1 Geography and climate 1.1 Geography Located at the confluence of four rivers (Odra, Opava, Ostravice and Lučina), Ostrava is one of the most important residential, industrial and intellectual centres of the Czech Republic. In terms of its population and area, it is the third largest city in the Czech Republic and the largest city of the Moravian-Silesian region. It is situated at 49° 50'31'' N and 18°17'34'' E in the rugged terrain of the Ostrava basin. Ostrava has a very advantageous strategic location – it is situated 360 km east of the capital city of Prague, 310 km north of Vienna, it is close to the border with Poland, which runs just 10 km north of the city centre, and the Slovakian border being just 50 km to the east.

1.2 Climate Ostrava is located within the temperate zone; however the city’s climate has certain specific features caused by the dense concentration of industry and population and due to local geographical conditions in the Ostrava basin. The figures given below are based on long-term measurements at the given location and represent long-term mean values for the individual meteorological indicators. For the purposes of comparison, the tables below show the mean values for 2013 compared with the mean values for the period 1961 - 2000.

3 Population
The period 1869 – 1980 saw the Ostrava population grow. The first wave of industrialization took place from 1869 to 1950, resulting in the most rapid population growth in the City. The deindustrialisation process currently leads to population decrease; however, Ostrava is still the third largest city in the Czech Republic, the second largest city in Moravia, the largest city in Czech Silesia and a natural centre of the Moravian-Silesian Region. Created by merging the municipalities of Hrabůvka, Zábřeh nad Odrou, Výškovice and Dubina, Ostrava-South is the most populous City District.

4 Education
According to the Education Act, the education system comprises of schools and school facilities. Ostrava offers a wide range of schools and school facilities. Pre-school education is a phase of education in which the child primarily acquires social experience, basic knowledge about life and first impulses for continuing education and lifelong learning. This phase is supported by educational impact of the family, which provides and develops specific stimuli. Pre-school education is typically provided for children aged three to six. The aim of primary education is to create a foundation for lifelong learning. Primary education is also the only level in the educational system which is mandatory for all children in the Czech Republic. It entitles them to advance into secondary education. Secondary education develops the knowledge, skills, abilities, attitudes and values obtained in primary education, which are important for the personal development of the individual. It provides pupils with a broad general education content and professional training associated with general education, and consolidates their values. Secondary education also lays the groundwork for a full personal and civic life, independent acquisition of information and lifelong learning, follow-up education and vocational training. By successfully completing an educational programme within secondary education, pupils achieve one of the following levels of education: secondary education, secondary education with an apprenticeship certificate, secondary education with the maturita (school-leaving) examination. Tertiary vocational education develops and deepens the knowledge and skills acquired in secondary education and provides general and vocational education and practical training for demanding professions. It is intended for graduates of all types of secondary schools with the maturita examination; it is completed by passing a graduation exam. Higher education is divided into three programmes – Bachelor's, Master's and PhD. They focus on vocational training. The study is completed by passing the final state examination, which usually includes the defence of a Bachelor's / Master's / PhD. thesis. After passing the examination, graduates earn an academic degree. .

4.2.5 Paneuropean University, Faculty of Law, Ostrava (UNINOVA) Paneuropean University (PEU) is a private university that develops creativity, promotes innovative solutions and educates qualified professionals for practice. Founded in 2004, it was the first Slovak private school, initially with a legal focus, under the name Bratislava School of Law. Since 2010/2011, the University’s Faculty of Law is based in Ostrava, offering students the opportunity to study the field of "Law". This field can be studied within the Bachelor's programme completed with the Bachelor's degree (Bc.) and the follow-up Master's programme completed with the Master's degree (Mgr.). The applicants may choose to study full-time or externally. After successful completion of the Master's programme, students may also continue with rigorosum examination or doctoral studies. During their studies, students may study abroad within the Erasmus programme subject to the offers of foreign universities in the current academic year. During the 10 years of its existence, the Paneuropean University has become one of the most prestigious private universities in Slovakia. Currently, the Paneuropean University is attended by more than 5,000 students.
4.2.6 BIBS – Brno International Business School in Ostrava BIBS is a modern institution providing Czech, British and Finnish undergraduate (Bc., BA Hons), Master's (MBA, MSc, LLM) and doctoral (PhD) programmes in Czech and Slovak language in Brno, Prague, Ostrava, Bratislava and Nitra. BIBS has become one of the largest providers of Senior Executive MBA programmes in the Czech and Slovak thanks to the collaboration with the prestigious British Nottingham Trent University, which combines tradition with a guarantee of a stable and modern educational institution. The school is a member of CAMBAS, which brings together reputable providers of MBA studies. This year BIBS has started cooperating with the prestigious British Staffordshire University. The MBA programme is the optimal combination of theory and practice with an emphasis on strategic organization management. Emphasis is also placed on maximum utilization of acquired

knowledge and experience in daily practice. For this purpose BIBS has developed its own concept of strategic management, which provides the students with a tool to immediately apply the proposed strategies into practice. The methodology of BIBS is clear and balanced. Students also gain real benefits in written assignments by preparing topics related to the companies in which they work.
4.3 Schools teaching in foreign languages 4.3.1 1st International School of Ostrava (1st ISO) The 1st International School of Ostrava inspires excellence through dynamic and challenging English Language international education, for learners of all nationalities, aged 3-19, living in the MoravianSilesian Region. Created in cooperation with the City of Ostrava and the Moravian-Silesian Regional Authority, 1st ISO serves as a starting point for young learners to become confident global citizens of the 21st century. This Kindergarten – Year 13 school has grown considerably since it opened in 2005 with its first 16 students. Today, it is home to over 270 students, and 45 full and part-time faculty and staff, who are teaching and learning in 3 separate school buildings in the centre of Ostrava. With over 20 nationalities represented among the students and staff, the 1st ISO marries the best practices and traditions of the Czech Education System, with a global-mindedness and intercultural approach worthy of the Czech Republic’s first International Baccalaureate World School outside of Prague. The majority of students attending the school are learning English as a second or third language. For beginners in English, the school provides a developed EAL (English as an Additional Language) Programme to help new students integrate quickly with their classmates and new surroundings. Czech students also benefit from the Mother Tongue Programme to ensure that their Czech language skills are maintained and reinforced. As an International Baccalaureate World School, students graduate with advanced levels in the Sciences, Maths, Languages, Humanities, and Arts. Almost 100 % of the school’s graduates move directly on to the universities of their choice in the Czech Republic, Europe, North America and Asia, studying everything from medicine, to business, international relations, nuclear physics, education, psychology, languages, etc..
4.3.2 Primary School Ostrava, Ostrčilova 1 The Ostrčilova Bilingual School is part of the Primary School and Kindergarten Ostrčilova 1, which has long been specialising in the education of children, aged 3 to 15, including children of

