Indonesia has always regarded the seas within its archipelago as internal waters. In 1957, Indonesia announced the policy of „Wawasan Nusantara‟ (Unity/Archipelagic Outlook) to provide a symbol of unity. This has remained official government policy ever since.

IPCC Skenario (1999) predicted that temperature will increase by 1.30C to 4.60C as per 2100 with trend 0.10C–0.40C per year.
Susandi (2006) projected an increase of 3,50C (2100), whilst global temperature will reach max 6,20C (2100) . Sea level rise will increase 70-100 cm by 2100. PLTA Membramo dan jalur transmisi ke daerah industri Perusakan hutan (dari pembangunan jalan, pabrik, dll) diminimalisir dengan memusatkan pembangunan industri di satu tempat yang berlokasi strategis dan terlindung dari ancaman Tsunami.
