosavadní energetickou spotřebu lidstva můžeme pak charakterizovat hodnotou Q ≈ 22. Roční historická spotřeba moderního věku se drasticky měnila, od cca Q ≈ 0,05 v roce 1850 k ≈ 0,25 v padesátých letech minulého století až k dnešnímu Q ≈ 0,5. Ve stejných relacích se můžeme pokusit odhadnout světové energetické zásoby: těžitelná nafta (vrty) ≈ 15 Q, rezervy (např. v pískách a břidlicích) ≈ 15 Q, uhlí ≈ 35 Q, přírodní plyn ≈ 25 Q, což dohromady odpovídá asi čtyřnásobku lidstvem dosud využité energie, tj. asi 90 Q. K tomu můžeme připočítat nějakých 60 Q pro geotermální zásoby energie (současné využití jen asi 0,0005 Q/rok), ≈ 50 Q pro štěpné procesy v nukleárních reaktorech a další desetinásobek předpokládaný pro množivé reaktory, celkově asi 700 Q. Podívejme se na spotřebu v relaci současnosti a možných extrémů: pokud bychom se omezili na předchozí, velmi úsporný režim ekonomiky počátku technické revoluce 1850, vystačily by zásoby fosilních paliv na takových 2000 let a celkové energetické zásoby v rámci současné populace na dobrých 20 tisíc let. K tomuto scénáři návratu do minulosti se ale někdo těžko vrátí, neb úspora by byla spojena s převraty a politickou nestabilitou, jak trefně naznačil ve své sci-fi knize O. Neff 31. Pokud ale uvážíme současnou roční spotřebu energie, tj. cca 0,5 Q, smrsknou se předchozí roky využitelnosti desetkrát a to na pouhých 200 a 2000 let a při započtení 50% nárůstu spotřeby energie a obyvatelstva je to už jen cca 20 a 200 let – jistě alarmující! Samozřejmě, každé posouzení má svoji chybu a za dalších deset, dvacet let se odhady zásob bezpochyby zvýší, nicméně i 100% odchylka znamená jen zdvojnásobení odhadu, tj. jen trvání neobnovitelných zdrojů v rozmezí stále ohromujících 40 až 400 let. I když to může být jen nedůležitý časový interval v rámci několika tisícileté existence civilizace, je důležitý v tom, že ukazuje, že někdy určitě dojdeme na konec vyčerpání rezerv zemského přírodního bohatství (i když bychom připustili zásadní vnos termojaderné fúze). Samozřejmě jsme nezapočítali obnovitelné zdroje10,16,30,32, v dnešním měřítku nám voda může ročně poskytnou asi 0,05 Q, biotechnologie ≈ 0,02 Q, teplotní diference (vítr) ≈ 0,07 Q a využití solární energie asi 0,09 Q, dohromady cca 0,25 Q, což v současné energetické žádostivost může pokrýt až 50 % dnešní spotřeby. V tomto případě se ale mění otázka, od „jak dlouho to vydrží“ na „kolik země s tím pokryjeme“ (nebo kolik ji případně zne835

hodnotíme). Předpokládejme elektrárnu spalující biomasu, hospodářská půda pro vyrobení 1 MW bude asi 500 000 m2. V případě fotovoltaických článků10,25,26 musíme pokrýt plochu asi 50 000 m2/1 MW (účinnost ≈ 20 %, intenzita světla ≈ 0,25 kW m−2) a pro větrnou elektrárnu zabereme plochu asi 5000 m2/1 MW (jednotlivý výkon 2 MW s účinností cca 20 %, cit.1), pro klasickou uhelnou elektrárnu asi 500 m2/1 MW (standardní výkon 500 MW, nezapočítána plocha zdevastovaná těžbou uhlí, stejně jako plocha pokrytá odpadem neutralizace SO2 a popela/škváry, případně i související doprava) a konečně nukleární elektrárna s cca 80 m2/1 MW (opět nezapočítána devastace půdy těžbou, doprava a úložiště radioaktivních odpadů). Několik milionů m2 půdy je v rámci tradičního hospodaření plocha obdělatelná, ale představa statisíců m2 plochy pokryté fotočlánky, je něco, co se zatím vymyká lidským představám. Můžeme sice pokrýt Saharu, ale kdo bude fotopanely denně čistit, když na každých zhruba 250 m2 bude potřeba jeden uklízeč, tj. na 1 MW zhruba 200 lidí, na významnou produkci 500 MW, srovnatelných s uhelnou elektrárnou, už to je ohromujících sto tisíc pracovníků − ubytování, doprava, atd. V těchto odhadech chybí mnoho dalších výdajů, kolik stojí výstavba 1 MW elektrárny, kolik materiálu se spotřebuje na výstavbu 1 MW, kdy (a jestli) se vložené investice vrátí, rizika oprav a revitalizace, účinek (újma) na životním prostředí, atd. V tomto ohledu bychom neměli zatracovat vyžití nukleární energie, ať už z hlediska jejich zásob, vývojovému příslibu do budoucnosti a relativně šetrnému dopadu na životní prostředí (i když se to environmentalistům jakkoliv nelíbí). Jak už bylo řečeno, fluktuace v přirozeném vývoji světa nastala v důsledku nastolení věku techniky v roce 1850, který přinesl světu vynalezení parního stroje včetně vybudování teoretického popisu zvaného termodynamika4,10,11. Tento popis se ve svém základě nezměnil i pro další vývojové stupně strojů, která používají jako energetický převodník teplo (spalovací motory, letecké turbiny, atd.) a průměrná efektivita (využitelnost) těchto tepelných strojů se dnes pohybuje kolem 32 %, přičemž maximum, které nemohou principiálně přesáhnout, je téměř 40 % (dané teoretickým Carnotovým cyklem). Z toho vyplývá drastické ponaučení, že více než 60 % dnešní energetické výroby tvoří tepelný odpad do ovzduší, což platí i pro nukleární reaktory, kde je to opět teplo, které zprostředkovává energetickou konverzi. Stupeň využitelnosti provází i všechny ostatní novodobé procesy konverze energie v rámci obnovitelných zdrojů, větrné elektrárny (mechanická účinnost max. 45 % síly větru, sám vítr je přírodou darovaný tepelný stroj) nebo solární články30,32 (od 13 % u levného amorfního křemíku až po 30 % u vícevrstvých polovodičů). Vědecký vývoj lze podpořit vhodnými dotacemi, ale subvencemi pokřivená ekonomika33 (dotovaný výkup energie z alternativních zdrojů) povede bohužel jen ke „kšeftaření“. Je zřejmé, že východisko šetření s energií bude spíše v omezení lidské tendence k jejímu plýtvání a v souvisejícím hledání energetických úspor, než

ve složitém vyprodukování efektivnějších technologií nové generace tepelných strojů, protože ekologický koncept „udržitelného“ pokroku je z termodynamického hlediska těžko definovatelný, protože naše „nadprodukce“ tepla nemůže být nekonečně absorbována biosférou, to je v přírodě možné jen lokálně a to ještě na účet „entropického“ odkladiště (chaosu, nepořádku, odpadů) někde jinde, kde to už nevidíme (nebo nechceme vidět). Ve světě přírody není nic zadarmo, víme, že za vysoký výtěžek zaplatíme pomalostí (reverzibilitou) a naopak, že za zvýšenou rychlost výroby platíme nárůstem neefektivity, že za práci zaplatíme nejen penězi ale i časem, znalostmi (informacemi) a zejména využitelnou energií16. Musíme si uvědomit, že příroda stanovila své neměnné zákony, do kterých člověk nemůže vstupovat ani do nich zasahovat. Je to tepelná účinnost, která je pouze úměrná podílu výstupní a vstupní teploty, nikoliv média, které to zprostředkovávají, je to existence energie kolem nás, které je nekonečně mnoho, ale jenom některá její část je prakticky využitelná (proto se často setkáváme s termínem „exergie“, kterým se definuje ta část energie4,6,8,11, která je využitelná k práci u reálných nevratných procesů). Víme, že nikdy nedospějeme ke stavu naprostého nedostatku energie, to co nás čeká, je jen nedostatek levně dosažitelné energie. Je třeba pochopit, že jsme kontinuálně konfrontováni hazardem vyplývajícím z našeho luxusního způsobu života a využívání moderních, energeticky náročných, technologií a to zejména při rozšiřování svých teritorií a velikosti populace. Zmiňme se, že v teorii „Gaia“ je Země7 představována jako jakýsi „živoucí organismus“, který má schopnost seberegulace, který v okamžiku nebezpečí je schopný podnítit samodestrukci (pandemii) Zemiohrožujícího druhu (lidstva). Ekologové nás varují nejíst geneticky upravené potraviny a bojkotovat nukleární úložiště, ale přitom si rádi ponechávají své nezdravé návyky (kouření, pití alkoholu, jízda autem). Stejně jako se zasazujme o snížení produkce CO2 o 20 % omezováním průmyslu, můžeme se snažit o stejný efekt naordinovaným snížením množství lidí na zemi o 20 %. Stejně jako ve středověku, můžeme problém „zpolitizovat“a prodávat „očišťovací odpustky“, třeba pro nadprodukci CO2 a používat je pro „kšeft“ v rámci zlepšování ekologie − po uplynutí několika desetiletí je pak nahradíme odpustkami za nadprodukci H2, jako nového přenašeče energie19 ale i nového „polutantu“, jehož neodstranitelný únik bude ohrožovat svrchní hranici atmosféry a který bude spalováním sice produkovat vodní páru, ale masivně v místech, kde se normálně neprodukuje (dokonce možnost ovlivnění počasí). Klausova ekonomicky laděná kniha1 zdůrazňuje významnou roli diskontní míry, tj., že cena peněz se stále snižuje a veškeré budoucí výdaje budou mít u lidského hodnotitele menší význam než výdaje současné, jinými slovy, co dnes děláme, je relativně dražší než kdybychom to udělali v budoucnu. Nepatrná společenská diskontní míra by tak vedla k tomu, že budoucnost se nám zdá stejně dobrá jako naše přítomnost, zatímco budoucnost by měla být ekonomicky méně významná než přítomnost už proto, 836

že měření zítřka dnešníma očima může být našim potomkům k smíchu. Vyvstává však otázka, jestli se bude diskontní mírou také řídit hodnota energie a zejména cena půdy, tj. pozemků, které musíme v honbě za dostatkem energie zabrat pro energetickou výrobu, jaká bude skutečná cena lidské práce a energetických zdrojů a jak se diskontní ekonomika zachová v krizových situacích nedostatků (doufejme, že se jich nedožijeme) a jak máme honorovat vědecké projekty, které dají (možná) základ (úspěšným) projektům budoucím a konečně jestli přísloví „co můžeš udělat dnes neodkládej na zítřek“ platí i v tomto kontextu. Naskýtá se zde řada nezodpovězených otázek, které bychom měli řešit v rámci mezioborového4,10 porozumění problému soužití s přírodou3−19 a ekonomická hlediska a úvahy3 považujme za neméně důležitá jako přírodovědná. V tomto ohledu musíme poděkovat Václavu Klausovi, že měl odvahu rozvířit diskusi a vnést na ekologii svůj, dosud u nás nestandardní, pohled ekonoma1.