foreigners. It is a school with many years of experience, whose priority is effective interconnection of the Czech and British curricula. The children of Czech, bilingual and foreign families have the chance to study in a bilingual, English-Czech environment under the guidance of experienced teachers. Graduates achieve high level of communication in both languages and can seamlessly transfer to grammar schools in the Czech Republic and abroad. They achieve superior results in entrance examinations. In terms of English, they reach level B1 to C1 within the Common European Framework. Foreigners who attend the school have the opportunity to become familiar with the Czech culture, rapidly become involved in the life in the Czech Republic and gradually learn and master the Czech language. With the support of development programmes of the Ministry of Education, emphasis is placed on teaching the Czech language as a second language. The school focuses on the overall development of the child's personality. Skills and abilities of children are developed not only in the form of playful teaching methods, but also in the diverse range of activities offered beyond teaching and in the afternoon interest groups. Children are encouraged to develop self-reliance, ability to work in a team and active life. To encourage the children's tolerance and empathy, they are involved in a number of project activities and humanitarian projects.
4.3.3 Hello s. r. o. – Gymnasium, Primary School and Kindergarten Hello is a modern Gymnasium, elementary school and kindergarten. In the school year 2014/2015 it is attended by nearly 300 children aged 2 to 19. The kindergarten is attended by children aged 2 to 6, regardless of nationality and knowledge of English. All children are offered superb preschool education in Czech and English. In the course of the study, the children will learn a foreign language in a natural and fun way. The primary school is focused on bilingual (Czech-English) education in mathematics, physics, biology, geography and all subjects with an educational focus. English conversation is taught by a native speaker. Each class is attended by a maximum of 16 children. There is also a number of interest groups available to the children. Gifted children enrol in Gifted Children's Club organised in cooperation with the Mensa Czech Republic, which can also be attended by pupils from other schools in Ostrava. The gymnasium is a traditional four-year gymnasium that prepares students for graduation and followup study in university. Students get intensive foreign language teaching and a number of optional activities. The gymnasium as well as the primary school are partner schools of the accredited Cambridge English Centre and Goethe Institute and prepare their pupils for the international exams in English and German.

4.3.4 Monty Elementary School and Kindergarten, Ostrava – Poruba The
Monty
kindergarten
has
provided
training
and
education
since
2005.
For the school year 2013/2014 the kindergarten is attended by 20 children aged 3 to 6 who are educated in two groups. There are 6 teachers teaching in the kindergartens and nursery school, of which 2 are assistants – native English speakers. The classes are given simultaneously in Czech and English under the guidance of competent Czech teachers and English native speakers. As a bonus service, the kindergarten provides regular logopaedic therapy. The Monty Elementary School opened on 1 September 2008. In the school year 2013/2014 the school provides education for 75 pupils. The pupils are divided into 7 classes with a maximum of 15 pupils per class. Teaching at 1st and 2nd stages is provided by 16 educators, of which 6 are collaborators teaching subjects at 2nd stage, and 4 are native English speakers. The school curriculum is based on integrating educational content into meaningful units that cut across educational areas and fields (the "Integrated Thematic Education"). The school presents itself as a bilingual school – certain subjects are simultaneously taught in both Czech and English. Since the school year 2010/2011, the school has been a certified centre to organize Cambridge examinations. The school's leadership and teaching staff aim to individualize the teaching: currently the school is attended by five exceptionally talented pupils and 8 highly talented pupils. In addition to talented pupils, there is about the same percentage of pupils with special educational needs. These are children with varying degrees of ADHD, dyslexia, dysortographia, dysgraphia and dyscalculia. Extracurricular school activities include 15 interest groups (foreign languages, physical activity, media and ICT, logic, natural sciences, floriculture, "creative hands"), with each student attending more than two extracurricular activities on average.
4.3.5 Hladnov Gymnasium and Language School in Silesian Ostrava The Hladnov Gymnasium and Language School with Accreditation for State Language Examinations has had a long-standing tradition. School history dates back to 1911 when a six-year girl lycée was founded. The school's modern history begins in 1953 with the graduation of the first class of 29 pupils. Since then, the school has been undergoing constant development. The Hladnov Gymnasium is the only Czech-Spanish bilingual school in the Moravian-Silesian region. The study takes six years and courses are taught in Spanish. The school offers students the opportunity to pass the international DELE exam, organizes public events such as Don Quixote Reading Marathon, Spanish courses for the public, days of Spanish culture etc.

Since 2014, the school has been the official DELE test venue in Ostrava. The four-year field of study – extended English language teaching – also focuses on languages. Theatre shows in English and Spanish have also had a long tradition. The school is involved in many language projects, such as eTwinning, Comenius and EuropeanSchoolnet. In 2011, it received the European Language Label award for innovative methods in language teaching. The third field is the general four-year study. In addition to English, pupils may also choose a second language: Spanish, French, German, Russian or Latin. HG and LS holds the Oxford Quality School title and works closely with Oxford University Press.
4.3.6 Pavel Tigrid Language Gymnasium in Ostrava – Poruba Pavel Tigrid Language Gymnasium in Ostrava – Poruba has had a long-standing tradition. It was founded on 1 September 1991 as the only gymnasium in the region focusing on living languages. The educational programme primarily focuses on teaching foreign languages. The gymnasium's language focus is also linked to a wide variety of international activities, participation in international projects and competitions and, most importantly, cooperation with foreign schools and institutions. Teaching of foreign languages takes up almost a third of all teaching time, both in the four-year and six-year programme. In the course of the language education, pupils are systematically prepared for internationally recognized exams in English (FCE and CAE), French (DELF), Spanish (DELE) and German (Goethe - Zertifikat and Deutsches Sprachdiplom), demonstrating level C1 of the Common European Framework of Reference for Languages). In the area of international cooperation, the school traditionally organizes student exchanges of Czech and French students from the partner schools of Collège Jeanne d'Arc in Limoges and Lycée Professionnel le Dolmen in Poitiers for the pupils of the six-year gymnasium, of the "European section". The international activities also include the sight-seeing and language excursions to Great Britain, France and the other German or French-speaking countries.

4.4 Other Schools in Ostrava 4.4.1 PORG private primary school and secondary school PORG was established in Prague in 1990. It was the first non-state school to be opened in the Czech Republic since 1948, and paved the way for the foundation of other private schools throughout the country. The school played a consulting role in the creation of legislation governing private education, and pioneered a range of new teaching methods and didactic approaches. PORG provides a general education with a particular focus on achieving an ideal balance between humanities and scientific subjects in the curriculum. The school also gives students space to develop their own particular interests through a range of optional subjects in the higher year groups. The primary school offers extended English classes and the eight-year secondary school offers the teaching of some subjects in English. The study is concluded with a Czech or international school-leaving exam.

5 Economy
Ostrava’s economy was historically based on coal mining and related branches of heavy industry - iron, steel, coke, chemicals, mechanical engineering, power generation and construction. The last coal was mined in Ostrava in 1994, but other industries - especially metallurgy and mechanical engineering - remain a strong and vital part of the local economy. In recent years the Ostrava region has become a major centre of the car industry and other transport-related manufacturing. These sectors are still undergoing a process of transformation and restructuring, while the city’s economy has expanded to include new branches of manufacturing and services as well as new technologies. Ostrava’s economy has boomed in recent years, with a major influx of investment in industrial zones, property development, hotels and other sectors. Many major international companies have set up branches in the city, with some taking advantage of state incentives to invest in Ostrava and the surrounding area (Hyundai, Multi Development, CTP Invest, PEGATRON Czech, SungWoo Hitech, ArcelorMittal, and Tieto Czech). The state of the Czech economy in 2012 worsened year-on-year. This situation has impacted employment and the loss of staff in monitored companies was far more pronounced than in previous years. It is also still true that the historical sectorial structure still brings many problems. The current trend among companies is not to lay off at least the core employees, but for reasons of unclear future development in this country and Europe, production did not dramatically increase and new jobs were not created. As a result of having to remain at low levels of production for a long period of time, companies in specific industries often affect other sectors and sub-contractors. In 2013, the Czech economy recession abated, but still decreased by 0.9%; however, this is a better result than originally expected by economists. The decrease was primarily due to a reduction in investment in fixed capital. As regards employment in the Czech Republic, Q3 2013 saw employment rise by 0.7% year-on-year, but drop by about 0.4% less compared to Q2 2013. External economic exchange for the first three quarters posted the lowest deficit in the current account balance for the last seven years, as well as a worse balance in the financial account, which, due to the reduction of direct investment, found itself in a deficit for the first time ever. In February 2014, the rise in unemployment stopped, with 625 000 job seekers registered at job offices. Consumer prices saw a year-on-year increase; however, individual sections of the consumer basket showed varying price developments, e.g. prices of alcoholic beverages, tobacco and food increased, while housing prices dropped due to a decrease in electricity prices.

6 Labour force
Since 1990, the Moravian-Silesian region has been undergoing an extensive restructuring of the economic base, which has significantly changed its character and which has for many years been accompanied by lay-offs of tens of thousands of employees. The Moravian-Silesian region is one of the structurally most affected areas of the Czech Republic, characterised by a drastic reduction of heavy industry. The impact of the global financial and economic crisis of late 2008 is still evident in all sectors of our economy which exhibited overall stagnation in 2013, with the Czech economy showing a steady state for most of the year. This development resulted in consistently low number of vacancies and in further significant decrease in manpower in the monitored companies. The historical structure of industries still significantly complicates the situation in Ostrava as well as in the whole region. On the one hand, there were efforts in 2013 not to lay off at least core staff; on the other hand, unclear future development in our country and in Europe did not lead to a dramatic increase in production and thus to the creation of new jobs. Given that companies in particular industries are forced to stay at a low level of production for a long period of time, it often impacts their subcontractors. This also leads to austerity measures that result in consumption being reduced to a minimum.

6.6 Foreigners and their Entry into the Labour Market in the Czech Republic The number of unemployed persons in the Moravian-Silesian Region is several times higher than the number of registered vacancies. Still, some employers found it difficult in 2013 to fill some vacancies by Czech citizens. In some professions, lack of suitable candidates is evident. As a result, companies deal with this issue also by hiring foreign nationals. In late 2013, a total of 14 776 EU/EEA and Swiss citizens were registered in the MoravianSilesian Region, of which 9 151 (61.9%) were the citizens of the Slovak Republic. These people often work as miners and mining equipment operators, labourers in manufacturing industry, welders, fitters and construction workers. They also work as specialists in the field of education and human resource development, skilled construction workers, scientists, researchers and developers at universities, mechanics and repairmen of electronic devices and doctors. As of 31 December 2013, a total of 484 foreign (mostly Korean) nationals were also legally employed in the Moravian-Silesian Region. Most of these foreigners were employed as managers, masons, miners, cooks, masseurs, administration professionals and workers in the field of marketing and advertising. In Ostrava, the total number of employed foreign nationals stood at 6 252, with the citizens of the Slovak Republic and Poland being the largest groups.

7 Average wages, taxes
Average gross monthly wages include all incomes accounted as employees' pay and present the amount per employee per month. They do not include any wage compensation for the duration of sick leave paid by the employer. Gross wages are subsequently subject to deductions made by the employer on behalf of the employee for the payment of health insurance, social security and advances on income tax. After the deductions, the employee is paid net wages. Taxes are defined as compulsory state-mandated and enforceable non-refundable payment to the state budget. Direct taxes are those which target a specific and identifiable person (the taxpayer) to pay the tax. The tax is then payable from the person's income or property. Indirect taxes are those that mostly do not allow the identification of the person that will eventually pay the tax, but rather the person (the taxpayer) that transfers the tax.

8 Information for investors 8.1 Investment incentives Investors who invest in the Czech Republic can receive support in the form of investment incentives. Only a Czech or foreign legal person based in the Czech Republic may be a recipient.
8.1.1 Investment incentives Supported areas: manufacturing industry technology centres strategic service centres.
In terms of the manufacturing industry, the essential condition to be eligible for the incentive is a minimum investment in tangible and intangible fixed assets (CZK 50 million in Ostrava), of which at least half must be spent on new machinery. In terms of technological centres, the minimum investment in tangible and intangible fixed assets is CZK 10 million, of which at least CZK 5 million in new machinery. At the same, at least 40 new jobs must be created. To be eligible for investment in strategic service centres, it is necessary to create at least 40 new jobs for software creation and at least 100 new jobs in other strategic service centres. In Ostrava, the following forms of investment incentives are available:
Corporate income tax credit – for a period of 10 years transfer of land at a reduced price – the difference between the purchase price and market price for the land Financial support for the acquisition of assets (strategic investments) 5 - 7% of eligible costs, depending on whether or not the investment concerns introduction or expansion of production and at the same time introduction or expansion of a technology centre. (Financial support per job created (CZK 200 000) and financial support for training and retraining (25% to 45% of the total cost depending on company size) is only provided in districts with an unemployment rate of at least 50% above the average unemployment rate in the Czech Republic)

8.2 Operational Programmes (OP) 2007 - 2013 8.2.1 OP Enterprise and Innovation This operating programme aims to promote the development of the business environment and promote the transfer of research and development into business practice. It is linked to the OP Industry and Enterprise in the shortened programming period 2004-2006 after the Czech Republic joined the European Union. OP EI ranks among the thematic operational programmes under the Convergence objective. It is funded from the European Regional Development Fund. It supports the creation of new and development of existing companies, as well as their innovative potential, the use of modern technologies, renewable energy and more.
8.2.2 OP Human Resources and Employment Entrepreneurship is not just the purchase of real estate and machinery, it is mainly the people who work. The OP aims to reduce unemployment through active labour market policies, education, social inclusion and improving the quality of public administration. OP HRE ranks among the thematic operational programmes under the Convergence objective. It is funded from the European Social Fund.
8.3 Operational Programmes (OP) 2014 - 2020 8.3.1 OP Enterprise and Innovation for Competitiveness The operational programme aims to reach a competitive and sustainable economy based on knowledge and innovation. Local companies should be able to be successful at home and abroad, as well as create enough jobs. It is funded from the European Regional Development Fund and ranks among the thematic operational programmes.
8.3.2 OP Research, Development and Education The priority of this programme is to invest in the development of human potential. The main objective is to shift the Czech Republic towards an economy based on educated, motivated and creative workforce and on the creation of significant research results. This thematic OP is funded from two Structural Funds: European Regional Development Fund and the European Social Fund.