Jak je to s oteplováním naší planety Země a jaká je role skleníkových plynů – reflexe nad knihou Václava Klause Jaroslav ŠESTÁK Naše historické povìtrnostní záznamy ukazují [1], že v minulosti vydatnì mrzlo a dokonce i v létì padal sníh (napø. v letech 763, 962, 1074, 1252, 1282, 1371, 1407, 1524, 1607), zatímco jindy byla enormnì teplá zima a parná léta (988, 1087, 1156, 1420, 1470, 1561, 1660). Je zøejmé, že intenzivní klimatické zmìny byly a budou, že naši pøedkové se s nimi vyrovnali (pøežili), pøièemž teprve budoucnost ukáže, jestli se s nimi naši následovníci vyrovnají a jak jsou pøipraveni tìmto zmìnám èelit. Na rozdíl od Al Gora [2], který zastává katastrofický scénáø nezpochybnitelného nástupu nevítaného oteplovaní naší planety Zemì, Václav Klaus [3] pøedstavuje ve své knize opaèný, prozatím neobvyklý postoj, když cituje øadu autorù a jejich argumenty, jež podporují názor, že oteplování Zemì souvisí spíše s pøírodními cykly než jenom s èinností èlovìka. Jako ekonom poukazuje na to, že míra lidského bohatství je úmìrná stupni technického pokroku a rezerva zdrojù se zvìtšuje s lidským rozsahem vìdomostí, že nejsou žádné zdroje, které by existovaly jen sami o sobì bez èlovìka, pøièemž ekonomický rozmach spoleènosti by mìl vést spíše ke zlepšování klimatu než k jeho zhoršování. Jeho kniha [3] se také snaží dát dùraz na rozvíjející se ideové rozpory zajištìní lidské svobody v kontrastu s udržitelným životním prostøedím a s nebezpeèím nastupující ideologie environmentalismu [4].

jako souèasný trend soudobého oteplování po roce 1850, samozøejmì vždy doprovázené významnými anomáliemi krátkodobého charakteru. Je zajímavé, že Klaus v této souvislosti ukazuje ve své knize [3] jedenáctiletý klouzavý prùmìr náhodnì vybrané oblasti, který zhruba odpovídá mìnící se periodì sluneèní aktivity, a pøi dlouhodobém prùmìru 8,3 oC vypovídá, že teplejší dekády byly i v letech ètyøicátých (na èemž se mohly podílet rozdílné emise aerosolù, které mohly zpùsobit nejen zvýšení Albena, ale i zmìnu poètu kondenzaèních center jako zdrojù srážení vodních par ve formì dešťù). Jak to opravdu je, nelze zatím dostateènì rigoróznì zjistit, i když existuje øada populárnì vìdeckých èlánkù [13], které tuto tématikou lidovou formou pøibližují. Pøitom se snaží pomìrnì detailnì popsat možné trendy, zejména extrapolace postupu teplotních zmìn s nárùstem koncentrace CO2 v ovzduší.

Soustøeïme se na otázky možných klimatických zmìn na naší planetì. Z pohledu celosvìtového trendu, reprezentovaného napø. organizací IPCC (International Panel of Climate Changes), se zdá, že vliv èlovìka na oteplování je nezpochybnitelný [5], [6]. Samozøejmì existují i protichùdné názory (napø. petice s podpisy mnoha vìdcù a odborníkù jako Heidelberg Appeal, 1992 nebo Oregon Petition, 1998), které poukazují na to, že neexistuje dostateènì pøesvìdèivý dùkaz, že by docházelo k oteplování planety pouze v dùsledku lidské èinnosti a že nedávná mìøení to nepopírají ani nepotvrzují. Nìkteøí autoøi se dokonce pokusili zpochybnit zpùsob vyhodnocování dlouhodobých teplotních pozorování pomocí vzájemného nastavení rùzných škál [7], což v souèasné klimatologii je vylouèené, protože teplota se mìøí a zaznamenává velice peèivì na nejrùznìjších úrovních. To následnì umožòuje poèítat modely klimatických zmìn v nejrùznìjším rozsahu [8]. Vzhledem k tomu, že klima pøedstavuje komplikovaný nelineární systém, je úspìch modelù znaènì omezený, protože modelování klimatu [8] je poplatné teorii chaosu, kde pomìrnì bezvýznamná vstupní zmìna mùže zásadnì pozmìnit výsledek [9], èehož jsme svìdky pøi pøedpovìdi poèasí v odstupu více dnù. Jiní autoøi sice nezpochybòují, že dochází k jistému (a to nezanedbatelnému) oteplování, pøisuzují to však zmìnám aktivity slunce [10], [11], které korespondují s rozsahem sluneèních skvrn a souvisejícími výkyvy magnetické aktivity a nárùstem ultrafialového a mìkkého rentgenového záøení [11]. Tyto zmìny pravdìpodobnì probíhající v jedenáctiletém cyklu, který spolu s dalšími dlouhodobými cykly (88, 210 a 2300 let, odvozené na základì izotopové analýzy [11]) doprovázejí èinnost slunce, pøièemž nejkratší, jen 27denní cyklus rotace slunce, mùže vyvolat zmìny sluneèní aktivity až o 0,2 %. Zdá se, že v posledních stoletích sluneèní aktivita plynule narùstá a mùže být souèástí jakéhosi opakujícího se tisíciletého cyklu [12], jakým bylo napø. støedovìké oteplování (≈950 až 1 300), následné ochlazení bìhem malé doby ledové (≈1300 – 1 850) stejnì

Pokusme se zhodnotit nìkteré odkazy. Klimatolog Jan Pretel uvádí ve své souèasné výroèní pøednášce [6] (založené na výsledcích IPCC, jehož je èlenem) seriozní odhad možného zvýšení prùmìrné globální teploty Zemì v letech 1906-2005, a to o ÄT ≈ 0,74 oC, zatímco pro interval 1901 – 2000 jen ÄT ≈ 0,6 oC (pøièemž pøipomíná, že poslední dekáda byla nejteplejší). Ukazuje také, že pevnina se otepluje rychleji než oceán a že oteplování støední troposféry je konzistentní s oteplením zemského povrchu. Proces oteplování probíhá nehomogennì, protože severní polokoule vykazuje ÄT ≈ 0,6 oC zatímco jižní jen 0,3 oC. Také rùzné zemìpisné polohy se od sebe liší, když pro polohu nad 65o severní šíøky je ÄT ≈ 1,5 oC proti globální zmìnì jen 0,4 oC. Poukazuje, že trend výparu vodní páry nad oceány se každých deset let zvyšuje o 1,2 %, èímž vysvìtluje nárùst extrémních srážek (a teplot) v posledním desetiletí. Jeho emisní scénáøe pøedpokládají vzrùst tepoty o 0,2 oC každých deset let a zatím nepøedpovìditelné prolínání nejrùznìjších klimatologických jevù. Závìrem se pøiklání k názoru [6], že klimatické zmìny jsou realitou budoucnosti, pøièemž budou regionálnì nehomogenní. Co je ale dùležité, že vliv èinnosti èlovìka nelze pøeceòovat ani podceòovat.

Nejjednodušší fyzikální zhodnocení lze provést na základì odhadu teploty zemì jako zidealizovaného èerného tìlesa [14], [15], Tèt. Tato teplota je funkcí ètvrté odmocniny podílu solární konstanty (neboli tlaku záøení ve vzdálenosti Slunce-Zemì [16], tj. 1,365 × 103 [Wm–2]) se ètyønásobkem toku energie jednotkovou plochou èerného tìlesa (5,67 × 10–8 [Wm–2 K–4]), tj. Tèt ≅ 278,5 oK neboli 5,4 oC. Solární konstanta je závislá na teplotì Slunce, Tsl (odhadnuté na základì maxima vlnové délky dopadajícího záøení, tj. pro λmax = 475 nm je Tsl ≅ 6072 oK). Pokud by se teplota Tsl snížila o 1%, tj. na pøibližnì 6 000 oK (λmax ≅ 480 nm), snížila by se teplota Zemì jako Tèt o zhruba 3 oC, a to na pouhých 2,2 oC. Skuteèná teplota Zemì T, je ale komplexní funkcí odrazu dopadajícího sluneèního záøení (albeda Zemì) A, které èiní ∼35 %

K DISKUSI (zprùmìròované pøes rùzné úhly a výšky) a jenž citlivì závisí na druhu a stavu povrchu (kde mokrý povrch, mraky a prachové èástice albedo zvyšují). Dále je T funkcí skleníkového jevu, S, tj. zpìtné radiace (v transformované vlnové délce λmax = 8,7 µm), které se vrací zpátky na Zemi odrazem od zemské atmosféry, jenž tak závisí na složení a stavu atmosféry [16] až [19] a jehož souèasná hodnota je ∼45 %. Potom platí rovnice [15]: T = Tèt{(1–A)/(1–S)}1/4, která ukazuje pro výše uvedené procentní hodnoty A a S aktuální hodnotu teploty T ≅ 17 oC, zatímco bez albeda (A = 0) by byla T ≅ 50 oC a bez skleníkového jevu (S = 0) jen T ≅ – 23 oC. Zmìna albeda èi skleníkového efektu o 1 % znamená zmìnu teploty zhruba o tøetinu stupnì Celsia, což je podstatnì menší odezva než na 1% zmìnu teploty Slunce. Úroveò skleníkového jevu je pomìrnì spletitá korelace mezi složením atmosféry, zejména odparem a kondenzací vody, vlivu mrakù nacházejících se v rùzných výškách [16] až [19] atd. Ve vìtšinì analýz se ale setkáváme s ponìkud pøecenìnou úlohou CO2, která spoèívá v (možná) mylném výkladu relativní úèinnosti CO2, kde i øada ekologických expertù považuje CO2 za hlavního a jediného strùjce skleníkového jevu, a tudíž i našeho nejvýznamnìjšího civilizaèního nepøítele. Napø. i odbornì-populární kniha [20] (s. 278) udává v pøehledu skleníkových plynù jako hlavní zdroj CO2 (uvádí jeho efektivitu plných 64 %), avšak v tabulce zcela chybí údaj pro vodní páru. Stejnì tak IPCC zpráva z letošního roku [5] detailnì zpracovává možný vliv jednotlivých pøispìvovatelù ke skleníkovému efektu a ukazuje, že nárùst CO2 zvyšuje prùmìr radiaèního pùsobení o 1,7 W/m2, bohužel opìt v této tabulce chybí jakákoliv zmínka o vodní páøe. Na druhé stranì existují data, která jsou v protikladu s tìmito údaji, pøièemž ukazují [21] až [25], že to je právì vodní pára a množství jejího odparu, která má zásadní podíl na velikosti skleníkovém efektu. V amerických satelitních pozorování z roku 2001 [21] je uvedeno rozdìlení vlivu jednotlivých plynù (v %) na velikost skleníkového efektu následovnì: vodní pára: pøíroda 99,7 vs, èlovìk 0,1; oxid uhlièitý: pøíroda 0,12 vs, èlovìk 0,011; metan: pøíroda 0,07 vs, èlovìk 0,015; ostatní (napøíklad N2O): pøíroda 0,1 vs, èlovìk 0,05. To souhlasí i s jinými údaji, které poukazují, že roèní, èlovìkem zpùsobené emise CO2, tvoøí pouze malou èást jeho veškeré koncentrace v atmosféøe, k tomu ještì pøispívají pøirozené požáry (a úmyslné vypalovaní lesù). Nejedná se o zanedbatelné sdìlení, jistì podnìtné pro hlubší studium pøirozeného cyklu uhlíku a vymezení pùsobnosti antropogenních emisí CO2 a CH4 (viz napø. inventarizace skleníkových plynù, detailnì uvedená v [26]). Neménì dùležité je vymezení skuteèné role CO2 ve skleníkovém jevu, a to jak v jeho primární (absorpèní pásy [17,25]), tak i sekundární podobì (napø. zmìna rozpustnosti ve vodì a vliv na její odpaøování, zvyšování kyselosti oceánù). Podle výpoètù Barreta, Bellamyho a Huga [24] by zdvojnásobení koncentrace CO2 mìlo zvýšit zpìtnou radiaci o cca 3-3,5 W/m2 [5] a tak následnì zpùsobit nárùst teploty o cca 0,6 °C, což ale ve skuteènosti je pouhých 0,2 oC. Kurc a Petrisko argumentují [25], že absorpèní okno CO2 je už v souèasné dobì témìø vyèerpáno [22] a další zvyšování koncentrace CO2 by se nemìlo výraznìji projevit ve zvìtšování skleníkového jevu. Tomuto tvrzení oponuje Pretel [25] s poukazem na relativní absorpci skleníkových plynù v rùzných výškách (pro absorpce pøi zemi a v 10km výšce cituje [18], což však ukazuje spoleèná data absorpce jak pro dopadající, tak odražené záøení), kde absorpèní schopnost CO2 s výškou sice narùstá (protože voda v tìchto výškách vymrzá), ale na druhé stranì do tìchto výšek už proniká jen malá èást zpìtné radiace. Pretel [25] tím obhajuje závìry hodnotící zprávy IPCC [5] týkající se výpoètu radiaèní efektivity CO2 zpochybnìné v [25]. Z hlediska postupného spalování pøírodních zásob fosilních paliv se podívejme, jak to vypadá s dlouhodobými zmìnami a souèasným nárùstem koncentrace CO2 [6], [13], [24], [26], [28] (v ppm-èástic