Rating of the City of Ostrava by Moody's Investors Service
In June 2014, Moody's Investors Service, an international rating agency, confirmed the current long-term rating of A2 for the City of Ostrava. Short-term rating was not assigned, as the City has a promissory note programme and other liabilities with maturities of more than 13 months, in which case the agency, in accordance with its methodology, does not assign short-term ratings. The rating outlook is stable, which means that in the medium term a change in the City's credit rating while maintaining its current financial policy is not expected. Ostrava's strengths, as assessed by Moody's, include: long term conservative fiscal policy, which is then reflected in the solid operating surpluses even following the negative impact of BTA (Budgetary Tax Allocation) changes, well manageable level of debt service, despite its expected increase in 2014. Ostrava's weaknesses include: relatively high investment activity in the last two years, expected decrease in its cash reserves.

In May 2014 Standard & Poor's assigned to the City of Ostrava a solid long-term and shortterm credit rating of A+ / A-1. The outlook is assessed as stable, reflecting its expectation that Ostrava will continue to exhibit solid budgetary performance and moderate debt level and maintain very good liquidity position in the context of the expected recovery of the Czech economy. In its rating, the agency relied on Ostrava's: very good liquidity position good budgetary management, moderate debt level (after repayment of the bonds of EUR 100 million in July 2014) short-term debts used to finance investment projects; its financial management still has a neutral impact on the credit rating. 8.5 Building permission process Czech planning processes are similar to those in other EU countries. A construction project has to be approved by the relevant authorities in the following stages:
1. Compliance with the zoning plan. 2. Environmental impact assessment (EIA) (min. 5 – 6 months): a) committee stage (min. 2 months) b) assessment stage (min. 3 – 4 months). 3. Special permit (e. g. exemption from the law on the protection of nature and landscape, waterlaw permit etc. – it always depends on the nature of the building under consideration). 4. Planning permission (2 – 3 months). 5. Integrated permission (2 – 5 months). 6. Building permission (1 – 2 months). 7. Final inspection (1 month).
8.6 Land pricing The price of land owned by the City of Ostrava and equipped with technical and utilities infrastructure is open to negotiation and generally depends on the proposed use of the land. The final price must be approved by the Ostrava City Assembly. The City of Ostrava has produced a Land Pricing Map based on cadastral maps and available in a digital version via the City’s GISMO information system, which displays the boundaries of plots and cadastral divisions.
The Land Pricing Map consists of:
1. A graphic representation based on 1:5 000 scale maps with building plots and prices marked, 2. Accompanying text, 3. An electronic version of the Land Pricing Map installed in the City’s GISMO information system.
Original pricing maps of building plots are available to view free of charge at the Finance and Budget Division of the Ostrava City Authority, Prokešovo náměstí 8, Ostrava, during opening hours. 8.8 Industrial zones 8.8.1 Ostrava - Hrabová The Ostrava-Hrabová industrial zone is a strategic development site of CTP Invest, spol. s r.o. The projects situated in the zone are of fundamental importance for increasing the economic attractiveness of the City and creating jobs in Ostrava. The total area of the industrial zone equipped with underground utilities is more than 110 ha. At the end of the year, the total amount of investment invested in the zone stood at more than CZK 11 billion, creating approximately 6,599 new jobs. The Ostrava-Hrabová industrial zone has become one of the most successful industrial properties throughout the Czech Republic for which it has won a number of awards. The zone is situated on the southern outskirts of the city, close to the Ostrava – Frýdek-Místek motorway with connections to Prague and Brno, Poland, Slovakia and Austria. Benefiting from its position in a regional metropolis with a developed infrastructure and advanced educational base, it provides investors with the necessary security of steady labour supply and future development.

8.8.2 Ostrava - Mošnov The Ostrava-Mošnov Strategic Industrial Zone is a unique investment opportunity for investors looking to benefit primarily from its strategic location near the international airport with connection to the motorway and railway network. The Ostrava Airport Strategic Industrial Zone is fully open to a variety of business activities characteristic for modernity, export orientation and technical progress. Working with local manufacturers and suppliers is particularly welcome. The zone is accredited by CzechInvest, a foreign investment agency, and is supported by the State. Situated 25 km south of the city centre, the zone is very well accessible with the availability of road, rail and air transport. In the immediate vicinity of the zone is a 30ha business park with small and medium-sized businesses. The premises also offer spaces suitable for administrative purposes, which can be rented. From the total area of 200ha, 85ha has already been occupied by investors and 45 ha are reserved for a strategic investor3. The amount invested has already reached CZK 4.5 billion with 1 792 jobs being created.

Transport
Ostrava is a major road and railway hub of the Moravian-Silesian Region, and the Ostrava Leoš Janáček International Airport is only 25 kilometres from the city centre. Ostrava also has the potential to become an important centre for river transport. The city is situated on route VI of the TEN European Multimodal Corridor leading north-south across the Czech Republic from Poland through Moravia to the Austrian border.

9.2 Public transport Public transport in Ostrava is part of the integrated transport system, (the ODIS), which guarantees a coordinated transport of ten carriers in Ostrava and its surroundings. Currently, a total of 269 cities and municipalities of the Moravian-Silesian Region are directly or indirectly involved in the ODIS. Several carriers also offer long-distance and international connections. Transport in Ostrava is primarily provided by the Ostrava Transport Company with its 313 buses, 273 trams and 63 trolleybuses and an annual transport volume of up to 114 million persons. The city is divided into four zones. The newly created Ostrava XXL zone includes municipalities and towns in the immediate vicinity of Ostrava. 9.3 Road transport Ostrava is an important transport hub and the main intersection of the Moravian-Silesian Region. It is connected to a dense high-quality network of 1st category roads linking the cities of this agglomeration and neighbouring regions, many of these roads being multi-lane roads with central reservation. The City road network is more than a thousand kilometres long. The already dense road network is further complemented by the D1 motorway traced in the direction from the connection to the existing European motorway network in Brno, via Ostrava which will pass through border crossing Věřňovice - Gorzyczki connecting to the Polish A1 motorway leading from Katowice to Gdansk (Helsinki). 9.4 Rail transport Through its organization Railway Infrastructure Administration, the State is the current owner of the majority of railway tracks in the Czech Republic. The joint stock company Czech Railways is the largest national carrier. Ostrava is an important railway hub for passenger and freight transport. There are ten railway stations, the most important being Ostrava-Svinov, which has undergone fundamental changes and modernization. In 2007 the reconstruction was received the Grand Prix of Architects award. Located in Přívoz, Ostrava Hlavní nádraží (Ostrava Main Station), the other important station, was opened in 1976. Other stations include Ostrava-střed, Ostrava-Vítkovice, OstravaKunčice, Ostrava-Stodolní, Ostrava-Mariánské Hory, Ostrava-Bartovice, Ostrava-Třebovice and Ostrava-Kunčičky. Ostrava and Prague are also connected with six to seven daily Supercity "Pendolino" trains, which offer great comfort and speed and connect to Czech Airlines flights. The current travel time is about 3 hours. In addition to České dráhy, RegioJet and Leo Express, two competing carriers, operate on the Ostrava – Prague route.
9.5 Air transport Modern history of the then Ostrava – Mošnov airport starts by commencing construction work in 1956 and civil air traffic in 1959. In 2004, the airport was transferred from the Czech Airports Authority to the ownership of the Moravian-Silesian Region. Since 2006, the airport has been renamed from Ostrava – Mošnov to Leoš Janáček Airport Ostrava.

The airport is 25 km away from the city centre. It provides domestic and international service (including regular flights to Prague and Vienna), scheduled and unscheduled, and it is fully equipped to handle air cargo, including storage facilities. The new modern departure hall was built in 2006. A business and commercial zone, and Free Zone Ostrava can be found in the immediate vicinity of the airport. The airport is easily accessible by road. Public transport is provided by the bus service Ostrava - Nový Jičín - Ostrava, by express service Ostrava Central Bus Station Airport Mošnov and a regular bus service no. 333. All connections are linked to the departures and arrivals of planes. The bus stop is located directly in front of the airport hall.

9.6 Bicycle transport Bicycle transport in Ostrava started to develop after 1989 in connection with the development of trade and services in the region and with the global boom in cycling as a recreational activity. From 1 December 2013 a total of 209 km of bicycle trails have been built, with 4 km being currently under construction. The same year also saw the completion of the reconstruction of the bicycle trail A in the housing estate Bělský les, the construction of a bicycle trail between the streets U Lesa – kpt. Vajdy and opening of the bicycle trail along the river Ostravice from the Union footbridge to the New City Hall. Of the total number of trails, about 65% is routed along roads with light traffic and 35% are dedicated bike trails or roads with very rare motor traffic.

11 Research, development and innovation
The Regional Innovation Strategy (RIS) is the basic document for the support of innovation in the region, which primarily includes activities to promote the use of results of research and development in the business sector, training of existing and new researchers and the promotion of international cooperation in research and development. The priority is to increase the competitiveness of the region by focusing on selected areas where the region has natural competitive advantages. The Moravian-Silesian Region and its natural centre Ostrava are especially known for their importance in heavy industry – engineering, metallurgy, and mining industry – which still significantly affect the nature of both the region and the City. In turn, most of the research and development capacities are logically associated with large companies in these sectors. Ostrava has a good infrastructure of research, development and educational institutions, offering sufficient potential for the development of innovative entrepreneurship. 11.2.1
Science and Technology Park
Science & Technology Park is an efficient tool for the development of business and employment in high technology. Its creation was inspired by dozens of successful projects abroad. The Science and Technology Park Ostrava was founded by the City of Ostrava, the Regional Development Agency, VŠB–Technical University of Ostrava, the University of Ostrava and the Silesian University in Opava. The existing STP premises consist of two multi-purpose buildings PIANO and TANDEM with a combined rentable area of about 5,400 m2. Also present on the premises are commercial buildings of Ingeteam a.s. and ELCOM, a. s. STP extension – multi-purpose buildings III and IV: The construction of multi-purpose buildings III and IV commenced in August 2013. These newly constructed buildings will serve as incubators for small and medium-sized enterprises to develop innovative business. The multi-purpose buildings III and IV will offer 2,794 m2 and 2,504 m2 of usable space, respectively.
STP extension: Due to the saturated capacity of the land usable for research and development within the existing STP, a decision was made to extend it to a neighbouring site. Area was identified as the most suitable for the extension. The whole area has an approximate size of 26.5 hectares. The investment plan divides the project into four stages. Currently preparation of the first stage of the project is underway, covering an area of about 15.5 ha. The deadline for the completion of the project funding is 31 December 2016. IT4INNOVATIONS
This project aims to build a top European centre of excellence for research in the field of IT with an emphasis on high-performance computing and embedded computing systems. The project is jointly prepared by five entities: VŠB-Technical University of Ostrava, University of Ostrava, Silesian University in Opava, Brno University of Technology and the Institute of Geonics AS CR. The IT4Innovations Centre of Excellence will combine the functions of an academic research centre for practical applications. The project will run from 2011 to 2015. The total cost of the project from 2010 to 2015 will reach CZK 2,426,623,196.2. The amount of CZK 1,819,490,241 was provided by the Operational Programme Research and Development for Innovation, of which 85% is financed by the EU Structural Funds (European Regional Development Fund) and 15% from the State budget of the Czech Republic. The IT4Innovations National Supercomputing Centre has, since its inception, been part of PRACE, an international network of supercomputing centres, and its team members are internationally renowned experts. The "small cluster" called Anselm, which is already among the most powerful machines in Central Europe, allows, from the first half of 2013, the processing of large amounts of data. Many times, it is the only tool able to solve complex scientific problems. It is therefore a universal research laboratory to model and simulate the solutions for problems in various scientific disciplines. The second and final phase of the supercomputer, the "big cluster", will be commissioned in 2015, and should at that time rank among the 100 most powerful supercomputers in the world.

The business incubator was established in 2008 on the VŠB–Technical University of Ostrava. In addition to modern facilities, the incubator offers a range of services to help those starting their business as well as experienced entrepreneurs to achieve success and prosperity. These services are divided into three basic programmes: rental programme – the entrepreneur can use the services without limitations for market prices; incubation programme – for persons starting their business who have prepared a business plan which is important for acceptance into this programme. Nanotechnology Centre
The Nanotechnology Centre was established on 1 February 2007. It is a research institute at the VŠB-Technical University of Ostrava – the first such institute in the Czech Republic to have the word ‘nanotechnology’ in its title – and it grew out of the former Materials Chemistry Institute. The Centre researches, prepares and analyzes nanomaterials (materials smaller than 10-9 m). Internationally renowned experts are involved in a wide range of research activities involving nanocomposites, nanomaterials with photofunctional and antibacterial properties, friction

composites and sorption materials. Other work at the Centre includes the study of toxicity and the influence of nanoparticles on the environment and living organisms. The Nanotechnology Centre collaborates closely with a range of important Czech and international institutions on joint research projects. Staffs have published hundreds of research articles in internationally renowned scientific journals, as well as creating a significant number of patents and other forms of protected intellectual property. The Nanotechnology Centre works closely with industry and business on various projects and as a provider of analytical services. The Nanotechnology Centre has state-of-the-art modern analytical equipment for the chemical and structural analysis of materials and various methods of microscopy. The teaching staff at the Centre have created the first ever Nanotechnology degree course in the Czech Republic (in conjunction with the Institute of Physics at the VŠB-Technical University of Ostrava). Ostrava Technology Centre
The first building of the Ostrava Technology Centre was completed in October 2010, in the heart of Ostrava’s industrial district of Vítkovice. The Centre bears the name of its founding father, Professor Václav Roubíček. The new building contains facilities for testing progressive new technologies used in ecological waste processing. Research projects include the development of new pyrolysis methods and the ENET research programme, which develops a wide range of technologies using alternative fuels and energy sources – including the thermal treatment of waste and new methods of energy accumulation. In the next five years, the Ostrava Technology Centre is set to create up to 50 new jobs.