per milion). Uvádí se, že hodnota dnešní zmìny je cca 100 ppm (dosahující tak soudobého maxima kolem 380 ppm), což by v kontextu extrapolace dlouhodobých zmìn mìlo mít za následek zvýšení teploty až o 10 °C. To však odporuje skuteènì indikované (øádovì menší) zmìnì. Stejnì drasticky ale narostla i koncentrace CH4 asi o 1 000 ppb (na ≈1 900 ppb èástic per bilion) a oxidy dusíku vzrostly za poslední desetiletí o cca 100 ppb (na ≈ 320 ppb), což poskytuje celkový údaj jejich nárùstu od roku 1850 [6] o 18 % pro N2O, 35 % pro CO2 a dokonce 140 % pro CH4, pøièemž role metanu je èasto podceòovaná, zejména s ohledem na budoucnost a možný nárùst jeho koncentrace v ovzduší jako dùsledek eventuální tìžby usazenin nestabilních slouèenin hydrátù metanu z moøského dna [14]. Pøipomeòme si, že dlouhodobé koncentrace CO2 v ovzduší oscilovaly zhruba každých sto tisíc let mezi hodnotami casi 200 ppm (minimum v dobì ledové) a 280 ppm (maximum v dobì meziledové) a že dnešní odhad jakési mezní (témìø katastrofické) koncentrace (ještì tolerované pøírodou) je pouhých 450 ppm (≅ jakási virtuální hodnota blíže nespecifikovaná). Odhad vývoje ukazuje [13], že pøi souèasném trendu zvyšování koncentrace CO2 se dosáhne za 50 let úroveò emisí ≈1013 kg CO2 do ovzduší, tj. dosažení imaginární hodnoty až 800 ppm (ÄT ≈ 5 C), zatímco pøi udržení souèasného stavu emisí vzroste v roce 2057 hodnota ppm na 550 (ÄT ≈ 3 C) a pøi snížení souèasných emisí o polovinu by se nemìlo dosáhnout kritické hodnoty 450 ppm, èímž by se zajistil pøijatelný vzrùst teploty pøibližnì o 2 oC. Kurc a Petrisko [25] však zpochybòují tyto údaje a na základì výpoètù, které stavìjí na [28], kde používají pro odhad radiaèní efektivity (F) CO2 jednoduchý vzorec ÄFCO2 = 5,4 log (C/Co), kde násobná konstanta 5,4 odráží souèasné složení atmosféry (nejsou zde zahrnuty možné korekce v dùsledku vysycení absorpèních oken èi interferenèních pásù CO2 s jinými plyny, zejména H2O). Napø. pøi výpoètu zdvojené koncentrace CO2 se poèítá s nemìnnou atmosférickou koncentrací všech ostatních plynù a jednotkovou definièní hodnotou Co vztaženou na rok 1750. Potom pro souèasnou hodnotu ppmCO2 = 380 a ÄFCO2 = 5,4 log (380) = 32,07 W/m2 platí pro zdvojnásobenou koncentraci CO2 ÄFCO2 = 5,4 log (760) = 35,81 W/m2, což povede ke zvýšení radiaèního pùsobení CO2 o 3,74 W/m2, tj. o 11,7 %. Z tohoto výpoètu také vyplývá, že od poèátku prùmyslové revoluce se radiaèní pùsobení CO2 do roku 1995 zvýšilo o 4,44 % a do roku 2005 o 5,36 %. Dùležitým dùsledkem toho je, že 20 až 35% zvýšení koncentrace CO2 zmínìné v pøedchozím textu, je vlastnì jakási „zmìna zmìny“ [25], neboli pøibližnì jen 20 až 35 % z vypoèítané hodnoty 4,44 %. Je zøejmé, že pøes odpovìdné úsilí øady vìdcù stále hledáme vysvìtlení øady otázek kolem skuteèné úlohy CO2 ve skleníkovém jevu [29] a samozøejmì i jeho možných interakcí. Je však neoddiskutovatelné, že po technické revoluci nastala nezanedbatelná fluktuace v pøirozeném vývoji svìta, a to v dùsledku nastolení vìku techniky, který v roce 1850 pøinesl místo pøirozených zdrojù (voda, vítr, tažná zvíøata) spalování fosilních paliv, které se na planetì Zemì hromadily po miliony let. Následný vynález parního stroje byl doprovázen vybudováním teoretického popisu využití tepla zvaného termodynamika [30], [33], který se ve svém základì nezmìnil ani pro další vývojové stupnì strojù, jež používají jako energetický pøevodník teplo (spalovací motory, turbíny atd.). Je dobré si pøipomenout, že prùmìrná efektivita (využitelnost) tìchto (moderních) tepelných strojù se dnes pohybuje kolem jedné tøetiny a o nìco více, z èehož vyplývá drastické ponauèení, že pøes dvì tøetiny dnešní energetické výroby tvoøí tepelný odpad absorbovaný ovzduším [33], což není zanedbatelný dozvuk lidské èinnosti. To platí i pro nukleární reaktory, kde je to opìt teplo, které zprostøedkovává energetickou konverzi, rozdíl je jenom v množství a kvalitì odpadních plynù, což ekologicky upøednostòuje právì nukleární energetiku. Zmínili jsme se, že tisícileté koncentrace CO2 v ovzduší oscilovaly zhruba každých 100 000 let a je otázkou jestli její souèasná 150letá

K DISKUSI fluktuace už dosáhla proporcionálních (pøirozených) zmìn, které nastaly napø. v dùsledku sopeèných erupcí, masivních požárù èi dopadù meteoritù a mìly zásadní dopad na zmìnu klimatu. Je zajímavé, že dlouhodobé koncentrace CO2 (v daných klimatických období) odpovídají statisícileté excentricitì témìø kruhovému obìhu Zemì kolem Slunce [11], [13] a že související malá zmìna vzdálenosti Zemì od Slunce (maximální vzdálenost je 1,52 × 1011, minimální 1,47 1011 [m] a vystupuje v druhé mocninì jmenovatele vzorce pro výpoèet solární konstanty [16], která se tak mìní v rozmezí 3-5 %) tak zpùsobuje drastické klimatické a teplotní zmìny. Energetická souvztažnost Zemì a Slunce je ovlivnìna nejen cyklickými periodami sluneèní aktivity [11], ale i dalšími faktory složitého vlivu gravitace okolních planet, jako je precese zemské rotaèní osy (mìní se zhruba každých 23 tisíc let, když polovinu uvedené doby je více ozáøena jižní a pak severní polokoule), dále je to pomalá zmìna úhlu rotace (mìní se v prùbìhu každých 41 000 let) a øada dalších anomálií, které se projevují a opakují v rùzných èasových intervalech s rozdílným stupnìm vzájemného ovlivòování. Ve smyslu tìchto dlouhodobých cyklù se zdá, že (i když dochází k faktickému oteplování planety) jsme na cestì k dalšímu zalednìní, a to v prùbìhu již nìkolika málo desetitisíciletí. Je zatím nezodpovìzenou otázkou, zdali se vyplatí poskytovat obrovské finanèní dotace na boj proti klimatickým zmìnám, zejména na snižování emisí CO2 v hospodáøsky vyspìlých státech omezováním pøirozeného rozvoje ekonomiky [3] (když Indie a Èína velice rychle dohánìjí velikost emisí produkovaných v USA a Evropì bez jakéhokoliv omezovacího trendu) nebo budou-li tyto peníze efektivnìji využity pro vytvoøení vhodného prostøedí jak se tìmto zmìnám pøizpùsobit [34]. Každopádnì tento stav nabádá k hledání a zavádìní nových technologií a napomáhá prudšímu rozvoji vìdy a techniky, i když razantní øešení potøeb energetiky by spíše potøebovalo zásadní vìdecký objev v oblasti konverze èi akumulace energie než jen zefektivnìní stávajícího. Porovnáme-li péèi o zdraví èlovìka, kde se vyvinuly døíve nemyslitelné metody sofistikovaného léèení, nachází se právì starost o lidské ovzduší ve velkém zpoždìní. Vítaným (i když prozatímním) krokem je zaèlenìní nejrùznìjších bez-emisních zdrojù alternativních energií do konzervativní energetické sítì, což ale není bezvýhradným øešením, protože pøináší jiné druhy problémù [14], zejména nepravidelnost dodávek [35], [36] a èasto zamlèované vysoké poøizovací náklady, vèetnì nutnosti vyrobit a následnì použít materiály, jejichž pøíprava je spojená s vysokými emisemi CO2. Pokus o návrat do doby pøed technickou revolucí a zároveò potvrzení názoru, že èlovìk si vždy najde alternativní cestu, jak si zajistit zdroj energie [3], by se mohla použít biopaliva jako náhražka fosilních paliv. To však není jednoduché øešení, protože si vynucuje osetí velkých ploch zemìdìlské pùdy napø. kukuøicí nebo sójou, což opìtovnì pøináší (èasto nepøiznanou) erozi pùdy a zneèištìní vody, potøebu rozsáhlé aplikace hnojiv a mechanizace pøi zajišťování dostateèných výnosù. A dále i nezanedbatelné nebezpeèí úniku dusíku z pùdy do ovzduší v období dešťù (vytváøení tzv. mrtvých zón), atd. I v tomto „ekologickém“ scénáøi musíme pøipustit, že jsme svìdky procesu, který mùžeme dokonce pøirovnat k ekologické „katastrofì“. Podobná v minulosti zmìnila a mìní pùvodní biotopy v „kulturní“ krajinu [3], [14], když se už døíve zavedly zemìdìlské a lesní monokultury a dokonce se tak mohlo ovlivnit klima (vymýcení lesù v dùsledku intenzivního hospodáøství, výroby kovù a skla) a je otázkou, jestli to bylo dobøe nebo špatnì (a pro koho). Ekologicky uvìdomìlý automobilista jezdící na etanol se tak vlastnì vìdomì „podílí“ na devastaci pralesa a jeho pøemìnu na tøtinové èi kukuøièné plantáže, na možném nárùstu cen životnì dùležitých potravin a potažmo i chudoby v nìkterých regionech svìta. Dovedeme si pøedstavit, že není nic horšího než dìlat efektivnìji to, co bychom nemìli dìlat vùbec, ale rozlišit do budoucna co je co vìtšinou nedovedeme.