Unique science and technology park designed with a total area of 6,450 m2 represents a globally unique and highly competitive infrastructure using the top modern technologies for testing, diagnostics, clinical research and development of new cell medicines, the Advanced Therapy Medicinal Products (ATMPs). 11.3 Clusters The key industrial sectors in Ostrava and the Moravian-Silesian Region are organized within clusters, providing the Region with a clear profile and simplifying the relationship between potential investors and suppliers. In terms of clusters, the Moravian-Silesian Region is a leader in the Czech Republic. The development of clusters has been significantly enhanced by the Ostrava Science and Technology Park, which was the Czech partner in the EU-funded ACENET project (2002 – 2003). The goal of the project was to share information and experience of creating and managing clusters among project partners and to support the creation of a European network of cluster initiatives. Another initiative connected with clusters is ClusterNet (launched by Ostrava’s Regional Development Agency – RDA), which involves the coordination of networked cooperation among all parties involved in cluster initiatives (facilitators, cluster managers, members of executive councils, representatives of universities, development institutions etc.) on all levels – regional, national and international. The RDA was also closely involved in the CLOE and NICE projects, which focused on cluster management and international networking among companies in clusters.

12 Quality of life
12.1 Environment The city of Ostrava lies at the heart of a major industrial conurbation which since 1990 has undergone major process of restructuring including a reduction of heavy industry. This has brought marked improvements in the local environment. In the early 1990s there was a dramatic fall in air pollution and industrial emissions, followed by a more gradual fall. However, since 2001 air pollution levels have once again begun to rise, especially levels of solid pollutants (airborne dust). Ostrava is a typical densely populated urban centre with a high concentration of road traffic and extensive heavy industry. Due to the large number of emissions sources concentrated within a relatively small area, the city is officially classified as an area with poorer than average air quality. Comparison of the trend in emissions in recent years and the present shows that the situation has noticeably improved (see chart 12.1.1). This improvement is mainly due to the decline in industrial production, restrictions on coal mining and also the introduction of environmentally friendly modern technologies. When comparing the total air pollution in recent years, it is clear that the situation has significantly improved. While In 1980 over 65 thousand tons of particulate matter emissions were discharged in the air, now it is well below two thousand tons per year. Where possible, the City of Ostrava contributes to the improvement of the environment. Given the higher deposition of dust, it sprinkles road more often than it is obliged to. The City maintains and expands urban and insulation greenery and creates a green ring around the City. Thanks to these projects Ostrava is of the greenest cities in the Czech Republic. By 2015, the City of Ostrava will have planted more than half a million new trees and shrubs. The City also communicates with the largest industrial polluters and tries to get them to make heavy environmental investments. Since 2007, more than CZK 14,1 billion has been invested in the environment. This amount includes funds used in individual areas – air and greenery, public transport fare subsidies, nature and landscape protection, environmental education, water management and flood protection, waste and brownfields. Since 2007, CZK 8,771,363,000 has been spent on air quality alone. This amount includes expenses such as maintenance of greenery, (CZK 1,013 billion) or projects concerning the planting and revitalization of trees and shrubs (almost CZK 233 million). 12.2 Health care and social services The quality of life of Ostrava’s citizens is significantly affected by the availability of medical and social care. The City of Ostrava offers both outpatient and inpatient health care and in many cases high-quality specialized health care. The City also provides its citizens with the help and support of the Department of Health and Social Affairs of the City Authority and of the contributory organizations specialising in social and health care. When providing social and health services, the City work with individual city districts and also with non-governmental organizations and individuals.

12.2.2
Social services
Social services are provided to individual citizens or their families in order to help them deal with difficult social situations which they are unable to overcome on their own. The services are provided either on-site at clients homes (e.g. personal assistance services and care services), at various types of social services day centres and drop-in centres, or at residential social services institutions. These facilities are constituted by the Statutory City of Ostrava, the Municipal Districts, non-governmental non-profit organizations (NGOs) and individuals. The main focus in Ostrava is on non-residential services, which are provided by 56,3% of facilities. On-site services are provided by 53% of facilities, residential services by 40,6%. Most providers offer combinations of these services. The representation of various forms of social services is well-balanced. There are 117 registered social services providers in Ostrava, offering a total of 180 services used by almost 29,000 citizens. These providers employ almost 3 300 people, ranking them among the most important employers in the city. Social services provided in accordance with Act. The most common types of social service facilities in Ostrava are social counselling centres (14.4%), followed by retirement homes (7.8%), shelters and social activation services for families with children (6.7%), assisted living homes (6.1%) and nursing services (5.6%). The least commonly represented services include therapeutic communities, intervention centres, contact centres, halfway houses, telephone crisis intervention, social services in health care facilities, institutional care, guide and reader services and emergency care (each 0.6%). Most social services are provided for the target group of senior citizens (26%), for persons with mental, physical or multiple disabilities (17%) and for kids and family (11%). Also important are activities focusing on senior citizens (25%), people with lifestyle diseases (18%) and on crime and drug prevention (58%). Day care centres, social counselling centres, crisis aid centres, personal assistance, low threshold facilities, social activation services, shelters and dormitories are often run by civic associations and church organizations. Homes for people with disabilities, retirement homes and assisted living homes are more commonly run by contributory organizations of the City of Ostrava, with nursing services and nursing homes being run by city districts. Recipients of social services include senior citizens, persons with mental illnesses and psychosocial difficulties, persons with mental, physical and multiple disabilities, persons with visual and hearing disabilities, persons with lifestyle disease, children and families, persons at risk of social exclusion and socially excluded persons and the Roma ethnic group. The trends in the population and its age structure clearly show that the ageing population will undoubtedly present the principal challenge for the city authorities to face in the future. As already mentioned, the population of Ostrava is substantially ageing. Given the natural population trends, the population aged 60+ will develop as follows: there were 60.6 thousand people in 2005 and 70 thousand in 2010. In the following years the number will continue to rise to 75.8 thousand in 2015 and to 78.7 thousand in 2020. The above forecast clearly shows the trends in the care for the elderly and how the demands will grow in terms of funding as well as the overall organization of the different types of services. Residential social services The City of Ostrava established 9 contributory organizations providing social services and 1 medical facility providing residential social services in the Municipal Hospital Ostrava, a contributory organization. City districts have established nursing homes including emergency beds and contributory organizations provide social services in their territory. The capacities of residential services for the homeless and socially excluded citizens of the City of Ostrava are also provided by the city district authorities with an available capacity of 112. Non-governmental organizations provide social services in retirement homes and assisted living homes with a capacity of 404, and in shelters and dormitories for homeless people with a capacity of 402. On – site social services The aim of on-site services is to provide services to clients in their own social environment. This enables clients to integrate as fully as possible into the normal life of society; in cases where the clients’ condition makes this impossible, on-site services enable clients to live with dignity. An example of this type is nursing services provided to citizens in their own homes, including apartments in nursing homes or other facilities. In 2013, nursing care services were provided to 2 183 people. The municipal district authorities of the Statutory City of Ostrava provide nursing care services at eight locations. For citizens on old age pensions or invalidity benefits and requiring nursing care services, the municipal districts offer nursing care homes. The allocation of apartments in these homes is the responsibility of the municipal district authorities; places are allocated on the basis of citizens’ applications, depending on the degree to which the potential client’s independence is restricted and the urgency of his/her social situation. There are currently 1 125 apartments in nursing homes in the City of Ostrava. Non-government non-profit organizations (NGOs) and the future development of social services Non-governmental non-profit organizations (NGOs) play an important role in providing social services within the City. Over 100 NGOs are active on the city’s territory. In terms of residential services for senior citizens, NGOs play a supplementary role to core services provided

by contributory organizations. However, NGOs are the sole providers of many other services – especially home-based services and day services. NGO activities in social services are supported from the Statutory City of Ostrava’s budget. In 2009 NGOs received a total of CZK 62.2 million; in 2010, CZK 60.9 million; in 2011, CZK 65 million. 70,1 million CZK in 2012 and 71, 6 million CZK in 2013. Social services within Ostrava are developed and coordinated in accordance with the current key strategic document entitled the Third Community Plan for the period 2011 – 2014. Social Inclusion 2011–2020 Ostrava!!!
In 2011 the City of Ostrava introduced Ostrava!!!, a long-term comprehensive programme of social inclusion whose priority is to improve mutual co-existence of its inhabitants. This goal is also supported by the City's long-term vision of "Better life with family – better coexistence with the majority". The programme includes 12 integrated projects and is based on three main pillars, namely: employment, education and housing. The programme is implemented in two stages, the first one to be implemented in 2012 and 2013 when the programme will start, the first families will be involved, the functionality of the programme verified and partners selected. The second stage is set for the period 2014–2020 and contains a number of specific goals such as: increasing the proportion of Roma secondary school pupils, reduce long-term unemployment of the population living in disadvantaged neighbourhoods, improve the quality of housing and many others.
12.3 Housing and non-residential premises 12.3.1
Housing
The housing stock of the City of Ostrava was entrusted into administration of the individual City Districts. As of 31 December 2013 the City Districts administered a housing stock of 13,326 apartments in 1,073 residential buildings. The trend of selling municipal apartments which has existed since 1991 when the City of Ostrava owned nearly 46,000 apartments, also continued in 2013, although not as dramatically as in the late nineties.

Social housing There is no universal legal definition of this term. Ostrava maintains certain apartments and apartment blocks which are rented out to citizens on low incomes. These are mainly small apartments and reduced-quality apartments located away from the central parts of municipal districts. Various types of social housing are provided by NGOs with financial support from the City of Ostrava. These are not standard apartments; they are facilities providing accommodation specially targeted at citizens who are in serious difficulties due to age, poor health, social situation or personal crisis. Social housing and rehabilitation programs are provided by non-profit organizations mostly with the support of the city. Housing construction of the City of Ostrava after 1995
From 1995 to 2013, funds from the City, city districts, State budget and now also EU grants were contributed to build a total of 2,370 apartments with a total cost of CZK 2,47 billion. In 2013, Ostrava invested CZK 175 million in new construction of residential buildings and renovations of residential units, renovating a total of 240 apartments. Under the grant programme "Housing Estates Regeneration" (according to the Government Decree No. 494/2000 Sb.) regeneration of outdoor spaces around concrete panel buildings, which enhance the quality of housing and address the long-standing problems of these localities has been underway. These problems have lately included especially lack of parking space, poor condition of roads and lack of greenery or recreational areas. In 2013, the regeneration of the housing estate Fifejdy I in Mariánské Hory was completed, followed up by Phase II. C with a total cost of CZK 9.9 million. Also, the regeneration of the housing estate Muglinov in Silesian Ostrava continued with total costs of CZK 7 million, due to be

completed in April 2014. Each of these regeneration projects received a subsidy from the MRD of CZK 4 million.
12.4 Culture The third largest city in Czech Republic and the metropolis of northern Moravia can attract visitors for a number of reasons: typical industrial sites, many activities for free time well spent and a number of cultural institutions and events. The technical sites include: The Michal Mine, which is a valuable authentic industrial area, the Lower Area of Vítkovice, often called the "Ostrava Hradčany", and also Landek Park, which is the largest mining museum in the Czech Republic. Ostrava is also home to many important cultural institutions, most of which have extraregional reach. Among them is the National Moravian-Silesian Theatre which offers opera, theatre and ballet performances. The Puppet Theatre brings a varied repertoire of productions, satisfying the demands of a wide range of theatregoers – from the smallest children to their parents. This theatre holds Spectaculo Interesse Ostrava, an international puppet festival held every odd year, and Theatre Days without Barriers, a festival held every even year. The Petr Bezruč Theatre gives the opportunity to young directors and graduates. Arena Chamber Theatre is one of the youngest and smallest theatre scenes in the Czech Republic. In addition to its own productions, the theatre offers music programmes, discussion evenings and educational programmes for children and youth. The White Theatre is an independent artistic group composed solely of amateurs which specialises in paratheatrical experiments. Film lovers can visit several cinemas, the largest and most popular being the Cinestar Multiplex in the OC Futurum, and CINEMA CITY in Nová Karolina. More demanding cinemagoers will visit Minikino Cafe. Other cinemas include: Luna, Vesmír, Art in Ostrava, or Hvězda in Vratimov, Panorama in Klimkovice, or Polanka Cinema. The Janáček Philharmonic Orchestra Ostrava ranks among the leading Czech symphony orchestras. The Janacek May, international festival of classical music, St. Wenceslas music festival and the multi-genre festival Colours of Ostrava are held every year; the festival Ostrava Days of New Music is held every two years. Also available is a rich programme of three major cultural centres: Culture Centre Akord Ostrava-Zábřeh, Ostrava Culture Centre, Culture Centre Poklad, as well as other, smaller ones in other city districts. A number of exceptional cultural events also take place thanks to numerous clubs, associations and folklore groups. As a major regional centre of culture and education, Ostrava also has its own Academic Library and a dense network of municipal libraries. In October 2005 the Ostrava City Library moved

into newly reconstructed premises near the Sýkora bridge in the city centre.A wide range of cultural activities is complemented by many local galleries and museums with exhibitions of diverse areas of human life. The most important of these is the Art Gallery of Ostrava, whose attendance in recent years has increased, exceeding the limit of one hundred thousand visitors. The importance of the national cultural monument Vítkovice Lower Area goes far beyond the city, region and the Czech Republic. By reconstructing the original gas holder, the "Gong", a multifunctional congress centre with an auditorium of 1,500 seats and its own gallery space was built. A reconstruction of the original historical energy distribution station gave rise to the Small World of Technology, an industrial museum with educative elements. The dominant feature of Vítkovice Lower Area is a blast furnace transformed into an observation tower with an educative trail.
12.5 Sport and recreation Ostrava is a traditional sports city, hosting prominent sporting events of national as well as European or world-wide importance and its citizens are considered the best sports fans in the Czech Republic. In June 2013 Ostrava won the prestigious title of European City of Sport 2014 and joined cities such as Madrid, Valencia or Barcelona. This project aims to involve citizens in sports activities and thus contribute to the improvement of their physical and mental health. The award of this title also has an economic dimension, as it will strengthen sports and recreational infrastructure and especially increase the attractiveness of the City for visitors from mainly the Czech Republic, Slovakia and Poland and increase the visibility of Ostrava within the European Union. Ostrava has a wide range of sports facilities – athletics stadiums, ice rinks, multi-purpose sports halls, tennis courts, squash clubs, indoor and outdoor swimming pools, and many more. The most significant facilities are operated by Sportovní a rekreační zařízení města Ostravy, s. r. o. Its outdoor swimming pool Ostrava-Poruba is the largest natural swimming pool in Central Europe Keen cyclists will enjoy the dense network of cycle routes crossing the entire city. This network is constantly being expanded and passes through many places of natural beauty or historical interest – an ideal choice for a day trip. The area around the city also provides plenty of opportunities for leisure and recreation. The Beskydy and Jeseníky mountains (30 km and 60 km away from Ostrava respectively) offer excellent skiing and winter sports facilities. From spring through to autumn, the mountain ranges are a paradise for hikers, cyclists and anglers. Between May and September a ‘CycleBus’ service is in operation, carrying cyclists (and their bikes), hikers and other passengers between Ostrava and the Beskydy mountains. In the winter sports season, the SkiBus performs the same service.