Pøipomeòme si možnosti a dopady pøedpokládané aplikace biopaliv založené hak na fermentaci cukru a jeho transformaci na etanol, tak i na chemické alternaci olejnatých bioproduktù (napø. macerát øepkového oleje) na tzv. biodiesel. Ve srovnání s klasickou naftou (100 %) má biodiesel energetický obsah 86 % a etanol jen 67 %. K tomu musíme pøipoèíst energetické náklady na jejich pøípravu, které se mohou v nìkterých pøípadech tìsnì pøiblížit nebo i pøekroèit energetické výdaje nezbytné pro jejich výrobu. Zhodnotíme-li plný produkèní cyklus, tak zjistíme, že biopaliva dávají vznik menšímu celkovému množství skleníkových plynù, alkohol z obilí o 22 %, z tøtiny o 56 %, z celulózy až o 80 %, zatímco biodiesel o 68 % [13]. Pøi použití jen 10 % pøímìsi se snižují emise odpadních plynù o nìkolik málo procent. Dùležité je pøipomenout, že masivní využití (zatím dostateènì nepropracovaného) energetického zpracování celulózy nebo vodních øas by nikomu neubíralo základní zdroje potravin. Nejednodušší technologie lze použít v pøípadì cukrové tøtiny (nebo cukrové øepy), kde extrahovaná sacharóza se pøevádí fermentací na alkohol, který se oddìlí destilací. Výtìžek pøitom mùže být až 2 300 litrù z 1 akru (britsko-americká plošná jednotka, která se rovná 4 046,873 m2). Komplikovanìjší proces nastává u obilí (kukuøice), kde se škrob musí nejprve enzymaticky pøevést na cukry (podobnì jako pøi výrobì piva), takže výtìžek z 1 akru je asi polovièní. Hudbou budoucnosti je technologické zvládnutí komplikovaného štìpení celulózy na cukry, což nejprve vyžaduje oddìlení molekul celulózy od vazebného ligninu (iniciuje se to chemicky a teplem) a následný rozklad realizovaný enzymaticky, takže by se takto dal zužitkovat jakýkoliv zbytkový materiál, jako jsou napøíklad odštìpky døeva nebo rychle rostoucí trávy a porosty. Tento proces, který by teoreticky mohl poskytnout až desetinásobný výtìžek z 1 akru, je ve stavu hledání vhodných (patrnì geneticky modifikovaných) enzymù a bakterií (prototypem se mùže stát pøirozené zpracování celulózy termity). Druhým zpùsobem pøípravy biopaliv je pìstování rostlin produkujících olej (sója, øepka), který se oddìlí lisování. Ušetøí se energeticky nároèná destilace, takže biodiesel má pøíznivìjší energetickou bilanci své pøípravy. Nedostatkem je zatím relativnì vysoká cena a nízký výtìžek (pøibližnì 230 litrù z 1 akru). To by mohl odstranit novodobý zpùsob pøípravy biopaliv pomocí kontrolovaného pìstování vodních øas (už døíve známého zdroje olejù) zároveò s využitím jejich pøíznivé produkèní technologie. Ta mùže napomoci spotøebovat masivní množství nevítaného oxidu uhlièitého, takže výrobní linka by mohla pøímo navazovat na tepelnì-emisní výstup spalovacího procesu fosilních paliv (napø. ve formì prùtoèných sklenìných dekád nebo i plastových pytlù [13]), pøièemž plošná výtìžnost by se násobila až tisíckrát a zároveò by se podstatnì snížila i energetická nároènost. Co je dnes v oblasti intenzivního výzkumu a má k praktickému použití ještì relativnì daleko, se mùže stát hitem budoucnosti, pokud ovšem vložíme naše finance, urèené pro zmíròování oteplování uvážlivì, pøièemž zøejmì nejefektivnìjší investicí bude zintenzivnìní vìdeckého výzkumu. Varovným signálem vyhroceného environmetalismu a ekonomicky vnucené (ne)rovnováhy jsou státní dotace do alternativních zdrojù. Postupné zdražování elektøiny, výrobcem i dodateèným ekologickým zdanìním, je kuriózní v tom smyslu, že tento druh energie je vyrábìn relativnì èistì (s kontrolovaným dopadem na kvalitu ovzduší, a to zejména v jaderných elektrárnách) i když probíhá stále málo efektivním (tepelným) procesem (zatím nic jiného neumíme). Zvyšování cen elektøiny pak vede k nežádoucímu spalování všech možných odpadù (plasty, pneu, atd.), a to zejména v domácnostech (které stát v minulosti podvedl podporou pøímotopù, když potøeboval odùvodnit stavbu Temelína, který jsme ÈEZ zaplatili z našich daní). To následnì vede k vytváøení neúnosného zneèišťování atmosféry lokálními emisemi, na jejíž následné vyèištìní pak spotøebujeme enormní množství finanèních prostøedkù. Technická revoluce odstranila pøed 150 lety místní „ohníèky“ (stále ještì existují v mnoha rozvojových zemích) tím,

K DISKUSI že spalování se lokalizovalo do továrem a elektráren, v nichž se v prùbìhu vývoje sofistikovaného spalování podaøilo dosáhnout maximálního snížení emisí. Je velkou ironií, že v honbì za vysokými zisky ztechnizované spoleènosti dneška tlaèí civilizaèní vývoj zpìt do pøedindustriální doby místních „ohníèkù“ (vnuceným topením v rozptýlených tepelných zdrojích jednotlivých domácností). Vysoká cena elektøiny je zpùsobena jejím evropským nedostatkem v dùsledku nepøirozené (a neprozíravé) regulace v nìkterých západních zemích, kde ekologové prosadili krátkozraké odmítání energie jádra jako potenciálního environmentálního nebezpeèí spojeného s rizikem nukleárního odpadu [37]. Následná místní vysoká cena energie postihuje èeské obyvatelstvo, které za ni platí stejnì draze jako v Nìmecku, ale pøitom dostává plat nìkolikanásobnì nižší… ale to už je jiná tématika. Naskýtá se øada nezodpovìzených otázek, které bychom mìli øešit v rámci mezioborového porozumìní nelehké úlohy soužití naší civilizace s pøírodou, mezi nimiž bychom nemìli opomenout ani ekonomická hlediska a úvahy o reálném životì spoleènosti. V tomto ohledu podìkujme Václavu Klausovi, že mìl odvahu napsat netradièní pohled na problém možného oteplování [3], a tím rozvíøit potøebnou diskusi (vèetnì popudlivých reakcí), což povede k širšímu porozumìní problematiky stejnì jako ke vzniku odborných a vìdecko-populárních èlánkù [13]. Kniha Václava Klause je zdaøilé dílo, jež stojí za pøeètení tìmi, kdo se o ekologii zajímají a kteøí by mìli ocenit jeho, u nás zatím nestandardní, pohled ekonoma na problémy ekologie [3], a zároveò pøináší nezbytné osvìžení problematiky vnesením potøebné interdisciplinarity. Robinson, and Willie Soon ENVIRONMENTAL EFFECTS OF INCREASED ATMOSPHERIC CARBON DIOXIDE Political leaders gathered in Kyoto, Japan, in December 1997 to consider a world treaty restricting human production of "greenhouse gases," chiefly carbon dioxide (CO2). They feared that CO2 would result in "human-caused global warming" – hypothetical severe increases in Earth's temperatures, with disastrous environmental consequences. During the past 10 years, many political efforts have been made to force worldwide agreement to the Kyoto treaty. When we reviewed this subject in 1998 (1,2), existing satellite records were short and were centered on a period of changing intermediate temperature trends. Additional experimental data have now been obtained, so better answers to the questions raised by the hypothesis of "human-caused global warming" are now available.

A value of 0.25 °C, which is the change in Sargasso Sea temperature between 1975 and 2006, has been added to the 1975 data in order to provide a 2006 temperature value.

The average temperature of the Earth has varied within a range of about 3°C during the past 3,000 years. It is currently increasing as the Earth recovers from a period that is known as the Little Ice Age, as shown in Figure 1. George Washington and his army were at Valley Forge during the coldest era in 1,500 years, but even then the temperature was only about 1° Centigrade below the 3,000-year average.

Figure 2: Average length of 169 glaciers from 1700 to 2000 (4). The principal source of melt energy is solar radiation. Variations in glacier mass and length are primarily due to temperature and precipitation (5,6). This melting trend lags the temperature increase by about 20 years, so it predates the 6-fold increase in hydrocarbon use (7) even more than shown in the figure. Hydrocarbon use could not have caused this shortening trend. The most recent part of this warming period is reflected by shortening of world glaciers, as shown in Figure 2. Glaciers regularly lengthen and shorten in delayed correlation with cooling and warming trends. Shortening lags temperature by about 20 years, so the current warming trend began in about 1800.

Solar irradiance correlates well with Arctic temperature, while hydrocarbon use (7) does not correlate. Atmospheric temperature is regulated by the sun, which fluctuates in activity as shown in Figure 3; by the greenhouse effect, largely caused by atmospheric water vapor (H2O); and by other phenomena that are more poorly understood. While major greenhouse gas H2O substantially warms the Earth, minor greenhouse gases such as CO2 have little effect, as shown in Figures 2 and 3. The 6-fold increase in hydrocarbon use since 1940 has had no noticeable effect on atmospheric temperature or on the trend in glacier length. While Figure 1 is illustrative of most geographical locations, there is great variability of temperature records with location and regional climate. Comprehensive surveys of published temperature records confirm the principal features of Figure 1, including the fact that the current Earth temperature is approximately 1 °C lower than that during the Medieval Climate Optimum 1,000 years ago (11,12).

Surface temperatures in the United States during the past century reflect this natural warming trend and its correlation with solar activity, as shown in Figures 4 and 5. Compiled U.S. surface temperatures have increased about 0.5 °C per century, which is consistent with other historical values of 0.4 to 0.5 °C per century during the recovery from the Little Ice Age (1317). This temperature change is slight as compared with other natural variations, as shown in Figure 6. Three intermediate trends are evident, including the decreasing trend used to justify fears of "global cooling" in the 1970s.

Between 1900 and 2000, on absolute scales of solar irradiance and degrees Kelvin, solar activity increased 0.19%, while a 0.5 °C temperature change is 0.21%. This is in good agreement with estimates that Earth's temperature would be reduced by 0.6 °C through particulate blocking of the sun by 0.2% (18).

The U.S. temperature trend is so slight that, were the temperature change which has taken place during the 20th and 21st centuries to occur in an ordinary room, most of the people in the room would be unaware of it.

The trend shows an increase in rainfall of 1.8 inches per century – approximately 6% per century. During the current period of recovery from the Little Ice Age, the U.S. climate has improved somewhat, with more rainfall, fewer tornados, and no increase in hurricane activity, as illustrated in Figures 7 to 10. Sea level has trended upward for the past 150 years at a rate of 7 inches per century, with 3 intermediate uptrends and 2 periods of no increase as shown in Figure 11. These features are confirmed by the glacier record as shown in Figure 12. If this trend continues as did that prior to the Medieval Climate Optimum, sea level would be expected to rise about 1 foot during the next 200 years. As shown in Figures 2, 11, and 12, the trends in glacier shortening and sea level rise began a century before the 60-year 6-fold increase in hydrocarbon use, and have not changed during that increase. Hydrocarbon use could not have caused these trends.

U.S. National Climatic Data Center, U.S. Department of Commerce 2006 Climate Review (20). During this period, world hydrocarbon use increased 6-fold, while violent tornado frequency decreased by 43%. During the past 50 years, atmospheric CO2 has increased by 22%. Much of that CO2 increase is attributable to the 6-fold increase in human use of hydrocarbon energy. Figures 2, 3, 11, 12, and 13 show, however, that human use of hydrocarbons has not caused the observed increases in temperature. The increase in atmospheric carbon dioxide has, however, had a substantial environmental effect. Atmospheric CO2 fertilizes plants. Higher CO2 enables plants to grow faster and larger and to live in drier climates. Plants provide food for animals, which are thereby also enhanced. The extent and diversity of plant and animal life have both increased substantially during the past half-century. Increased temperature has also mildly stimulated plant growth.

Does a catastrophic amplification of these trends with damaging climatological consequences lie ahead? There are no experimental data that suggest this. There is also no experimentally validated theoretical evidence of such an amplification. Predictions of catastrophic global warming are based on computer climate modeling, a branch of science still in its infancy. The empirical evidence – actual measurements of Earth's temperature and climate – shows no man-made warming trend. Indeed, during four of the seven decades since 1940 when average CO2 levels steadily increased, U.S. average temperatures were actually decreasing. While CO2 levels have increased substantially and are expected to continue doing so and humans have been responsible for part of this increase, the effect on the environment has been benign. There is, however, one very dangerous possibility. Our industrial and technological civilization depends upon abundant, low-cost energy. This civilization has already brought unprecedented prosperity to the people of the more developed nations. Billions of people in the less developed nations are now lifting themselves from poverty by adopting this technology.

There is no upward trend in either of these records. During this period, world hydrocarbon use increased 6-fold. Lines are mean values. Hydrocarbons are essential sources of energy to sustain and extend prosperity. This is especially true of the developing nations, where available capital and technology are insufficient to meet rapidly increasing energy needs without extensive use of hydrocarbon fuels. If, through misunderstanding of the underlying science and through misguided public fear and hysteria, mankind significantly rations and restricts the use of hydrocarbons, the worldwide increase in prosperity will stop. The result would be vast human suffering and the loss of hundreds of millions of human lives. Moreover, the prosperity of those in the developed countries would be greatly reduced.

It is unaffected by the very large increase in hydrocarbon use. Mild ordinary natural increases in the Earth's temperature have occurred during the past two to three centuries. These have resulted in some improvements in overall climate and also some changes in the landscape, such as a reduction in glacier lengths and increased vegetation in colder areas. Far greater changes have occurred during the time that all current species of animals and plants have been on the Earth. The relative population sizes of the species and their geographical distributions vary as they adapt to changing conditions.

These measurements lag air temperature increases by about 20 years. So, the trends began more than a century before increases in hydrocarbon use. The temperature of the Earth is continuing its process of fluctuation in correlation with variations in natural phenomena. Mankind, meanwhile, is moving some of the carbon in coal, oil, and natural gas from below ground to the atmosphere and surface, where it is available for conversion into living things. We are living in an increasingly lush environment of plants and animals as a result. This is an unexpected and wonderful gift from the Industrial Revolution. ATMOSPHERIC AND SURFACE TEMPERATURES Atmospheric and surface temperatures have been recovering from an unusually cold period. During the time between 200 and 500 years ago, the Earth was experiencing the "Little Ice Age." It had descended into this relatively cool period from a warm interval about 1,000 years ago known as the "Medieval Climate Optimum." This is shown in Figure 1 for the Sargasso Sea. During the Medieval Climate Optimum, temperatures were warm enough to allow the colonization of Greenland. These colonies were abandoned after the onset of colder temperatures. For the past 200 to 300 years, Earth temperatures have been gradually recovering (26). Sargasso Sea temperatures are now approximately equal to the average for the previous 3,000 years.

The historical record does not contain any report of "global warming" catastrophes, even though temperatures have been higher than they are now during much of the last three millennia. The 3,000-year range of temperatures in the Sargasso Sea is typical of most places. Temperature records vary widely with geographical location as a result of climatological characteristics unique to those specific regions, so an "average" Earth temperature is less meaningful than individual records (27). So called "global" or "hemispheric" averages contain errors created by averaging systematically different aspects of unique geographical regions and by inclusion of regions where temperature records are unreliable. Three key features of the temperature record – the Medieval Climate Optimum, the Little Ice Age, and the Not-Unusual-Temperature of the 20th century – have been verified by a review of local temperature and temperature-correlated records throughout the world (11), as summarized in Table 1. Each record was scored with respect to those queries to which it applied. The experimental and historical literature definitively confirms the primary features of Figure 1.

Table 1: Comprehensive review of all instances in which temperature or temperaturecorrelated records from localities throughout the world permit answers to queries concerning the existence of the Medieval Climate Optimum, the Little Ice Age, and an unusually warm anomaly in the 20th century (11). The compiled and tabulated answers confirm the three principal features of the Sargasso Sea record shown in Figure 1. The probability that the answer to the query in column 1 is "yes" is given in column 5. Most geographical locations experienced both the Medieval Climate Optimum and the Little Ice Age – and most locations did not experience temperatures that were unusually warm during the 20th century. A review of 23 quantitative records has demonstrated that mean and median world temperatures in 2006 were, on average, approximately 1 °C or 2 °F cooler than in the Medieval Period (12).

Temperature rose for a century before significant hydrocarbon use. Temperature rose between 1910 and 1940, while hydrocarbon use was almost unchanged. Temperature then fell between 1940 and 1972, while hydrocarbon use rose by 330%. Also, the 150 to 200-year slopes of the sea level and glacier trends were unchanged by the very large increase in hydrocarbon use after 1940. World glacier length (4) and world sea level (24,25) measurements provide records of the recent cycle of recovery. Warmer temperatures diminish glaciers and cause sea level to rise because of decreased ocean water density and other factors. These measurements show that the trend of 7 inches per century increase in sea level and the shortening trend in average glacier length both began a century before 1940, yet 84% of total

human annual hydrocarbon use occurred only after 1940. Moreover, neither of these trends has accelerated during the period between 1940 and 2007, while hydrocarbon use increased 6fold. Sea level and glacier records are offset by about 20 years because of the delay between temperature rise and glacier and sea level change. If the natural trend in sea level increase continues for another two centuries as did the temperature rise in the Sargasso Sea as the Earth entered the Medieval Warm Period, sea level would be expected to rise about 1 foot between the years 2000 and 2200. Both the sea level and glacier trends – and the temperature trend that they reflect – are unrelated to hydrocarbon use. A further doubling of world hydrocarbon use would not change these trends. Figure 12 shows the close correlation between the sea level and glacier records, which further validates both records and the duration and character of the temperature change that gave rise to them. Figure 4 shows the annual temperature in the United States during the past 127 years. This record has an upward trend of 0.5 şC per century. Global and Northern Hemisphere surface temperature records shown in Figure 13 trend upward at 0.6 şC per century. These records are, however, biased toward higher temperatures in several ways. For example, they preferentially use data near populated areas (33), where heat island effects are prevalent, as illustrated in Figure 15. A trend of 0.5 şC per century is more representative (13-17).

The balloon measurements confirm the satellite technique (29-31). The warming anomaly in 1997-1998 (gray) was caused by El Nińo, which, like the overall trends, is unrelated to CO2 (32). The U.S. temperature record has two intermediate uptrends of comparable magnitude, one occurring before the 6-fold increase in hydrocarbon use and one during it. Between these two is an intermediate temperature downtrend, which led in the 1970s to fears of an impending new ice age. This decrease in temperature occurred during a period in which hydrocarbon use increased 3-fold. Seven independent records – solar irradiance; Arctic, Northern Hemisphere, global, and U.S. annual average surface air temperatures; sea level; and glacier length – all exhibit these three intermediate trends, as shown in Figure 13. These trends confirm one another. Solar irradiance correlates with them. Hydrocarbon use does not. The intermediate uptrend in temperature between 1980 and 2006 shown in Figure 13 is similar to that shown in Figure 14 for balloon and satellite tropospheric measurements. This trend is more pronounced in the Northern Hemisphere than in the Southern. Contrary to the CO2 warming climate models, however, tropospheric temperatures are not rising faster than surface temperatures. Figure 6 illustrates the magnitudes of these temperature changes by comparing the 0.5 şC per century temperature change as the Earth recovers from the Little Ice Age, the range of 50-year averaged Atlantic ocean surface temperatures in the Sargasso Sea over the past 3,000 years, the range of day-night and seasonal variation on average in Oregon, and the range of daynight and seasonal variation over the whole Earth. The two-century-long temperature change is small. Tropospheric temperatures measured by satellite give comprehensive geographic coverage. Even the satellite measurements, however, contain short and medium-term fluctuations greater than the slight warming trends calculated from them. The calculated trends vary significantly as a function of the most recent fluctuations and the lengths of the data sets, which are short. Figure 3 shows the latter part of the period of warming from the Little Ice Age in greater detail by means of Arctic air temperature as compared with solar irradiance, as does Figure 5 for U.S. surface temperature. There is a close correlation between solar activity and temperature and none between hydrocarbon use and temperature. Several other studies over a wide variety of time intervals have found similar correlations between climate and solar activity (15, 34-39). Figure 3 also illustrates the uncertainties introduced by limited time records. If the Arctic air temperature data before 1920 were not available, essentially no uptrend would be observed. This observed variation in solar activity is typical of stars close in size and age to the sun (40). The current warming trends on Mars (41), Jupiter (42), Neptune (43,44), Neptune's moon Triton (45), and Pluto (46-48) may result, in part, from similar relations to the sun and its activity – like those that are warming the Earth. Hydrocarbon use and atmospheric CO2 do not correlate with the observed temperatures. Solar activity correlates quite well. Correlation does not prove causality, but non-correlation proves non-causality. Human hydrocarbon use is not measurably warming the earth. Moreover, there

is a robust theoretical and empirical model for solar warming and cooling of the Earth (8,19,49,50). The experimental data do not prove that solar activity is the only phenomenon responsible for substantial Earth temperature fluctuations, but they do show that human hydrocarbon use is not among those phenomena.