Golfers will love the region’s courses – ranging from the Šilheřovice course (close to the city, in the grounds of the local chateau) to the courses in Čeladná, Ropice and Ostravice. Just 30 km from Ostrava there is also the popular 9-hole course in Kravaře. Ostrava is the host city for a wide range of top national, European or world sporting events and championships (ice hockey, handball, weightlifting, volleyball, figure skating, tennis – the Davis Cup, bodybuilding and much more). Each year the city showcases the world’s top athletes at the Golden Spike international athletics meeting. In 2004 Ostrava was the co-host of the Ice Hockey World Championship. The games were held at the city’s ČEZ Arena, one of the largest and most modern multi-purpose indoor arenas in the Czech Republic. This unique event will repeat in 2015.
12.6 Tourist attractions Technical monuments as well as Ostrava’s wealth and pride, are being discovered and admired by people from around the world. NHL Lower Vítkovice, forming the distinctive skyline of Ostrava, offers a unique experience combined with an industrial atmosphere. The Colours of Ostrava festival and the Janacek May festival moved in 2012 into the factory space with concerts taking place around the gas tank and adjacent areas. The factory includes a 75 metre high blast furnace, which can be climbed providing views of the nearby Karolina and Trojhalí, soon to be interconnected. This development has given rise to a new neighbourhood full of artists, modern art galleries, cafes, museums, convention and exhibition spaces. In Landek park with the mining museum, you can walk in the footsteps of the mammoth hunters, who settled at the confluence of the Oder and Ostravice rivers and see the unique Landek Venus coming from the same period. The National Historical Landmark Michal Mine should be a must-see for anyone who wants to experience the authentic atmosphere of mining and learn about the work of miners who used to provide us with plenty of "black gold". In addition to its industrial heritage, Ostrava also offers a range of other historical sights, cultural activities and leisure opportunities which will delight visitors of all ages and interests. Among the most popular tourist destinations in the city is the Ostrava Zoo – the second largest zoo in the Czech Republic. Other attractions include the reconstructed Silesian Ostrava Castle, a popular venue for fascinating exhibitions and cultural events, or Miniuni, a unique display of miniature scale models of famous European buildings. Each of Ostrava’s museums offers its own treasures. The Ostrava City Museum displays a 225 cm-high grandfather clock made by the master clockmaker Mr. Mašek in the early 1930s. In 2009 the museum also opened an exciting new permanent exhibition. Other interesting cultural attractions in the city are the Museum of Firefighting, the Museum of Zithers, the Cathedral of the Divine Saviour (the second largest cathedral in Moravia and Silesia after the Basilica at

Velehrad), the Johann Palisa Observatory and Planetarium or the tour of the Ostravar Brewery – not forgetting a tasting session, of course. Czech Tourism, a State contributory organization founded by the Ministry of Regional Development, publishes an annual ranking of the most visited tourist destinations in the Czech Republic. In 2013, two sites represented Ostrava in the top 20 tourist destinations: Lower Vítkovice – Landek park and the Ostrava ZOO. With 679 thousand visitors, the Lower Vitkovice – Landek Park ranked first in the TOP 10 technical monuments most visited by tourists. The most visited tourist destinations in the Moravian-Silesian region include Lower Vítkovice, Landek Park, Ostrava Zoo, as well as the World of Miniatures, Cellar of Ghosts, the Silesian Ostrava Castle, Dinosaur Park Ostrava and the Regional Museum in Kopřivnice. The mobile application takes players around interesting places while the players have to perform various tasks, look for on-site clues and information and solve logic puzzles that lead to decoding the cipher of the mysterious talisman. The statistics is based on the methodology of the Czech Statistical Office only using data from entities which provide accommodation services. As a result, this methodology provides distorted information, as it does not include the number of large congresses and conferences in facilities such as Gong, Černá Louka exposition grounds, Landek Park and many others. Currently there are efforts to eliminate this trend and create a model allowing the acquisition of quality statistical data. Interest in organizing congresses in Ostrava is growing, especially after the opening of Gong and the Lower Vítkovice compound. The decline in the number of events and participants in 2013 was due to the reconstruction of the Clarion Congress Hotel Ostrava to increase its capacity.

Bodies of the City, City Districts and Municipal Organizations
In accordance with the Act No. 128/2000 Sb. on Municipalities (on municipal constitution), as amended, Ostrava is a "statutory city" (in Czech: statutární město, i.e. one with special selfgoverning privileges). The territory of the City is divided into 23 city districts. At the same time, the City is a municipality with extended competence. In terms of its size, the largest city district is Silesian Ostrava (4,174 ha) and the smallest city district is Pustkovec (108 ha). In terms of population as of 1 January 2014, the largest city district is Ostrava-Jih (population of 109,267), followed by Ostrava-Poruba (population of 67,556), Moravská Ostrava a Přívoz (population of 39,641). The internal administrative arrangement of the City is laid down in a generally binding ordinance – the ”Statute” of the City of Ostrava. The City has a two-tier system of management. The City Assembly, City Council, the Mayor, Ostrava City Authority and Ostrava Municipal Police constitute the first tier. The second tier, i.e. the tier of city districts, is represented by city district assemblies, councils, mayors and city district authorities.
14.1 City administration The City Assembly is the highest-ranking decision-making body of the City. Members are elected by citizens for a four-year electoral period. The Assembly has 55 members and its sessions are open to the public. The City Assembly sets up committees as its advisory and controlling bodies. The City Council is the executive body of the City. It has 11 members: the Mayor, the Deputy Mayors and a further four members of the Assembly who act as Councillors. The Council and the Mayor are Assembly members elected to these positions by the Assembly. Sessions of the Council are closed to the public. The City Council appoints commissions as its advisory and initiatory bodies. The Mayor of the City is elected by the Assembly and represents the City in public. The City Authority consists of the Mayor – who is the head of the Authority – plus the Deputy Mayors, the City Authority Secretary and the employees of the City Authority. It carries out tasks assigned to it by the Assembly and the Council as well as standard local government duties. The Authority carries out these duties on the basis of current legal regulations.

The City Secretary coordinates and monitors the activities of all City Authority employees. The Secretary is appointed and dismissed by the Mayor after approval by the Director of the Regional Authority. The City Authority is structured in 20 Divisions.