Such selections make NASA GISS temperatures too high. The overall experimental record is self-consistent. The Earth has been warming as it recovers from the Little Ice Age at an average rate of about 0.5 şC per century. Fluctuations within this temperature trend include periods of more rapid increase and also periods of temperature decrease. These fluctuations correlate well with concomitant fluctuations in the activity of the sun. Neither the trends nor the fluctuations within the trends correlate with hydrocarbon use. Sea level and glacier length reveal three intermediate uptrends and two downtrends since 1800, as does solar activity. These trends are climatically benign and result from natural processes. ATMOSPHERIC CARBON DIOXIDE The concentration of CO2 in Earth's atmosphere has increased during the past century, as shown in Figure 17. The magnitude of this atmospheric increase is currently about 4 gigatons (Gt C) of carbon per year. Total human industrial CO2 production, primarily from use of coal,

oil, and natural gas and the production of cement, is currently about 8 Gt C per year (7,56,57). Humans also exhale about 0.6 Gt C per year, which has been sequestered by plants from atmospheric CO2. Office air concentrations often exceed 1,000 ppm CO2. To put these figures in perspective, it is estimated that the atmosphere contains 780 Gt C; the surface ocean contains 1,000 Gt C; vegetation, soils, and detritus contain 2,000 Gt C; and the intermediate and deep oceans contain 38,000 Gt C, as CO2 or CO2 hydration products. Each year, the surface ocean and atmosphere exchange an estimated 90 Gt C; vegetation and the atmosphere, 100 Gt C; marine biota and the surface ocean, 50 Gt C; and the surface ocean and the intermediate and deep oceans, 40 Gt C (56,57). So great are the magnitudes of these reservoirs, the rates of exchange between them, and the uncertainties of these estimated numbers that the sources of the recent rise in atmospheric CO2 have not been determined with certainty (58,59). Atmospheric concentrations of CO2 are reported to have varied widely over geological time, with peaks, according to some estimates, some 20-fold higher than at present and lows at approximately 200 ppm (60-62). Ice-core records are reported to show seven extended periods during 650,000 years in which CO2, methane (CH4), and temperature increased and then decreased (63-65). Ice-core records contain substantial uncertainties (58), so these correlations are imprecise. In all seven glacial and interglacial cycles, the reported changes in CO2 and CH4 lagged the temperature changes and could not, therefore, have caused them (66). These fluctuations probably involved temperature-caused changes in oceanic and terrestrial CO2 and CH4 content. More recent CO2 fluctuations also lag temperature (67,68).

The interglacial temperature increases caused the CO2 rises through release of ocean CO2. The CO2 rises did not cause the temperature rises. In addition to the agreement between the out-gassing estimates and measurements, this conclusion is also verified by the small temperature rise during the 20th and 21st centuries. If the CO2 versus temperature correlation during the seven interglacials had been caused by CO2 greenhouse warming, then the temperature rise per CO2 rise would have been as high during the 20th and 21st centuries as it was during the seven interglacial periods. In 1957, Revelle and Seuss (69) estimated that temperature-caused out-gassing of ocean CO2 would increase atmospheric CO2 by about 7% per °C temperature rise. The reported change during the seven interglacials of the 650,000-year ice core record is about 5% per °C (63), which agrees with the out-gassing calculation. Between 1900 and 2006, Antarctic CO2 increased 30% per 0.1 °C temperature change (72), and world CO2 increased 30% per 0.5 °C. In addition to ocean out-gassing, CO2 from human

use of hydrocarbons is a new source. Neither this new source nor the older natural CO2 sources are causing atmospheric temperature to change. The hypothesis that the CO2 rise during the interglacials caused the temperature to rise requires an increase of about 6 °C per 30% rise in CO2 as seen in the ice core record. If this hypothesis were correct, Earth temperatures would have risen about 6 °C between 1900 and 2006, rather than the rise of between 0.1 °C and 0.5 °C, which actually occurred. This difference is illustrated in Figure 16. The 650,000-year ice-core record does not, therefore, agree with the hypothesis of "humancaused global warming," and, in fact, provides empirical evidence that invalidates this hypothesis.

Figure 17: Atmospheric CO2 concentrations in parts per million by volume, ppm, measured spectrophotometrically at Mauna Loa, Hawaii, between 1958 and 2007. These measurements agree well with those at other locations (71). Data before 1958 are from ice cores and chemical analyses, which have substantial experimental uncertainties. We have used 295 ppm for the period 1880 to 1890, which is an average of the available estimates. About 0.6 Gt C of CO2 is produced annually by human respiration and often leads to concentrations exceeding 1,000 ppm in public buildings. Atmospheric CO2 has increased 22% since 1958 and about 30% since 1880. Carbon dioxide has a very short residence time in the atmosphere. Beginning with the 7 to 10year half-time of CO2 in the atmosphere estimated by Revelle and Seuss (69), there were 36 estimates of the atmospheric CO2 half-time based upon experimental measurements published between 1957 and 1992 (59). These range between 2 and 25 years, with a mean of

7.5, a median of 7.6, and an upper range average of about 10. Of the 36 values, 33 are 10 years or less. Many of these estimates are from the decrease in atmospheric carbon 14 after cessation of atmospheric nuclear weapons testing, which provides a reliable half-time. There is no experimental evidence to support computer model estimates (73) of a CO2 atmospheric "lifetime" of 300 years or more. Human production of 8 Gt C per year of CO2 is negligible as compared with the 40,000 Gt C residing in the oceans and biosphere. At ultimate equilibrium, human-produced CO2 will have an insignificant effect on the amounts in the various reservoirs. The rates of approach to equilibrium are, however, slow enough that human use creates a transient atmospheric increase. In any case, the sources and amounts of CO2 in the atmosphere are of secondary importance to the hypothesis of "human-caused global warming." It is human burning of coal, oil, and natural gas that is at issue. CO2 is merely an intermediate in a hypothetical mechanism by which this "human-caused global warming" is said to take place. The amount of atmospheric CO2 does have profound environmental effects on plant and animal populations (74) and diversity, as is discussed below. CLIMATE CHANGE While the average temperature change taking place as the Earth recovers from the Little Ice Age is so slight that it is difficult to discern, its environmental effects are measurable. Glacier shortening and the 7 inches per century rise in sea level are examples. There are additional climate changes that are correlated with this rise in temperature and may be caused by it. Greenland, for example, is beginning to turn green again, as it was 1,000 years ago during the Medieval Climate Optimum (11). Arctic sea ice is decreasing somewhat (75), but Antarctic ice is not decreasing and may be increasing, due to increased snow (76-79). In the United States, rainfall is increasing at about 1.8 inches per century, and the number of severe tornados is decreasing, as shown in Figures 7 and 8. If world temperatures continue to rise at the current rate, they will reach those of the Medieval Climate Optimum about 2 centuries from now. Historical reports of that period record the growing of warm weather crops in localities too cold for that purpose today, so it is to be expected that the area of more temperate climate will expand as it did then. This is already being observed, as studies at higher altitudes have reported increases in amount and diversity of plant and animal life by more than 50% (12,80). Atmospheric temperature is increasing more in the Northern Hemisphere than in the Southern, with intermediate periods of increase and decrease in the overall trends. There has been no increase in frequency or severity of Atlantic hurricanes during the period of 6-fold increase in hydrocarbon use, as is illustrated in Figures 9 and 10. Numbers of violent hurricanes vary greatly from year to year and are no greater now than they were 50 years ago. Similarly, maximum wind speeds have not increased. All of the observed climate changes are gradual, moderate, and entirely within the bounds of ordinary natural changes that have occurred during the benign period of the past few thousand years. There is no indication whatever in the experimental data that an abrupt or remarkable change in any of the ordinary natural climate variables is beginning or will begin to take place. GLOBAL WARMING HYPOTHESIS

The greenhouse effect amplifies solar warming of the earth. Greenhouse gases such as H2O, CO2, and CH4 in the Earth's atmosphere, through combined convective readjustments and the radiative blanketing effect, essentially decrease the net escape of terrestrial thermal infrared radiation. Increasing CO2, therefore, effectively increases radiative energy input to the Earth's atmosphere. The path of this radiative input is complex. It is redistributed, both vertically and horizontally, by various physical processes, including advection, convection, and diffusion in the atmosphere and ocean.

When an increase in CO2 increases the radiative input to the atmosphere, how and in which direction does the atmosphere respond? Hypotheses about this response differ and are schematically shown in Figure 18. Without the water-vapor greenhouse effect, the Earth would be about 14 şC cooler (81). The radiative contribution of doubling atmospheric CO2 is minor, but this radiative greenhouse effect is treated quite differently by different climate hypotheses. The hypotheses that the IPCC (82,83) has chosen to adopt predict that the effect of CO2 is amplified by the atmosphere, especially by water vapor, to produce a large temperature increase. Other hypotheses, shown as hypothesis 2, predict the opposite – that the atmospheric response will counteract the CO2 increase and result in insignificant changes in global temperature (81,84,85,91,92). The experimental evidence, as described above, favors hypothesis 2. While CO2 has increased substantially, its effect on temperature has been so slight that it has not been experimentally detected.

The computer climate models upon which "human-caused global warming" is based have substantial uncertainties and are markedly unreliable. This is not surprising, since the climate is a coupled, non-linear dynamical system. It is very complex. Figure 19 illustrates the difficulties by comparing the radiative CO2 greenhouse effect with correction factors and uncertainties in some of the parameters in the computer climate calculations. Other factors, too, such as the chemical and climatic influence of volcanoes, cannot now be reliably computer modeled. In effect, an experiment has been performed on the Earth during the past half-century – an experiment that includes all of the complex factors and feedback effects that determine the Earth's temperature and climate. Since 1940, hydrocarbon use has risen 6-fold. Yet, this rise has had no effect on the temperature trends, which have continued their cycle of recovery from the Little Ice Age in close correlation with increasing solar activity. Not only has the global warming hypothesis failed experimental tests, it is theoretically flawed as well. It can reasonably be argued that cooling from negative physical and biological feedbacks to greenhouse gases nullifies the slight initial temperature rise (84,86). The reasons for this failure of the computer climate models are subjects of scientific debate (87). For example, water vapor is the largest contributor to the overall greenhouse effect (88). It has been suggested that the climate models treat feedbacks from clouds, water vapor, and related hydrology incorrectly (85,89-92). The global warming hypothesis with respect to CO2 is not based upon the radiative properties of CO2 itself, which is a very weak greenhouse gas. It is based upon a small initial increase in temperature caused by CO2 and a large theoretical amplification of that temperature increase, primarily through increased evaporation of H2O, a strong greenhouse gas. Any comparable temperature increase from another cause would produce the same calculated outcome.

Thus, the 3,000-year temperature record illustrated in Figure 1 also provides a test of the computer models. The historical temperature record shows that the Earth has previously warmed far more than could be caused by CO2 itself. Since these past warming cycles have not initiated water-vapor-mediated atmospheric warming catastrophes, it is evident that weaker effects from CO2 cannot do so. Methane is also a minor greenhouse gas. World CH4 levels are, as shown in Figure 20, leveling off. In the U.S. in 2005, 42% of human-produced methane was from hydrocarbon energy production, 28% from waste management, and 30% from agriculture (95). The total amount of CH4 produced from these U.S. sources decreased 7% between 1980 and 2005. Moreover, the record shows that, even while methane was increasing, temperature trends were benign. The "human-caused global warming" – often called the "global warming" – hypothesis depends entirely upon computer model-generated scenarios of the future. There are no empirical records that verify either these models or their flawed predictions (96). Claims (97) of an epidemic of insect-borne diseases, extensive species extinction, catastrophic flooding of Pacific islands, ocean acidification, increased numbers and severities of hurricanes and tornados, and increased human heat deaths from the 0.5 °C per century temperature rise are not consistent with actual observations. The "human-caused global warming" hypothesis and the computer calculations that support it are in error. They have no empirical support and are invalidated by numerous observations. WORLD TEMPERATURE CONTROL World temperature is controlled by natural phenomena. What steps could mankind take if solar activity or other effects began to shift the Earth toward temperatures too cold or too warm for optimum human life?

First, it would be necessary to determine what temperature humans feel is optimum. It is unlikely that the chosen temperature would be exactly that which we have today. Second, we would be fortunate if natural forces were to make the Earth too warm rather than too cold because we can cool the Earth with relative ease. We have no means by which to warm it. Attempting to warm the Earth with addition of CO2 or to cool the Earth by restrictions of CO2 and hydrocarbon use would, however, be futile. Neither would work. Inexpensively blocking the sun by means of particles in the upper atmosphere would be effective. S.S. Penner, A.M. Schneider, and E. M. Kennedy have proposed (98) that the exhaust systems of commercial airliners could be tuned in such a way as to eject particulate sun-blocking material into the upper atmosphere. Later, Edward Teller similarly suggested (18) that particles could be injected into the atmosphere in order to reduce solar heating and cool the Earth. Teller estimated a cost of between $500 million and $1 billion per year for between 1 şC and 3 şC of cooling. Both methods use particles so small that they would be invisible from the Earth. These methods would be effective and economical in blocking solar radiation and reducing atmospheric and surface temperatures. There are other similar proposals (99). World energy rationing, on the other hand, would not work. The climate of the Earth is now benign. If temperatures become too warm, this can easily be corrected. If they become too cold, we have no means of response – except to maximize nuclear and hydrocarbon energy production and technological advance. This would help humanity adapt and might lead to new mitigation technology. FERTILIZATION OF PLANTS BY CO2 How high will the CO2 concentration of the atmosphere ultimately rise if mankind continues to increase the use of coal, oil, and natural gas? At ultimate equilibrium with the ocean and other reservoirs there will probably be very little increase. The current rise is a nonequilibrium result of the rate of approach to equilibrium. One reservoir that would moderate the increase is especially important. Plant life provides a large sink for CO2. Using current knowledge about the increased growth rates of plants and assuming increased CO2 release as compared to current emissions, it has been estimated that atmospheric CO2 levels may rise to about 600 ppm before leveling off. At that level, CO2 absorption by increased Earth biomass is able to absorb about 10 Gt C per year (100). At present, this absorption is estimated to be about 3 Gt C per year (57). About 30% of this projected rise from 295 to 600 ppm has already taken place, without causing unfavorable climate changes. Moreover, the radiative effects of CO2 are logarithmic (101,102), so more than 40% of any climatic influences have already occurred. As atmospheric CO2 increases, plant growth rates increase. Also, leaves transpire less and lose less water as CO2 increases, so that plants are able to grow under drier conditions. Animal life, which depends upon plant life for food, increases proportionally.

Tree ring widths were averaged in 20-year segments and then normalized so that the means of prior tree growth were zero. The deviations from the means are shown in units of standard deviations of those means. Figures 21 to 24 show examples of experimentally measured increases in the growth of plants. These examples are representative of a very large research literature on this subject (103-109). As Figure 21 shows, long-lived 1,000- to 2,000-year-old pine trees have shown a sharp increase in growth during the past half-century. Figure 22 shows the 40% increase in the forests of the United States that has taken place since 1950. Much of this increase is due to the increase in atmospheric CO2 that has already occurred. In addition, it has been reported that Amazonian rain forests are increasing their vegetation by about 900 pounds of carbon per acre per year (113), or approximately 2 tons of biomass per acre per year. Trees respond to CO2 fertilization more strongly than do most other plants, but all plants respond to some extent.

The linear trend cited in 1998 (1) with an increase of 30% has continued. The increase is now 40%. The amount of U.S. timber is rising almost 1% per year. Since plant response to CO2 fertilization is nearly linear with respect to CO2 concentration over the range from 300 to 600 ppm, as seen in Figure 23, experimental measurements at different levels of CO2 enrichment can be extrapolated. This has been done in Figure 24 in order to illustrate CO2 growth enhancements calculated for the atmospheric increase of about 88 ppm that has already taken place and those expected from a projected total increase of 305 ppm. Wheat growth is accelerated by increased atmospheric CO2, especially under dry conditions. Figure 24 shows the response of wheat grown under wet conditions versus that of wheat stressed by lack of water. The underlying data is from open-field experiments. Wheat was grown in the usual way, but the atmospheric CO2 concentrations of circular sections of the fields were increased by arrays of computer-controlled equipment that released CO2 into the air to hold the levels as specified (115,116). Orange and young pine tree growth enhancement (117-119) with two atmospheric CO2 increases – that which has already occurred since 1885 and that projected for the next two centuries – is also shown. The relative growth enhancement of trees by CO2 diminishes with age. Figure 24 shows young trees.

Figure 23: Summary data from 279 published experiments in which plants of all types were grown under paired stressed (open red circles) and unstressed (closed blue circles) conditions (114). There were 208, 50, and 21 sets at 300, 600, and an average of about 1350 ppm CO2, respectively. The plant mixture in the 279 studies was slightly biased toward plant types that respond less to CO2 fertilization than does the actual global mixture. Therefore, the figure underestimates the expected global response. CO2 enrichment also allows plants to grow in drier regions, further increasing the response. Figure 23 summarizes 279 experiments in which plants of various types were raised under CO2-enhanced conditions. Plants under stress from less-than-ideal conditions – a common occurrence in nature – respond more to CO2 fertilization. The selections of species in Figure 23 were biased toward plants that respond less to CO2 fertilization than does the mixture actually covering the Earth, so Figure 23 underestimates the effects of global CO2 enhancement.

Clearly, the green revolution in agriculture has already benefitted from CO2 fertilization, and benefits in the future will be even greater. Animal life is increasing proportionally, as shown by studies of 51 terrestrial (120) and 22 aquatic ecosystems (121). Moreover, as shown by a study of 94 terrestrial ecosystems on all continents except Antarctica (122), species richness – biodiversity – is more positively correlated with productivity – the total quantity of plant life per acre – than with anything else. Atmospheric CO2 is required for life by both plants and animals. It is the sole source of carbon in all of the protein, carbohydrate, fat, and other organic molecules of which living things are constructed. Plants extract carbon from atmospheric CO2 and are thereby fertilized. Animals obtain their carbon from plants. Without atmospheric CO2, none of the life we see on Earth would exist.

Water, oxygen, and carbon dioxide are the three most important substances that make life possible. They are surely not environmental pollutants. ENVIRONMENT AND ENERGY The single most important human component in the preservation of the Earth's environment is energy. Industrial conversion of energy into forms that are useful for human activities is the most important aspect of technology. Abundant inexpensive energy is required for the prosperous maintenance of human life and the continued advance of life-enriching technology. People who are prosperous have the wealth required to protect and enhance their natural environment. Currently, the United States is a net importer of energy as shown in Figure 25. Americans spend about $300 billion per year for imported oil and gas – and an additional amount for military expenses related to those imports.

Figure 25: In 2006, the United States obtained 84.9% of its energy from hydrocarbons, 8.2% from nuclear fuels, 2.9% from hydroelectric dams, 2.1% from wood, 0.8% from biofuels, 0.4% from waste, 0.3% from geothermal, and 0.3% from wind and solar radiation. The U.S. uses 21 million barrels of oil per day – 27% from OPEC, 17% from Canada and Mexico, 16% from others, and 40% produced in the U.S. (95). The cost of imported oil and gas at $60 per barrel and $7 per 1,000 ft3 in 2007 is about $300 billion per year. Political calls for a reduction of U.S. hydrocarbon use by 90% (123), thereby eliminating 75% of America's energy supply, are obviously impractical. Nor can this 75% of U.S. energy be replaced by alternative "green" sources. Despite enormous tax subsidies over the past 30 years, green sources still provide only 0.3% of U.S. energy. Yet, the U.S. clearly cannot continue to be a large net importer of energy without losing its economic and industrial strength and its political independence. It should, instead, be a net exporter of energy.

There are three realistic technological paths to American energy independence – increased use of hydrocarbon energy, nuclear energy, or both. There are no climatological impediments to increased use of hydrocarbons, although local environmental effects can and must be accommodated. Nuclear energy is, in fact, less expensive and more environmentally benign than hydrocarbon energy, but it too has been the victim of the politics of fear and claimed disadvantages and dangers that are actually negligible. For example, the "problem" of high-level "nuclear waste" has been given much attention, but this problem has been politically created by U.S. government barriers to American fuel breeding and reprocessing. Spent nuclear fuel can be recycled into new nuclear fuel. It need not be stored in expensive repositories. Reactor accidents are also much publicized, but there has never been even one human death associated with an American nuclear reactor incident. By contrast, American dependence on automobiles results in more than 40,000 human deaths per year. All forms of energy generation, including "green" methods, entail industrial deaths in the mining, manufacture, and transport of resources they require. Nuclear energy requires the smallest amount of such resources (124) and therefore has the lowest risk of deaths. Estimated relative costs of electrical energy production vary with geographical location and underlying assumptions. Figure 26 shows a recent British study, which is typical. At present, 43% of U.S. energy consumption is used for electricity production. To be sure, future inventions in energy technology may alter the relative economics of nuclear, hydrocarbon, solar, wind, and other methods of energy generation. These inventions cannot, however, be forced by political fiat, nor can they be wished into existence. Alternatively, "conservation," if practiced so extensively as to be an alternative to hydrocarbon and nuclear power, is merely a politically correct word for "poverty." The current untenable situation in which the United States is losing $300 billion per year to pay for foreign oil and gas is not the result of failures of government energy production efforts. The U.S. government does not produce energy. Energy is produced by private industry. Why then has energy production thrived abroad while domestic production has stagnated? This stagnation has been caused by United States government taxation, regulation, and sponsorship of litigation, which has made the U.S. a very unfavorable place to produce energy. In addition, the U.S. government has spent vast sums of tax money subsidizing inferior energy technologies for political purposes. It is not necessary to discern in advance the best course to follow. Legislative repeal of taxation, regulation, incentives to litigation, and repeal of all subsidies of energy generation industries would stimulate industrial development, wherein competition could then automatically determine the best paths. Nuclear power is safer, less expensive, and more environmentally benign than hydrocarbon power, so it is probably the better choice for increased energy production. Solid, liquid and gaseous hydrocarbon fuels provide, however, many conveniences, and a national infrastructure to use them is already in place. Oil from shale or coal liquefaction is less expensive than crude oil at current prices, but its ongoing production costs are higher than those for already developed oil fields. There is, therefore, an investment risk that crude oil prices could drop so low that liquefaction plants could not compete. Nuclear energy does not have this disadvantage, since the operating costs of nuclear power plants are very low.

Figure 27 illustrates, as an example, one practical and environmentally sound path to U.S. energy independence. At present 19% of U.S. electricity is produced by 104 nuclear power reactors with an average generating output in 2006 of 870 megawatts per reactor, for a total of about 90 GWe (gigawatts) (125). If this were increased by 560 GWe, nuclear power could fill all current U.S. electricity requirements and have 230 GWe left over for export as electricity or as hydrocarbon fuels replaced or manufactured.

These estimates include all capital and operational expenses for a period of 50 years. Micro wind or solar are units installed for individual homes. Thus, rather than a $300 billion trade loss, the U.S. would have a $200 billion trade surplus – and installed capacity for future U.S. requirements. Moreover, if heat from additional nuclear reactors were used for coal liquefaction and gasification, the U.S. would not even need to use its oil resources. The U.S. has about 25% of the world's coal reserves. This heat could also liquify biomass, trash, or other sources of hydrocarbons that might eventually prove practical.

Energy trade deficit is reversed by $500 billion per year, resulting in a $200 billion annual surplus. Currently, this solution is not possible owing to misguided government policies, regulations, and taxation and to legal maneuvers available to anti-nuclear activists. These impediments should be legislatively repealed. The Palo Verde nuclear power station near Phoenix, Arizona, was originally intended to have 10 nuclear reactors with a generating capacity of 1,243 megawatts each. As a result of public hysteria caused by false information – very similar to the human-caused global warming hysteria being spread today, construction at Palo Verde was stopped with only three operating reactors completed. This installation is sited on 4,000 acres of land and is cooled by waste water from the city of Phoenix, which is a few miles away. An area of 4,000 acres is 6.25 square miles or 2.5 miles square. The power station itself occupies only a small part of this total area. If just one station like Palo Verde were built in each of the 50 states and each installation included 10 reactors as originally planned for Palo Verde, these plants, operating at the current 90% of design capacity, would produce 560 GWe of electricity. Nuclear technology has advanced substantially since Palo Verde was built, so plants constructed today would be even more reliable and efficient. Assuming a construction cost of $2.3 billion per 1,200 MWe reactor (127) and 15% economies of scale, the total cost of this entire project would be $1 trillion, or 4 months of the current U.S. federal budget. This is 8% of the annual U.S. gross domestic product. Construction costs could be repaid in just a few years by the capital now spent by the people of the United States for foreign oil and by the change from U.S. import to export of energy. The 50 nuclear installations might be sited on a population basis. If so, California would have six, while Oregon and Idaho together would have one. In view of the great economic value of these facilities, there would be vigorous competition for them. In addition to these power plants, the U.S. should build fuel reprocessing capability, so that spent nuclear fuel can be reused. This would lower fuel cost and eliminate the storage of high-

level nuclear waste. Fuel for the reactors can be assured for 1,000 years (128) by using both ordinary reactors with high breeding ratios and specific breeder reactors, so that more fuel is produced than consumed. About 33% of the thermal energy in an ordinary nuclear reactor is converted to electricity. Some new designs are as high as 48%. The heat from a 1,243 MWe reactor can produce 38,000 barrels of coal-derived oil per day (129). With one additional Palo Verde installation in each state for oil production, the yearly output would be at least 7 billion barrels per year with a value, at $60 per barrel, of more than $400 billion per year. This is twice the oil production of Saudi Arabia. Current proven coal reserves of the United States are sufficient to sustain this production for 200 years (128). This liquified coal exceeds the proven oil reserves of the entire world. The reactors could produce gaseous hydrocarbons from coal, too. The remaining heat from nuclear power plants could warm air or water for use in indoor climate control and other purposes. Nuclear reactors can also be used to produce hydrogen, instead of oil and gas (130,131). The current cost of production and infrastructure is, however, much higher for hydrogen than for oil and gas. Technological advance reduces cost, but usually not abruptly. A prescient call in 1800 for the world to change from wood to methane would have been impracticably ahead of its time, as may be a call today for an abrupt change from oil and gas to hydrogen. In distinguishing the practical from the futuristic, a free market in energy is absolutely essential. Surely these are better outcomes than are available through international rationing and taxation of energy as has been recently proposed (82,83,97,123). This nuclear energy example demonstrates that current technology can produce abundant inexpensive energy if it is not politically suppressed. There need be no vast government program to achieve this goal. It could be reached simply by legislatively removing all taxation, most regulation and litigation, and all subsidies from all forms of energy production in the U.S., thereby allowing the free market to build the most practical mixture of methods of energy generation. With abundant and inexpensive energy, American industry could be revitalized, and the capital and energy required for further industrial and technological advance could be assured. Also assured would be the continued and increased prosperity of all Americans. The people of the United States need more low-cost energy, not less. If this energy is produced in the United States, it can not only become a very valuable export, but it can also ensure that American industry remains competitive in world markets and that hoped-for American prosperity continues and grows. In this hope, Americans are not alone. Across the globe, billions of people in poorer nations are struggling to improve their lives. These people need abundant low-cost energy, which is the currency of technological progress. In newly developing countries, that energy must come largely from the less technologically complicated hydrocarbon sources. It is a moral imperative that this energy be available. Otherwise, the efforts of these peoples will be in vain, and they will slip backwards into lives of poverty, suffering, and early death. Energy is the foundation of wealth. Inexpensive energy allows people to do wonderful things. For example, there is concern that it may become difficult to grow sufficient food on the available land. Crops grow more abundantly in a warmer, higher CO2 environment, so this can mitigate future problems that may arise (12).

Energy provides, however, an even better food insurance plan. Energy-intensive hydroponic greenhouses are 2,000 times more productive per unit land area than are modern American farming methods (132). Therefore, if energy is abundant and inexpensive, there is no practical limit to world food production. Fresh water is also believed to be in short supply. With plentiful inexpensive energy, sea water desalination can provide essentially unlimited supplies of fresh water. During the past 200 years, human ingenuity in the use of energy has produced many technological miracles. These advances have markedly increased the quality, quantity, and length of human life. Technologists of the 21st century need abundant, inexpensive energy with which to continue this advance. Were this bright future to be prevented by world energy rationing, the result would be tragic indeed. In addition to human loss, the Earth's environment would be a major victim of such a mistake. Inexpensive energy is essential to environmental health. Prosperous people have the wealth to spare for environmental preservation and enhancement. Poor, impoverished people do not. CONCLUSIONS There are no experimental data to support the hypothesis that increases in human hydrocarbon use or in atmospheric carbon dioxide and other greenhouse gases are causing or can be expected to cause unfavorable changes in global temperatures, weather, or landscape. There is no reason to limit human production of CO2, CH4, and other minor greenhouse gases as has been proposed (82,83,97,123). We also need not worry about environmental calamities even if the current natural warming trend continues. The Earth has been much warmer during the past 3,000 years without catastrophic effects. Warmer weather extends growing seasons and generally improves the habitability of colder regions. As coal, oil, and natural gas are used to feed and lift from poverty vast numbers of people across the globe, more CO2 will be released into the atmosphere. This will help to maintain and improve the health, longevity, prosperity, and productivity of all people. The United States and other countries need to produce more energy, not less. The most practical, economical, and environmentally sound methods available are hydrocarbon and nuclear technologies. Human use of coal, oil, and natural gas has not harmfully warmed the Earth, and the extrapolation of current trends shows that it will not do so in the foreseeable future. The CO2 produced does, however, accelerate the growth rates of plants and also permits plants to grow in drier regions. Animal life, which depends upon plants, also flourishes, and the diversity of plant and animal life is increased. Human activities are producing part of the rise in CO2 in the atmosphere. Mankind is moving the carbon in coal, oil, and natural gas from below ground to the atmosphere, where it is available for conversion into living things. We are living in an increasingly lush environment of plants and animals as a result of this CO2 increase. Z porovnání vyplývá, že Rakušané z celkového objemu surovin, ze kterých byla v jídelnách připravována strava, průměrně zkonzumovali 36 % ovoce a zeleniny (Češi 24 %). Na druhém místě se umístily mléčné výrobky s 19 % (Češi 12%) a až třetí se v Rakousku umístily zrniny s 13 %, zatímco u Čechů vedly jednoznačně zrniny (knedlíky) s 28 %. Co se týče konzumace masa, v Rakousku dosáhla spotřeba skoro 11 %, u nás pak jen 7,9 %. Naopak například vedeme v konzumaci sladkostí s 5,4 %, zatímco u Rakušanů zastupují sladkosti jen 3 %. Zpracování zemědělských komodit na hotové výrobky, transport některých potravin, jejich dlouhodobé skladování a příprava jídel z polotovarů zatěžují ovzduší více než primární zemědělská výroba. Například při přípravě 1 kg hranolků z brambor se uvolní 5,7 kg ekvivalentu CO2. Nejmenší emisní produkci v hodnoceném rámci představuje pěstování a konzumace zeleniny, naopak největším "chrličem" škodlivých emisí je chov hospodářských zvířat a masná výroba. Je však třeba chápat věci v souvislostech. Z hlediska cyklu uhlíku se na pastvinách v půdě a biomase ukládá více uhlíku , zatímco při orbě a častém mechanickém zpracování orné půdy (např. při pěstování zeleniny), se organická hmota, jejímž je uhlík základním prvkem, rozkládá rychleji a uhlík se ve formě CO2 uvolňuje do ovzduší. Tím se rozdíly poněkud stírají. Uhlíkovou stopu ovlivňuje délka a způsob dopravy ke konzumentům. Největší zátěž způsobuje doprava letecká. Kilogram jahod dopravených z Jižní Afriky do Evropy má za následek emise 12 kg ekvivalentu CO2. Je zřejmé, že environmentální kvalita

(hodnocená emisemi CO2-eqv ) jakékoliv produkce se vzdáleností přepravy rychle klesá. Udržitelný hospodářský systém proto musí podporovat především ekologicky šetrnou regionální produkci a konzumaci čerstvých přirozených potravin. A to je hlavní cíl studie. Dát šanci domácím zemědělcům a zpracovatelům a pomoci zlepšit stravovací návyky. Právě školní stravovací zařízení mohou vhodným výběrem surovin, způsobem jejich úpravy a užitím vhodných receptur nabízet mladým lidem zdravé jídlo, současně i přívětivé k životnímu prostředí, navíc ve spolupráci s místními dodavateli (zejména sezonních produktů). Pokud je nám lhostejné, že v době, kdy končila státem dotovaná akce Mléko do škol a na školních chodbách se objevily automaty na Colu a na sladkosti, že některé děti odmítají ovoce dotované z fondů EU, že konzumujeme dovážené výrobky často horší kvality než bychom levněji vyrobili doma a pokud si myslíme, že problémy přírody nejsou našimi problémy, pak zavolejme "popravčí četu na globální oteplence" jak navrhuje JAG ve svém článku z 31.12. loňského roku. Mimochodem, projekt byl v Rakousku nominován na na cenu Ochrany klimatu 2011 a ještě něco. Kráva produkuje za rok asi 112 kg metanu, z toho ale "vyprdí" něco kolem 20 kg. Ostatní se dostává do ovzduší tím otvorem, kterým při pastvě přijímá trávu, takže představy autora JAG o fyziologických procesech skotu jsou poněkud jednostranné
